DOD takes proactive measures as Sexual Assault Annual Report numbers released

by Department of Defense News The Defense Department released its fiscal year 2021 Annual Report on Sexual Assault in the Military on Sept 1. The congressionally mandated report indicates that unhealthy conditions have been on the rise in the military. In 2021, the Department estimates that 8.4 percent of active-duty women and 1.5 percent of activeduty men experienced at least one incident of unwanted sexual contact in the year before the survey was conducted. “The results are a tragic reminder of the challenges we face and the absolute need for continued leadership engagement,” Elizabeth Foster, executive director of the office of force resiliency, said. “On day one of his taking office, Secretary [of Defense Lloyd J.] Austin [III] prioritized action to improve how the department addresses sexual assault. We are taking unprecedented action to pre-

vent sexual assault and restore the trust of service members in the military justice process.” Details of the annual report along with the department’s current efforts to support and invest in the Sexual Assault Prevention and Response Office were announced by Foster along with Dr. Nathan Galbreath, acting director for SAPRO, Dr. Andra Tharp, SAPRO senior prevention advisor, and Ashlea Klahr, director of health and resilience research at DOD’s office of people analytics. Also, shortly after becoming secretary, Austin established the Independent Review Commission on Sexual Assault in the Military to take an impartial look at the changes required to improve efforts in accountability, prevention, climate and culture and victim care. Foster noted that all the approved 82 recommendations made by the IRC have or are being implemented wherever possible.

In addition to the annual report release and press briefing, Austin released a memorandum for senior defense leaders, noting that the release of the report, “demonstrates in stark detail that sexual assault and sexual harassment remain persistent and corrosive problems for our service members. The report underscores the importance and urgency of our work.” Austin went on to say, “The unprecedented investments that we are making now and in the forthcoming years are intended to restore the trust of our service members, as well as those considering military service.” Among the many steps being taken, Austin stated that having the offices of special trial counsel will provide expertise in prosecutorial decisions and restore service member trust in the military justice process. That office will be fully stood up no later than Dec. 27, 2023, as directed by the National Defense Authorization Act for fiscal year 2022.

Further support for service members includes hiring more professionals in the sexual assault response workforce, Austin noted. These include victim advocates and sexual assault response coordinators, who will be given greater independence from the military command structure and expanded skill sets to better support victim recovery, he said. “Solving this problem requires that the department’s most senior leaders continue to stay laser focused. …Together, we will restore the trust that empowers the U.S. military and our national defense,” Austin said. “We will make continued and sustained progress to bolster warfighter faith in leadership, set the conditions to prevent sexual assault, assist sexual assault and sexual harassment survivors with recovery, and hold alleged offenders appropriately accountable. We will make abundantly clear that sexual violence will not be tolerated within our ranks.”

Ramstein blood donation expands; saves lives by Tech. Sgt. Nicholas Alder 86th Airlift Wing Public Affairs The Armed Services Blood Program conducted a blood drive Aug. 29-30, at Ramstein Air Base. A team from Landstuhl Regional Medical Center traveled to RAB to collect units of blood from service members, dependents, and DOD civilians from Team Ramstein. The Landstuhl ASBP at LRMC is the sole provider of blood to armed forces in Europe and Africa. This donation marks the first to open

donation opportunities to more members who were previously ineligible to donate blood. “This is actually the first blood drive ever at Ramstein with no Variant Creutzfeldt-Jakob disease, otherwise known as Mad Cow disease, restrictions,” said Stacy Sanning, Blood Donor Recruiter, Armed Services Blood Program public affairs officer. “This is the first time that people who have lived in England, and other parts of Europe, are finally eligible to donate blood since 1999.” The restriction on blood dona-

tion was lifted by the U.S. Food and Drug Administration May 24. Now, the ASBP welcomes all donors, previously ineligible due to Variant Creutzfeldt-Jakob disease, to donate. “The change definitely opens up a larger pool of blood donors,” said Sanning. “Our donor pool opened in such a big way that we can start seeing local national employees, family members, and people born here — all of which are now able to donate.” The event attracted several donors, including Samuel Shearman from the 86th Civil Engineer Squadron. “It makes me happy to donate,” said Shearman. “I am all about helping other people when I can, and this is a way for me to give back to others.” The blood collected during this drive is used for surgeries and transfusions to treat service members around the U.S. European Command and U.S. Africa Command areas of responsibility. “Quite a bit of the blood goes to AFRICOM, but a large portion goes

to LRMC, other military medical areas, and areas around Europe,” said Sanning. “It goes everywhere and supports everyone, including service members, families, retirees, NATO members. Additionally, it can now support Ukrainian casualties sent to LRMC.”

