BY JAMES HORVATH, AIA Fall seems to have finally arrived, as the colder weather is now here in the valley. This past month we had a great turn-out for our Ultimate Drive at Topgolf. The weather was wonderful that day and everyone enjoyed either the competitive drive contest or having fun playing Angry Birds. Next year we will be moving our event to Atomic Golf, and we hope more will join us. This month, we have a few meetings I would like to highlight. · Coming up on Friday November 3rd from 8:00am – 5:30pm will be the 11th Annual CEU Seminar hosted by AIA Nevada & NSBAIDRD. This is a great way to get more education hours at the end of the year in case you need more credits. This will be held via zoom, so please a link to register through the AIA Las Vegas website. · The AIA LV Placemaking Committee (Previously known as COTE Committee) has a in person presentation on November 7th from 5-6:30pm entitled “The 20-Minute City: Re-envision Neighborhoods as More Affordable, Interconnected, Sustainable, and Inclusive Places to Work, Live and Play.” · As we thank our Veterans this month, the AIA Las Vegas would also like to host a luncheon on November 10th for our local AIA veterans and veterans who work in architecture offices. Please RSVP through the AIA Las Vegas website and Thank You to all of the Veterans who have served. This year we are relocating our annual Nevada Design & Service Awards Gala to the Strip View Pavilion located within the Thomas & Mack Center. The Gala is our biggest event of the year, and it is a great opportunity to network with colleagues, celebrate the architecture profession, and raise money for our chapter's programs and initiatives. I am a member of AIA because… I am a member of AIA to support and advance the profession & design education, to take advantage of the resources for growth, and to connect with and give back to my community.

Teresa Mears, AIA

How would you introduce yourself to the world as an architect? In a few sentences, share your passion, your vision, and your achievements in the field. I'm a project architect at LGA Architecture. I view architecture and design as a means of solving problems and improving systems to better people's lives. I'm excited about public architecture and the ways that it can connect people and communities. Throughout my career, I've been lucky to work on projects in different regions of the country, including churches, schools, visitor centers, and museums, and each one has taught me something new about the community it serves and has made me a better architect. What advice would you offer to aspiring architects aiming to follow in your footsteps? This may seem overly simplistic, but my advice is that if you don't ask, the answer will always be no. Your career trajectory is in your control and if you want to grow or learn something new, find a resource or opportunity and ask for it. Most of the steps forward I've made in my career have been a result of asking, framing that ask as a benefit to the firm or person, and showing up with a plan. If you make it easier to say yes than to say no, it's amazing how often that will work out. Could you share with us some of your most challenging architectural endeavors and what you learned from them? Client relationships are so important to the work (and continued work) and it's great when they're easy, but when they are more challenging that can be the biggest opportunity for growth. One of the most challenging experiences in my career was navigating the design process with a building committee that had a lot of internal conflict. Through that project, I improved my communication skills, my ability to make sure everyone feels heard in a meeting, and my patience. Can you share with us an architectural work that has deeply resonated with you and explain why it holds such significance? It's hard to choose favorites, so here's two. I will always remember my visit to the Castelvecchio museum, it's such a profound example of a modern intervention on a historic building that respects the context but has a strong point of view, everything working together in harmony. Carlo Scarpa's buildings illustrate the power and importance of the detail, there is always a new moment of discovery and connection. Thorncrown Chapel by Fay Jones is another favorite I've experienced it in several different seasons and even attended a wedding in the space, the openness of the building allows the nuance of weather, time of day, and season to completely change the experience, it's pretty powerful. In what ways can the American Institute of Architects (AIA) spearhead reform and pioneer innovation in the field? I think we are seeing architecture firms being concerned not just about equity externally for our clients and communities, but also internally for all the employees and workers that are involved in the profession. The AIA is positioned to help determine what the future of architecture looks like, both in terms of who has access to every level of the profession and in how each level of the profession is empowered to advocate for themselves. HARD HAT TOUR UNLV Master of Architecture students learned a lot on their recent hard hat tour of Howard Hughes' new building designed by EV&A and constructed by Kalb Industries.

BRUTAL DC Four student design projects from last year’s spring fourth year studio were included in a new design exhibition at the Southern Utah Museum of Art titled: Brutal DC. The exhibit reimagines new uses for DC’s aging brutalist buildings and includes work from Diller Scofidio and Renfro, Brooks and Scarpa, Gensler, and others. Many thanks to the organizers / curators / museum staff, including Angela Person, Ty Cole, Deane Madsen, and Jessica Kinsey. COMMITTEE NEWS AIA AFFORDABLE HOUSING COMMITTEE End of Year Review - 2023

