We have formed a solid friendship, and sometimes we need only look at each other for mutual understanding. Nevertheless, these telepathic faculties that function during the winter months disappear with the first warm spells. We are now in the last month of winter. The Ushuaia rabbit is aware that for the next six months it will not be able to ask me questions or make suggestions or receive advice or congratulations from me. Lately it's fallen into a kind of repetitive mania. It tells me, as if I didn't know, that it is the only surviving Ushuaia rabbit in the world. It knows it has no way of reproducing, but – though I have asked many times – the rabbit has never said whether it is bothered by this or not. Moreover, the rabbit continuously asks me – every day and several times a day – whether there is any use for it to go on living like this, alone in the world, with me yes, but without other creatures of its own kind. There is no way it can kill itself, and there is no way I could – and even if there were, I would never do it – kill such a sweet, affectionate animal. And so, as long as we experience the last cold spells of the year, I continue to converse with the Ushuaia rabbit, stroking it absentmindedly. When warm weather returns, I shall only be able to stroke it.

Congestion charge to get major changes by Christmas

London Mayor Boris Johnson has finally announced plans to change the system that allows cars to travel through the capital's congestion charge zone for free, while scrapping the western area of the zone and increasing the daily charge to £10. The system will change from one that allows hybrid and electric cars to claim exemption from the charge to one that rewards vehicles with a low CO2 output. Cars that emit less than 100g/km will be able to travel through the centre of the city for free, while vehicles that are able to run on electric power alone will also get off the cost. The only hybrid vehicles that will be allowed to travel through London without paying will be those that meet the emissions requirements – early versions of the Toyota Prius, the latest Honda Insight and the Lexus 4x4s that have all previously enjoyed exemption will no longer do so. Johnson has been under pressure to change the system for a while, with car manufacturers such as Volvo lobbying the mayor's office on more than one occasion. His predecessor Ken Livingston had previously announced a tiered structure where cars that emitted more CO2 would pay more, but he offered free access to those that emitted under 120g/km. As technology has moved on since then, that would have allowed many cars into the centre for free, including the likes of a BMW 3 Series and an Audi A4.

The mayor also reiterated his intention to scrap the western extension to the zone, and announced that there will be a £2 increase in the charge, with it due to cost £10 a day. A consultation is running on the Transport for London website and the mayor hopes to have the changes in place by Christmas.

The Ferrari 599 GTO An extreme V12 berlinetta developed to a specific performance-oriented brief. One of the most significant innovations on the 599 GTO is the close correlation between the chassis set-up, which is close to the handling limit, and the input from the electronic controls which are developed to increase overall levels of performance. Apart from new springs and a stiffer rear antiroll bar, the car also features a second generation magneto rheological suspension control system. The suspension works in tandem with the VDC (Vehicle Dynamic Control) and latest-generation F1-Trac traction control. This makes the car extremely responsive to driver inputs - thanks in part to the adoption of a very direct steering ratio - but also very stable under braking, sharper on turn-in, more precise in cornering and quicker out of corners. It is, in fact, the company's fastest ever road car. It is an exclusive limited edition special which, in true Ferrari tradition, is a completely new concept, albeit inspired by a production car. In fact the 599 GTO is based on the 599XX, the advanced experimental track car, and can be considered almost a road-going version. The 599 GTO is reserved for just 599 clients who seek the maximum expression of high performance driving. With 670 hp available in a 1495kg car and a weight-to-power ratio of just 2.23 kg/hp, they're certainly going to get it. The 0-62mph time is just 3.35 seconds with a top speed of over 208 miles per hour. The 5999cc 65-degree V12 engine creates maximum torque of 620 Nm at 6500 rpm and there is a smooth, constant rush of power all the way to the redline with no loss of flexibility even at medium and low revs. Thanks to the semi auto gearbox the 599 GTO features the same, lower 60 ms shift times and the possibility to make multiple downshifts as on the 599XX.

The public debut of the Ferrari 599 GTO was at the Beijing International Motor Show at the end of April.

