Candidate Screening & Compliance Verification

Adecco MSP are there to review and screen the suitability of candidates submitted by the Agency Partners to ensure the correct level of compliance is met. Candidates will only be made available in Planbition after they have gone through this process and are verified to be fully qualified to fulfil the assignment

Ad Hoc Shifts

• Adecco MSP will review the candidates submitted via the portal for the suitability against the role

• Adecco MSP will ensure the supplier has confirmed all the compliance has been obtained to CQC standard

• Adecco MSP will ensure the compliant worker in Planbition is loaded into the shift at least 24 hours prior to the shift starting

• No CV’s will be sent for Ad-Hoc shifts and Interviews will not need to be conducted.

Long term positions – More than 3 months

• Adecco MSP will review the candidates submitted via the portal for the suitability against the role

• Adecco MSP will send these candidates to the hiring manager to review,

• Hiring manager will review the CV’s submitted, and these will need to be reviewed within 24 hours of submission

• Adecco MSP will arrange for interviews to be held for those suitable candidates

• Hiring manager will provide interview feedback within 24 hours of the interview

Responsibilities of:

Adecco MSP

✓ Shift Management and Planning: Will Help Manage and plan shifts for Agency workers across Riverside regions and locations.

✓ Requisition Submission: Submit requisitions or requirements for workers to Agency Partners.

✓ Worker Requests and Talent Pools: Provide access to compliant talent pool and allow request of specific workers.

✓ Ensure Agency Partners provide workers in line with CQC DBS requirements.

✓ Provide 24/7 access to the shift planning and management platform

Planbition via mobile phones, laptops, tablets, or any internet-enabled device to Hiring Managers and Agency workers

✓ Ensure Hiring Managers gain visibility of compliant Care & Support workers.

✓ Serve as the first point of contact for agency worker management.

✓ Act as a liaison between Agency Partners and Riverside.

✓ Handle requests for reasonable adjustments

✓ Conduct surveys for Hiring Managers.

✓ Provide regular newsletters.

Responsibilities of:

Riverside Hiring Managers

✓ Shift Management: Enter roles and shifts into Planbition for Agency workers.

✓ Information Provision: Provide all necessary information to Adecco for sourcing the right candidates from Agency Partners.

✓ Change Notifications: Inform Adecco of any changes, especially short notice changes, to shift plans or worker requirements.

✓ Agency Worker Collaboration: Work directly with agency workers, including induction and providing site-specific information.

✓ Complete an onboarding/induction, and any relevant checklist completed

✓ Provide Training requirements where required

✓ Document verification checks on site. Check Passport and DBS.

✓ Maintain open and effective communication with Adecco MSP to ensure smooth operations.

✓ Ensure agency workers are aware of and comply with health and safety regulations.

✓ Conduct site tours for new agency workers to familiarise them with the work environment.

How To Manage Agency Workers

Being an effective manager is a key part of having a motivated team but also has legal implications. It is essential that you understand the key requirements to get the best of your new associates.

Advise the Agency Worker of

o The standards of conduct and behaviour

o Complete an onboarding/induction, and any relevant checklists.

o Consider what health and safety information, instruction and training needed and arrange at the beginning of the assignment.

o Be articulate about the tasks, targets, and responsibilities in relation to their role and team and individuals.

o Communicate with clarity and accuracy and check understanding.

o Motivate to deliver in line with your permanent staff.

o Manage and develop team performance through regular catch ups, coaching, and honest feedback for improvement or praise.

o If you have booked for an associate and they show up for work and you no longer need them, you will need to pay them a minimum of 4hrs standard to cover time and expenses.

o Make sure that assignments are extended if required.

o Make sure all bookings are on Planbition otherwise the agency worker will not get paid

Adecco Responsibilities for Agency Workers

Adecco MSP is here to support hiring managers on all tasks relating to agency workers and this includes the below:

• As part of the Adecco MSP solution, we have a standardised rate card wework to with Riverside and our Agency partnerships, all pay and benefits for Agency workers are managed by Adecco MSP.