What We Wanted To Find The Affordable Housing Committee made 2023 a journey to redefine its mission. At the start of the year, we thought we had reached the limits of affordable housing education; so we looked to the practitioners and experts delivering and operating affordable housing. We chose a diverse group of guest speakers hoping to answer two questions: (i) What can Architects do to influence affordable housing through design? (ii) And how can the AIA advocacy platform be used to influence the cause for delivering affordable housing units? Naturally we wanted to find a “magical as-of-yet unfulfilled niche” in both the creative nature of the first question and the technical knowledge basis of the second. What We Learned Our journey had many “a-ha” moments, and moments of outright despair. We were honestly hoping for more in terms of a possible design impact on the affordable housing building arena. Generally, we found that cost is the major driver, with building details driven down to a minimum cost “kit of parts” where there is little room for architectural “bricks and sticks” innovation. Despite this there is space for, and desire among public agencies and private developers for, sustainability advancements. Though some are interested in it for its soundbite quality, the State of Nevada and others are interested in it to the extent it represents real advancement for utilizing technology in a historically low technology field. There were moments this year that really hit at the core of the housing crisis. Eric Novak (Praxis Consulting Group) provided financial analysis and background for the affordable housing policy debate. Intuitively we knew this but didn’t want it to be true: no short- or long-term economic movement to market equilibrium will produce or preserve a single affordable housing unit. This was a tough reality to face and we all see that across the United States now – even with marketrate housing. Without “free money” through multiple subsidies, new affordable housing units cannot be developed.

Hillary Lopez (Reno Housing Authority) cautioned us about our current state of reliance on predominantly federal funding because it is a vulnerable funding resource. State and local funding sources are needed to mirror and expand existing federal programs (i.e. the Low Income Housing Tax Credit [LIHTC]) with other funding or funding-in-kind. The will to step up will be on display as the current spike in production, enabled by the $500mm Home Means Nevada, nears its end in 2024. We discussed modular housing with Ian Dickerson, who led the design for a “social housing” project in Los Angeles’ Skid Row neighborhood (Central City East). This project offers inspiration for successfully incorporating modular buildings into a single site multifamily building. A promising idea. Advocacy Potential Audra Hamernik (Nevada Hand) discussed the arcane intricacies of creating financial coalitions to access LIHTC funding. From this interaction, the vision of what is possible for mixed use and walkable urban communities that include affordable housing that are not stigmatized as an outlier, but rather a potentially welcomed inclusion. Given that cost per unit is a powerful headwind, solutions relying on reducing the cost of single-family detached homes cannot be an effective means of reducing costs. We can only make the homes so small, and the lots so small. Only a multifamily housing type can effectively move the needle for housing the large numbers of people who need affordable housing. Zoning works against multifamily affordable (and market rate) housing precisely at the urban infill locations that would keep residents close to work. Seventy five percent (75%) of the United States is zoned for single family single use. The rezoning that is necessary for higher density communities is resisted by neighbors who believe their property values will be degraded by the addition of multifamily units. This is the classic NIMBY (Not in my backyard) rhetoric that often squelches affordable housing developments. Advocate for more density. The time it takes to rezone through an entitlement process can push a project beyond the required allocation period for the public funding. This causes funds to go unused – a lost opportunity. The current process is certainly another area where Architects have the technical knowledge and experience to aid in influencing an impediment to housing creation. Advocate for less restrictive zoning in residential areas.

To wrap up the year, we mapped out what we heard into the two categories where we wanted to make an impact. COMMUNITY NEWS SNHBA CEO Passes Away We are sending along very sad news of the passing of Nat Hodgson. Nat was the chief executive officer of the Southern Nevada Home Builders Association and HomeAid Southern Nevada. He also participated actively in the energy code collaborative for the past decade. He provided the perspective of the homebuilder industry to the collaborative and always had a spirit of joy in his work. Hodgson previously served four years on the Nevada State Contractors Board and received the Builder Member of the Year award from SNHBA when he worked for Pulte Homes in 2006. CLARK COUNTY BUILDING DEPARTMENT

NOTICE TO INDUSTRY

Subject: Pool Contractor Licensing Requirements Please be advised that Clark County Building Department (CCBD) has been in communication with the Nevada State Contractors Board (NSCB) regarding contractor licensing requirements. CCBD has received feedback from NSCB regarding the appropriate contractor license type for different scopes of work typically seen on residential pool construction. A copy of a letter dated July 25, 2003, from NSCB to CCBD is attached to this notice for reference. CCBD is adapting its permitting procedures to conform with these expectations of NSCB. Effective immediately the following contractors license types will be required in order to pull the contractor permit scopes listed below: A residential swimming pool permit will only be issued at an A10 contractors license (including appropriate subsubclassification licenses a, b, c, d, & e where appropriate). CCBD will not issue a swimming pool permit to a full A General Engineering contractors license unless that license shows that a consumer protection bond for pools is maintained in accordance with NRS 624.267. An electrical permit associated with work on a residential swimming pool will only be issued to a C-2 contractors license. CCBD will not issue an electrical permit or sub-permit for work associated with residential swimming pool to a C-2a license or an A license of any designation.

NOTICE TO INDUSTRY Subject: 2021 IECC compliance for projects in CCBD Jurisdiction New building permit applications submitted prior to October 16, 2023 may use the 2018 International Energy Conservation Code (IECC). Permit applications submitted prior to this deadline must be complete and ready for the permit intake process; incomplete applications may not be accepted as meeting the deadline, at the discretion of the Building official. Starting October 16, 2023, all new building permit applications will be required to demonstrate compliance with the 2021 IECC.
