US, partner nations strengthen ties during multilateral medical event

USAF EC leadership visits 728th Air Mobility Squadron

Brig. Gen. Stephen Snelson, U.S. Air Force Expeditionary Center commander, and Chief Master Sgt. Dennis Fuselier, USAFEC command chief, visited Airmen from the 728th Air Mobility Squadron at Incirlik Air Base, Türkiye, April 14.

This visit was a part of a larger immersion for the 521st Air Mobility Operations Wing to gain a greater understanding of the vital support the wing provides to the Air Force’s overall mission of Rapid Global Mobility.

At Incirlik, Snelson and Fuselier had the opportunity to connect more closely with Airmen stationed at one of nine geographically separated units of the 521st AMOW. The 728th AMS provides both en-route maintenance and aerial port support which ensures that mission essential cargo and aircraft arrives to the Joint force wherever it’s needed.

“We saw how our 728th AMS Airmen embody the Air Force’s focus on mission ready and multi capable airmen. Those concepts have been in their ethos since the very beginning of the 728th,” Snelson said. “Airmen are always looking at their operational environment to see what needs to get done, whether that task is their dedicated job or not. We were proud to see our 728th AMS Airmen use every aircraft touchpoint as a training opportunity, while also ensuring the aircraft are loaded, refueled and repaired when needed, so we keep our Joint force on the move.”

As a critical node within the larger Global Air Mobility Support System that enables the total force to project, connect, maneuver, and sustain combat power anywhere around the globe, the 728th AMS maintains a high operational tempo and consistent performance through a strong unit culture that emphasizes training, development, and dependability.

“As we look at the [521st] Air Mobility Operations Wing and the en-route part of the GAMSS system, Incirlik is a vital node of what we would call the stop gap, a shock absorber for flow and velocity of people and cargo flowing into and out of theater,” Fuselier said. It's really neat to see what a small but mighty team are able to execute as we send folks out.”

The command team mentioned the 728th AMS exemplify themselves as true professionals but are also known throughout the 521st AMOW and Incirlik Air Base for their strong morale.

“The Damn Straight culture is incredibly impressive, the 728th AMS has got it right,” Fuselier said. “There is something special about this unit and its culture. We have a lot of junior airmen here on their first assignment who are mission focused and know what right looks like because of the training and development that goes on here. They have asked us some hard strategic questions and that is not by happenstance.”

Snelson highlighted the importance of relationships by speaking to the support that the 728 AMS receives both from the 39th Air Base Wing and local nationals.

“You know, being a tenant organization isn't always easy,” Snelson said. “And what we have seen throughout particularly this AOR, is the host installations treat our Airmen like their own. They support them. They take care of them. They house them. You name it. This is our chance to come here and to thank those leaders.”

Medical Readiness Command, Europe conducts key leader engagement with Swiss Army medical leaders

BERN, Switzerland — U.S. Army Brigadier General Roger Giraud, commander of Medical Readiness Command, Europe, and command surgeon for U.S. Army Europe and Africa, along with a team of U.S. Army medical leaders and planners from Medical Readiness Command, Europe and the 68th Theater Medical Command, traveled to Switzerland Apr. 28-30, where they conducted a key leader engagement with Major General Andreas Studebaker, the Swiss Army Surgeon General and members of his staff. The key leader engagement aimed to expand the U.S. and Swiss military medical partnership and

identify opportunities for future cooperation. The U.S. Army delegation observed Swiss Army medical professionals demonstrating their expertise in battlefield medicine and contingency response at a highly advanced, secure underground medical facility. Among the topics discussed were a potential combined medical training exercise to improve interoperability and coordination between the two armies. Both sides were enthusiastic about planning this exercise and the potential of building stronger ties. The key leader engagement also highlighted the importance of international collaboration in military medicine and reinforced a shared commitment to readiness and providing humanitarian aid.

USAG RP community supports forward deployed troops with care packages

U.S. Army Garrison RheinlandPfalz’s Religious Support Office and Headquarters and Headquarters Company have issued a call to the community to donate items to the Support Our Troops Care Package Drive, through Apr. 30.

