SIOUX FALLS, S.D. (AP) â&#x20AC;&#x201D; A new study documents a loss of 1.3 million acres of grassland over a five-year period in the Western Corn Belt - a rate not seen since the 1920s and 1930s. The research by Christopher Wright and Michael Wimberly of the Geographic Information Science Center of Excellence at South Dakota State University said a recent doubling in commodity prices has created incentives for landowners in South Dakota, North Dakota, Nebraska, Minnesota and Iowa to convert grassland to corn and soybean cropping. ''Historically, comparable grassland conversion rates have not been seen in the Corn Belt since the 1920s and 1930s, the era of rapid mechanization of U.S. agriculture,'' the authors wrote. The study is published in Tuesday's edition of the Proceedings of the National Academy of Sciences of the United States of America. It found that corn and soy production has expanded onto marginal lands with high potential for erosion and drought. The authors compared the land use change rate in the Western Corn Belt to the deforestation of Brazil, Malaysia, and Indonesia, but Wright said it's over a much smaller area. ''And we're not talking about a pristine landscape like a Brazilian rainforest,'' Wright said. The researchers say that high corn and soybean prices, prompted largely by demand for biofuel feedstocks, are driving the change. Growers groups say the increased demand for their crops is also spurred by the rising international need for protein sources, and American farmers are doing all they can to keep up with the skyrocketing demand. The analysis identifies areas with elevated rates of grass-to-corn and grass-to-soy conversion, ranging from 1 percent to 5.4 percent annually. Grassland conversion between 2006 and 2011 was mostly concentrated in North Dakota and South Dakota, east of the Missouri River. In Minnesota and the Dakotas, this expansion was con-

centrated near wetlands, posing a threat to waterfowl breeding habitats. The percentages don't appear large during a single year, but when they accumulate over a longer period, it could mean the loss of hundreds of thousands of acres, said Eric Lindstrom, a Bismarck, N.D.-based government affairs representative for Ducks Unlimited. ''We've been very concerned about the accelerated loss of native prairie,'' Lindstrom said. The conservation organization is supporting the Protect Our Prairies Act, a U.S. House bill introduced last week by Rep. Kristi Noem, R-S.D., and Tim Walz, DMinn. The bill would conserve native grasslands by reducing crop insurance for the first four years on newly broken native sod or grasslands. Ducks Unlimited also would like federal crop insurance subsidies based on the productivity of the land versus incentivizing wetland drainage and habitat destruction. In their study, the South Dakota State researchers found some differing trends when looking at state-level data. In the Dakotas and Minnesota, grassland conversion was concentrated on relatively high-quality land, suggesting that land owners are seeking higher rates of return by moving from livestock ranching to growing corn and soybean. In Minnesota, the researchers found that much of the grassland conversion was on lands with excessive wetness, pointing to a likely increase in the use of manmade drainage systems. Grassland conversion in Iowa was concentrated on less suitable land, likely reflecting a relative lack of higher quality land available for growing more corn and soybeans. The change in Nebraska focused on lands highly unsuited to crop production, suggesting an increase in irrigation in southwest Nebraska. The authors say that their findings may have implications for the region's land productivity, carbon sequestration, biodiversity, flood risk and vulnerability to drought.

MOUNT PLEASANT, Iowa (AP) — A Southeast Iowa farmer has come up with a surprising solution to the high cost of cattle feed. Bob Batey, of Mount Pleasant, says his 50 cows devour the sawdust mixture he feeds them. The Gazette in Cedar Rapids reports that Batey, who is 85, stumbled upon the idea in the 1970s when he noticed cows eating sawdust that had washed into their pasture from a nearby paper mill. Experiments on his farm led him to discover a way to treat and cook sawdust that results in a digestible feed cows find tasty. It has a nutritional value equivalent to grass hay. Veterinarian Tara Wellman-Gerdes of West Point confirms Batey's cows are healthy. The drought created a shortage of corn and hay, causing prices to jump for livestock farmers.

