Bharat Mata Ki Jai! A very Happy 70th Independence day to all the Indians living in HK. I still remember the Indian national TV Doordarshan Channel on which we watched the Independence Day Parade at the India Gate in New Delhi. I sometimes really feel the words of Bryan Adam's song 'Those were the best days of my Life....back to the summer of 69'. Childhood memories were fresh while putting together this issue of Adesiflava. The only one think which bothered me the most is 'what are we all running behind?', no matter how our childhood was, a rich family or a middle or lower income class family, we enjoyed our freedom, our life, our happiness. As of now we are all just running behind money, happy family, good life and fake life, I would call it the show-off Facebook life. Where is our freedom? In our May-June Issue, we had published an editorial contest out writing a story or an article about how to handle stress and negative thoughts. I really want to thank my friend Jitendra Kotai for submitting his article for the Editorial contest. Unfortunately he was the only single person who took the effort to write something for the Editorial contest. Our Featured Story on Refugees in Hong Kong, is a must read article. The south Asian refugees living in Hong Kong are going through some tough times and are also giving some tough times to others. My favourite writer Hongyu Wang is finally back with a bang. Gadgets Galore, written by our expert technology columnist Mr.Chandragupta Amritkar is a must read article, as I'm sure many of us

are not even aware of these amazing and unbelievable gadgets which are recently launched. Technology is surely making things more convenient for all of us, but I personally feel its taking our personal lives out of us. Bhangarh Fort in Rajasthan. This fort was recently named as the world's most haunted places with the highest amount of ghostly experiences by normal people. Before adding this article to this issue, I watched many YouTube videos of Psychic Healers, Tantric's and Paranormal experts who visited this place with several electronic instruments which measures the energy levels in the air to claim ghostly presence with the high amount of negative energy shown by these electronic devices. After watching these videos and reading stories about this fort, I was sure that so many claims cannot be false and one of my school buddies who is on a project in Rajasthan and happens to be posted very close to Bhangarh Fort also claimed that everything about the Bhangarh is true and no one risks their lives going inside after 6pm in night time. Read about this unique and ghostly fort in India. August 2016 Special issue, doesn't have any Bollywood gossips, it doesn't have any copy paste articles from the Internet and also it also doesn't have profiles or interviews of rich Hong Kong people. Its just a light refreshment magazine which might not necessarily make you very happy but it also won't disappoint you for sure. I am looking for some serious writers and contributors to share their stories, articles and topics with the magazine. WHY ARE WE WHAT SHOULD WE DO FOR OUR MENTAL WELLBEING? In every city, life at some point becomes very stressful. We try to run from pillar to post and keep going strong no matter what the outcome is. Â But at a certain point we neglect a lot of things from the fear of being carried away and losing out on our productivity We choose to feel less. We live in a world of smart phones, expensive Gadgets and Social media where everyone is trying to showcase their picture perfect lives. I somehow feel that we choose to sweep a lot of emotions under the carpet from the fear of being judged as emotional. We choose to paint a happy face irrespective of what we are feeling inside. We fear that we will be labeled as weak and hence we portray a self that is happy, confident and fearless at all times.

In the May-June 2016 Issue of Adesiflava, we had published an Editorial contest showing an info graphic about an issue of how our brain functions towards negative and positive thoughts. We received few entries for the editorial contest out of which we personally felt the article by Mr.Jeet Kotai to be the most appropriate and close to the problem suggested by our info graphic. Mr.Jitendra Kotai has taken the effort to submit his story for the editorial contest. We have started living like programmed devices that get up in the morning at a stipulated time and go through a routine for the day e do not get time for entertainment. It is very important to catch your W favorite TV Show or Movie. It is very soothing to listen to great music. We have no time to stop and feel the beauty of the weather. We have no time to talk to our parents for a few more seconds. We have no time to introspect and analyze our own lives. We have no time to pursue our hobbies and passions. ur smiles have become similar to the smileys on whatsapp we send O but we are not feeling anything. ur laughter has become like the “LOL� we send on every joke O where we acknowledge the joke but forget to laugh Many cases of suicides have been recently reported It saddens me that people succumb to the pressures of a lifestyle and end their beautiful lives. The Root cause for depression is heavy expectations. That feeling of worthlessness can be very lethal. We do not talk to someone and take their advice. We have become self proclaimed experts that know everything under the sun. We are skeptical in crying on someone else’s shoulder thinking that they will use our weakness against us.

