The crisis will not defeat us
Mass media are full of negative news; in fact, there are so many bad news that it is hard to get out of bed to face another day and struggle against adversity. Therefore, this letter is not very different from the one I wrote last year in a similar scenario, which, to begin with, is not pleasant at all. However, for these very reasons, I wish to address myself to you, users and readers of this third edition of the Guide of the Arinaga Industrial Area, published by AENAGA, to convey a message of hope, as I am absolutely convinced that this too shall pass and that we will triumph over this situation when we least expect it. Also, I want to congratulate the whole of the productive structure of the Canary Islands for their huge daily effort
to overcome adversity, which seems determined not to let us advance a single metre. Meanwhile, we will continue displaying our desire for self-improvement, and working those miracles that enable us to make ends meet, aware as we are that thousands of families depend on us, businesspeople of the Arinaga Industrial Area. Finally, I would like to have a thought for all those fellow businessmen who have suffocated and ended defeated, unable to win even a small battle of this global war. Some of them, after decades of work, have had to close their businesses; others, after swimming against the current for many years, have ended dying near the shore. To all of them I wish the best of lucks in other aspects of life.

Necessity is the mother of invention The largest industrial area of the Canary Islands has not been free of the problems caused by current circumstances. But it is true that thanks to its management model, the feeling of unity among the businesspeople established in the Arinaga Industrial Area and a determination capable of enduring the direst conditions, this area, an example in every way, is still alive despite a storm that is here to stay for some time yet, in the opinion of many. In fact, it is so alive that its almost seven million square meters of surface keep increasing to meet the demands of numerous companies that want to be established here, something hard to believe given the current circumstances. Necessity has brought about adjustment measures in the Arinaga Industrial Area never before imagined and ingenious remedies born from the privileged minds of the Canarian

businesspeople. These methods, conceived to overcome the effects of this terrible economic crisis, together with the tireless job of those who, out of their own will and the decision of companies, have been chosen to take charge of this economic giant of the southeast of Gran Canaria, are saving the situation in a very hostile environment.
Half a loaf is better than none… In the midst of a long process with an uncertain ending, necessity has been the mother of invention, as the title of this article reads. This expression comes in handy to define one of the initiatives aimed at “reconverting” the Arinaga Industrial Area to save it from a possible death; a scheme that many of the political and business representatives whose thoughts are included in this guide consider to be timely and valuable.
This measure is based on the promotion of direct trade among the companies of the Arinaga Industrial Area. This concept, although it may not seem at first to be the solution that will bring an end to the suffering of many businesspeople, who are forced to fire employees to avoid closing their businesses, does mean a real change of mentality in the way a company is managed and, consequently, an opportunity to save the situation. AENAGA has been working for years on this initiative and on countless others –such as this guide– which are destined to create value in the Industrial Area. A project with which, in words of its president, Agustín Hidalgo, “we intend not only to counter these difficult times, but also to change the way we look at industrial areas.” To achieve this, they have talked with businesspeople “to make them realise, among other things, that a way of overcoming
this crisis is to earn money on a daily basis, and direct retail trade is the perfect formula for this, as a complement to wholesale trade, which was exclusively practiced until very recently.” Apparently, businesspeople have integrated the idea well; in fact, near 80% of the members of AENAGA have introduced this selling method in their companies so far. This is publicised through an image created for this purpose that will appear in the list of this business guide and will be displayed on storefronts. Thus, companies have the opportunity to have cash flow on a daily basis and are publicising themselves among new potential buyers; as for the client, he knows that he can find almost anything in a sort of huge shopping centre with companies carrying out all kinds of activities – around 150 different ones.
The security of the Industrial Area, in good hands It is not hard to imagine how complicated it can be to control the almost seven million square kilometres that make up this Area. However, thanks to private security and the invaluable job done by the Spanish Guardia Civil, which assigns a patrol from Monday to Thursday night and day and at least two patrols on weekends for this purpose, thieves are having a tough time.
First sergeant Antonio Rina, in charge of controlling the largest industrial area of the Archipelago, says so, while he also admits that the Rapid Intervention support force of the Spanish Guardia Civil of Vecindario is also responsible for having the situation under control, since this force has been very present lately not only in the town and industrial Area of Arinaga, but also in other nearby trouble spots.

“The Arinaga Industrial Area is a great example of business dynamism” - What is your opinion of the industrial or business areas as unifying elements of the productive structure? - Industrial areas are essential elements for the economic diversification of the Canary Islands and the Government will continue making all the necessary efforts to increase the surface for industrial use. Our final goal, as stated in the Canary Islands Industrial Strategy, is that the ‘productive’ industry reaches 6 percent of the GNP by 2020. We are on the right track and complying with the guidelines of the Strategy, approved by the Parliament on the 28 of May 2009 after consensus with political and economic agents. - And of the Arinaga Industrial Area specifically? What are the most significant elements of this Area in your opinion? - Apart from the activity itself, I think that the industrial area is a great example of business dynamism in many other aspects: organisation, business association, innovation, entrepreneurship or promotion. - Do you think that the Arinaga Area is an example other industrial or business areas of the Islands should follow? - I believe that any initiative leading to the consolidation of our industrial structure must be promoted and imitated. It would be great if other industrial areas could take advantage of the invaluable experience of the Arinaga Industrial Area. - The Arinaga Industrial Area has traditionally supported renewable energies. Despite its being an advantageous model in many ways, why are there so many obstacles – as

it is the case with this Area – when it comes to supplying the network with all the energy that is generated? - Here we are dealing with two different issues. On the one hand, the small stations of up to 100 kilowatts that exist in Arinaga are directly connected to the area’s low voltage network. On the other hand, in the case of high voltage, dossiers are studied individually in order to find a solution. However, Red Eléctrica (company operating the Spanish electrical system) already has a project approved by Industry to build a substation where all the photovoltaic and wind power energy can be supplied and transferred to the electrical network.
It would be great if other industrial areas would take advantage of the invaluable experience of the Arinaga Industrial Area” - What do the Canary Islands need to break free from the slavery of oil, having such enormous renewable energy sources? - The promotion and implementation of renewable energies have been always present in this government’s initiatives. We have complied with 78% of the Canary Islands Energetic Plan (PECAN) for 2015. As for wind power, now that the tender is over and has been awarded in all the Islands, more than 50% of the goal set for