BUTTE, Mont. (AP) — The Bureau of Land Management (BLM) says it's proceeding with a plan to move 700 wild horses to a ranch in southwestern Montana. The Montana Standard reports the first truckloads of horses are due to arrive at the 15,000-acre Spanish Q Ranch northwest of Ennis as early as Wednesday. BLM officials say all the horses are expected to be at the ranch by March 18. The Spanish Q has a 10-year contract with the BLM to house the horse at a cost of $1.36 per animal per day, much less than the average $5.50 cost at short-term facilities in Wyoming, Colorado, Nevada, Utah and Oklahoma The ranch will hold horses that have been captured to control population levels on public land and have not been adopted.

JEFFERSON CITY, Mo. (AP) — Children younger than 16 could avoid future federal regulation and continue to work on their parent's farm under a bill scheduled for a vote this week in Missouri's Senate. In 2012, the federal government proposed rules that would have prevented children from doing certain agricultural work. The plans were scrapped after opposition from lawmakers, but Missouri's Senate is looking to pass a law just in case. The Senate measure would exempt children from getting a work certificate and from limitations on the number of hours and days they can work. Children would only need the consent of their parents to work on the family's farm. The measure sponsored by Republican Sen. Brian Munzlinger, of Williamstown, received initial approval last week, but needs one more vote before moving to the House.

WICHITA, Kan. (AP) — Years of drought are reshaping the beef industry as feedlots and a major meatpacking plant close because there are too few cattle left to supply them. Some feedlots in major cattle-producing states have been dismantled, and others are sitting empty. Operators say they don't expect a recovery anytime soon, with high feed prices, much of the country in drought and a long time needed to rebuild herds. For consumers, the impact will be felt in grocery and restaurant bills. Amarillo broker Dick Bretz says most of the bad news is in Texas. That is where there are the most empty feedlots, the most interest in selling and the least interest in buying. Most experts estimate the cattle feeding industry now has an excess capacity of 20 to 25 percent.

LINCOLN, Neb. (AP) — The total number of Nebraska farms and ranches declined slightly in 2012. The federal Agriculture Department says the total slid to 46,700 last year. That's down from the previous year's 46,800 and 2010's 47,200. In Nebraska, the average farm size was 974 acres last year, compared with 972 the year before. The number of farms with less than $100,000 in agricultural sales declined by 1,200 farms while the number of farms with more than $100,000 in sales grew by 1,100.

House Approves $6.9M Factory & Farm Tax Break Jeff Amy, Associated Press JACKSON, Miss. (AP) — Factories, farmers and fishermen could stop paying sales taxes on electricity and fuel, under a state House proposal. Representatives passed House Bill 844 by a 75-43 vote Monday to exempt those groups from a 1.5 percent sales tax on fuel used in producing those industries' products. The tax break would cost more than $6.9 million, under projections from the state Department of Revenue. House members are likely to consider a $45 million a year tax break to exempt manufacturers from the state's franchise tax soon. Supporters of the bill, say many other states don't tax energy use in production. They say Mississippi would be more attractive for new factories without the tax. Opponents say the state can't afford to surrender tax revenues when it's struggling to fund existing programs.