Editorial Contest We have started taking loans for luxuries. Our obsession with lifestyle and portraying ourselves as perfect has landed us in a vicious circle. We live our entire lives in trying to build an image We complete our lives unsatisfied and leave many stones unturned in believing in what has been taught to us. We do not explore the possibility of discovering something new and unheard of. We do not have a quest to find our own answers We can live fantastic lives if we just lowered our expectations. Stop fighting for the picture perfect life and enjoy the life with its flaws. Face the world with no inhibitions. You had not come into this world to live according to rules set by a section of the society. A Unfelt, Compromised and denied emotion can lead to lots of stress. If you miss someone call them and tell them. If you feel stressed go and meet someone that makes you happy, makes you smile or if everyone is busy catch up on our all time favorite movie but feeling your emotions is really important for your mental wellness With each passing moment we all have a feeling or sense that something much better is possible, plausible, and definitely happening to most other people at that very moment. We need to grow out of this manifestation of comparing our life to others We should sometimes reject something just because everyone else is doing it We should put an end to this rat race.

Planning is not wrong but getting disappointed for things not going as per plan is wrong. This is my urge to change the minds of those under depression. Look at that human in the mirror. That is your only respite. It is just that reflection of you in the mirror. The Only person in the entire world that can help you get out of depression and relieve you is that person staring back at you with hope.. Only you can change how you think . Only you can make a difference to your life. It needs to come from within. For us to be mentally satiated we need to feel all emotions as they come. If we are happy we need to jump and rejoice. If we are sad ,we need to let out that emotion and actually feel the sadness. If we want to vent our anger- we should to a certain level and then channelize it in some positive form, but feeling angry when you are angry is justified Get rid of the artificial restraints that humanity places on itself. Time, Money, Goals etc. Live your life to the fullest. Bunk an important class, skip an important test, Call in sick to work on a Monday. Pamper yourself by having a do- nothing day. On this day you just sit and relax and just do nothing. Only you can remove the stress element from your life.

This year’s World Refugee Day came at a time of unprecedented global refugee tide. According to United Nations High Commissioner for Refugees (UNHCR), the UN refugee agency, a record high of 59.5 million people worldwide are forcibly displaced with the refugee number stands at 19.5 million (14.4 million under UNHCR mandate), 51 per cent of whom are under age of 18. A tiny few of them are seeking protection in Hong Kong but their plights are just the same as their fellow country people who have fled elsewhere. Hong Kong is not unfamiliar with the concept and personal touch of refugees and immigrants.

Throughout much of its history people have sailed onshore for economic opportunities or been drifted here to flee from war and persecution. Most that are living in the city today could trace themselves or their family members back to somewhere else, most often in places of adverse situations. Hong Kong has long involved in the protection of displaced people. In the aftermath of Chinese civil war and the following decades of Maoist political campaigns millions fled to the then British colony for protection and survival. In 1952 UNHCR set up an initial presence in Hong Kong against

such a backdrop, just a year after UN Convention Relating to the Status of Refugees (Refugee Convention) was signed in Geneva to tackle the displaced Europeans by World War II. In the ensuing years of Vietnam War hundreds of thousands of “boat people” floated ashore for another chance of life, where they were fed and sheltered until Vietnamese domestic situation was stabilised. During this time, in 1979, UNHCR’s Sub-office in Hong Kong was made permanent. However, Hong Kong was never a signatory to the Refugee Convention which implies that its authority is not obliged to process or accept asylum claims thus no local integration is

