Holiday season is upon us! With Halloween and Nevada Day in the recent rear-view mirror, Thanksgiving and Christmas are quickly approaching It’s a great time of year to reflect on our achievements I would encourage you all to take a moment to congratulate and thank those colleagues around you that contributed to your successes this year It’s also a time of planning as we look towards 2025 (I can hardly believe I just wrote those words!)

As the election season winds down, please remember to get out there and vote. It’s important that we all participate in the election system. Participation by all ensures the effectiveness of the election process as it was originally envisioned Employers and Studio Leaders,

please allow your team members an extra hour or two that might simplify their ability to do their part. I know we will all be glad to have the advertisements gone from our social media, TVs and mailboxes. It is my hope that we will all come together, regardless of the outcome, and support the new leaders of our local, state and national governments

Looking towards 2025, the Nevada State Legislative session will soon be upon us As I transition into the role of AIA Nevada President, I look forward to representing you in Carson City next year I view this opportunity as a continuation of our visits to Washington DC, but here, on a local level, there is an opportunity to communicate the importance of design, community, sustainability, resiliency and energy efficiency to our local and state leaders As Citizen Architect, we have the unique opportunity and skill set to make our communities better places If you are passionate about an issue that you would like AIA Nevada to be aware of and advocate for, please reach out and let me know what is on your mind

I would like to call your attention to the mentorship program being promoted by the AIAS Chapter at the UNLV School of Architecture. This program aspires to bridge the gap between theoretical education and practical application. As a

mentor, you can help the future generation of Southern Nevada Architects evolve in their early career years. I know we all have busy lives; however, the program’s goal is for each mentee to spend only 30 minutes a month with a mentor. So, my challenge to you is to determine how many students you can take under your wing. Please contact the AIA Las Vegas office or the UNLV School of Architecture for additional information.

Speaking of celebrating the achievement of 2024, the AIA Nevada: AxNV Design and Service Awards & Gala is right around the corner. I am a member of AIA because... I believe we can make a greater impact as a combined group of likeminded professionals with common goals and objectives Together we stand a better chance of making our communities healthier, happier, safer places to live and raise our families. How would you introduce yourself to the world as an architect? In a few sentences, share your passion, your vision, and your achievements in the field.

I enjoy leading teams that are willing to take on complicated problems Finding the solutions that achieve the goals of our clients and colleagues is where I find the most satisfaction and reward. I’m not one that seeks attention for our accomplishments, I prefer to see the

smiles and joy on the faces of people that experience the spaces and places we create One of my most significant accomplishments is an ongoing work of passion, The Discovery Children’s Museum. As a volunteer and Board Member, I lead the building committee that was responsible to relocating Discovery to the Smith Center Campus. I was not the lead designer or the Architect of Record, but I know the work I did over the course of several years pays off every day as children and families enjoy playful learning together

Describe the pivotal moment or influence that ignited your passion for architecture.

As a high school student, I developed a love for painting. However, being a starving artist was not a career path I wanted to try. My art teacher

challenged me to find a successful artist to write a report on. I found a book on the work of Le Corbusier in her library and fell in love with the sculptural buildings and spaces he created That’s how I discovered my future profession

Can you share with us an architectural work that has deeply resonated with you and explain why it holds such significance?

Le Corbusier’s chapel at Ron Champs is still my favorite building and space all in one The spiritual play of light and shadow create a sense of calm and reflection that provides a perfect space for prayer and reflection

Can you elaborate on your experience collaborating with other architects and industry professionals?

Every day on every project is a collaborative effort The world of building technology and construction is too complex to take on individually. I believe that we are generalists and as such, we are positioned to ask the right questions as we work with our project teams to problem solve Integrating entertainment technology and art into immersive experiences has become a significant portion of our work These project types require a open minded approach to artistic vision, code analysis and lighting design, for example Collaborating with our industry experts facilitates our work in translating artistic vision

into safe, comfortable spaces that can be enjoyed and experienced by our clients and their customers

How do you believe architects can enhance their value proposition to clients?

We have to find the right balance between initial project time and cost impacts while considering the longterm operational consequences of our decisions Our recommendations regarding materials and systems directly impact our client’s ability to maintain and operate their venues for the life of the project We like to encourage cost effective solutions over “the cheapest” option. This is particularly true for our clients that are small business owners. Helping our clients make smart long term choices is a clear value add.

What advice would you offer to aspiring architects aiming to follow in your footsteps?