Collection boxes are available in the HHC conference room (building 200) and the garrison headquarters conference room (building 162, second floor) on Rhine Ordnance Barracks, and the Provost Marshal Office (building 2067) on Clinic Kaserne in Baumholder.

“Soldiers deployed across Europe are separated from their homes and families, and it is essential for them to know that people around the world are thinking of them and appreciating their sacrifices,” said Capt. Rudolph Smith, USAG Rheinland-Pfalz HHC commander. “Given the uncertainty of the resources available at their

deployed locations, providing practical everyday items at no cost can make a significant difference.”

Organizers are seeking donations of hygiene products, such as travel-size shampoo, soap, toothpaste, and razors, as well as snacks like individually wrapped chips, protein bars, jerky, gum, and candy.

Smith said the donated items serve as reminders of home and can bring a smile to Soldiers’ faces.

“With thousands of troops deploying each year, it is crucial to reach as many as possible to express our heartfelt gratitude and say, ‘Thank you’,” he said.

Once the collection drive ends, volunteers will sort and pack donated items into care packages that will be shipped to forward deployed Soldiers.

LRC employee who handles equipment receipts for Black Sea and more: ‘Happy 250th, Army!’

When Zsofia Tosi moved from her home country of Italy to Germany about 12 years ago, never could she have imagined she’d someday be working for the U.S. Army. The supply technician with Logistics Readiness Center Rheinland-Pfalz is a now a local national employee with the U.S. Army, and she said she’s very happy about that.

“I’m originally from Italy, but I’ve been living in Germany 12 years. I really like my job, I like my colleagues, and I like working for the U.S. Army,” said Tosi, who is from Ferrara, Italy. “In Italy, I was working on an Italian air force base, so I always felt a strong connection to the military. And when I moved to Kaiserslautern, at my first job, I provided services to Americans who live here.”

“I feel honored to work for the U.S. Army on such a big year — the Army’s 250th birthday. Happy 250th birthday, U.S. Army,” said the 37-year-old LRC Rheinland-Pfalz Property Book Office employee and mother of a 2-year-old girl.

As a supply technician with LRC Rheinland-Pfalz’ PBO, Tosi is responsible for about 30 equipment hand receipts. She manages the PBO equipment and supply hand receipts for Army Support Group Black Sea, which includes three sites — Mihail Kogalniceanu Air Base in Romania, Novo Selo Training Area in Bulgaria, and Kürecik Radar Station in Türkiye. She also manages the equip-

ment and supply hand receipts for Base Support Operations

Tosi said she’s responsible for conducting annual 100 percent inventories, and she assists with lateral transfers, adding items to the hand receipts when new purchases are made, and removing items from the hand receipts after turnins. She completes Administrative Adjustment Reports, or AARs, and in the case of missing or damaged equipment, she assists her customers with Financial Liability Investigation of Property Loss, or FLIPL, reports.

Tosi uses the Global Combat Support System-Army, or GCSS-A, which serves as the Army’s property accountability and financial system of record. Capable of managing large volumes of transactions, GCSSArmy provides current item location updates while interfacing with the General Funds Enterprise Business System, or GFEBS, for financial data tracking and feedback.

“For all the items, we see them in the system. Often, we don’t physically see them, like the Black Sea, for example. But we use GCSSArmy, and our customers give us all the information we need to ensure everything is correct. Sometimes they’ll even send us photos of the equipment,” Tosi said.

LRC Rheinland-Pfalz is one of eight LRCs under the command and control of the 405th Army Field Support Brigade. LRCs execute installation logistics support and services to include supply, maintenance, transportation and

food service management as well as clothing issue facility operations, hazardous material management, personal property and household goods, passenger travel, property book operations, and non-tactical vehicle and garrison equipment management. When it comes to providing day-to-day installation services, LRC Rheinland-Pfalz directs, manages and coordinates a variety of operations and activities in support of USAG RheinlandPfalz.