possible. In 1992, five years before the transfer of sovereignty, the departing British ratified UN Convention Against Torture and Other Cruel, Inhuman, Degrading Treatment or Punishment (CAT) amidst a tide of putting Hong Kong’s name on major international human rights treaties to lock in International human rights standard in the post-handover Hong Kong. All these forms part of protection claiming channels in Hong Kong Today. In the wave of 9/11 attacks and subsequent terrorist blows in the West most developed countries severely tightened visa policies, particularly to the countries the attackers were believed to come from. This contrasts sharply to Hong Kong’s continued open border where visa-free or visa-on-arrival travel is available to most countries including much of the developing world. Consequently, the number of asylum seekers began to soar since 2005, the earliest data available. In May 2006 there were some 1,600 seeking asylum in the city, by 2007 the number had jumped to 2,600, which then climbed to some 6,000 by 2009, over 8,000 by 2014 and have recently reached 11,201 as of March 2016, according to the Immigration Department’s latest figure on outstanding claims. Most came from South Asia and Southeast Asia with a significant minority from Africa. Companied with the surging number is the gradual change in asylum seeker and refugee treatment and channels for seeking protection. Treatment of protection claimants in early days is not well reported and documented. According to Gordon Mathews, an anthropologist at Chinese University of Hong Kong, before 2008 asylum seekers in Hong Kong could be arrested at any time for lacking papers when the only form of document is appointment slips issued by UNHCR. However, according to Jim Mulroney, Deputy Editor-in-chief of Sunday Examiner

who personally involved in asylum seeker protection at this time that government tolerance of stay certificate could sometimes be issued to asylum seekers who possess UNHCR appointment slips but was “an extremely complicated process with each case having to be argued one at a time”. According to Mr Mulroney, UNHCR provided humanitarian assistance back then which was distributed through Caritas. By 2008 government papers on asylum seeker status began to be issued by the Immigration Department, so as HK$1,900 monthly aid in kind (HK$1,000 for shelter and HK$ 900 for food), administered by the Social Welfare Department and distributed through International Social Service. This amount was increase to HK$ 2,700 in 2014 (HK$1,500 for shelter and HK$1200 for food). During this time, two parallel doors were open to protection claimants, namely UNHCR for its mandate under Refugee Convention to protect people who have fled from home country for reasons of political, religious or ethnic prosecution and Hong Kong government for its responsibility as a CAT signatory to protect torture claimants, though most apply through both paths. Chances to ever attain refugee status thus being eligible to trigger UNHCR’s third country resettlement process is, however, slim. According to Mr Mathews, 1,547 refugee claims were evaluated by UNHCR in 2008 with only 46 recognised as valid and 22 people were accepted as torture victims by the government in the 22 years since 1992 CAT signatory. This dual structure began to merge in 2013 when in March the Court of Final Appeal ruled that the Director of Immigration has the responsibility to conduct independent enquiry of prosecution claims prior to repatriating or deporting rejected UNHCR prosecution claimants

to their home country. In July the same year government announced the Unified Screening Mechanism (USM) to replace the previous two parallels to screen all nonrefoulement claims. Under USM, UNHCR’s mandate of refugee status determination was to transfer to local bureaucrats whereas at the same time Hong Kong Immigration authority was to declare in making reference to Refugee Convention in carrying out such a mandate. Torture claims under Hong Kong government’s CAT obligation were also to make under USM, so as other protection applications to be made by citing related Hong Kong human rights laws, most notably Hong Kong Bill of Rights. Individuals substantiated were to be referred to UNHCR for recognition as refugees. USM commenced operation in March 2014 when outstanding torture claims and other non-refoulement claims on applicable grounds made to the government were merged into USM and undecided prosecution claims under UNHCR ceased to be processed. The UN refugee agency’s undecided prosecution claimants had to reapply to Hong Kong Immigration under USM. According to Immigration Department, as of March 2016 8,465 cases were processed under USM where 52 individuals were substantiated. This consolidated protection screening method, widely viewed as an improvement on human rights protection as a local public authority was willing to take on an international obligation of protecting other nationals in flee, was met with conflicted expectations and outcomes. It was a hugely contentious topic on an independent event themed We Are Here, marking World Refugee Day which was held on 16 June at The Hive Studios. One Egyptian Christian asylum seeker, known as Poules, told with confidence and hope that

