To the Honorable Mayors, Corporate and Community Leaders, and Members and Friends of the African-American Chamber of Commerce of PA, NJ & DE, It is my pleasure to welcome you to the 2nd Annual National Convening of Black Mayors! Over the next three days we will discuss strategies for advancing sustainable partnerships that support a strong Black business ecosystem that when adjusted for your local conditions is key to healthy, vibrant cities.

I believe in building strong Black communities Studies show resourced neighborhoods are stronger, and their financial health contributes to a stronger economy. We at the African American Chamber of Commerce believe business ownership is a viable path to generating wealth, and wealth whether that’s income, assets or business profits, empowers you to participate in the American Dream, from buying a home and sending a child to college to weathering the storms of life, such as we ’ ve seen in recent years.

Why is Philadelphia hosting this convening?

During National Black Business Month, the AACC is elevating the conversation on how we can collectively advance black businesses Through a series of conversations and strategy roundtables, the AACC convenes Black Mayors from cities across the country to share common challenges but also strategies that will support the growth and development of black businesses The information gathered from participating Mayors is then used by regional thought leaders as a foundation for further dialogue and sustainable action plans

The need for such a conversation is dire. As the second largest city for a majority diverse population, including 42.2% African American, Philadelphia should be leading the nation in Black owned businesses Yet, we have the lowest black owned businesses per capita rate of any major US city, at 1.8 black owned businesses, per every 1,000 Black residents; this means we must do more, and we can start by spurring the conversation 2022 Host Committee

Prior to leading AACC, Regina served as Chief Deputy for the Honorable Tracey L. Gordon, Register of Wills, and Clerk of the Orphan’s Court, where she successfully invoked her skills to champion Gordons’ mission of protecting generational wealth within the City of Philadelphia Previously, Regina was a Senior Associate at Bellevue Strategies. There, she was a registered lobbyist at the state, local, and federal government levels She advanced client objectives by developing and executing government affairs, community relations, and media and communications strategies

Recently, Regina’s efforts on behalf of the Chamber have been featured in the Philadelphia Inquirer, Philadelphia Tribune, PBS, WHYY, WURD, and many other publications. She is humbled and grateful to be named one of Philadelphia Magazine’s 2021 Most Influential People in Philadelphia, amidst leaders such as The President of the City Council, City Council Members, the Police Commissioner and even, the President of the United States.

Regina A. Hairston is a solutions oriented and resourceful strategist who employs a creative approach to transforming visions into results As President and Chief Executive Officer at the African American Chamber of Commerce of Pennsylvania, New Jersey, and Delaware (AACC), Regina’s leadership guides the vision, policies, and programming with passion, purpose, and poise. AACC has promoted the voice, the vision, and the value of black owned businesses for nearly three decades, but under her tenure has taken that spirit of innovation and applied it to the needs of the Chamber’s growing members She facilitated the launch of programs to increase and provide direct access to capital, developed a unique peership and mentorship program, and leveraged corporate partnerships for the success of the Chamber’s members

Dr. Hardie Davis Jr., the 84th Mayor of Augusta, former State Representative, and former State Senator, is a results driven elected official with 14 years of experience in local & state government, public relations, economic development, and workforce development Mayor Davis has been recognized by numerous philanthropic organizations and constituent groups for his leadership and contributions to the Augusta community and the state at large. The Georgia Bio, The Georgia Chamber of Commerce, Smart Cities New York, Smart Cities Atlanta, and the Georgia Association for Career and Technical Education have all heralded the accomplishments of Mayor Davis He has also consistently been featured in Georgia Trend magazine's annual list of 100 Most Influential Georgians. MAYOR OF WILLIAMSPORT, PA

