Assessment Increase and ClickPay
IF YOU ATTENDED the Aliante Master Board of Directors meeting in September you heard there will be an assessment increase effective January 1, 2023 with the approval of next year’s association budget.
Will this affect my current ClickPay account? Yes it could. If you have set up your ClickPay account to send a specific dollar amount you will need to “reset” the amount to be paid for the new assessment amount of $51.50. You may change the assessment amount by logging into your account, selecting Auto Payments and then clicking the “Edit” link.
Are the payment processing fees still the same? Yes, there are no changes to Click Pays fee schedule. If you are paying with an eCheck there is no charge. Whether you make a single payment or set up monthly recurring payments, there is no charge as long as payment is made via eCheck. When paying with Visa, MasterCard, American Express or Discover, either a debit or credit card, there is still a 2.95% fee.
Payments made via eCheck through ClickPay will process within 24 hours when paid by 4pm, exclud ing weekends and holidays. Payments paid on or after the 15th will receive a late fee. Unfortunately payments are not processed on the same day. Credit card payments and payments mailed to the processing center can take 3-5 business days to process once received.
If you are not currently using ClickPay ACH and would like to be, go to ClickPay, http://bit.ly/2skpsnN , and create your account. You will need your email address, password and account number beginning with ALIA. Your account number can be found on your payment coupon. The last name on the account will be verified. (Last name or owner name must match exactly as it is on your coupon book). Homeowners can set up one account for all their prop erties managed by FirstService Residen tial. You can also set up different payment options for different accounts.
Please note, you will need to deselect the option to automatically make fine pay ments if they appear on your account.
Homeowners that do not have computer access can call ClickPay at 1.888.354.0135 to receive assistance with account set up and making payments.

NONFUNCTIONAL TURF CONVERSION: In the past four editions of the Aerial, I made homeowners aware of the nonfunctional live turf removal project in Aliante mandated by AB 356. There has been talk that some homeowner associations in Clark County are contemplating special assessments in excess of $1,000 to comply with AB 356. Since I wrote that article several board members, management and the Finance Committee met with our accountant Phil Bateman with Hilburn and Lien CPAs to discuss how much surplus cash the Association has available in its operating account to pay for the turf renovation. Mr. Bateman sent me an email on March 27, 2022, stating “. . . you do have the full $800K to use”. As you may recall Gothic estimated the total cost to remove the non-functional grass and replace it with the number of plants mandated by the Aliante Development Agreement is $1,319,000. We are expecting a rebate of $466,950 from the Southern Nevada Water Authority so our net cost is estimated to be $852,050. To date the actual proposals for 20% of the total area to be converted have been $40,325 less than the original estimate bringing our expected cost to $811,725. I expect the proposals for the other areas will come in under the original estimates too. Additionally, we are under budget by more than $30,000 for our Social Event expense so that money is also available. Therefore, I am pleased to say, the Association has sufficient surplus funds in its operating budget to pay for the turf conversion without the need for a special assessment. Because “Landscape Renovations” are a Reserve Expense, although the turf conversion is being paid for by surplus Operating Cash, as we are allowed to do, the expense will not be included in the 2023 operating budget. Should the board decide at the September meeting to reelect me as Board President, I will keep homeowners completely advised of the financial status of this expense.
Unfortunately, because of inflation and the need to use our operating surplus cash, which was used to balance the 2022 budget deficit, the budget requires a 15% increase in assessments from $44.85 to $50.15 per month.
Important Board Decisions at the August 25, Aliante Board Meetings
• The board previously approved a request from the Social Committee for a $30,000 budget for the Trunk or Treat event. We approved the final proposal from Las Vegas Entertainment in the amount of $14,227 which is $15,773 below the approved budget. The motion passed unanimously.
• La Vella is the only community without power at the entrance monuments and their Christ mas wreaths are unlit without power to plug them in. The Property and Grounds committee rec ommended approval of a proposal in the amount of $6,178.09 to add electrical outlets to the two continues on page 5