• Adecco MSP or Our Agency Partners will administer disciplinary warnings or end an assignment directly.

• Adecco or Our Agency Partners will Conduct career /management discussions.

• If you can provide verbal "written feedback where performance is below standard for an Agency worker. This should be fed back through Adecco MSP. This is particularly important if it could result in a formal warning or termination of assignment.

Shift Planning on Planbition

Planbition Shift Planning and Rostering

Planbition is an app-based shift scheduling tool available 24/7 and accessible via smart phones, laptops, tablets, PCs or any other device providing you have internet access.

Planbition will be used in Planning & Scheduling of shifts for your agency workers, across Riverside regions and locations.

For Hiring Managers

Planbition allows you as the Hiring Mangers an insight into the status of the planning of shifts and real time visibility relating availability of workers who are up to date with their training and are compliant regarding their DBS status.

• Helps in operational planning as it provides an overview of the available shifts and the gaps for where workers are needed.

• Allows you to submit a new request for an agency worker

• Allows you to request specific workers making it easier to find the right fit for each shift

• Access the current and available talent pools of workers

• For Agency workers you will no longer be require to approve timesheets, the shifts will determine the hours worked

• Demographic profiling Adecco MSP will be able to see where there are gaps if regions are using agency workers and not relief worker as there may be a need to recruit more relief workers for that region.

• 4/7 accessibility; anytime, anywhere, via mobile phones, laptops, tablets, or any internet-enabled device, providing flexibility and convenience

Planbition for Hiring Managers

Planbition is an app-based shift scheduling tool available 24/7 and accessible via smart phones, laptops, tablets, PCs or any other device providing you have internet access.

As a Hiring Manager, you will have access through your computer.

Planbition

• Allows you to Manage and plan shifts for agency workers across different regions and locations.

• Submit requisitions or requirements for workers through the platform.

• Request specific workers and access talent pools to find suitable candidates.

• Ensure workers meet compliance requirements, such as CQC DBS standards.

• Gives you Access to the shift planning and management platform anytime.

• Allows workers to check their schedules, manage availability, register for shifts and return shifts they are no longer available for.

All Hiring Managers will get a link to access Planbition via email.

For Hiring Manager

For any additional support on items referenced within this guide, please contact your Adecco representatives.

Setting and Adjusting Demand

1. To access the demand option, click on the menu icon in the top left corner of the Homepage.

2. In this section by clicking onto the arrows as illustrated below you can expand the view to display the departments and shifts. You can also change the week which you are viewing by pressing on the backwards or forwards arrows next to the date.

3. Identify the shift and date which you require the demand to be set against. To open the demand menu, press on the left number 0 for the corresponding shift and day and open the demand menu by pressing on the left number 0.

4. The demand can be adjusted from 0 to your required number then press request.

5. Once the demand has been requested it will be displayed in the schedule as illustrated below. You will receive a confirmation email once the demand has been accepted.

6. Once the demand has accepted a confirmation email will be sent and in the schedule, view the selection will turn to red. This is because the demand has been set at 1 and has not yet been fulfilled.

7. When a worker has been assigned to the shift the workers surname will be shown. The shift will no longer be red as the demand has been fulfilled. If the demand is for multiple workers, the shift demand will remain red until all demand has been fulfilled.

Clocking IN and OUT via Geofencing on Planbition

Agency workers will Clock IN and OUT of their shifts via Geofencing. There will be no need to approve any timesheets.

Geofencing on Planbition is a feature designed to enhance workforce efficiency by verifying when employees enter or leave designated work locations. This feature ensures:

• Accurate timesheets

• Improved scheduling

• Enhanced operational efficiency

How geofencing operates and how users can manage their location settings.

Privacy and Data Protection

• Geofencing does not track employees' movements outside of designated work locations or beyond working hours.

• The system only registers when an employee arrives and leaves predefined job sites nothing more.

• Location tracking settings are customizable, allowing users to enable or disable geofencing features on their devices according to their preferences.