LRC Rheinland-Pfalz reports to the 405th AFSB, which is assigned to U.S. Army Sustainment Command and headquartered in Kaiserslautern, Germany. The brigade provides materiel enterprise support to U.S. forces throughout Europe and Africa — providing theater sustainment logistics; synchronizing acquisition, logistics and technology; and leveraging U.S. Army Materiel Command’s materiel enterprise to support joint forces. ‘A little piece of home:’ USAG Rheinland-Pfalz volunteer connects overseas military community through AFN

Each time Liliana Wright steps into the Armed Forces Network studio on U.S. Army Garrison Rheinland-Pfalz’s Sembach Kaserne, she does more than operate the soundboard and speak into the mic. As the yellow “on air” light flicks on, her voice carries across three continents, reaching over 325,000 listeners with a message that keeps the total force community informed and connected to home.

Her dedication and service did not go unnoticed, as this April, in honor of Volunteer Appreciation Week, Wright was recognized as a Family Member Volunteer of the Year nominee during the USAG RheinlandPfalz Volunteer Recognition Ceremony at Sembach Kaserne, April 25.

The garrison’s Public Affairs Office recently spoke with Liliana to learn more about her volunteer journey.

Q: First off Liliana, congratulations on being nominated! That must be a great accomplishment for you.

A: It feels great! I was surprised and honored that the team nominated me. The nomination is both a professional and personal accomplishment.

Q: What inspired you to volunteer with AFN and how did you first get involved?

A: I have always wanted to work in the communications field. In 2017, I attended an Army Community Service Wiesbaden job fair and inquired about communications opportunities. I learned that AFN Wiesbaden accepted volunteers, and someone there assisted me in applying for the volunteer role.

Q: You’ve dedicated over 560 hours! What kept you motivated to give so much of your time?

A: I grew up listening to the radio and watching the nightly news, so I have always recognized the power of broadcasting. It allows you to be part of someone’s commute, help the workday pass and assist someone in winding down at the end of the day. Before you know it, you’ve become a part of someone’s daily

routine, and that’s a wonderful feeling.

Q: How do you think your work with AFN helps support warfighters and the broader military community?

A: The late AFN legend Gary Bautell [AFN announcer for 60 years who was known as “The Voice of the U.S. Military in Europe”] once told me that “We are a part of lifting morale,” and I take that very seriously. My husband always says that no matter what happens, you continue the mission, Charlie Mike. Their advice is at the top of my mind when I am brainstorming segment ideas or getting ready to pitch a series of interviews to the production team. Our warfighters deserve an outlet that helps bring them a little piece of home as they are getting ready to deal with so much daily. Military families and civilian components deserve an avenue they can trust will keep them entertained and ease the stress of adjusting to a new place.

Q: What’s a fun fact, work aside, that no one knows about you?

A: I grew up watching “lucha libre” and dreamed of becoming a wrestling ringside announcer; my kids fully support this dream!

Q: Sounds like a fun dream! Lastly, favorite memory about working for AFN Europe?

A: Learning from legends like Gary Bautell is a tremendous professional milestone. Next is working alongside various military branches. These professionals come together and make such great material. They are so full of life, and I guess it’s the mom in me. I am just so proud to see them hit milestone after milestone!

Space Chiefs forum reinforces international partnerships

Gen. Chance Saltzman and Chief Master Sgt. of the Space Force John Bentivegna hosted military space leaders from 18 other countries at the annual Space Chiefs Forum on April 10. The event is part of ongoing Space Force efforts to foster multinational collaboration that builds enduring operational advantages.

First held in 2021, the forum is a key opportunity for global partners to collectively assess the space security environment, evaluate new cooperative concepts and discuss steps that can be taken together to maintain the safety, stability and long-term sustainability of the domain.

This year’s iteration explored ways to increase cooperation across a range of mission areas and featured a series of briefings and discussions led by U.S. and partner nation representatives. Topics included the space security environment, force design, multilateral cooperation and the U.S. Space Force’s pending international partnership strategy.