WASHINGTON, D.C. — The February USDA Agricultural Outlook Forum 2013 was highlighted by a big focus on the 2012 drought. Emphasized were the many effects of the drought already known, along with some still anticipated, and then of course the big question in regard to the weather outlook. There is a concern of the residual effects into 2013, but the standard for the forum is to look at the year projecting trend line yields, assuming normal weather. This resulted in bearish USDA projections for 2013 new crop corn and soybean prices. The retail food price outlook for 2013 was generally expected to see a 3 percent to 4 percent rise as a historical residual effect of the higher commodity prices in 2012 and early 2013. Highlighted by Richard Volpe, economist with the USDA Economic Research Service, were the smaller retail food price effects of big commodity price volatility, including the addition of the big corn usage for ethanol over the past 8 years. This is a topic that critics of corn used to produce ethanol have made, along with some myth media stories that retail food prices have soared or will soar. Interesting to note, vegetable prices were down in 2012 as an aggregate and are not projected to be up in 2013. The USDA Programs emphasizing nutrition were part of the displays at the forum, so they received an economic boost as well as the food science health boost. The future of our new and bigger ag economy was one of the themes throughout the many forum sessions. Ag Secretary Tom Vilsack, Deputy Secretary Kathleen Merrigan and Chief Economist Joe Glauber started out the conference, with Tom Daschle as the distinguished guest speaker. Highlighted was the point that everyone in ag needs to work together for a better future. The ingenuity and technology advancements in U.S. Agriculture are having and will continue to have global effects to improve life. This remains a positive time for ag, even though we have seen this devastating drought year domestically. The U.S. role in world agriculture has never been more important. Secretary Vilsack did mention the upcoming sequestering as an item that likely will affect timely USDA vital items, but did not elaborate on his management of this potential and real challenge.

U.S. Energy Information Administrator Adam Sieminski was the evening dinner speaker on Thursday. It was a personable and open talk about the big changes in technology increasing U.S. Natural Gas and oil production to a point where exporting liquid natural gas is now possible. As far as the expansion to E85 and E15 blended gas, there did not appear to be much of an agenda, which was disappointing to the ag community. Jokinglyserious, there were a few questions about why gas prices are "so darn high" in the dinner crowd. Administrator Sieminski noted that our gas prices between $3 and $4 are good compared to Europe and Japan. The tone in the ag community at this time is that more should be done to lower gas prices, including making ethanol and biodiesel more accessible to the public, especially currently when it would effectively lower fuel prices domestically. The infrastructure to make that happen is extensive and did not appear to be a near term emphasis. Bryan Durkin, COO of the CME Group, David Baudler, Cargill AGHorizons president, and Scott H. Irwin, ag marketing Ph.D. at the University of Illinois took on some market and futures industry hot topics consisting of a focus on the integrity of the markets and the science of the markets needed for them to work. The need for newly interpreted Dodd-Frank regulation that has been discussed in the industry did not hold water in regard to any evidence of harm that needs to be fixed. The MFGlobal Inc. and PFG mess was briefly brought up as an item that still needs to be properly addressed, but new regulation on smaller firms or increased capitol for the public, like farmers, would be a problem, not a solution. The Justice Department is 16 months into the MFGlobal Inc. investigation, and the industry still has hope justice will be done and the public will have their money returned. In regards to price protection for farmers, crop insurance is the main answer. There is comfort by the USDA and the public that insurance is doing the job. Incidentally, the new crop February average for crop revenue insurance to date for corn is $5.69 and $12.96 for beans. And still bad news for the western corn belt and western U.S., where the weather outlook for the spring calls for persistent drought.

DENVER (AP) — Colorado lawmakers Thursday rejected a proposal that would have required genetically engineered food to be labeled, amid fears that the mandate would burden farmers and raise food prices. A Democratic House committee voted 7-2 against the bill after more than five hours of emotional testimony from mothers seeking labels and farmers saying the requirement would hurt them. The lawmakers ultimately sided with farm groups that said the change would need to be done on a federal level and not by an individual state. ''That's a price Washington should not ask one state's citizens to bear,'' concluded Rep. Kathleen Conti, R-Littleton. More than 60 countries require genetically modified foods to be labeled, but the U.S. isn't one of them. Only Alaska has enacted legislation requiring the labeling of genetically engineered fish and shellfish products. The federal government and dozens more states are considering similar label requirements amid complaints from consumers that genetically engineered foods may be unsafe. ''Who's going to protect us? Who's going to let us know what's in our food?'' asked Marie Weller, a Colorado Springs mother of three who brought her daughters and son to the hearing. The bill's sponsor, Democratic Rep. Jeanne Labuda of Denver, said consumers deserve to know more about how their food is produced. ''People want to know what's in the food that we're eating,'' said Labuda, who argued that food producers already have to label foods containing certain additives or allergens, so an added GMO label shouldn't be a burden. ''For some reason, we are not afforded that same information when it comes to genetically engineered foods,'' Labuda said. ``We consumers deserve to know that information.'' Lawmakers also heard from a wheat farmer who said genetically modified foods can require fewer pesticides and less water, and that label requirements wouldn't help consumers but would burden food producers.