• Important: To disable location tracking, the user must do so on their own individual device when they are not using the application to clock in and out of work.

• All collected data is securely stored and used strictly for work-related purposes.

Clocking In and Out

• The clock in/out button will only appear when:

• Location services are switched on (via app preferences in phone settings).

• The worker is within 50 metres of the designated work location.

• (For iPhone users, location services can be enabled only while the app is running.)

• Important: If location settings are enabled, the app will not track employees outside of work hours or when the app is closed.

• No location data is stored the system purely triggers the clock in/out functionality.

• Network and Connectivity Requirements

• Agency workers must have a strong 4G/5G signal in their work area for geofencing to function properly.

• Wi-Fi cannot be used to trigger the clock in/out feature.

• Geofencing relies solely on mobile internet (4G/5G) and is not connected to location-based Wi-Fi.

Troubleshooting Poor Mobile Connection

If the mobile connection in a worker’s location is weak:

• The worker should contact their agency to report their clock-in and clock-out times.

• The Agency Partners will then supply Adecco MSP with the recorded working hours.

By following these guidelines, hiring managers and workers can effectively use the geofencing feature while maintaining privacy and ensuring smooth operational efficiency.

If your agency worker doesn’t not have a smart phone:

• The worker should contact their agency to report their clock-in and clock-out times.

• The Agency Partners will then supply Adecco MSP with the recorded working hours.

By following these guidelines, hiring managers and workers can effectively use the geofencing feature while maintaining privacy and ensuring smooth operational efficiency.

Out of hours Booking Service

During service hours (8:00am to 5.30pm, Monday to Friday) the service is staffed.

Service Hours:

The response team is available from 08:00am to 5.30pm, Monday to Friday. Outside these hours, suitable on-call or out-of-hours arrangements are in place.

Agency Workers Regulation

Associates are protected from Week 12 under the Agency Workers Regulations (AWR) 2010. They are afforded the same or similar treatment as apply to a permanent worker undertaking the same or a similar role This means that neither a permanent worker nor an agency worker should be put at a direct disadvantage over the other due to their engagement type.

There are certain rules which Hiring Managers should observe in managing the associate to help ensure that an employer/employee relationship (co -employment) does not arise. These include:

o Refer to Adecco MSP for any disciplinary, poor performance or any grievances we will manage this with the worker and the Agency Partners.

o Adecco will deal with remuneration and benefits queries, please refer the workers to liaise with their Agency Partners..

o If Hiring Manager has queries around annual leave or sickness, please contact the Adecco Account Management team.

o If the agency worker has queries around annual leave and sickness they should contact their respective agencies.

Agency Workers Rights under the Agency

Worker Regulations

Adecco associates have no right to claim unfair dismissal, a minimum notice period or a redundancy payment against Riverside however after 12 weeks they do have certain rights when working at Riverside. These include but are not limited to the following:

Agency Worker Rights Post 12 Weeks:

o To be paid the same as a comparable permanent member of staff

o Paid annual leave (subject to having sufficient leave accrual – this is accrued and managed by the Agency Partners and paid only within the Adecco holiday year.

o Rest breaks as per the Working Time Directive and limits on working time as per the Working Time Directive

o Not to be discriminated against because of any “protected characteristic” under the Equality Act 2010

Agency Worker Rights Post 12 Weeks

o Right of Access to Facilities from of their assignment. These may include: a canteen or similar facilities; a workplace crèche; shower facilities; staff common room; waiting room; mother and baby room; prayer room; food and drinks machines; car parking. However, agency workers are not entitled to better access than permanent staff, e.g., if an employee needs six months’ service before they can apply for crèche facilities, an agency worker must wait for the same period. Hiring Managers should take time to explain to workers what facilities exist and how they can access them.

o Access to Information on Job Vacancies: any recruitment to a permanent position will be conducted under the Riverside's recruitment policy and agency workers are not entitled to any more favourable treatment than other candidates.