“You have to train like you fight, and we must be prepared to operate as a coalition when a crisis emerges,” Saltzman said. “That’s why it’s important we develop integrated capabilities, conduct combined training and exercises and unify around a common operational picture.”

Bentivegna hosted international senior enlisted leaders during the Space Chiefs Forum to discuss what the U.S. Space Force is doing to advance space control. Topics of discussion included Space Force training, exercises, education and enlisted operations for the Joint Force.

“Strategic deterrence remains a top priority mission for Department of Defense and our nation, and that mission wouldn’t be possible without a strong enlisted force,” Bentivegna said. “The work our Guardians are doing today is setting the standard for future space operations.”

Partner nations and organizations in attendance included: Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Luxembourg, NATO, the Netherlands, New Zealand, Norway, Poland, Republic of Korea, Spain, Sweden and the United Kingdom.

“Make no mistake, America first does not mean America alone,” Saltzman said. “Particularly in space, partnerships are vital to our ability to compete with and, if necessary, defeat our adversaries in the domain. It’s these kinds of interactions that enable our shared advan-

tage and enhance our ability to respond to the threats we all face.”

In addition to Saltzman and Bentivegna, participants from the U.S. included: Air Marshal Paul Godfrey, assistant chief of Space Operations for Future Concepts and Partnerships; Lt. Gen. Secretary General Mark Rutte welcomed the President of the Federal Republic of Germany Frank-Walter Steinmeier to NATO to commemorate the 70th anniversary of the Federal Republic of Germany’s accession to NATO. Mr Steinmeier was accompanied by the Acting Minister of Defence Boris Pistorius.

The Secretary General and the German Federal President laid a wreath together at the NATO headquarters in Brussels and held bilateral talks. Mr Rutte emphasised that a strong Germany matters for Europe’s security and for global stability, “with troops along the eastern part of the Alliance, jets patrolling the Baltic skies, and ships protecting key supply lines and critical infrastructure in the

Baltic Sea. Germany is also the largest European contributor of military aid to Ukraine,” he said.

This year Germany marks 70 years of membership in NATO, an anniversary that reflects its deep commitment to peace, security and international cooperation. Since becoming NATO’s 15th member in 1955, just a decade after the Second World War, Germany has undergone a remarkable transformation from a divided, war-torn nation to one of NATO’s leading members. It stands as a symbol of how former adversaries can become pillars of peace through shared values and collective defence.

Following the ceremony at the NATO headquarters, the German Federal President met with Philippe, King of the Belgians, at the Palace of Laeken.

ABC IN KMC: Winnweiler

Today we’ll venture out to our neighboring county in the north: Donnersberg County. The county seat is in Kirchheimbolanden, a picturesque residential style town with a quaint historic center. Winnweiler lies just south at the foot of Donnersberg and we invite you to discover interesting and maybe not-so-wellknown facts about your home away from home.

Union Community Winnweiler consists of the individual towns of Börrstadt, Breunigweiler, Falkenstein, Gonbach, Höringen, Imsbach, Lohnsfeld, Münchweiler an der Alsenz, Schweisweiler, Sippersfeld, Steinbach am Donnersberg, WartenbergRohrbach and Winnweiler as the administrative seat with its town sections Hochstein, AlsenbrückLangmeil and Potzbach.

The total union community has about 13,800 inhabitants and an additional 900 Kaiserslautern Military Community members also call it their home.

Prisoners of war and a new settlement

Winnweiler was founded in the second half of the 8th century. It was first officially mentioned on Feb. 10, 891, as the village “Winidowilan,” which can be translated to “the settlement of the Wenden.” The Wenden, a Slavik population group, was settled as prisoners of war by Charlemagne within his territory. In the 18th century Winnweiler was the seat of a HabsburgLorraine upper office for the County of Falkenstein. The castle was built in 1604 and demolished 200 years later, but the Chapel of the Cross, which can be seen from afar, is a reminiscence of the time and a popular church for weddings.

