Spring in Nevada brings not only the bloom of our natural landscapes but also the flourishing of our community’s collaborative and celebratory spirit As we embrace the warmer days, April stands out as a month of remarkable engagement, learning, and, most notably, our much-anticipated marquee event the 50th Annual AIA Las Vegas Golf Tournament This golden anniversary promises to be an extraordinary day, marking one of the longest-running golf tournaments in our state with the theme “Fore the GOLD ”
On Monday, April 22nd, we will gather at the prestigious Canyon Gate Country Club to celebrate this milestone event I invite each of you to channel your inner Arnold Palmer or Jack Nicklaus, embracing the spirit of the game with plaids, stylish collared shirts, classic hats, and your most dazzling golden accessories The tournament will not only showcase your golfing prowess but also your throwback style, with a prize for the best dressed as a fun nod to our golden theme
Additionally, we are offering a unique opportunity for you to enhance this golden anniversary with exclusive experiences such as whiskey tasting and hand-rolled cigars. This is your chance to contribute to a memorable 50th tournament and engage with our community in a truly special way.
Beyond the excitement of the golf tournament, April is filled with opportunities for learning and engagement. The AIA Nevada Small Firm Exchange (SFx) will be hosting a Virtual Coffee Chat on April 9th, offering a platform for sharing and discussion. The Placemaking Committee invites you to join a tour of Evora on April 12th, providing insights into innovative approaches to community development. Additionally, the “Sustainable Design for Large Opening Wall Systems” Mingle and Learn event on April 24th will offer valuable HSW credits, reinforcing our commitment to sustainable design practices.
Looking ahead to May, we are excited to announce the collaborative event "Bridging the Gap," featuring the High School Design Awards and the AIAS Gallery Exhibition on May 1st. This event showcases the creativity and potential of the next generation of designers. Additionally, our Membership Meeting on May 22nd, hosted by the Affordable Housing Committee, promises to be an engaging discussion on critical issues facing our communities.
As we continue to build on the successes of the past and look forward to the opportunities of the future, I am reminded of the strength and resilience of our community. On March 22nd, the AIA Las Vegas Women in Architecture Committee hosted the third annual Women Building Nevada Symposium at the Balkan Grill This powerful event celebrated the remarkable women who have made lasting impacts on the state's built environment through architecture, engineering, construction, urban planning, and more
The day was packed with inspiring keynote speeches, thought-provoking panel discussions, and invaluable networking opportunities. Attendees from across industries gathered to explore the significant contributions women have made to shaping Nevada's communities
The program tackled critical topics like equitable redevelopment without displacement, transforming transportation to better support communities, making parks more accessible, and how land-use policies can reshape neighborhoods for the better. A special highlight was "A Conversation with Historian Claytee White," providing insights into Nevada's rich architectural heritage

Small Firm Architects Connect, Learn at Lively Sundry Mixer
On March 12th, the AIA Las Vegas Small Firm Exchange (SFx) hosted a lively networking mixer at the Sundry Food Hall. The event aligned with the SFx's critical mission of advancing the interests of small firms.
The Sundry mixer embodied these goals, providing an energetic setting for colleagues to connect, exchange insights, and support one another's entrepreneurial pursuits Architects caught up over drinks and cuisine from the food hall's diverse vendors, discussing project challenges, new opportunities, and the unique dynamics of operating a small firm.






Architects Descend on Capitol Hill for Key Legislative Efforts
Over 800 AIA leaders from all across the globe descended upon Capitol Hill February 28th, 2024 to communicate three bills that are very important to the architecture profession They went on behalf of all architects in their respective states and regions to represent and make their voices heard. The more involved architects are advocating at the federal level, the greater the positive impact on architecture firms, the communities in which architects live, work and play, and the profession at large
The Nevada Delegation met with both Senator Cortez Masto and Senator Rosen, as well as representatives from the offices of Rep. Mark Amodei, Rep. Susie Lee, Rep. Steven Horsford, and Rep. Dina Titus.
The three key bills that were the focus of the lobbying efforts were:
DEMOCRACY in DESIGN ACT – (HR 964/S 366)
BACKGROUND
In December 2020, the former president


