WELCOME

BY JAMES HORVATH, AIA As we approach the end of 2023, I want to take a moment to reflect on the incredible year we have had together. I am honored to have served as your President for a second term as this year has been a year marked by innovation, collaboration, and a renewed commitment to shaping the future of architecture in Las Vegas. This year, we kicked off with our highly successful 'Designing the Framework for Advocacy' breakfast, where we discussed the importance of advocacy in shaping our communities and the profession of architecture. In February, we celebrated the legacy of Paul Revere Williams, FAIA, one of the most influential African American architects of the 20th century. Members of the AIA Las Vegas board were in attendance of the celebration by city, state and national representatives as February 18th was proclaimed Paul Revere Williams, FAIA day at the Neon Museum within the La Concha Visitors’ Center, which was just one of Williams iconic architectural achievements here in Las Vegas. We had the privilege of honoring the next generation of architects at the 40th Annual High School Design Awards and the 49th Annual AIA Las Vegas Golf Tournament at the Dragon Ridge Golf Course. It's always inspiring to see the creativity and talent of our young people, and we are committed to supporting their future endeavors. In June, we traveled to San Francisco for A'23, the AIA's annual convention, where we were inspired by thoughtprovoking discussions, innovative exhibits, and the chance to connect with architects from around the world. In September we moved our AIA Las Vegas ARC Product Show 2023 to the INDUSTRIAL event space, where we showcased the latest trends and technologies in the architecture and design industry. Throughout the year, we have been overwhelmed by the support of our members and allied members. Your dedication to our chapter has made it possible for us to achieve so much. As we look to the future, I am confident that AIA Las Vegas will continue to be a leading force in the architecture and design community. Through the leadership of the incoming president, Troy Moser, AIA, we will continue to advocate for our profession, provide our members with valuable resources and opportunities, and work to create a more vibrant and sustainable Las Vegas. Hi Fellow NV Fellows, These last 3 years have truly challenged all of us as we have watched the public health crisis unfold across our country, challenge our healthcare systems and forced many of our community into dealing with true economic hardships. Now, more than ever we need to step up and show leadership by working towards creating a more equitable, inclusive and resilient profession across our country. We look to all of us; Fellows recently elevated in these last few years, as well those of us longer time Fellows to step up and do whatever you can do to help our fundraising at the College. I am writing to request your financial support of the College of Fellows. As you know, the College funds several crucial programs on behalf of our profession, including the Latrobe Prize, the Young Architect Awards and the Emerging Professional Component Grants. In short, as my good friend and former Chancellor Lenore Lucey, FAIA so eloquently summarized it, “We give away money to further the profession we love”. COMMUNITY NEWS Welcome Home Community Housing Fund

In Spring of 2022, the Welcome Home Program and Clark County’s Community Housing Fund (CHF) were created to address the urgent need for housing for low-income residents in Southern Nevada, including families, seniors, and those who are employed but unable to find affordable housing. In September the Board of County Commissioners approved CHF funding of nearly $120 million for 30 housing developments across our community, both new construction and rehab, to ensure that Clark County residents have safe, modern, and most importantly, affordable options to call home. These initial Welcome Home funds were the first of their kind provided by a local government in Nevada and will help build or maintain approximately 3,000 units of low-income rental housing. The funds were provided to projects that needed gap financing to supplement Low-Income Housing Tax Credits and other financing sources. In 2023 Clark County has continued its investment in affordable housing and is offering TWO Welcome Home funding rounds. The first is for approximately $20 million dedicated to funding permanent supportive housing projects in Southern Nevada – this funding round includes nearly $10 million in federal HOME-ARP funding combined with other County funds. The second Welcome Home funding round for 2023 is for $60 million in CHF for permanent affordable rental housing. Further information about these opportunities can be found below. Additional future Welcome Home programs include a Community Land Trust for affordable homeownership, continued annual funding rounds, and opportunities for affordable housing development on county-owned and BLM land. Current Welcome Home and Community Housing Office Initiatives The 2023 Welcome Home CHF funding round is now open. Find the Program Guide with embedded link to the application HERE. The Community Housing Office has opened the FY 2024-2025 application for HUD HOME funds. Find the Program Guide with embedded link to the application HERE The Welcome Home Program is pleased to announce our Permanent Supportive Housing funding round is now open. This funding round consists of two companion applications, one for construction and development, and one for supportive services. All applicants should read both Program Guides and pay close attention to the requirements for using the HUD HOME-ARP funds. The Program Guides, including Application instructions, can be found here: Development of Permanent Supportive Housing (PSH) Supportive Services for PSH Applications are due on November 14th, 2023. The County is in the process of creating the Welcome Home Community Land Trust. The Community Land Trust (CLT) will provide homeownership opportunities for low to moderate income first-time homebuyers in Clark County. The County expects to open applications for homebuyers in 2024 and 2025. Through our Community Housing Office, Clark County manages our Private Activity Bond Cap and HUD HOME funds. Both programs are available to affordable housing developers. Our Social Service Department provides other resources for residents in need of housing and assistance. Clark County Announces $60M Available for Affordable Housing in Southern Nevada By FOX5 Staff Published: Nov. 15, 2023 at 1:18 PM PST