From the Mailbag Pigeon Prevention
Question: How can we get rid of them? Please help in eradicating this problem.
Pigeons have four basic needs in order to survive: food, shelter, the ability to reproduce, and safety from pred ators. If any of these basic needs are disrupted, the pigeons will move away.
Food
Pigeons will eat anything they can fit into their bill. If they cannot find food in an area, they will look for it elsewhere. Follow these steps to keep pigeons from eating at your house:
• Don’t feed the pigeons. Code of Ordinance 10.36.035Pigeon control
• Remove unsecured bird feeders and routinely clean up spilled seed.
• Cover trash cans and keep area around the cans clean.
• Don’t leave uneaten pet food outside.
• Pick up after your pets. Pigeons will eat pet waste.
• Empty containers of water.
Shelter
Pigeons seek shelter at night and congregate at roosting sites during the day. Pigeons feel safe in a sheltered area where they are not easily seen. In urban areas, pigeons roost in trees, abandoned struc tures, rafters, beams, along building eaves and awnings, and under bridges. These areas can be easily modified to discourage roosting.
• Block access to interior roosting and nesting sites by using wood, metal, 1/4 inch (0.6 cm) rust- proofed wire mesh, or plastic or nylon netting.
• Alter the angle of ledges to 45° or more. Fasten sheet metal, wood, Styrofoam blocks, stone or other materials to ledges to achieve the desired angle.
• Porcupine wires can be attached to any area where pigeons roost. These devices consist of a solid base with sharp prongs sticking out at all angles. This prevents birds from landing. To improve the effectiveness, clear debris from wires.
• Apartment residents can install fine netting across balconies to deter roosting
Breeding
Remove nests to discourage breeding. Pigeons will reuse the same nest throughout a breeding season. Keep removing any rebuilt nests. After a few failed attempts, the pigeons will nest somewhere else. “Birth control” products are available to licensed pest control companies that prevent their eggs from hatching.
Safety
In an urban environment, pigeons have few natural predators. However, by instinct, pigeons have a fear of being preyed upon. Pigeons may be deterred from loca tions by hanging “frightening” devices such as strips of Mylar fabric, CDs, pinwheels, aluminum pie plates, large beach balls, noisemakers, and life-size reproduc tions of falcons, owls, etc. Rotate items to keep the birds from becoming unafraid of them.
Flocks of pigeons (and their droppings) are not only an eyesore and nuisance, but they can pose a health risk to humans. The health district does not enforce or regulate pigeon control unless there is a complaint or problem at one of our permitted facilities.
Notes
• Keep children and pets away from contaminated areas until they have been cleaned, sanitized and dried.
• If pigeon debris is in an enclosed area, such as an attic, open windows and use fans to force fresh air into the area before cleaning.
• Leave area undisturbed to prevent airborne particles.
• Never handle a dead bird with your bare hands. Use rubber gloves or an inverted plastic bag to pick up the bird.
• Place the dead bird into a plastic bag, seal bag and place in an outdoor, covered trash container.
• Dead birds should be disposed of with regular trash.
• Clothes worn during cleaning should be washed separately in hot water. If possible use a disinfectant in the wash.

Cash in the operating accounts totaled $2,752,894.
Cash in the reserve accounts totaled $1,721,452. Cash in the Legal fund totaled $78,517. The Association is in compliance with paragraph (b) of subsection 2 of NRS116.3115 and that reserve funds have not been used for daily mainte nance. According to the reserve study, the fully funded reserve account balance as of the end of 2022 should be $2,389,815.
Delinquent accounts receivable totaled $1,078,152. Accounts receivable balances include uncollected fines of $992,676. Delinquent receiv ables are being collected in accordance with the Association’s collection policy.
Income & Expense Statement
For the month ending August 31, 2022, Operating Income amounted to $324,716. The Association incurred $297, 214 in expenses which included a transfer of $40,000 to the reserve account.
Reserve fund revenue amounted to $2,571 in interest income and $40,000 transfer from the operating fund. Expenses amounted to $88,773.
The Board acknowledges that they have fulfilled their duty to review the financial statements in accordance with NRS 116.31083 subject to any current NRS or NAC required year-end audit or review.