o Pregnant Employees are Entitled to Paid Time Off for antenatal appointments and the Riverside is under a duty to provide reasonable alternative work where a pregnant agency worker could not, for a health and safety reasons, fulfil their role. Agency workers are entitled to be paid for the duration of that assignment if no such alternative exists. If an agency worker informs the Hiring Manager that they are pregnant the Agency supplier should be informed immediately too. The Hiring Manager should follow H&S guidance for pregnant workers.

o “Pay” for the purposes of the regulations includes basic pay and additional pay linked to work undertaken and so will include overtime, shift allowances, night shifts/working hours payments, vouchers, or stamps with a monetary value (luncheon vouchers) and bonuses linked to individual performance. It also includes holiday pay to correspond with the principle of equal treatment in respect of annual leave.

o If there is a break between assignments longer than 6 weeks and an associate starts a new role, the qualifying period starts again. However less will be a pause and it will resume on their return to work.

Conduct and Behaviour

All agency workers working at the Riverside need to always present an appropriate and professional manner. As well as:

• Keep confidential any information received in the course of their work

• Be honest and act with integrity.

• Act in an appropriate and professional manner and do so in line with the principles of the Riversides Core Values.

Attendance Management Related Issues

Adecco MSP's recommended absence policy is 6 days of unplanned leave per year, distributed across no more than 3 separate occasions.

Lateness

If an agency worker is late for a shift, it is acceptable for the line manager to:

• Remind them of the need to be prompt without discussing action.

• If there is continued lateness, this should be raised with Adecco MSP.

• If the lateness persists and the Hiring Manager agrees, the worker may have their Riverside assignment terminated by Adecco MSP and a replacement found.

Sickness

If an agency worker is unable to attend work due to illness, they will need to log back into Planbition and return the shift not less than 1 hour before the start of the shift. For incumbent workers we recommend they call the manager on duty.

Sickness while on duty

If an agency worker falls ill or need to leave the booking early and require a replacement, you will need to log on to Planbition and request for a new agency worker, However, geofencing will capture the hours the agency worker worked.

Absence From Work

If a worker does not arrive for their shift the Hiring Manager should contact Adecco MSP Account Management team as soon as possible. Under no circumstances should a worker be contacted directly by the Hiring Management. Adecco MSP will contact the Agency Partners and consult with the Hiring Manager on appropriate action.

Cancels a shift that has started

If the agency worker arrives for their shift and the Hiring Manager deems that they are not required and shorten the shift, Riverside will need to pay the agency worker a minimum 4hrs to cover time and expenses. The Hiring Manager will also need to contact TRG.Hiringmanager@Adecco.co.uk and inform them of the change in shift duration.

Reasonable Adjustments

The Agency Partners will inform Adecco MSP if an agency worker needs reasonable adjustments, and this will be advised to the Hiring Manager of that role so that the adjustments can be put in place before the arrival of the worker.

Caution, Conviction or Charged with a Criminal Offence

If a temporary worker is charged with, or convicted of, a criminal offence this is not normally in itself reason for disciplinary action. Consideration will be given to what effect the charge or conviction has on the colleague’s suitability to do their job, and the impact upon their relationship with Riverside and its customers. It should be noted that being charged is different from a conviction and should be treated as such. This will be referred to Riverside

Temporay workers are contractually obliged to inform Riverside if they receive a criminal conviction, which would impact their role, during their employment e.g. if a colleague drives a company vehicle and receive points on their licence.

Depending on the circumstances, it may be relevant for the business lead to liaise with the police force. Riverside does not necessarily need to wait for the outcome of any prosecution before taking their own fair and reasonable action. Where the colleague refuses to co-operate, Riverside may take action based on the information available to them.

Disciplinary

In all disciplinary related issues, an agency worker cannot be disciplined by the Riverside line managers and must be referred to Adecco MSP to manage the process accordingly with the Agency Partners.

Taking such a course of action could result in the Riverside being involved in a co-employment situation at an Employment Tribunal. So, by ensuring that Adecco MSP handles the process this will be avoided.