A strategic military installation

The Union Community of Winnweiler also plays an important role in U.S. military history. After World War II, when Germany was divided into four occupational zones, with Rheinland-Pfalz in the French zone, the French began constructing an airfield. Upon heavy protest by local farmers, a compromise was agreed upon and one section of the

newly constructed Sembach airfield was located in the County of Kaiserslautern. About one mile north an administrative area was developed on Heuberg, a sandy area of little agricultural value, but located within Donnersberg County. Up until 1995 both sections were known as “Sembach Air Base,” home to the 86th Fighter Wing and 17th Air Force. The installation is now used by various U.S. Army units, such as a Military Police Brigade, the Medical Readiness Command, Europe, the U.S. Army Corrections Facility Europe, a small Navy unit and the Air Defense Artillery Brigade Headquarters. The post is now commonly referred to as “Sembach Installation”

Celts and Romans

Celts and Romans were also fond of the valley surrounding Donnersberg mountain and left numerous traces that can be seen and experienced. Over 2,000 years ago, Celts erected an impressive central city on the plateau of the mountain, referred to as an Oppidum. This Oppidum was the central hub in the Rhine River valley and is one of the largest Celtic settlements north of the Alps. Romans, on the other hand, built settlements and created clay products in neighboring Eisenberg and near the village of Katzenbach.

A visit to the Celtic village in Steinbach is like a fascinating journey into the mystical world of

early inhabitants at Donnersberg. The small, reconstructed village is more than a museum, you can actually experience the culture of the Celts. Venture into the lives of the people who inhabited Donnersberg more than 2,000 years ago. Dwellings with wooden posts and semi-timbered structures, wooden shingles and facades made of clay, give realistic insight into the Celtic period. Falkenstein Castle

Falkenstein Castle is first recorded in 1135 as the castle of the Lords of Falkenstein and is located just northwest of the village of Imsbach. Around 1500 Uhland I acquired the castle rights and expanded it. In 1674 it was besieged by French troops and eventually remained a ruin until it was partially restored after 1979 and is now used for medieval festivals and other festivities throughout the year, including a romantic Christmas market. The tiny town of Falkenstein with 220 inhabitants boasts two restaurants and a nostalgic, “timeless” café that offers homemade cake.

Mining and Minerals

The Pfälzische Bergbaumuseum (mining museum) in Imsbach invites you to experience over 2,000 years of mining in the area. You can learn about ores, rocks, and fossil fuels of the

The Gartenbahn at a scale of 1:5 will take you on an exciting ride from an actual train station, a signal box, tunnels and bridges and will let your heart beat faster. Hikers and bikers

region in the former schoolhouse in Imsbach, which now houses a museum. The extraction and processing of iron, manganese, copper, cobalt, gold, silver, and mercury are explained as well as the use of current stones and raw materials, while the mineral display “Terra Crystallum” is new. A synagoge and a Rococo church

Winnweiler has a rich history of Jewish culture, a former synagogue and a Jewish cemetery. The “Jüdisches Museum der Nordpfalz” gives valuable insight to the Jewish community first mentioned in 1674. In 1901 a new synagogue was opened but destroyed during the regime in the late 1930’s. A memorial sandstone plaque with a carving is situated at the former site of the synagogue. Descendants of former Jews from Winnweiler from all parts of the world, including the United States, gather for family reunions or meetings annually. https://www.jüdisches-museumwinnweiler.de

On the other hand, a picturesque Rococo church can be found in the small town of Schweisweiler which was built in 1750 and restored from 1987 to 1993. The adjacent farmhouse with a garden gives insight into the history of the village based on a selection of old photographs.

You might wish to take a breathtaking view of the surroundings on Donnersberg mountain, hike along one of the many trails in the region or enjoy a mountain bike ride in the valley, such as the Donnersberg trail. Festivals and fun

A selection of small restaurants in the pedestrian area invites you to take in a taste of regional, German and international dishes. Small, often family-owned shops offer goods from clothing to antiques, regional produce and whisky and schnaps tasting as well as live music events.