issued an executive order entitled “Promoting Beautiful Federal Civic Architecture” (EO 13967), which created an official preference for classical and traditional architecture for federal courthouses and other buildings over $50 million. Shortly after taking office, President Biden revoked Executive Order 13967
The Democracy in Design Act is championed by AIA. Rep. Dina Titus (DNV) agreed to be the lead sponsor and introduce the bill during the 116th Congress (2019-2020) The act prevents
future federal mandates on architectural design styles and gives a voice to local communities in determining their own architectural and design needs
AIA unequivocally opposes any attempt to mandate an official architectural style for federal buildings.
The main goal is to urge the Members of Congress to support the Democracy in Design Act by cosponsoring the legislation.
The key take-away message is: The federal government should not mandate one architectural style over another for federal building construction Federal buildings should reflect the citizenry for which it is built. Supporting the Democracy in Design Act helps safeguards against future building design mandates
Revising Fee Limitations for Federal Contracts
BACKGROUND
There is a provision in federal law limiting the fee for architectural and engineering services (production and delivery of designs, plans, drawings and specifications) for federal public works projects to 6% of the estimated cost of the project, but only for “cost-plus-fixed-fee” contracts These contracts are not commonly used by the federal government for A/E services.
The 6% fee limitation on A/E services was originally enacted in 1939 as a measure to contain cost during the ramp up to World War II, and was limited to cost-plus-fixed fee contracts. In 2011, Congress enacted a law to re-establish and clarify that the 6% fee cap was only for cost-plus-fixed-fee contracts However, it is still applied to
other contracts by federal agencies and contracting officers today.
The Federal Acquisition Regulation (FAR) governs the rules and terms for all executive agencies in their acquisition of supplies and services. Currently the FAR does not restrict the 6% fee limitation to solely cost-plus-fixed-fee contracts --which is inconsistent with the statutory provisions under which the regulation was promulgated. It has been applied more broadly by federal agencies and contracting officers to other types of procurement contracts, including the much more commonly used “firm fixed fee” contracts This is contrary to congressional intent in enacting the Brooks Act of 1972, which establishes Qualification Based Selection (QBS) for architectural and engineering services for a fair and reasonable fee
R&D TAX ISSUE (HR 7024) BACKGROUND
There are over 19,000 small, medium, and large architecture firms throughout the US These businesses employ more than 200,000 individuals. Architects have a professional responsibility to protect the health, safety, and welfare of the public Investments in research and development are central to the day-to-day work of architects and drive local, regional, and national economies.
AIA supports business-friendly tax policies that encourage investment in research and development, incentivize private-sector affordable housing, and ensure tax parity between large and small businesses.
If Congress does not enact the Tax Relief
for American Families and Workers Act of 2024 (HR 7024), architecture firms of all sizes will face undue restrictions on their ability to innovate, grow, and attract new talent
The American Institute of Architects (AIA) recognizes the importance of advocating for legislation that supports the architecture profession and promotes the creation of sustainable, resilient, and equitable built environments. By mobilizing architects from across the country, the AIA aims to ensure that the voice of the profession is heard loud and clear on Capitol Hill
Through these lobbying efforts, architects hope to influence policymakers and shape the future of the industry, ultimately benefiting not only architecture firms but also the communities they serve

Today, the City of North Las Vegas and the Southern Nevada Water Authority (SNWA) broke ground on the Garnet Valley/Apex Water and Wastewater System to provide additional water and sewer infrastructure to meet the future development demand in Apex Industrial Park. According to John Entsminger, SNWA general manager, all indoor water use within Apex is reclaimed and recycled back to Lake Mead.
Apex Industrial Park has more than 7,000 acres of developable land and is close proximity to major transportation routes. Major developers including VanTrust Real Estate, Dermody Properties, NorthPoint Development and


Prologis, whose North Las Vegas land holding is their second largest in the United States, have all already invested in Apex. Once completely built out, Apex is expected to create 73,000 new jobs and $7 billion dollars of investment over the next 20 years.

Yesterday, Southern Land Company (SLC) broke ground on a mixed-use development located at 1207 S. 3rd Street in the18b Arts District in Downtown Las Vegas. The project will include three seven-story apartment buildings totaling 531,982 square feet, offering a combined 337 rental residences and 8,500 square feet of ground-level retail and restaurant space The residential units will include a mix of studio, one- and two-bedroom homes, offering between 585 and 1,254 square feet of living space.
Leasing will begin for the apartments in the second quarter of 2025. Leasing for retail space is anticipated to begin in the third quarter of 2025. The project is anticipated to open in late 2025. KTGY designed the project, and Burke Construction Group, Inc of Las Vegas serves as general contractor

The SPD advisory committee is pleased to announce the 2024 Small Project Design Knowledge Community Grant The purpose of this grant is to provide financial support for nonprofit organizations working with architects on community-based projects. Along with supporting the work of nonprofit organizations, we want to demonstrate the value of hiring an architecture firm (and AIA member) for community projects, by helping cover some of the costs associated with hiring the design team.


AIA/Deltek ABI Reports Moderation in the Slowdown in Business Conditions at Architecture Firms in February
WASHINGTON – March 20, 2024 – Architecture firm billings continued to decline in February, with an AIA/Deltek Architecture Billings Index (ABI) score of 49.5 for the month. However, February’s score marks the most modest easing in billings since July 2023 and suggests that the recent slowdown may be receding.
“There are indicators this month that business conditions at firms may finally begin to pick up in the coming months. Inquiries into new projects grew at their fastest pace since November, and the value of newly signed design contracts increased at their fastest pace since last summer,” said Kermit Baker, PhD, AIA Chief Economist " Given the moderation of inflation for construction costs and prospects for lower interest rates in the coming months, there are positive signs for future growth.”
The Midwest as a region is still reporting billings growth, despite business conditions remaining weak across the country in February. Firms located in the Midwest reported growth for the last three months, and for four of the last five months

The score is derived from a monthly survey of architecture firms that measures the change in the number of services provided to clients.

Sector index breakdown: commercial/industrial (46.1); institutional (50.7); mixed practice (firms that do not have at least half of their billings in any one other category) (47 1); multifamily residential (44 9)
Project inquiries index: 56 0
Design contracts index: 51 1
The regional and sector categories are calculated as three-month moving averages and may not always average out to the national score