An investigation meeting will take place and reported back to the hiring manager. If a warning is to be issued Adecco will discuss any training requirements, improvement levels and timescales with the manager and then with the associate. We would then arrange welfare calls with the associate and feedback and update the manager until improvement has been achieved or if not, Adecco will request the Agency Partners to end the assignment.

Should the conduct be considered serious/gross misconduct then an investigation should be undertaken by Adecco/Agency Partners and the associate dependant on the outcome the agency worker would have their assignment ended.

Under the influence of drugs or alcohol

If an associate is under the influence of alcohol or drugs, the line manager should request the worker to leave the site and contact the Adecco MSP immediately to advise them of the situation. The Agency Partners will then agree with the line manager what action is to be taken or if the worker’s assignment is to be terminated.

Aggressive or inappropriate behaviour / conduct

If an agency worker is aggressive or displays poor or inappropriate behaviour the line manager can ask them to stand down for the time being and must inform Adecco MSP of the issue immediately.

Adecco MSP will establish the issues and either advise the worker what improvements are required or whether they consider such actions to warrant removing the worker from the Riverside Group by terminating their assignment.

Safeguarding

Any allegations of safeguarding in relation to children or vulnerable adults should be dealt with in accordance with the Riverside Group Safeguarding Policy. Adecco MSP will liaise with the Agency Partners in this issues.

Confidentiality

All Temporary workers are informed of confidentiality expectations in these procedures must ensure that they maintain, as appropriate, the confidentiality of the process within and outside The Riverside Group. Failure to do so may be subject to disciplinary action.

Health & Safety

Health & Safety information will be supplied to temporary workers in line with Riverside Health and Safety Policy and will be provided to workers prior to the assignment start date. We would recommend for new starters that on their first day that you provide building health and safety and fire safety procedures relevant to that location.

Manual Handling

Temporary workers will be given Manual Handling Training where required. All training records will be recorded, monitored, and retained by the Partners Agencies.

Grievance Procedure

By An Agency worker

If an agency worker wants to make a complaint or raise a grievance about a Riverside employee and the matter cannot be resolved informally by the manager, then HR policy is that they should follow the process set out in the Riverside Grievance Policy. The Decision Manager should seek advice from their Talent Partner on handling such cases.

The Hiring Manager may seek help and or advice from their Talent Partner. If the issue is of a serious nature or also involves/relates to permanent members of staff the Line Manager should involve the Talent Partner at the earliest possible point.

Investigating a Complaint/Issue

Adecco may ask the Hiring Manager to provide evidence to enable them to investigate any grievance or discipline matter. Hiring Managers should endeavour to provide such detail; however, they should consult their Talent Partner before doing so unless the matter is minor in nature.

Against an Agency Worker

Should Riverside employee have a grievance against an agency worker, the employee should raise their concerns with a manager. The manager should then contact Adecco MSP.

The manager should not undertake any initial fact finding with the agency worker. It is for the Agency Partners as the workers employer to undertake any initial investigations though managers should support the agency in doing so where this is required.

If the grievance needs to be formally handled it would be for Agency Partners to investigate and for them to decide, in line with their own grievance procedures, the appropriate action e.g., informal, formal (the same would also be true for misconduct allegations).

Performance of Agency Workers

It is acceptable for the line manager to remind a worker of the need to meet agreed performance standards in their role or provide additional training. Agency Workers should understand Riverside goals/performance expectations and have regular performance discussions with their line manager.

Under Performance and Poor Performance

For long term workers over 12 weeks if a line manager has concerns with a worker’s performance, then there are certain steps that should be taken before an agency worker’s assignment is ended (to avoid any potential Employment Tribunal claims being lodged the worker for unfair dismissal). The manager should inform Adecco MSP of any concerns in advance of addressing these with the agency worker. This is especially important if this could result in the assignment being ended early.

Stage 1:

• Line Manager should address concerns informally. Remind the worker of the required standards and identifying any support required to improve performance (including reasonable adjustments if applicable). Also notify Adecco MSP.