LAS VEGAS, Nev. (FOX5) - Clark County on Wednesday announced that $60 million in funding has been made available to go toward affordable housing in Southern Nevada. According to a news release, the funding will go toward the development and rehabilitation of affordable housing in the region through Welcome Home, Clark County’s Community Housing Program.

Clark County says that the latest funding supplements the $20 million that was made available in September in order to help develop housing for extremely low-income residents. The county says the funds will assist residents who are formerly homeless or at risk of homelessness and who need housing services with wraparound services. " Through this effort, Clark County is working to address the pressing issue of affordable housing within our community. With its new $60 million competitive funding round, we are taking decisive action to further catalyze the development of housing solutions that are within reach for our residents,” said Clark County Commission Chairman Jim Gibson. “This initiative builds upon the impactful investment in 2022, which already paved the way for the construction or rehabilitation of nearly 3,000 housing units, providing housing for families, seniors, and disabled individuals facing housing challenges in Southern Nevada.”

COMMUNITY NEWS Las Vegas IOS Properties Surge in Popularity

Industrial Outdoor Storage, abbreviated as IOS, has quietly surged in popularity among Las Vegas real estate investors, growing behind the scenes of the much more publicized boom in Las Vegas warehouse projects. Industrial-zoned land where users store items such as vehicles, equipments, materials, or containers outdoors summarizes what is now known simply as "IOS." The ideal IOS site is five to twenty acres, fully paved, secured, and lighted, with a modest office/warehouse building on site. Building coverage ratios are generally less than 20% and often much lower. North Las Vegas has the highest concentration of IOS properties, though several pockets exist across the valley. Unlike the rest of the Las Vegas industrial property market, IOS property owners are typically individual users or small businesses, not institutions. For investors, higher returns are possible when buying from one-off sellers. IOS barriers to entry include difficulty purchasing at scale and encountering old and poorly written leases. For instance, a 25-year lease signed several years ago with fixed 2% options may leave very little or no upside to a new investor, especially considering that some IOS sites have seen rents more than double in recent years. Desirable leases today often carry term lengths of five to ten years, have triple-net structures, and carry annual rent increases at or above the inflation rate. Many investors are looking for quality sites with only a few years remaining term, which they can subsequently renew or re-lease at market rates with minimal capital expenditures to boost returns. End-users also seek to buy IOS, including truck terminals optimized for quick transfer of goods. Terminals feature narrow buildings where workers rapidly transfer goods between trucks without storing them long-term. Lessthan-truckload (LTL) logistics operators combine freight from different customers onto single trucks for longer hauls. The components of terminal buildings are less critical since workers only store goods briefly. There's no need for complex systems or equipment. A few offices and restrooms are sufficient. It's all about maximizing loading dock doors and the outdoor storage component (a "yard") for parking trailers. Demand for all types of industrial property in Las Vegas remains robust. IOS properties also benefit from strong barriers to entry due to the limited availability of in-fill industrial land. The combination suggests strength in this niche market for the foreseeable future. The Nevada State Board of Architecture, Interior Design and Residential Design located at 2080 E. Flamingo Rd. Suite 120, Las Vegas, NV 89119, is proposing the adoption of regulations pertaining to Chapter 623 of Nevada Administrative Code. A workshop has been set for 1:30 p.m., on Friday, November 17, 2023, via Zoom. The purpose of the workshop is to solicit comments from interested persons on the following general topics that may be addressed in the amendments of proposed regulations: NAC 623.135 & 623.400 which removes sections that are redundant or obsolete; and the repealing sections NAC 623.015, 623.150, 623.155, 623.170, 623.300, 623.445, 623.455, 623.465, 623.475, 623.920, 623.925, 623.930 and 623.935, as these sections are obsolete and no longer needed.