First and foremost, I hope the future generation of Architects love their work as much as I do I suggest that you find a firm that fits your personality and professional goals. We try to create a “fun first” culture and mentality because it makes the work easier and more enjoyable. It is my hope that we can remove conflict and increase collaboration between our engineering and construction colleagues by applying this approach and attitude

Downtown Las Vegas Civic Center Tour

outdoor plaza, and performance spaces designed to celebrate the Mojave Desert environment. The tour provided an insider's perspective of what will become the future heart of downtown Las Vegas, designed by LGA, BNIM, and OJB.

Attendees learned about this transformative project's goal to consolidate City of Las Vegas employees into a central campus, fostering collaboration and efficiency. The tour showcased the integration of public and private spaces, including an art gallery, meeting rooms, and a versatile outdoor area designed to host up to 2,500 people for community events.

We extend our sincere thanks to all who joined us for this informative site tour. Your enthusiasm and engagement made the event a great success. We look forward to seeing you at future EPYAF events as we continue to explore and celebrate the development of our city!

TITLE 30

Title 30 is the Clark County Code related to land use, zoning and development. Below is the reference version of Title 30. This is not the codified version, which is maintained by the County Clerk

The current Title 30 will stay as the codified version displayed at muni.com. The codified version may not reflect the most updated ordinances adopted by the County as there is a delay in processing codified ordinances. You can find all approved ordinances from the last muni code update by visiting the County Clerk’s page.

In January 2020, Clark County launched a major effort—called Transform Clark County to establish a cohesive, county-wide vision for the future and a defined strategy to achieve that vision. The effort included a complete rewrite of Clark County’s key policy and regulatory documents the Master Plan and Development Code (Title 30). The updated Master Plan was adopted in November 2021 and the Development Code was adopted in January 2024.

NEVADA STATE SMART GROWTH LAUNCH EVENT

Nevada State University

On October 24, 2024, Nevada State University brought together developers from across the country, local business leaders, government officials, and key stakeholders to officially launch its SMART Growth Initiative, setting the stage for accelerated campus growth aligned with Nevada’s evolving educational and workforce landscape.

“We know that Nevada State University is the future of higher education in Nevada, and we must intentionally develop our campus to support the vital role we play in educating our community and developing the workforce that our state requires for its continued growth,” said Dr. DeRionne Pollard, President of Nevada State University. “The SMART Growth Initiative is a unique opportunity to build an innovative campus that benefits our students, the surrounding university community, and Southern Nevada ”

At its founding, the federal government granted land to the City of Henderson intending to build a robust, mid-tier institution of higher education. The current campus footprint accounts for 60 of those acres. The SMART Growth Initiative seeks to thoughtfully develop the remaining 452 acres of Nevada State’s campus in collaboration with the private sector, regional stakeholders, and the surrounding community

More than 160 attendees learned more about the vision for Nevada State University, which is guided by the campus master plan most recently updated in 2023. Along with leadership from Nevada State University, representatives from WT Partnership, Nevada State Campus Lands Corporation, City of Henderson, and TSK Architects provided insights on the future development of Nevada State’s campus as well as the surrounding community.

As laid out in its master plan, Nevada State projects the student population to grow to 20,000 by 2047. Accommodating this growth calls for new academic buildings, student housing, and other state-of-the-art facilities to foster innovation and collaboration with key industries in the region

To facilitate this effort, Dr. Pollard formed the Nevada State Campus Lands Corporation (NSCLC) and convened a board of trustees

with broad representation from finance, law, development, government, and non-profit administration to provide guidance on developing Nevada State’s campus in alignment with the university’s academic mission and the State’s workforce development goals NSCLC bridges the gap between higher education and the private sector, helping Nevada State leverage mutually beneficial public-private collaborations and innovative advancements in procurement, design, and financing.

The initiative aligns seamlessly with recent efforts by the City of Henderson and the Regional Transportation Commission of Southern Nevada in the University Area Livable Centers Study, which was unanimously approved by the Henderson City Council. The study was a comprehensive review of a 1400-acre area that includes Nevada State’s 512-acre campus, 85 acres of vacant, City-owned land adjacent to the university, the Harry Reid Union Pacific Railroad Trail, and nearby residential neighborhoods and recognizes the current and future needs of the broader university community, ensuring that students, faculty, and neighbors will have dedicated spaces to live, learn, work, and thrive.