2015 will be covered, with a total allocation of 440 megawatts. In the case of photovoltaic energy, 126 megawatts have been already installed in the Canary Islands. We are taking a big step towards the goal of providing our energetic systems with enough generating capacity to cover 30% of the electrical demand in the Canary Islands with renewable energies. - The Arinaga Industrial Area Business Association is encouraging among its members the culture of direct trade in order to overcome these difďŹ cult times. What do you think of this initiative?
- Certainly, these are particularly hard times, and we must make the most of any opportunity that presents itself. I am aware that the commercial sector is more and more present in the Arinaga Industrial Area and I think that this is a good initiative. - In a fragmented territory such as the Archipelago, industrial areas have, perhaps, greater value, since they bring together the wills and efforts of groups of companies under the same umbrella? - Doubtless, combined action is essential to achieve common goals. Even more so in times of crisis, when it is necessary

to join forces and work in a coordinated way. In this sense, business associations, of which Arinaga is a great example, are essential. - What specific measures does the Government have in order to support business areas such as this one, taking into account the serious situation they are going through? - We must remember that the State Programme helps for reindustrialisation, REINDUS, for the Canary Islands, are endowed with 21.6 million euro in 2011 –twice as much as in 2010– and that they are providing great support to industries. Besides, among other initiatives, we are financing the Industrial Buildings for Entrepreneurs (NIDO), with up to 300,000 euro per building, which evidences the Government’s commitment with the industrial sector. - Although it is not the case with Arinaga, one of the main problems industrial areas have to face is the lack of support from town halls. Does the Government have any measure to ‘put pressure’ on them so that industrial areas may have their support and be able to develop? - Industrial land is strictly connected with territorial regulations. Towns now and then release and regulate areas –often with land coming from urban compensations that stay in the hands of town halls– with the aim of providing solutions for initiatives coming from this economic sector. In fact, there are EU funds for the regulation and equipment of

industrial areas. Also, it is a matter of reducing the cost of the plot of lands to help new business and/or industries establish themselves. The Government of the Canary Islands has a clear goal: to obtain equipped industrial land that may help reduce costs for companies. It is also obvious that we must endow the Archipelago with specific industrial areas that, for example, may facilitate access to ports and airports.

“The effort done by the companies of the Arinaga Industrial Area is admirable” After many years spent away from the forefront of politics, José Miguel Bravo de Laguna has returned, voluntarily, to face a distressing scene. One of the most experienced Canarian politician talks about the economy of the Island and, more specifically, that of Arinaga. - One has to have a lot of self-assurance to return to politics just now… - When the economic and social crisis turned worse I thought that it was the moment to take a step forward and I offered myself to the party. Six months prior to the elections José Manuel Soria offered me the possibility of leading the list of candidates for the Council of Gran Canaria, and I was very surprised and excited about it. Now I face a big challenge, especially to do more with less. - Which are the main challenges you will be facing during this term with this limited budget you mention? - My main goal for this term is to set an appropriate course for the appropriate port, and in this sense I think that the Council must be the driving force of the Island, a valid instrument leading projects focused on social and economic recovery. Firstly, we must implement measures to solve a really complicated social situation. Secondly, we have to create the necessary conditions that may help entrepreneurs create jobs. The Council cannot create employment directly, but it can help promote the big productive activities that generate employment in the Island. Thirdly, solve the environmental issues –such as garbage recycling or waste water treatment– affecting this Island, a large part of which has been declared a Biosphere Reserve.

We must use the infrastructures we have and the Port of Arinaga is, indeed, underused” Fourthly, promote a diversified, quality tourism, not limited to sun and beach, so that the entire Island can become an important tourist destination. Also, we want to enhance our cultural offer, through the prestigious Philharmonic Orchestra of Gran Canaria, our six insular museums, etc., as well as our sports offer, by promoting junior category sports and other important projects, such as the multiuse Mundobasket 2014 sports centre. Finally, we want Gran Canaria to become a big port and airport communications, research and development platform. - Now that you mention the port platform, the Port of Arinaga, a project that has not fully materialised, comes to mind. - I think that the Port of Arinaga has been, until now, largely underused. An important investment was made and for a series of reasons it is not working to its full potential. I think that the port must be promoted through dialogue and understanding, because it has the potential to become a

really important centre of port activity, especially due to its location. We have to use the infrastructures we have and, indeed, the Port of Arinaga is underused. - What is your opinion on the determination with which the businesspeople of the Arinaga Industrial Area are fighting to avoid falling into the economic hole? - The effort that the companies of the Arinaga Industrial Area have done is admirable, many companies have emerged during the past years and this is why we must continue supporting the activity of this Industrial Area, and praise the effort that our companies make to survive and grow. - And what is your opinion on how the Business Association is managing the Area, promoting projects such as this business guide or direct commercial activity among the companies of the Industrial Area? - Anything aimed at minimising costs, increase profit and cash-flow, given the current difficulties companies are experiencing to access financing, are initiatives that prove that the businesspeople of Gran Canaria never give up and are capable of surpassing themselves when faced with difficulties. The fact that they are looking for new market niches and opening new economic perspectives, such as the

one proposed by AENAGA, proves that they are capable of getting ahead with imagination. As for the guide where this interview is published, the digital version of which I have been told will appear in Spanish, English, French and German, proves that, indeed, we do not stop at the local market, but we are open to other markets and to visitors. I think that this guide is a really valuable instrument, and the fact that this is already its third edition is a proof of this.