It’s a museum, but then again, most of the history of the artifacts has to be recited by the shop’s founder, Dwight Bloomquist. He should know. Most of it came from his family. "The What's It Shop," as it has become known, has a name that fits it perfectly.

"It’s a little bit of everything," Bloomquist said. "People would come in and say, 'Well, what is it?' so I thought I'd just go with that." "I give tours for anyone who wants to come and look," he said. "That’s what I have it there for." Bloomquist said he wants to have younger generations learn about the past. Last summer, there was a "farm day" as part of the library’s summer reading program. The children got to see the The What’s It Shop and demonstrations, such as corn being shelled from an antique sheller. They also got to go ride on an old country school merry-goround and see how previous generations had fun. Looking at the tools and machines, it is amazing how much easier life has become for each generation. "And at the time, they thought they had it good," Bloomquist said, noting how labor intensive some of the machines were, such as an old washing machine that was turned by crank, or a motor and belt if a family was wealthy enough.

rows, such as cookie jars, butter churns, religious artifacts, washing machines, theater chairs and artifacts, dishes, signs, sewing machines, beauty shop items, newspapers and yearbooks, horse tack and countless other items. It even includes machinery, such as restored tractors and a firetruck. Many of the items are more than 100 years old — and most of them still work. If they weren’t in working order, Bloomquist can fix them. He grew up in an era when people had to be able to fix things themselves because there usually weren’t replacement parts, he said. Many of the items are related to agriculture. "It started out when my grandpa bought this farm in 1899," he said. "It's been in the family ever since." Nobody ever had a farm sale, including Dwight’s son, Scott, who currently farms the same land. Someday, Scott's son, Jeff, likely will be the one to take over the farm after him. "Grandpa didn’t sell anything," Dwight said, "so I just kept that stuff. A lot of it is from grandpa and my dad. We needed some place to put it." When a business on Wausa’s Main Street came up for sale around 2000, Bloomquist said

''Should this bill become a law, the real impact will be felt by consumers at the checkout counter,'' said Dusty Talmon of the Colorado Association of Wheat Growers. Many scientists say the labels aren't useful because genetically modified or engineered foods are safe. California voters last year rejected a statewide labeling requirement. The American Association for the Advancement of Science - publisher of Science magazine - has said genetically engineered food is no different from conventional foods and that labels for GMO, or genetically modified organisms, would ''mislead and falsely alarm consumers.'' One of Colorado's members of Congress has suggested a national labeling law. Democratic Rep. Jared Polis has said consumers need the information. Labuda said she wasn't sure whether a label requirement would boost food prices. But she said the requirement is worthwhile as consumers face stores full of produce that seems to have changed over the years. Labuda talked about seeing fresh tomatoes in the dead of winter. ''All I know is, they don't taste like tomatoes,'' she said.