monuments at La Vella. This item was on the July agenda and there was a question if La Vella had enough funds in its operating account. Upon further analysis, it was determined that La Vella does have enough surplus funds to pay for this expense. The motion carried unanimously.
• We unanimously approved an updated Reserve Study and the annual Financial Audit.
• Because of unexpected increases in costs, our management com pany requested a 4% increase for management fees in our current contract from August 1st, 2022, to December 31st, 2022. They also requested a 6% increase for 2023. The requested increase for 2022 is below the amount we had budgeted for in 2022 for Salary and Wages. This passed unani mously. The 6% increase for 2023 is actually a 4% increase because a 2% annual increase is built into the budget. The additional amount is only $168.37 per month over the 2022 budget. This also passed unanimously.
• We declined a request to purchase and install Halloween lights at the cost centers as we decided it was too expensive.
• The Board ratified an emergency decision for the Cove sub-asso ciation to modify their drainage. Several homes in Cove were threatened with flooding by the rainstorm that occurred on the evening of July 28.
• We approved a number of guideline revisions and clarifications proposed by the Architectural Review Committee. These will be included in the budget mailing.
• The Board accepted the resignation of Pat O’Donnell from the Board and Finance Committee. Mr. O’Donnell sold his home and moved from Aliante.
• We accepted the resignation of Charlie Fitzgerald from the Safety Committee and approved the appointment of Dana Campbell to the Archi tectural Review Committee.

City Council Corner
FALL HAS FINALLY TAKEN HOLD across the Valley. We are all enjoying milder tempera tures, and a variety of community events and activities are filling our parks, calendars and weekends! My wife, Gloria, and I have been enjoying taking our little Sookie for plenty of walks in Aliante community parks and across our fine city.
Now that November is nearly here, I am thrilled to invite you all to my Paws in the Park event from 9 am to 12 p.m. Sunday, Nov. 6 at Aliante Nature Discovery Park, 2627 Nature Park Drive, North Las Vegas. We’ll have some amazing community partners and exhibitors, as well as raffles, food trucks, agility courses (doggie, not human!), the doggie pawsome pawrade, and other fun activities planned for all of our two- and four-legged friends including costume contests and more. I strongly believe that we have a duty to protect and care for the animals in our community, and providing resources to the public is a wonderful way to help ensure responsible pet ownership.
One of our priorities as a City Council has been to make North Las Vegas a hub where neighbors can enjoy the outdoors, meet and mingle, and feel a sense of pride in their community. I certainly feel a sense of pride when it comes to this event, and I hope to see you all there!
As we prepare for the holiday season, there are sure to be plenty of additional community events and good cheer to be had. Giving back and supporting one another is one of the many traits that make our Aliante community the caring, friendly neighborhood that it is, so please consider
supporting one of the many holiday drives around town or volunteering your time. The City will be hosting numerous charitable events and our annual tree lighting ceremony this December. Please stay tuned for more specifics on the holiday fun!
In other exciting news, the City of North Las Vegas continues to grow the medical offerings available in Southern Nevada with the groundbreak ing of the Helios Health and Wellness Campus, a world-class medical complex set to take shape at the corner of North Pecos Road and Rome Boulevard across the street from the North Las Vegas VA Medical Center. Helios will bring much-needed medical care, research facilities, and jobs to our community. In addition, 250,000 square feet of retail, fitness, and restaurant amenities are planned. This was our vision as a Council for this corridor! This project will change the face of medical care in our region and state, and is the largest investment in the City’s history.
Other exciting developments continue across Apex Industrial Park and redevelopment is happening all throughout the City.
I’m positive that next year we’ll have even more exciting news, eco nomic activity, community events and more, so stay tuned! In the mean time, enjoy this fine fall weather with your fur babies and your families, and enjoy the coming holidays. Maintenance Report:
September 2022 Maintenance
• Over the past 3-4 weeks we continued with our scheduled maintenance around the community.
• Aliante Pkwy North of 215 hwy was completed, Deer Springs North of Aliante Pkwy South was also completed.
• Last week maintenance work was done on Valley Dr. near La Vella community, and also on Decatur Blvd as well as Rome.
– Selective pruning of plants has been done in those men tioned areas, and we are continuing that method on Aliante Pkwy North.
With days of 90+ degrees in the valley, we recommended to water plants deeply, ideally at night or first thing in the morning while temperatures and transpiration rates are lower.
The SNWA recommends we water 3 days a week during the cooler months of September & October. For now, we have kept the irrigation timers running for 3 days a week, and have done constant irrigation check ups and manually water new plants to keep the new landscape alive and green.
Due to the turf renovation of certain areas in Aliante HOA, the replacement/installation of new emitters throughout the community, and watering 3 days a week (as recommended
by SNWA) We estimate that the water savings throughout the Aliante HAO is of a little over 1million gallons in the last 3 months.
We have also replaced plants under warranty, as the temperatures decrease we will continue to replace more plants and trees under warranty as need it.
• We will continue to have extra personnel on the weekends collecting trash throughout the community and refresh doggie bags.
• We will also continue to have two Irrigation techs on site as well on the weekends to ensure that the new plants are getting sufficient amounts of water, and also to repair leaks that my occur over night.
• Our Plan for the coming weeks in November are:
• To aerate the turf areas throughout the community.
• Lawn aeration is the process of poking holes or removing small plugs of soil, which will improve grass quality by improv ing air flow.
• Fertilizer all remaining turf areas after aeration. More specifically the turf in the walking trails.
• Start the Fall clean up of dead stalks on the Red Yuccas throughout the community.

