ERL AND RESILIENCE SUPPORT IN SYRIA

Starting implementation in 2023 the project Early recovery in Syria: multisectoral response for access to basic services and livelihoods in Hama and Aleppo is a 4-year intervention funded from AECID to Action Against Hunger Spain.

Considering the crises in Syria a protracted crisis, AECID, for the first time, included Syria under this modality of mid-term support through INGO in the field of early recovery and livelihoods.

Amid the multilayered crises that is affecting exhausted communities in Syria, providing mid-term relieve and solutions for the most affected population is key for their future. Meanwhile emergency support is still needed across regions and sectors, these interventions are more strategic in terms of selfreliance and sustainability of local communities

Different location in Aleppo and Hama governorates are targeted with this intervention that aims to reach 300 farmers with livelihood support, 800 pregnant and lactating women with nutrition, health and livelihood support, 150 health workers and volunteers with training and thousands of citizens with sustainable access to water and sanitation services

The intervention aims to reach 4 outcomes:

1.Improving nutritional status through community participation, capacity development and the adoption of innovative practices in health, local food production, agriculture and water, sanitation and hygiene supply

2.Increasing the resilience of drought-affected farmers through adopting environmentally friendly agricultural approaches

3.Strengthening primary maternal and child health care, mental well-being, nutrition and response to epidemic outbreaks

4.Water, sanitation and hygiene systems strengthened through rehabilitation of key infrastructure and provision of technical assistance

Most of the activities across the four outputs are completed, ongoing or planned to start next year This is a key intervention to achieve some of the goals identified in the AECID’s Humanitarian Context Strategy for the Syria crises that is updated biannually.

VI MASTER PLAN OF THE SPANISH COOPERATION

The 6th Master Plan of the Spanish Cooperation, covering until 2027, was adopted by Spanish Cabinet last July. The Plan contains the objectives and priorities that will guide the action of international cooperation for sustainable development for the coming year This is one of the milestones in the implementation of the new Sustainable Development Cooperation and Global Solidarity Law approved earlier in 2023.

As explained by the Minister of Foreign Affairs, European Union and Cooperation, José Manuel Albares, “the Master Plan lays the foundations for facing the major current global challenges such as peacebuilding, hunger, inequalities or the climate crisis, and will allow for a reinforced Spanish Cooperation, capable of continuing to be present effectively where it is most needed ”

This plan focuses its vision on the role of international cooperation in achieving a triple transition (social, ecological and economic) aligned with the 2030 Agenda and its Sustainable Development Goals It also supports the crosscutting principles for all Spanish Cooperation actions: peace building, the fight against poverty and inequalities, human rights, the feminist approach and gender equality, environmental sustainability, climate justice and cultural diversity

As part of the geographical focus of this strategy, Middle East and North Africa region is highlighted due to strong and shared links and challenges Jordan and Lebanon are among the 36 countries considered direct partner worldwide

Beyond the bilateral cooperation, Jordan and Lebanon, in turn, will be part of the Spanish Cooperation regional initiatives outlined in the Plan, which for the Arab World emphasize common challenges such as climate change and desertification, gender equality, opportunities for youth and regional cooperation mechanisms

Importance will be given to mutual accountability and knowledge management, promoting the impact and transparency of Spanish Development Assistance

When it comes to the Sustainable Development Cooperation and Global Solidarity Law from 2023, it ´ s important to spotlight that provides Spanish Cooperation with greater robustness and gives legal status to the commitment made by Spain to allocate 0 7% of its Gross National Income to Official Development Assistance by 2030. It also strengthens the governance of the Spanish Cooperation system with new instruments for coordination and collaboration between actors It aims to reinforce the role of decentralised cooperation, one of the hallmarks and strengths of Spanish Cooperation
