

TERMS OF REFERENCE
Finance and accounting services

1. Background
The REAYAH project, funded by the EU Regional Trust Fund in Response to the Syrian Crisis with a budget of 22 million euros, is a four-year initiative launched in 2021. Its mission is to support Jordan’s public health system in addressing Non-Communicable Diseases (NCDs), with a specific focus on Mafraq, Tafila, and Ajloun. Through infrastructure renovation, modern equipment, enhanced medical protocols for early NCD detection, healthcare provider training, and community health awareness, the project aims to create lasting improvements in NCD care and management.
2. Objective
Provide timely support to MoH and AECID in Jordan for financial, accounting and audit requirements during the justification of grants conceded within this project.
3. Scope of the Service
• Monitor all intervention-related expenses at MoH.
• Manage financial reporting and financial justification to MoH and AECID related with the intervention account.
• Maintain and update accounting and financial systems of the intervention in accordance with MoH/AECID/EUTF rules.
• Manage the preparation of monthly expenditure reports to AECID, ensuring that they are accurate, complete and submitted to AECID in a timely manner.
• Support MoH regarding the process of apply and justify tax exemption under EU funding in Jordan.
• Support and supervise appropriate MoH Units (Tenders/ Expenditure and contracts/ Procurement and Supply/ Administrative and Finance Unit) to undertake mandatory administrative, tenders and procurement processes for expenses to be funded by the intervention account.
• Coordinate with MoH, AECID and the service provider, the External Audit Opinion for all grant accounts within this project.
• Supervise External Audit Opinion service MoH grants
4. Qualifications and Experience
Academic requirements:
- Bachelor Accounting and Economics

- MBA in Accounting
Professional requirements:


- At least 10 years in accounting or finance managerial positions in Jordan.
- At least 3 years in positions within or supporting Financial Department in GoJ
- At least 3 years in positions managing Official Development Aid in Jordan
Language requirements:
- Fluent in Arabic and English
Duly registered in Jordan
Previous professional experience with Financial Department at MoH
Previous professional experience with AECID ODA
5. Timeframe and products
3 months, starting 15/04/2025
3 monthly reports to AECID Jordan

7. Evaluation Criteria
Proposals will be evaluated based on:
- Financial Proposal – 25%
- Professional experience – 45%
- Interview - 30%
8. Budget
The Tender Base Budget is 7,400.00 JOD (tax exempted) for this service