Featured his claim will eventually meet the requirements under USM but frankly revealed that since fleeing Egypt ahead of 2012 election which saw Muhammad Morsi’s victory he had only been interviewed once and had been waiting anxiously for another call. Being a religious minority TV reporter who took an active role in 2011 revolution which overthrew Hosni Mubarak, Poules said his lone flee, leaving family and everything behind, was the result of consistent beating and persecution by the Egyptian military and government. Poules’s home return is out of question; his future is in the hands of USM officials. Hong Kong Refugee Union representative, known as Peter, who spoke on the same event, said he was hopeful in the prospect of third country resettlement in that if the claimants are convincing enough in presenting evidence there is indeed a chance of gaining refugee status and that he personally knows resettled refugee from Hong Kong. However, according to Peter, USM substantiated individuals are not often willing to divulge details and their submitted evidence is usually unknown to the wider asylum seeker community in Hong Kong. Other occasions marking World Refugee Day were also put together by asylum seeker service and concern groups, including a Christian faith-based evening social advocacy and awareness event themed United in Love which was held at The Vine Centre on 18 June. Jeffery Andrews, a case worker at Christian Action Centre for Refugees and the first ethnic minority registered social worker in Hong Kong, told three successful stories of UN-brokered refugee third country resettlement from Hong Kong to the United Sates, all were his clients at the refugee service centre, which, according to Mr Andrews, serves

over 300 individuals at the moment. Curse of Love, a book written by one of the settled on his asylum-seeking past in Hong Kong, has recently been published in the US. An Iranian teenage girl, known as Ida, who fled with her family from Iranian authority’s prosecution and threatening of religious minorities in 2012 and ended up in Hong Kong after several transit flights, told her story in third-person that her claim was approved in three-and-half years and that her fellows deserve protection from Hong Kong authority. Waving granted refugee paper on stage, Ida declared, “We are not here to take away your home and jobs. We are here to seek protection from Hong Kong government.”

On another note, Mr Severson does explain that deportation and repatriation takes a long time, as in Hong Kong only voluntary repatriation is observed to be exercised and such a process requires a passport, which many asylum seekers do not have, be acquired from diplomatic missions of their home country. Nevertheless, Mr Severson did not rule out the possibility of forced deportation of rejected claimants.

own experience of being banned from Mainland China and Macau, Ms Lau asserted that “Hong Kong can do a lot to the protection of refugees because Hong Kong is a land of refugees.” Vowing to do her best to convince her party and colleagues at LegCo before her announced retirement in late September, Ms Lau appealed the public to take action “Not allow newspapers to report on fake refugees every day.” Ms Lau’s conclusion remark was a social conscious call to realise a truly civilised Hong Kong because the true measure of a civilised society is “How you look after the most vulnerable.”

Typhoon H hexacopter The Yuneec Typhoon H hexacopter drone uses Intel’s RealSense camera to automatically avoid collisions in its path as its ultrasonic proximity detection allows the drone to sense what is happening around it. Made from carbon fiber, the 1.8-kg drone has six arms with props and the arms fold down from the flight position when not in use. Perfect For short Trip Bhangarh Fort, Rajasthan, India

Located at the border of the Sariska Tiger Reserve in the Alwar district of Rajasthan, Bhangarh Fort is a 17th century fort, infamous all over India for being the “Most haunted place in India“. Because of the numerous ghostly experiences and happenings in the fort premises, villages have sprung up far away from the fort, due to the fear of what lies within. Even the Archaeological

Survey of India or the ASI has forbidden the locals and tourists from entering the fort at night. This completely ruined, haunted fort of Bhangarh does have a very eerie, negative aura to it. Several legends have attested to the paranormal happenings inside the fort.

There are always two sides of the story of the Bhangarh Fort, haunted for generations. Let me relate the story first. The two sides can wait for some time.

A group of tourists once bribed the keeper of a fort to let them inside the complex of the supposedly haunted Bhangarh fort (a notoriously infamous one at that) once night fell. The keeper let them in, albeit with a stern warning that it wasn’t advisable to go inside the fort since it was believed to be haunted by spirits during the night. Unmindful of the warning, the group trotted inside joking and laughing. It was all good up to the point they noticed a boy sitting alone inside one of the rooms. The only anomaly was that the room had no door, and a window which was tightly grilled to make sure that no one could enter in or venture out. What happened next is an occurrence I need not describe. I believe my readers are clever enough to guess the inevitable.