''We've got more to do so we're in a bigger hurry.'' Roger Hoy, director of the tractor testing lab at the University of Nebraska-Lincoln, said there was a new problem to contend with, too - boredom. ''Before we had all these computers, farmers would actually drive the tractor.'' Now, because of global positioning systems, he said, ''a good portion of the time, a farmer is only there in case something goes wrong or to turn the tractor around at the end of a row.'' Since the mid-1980s, rollover protection has been standard on new tractors. But surveys suggest many of the tractors still performing farm chores are from as far back as the 1930s and 1940s. ''A lot of those tractors are still running, and there's no rollover protection on them,'' Hoy said. Part of the injury surveillance evidence accumulating at the agricultural safety center in Omaha, Director Rautiainen said, points to the absence on farms and ranches of safety standards enforced in ag business settings by the Occupational Safety and Health Administration. ''Farmers working alone,'' he said, ''nobody telling them what to do, many times take a risk that, in other industries, wouldn't be done.''

LINCOLN, Neb. (AP) â&#x20AC;&#x201D; The director of a new safety initiative at the University of Nebraska Medical Center expects its attention to such agricultural hazards as dust, noise and sleep deprivation to strike a blow against the deaths and injuries that make farming the most dangerous occupation in the United States. The Lincoln Journal Star reports that Risto Rautiainen of the Central States Center for Agricultural Safety and Health in Omaha isn't satisfied with statistics that show a decrease in fatalities nationally from 3,300 in the 1960s to 550 in 2011. ''No, I think we need to make a lot more progress,'' said Rautiainen, who has a Ph.D. in occupational and environmental health and about a dozen team members who devote all or much of their time to farm safety issues. Omaha is the newest of nine regional centers that recently earned praise from an independent review that cited them as a lowbudget, high-impact way to make the lives of farm and ranch families safer. Their work, also aimed at risks to rural kids, is under the organizational umbrella of the National Institute for Occupational Safety and Health. In Nebraska, 15 to 20 people die in farm accidents every year. With 60 to 70 industries taken into account, ''that's the biggest group,'' Rautiainen said, ''and truck drivers on the interstate are the other big group.'' Tractors with rollover protection, shields on moving machinery parts and growing safety awareness are among the reasons the toll of deaths and injuries is in decline. But it isn't hard to find crop and livestock producers in Southeast Nebraska who have had firsthand experience with serious accidents. Jon Propst's father broke his hip, suffered other serious injuries and spent 39 days in the hospital when he got entangled in a power take-off shaft near Seward in the 1960s. Much more recently, Rod Hollman of Martell had an unpleasant encounter with an Angus cow and her strong mothering instinct. ''Just last spring, I was tagging a baby calf,'' Hollman said, ''and the cow got behind me and knocked me through a barbed wire fence.'' A log of accidents kept by the safety and health center for its seven-state territory Nebraska, the Dakotas, Kansas, Minnesota, Iowa and Missouri - tracks mayhem in thumbnail descriptions like this one:

''Equipment manufacturers have seen how farmers get hurt, and they've addressed those problems quite a bit,'' said Propst, also a rural firefighter and first responder to medical emergencies. In his area, he said, ''There's not been a major farm accident that I can think of in 10 years.'' But the occupational niche farmers occupy presents some special challenges, and environmental hazards such as inhaling dust are among them. Todd Wyatt, core director for research at the safety center, said the hog producers of a generation ago didn't work in confinement barns ''and they didn't spend all day long with the pigs.'' Now that they do, ''components from dust in the swine barn actually slows down the cilia,'' the tiny hair-like projections that protect nasal passages and other parts of the respiratory system. Working in confined settings, on steep terrain, with augers, agricultural chemicals and unpredictable livestock, on top of and inside grain bins - and working alone in remote settings - are risk factors that aren't overcome easily. Plus, Propst said, farmers are responsible for more acres.

News Briefs North Dakota Company Wants to Exports Increase by Spread Hog Plant Nearly $900 Million Waste in Fields BISMARCK, N.D. (AP) — North Dakota exports increased by about $900 million in 2012 led by strong global sales of agricultural and construction machinery and a record volume of crude that was shipped to Canada before returning to the U.S. by pipeline. Federal Commerce Department statistics show the state's exports totaled $4.2 billion last year. That's up from $3.4 billion in 2011 and $2.5 billion in 2010. The biggest increase in export value came from oil shipments, which jumped from $741 million in 2011 to $1.3 billion last year. Data show wheat exports last year were valued at $164 million. That was down 15 percent from 2011.