Mayor Derek Slaughter was born and raised in Williamsport He attended Williamsport Area School District and graduated from Williamsport Area High School in 1999. Mayor Slaughter earned his undergraduate degree from Penn State University in 2003 where he earned his Bachelor of Science degree in Information Sciences & Technology with a minor in Spanish While at Penn State, he also spent a semester studying abroad in Salamanca, Spain Mayor Slaughter completed his Master of Education degree from the University of Maryland, College Park in 2005. He taught mathematics in the Williamsport Area School District and was also an adjunct professor of mathematics at the Pennsylvania College of Technology Mayor Slaughter was the head coach for the Williamsport High School girls’ varsity basketball team for 10 years Prior to becoming mayor, he sat on the City of Williamsport’s Zoning Hearing Board, was a board member of the Greater Lycoming Habitat for Humanity as well as a board member of the Lycoming County United Way Mayor Slaughter is on the steering committee for the Mayors’ Innovation Project, serves on the Executive Board of the Pennsylvania Municipal League (PML) and is the legislative co chair of PML Mayor Slaughter was appointed by Governor Wolf to serve as a Commission member on the Pennsylvania Commission on Crime and Delinquency (PCCD) Formerly, Mayor Slaughter served as a Williamsport City Councilman prior to becoming mayor. Judy M Ward was born in Atlantic City She graduated from Oakcrest High School. In 1978 she married William Ward and shortly afterwards settled in Pleasantville She retired from Verizon in 2003 after 30 years of employment In 2004 she ran successfully for 2nd Ward City Council She has served on every council committee and took her positions very seriously. She was Vice Chair of Atlantic County Democrats for 2 different chairman She has also served as the liaison between the school system and the city. Along with being on the Urban Enterprise Zone, she was the Honorary Chairperson of the Pleasantville Cancer Initiative Judy was Mayor Pro Temp Pore for 4 years before becoming the first female city council president in the history of Pleasantville in 2010. That earned her the honor of being inducted in the Atlantic County Women's Hall of Fame. She served as council president for a total of 7 years In 2007 Judy was honored by the Pleasantville Municipal Alliance for Volunteer of the Year She has hosted 3 town hall meetings at the Pleasantville Court House with Atlantic Prevention Resources. The topics were, Prescription Drug Abuse, Drinking and Driving, and Date Rape Judy was Merit Mother of the year in 2009 and also Mother of Achievement in 2012 Also in the year 2012, Judy was recognized by the Omega Psi Phi Fraternity and given the Perseverance Award, the Alpha Kappa Alpha.

Justin M. Bibb is the 58th Mayor of Cleveland working to improve public safety, invest in neighborhoods and modernize City Hall

On January 3, 2022, Mayor Bibb took the oath of office as the city’s first millennial mayor Mayor Bibb was born and raised on Cleveland’s southeast side in the Mt Pleasant neighborhood. Over the past 15 years, Mayor Bibb has worked in government, business and the nonprofit sector as an executive and nonprofit leader He started his career in public service working for President Obama when he was in the U.S. Senate and later at Cuyahoga County as a Special Assistant advising on education and economic development policies. He led the Global Cities Practice at global research firm Gallup, served as Vice President at KeyBank and most recently as Chief Strategy Officer at Urbanova, a startup focused on improving cities Mayor Bibb is a proud American University alumnus with an undergraduate degree in Urban Studies. He completed the General Course Programme with an emphasis in Social Policy and Economics from the London School of Economics and is a graduate of Case Western Reserve University. He holds a Master of Business Administration (MBA) and Doctor of Law (JD) Mayor Bibb’s vision for Cleveland is to become a national model for city management, police reform, and neighborhood revitalization

Tishaura Jones was sworn in as the 47th mayor and the first Black female mayor in the City’s history on April 20th, 2021. Transparency, Integrity, and Service define who she is and how she did it. Since 2012, Tishaura O Jones has helped the City of St Louis earn and save over $30 million and counting With a deep personal commitment, a wealth of experience, and a proven record of leadership, Jones started her career as a public servant in 2002 when she was appointed as Democratic Committeewoman of the 8th Ward in the City of St Louis A history maker on a mission, she served two terms in the Missouri House of Representatives, and was selected as the first African American woman in Missouri history to hold the position of Assistant Minority Floor Leader. She also is the first African American woman to serve as Treasurer of St. Louis.