Globetrotter Potter, for a mere invocation of its name sends goosebumps down one’s spine. Come now, for if the mysteries of the other-worldly activities enchant you, if you have a penchant for going to places which are popular for all the wrong reasons and if you find yourself being titillated while going through this post, then Bhangarh fort in the Alwar district of Rajasthan is the place for you to reckon with.

The Surviving Legends of the Haunted Bhangarh Fort

The Bhangarh fort haunted is like other forts in Rajasthan, and is surprisingly well preserved. Its ramparts and fortifications stand amidst the ruins of the ghost town by the same name. Legends have it that the fort and the surrounding establishments around it once buzzed with life. Then something happened along with a chain of other unfortunate incidents which led to the doom of the place within a very short span of time. Bhangarh fort haunted, has many stories associated with it, although one which is most credulous and widely held to be true. The fort almost invariably finds a place very high up when a list of the most haunted places in India, or even Asia for that matter, is drawn up. A place which is so riddled with the element of paranormal that even the official administrative machinery endorses that the place is not normal. A place where it is expressly forbidden to venture in after darkness falls. A place which looks like a blown up version of Riddle Manor in Harry

Coming back to the dual facets- there are two stories still surviving in the form of legends, which have tried to give a meaning to the eerie atmosphere which surrounds the haunted fort of Bhangarh.

landscape that no soul would ever be able to live in peace there. The entire landscape around the Bhangarh Fort has been haunted since.

The first legend claims that a king named Madho Singh raised the Bhangarh fort after obtaining due permission from an ascetic named Bala Nath who lived there; having agreed to a condition which said that the shadow of the fort must never fall upon the home of the ascetic. But as fate would have it, one of the ambitious successors of Madho Singh added to the fortifications vertically, thereby causing its ominous shadow to engulf the abode of the ascetic. Lo and Behold, once it came to pass, the fort was doomed within no time. The alleged prophecy stood fulfilled, and the Bhangarh Fort became haunted.

A Place Caught in a limbo A second legend behind the Bhangarh Fort haunted, more popular than the first one, claims that Princess Ratnavati of Bhangarh was responsible for the apocalyptic situation which befell the fort. A local black magician fell in love with her (the princess is believed to have been very beautiful) and once tried tobewitch a cosmetic she was supposed to use, to make her fall in love with him. The princess smelled suspicion and foiled the entire conspiracy of the black magician by pouring the bewitched cosmetic over a massive stone boulder, which then supposedly crushed the ‘tantrik’ to death. Before the magician breathed his last, he placed a curse upon the entire

The Brighter Side The fort is situated at the edge of a lusciously green expanse of Sariska Tiger Reserve between Alwar andJaipur, and is not very far away from Delhi either. The fort was clearly modelled upon the medieval city of Shahjahanbad, with four massive wooden gates in every direction. The precincts of the fort have ornately carved a miniature waterfall and temples which lend an air of tranquility to the place during the better part of the day. The remnants of some palaces within the fort are a clear indicators of the fort’s prosperity during its heyday. The fort would have been a tourist hotspot for its serene atmosphere during the day and the architectural marvel that the fort is, and as a matter of fact it is. It is a tourist attraction and it does attract hordes of tourists during the day, but for all the wrong reasons. Local folks would have you believe that no one dares to build a house with a roof in the vicinity of the fort. The roof collapses shortly after being built.

After Darkness Falls... The entire landscape is subsumed by a pall of gloom and a chilling hollowness once the last ray of sunlight bids adieu until its arrival the next morning. One constantly feels as if their movements are being watched, and the air is charged with a dizzying heaviness. A board put up by the Archaeological Survey of India cautions the visitors not to venture within the premises of the fort during the dark hours.