“This industrial area has the best conditions to shape a new technological model” Throughout 24 years as mayor of the town of Agüimes, Antonio Morales has had the opportunity to experience firsthand the evolution of the Arinaga Industrial Area. In these lines he makes an analysis of the situation and talks about the main projects to come in the largest industrial area of the Canary Islands. - How do you see the near future of the Arinaga Industrial Area? - Beyond the specific times we are going through, the Arinaga Industrial Area will never lose its strategic position in the island of Gran Canaria and in the Archipelago as a whole. We are doubtless speaking of the industrial area presenting the best future and having the best conditions to shape a new technological model in the Islands. - Do you think that direct trade, which is increasingly present in the companies, can become an added, distinctive value? - Certainly. But the ZEC (Canary Islands Special Zone), the Port, the Free Trade Zone, which are tools that already exist but are not working to their fullest potential, are also added values. If we want the Arinaga Industrial Area to become the largest direct sale trading area in Gran Canaria, we will have to implement tools to publicise its benefits; I think that this is one of the biggest challenges for the following years. - The key is to look for ways of overcoming the reversals of this difficult economic period, something complicated even for this industrial giant. - It is indeed complicated, but this area should not lose the status it has acquired throughout all these years nor the reputation it has gained in the business world. Therefore, we must do all that is in our power to maintain this privileged

If we want this Industrial Area to become the largest direct sale trading area of Gran Canaria, it must be publicised” situation, especially because the gross national product in the Canary Islands should progress in connection with new technologies and renewable energies, and in this regard the Arinaga Industrial Area is in a privileged position. - This has been possible thanks to the excellent job done in these areas so far. - This area of the Island has the best potential to develop this kind of projects, such as wind power and photovoltaic energy, despite the numerous obstacles we have encountered along the way. Renewable energies have to be promoted, and those projects standing in their way, such as the enlargement of the airport, have to be fought. Otherwise, the possibilities of consolidating photovoltaic energy in this Industrial Area could vanish. On the other hand, this industrial area is laying the foundations to host the first cycle of renewable energies in the Canary Islands. In this regard, another challenge is fighting the enormous educational shortcoming in the field

of renewable energies and new technologies, for the sake of the economy. - What does the Arinaga Industrial Area mean to the town of which you have been the mayor for 24 years? - It means a lot, since it has helped the town consolidate a model of economic diversification. There existed in Agüimes intensive and traditional agriculture, stockbreeding and a small industry connected with trade, but the consolidation of this Industrial Area, after we decided to work jointly with businesspeople to overcome a period of uncertainty, has become an essential piece which, besides, adds economic, social and political value.
involvement, and that of the town hall, in the development of this Industrial Area? - I strongly believe that a dynamic and leading industrial area that is an example for other similar industrial areas of the Archipelago such as this one, something that was made evident once more during the Regional Congress hosted by the area last April, could not work without the perfect symbiosis that currently exists between the local businesspeople and the Town Hall of Agüimes. I do not conceive the Arinaga Industrial Area without enthusiastic businesspeople who dedicate a major part of their time to collective interests and without the support of an institution such as the Town Hall of Agüimes, with its innovative, helpful approach, supportive of their initiatives.
- And the other way round, how do you assess the town’s

“The Canary Islands and their companies have to go abroad, no matter what” The president of the CCE (Canarian Confederation of Businessmen) briefly analyses the current economic situation, and praises the good functioning of the Arinaga Industrial Area and of its business association, while he stresses the fact that it represents an example of unity.
- Where does the Canarian Business sector stand right now? - The situation is still critical and it will take some time to recover, especially because the Canarian economy depends a lot on the international markets and they are still in a complicated situation. However, it is also true that the situation in the Canary Islands is slightly improving, thanks, especially, to tourism, and this is in itself a reason to have hope; still, I think that it is of the utmost importance that this Archipelago diversifies its economic activity.

To this we must add the numerous difficulties that people trying to access the nearby markets, such as Africa, encounter. However, to achieve this, as in many other aspects, it is

essential that banks are more open-handed, especially towards the small and medium enterprises and self-employed individuals. Otherwise, there will be no consumption, and if there is no consumption, no jobs will be created. In any case, the Canary Islands and their companies have to go abroad, no matter what. - Within this context that you have just briefly analysed, we have the Arinaga Industrial Area. I would like you to assess its development and its management model. - The Arinaga Industrial Area is an example for the Canary Islands because it has, by far, the best conditions. To this we must add the fact that the Arinaga Industrial Area Business Association management, led by Agustín Hidalgo, has done a fantastic job. It has proved that associations, by unifying companies’ criteria and interests, are very important for economic development and are an extra asset for an industrial area that sets an example for the rest of the areas of the Archipelago. - If the good performance of this industrial area is so evident, why don’t the rest of industrial areas imitate its management system to improve their performance? - The main problem of industrial areas in the Canary Islands is that they are not supported by town halls, which means that

they have many disadvantages when it comes to carry out maintenance and improvement works. The Arinaga Area has not only received the support of the Town Hall of Agüimes, but the institution also has a significant participation in the Area. Therefore, it receives the necessary help and collaboration in order to carry out relevant actions, which makes all the difference. - As a member of the board of directors of the Port Authority of Las Palmas, owner of the Port of Arinaga, what can you say to those businessmen who have been waiting for the port to be at their service for decades? - The Port of Arinaga will finally begin to play an important role thanks to fuels, bulk, and iron, and companies located in the area will profit from that. Besides, it can have other complements, other connections, but to achieve this, the protection area must be finished, because the excess of wind often makes operations complicated. The first step, which is the most important one, is already taken; the second step, if it is not taken now, can be taken shortly. - But businesspeople are running out of patience; they have been demanding this port to be at the service of those who create wealth in this Industrial Area for many years… - I know that there have been conflicts between the businesspeople and institutions, but the port must be

operative as of 2012. Therefore, there must be other options such as fuel, bulk, transport of iron; in short, many things that we must make operative as soon as possible. I positively know that the Port Authority is in this line of work to gradually promote this port that gives an extremely important added value to this Industrial Area and its businessmen.

