Overview

Welcome to Adlington Retirement Living’s consultation on the proposals for 18 retirement apartments with care on land at The Former AXA Data Centre, West Cliffe, Lytham.

This consultation provides local residents and businesses with the opportunity to view the proposals, and submit any feedback before the planning application is submitted.

Our product and services

The retirement community will include 1, 2 and 3-bedroom private apartments with access to communal facilities, high quality landscaped gardens with summer house and car parking, and will include:

Adlington Retirement Living work with Registered Care Providers to provide care in the comfort of each home. Homeowners purchase their own apartment and live independently but have the reassurance of 24-hour on-site support team 365 days a year. Tailored personal care packages are also available, as required. This model of elderly accommodation is ideally suited to individuals, or couples who wish to continue living together in a situation where one, or both, have care needs.

The Adlington development will offer manageable, accessible, warm homes with low running costs. Owing to the design of the building there is less risk of falls and accidents. Our active community and services also offer a social life that protects against isolation and loneliness.

Specialist housing need

The number of people aged over 65 is forecast to rise over the next decade, from the current 10.8 million people, to 13.8 million by 2035, a 27% rise. This means that approximately one in five of the UKs total population will be over 65 in 10 years time, and will become will become one in four by 2050.

It is therefore unsurprising to note that the need to provide suitable housing stock for our ageing population is described by the government as ‘critical’. The provision of age appropriate housing is of critical importance to the health of individuals and has profound impacts on public spending, particularly adult social care, and the NHS.

The Fylde Strategic Housing Market Assessment (2014) and the adopted Fylde Local Plan (2021) identify that:

An increase in the population aged 65 or over of of over 8,800 by 2030 to a total of 30,300.

The population of over 65’s in Fylde is growing faster than any other age group.

They current stock of specialist elderly accommodation can only cater for 11% of 65’s by 2030.

There are only 97 units of extra care in the existing specialist housing stock.

Across Lancashire, an additional 4,200 units of extra care will be required by 2038. This includes 399 additional units in Fylde.

Planning History of Site

The site forms part of the former AXA Data Centre site, part of which has now been redeveloped as Adlington’s The Sidings community, under planning application 17/0738. This application was for 65 apartments with care for the elderly and was approved by Fylde Borough Council on the 5th of March 2018.

As the site consists of residual land from the redevelopment of the main AXA Data Centre it has a limited planning history having been used as a car park for the data centre, and more recently as a storage area during the construction phase of The Sidings.

The site is allocated for residential development and previously had Outline Planning permission for up to 45 dwellings (Reference: 13/0152). This demonstrates that the site is considered to be suitable for residential accommodation.

SIDINGS

Boundaries

• The close board fence between The Sidings and the site will be removed and replaced with a 1200mm high brick wall to prevent headlight glare from cars into ground floor windows.

• The existing high level wall along North Warton street will be removed and replaced with hedging creating a more open, welcoming environment.

Site layout

Amenity Space

• A large proportion of the site is landscaped and vegetation is prioritised for a net gain of biodiversity from the current site conditions. Residents will also be able to utilise landscaping in the adjacent Adlington community.

• External mobility scooter store provided.

Planning History

• The site is allocated for residential development in the adopted development plan.

• The site previously had an Outline Planning application for houses which the Council resolved to approve.

• More recently it has been used as parking & storage area.

THE SIDINGS

Layout of the Building

• The building has been set back from North Warton Street in order to maintain the existing pattern of development.

• Equally, separation distances to the properties to the north on West Cliffe, west on Wharf Street, and adjacent Adlington development, have been kept as high as possible, to maintain the amenity of our neighbours.

Car parking and servicing

• 13 spaces to be provided, including 2 dedicated disabled bays.

• All parking spaces will be provided with an EV charge point.

• A bin store is provided in proximity to the site entrance with a turning head provided for servicing vehicles.

Site Access

• Vehicle access to the car park to be provided from West Cliffe. This is in the same location as the current storage site access, and will not affect traffic to the main car park of The Sidings.

• A pedestrian footpath will link the proposed new building to The Sidings community and gardens. The communal facilities in The Sidings will be available to future residents.