The haunted fort of Bhangarh, has had several stories associated with it. Believing on of them is akin to believing that the fort indeed is haunted, and this is a tale that has been in circulation for years. There is evidence to support the claim of those who say that those tried their luck either went missing, or weren’t able to explain anything coherently. You might say that the entire episodes were mere figments of imagination by ruminating minds, but the fact remains a fact.

Bhangarh Fort From Alwar The nearest town to Bhangarh, is Alwar in Rajasthan. The distance from Alwar to Bhangarh is about 90 Km, for which taxis and buses are available from Alwar. Alwar Tourism

Bhangarh Fort From Delhi Bhangarh is located around 269 km from Delhi via Neemrana route and 242 km via Alwar route. Alwar route, even though shorter takes slightly longer time because of the road conditions. From Delhi, one should take the NH8 route and head straight and continue even after Neemrana and take the NH11A. Drive on NH11A for around 50 km and then take the Rajasthan State Highway SH 55 for another 20 km to reach the destination. Overall, Bhangarh takes about 4 to 5 hours of driving from Delhi. On return, you can come via Alwar and stay back there. Explore the Sariska Tiger Reserve and Alwar Fort on the next day and be back in Delhi by evening.

Bhangarh Fort from Jaipur Bhangarh Fort is just 83 km from Jaipur and it’s a good place to go for a day trip with friends. Take the NH11 and continue onto Agra Road. From Dausa, take the NH11A and continue for about 15km. From there, take the SH 55 and you can reach the destination. Overall, it won’t take you more than 2 hours from Jaipur to reach Bhangarh Fort. It will be a totally fun trip knowing the haunted stories of bhangarh. Try to talk to locals and see if they can recite the haunted story in Hindi. P.S: I do not have a penchant for dramatics, but while I was writing this post on Bhangarh Fort, the electricity decided to play truant. The icing on the cake was added by a fiercely blowing wind that almost shattered the windowpanes of my flat, and left me wondering. Was that a coincidence?

Hanuman flew from India to Sri Lanka on purpose. The festival of Hanuman in Hong Kong brought Indian culture to its residents with a great bang. To commemorate the 100th Birth Anniversary of spiritual guru Chinmayananda, his followers organised a grand Hanuman Festival in the Central Harbour Front grounds. This attracted more than 1000 families including Indians and other nationalities. This festival was organized Chinmaya Mission of Hong Kong. The Hindu character Hanuman was chosen for this festival as 2016 is Year of the Monkey in the Chinese tradition. It was very thoughtful on the character choice by the organisor to bring both cultures together in Hong Kong.

Every visitors entering the festival grounds got their blessings from Hanuman. Devotees had an altar of Hanuman to place their offerings to get Lord Hanuman’s blessings. Hanuman Chalisa was chanted all through the day. This mega family event, the first of its kind in the territory, aimed to showcase Hindu culture and customs through a variety of interactive games, live entertainment, free storytelling, vegetarian food stalls, yoga festival, etc.,. Alongside the Carnival, Mindfulness Yoga Festival was a highlight of the event. Hundreds of people both Indians, Chinese, other nationalities came together and did 108 sun salutations, 108 mantra chants and 1008 seconds of guided meditation. Many yoga masters of Hong Kong came together to lead the people along with Swamini Supriyananda. Guinness record holding Yoga master Yogaraj dressed himself like Hanuman and was attracting many visitors to take selfies and photos.

Visitors were entertained by different organisations with dance, singing and drama. Dances by the members of Sri Shakti Academy, Hari Om’s Dance Society, Cosmic Dance displayed the beauty of Indian classical dances Bharathanatyam and Kuchipudi. Brian’s Academy of dance brought the other dance forms of India. There were many singers both Indian and other nationalities to entertain the audience. Free story telling session held at different points of time all through the day attracted many children as well as adults. Being one day event, the true festivity laid on the Food Carnival too. We

could see many Indian restaurants in the same place offering different cuisines of vegetarian food, northern and southern. We could enjoy both varieties at the same time. The most important flavor added to the event were the interactive game booths. Chinmaya mission HK is organising classes all over Hong Kong for many years now. The teachers and students of these classes volunteered to have quite a number of game booths depicting the adventures of Hanuman. Hanuman tail contest, reach the Sun, Finding Sita Devi, fixing puzzles, Wheel of fortune were all attracting lot of kids and they all enjoyed playing these games.