“The job done by the Arinaga Industrial Area businesspeople is an example for many” - How is the Chamber of Commerce of Gran Canaria facing the restructuring process it has undertaken, as a consequence of the current delicate economic situation? - The changes in the law and the removal of the obligatory fee have forced all the Chambers of Spain to redefine themselves. As any business, in this new stage the Chamber has begun to restructure its organization chart, to define its public-private nature and to make decisions regarding the future. The headquarters in León y Castillo are being adapted so that all the programs and services for companies are united in a single area, structuring them in four areas that we consider essential for our future development: training, entrepreneurship, innovation and internationalisation.
In these difficult times, the Chamber offers companies training, internationalisation and innovation, pillars for their future development.” - In a market marked by globalisation and the financial crisis, what kind of help can the Chamber of Commerce provide the companies of the Arinaga Industrial Area? - The current situation forces us to analyse what has happened, what we can learn from all this and what we must change in this global crisis scenario. We have to act without hesitation,

promoting new formulas of operating and restructuring interaction with public and private institutions. To achieve this, we offer companies three pillars that are essential for their future development: training, internationalisation and innovation, with specific programs and services. - So what changes have to be made in our economic model? - As I said before, training, innovation and internationalisation should be our priority. These are the instruments that will redefine our model, which must adapt to new circumstances based on competitiveness, productivity and specialisation. I am certain that these will be the key aspects for the future development of our companies. It is also time to sit down to work on the modernisation of our Economic and Fiscal Regime, in order to lay the foundations of our future economic development. We must think over and revise the instruments we have been using until know for our growth and redefine them so that they adapt to the new circumstances that we will have to face in the future. - What is your opinion of the fact that, despite the current economic situation, the Arinaga Business Association (AENAGA) continues to receive applications from companies wanting to establish in this Industrial Area? - Despite the economic situation, which affects in general all business sectors, there are companies that are adapting, looking for new business opportunities and taking advantage of this crisis to grow.
Now it is time to sit down to work on the modernisation of our Economic and Fiscal Regime, to lay the foundations of our future model of economic development.�
- What can companies do to survive despite the numerous obstacles they encounter along the way, beginning with the lack of support from banks? - First and foremost, they should increase and improve their competitiveness, not only as regards the inner market, but also the national and international markets. Also, they should improve their productivity, using training, innovation and the implementation of ICT. Thus, we will manage to be competitive and create employment. Two great challenges. And in order to achieve this, we have institutions and organisations willing to give their support, such as the Chamber or Sogapyme, where we participate. JosĂŠ SĂĄnchez Tinoco. The job that the Arinaga Industrial Area businesspeople are doing is an example for many. The support they receive, the development of new infrastructures and the constant promotion of their services are assets that appeal to companies looking for a new location or thinking of enlarging their premises.
- If you had to give advice to new entrepreneurs, what sector or sectors would you advise them as having better future prospects? - All productive sectors with exporting capacity, such as R+D+i, essentially connected with ICT and renewable energies, should be promoted. We must accept that only if we support entrepreneurial spirit we will achieve new, solid growth, and avoid the risk of repeating past errors. The key for our present and future development lies in the people and in a competitive and productive business structure.

“The Canary Islands must consolidate compensations for their status as outermost region” Eugenio Castillo is the regional president of the Industrial Association of the Canary Islands (ASINCA) since April 2011; a year before, he had been elected provincial president. His “realistic” way of seeing things makes him predict a slow and long recovery.
- Green shoots, said some people, others say that the worst is still to come… What is actually going to happen in the national and regional economic scene? - In a conference I gave a year and a half ago, I said that we would not leave the crisis behind until 2017, more or less. At that time, I was called a pessimist, to which I answered, with numbers in hand, that I was simply being realistic. In order that a country or a region, such as the Canary Islands, creates employment and wealth, it has to grow above 2.5% in a sustained manner for, at least, two or three years, so it goes without saying that, given the current situation, this is really complicated. What is more, some people are already speaking of a recession for 2012 in some European countries. In this context, Spain has a serious problem, because instead of the structural reforms it should have undertaken since, at least, the beginning of 2008, it has merely papered over the cracks, which has not helped eradicate the main problem of this country, which is unemployment. - A problem even worse than the debt contracted by the country? - Yes, because unemployment is the decisive factor around which everything revolves. The main pillar of the Gross National Product, which is consumption, depends on this; if there is no consumption, no wealth is created in the short