It’s 10 o’clock! Do You Know Where Your Children Are?
THAT’S A QUESTION made popular in the 1960s, 1970s and 1980s by a series of public service announcements encouraging parents to ensure that their children were safe at home in the evening. It is also the subject of Chapter 9.28 of the City of North Las Vegas Municipal Code in which curfew standards for those under the age of 18 are established. Basically, curfew hours within North Las Vegas are between 10 p.m. and 5 a.m. on school nights and 12 midnight and 5 a.m. otherwise.
More specifically, Chapter 9.28 indi cates that during the school year, it is gen erally unlawful for anyone under the age of 18 to “loiter, wander or be upon, in or about any of the public streets, avenues, alleys or other public places in the city” between 10 p.m. Sunday through Thursday and 5 a.m. the next morning, and between 12 midnight on Fri day and Saturday to 5 a.m. the next morn ing unless accompanied by a parent, guard ian or other adult having legal care, custody and control over that individual. Exceptions
to these curfew rules, of course, exist for those under the age of 18 who are working or engaging in scheduled school activities.
It also specifies that it is unlawful for a parent, guardian, or other adult having legal care, custody and control over a minor to allow or permit that minor to loiter, wander or stroll or be upon, in or about any of the
public streets, avenues, alleys or other pub lic places in the city during curfew hours, and prescribes possible penalties of up to $300 in fines and/or up to 6 months con finement in the city jail.
Because the parks, playgrounds, walk ing trails, arroyos and streets in and around Aliante are “public places” in the context of Chapter 9.28, parents need to ensure that their children are not out at night in violation of the City of North Las Vegas curfew. To help protect our children and keep our commu nity safe, when you see or hear anyone you suspect is out in violation of the curfew, please call the Securitas Patrol number 702-2374723 or 702-2374724, so our Secu rity Officers can follow up.

Additional Cuts to Southern Nevada Water Supply in 2023
WITH CLIMATE CHANGE-fueled drought taking a toll on water levels at Lake Mead—the source of 90 percent of the community’s supply—the federal government has declared a tier two water shortage on the Colorado River for 2023.
The tier two shortage will reduce Southern Nevada’s annual 300,000 acre-feet allocation from Lake Mead— the source of 90 percent of the community’s supply—to 275,000 acre-feet, a reduction of about 8 billion gallons. Last year, however, Southern Nevada used 242,000 acrefeet of water from the lake. In response, the Southern Nevada Water Authority (SNWA) encourages residents and businesses to redouble efforts to conserve by fol lowing mandatory seasonal watering restrictions, pre venting and reporting water waste to your water utility, and converting grass to drip-irrigated, drought-tolerant landscaping.