PEI ARCHITECTS UNVEILS 5-

COMPLEX IN CHANGSHA, CHINA, AT AIA

MIDDLE EAST CONFERENCE

At a global architecture conference this fall, PEI Architects will debut their completed design for a five-building, mixed-use waterfront headquarters in China’s Hunan province, a highly visible new landmark for the growing city of Changsha on the impressive Xiang River

The first and extensive look at one of PEI Architects’ largest recent commissions will interest attendees gathering in Doha, Qatar for American Institute of Architects (AIA) Middle East’s annual End of Year Conference. Now wrapping up construction for the client SANY Group, the world’s third-largest maker of heavy equipment and a Fortune 500 company, the new, 1 14 million-square-foot, mixed-use complex includes five separate buildings with panoramic river views, all set atop a low podium with a weaving esplanade and open spaces.

The development is the new operations headquarters for Sanxiang Bank, SANY Group’s commercial banking venture, and the design nods to the capital city’s history of Xiang River maritime trade, which made Changsha a center of rice and tea commerce through the 1800s. Presenting on behalf of the New York-based firm, founding partner Li Chung (Sandi) Pei, AIA will tour attendees through the much-anticipated, sculptural city addition

About the Sanxiang Bank Mixed-Use Development

With a low podium weaving through the base of five distinct buildings, the continuous development is unified through curvilinear geometries that are as compelling from a pedestrian point of view as they are from a distance. The rhythmic series of three similar south towers form curved rooflines at escalating heights, for example, while a soaring illuminated arch defines the view of the central circular building from the ground.

At the north end of the site stands the main tower Sanxiang Bank headquarters rising 540 feet with a rotated, bowed facade framed by geometrical outlines meant to project stability and solidity.

“The facades of the three residential towers also present convex forms, and with curved rooflines rising to a point, they evoke the image of billowed sails, an homage to the riverfront’s maritime history,” says Sandi Pei. “The architectural gesture of the positioning and shape of the facades also maximizes exposure to the water, offering the best possible views of the riverfront ”

PEI Architects’ senior associate Leo Li, Assoc AIA, LEED AP, project director for the Changsha development, adds, “We worked to

design a compelling experience at varied scales and from multiple perspectives, whether the observer is up close or standing across the river. Each building has its own unique character, setting the headquarters in contrast to its neighboring structures, which are mainly rectangular boxes with flat rooftops ”

For the talk at the AIA Middle East’s End of Year Conference, Pei will also focus on the primary challenges of the design: dealing with a very narrow, waterside urban site, as well as strict zoning requirements and height limits to allow visibility Even with these challenges, the ambitious and just-completed project includes residential units, office space for Sanxiang Bank and others, hotel rooms, a sky lounge, swimming pools, media and game rooms, outdoor spaces and ample parking. The magnetic program of retail, entertainment, and conference offerings along the podium base energize this riverfront community

Offering a view into one of the Middle East’s most creative architecture and urbanism laboratories, the architects Sandi Pei and Leo Li of PEI Architects will join leaders from Foster + Partners, Zaha Hadid Architects and Isozaki + HuQian Partners for the 2024 AIA ME Year End Conference next month The focus is on the urban fabric of the host country, Qatar, its increasing diversity, and its fourdecade transformation into a modern metropolis with innovative and often futuristic architectural solutions focused on function, climate and sustainability.

Founding partner Li Chung (Sandi) Pei, AIA, of PEI Architects will deliver a day-two keynote to the American Institute of Architects (AIA) Middle East on November 23, carrying the firm’s message of dedication to design excellence in the creation of architecture that serves and enriches people and their environments.

The 11th Year End Conference and Design Awards, held in Doha, Qatar from November 22nd to November 23rd, is organized around the theme of Qatar as the “Morphogenesis of a Pearl.” Said the AIA Middle East organizers, “With this conference, we will dig into the details of how the urban fabric of the country sets a bold and daring example of unity in diversity.”

PEI Architects has a number of significant and award-winning works in the Middle East, adds Sandi Pei Examples include built works such as the Balai Pameran Islam Sultan Haji Hassanal Bolkiah Museum for the Sultan of Brunei, now a renowned research center and museum for scholarly Islamic work as well as conceptual designs including the Al Burj, a 1,000-meter-tall and iconic skyscraper for Jumeirah Palm Island and later re-sited to the Dubai Waterfront, a planned city for over 500,000 inhabitants near Abu Dhabi

Completed commercial works include the Alturki Business Park, a 14-story headquarters building for the Alturki Group set on a two-acre landscaped site.

Evidence of the firm’s celebrated legacy, PEI Architects also designed the Museum of Islamic Art Park, located adjacent to the acclaimed Museum of Islamic Art designed by the Sandi Pei’s father I M Pei The approximately 70-acre public space transforms the waterfront of Doha, reflecting the collaboration between PEI and the landscape architects QMA to create a major attraction for children, adults and artists as well as a haven for cultural, educational and recreational exploration.