Our goal is that the industry in the Archipelago reaches approximately 6% of the GNP by 2020” term, this fosters market distrust, and entrepreneurial spirit and investment are not encouraged. What role can industry play in all this if it has the necessary instruments? We simply have to bear in mind that a territory with a high level of industrialization experiences the impact of this recession in a much lesser degree than one without it. As everybody knows, the Canary Islands is not an industrialised region; in fact, this sector in the Islands means only 3.6% of the GNP, so we have set ourselves the goal of reaching approximately 6% of the GNP by 2020, as is reflected in the 2009 Industrial Development Strategy. The next question is obvious: how is this goal going to be reached? We need, above all, to consolidate compensations for the industrial market of the Canary Islands, owing to their status as outermost region, in order to be able to compete with

the mainland market. The cost of the Archipelago insular condition is valued at around 6,000 million euro yearly, 25% of which directly affects industry. But it is difďŹ cult to imagine that this goal will be reached just now, with restrictions and cuts in all areas, including subsidies. Perhaps, but to reach this goal we have the products manufactured in the Canary Islands, of which, according to surveys carried out among around 2,000 people, the local population has an excellent opinion, owing to tradition, but also to the quality of the products. Besides, we are promoting waste management in the Archipelago, where a much larger quantity of waste is generated as compared to the European average. This is natural if we take into account that the Islands receive more than ten million tourists per year. We must create integral waste management systems to close the circuit, so that everything that enters the Canary Islands, whether containers or waste, stays in the Canary Islands and is recovered in the Canary Islands. Thirdly, we must internationalise our industry. We cannot remain in the local market, because it is small. In other words, the industrial sector in the Canary Islands needs to reduce costs and, in order to achieve this, we must send our products abroad once the Canary Islands market is consolidated.

But to do this we need several factors to come into play; among them, improvement of connections with the nearest markets, including the African markets, and improvement of the ports of the Canary Islands, making them faster and more dynamic. Speaking of ports, the Arinaga Industrial Area, the largest one in the Canary Islands, has its own port, but continues to be unavailable to companies‌ We talked about this with the president of the Port Authority a while ago, since Asinca considers it to be an essential element to boost the industrial development of the Industrial Area and, consequently, of the Island. In the case of this port it is useless to carry on talking about operational capacity, we must make it operational once and for all.

“The Port Authority looks favourably on any activity for the Port of Arinaga” Luis Ibarra is president of the Port Authority of Las Palmas since August 2011. Upon his arrival to the post, he found on the table several issues waiting to be resolved. Among them, to convince Brussels, as he says in this interview, that the controversial Port of Arinaga is already operative and that it will continue to be so in December 2012.
- The Port of Arinaga is one of the most pressing issues on your table. What will the outcome of this long process be? - We believe that the Arinaga Industrial Area has present and future if we all collaborate towards the same goal, from the Port Authority to the Town Hall of Agüimes, including the businesspeople of the Arinaga Industrial Area. The port was born as a result of the demands of this Industrial Area and of the people of the southeast, which confirms that its development has future. - Actually, why is it so hard to launch an infrastructure that seems so necessary for the productive structure of the Island?

- The port infrastructure has been extremely well conducted, but port authorities do not handle traffic. Traffic depends on private initiative and, in this sense, we must create the favourable conditions that will generate demand, and meet the demands that we already have with responsibility in order to boost traffic. - Bulk, biofuels and scrap are some of the purposes of this port. When can we expect the unloading of goods, which is the main demand and, at the same time, the main need, of the businesspeople of the largest industrial area of the Canary Islands? - We have had several cases of ships arriving to the Port of Arinaga as an exclusive destination to supply the industry of the southeast of the Island. It is possible that in the future we also receive ships with grain for barns of Las Palmas. However, no ships with general goods are going to choose Arinaga to leave a small load or a container, simply because it would be extremely expensive for the recipient to pay that exclusive scale. Logistics require minimum volumes to make scales profitable. - How does the Port Authority face the possibility of having to return the investment if in December 2012 the Port

continues to be inoperative or, at least, Brussels considers that what is done there is not enough? - We do not foresee that possibility because the port is operative. - Perhaps it is not the best moment to establish a shipping line for passengers but, in the future, when the situation improves, are you aware of any shipping line that may be interested in establishing itself in Arinaga for passenger transport? Would the Port Authority look favourably on it? - The Port Authority looks favourably on any activity interested in the Port of Arinaga and, specifically, on cargo and passenger traffic.
As long as it complies with the law, this port organisation accepts all kinds of traffic, as can be seen daily on the docks of Las Palmas. - Finally, your predecessor in the post indicated the year 2012 as the final date to launch the Port. Can you confirm this? Can you further specify the date? - I think that the port has been operative for a long time, but we must make the work that is being carried out there more visible.

“If they let us generate more energy we would reduce the tax burden on businesspeople” After several years being a direct “link” between the Town Hall of Agüimes and the Arinaga Industrial Area, nothing that happens there escapes Óscar Hernández. The versatile councillor assesses the situation of this business area and of the market during these times of economic shortfall. - Is it still true that, due to its nature, the Arinaga Industrial Area has managed to better counter the economic crisis? - The economic situation in the Arinaga Industrial Area is not very different from the general situation, as the disappearance of some companies and the staff downsizing in others proves, but it is true that more than 95 percent of the companies have countered these difficult times. This is mainly the result of the fact that the greater part of the companies had a solid structure, and it is also due to the dynamics of this Industrial Area.