Mayor Jones has a Bachelor’s degree in Finance from Hampton University and a Master’s degree in Health Administration from the Saint Louis University School of Public Health A graduate of the Executives in State and Local Government program at Harvard University’s Kennedy School of Government, she has served as Vice President of Public Finance for Blaylock Robert Van, LLC, an investment banking firm, as well as adjunct faculty at the Anheuser Busch School of Business at Harris Stowe State University In her tenure as Treasurer, she launched the Office of Financial Empowerment (OFE) to help St Louisans make better financial choices, as OFE’s College Kids Program has helped over 18,000 public school students start saving through educational savings accounts With over a million and a half dollars saved to date, these college saving accounts will help more city children get a higher education, using parking revenue, family contributions and community support

Steven Reed is an accomplished public servant and leader As Probate Judge, he’s expanded access to representation, improved facilities, and modernized the office to better serve the community.

His contribution toward the creation of the Alabama Healthy Minds Network has helped hundreds of people get the treatment and services they need instead of spending time in jail He has made drastic improvements to mental health services and has resolved issues in his administration. In addition, Steven correctly stood up for the rule of law in our legal challenge to former Alabama Chief Justice Roy Moore over marriage equality. He also worked across the aisle with former Sec of State Jim Bennett when he initiated a statewide voter PR campaign centered on educating the public about new Voter ID laws In addition, Steven was named to the Department of Homeland Security’s Election Integrity Commission

Lori E. Lightfoot is the 56th Mayor of Chicago. Since assuming office following her historic election, Mayor Lightfoot has undertaken an ambitious agenda of expanding opportunity and inclusive economic growth across Chicago’s neighborhoods and communities, with early accomplishments including landmark ethics and good governance reforms, worker protection legislation, and closing a record $838 million budget gap, as well as key investments in education, public safety and financial stability Mayor Lightfoot also placed Chicago on the path to a $15 minimum wage by 2021 In response to the unprecedented COVID 19 crisis, Mayor Lightfoot has led a coordinated, citywide response across government, business, and community organizations to effectively address its spread and broader public impact, including the creation of the Racial Equity Rapid Response Team, the COVID 19 Recovery Task Force, among other actions.

THE HONORABLE LORI LIGHTFOOT MAYOR OF CHICAGO, IL

Prior to her election, Mayor Lightfoot most recently served as a senior equity partner in the Litigation and Conflict Resolution Group at Mayer Brown Previously, she served as President of the Chicago Police Board, as well as the Chair of the Police Accountability Task Force.

Mayor Lightfoot also served as Chief of Staff and General Counsel of the Chicago Office of Emergency Management and Communications, interim First Deputy of the Chicago Department of Procurement Services, Chief Administrator of the Office of Professional Standards, and as Assistant United States Attorney A native of Massillon, Ohio, Mayor Lightfoot has been a resident of Chicago since 1986 and lives on the Near Northwest Side with her wife Amy Eshleman and their daughter.

Ras J. Baraka is the 40th Mayor of the City of Newark. A native of Newark, whose family has lived in the City for more than 80 years, Mayor Baraka’s progressive approach to governing has won him accolades from grassroots organizations to the White House With a forward thinking agenda that reduced crime to its lowest levels in five decades, addressed affordability while maintaining steady growth, lowered unemployment, and returned local control of schools after more than two decades, Baraka has defied expectations since taking office in 2014.

As part of his commitment to strengthen Newark’s position in the expanded technology space, the City launched LinkNWK (pronounced Link Newark) This communications network of sidewalk kiosks provides Newark residents and visitors with free, gigabit Wi Fi, mobile device charging, phone calls to anywhere in the U S , access to municipal services, maps and directions, and real time local information on city streets at no cost to taxpayers or users.

Mayor Baraka’s futurist agenda has included the implementation of a groundbreaking partnership called Hire Buy Live Newark, a program that marks the first time that any US city has sought to transform its economy by combining employment, procurement, and residential strategies.

Mayor Baraka is also recognized nationally as a thought leader in the space of urban revitalization, and his commitment to reducing crime in Newark, reimagining public safety, tackling the city’s housing crisis, and developing innovative and community driven approaches to eliminating income inequality has solidified his status as one of the country’s most progressive elected officials