Winnweiler has two annual festivals, the Johannismarkt in June and Oktobermarkt in early October, a Christmas market is during the holiday season. Each village has its individual village celebration during the summer months.

Fun facts

The actual border line between Kaiserslautern County and Donnersberg County runs straight through the guard shack at Sembach Kaserne.

Donnersberg is the highest mountain in the Pfalz region with a peak of 687 meters (2,253 feet). The name Donnersberg (thunder mountain) is thought to refer to “Donar”, the Germanic god of thunder.

HECKER from Page 1

As the NATO AIRCOM commander, Hecker had oversight for the air and missile defense of 32 NATO Alliance member nations. During exercise Ramstein Flag 2025 he led AIRCOM’s initial ability to execute the first five days of an Air Tasking Order.

He also directed operations in protection of Europe’s Eastern Flank, and swiftly leveraged Sweden and Finland’s air power into the Alliance.

Hecker commissioned in 1989 through the U.S. Air Force Academy. During his career, he attained more than 3,600 flying hours in the F-15C Eagle, F-22 Raptor, MQ-1B Predator, HH-60 Pave Hawk, C-208 Caravan and T-38C Talon.

As the 27th Fighter Squadron commander, Hecker flew the F-22 Raptor on its first two operational sorties over the United States in support of Operation Noble Eagle Jan. 21 and 22, 2006.

Prior to becoming the USAFE-AFAFRICA commander, Hecker served as the Commander and President of Air University, Maxwell Air Force Base, Alabama.

Other significant assignments in his career include serving as the Vice Director of Operations for the Joint Staff at the Pentagon, Commander of 9th Air and Space Expeditionary Task Force-Afghanistan, and Commander, NATO Air Command-Afghanistan, Director of Air Forces Central Air Component Coordination Element for U.S. ForcesAfghanistan and NATO’s Operation Resolute Support and Deputy Commander-Air for U.S. Forces Afghanistan, and Commander of the 19th Air Force at Joint Base San Antonio-Randolph, Texas.

The biennial State Fair is taking place in Neustadt/Weinstrasse this year, where the city is also celebrating 750 years of city rights. Festivities start on Friday afternoon and run through Sunday. The 86th Airlift Wing will participate with a Robodog display on Saturday at “Platz der Streikräfte” (military display area), along with armored vehicles from 21 TSC and the Bundeswehr. There will be smaller parades throughout town all weekend, a family day with children’s activities on Sunday, and cultural and scenic displays of communities in RheinlandPfalz. Visitors are advised to best take a train from the KMC.

MAIKERWE (CARNIVAL)

Once again, the Messeplatz is host to the largest carnival and fair in the region. Rides for kids and adults, food and drinks, fun for the family and music in the fest tents. Sunday shopping on May 25, fireworks will round off the eleven fun-filled days on Monday, June 2 at about 9.30 p.m.

Also new is the Thai festival, which will take place on May 24 and 25 at the Kochschen Markt and which will also be organized by an external organizer from the district. Cross-service collaboration enhances industrial hygiene readiness in Europe

LANDSTUHL – Recent collaboration between Public Health Command Europe and the 132d Wing Air National Guard has proven a resounding success, bolstering industrial hygiene capabilities and fostering valuable cross-service understanding.

The two-week training exchange saw Major Rolf Osteraas and Master Sergeant Ashley Malone from the 132d Wing embedded with PHCE teams, participating in a wide range of realworld industrial hygiene surveys and assessments.

Lajes Field recently hosted two impactful OSHA training courses to boost safety knowledge and operational readiness. From April 2–4, 18 participants completed the Permit-Required Confined Space Entry course, learning about hazards, entry procedures, ventilation, and rescue planning. Just days later, 19 students finished the Fall Protection course, focused on critical safety practices for construction and general industry. These efforts highlight the ongoing commitment to workplace safety and mission success.