To achieve this, we must find the best conditions that may help commercial and industrial development and activate mutual

operating areas enabling the production structure to work to its fullest potential. - During these past years there has been a significant increase in direct sale trade among the Arinaga Industrial Area companies. Does this mean that the members have undergone an adaptation process? - Around 70 per cent of the AENAGA member companies sell their products directly to their clients, so it is true that there has been an adaptation process. Moreover, I believe that, nowadays, initiatives such as this one help establish better commercial dynamics through the development of technologies, which actually means that companies are not only looking for new business formulas, but trying to create added value. - There are some really important projects for the Arinaga Industrial Area that have not yet materialised, the Port of Arinaga being the most significant one. - The main obstacle for the Port is that there are no ship owners willing to support it in a definitive way, to be able to establish a permanent line of communication with other islands. This is something which would add much value to the Industrial Area and that businesspeople have been demanding for a long time. In fact, there is a capacity study

that considers this initiative to be positive but, unfortunately, there is no shipping agent willing to carry out this activity. We hope that the Port begins to become operational now that new routes are being considered. - There are other projects in progress, such as the Technological Park, which will help the Industrial Area continue leading the technological innovation area. - That is right; it is a new project that will be located between the mountain of San Francisco and the freeway, facing the North P3. It is still in the preliminary stages. The Town Hall is in contact with the owner of the lands to try to carry out the enlargement within the next years, to make it coincide with the economic recuperation, which will mean having access to a larger investment. - As for renewable energies, will the town hall continue supporting unconditionally the policy of the industrial area in this matter? - Definitely, as long as we continue to consider, as it has been the case so far, that it is the best policy, for consumption as well as for supply, as a means of development for the industrial area, the town and the entire region. However, we do still miss the support of the national and regional Governments. I do not think that we should be fighting to obtain more megawatts to develop the area;

installations should be the ones establishing limits, so that we could supply to the network over three times the capacity we are supplying right now, because we are able to do it, with investments that can be recovered in a few years. In short, we want to be allowed to generate larger amounts of photovoltaic energy and wind power so that we can finance the maintenance of the common areas and, consequently, reduce the tax burden on businesspeople.

“Gran Canaria has many resources apart from tourism, but we need political will to promote them” Juan Acosta, president of ECOAGA, untiringly insists that the Canary Islands must be more independent of tourism and that the primary sector must be promoted. While the various agents involved try to arrive to an agreement, he carries on doing what he knows best, fighting for the interests of businesspeople.
- In your opinion, how is the Arinaga Industrial Area facing the difficult times we are going through? - Well, at a national and world scale the situation is still really complicated, and the Canary Islands and the Arinaga Industrial Area are no exception. Although tourism has increased again, the other sectors continue to decline, so we can say that we still live exclusively from tourism. But it is true that Gran Canaria should not be in this situation, since we have many resources apart from tourism, but we need political will to promote them. - And what about industry? - Despite the fact that there is practically no manufacturing activity in Gran Canaria, this island provides many services and it could be the perfect springboard to reach the African market, whether by manufacturing or by transforming products, if the will existed. - Industrial businesspeople and political parties have agreed to increase the percentage of industry in the GNP to up to 6% by 2020. - If this were achieved it would be great news for businesspeople, because it would mean greater economic growth and to be more independent of tourism, which is what we want. But as I said before, the Canary Islands need a

The island could be the perfect springboard to reach the African market if the will existed” new management and business model, so I hope that we will finally start working together. - Which are the main aspects that would be part of that new desirable business model? - Firstly, the strengthening of the industry and other sectors, such as the primary sector, because there are many opportunities that are being wasted in this area. Secondly, the promotion of education at all levels, in order to create a versatile and qualified workforce. Also, businesspeople must have economic support if they are to survive, and as long as the banks continue to fill their pockets, things will become increasingly difficult for them. In any case, unless the situation changes a lot, something I do not expect to happen, I am afraid that we will have to wait at least three more years, at best, to find the way out of this situation.
The Canary Islands need a new management and business model, so I hope that we will ďŹ nally start working togetherâ€?
- The Arinaga Industrial Area is an example of good management, something owing, especially, to the correct approach of its Strategic Plan. - The management model of the Industrial Area of Arinaga is practically unique in Spain, and after over thirteen years of existence it has been largely proved effective. It started as an instrument to guarantee compliance with the demands of the productive market and to meet sustained improvement, excellence and sustainable development criteria. It is not easy to manage a seven million square meter industrial area with over 800 companies, but thanks to the guidelines set by the various strategic plans and the excellent job done by the people in charge of implementing them, it seems that we are on the good track; otherwise, businesspeople would have already raised their voices. Besides this, we must look for economic resources allowing us to carry out the goals of this plan, because an industrial area such as this one cannot live exclusively from member fees. Thus, we make efforts to obtain support and subsidies from the different public institutions to make the goals of the new 2012-2016 Strategic Plan viable. This new plan mainly promotes the creation of measures allowing us to better adapt to the new economic scenario in which we will have to work for several years.

- One of the main projects that your organisation has in mind is the photovoltaic park. - That is right, a project unique in the Canary Islands that evidences, once more, the commitment of this Industrial Area and its businessmen with renewable energies. About ten companies participated in the tender. This gives an idea of the importance of the project, which involves an area of nearly forty thousand square meters where more than ďŹ ve thousand kilowatts will be generated.

“We are in the midst of an internationalisation process of the Industrial Area” Agustín Hidalgo faces his second term as president of the business association of the largest industrial area of the Canary Islands with optimism and showing as much enthusiasm for his work as ever. He thinks that, despite the effects of the crisis, the Arinaga Industrial Area is still the leading industrial areas of the Canary Islands. - Despite the difficult times we are going through, the expansion process of this Industrial Area continues. How do you explain this? - We are going through a critical economic situation, but the number of companies established in this Industrial Area remains the same, there is a balance between the number of companies that close and new registrations. In fact, in the newest part of the park handed over to the Town Hall of Agüimes, practically all the plots have been built in less than three years. - Although it is not easy for businesspeople to survive with the small amount of help they receive. - Absolutely. Banks are charging them outrageous interests, and they are hardly able to pay the loans allowing them to keep their companies alive. Besides, they have no possibility of negotiating payment deadlines, they need cash flow to keep on working… And all this arrived when we had a fairly healthy business network. - During difficult times such as these, new business possibilities arise. It is the case of the substantial increase in direct trading among the companies of the Arinaga Industrial Area. - Exactly. We have been working for years to promote this kind

of trade here, to change our way of looking at industrial areas, something which the Town Hall of Agüimes also supports. AENAGA has had many meetings with its businesspeople to make them realise, among other things, that the perfect formula to weather this crisis is to earn money on a daily basis through direct, retail sale. Apparently, the idea is being assimilated by our businesspeople; in fact, today, nearly 80% of the AENAGA members have established this selling method in their companies. We have created an image to distinguish these companies, which will be displayed on their storefronts, and in this business guide they will also be distinguished in some way. Thus, the client will easily know if the company he is interested in practices direct sale.