Stage 2:

• If the underperformance issues persist, contact Adecco MSP who will liaise with the Agency Partners to go down their formal disciplinary route in lien with Riverside disciplinary process.

Stage 3:

• If there is no improvement after the disciplinary, Adecco MSP will contact the Agency Partners to end the agency worker’s assignment. For gross misconduct this is an immediate end of assignment.

Payroll

For Agency workers you will no longer be require to approve timesheets, this will be operated via Geofencing. Geofencing will be used to clock in and clock of shifts. Please refer to page 16.

All Break tolerances are programmed into the geofence that is: All workers, working more than 6 hours on a workday are entitled to take an unpaid rest break of 30 minutes.

If a temporary worker has a query they will need to contact their agency in the first instance

Annual Leave & Public Holidays

This will be managed through the temporary workers agency who will seek approval through the Adecco MSP/Riverside

Agency workers will be given from Day 1 leave allowance of 28 days per year which includes 8 x public holidays

After 12 weeks they will receive the equivalent leave to a permanent employee which is 28 days Leave and 8 x public holidays for Riverside and OHG .

OHG Catering will receive 21 days and 8 x Public Holiday

Hours Worked

All Hours worked will be automatically recorded via Geofencing and agency workers will not need to complete timesheets.

Geofencing uses the mobile data 4G or 5G and does not use WIFI. This is because the connection needs to be local/show exact location of worker therefore cannot use WIFI.

In case the agency worker is having poor connection on their device they will need to email TRG.candidate@adecco.co.uk and the hours can be added manually.

The working time of the agency worker will be calculated by the hours logged on Geofencing unless otherwise advised.

Approving Timesheets

Timesheet do not need to be approved. The Hiring Manager just need to make sure the hours on Planbition are accurate by ensuring the agency workers are using their Planbition app for geofencing.

Payroll is processed every Monday and paid to the worker every Friday.

Shift Patterns and Pay Rates

Weekday:

Day : 07:00hrs – 22:00hrs

Night: 22:00hrs – 07:00hrs

Weekend

Day : 07:00hrs – 22:00hrs

Night: 22:00hrs – 07:00hrs

Bank Holidays

Day : 07:00hrs – 22:00hrs

Night: 22:00hrs – 07:00hrs

Working hours

Riverside full-time weekly working hours are 37.5 hours per week. There must be 11(eleven) hours between shifts and 1 day rest withing the 7 day period.

Workers can only work a maximum of 48 hours per week.

Breaks:

All workers, working more than 6 hours on a workday are entitled to take an unpaid rest break of 30 minutes.

Payrates

The payrates are aligned to local sites roles as agreed with Riverside.

Pay queries

Should your associates have any queries regarding their pay please refer them to contact their respective Agency Partners.

The deadline for any queries is 10am on a Monday for Adecco MSP to rectify your query for payment that week, however it is always better to raise a query as soon as you can

If your associates query is urgent, please encourage them to call their respective agencies as this is the most effective and quickest way to have their pay query resolved

Overtime Policy

This is overtime policy is only for workers starting to work on the 29th March 2025. For any existing workers, the overtime policy will be based on pre-existing contracts.

***Please note:

Overtime is only paid for worker working on Riverside sites only. OHG does not pay overtime as its already in an enhanced rate

Overtime is only paid when the temporary worker has completed 37.5hour week , agreed holiday will be included in time worked but sickness will not be accounted. This includes weekends and public holidays.

• New Workers (Pre 12 weeks) - Day 1 parity on hourly rate that includes Bank/Public holiday x1.5 , x1.3 for Overtime once 37.5 hours are completed

• New Workers (post 12 weeks) - Day 1 parity on hourly rate which will include any allowances that includes Bank/Public Holiday x 1 .5 and a day in lieu Riverside only (This day in lieu is added to the Bank/Public payments that translate to x2.5. Workers don't get a day off)

OHG public holidays pay is x 1.3 for Overtime once 37.5 hours are completed