There were booths to have a nice good shopping of Indian things too. We could feel that we were in India. It was heartening to see lot of people relaxing on the lawns and trying different selfie angles. All those people who came to the festival felt being in a festival held in India and were looking forward to such events in future which entertained both young and old. Whole family entertainer made everyone enjoy all the events and got blessings from Hanuman for a better year ahead.

Last year, some newspapers reported that some kindergartens were using Cantonese to interview all applicants, including non-Chinese children. It is obvious that doing so would disadvantage the children who come from a non-Chinese home environment with no previous exposure to the language. Parents, with the objective of wanting their child to learn Chinese from a young age, a move that is recommended by all language experts, are turned away at the door by kindergarten

staff who tell them that their child will not be able to cope in a Chineselanguage environment. Schools also cite the difficulty in communicating with parents who cannot speak Cantonese as a reason for not admitting non-Chinese students. With the new academic year approaching, it is essential for all parents to be aware of Hong Kong’s laws regarding fairness and equality of education opportunities. The Race Discrimination Ordinance provides

that it is unlawful for an educational establishment to refuse to accept a student’s application for admission on the ground of his/her race. The Ordinance also includes provisions on indirect racial discrimination. Given that language used by people is often associated with their race, treatment based on language may constitute indirect discrimination against ethnic minorities. If a requirement, for example a language requirement, is applied in such a way that it

has an unfair effect on a particular racial group because only a smaller proportion of people from that group can meet that requirement, then it may amount to indirect race discrimination against people of that race, unless it can be shown that the requirement is justifiable under the circumstances. Kindergartens should be aware of their immense responsibility as they are the first step in the formal education of a child. Every child should be given equal opportunities to learn Chinese and English in Hong Kong, irrespective of their mother tongue. Their language skills prior to entering into the education system should not be a factor affecting their admission. Hence, kindergartens are advised to be cautious when using language as a criterion for selection of applicants. For instance, for non-Chinese speaking applicants, Chinese-medium kindergartens could look at options for evaluation other than interviews held in Chinese and consider factors other than their proficiency in the language. This advice should be similarly applied to kindergartens with medium of instruction other than Chinese. The newspaper reports also pointed out that some schools did not provide school information in English. This prevents parents from making right choices of schools without the availability of all necessary information in English. Schools should make the effort to provide information in both English and Chinese so non-Chinese parents have the freedom of choice. School staff should be willing and able to assist ethnic minority parents. Interpretation services should be arranged wherever possible. The Equal Opportunities Commission issued a Press Statement last year urging kindergartens to embrace

diversity and inclusion in accepting ethnic minority students. Meetings with the Education Bureau and presentations to kindergarten principals further served to underscore these messages directly.

We hope that with the introduction of free kindergarten education from the 2017-18 academic year, more kindergartens will open their doors to non-Chinese students leading to better integrated classrooms. With Chinese language learning becoming essential for the future of every child intending to make Hong

Kong his or her permanent home, early immersion into the language is critical. For parents, choosing the right school is a critical decision that can have a long-lasting impact on their child’s future. Restricting the choice implies a restriction of potential opportunities. Parents, teachers, schools and the community should make sure that there are no barriers in the decision making process so as to ensure that the best choice is made for the child. Answer 2 Dear Raj, I see you are deeply in love with a Sindhi girl, whose family is not accepting your relationship. You need to understand how much your friend is interested in you and whether she will marry you without her parent’s consent. I agree with you that parents have to be openminded irrespective of caste or financial status. However, you also need to understand that parents who are similar to your friend are also accountable to the rest of their family. Their culture, their values and social status is also important to them, furthermore, the views of each member may differ therefore, it may become hard for parents to permit their child to marry outside their own community. In your case, would you want to spend rest of your life pleasing her parents? You will probably have to work hard to meet her parent’s expectations that may affect your own ego and may result in misery. In hard times you may or may not get any support from them.