We also want to show that, at least in the Arinaga area, clients can find anything, and can buy it directly. - The Arinaga Industrial Area still leads the renewable energies sector, despite the fact that it has encountered many obstacles along the way also in this area… - Certainly. Because of its conditions and philosophy, AENAGA and the companies established here still believe in renewable energies. However, right now establishing a plant is not profitable for two reasons: rates have decreased significantly and companies generating this kind of energy do not know where to transfer the surplus. Many large photovoltaic projects, around 35,000 square meters of solar cell roofs, have finally been dropped for these reasons. We need more than the good intentions of the businesspeople of this Industrial Area to generate renewable energy. Agustín Hidalgo, president of Aenaga.

It will be a tradeshow open to the public, and we want all the businesspeople from all industrial areas of Gran Canaria to participate. We want it to become a meeting point enabling businesspeople from all industrial areas of the
- The business guide has become a really useful tool after three years of existence. - Yes, it is consolidated and we continue working on it so that it becomes more and more useful and effective. This year we will host the digital version of this guide on the Business Association website. In this way, absolutely anyone can look it up. What is more, we will translate it into English, French and German, so it becomes a link between businesspeople from different countries. We have already begun a series of meetings with the consulates established in Gran Canaria to present them the guide and, particularly, the possibilities that the Arinaga Industrial Area offers companies of their countries. We will provide a link that the consuls can direct to their respective countries so that it appears on the most appropriate websites. This will surely be an extremely important step towards the definitive internationalisation of the business area.

Weariness is for cowards Between them they make a total of 163 years. They have spent a large part of these years working from morning till night to keep their businesses going, which are situated in the Arinaga Industrial Area. To speak of Pedro Suárez and José Bolaños is to speak of how to apply ingeniousness and how to overcome difficult times. Pedro Suárez, 86 years old, has managed Surhisa for over sixty years. This company is devoted to earth movement, excavation, foundation laying, aggregate crushing and asphalt aggregate and concrete production. His beginnings, humble as those of the majority, are situated in Montaña Blanca, Arucas, with a transport lorry that cost him 40,000 pesetas “which I paid in cash, because I have never owed a cent to anybody, just as I would never sign a bill of exchange in a million years,” Suárez emphatically says. Two years later

he had raised enough money to buy a small tractor with which he carried out his first land clearings and excavations. Surhisa was established in the Arinaga Industrial Area thirteen years ago. Its premises house the machinery and equipment that have made this company one of the most important of the Archipelago in its sector. Projects such as the docks of San Cristóbal and La Aldea, the prison of Salto del Negro and Mercalaspalmas are only some examples that evidence its reputation. Pedro is certain that he will continue managing his company, together with four of his five children, until he has the strength, since “this is what keeps me alive.” It is hard to know for how much time Surhisa will go on, because “there is no work out there and, besides, they have built a port that is

not working. A lot of companies are going downhill and many industrial buildings are not being rented because of this. But as long as I have money to pay the almost fifty employees that I have left, as I was forced to fire another fifty workers, the company will go on.”
One of the oldest tenants of the industrial area José Bolaños, owner of Grupo Bolaños, is the other protagonist of this article. His inexhaustible energy and the invaluable help of his eight children have enabled him to lead the food and agriculture sector of the southeastern region of Gran Canaria, and he is now one of the oldest tenants of the Arinaga Industrial Area. This 77 year old gentleman is the youngest of eight siblings. “Mine was a really humble family,” he confesses, “but I remember it being very happy.” Despite being the youngest child he worked since he was eight years old until he was twenty “for other people, breaking rocks, in banana companies…, whatever came up, but I afterwards realised
that it would be better to work for myself.” A great example of business initiative, a fashionable word that was coined by the people who fill these pages. Thus, after years of hard work and evening classes, “to learn the basic things,” he began selling tobacco from town to town, covering as many kilometres as his legs allowed him. With time and the money they managed to save, he and his brother bought a motorcycle with which they could trade in the north and south of the island. Things have changed a great deal since then, “thanks to the effort of my family; my wife, Ana Marrero, to begin with, and my clients, employees and suppliers,” Bolaños says with deep feeling. Also, because he has never asked help from the banks, as he proudly admits, he has been able to build a modest empire that began in Vecindario, from where they moved, in 1985, to a 5,000 square meter area in the Arinaga Industrial Area. Now, a 60,000 square meter business and 160 employees make up the legacy of this tireless worker.

Arinaga Industrial Area - Banco Santander: a long-lasting relationship The relationship between Banco Santander and the Arinaga businesspeople is an old one. During the past 80’s decade, the bank supported many companies in the process of acquiring and building their premises. Back in 2003, when there were 450 companies and around 5,000 workers in the industrial area, Banco Santander decided to open a universal branch at the entrance of the town of Arinaga, in order to provide a more helpful service to workers, companies and individuals living in the area. Currently, the bank has five branches in this town.