The 599 GTO's aerodynamics have benefited significantly from Ferrari engineers' experience in F1 and with the 599XX. Thanks to solutions transferred from the track car to the road-going version, the GTO generates down-force of 144 kg at 200 km/h. The entire car was honed, including the front, the sides, the flat under-body and cooling flows. In the latter instance, the GTO can count on improved ducting to the brake discs and pads, and the adoption of wheel doughnuts - a disc positioned outside the brake disc that ensure that hot air exiting the wheel-arch stays as close to the body of the car as possible to reduce drag. Peugeot’s RCZ 2+2 Sports Coupe It’s a Winner! With UK customers beating a path to showrooms resulting in increased sales this year, especially for the new 3008 and 5008 models which carry the new face of Peugeot, not the dated open mouth grill design and an improved quality and specification, the stunning new RCZ 2+2 sports coupe goes on sale in the UK from 20 May although television and FaceBook advertising has gone live this week. Around 2,500 RCZ units will be available in the UK this year from the 17,000 annual production run. A third of them are already spoken for making this country the second largest market outside France. UK prices start from £20,450. When the RCZ was first shown as a design concept in September 2007 at the Frankfurt Motor Show it was dubbed by motoring pundits as the car that Peugeot couldn’t afford NOT to build. It would give the entire brand a big step up in terms of styling and image especially as the company said it was moving towards building better quality and improved specification new models.

Engines and Performance There are three engine options to choose from. There is the PSA Peugeot Citroen+BMW/MINI 1.6-litre THP turbocharged direct injection petrol unit producing 156bhp and 240Nm of torque from 1,400rpm and mated with a 6-speed manual gearbox. Fuel economy is officially 43.1mpg - on test this week my brief drive returned 35.6mpg. CO2 emissions are 155g/km so road tax is £155.

The Sport has 18-inch alloy roads wheels and the car rides much better on these than the 19-inch ones used for the GT and for that reason I would opt for the Sport model. Other standard Sport specification includes; cloth upholstery, a folding rear bench seat, automatic dual zone air conditioning, electric windows and mirrors, front and side airbags, electronic stability and traction control and twin sports exhausts. GT additions include larger wheels, leather upholstery and heated and electrically adjustable front seats, front parking aid and automatic lights and wipers. Both models have a good stereo sound system but satellite navigation is an extra cost option. Both versions, bearing in mind this is a 2+2 sports coupe, have a pretty large boot and that is a big advantage the RCZ offers over its competitors.

Around 30 per cent of customers are expected to choose this engine. A 6-speed torque converter automatic gearbox will become available as an option for this engine this Summer and 10% of customers will go for that choice.

As for the engine choice? For lower mileage retail customers the 156bhp petrol unit will be fine. It is quiet, relatively responsive and will meet all needs. The 200bhp petrol unit, which wasn’t available yet for test driving, will add verve to the driving experience but at a price - £22,750 to £25,050.

So now the RCZ, Peugeot’s first model to not carry the zero or double zero model numbering system, is here and it is very close indeed to its initial design concept although it doesn’t use the new generation style of grille but it does carry the more polished and sophisticated interpretation of the Peugeot Lion trademark in their 200th anniversary year.

There is a 2.0-litre HDi 163bhp turbo-diesel engine with 320Nm of torque and a 6-speed manual gearbox available from launch which in the long-term 35 per cent of users, mainly high mileage business drivers, will opt for. Fuel economy is officially 53.2mpg and on test this week 43.4mpg was the figure achieved. CO2 emissions are 139g/km so road tax is a low £110 a year.

Most impressive for its overall performance with fuel economy and more low down grunt was the 2.0-litre 163bhp turbodiesel. If we consider just how much the Audi TT sports coupe did for the fledgling Audi brand many years ago the RCZ should do the same for Peugeot even though it still carries some of the looks from the current 308 family of models.

In August a third engine joins the line-up in the form of a 1.6-litre THP twin-scroll turbocharged direct injection petrol unit with 200bhp and 275Nm of torque from 1,700rpm. This is used in conjunction with a 6-speed manual gearbox.

The RCZ is not as sharp in the handling department as the VW Scirocco but it’s about the same as the Audi TT which is praise enough. The RCZ is very well priced if you stick with the Sport versions – you get all the external eye-catching good looks at a competitive price, better mpg and lower road and company car tax.

It continues to use the same Platform 2 as the 308 and some of its body architecture but it is distinctly different with its Le Mans motorsport inspired double bubble roof which smoothes the airflow over the car and disperses ‘dirty’ air away from the rear.