University of Neb. Will Offer Crop Scout Training LINCOLN, Neb. (AP) — The University of Nebraska-Lincoln announces it will offer a crop scout training workshop for pest managers. University specialists will teach workshop attendees on March 13 how to better manage corn and soybean pests. The workshop will cover how to protect corn and soybeans from insects, disease and weeds. Attendees will be tested on how to identify potentially threating bugs and weeds. Participants will also receive a takehome instructional manual on crop management. The workshop will be held near Mead at the university's Agricultural Research and Development Center from 9 a.m. to 5 p.m. Registration starts at 8:30 a.m. The daylong training costs $125. Lunch will be provided.

SIOUX FALLS, S.D. (AP) — A Minnesota company is looking to spread up to 19,000 tons a year of byproduct from the John Morrell hog processing plant in Sioux Falls across farm fields around South Dakota. The dried, treated wastewater byproduct currently goes to the landfill. On Monday, the Minnehaha County planning commission will take up a conditionaluse permit application from Austin, Minn.based Environmental Land Management, the Argus Leader reported. The county planning staff is recommending the permit be denied, saying it's likely that the proposed use would constitute a nuisance for surrounding properties with residences. ''The proposed use has the potential for odors, additional heavy traffic during the transportation of the material and attracting nuisance animals and insects,'' the staff said in the report. The John Morrell wastewater is sent to anaerobic digesters, in which microorganisms break down the biodegradable material. It then goes through a dissolved air flotation system that removes suspended oils and solids before being dewatered on a belt press. Michael Klema, Environmental Land Management's director of business development, said what emerges ''looks like used coffee grounds.'' He said it does not have an odor, and he plans to bring a sample to the Minnehaha County planning commission meeting to prove that claim. Klema characterized the byproduct as a valuable and free fertilizer supplement rather than a waste product to be sent to the landfill. ''Only a certain amount of lucky farmers are going to get a sniff of it,'' he said. ''There's not enough to go around.'' Klema said the company needs conditionaluse permits in Lincoln and Minnehaha counties before it can seek solid waste permits from the state Department of Environment and Natural Resources (DENR). The company also wants to haul the material to fields in Hanson and McCook counties, which do not require conditional-use permits. Jim Wendte, an engineer with the DENR solid waste management program, said the state agency has about a decade's worth of experience dealing with products such as the one ELM wants to distribute. He said it's somewhat akin to treated sewage sludge, which has been spread on fields for decades.

Wendte said he hadn't seen a report detailing John Morrell's wastewater byproduct, but he surmised that, ''we would probably be dealing with something that is slightly less problematic than municipal sludges.'' Sludge from a municipal sewage plant can accumulate heavy metals, pharmaceuticals and pathogens, but the product from John Morrell is likely to contain only waste from processed hogs and some cleaning products, Wendte said. He said that based on DENR's experience with similar products, if they're properly worked into the soil they are unlikely to run off because of rainfall and are not likely to migrate down and contaminate groundwater.

Federal Reserve Reports Iowa Farmland Values Rose CEDAR RAPIDS, Iowa (AP) — The Federal Reserve Bank of Chicago says its survey showed Iowa farmland values rose 20 percent during 2012, a year in which the state struggled with drought. The bank's survey echoes the Iowa State University's annual Iowa Land Value Survey, which is conducted in November. The ISU survey said the value of an average acre of good Iowa farmland rose almost 24 percent from October 2011 to October 2012. The Gazette reports that the bank's survey of 212 agricultural banks across the 7th Federal Reserve District found farmland values rose even faster during the last quarter of 2012, as possible tax increases loomed for 2013.