Last April 2011, for instance, the Arinaga Industrial Area Business Association (AENAGA), the Conservation Entity (ECOAGA) and Banco Santander signed a new collaboration agreement with the aim of making available to the businesspeople of the area a complete offer of products and services with preferential conditions. Banco Santander’s support is based on advice and guidance, with financing and services, for the different projects carried out by self-employed individuals and small and medium enterprises located in the Industrial Area. they will have all the advantages of the ICO (Spanish official credit institute) credits (Banco Santander has granted, to date, 34% of the financings), as well as the possibility of financing their purchases through leasing or renting. But the most important element of this agreement, the conditions of which adapt to the circumstances of the market in order to establish the best ones for the members, is that the businesspeople of the Arinaga Industrial Area, regardless of the size of their company or the sector in which they carry out their activity, have access to personalised advice and can rely on the expertise of the 984 professional employees working at the 154 offices that Banco Santander has in the Archipelago.

After almost a quarter of a century in the business, Grupo Falcón can boast of being one of the leaders of the automotive industry in the south-eastern region of the island of Gran Canaria. Present in the Arinaga Industrial area for the past 15 years, the group of companies run by Francisco Falcón offers 5,000 square metre premises to encompass all services required by vehicles, including, garages, a showroom, and a service station. It is in this service station where, as a result of an agreement signed between Grupo Falcón and the Business Association of the Arinaga Industrial Area (AENAGA), the company offers a 0.030 euro discount per litre of fuel to AENAGA member companies, and a discount of 0.012 euro per litre of fuel to their employees. Besides, AENAGA members also have the
opportunity to participate in different promotions, raffles and loyalty programs promoted by the fuel supply company. This Texaco station remains open 24 hours a day. Thanks to the agreement, companies using this service can obtain fuel supply on site from the tankers that Grupo Falcón has for this purpose. Likewise, they will have access to every service for vehicles, including garage, carwash, change of motor oil, etc. Grupo Falcón has built its success from daily work, quality services and reliability, values which have enabled this company to put its excellent premises at the service of the automotive industry.

Careful management The Business Association of the Arinaga Industrial Area (AENAGA) has been working for over 18 years for its businesspeople. Aurelia Sánchez is the manager of the association since 2009. Hers is a complicated job that includes, among other tasks, finding economic resources that will enable the association to carry on with all the planned projects. One of the main financing methods of AENAGA is to secure and manage public subsidies. These projects, in words of Aurelia Sánchez, “are fundamental for the growth and revitalisation of the trade in the area, since the aim is to promote the Area and its businesses through these instruments, while keeping the businessmen informed about the environmental, quality and social regulations.” Some of the most important subsidies received by AEAGA throughout its history are those received from the Department of Employment, Industry and Commerce of the Government of the Canary Islands, aimed at carrying out improvement actions in the infrastructures and services of the Industrial Area, in areas such as signage, installation of artificial grass, energy saving, etc. Also, AENAGA has applied for several economic support projects. One of them, granted by the Department of Industry, Commerce and Crafts of the Council of Gran Canaria, aims at revitalising and promoting trade in the Arinaga trade area, portraying it as a spot with different direct sale stores, large parking areas and a varied offer. The driving force of the Archipelago The Association of Southeastern regions has carried out important actions in the environmental, economic and social areas since its creation. Within this context, it has developed the Integral Sustainable Development Strategic Plan of the Southeastern Region of Gran Canaria, with Roque Calero as technical manager. Energy is one of the 24 key areas on which this plan is based. Currently, the Canary Islands import annually over three billion euro of oil. When the price of oil increases to 200 dollars, something which, according to Calero, will happen in all probability this decade, the expense will increase by two, and this is absolutely unbearable for the Archipelago. With this information, it is natural that we should look for energetic alternatives, and the Southeast, according to the results of the study carried out in collaboration with the University of Las Palmas de Gran Canaria, does have other options. In fact, studies reveal that 500 megawatts of wind power and 70 of photovoltaic energy can be implemented
in this territory, in the area that goes from the motorway to the sea and from the airport of Gran Canaria to the ravine of Tirajana, where an energetic area could be built. 65 per cent of the electric energy consumed by the Island could be obtained from these 500 megawatts, which means that, with current oil prices, we could save around 200 million every year. With respect to the production of desalinated water, the study produces an equally startling result: 114 cubic hectometers would be generated by taking only 100 of these 500 megawatts and turning them into desalinated water; that is to say, more water than can fit into all the reservoirs of Gran Canaria, and at a more competitive price, 64 cents per cubic meter. The conclusion, Roque Calero confidently says, is that “the Southeastern Region can become the driving force of Gran Canaria and the Archipelago.” Now it is only a matter of joining forces and implementing this project.

The UPE Network of the Canary Islands Technological Institute promotes the entrepreneurial spirit in the Canary Islands The Network of Units for the Promotion of Companies was born with the aim of establishing a solid ground for new innovative companies that would improve the business structure of the Canary Islands. In 1996, the Government of the Canary Islands asked the Canary Islands Technological Institute to create business incubators or centres in all the Islands to promote the creation and the growth of innovative business initiatives having scientific and technological knowledge as their business model. Currently, the UPE Network has premises in the islands of Tenerife, Gran Canaria, La Palma, El Hierro and Fuerteventura. They are managed by the Technological Institute and jointly financed with local Councils, Chambers of Commerce, scientific and technological parks and universities. The UPE Network will soon expand to include the islands of La Gomera and Lanzarote. Since 1996, the centre has hosted more than 214 innovative companies, with a high level of business success, and has created more than 640 high-skill jobs. Moreover, some of these innovative companies have been awarded prizes by different national and regional organisations. Currently, there are sixty science and technology based companies established in the Network buildings all over the Archipelago. These companies carry out their activity in the areas of energy, water, environment, ICT and in the creative, audiovisual and healthcare industries.