Mandatory fall watering restrictions take effect Sept. 1
With the cooler days of fall just around the corner, it’s time to change your landscape irrigation clock to the fall watering schedule.
In effect Sept. 1 through Oct. 31, the fall watering restrictions limit landscape irrigation to only three assigned days per week. Watering on non-assigned days is considered water waste and could result in costly water waste fines starting as high as $80. Sun day watering is prohibited all year.

After verifying your text address refresh the page and the word “verified” should now be in green. Now you can select the boxes to receive text messages.

Tips To Expedite Approval of Architectural Applications
THE ARCHITECTURAL REVIEW COMMITTEE is at full strength with seven homeowner members representing five different commu nities in Aliante. Homeowners can help the committee process and approve applications quickly, by making certain some minimum information is included and by first check ing the Design Guidelines for unusual items such as structures, play equipment and gate screening.
Setbacks - Applications are frequently returned to homeowners because setbacks are missing on applications. Minimum set backs to be shown are:
1. The distance between rear and side walls to the house.
2. The distance between any structural improvements such as, walkways, play ground equipment, patios and pools to the house and rear yard walls.
3. Show setbacks for plants and trees. The committee needs to know homeowners and landscapers are aware all plants and sod must be three feet (3’), trees five feet (5’) from the house, block walls, driveways, sidewalks and/or house property lines with irrigation directed away from walls. Setbacks must be large enough to allow planting. If a swimming pool, patio or walkway is only five feet (5’) from a wall or a house, plants may not be planted in this area. This would allow a setback of only two and a half feet (2.5’) for plants.
Unidentified objects - Every object on a draw ing must be identified including the dimen sions especially the height of the object. Unidentified objects on a drawing will always get an application returned for more informa tion. The committee needs to know if that cir cle is a fire pit or a thirty foot (30’) tall statue!
I llegible drawings - All too frequently the committee receives applications that at first glance appear to be just a blank sheet of paper. We suggest making a copy on a copy machine or scanner before submitting your applications to make sure it can be discernibly digitally transmitted.
Aliante Indemnity Agreement – The Aliante Indemnity Agreement must be signed by both the homeowner and the contractor doing the work. If more than one contractor will be doing the work, multiple indemnity agreements must be signed by all contrac tors and included with the application.
Review the Aliante Master and your Sub Asso ciation, if applicable, Design Guidelines - Home owners can save themselves disappointment and financial loss by reviewing the Design Guidelines before completing applications.
When in doubt - Occasionally the commit tee receives applications for improvements for which there are no guidelines. When this happens, the committee uses its Charter for Guidance - “The Architectural Committee is responsible for preserving the architectural integrity of Aliante established within the guidelines of the CC&R’s. Its purpose is to protect, maintain and enhance Aliante’s prop erty values.” If you have a question about an improvement Aliante Design Guidelines, 3.2 A. Initial Interview suggests a pre-appli cation meeting with the committee before submitting an application. The committee is available to discuss questions you have about improvements. You can submit your questions to management or ask to address the committee during the Homeowners’ Open Forum at the beginning of a meeting.
Mail Theft!
THE U.S. POSTAL INSPECTION SERVICE has seen an increase in letter carrier robberies. Most of these robberies are committed by crimi nals who want to obtain Arrow and modified Arrow lock (MAL) keys. Mail thieves use those keys to steal mail from secured mail contain ers. In turn, thieves often use stolen mail to commit financial crimes, including altering checks to commit check fraud.
If your mail has been stolen, please report the incident to the Postal Inspection Service at (877) 876-2455 or go online and visit http:// postalinspectors.uspis.gov.
Here are some helpful hints:
• Do not leave mail in your community mail box overnight. This is usually when thieves attack.
• Deposit mail at a Post Office or blue Postal Service collection box.
• If you see suspicious activity around your mailbox, please call your local police and the Postal Inspection Service.
• You may be entitled to certain information and services as a result of your victimization. Call the Inspection Service for Publication 308.
Mail Theft is a Federal Crime investi gated by the U.S. Postal Inspection Service. Rewards are payable for information leading to the arrest and conviction of violators.

Holiday Decorations
Nothing can give you that Holiday Spirit faster than when the holiday decora tions go up. We thought it might be a good time to remind all the homeowners of Aliante what the Rules and Regulations are concerning outdoor holiday decorations. If you are planning on decorating the outside of your home for the holidays, please review these guidelines to ensure you remain in compliance.
Lights or other decorations may be placed, erected, or displayed on a Lot in commemoration or celebration of publicly observed holidays without the approval of the Board of Directors or its duly appointed designee subject to the following:
a. Such lights or decorations may not unreasonably disturb the peaceful enjoyment of Owners of adjacent homes by illuminating bedrooms, creating noise, or attracting sight-seers.
b. Holiday lights of decorations relating to any publicly observed holiday between December 1st and December 31st of any year may not be displayed before November 15th of the same year.
c. All lights and decorations that are not permanent fixtures of a Lot that were part of the original construction or have been properly approved as
permanent improvements by the Master Board or its duly appointed designee shall be removed within thirty (30) days after the holiday has ended.
d. The Master Board or its duly appointed designee shall have the right, upon thirty (30) days prior written notice, to designate a party to enter upon any Lot and summarily remove exterior lights or decorations displayed in violation of this provision. The individuals removing the lights and decorations shall not be liable to the Owner for trespass, conversion, or damages of any kind except intentional misdeeds and gross negligence.
And please remember:
Do not place holiday decorations where they can create a trip and fall hazard.
Only use holiday decorations specifically designed and labeled for outdoor use.
Do not overload your electrical outlets.

Garden Grubs, these white, C-shaped creatures have soft bodies with legs near the head. They feed on grass roots, plant roots (and organic matter in the soil), causing premature death in your plants and sections of grass in the lawn to die. Grubs eventually turn into adult Beetles and emerge from soil to mate and lay eggs, which hatch into more Grubs.
Depending on soil moisture and tem perature, eggs hatch about two weeks after being laid, in mid-to late summer. The new generation of root-munching Grubs begins feasting immediately after hatching.
Peak Grub feeding occurs in early fall. Typically Grubs operate a few inches below the soil surface, but burrow deeper (up to 8 inches in northernmost areas) before winter arrives.
Treatment: Timing Is Key
Immature Grubs are most susceptible to pesticides while young. For most White Grubs this means applying pesticides while newly hatched Grubs are feeding – in mid-to late summer and early fall.
A curative product kills existing Grubs on contact. A preventa tive pesticide kills Grubs over a longer period of time – those that
are present at the time of treatment, as well as those that hatch during the season of application. Because the preventa tive contains nitrogen fertilizer, it’s important to keep lawns irrigated after application to avoid burning grass in summer heat
Helpful Tips
• Water in pesticides after appli cation. Watering moves the pesticide down toward soil and also encourages moisture-loving Grubs to move upward.
• Keep an eye on nearby gardens and lawns. If a neighbor has a Grub problem, emerging Beetles will likely migrate toward your garden.
• Grubs love moisture; populations peak in soil that’s consistently moist. (More female beetles lay eggs in well-maintained gardens, and the Grubs that hatch develop better in such soil than they do in dry, stressed turf.) Droughty summers slow Grub activity and can even disrupt egg hatching.
• Repair dead lawn patches by reseeding.
• Add Grub control to soil when replacing plants.

The meetings will take place at the FirstService Residential Aliante Marketplace Office, located at 2760 Deer Springs Way, Suite 104, North Las Vegas, NV 89084. Please be advised that there will be an open forum at the beginning and the end of the meeting, during which time all homeowners in attendance will be given the opportunity to address other Association members and the Board of Directors (the “Board”).