US Army announces results of 2022 annual housing tenant satisfaction survey by U.S. Army Public Affairs

WASHINGTON — The Army released results from the 2022 annual housing tenant satisfaction survey, which indicate a slight decrease in customer satisfaction for residents of privatized, governmentowned and government-leased housing on Army installations. Survey respondents identified issues related to maintenance services — including response times, communication, follow-up and long-term solutions — among their top concerns. The Army will use the survey results as one of several tools to continue identifying ways to improve housing conditions by enhancing communication with residents, creating and prioritizing action plans to correct deficiencies, and identifying items that are most important to residents. Army leaders will hold privatized housing companies accountable when they fail to deliver comprehensive, quality services to Soldiers and their families. “I want to thank every Soldier and family member who responded to the survey. We had the highest response rate we have ever had,” said Michael E. Reheuser, Director of Installation Services. “The survey responses are consistent with what we have been hearing directly from Army families over recent months about the challenges that have occurred in Army housing at some installations. Army senior leaders remain personally committed to providing safe, quality housing on all Army installations.”

Results of the 2022 annual housing tenant satisfaction survey included: Privatized housing received an overall satisfaction score of 73.7 out of a possible 100 points, a slight decrease of 1.7 points from 2021 survey results. Army-owned or leased housing achieved an overall satisfaction score of 72.3 points, a slight decrease of 0.6 points. Twenty-six installations with privatized housing saw decreases in their scores, while 16 increased their scores. Twelve installations with Armyowned or leased housing experienced increased scores, while 11 decreased. The five installations that offer privatized housing for unaccompanied Soldiers received an overall score of 86.6 points, with three showing increases and two decreases since 2021. “This firsthand input will be critical to us as we continue to tackle the issues that were identified,” said Reheuser. “We will thoroughly analyze the responses to make sure our ongoing efforts to solve housing problems are on the right track – and to find new solutions. The Army will be transparent in communicating how we are addressing the survey responses. Our people are our No. 1 priority, and making sure Soldiers and families have safe and quality housing is a no-fail mission.” The survey response rate for residents of privatized housing was 29.9 percent, an increase over 2021, with

23,561 residents responding. For Army-owned or leased housing, 2,350 residents responded for a 25.2 percent return rate, a slight decrease from the previous year. Among the five installations that offer privatized housing for unaccompanied Soldiers, there was a 35.4 percent response rate, an increase from 2021. The Army is investing billions of dollars to improve barracks and onpost housing at installations across the globe to provide Soldiers and their families with quality, safe and secure housing and a better quality of life. The Army has fully implemented the Tenant Bill of Rights to further protect Soldiers and families and has established new incentive-fee metrics to hold privatized housing companies accountable for maintenance and customer service. In addition, the Army will include revised language in any new ground lease to require housing companies to ensure they are meeting their obligations, including by complying with quality assurance plans. The survey was conducted by CEL & Associates, Inc. — an independent, third-party firm — using standardized questions prepared by the Department of Defense across all military services. An online survey link was emailed on Jan. 11, to more than 90,000 residents living in privatized, government-owned and government-leased housing on Army installations across the globe. Participation in the annual survey is voluntary and confidential — no personally identifiable information is shared with DoD or privatized housing landlords. How to get your kids up to date on vaccinations by Janet A. Aker Military Health System Communications The COVID-19 pandemic drove the largest drop in childhood immunizations worldwide in 30 years, and health officials are urging parents to make sure their children are up to date on their shots as they return to more normal routines. “Due to the COVID-19 pandemic, children have fallen behind on their immunizations in the Unites States and globally, increasing the risk for disease outbreaks,” said family nurse practitioner Donna Hoffman with the North Atlantic Region Vaccine Safety Hub-Defense Health Agency Immunization Healthcare Division (DHA-IHD). “Staying up to date on childhood immunizations is essential to optimizing protection against diseases such as measles, hepatitis, pertussis (whooping cough), chicken pox, and tetanus,” she said. The good news: “If your child has fallen behind on immunizations, they will not need to restart a vaccination series,” Hoffman emphasized. Keeping our military kids up to date on vaccinations also benefits our readiness to serve. “Adults can suffer from vaccinepreventable childhood diseases, just like kids,” Hrncir said. “Repeated exposure to your kids with childhood diseases can test your body’s ability to avoid becoming ill. First German NATO brigade troops arrive in Lithuania by North Atlantic Treaty Organisation news Around a hundred German soldiers arrived in Lithuania on Sept. 4, part of NATO’s increased presence on the Alliance’s eastern flank following Russia’s invasion of Ukraine. The German troops make up the command unit of a new brigade, a force usually made up of around 3,000-5,000 soldiers. The soldiers are part of Germany’s 41st tank brigade and arrived in Klaipeda port, Lithuania, by ferry from Kiel, Germany. The unit consists of about 100 personnel, as well as equipment for command and control, communications and logistics. “The arrival of the first German troops as part of the NATO brigade represents an important step in strengthening NATO’s deterrence and defence at a critical time for our security, and sending a clear message that NATO will defend every inch of Allied territory,” said NATO Spokesperson Oana Lungescu. The brigade’s command staff will remain permanently in the

Baltic nation, while combat units will join them on rotation for exercises. At the Madrid Summit in June, NATO leaders decided to strengthen NATO’s forward defences, by enhancing NATO’s battlegroups in the eastern part of the alliance up to brigade level. Germany, which leads the NATO battlegroup in Lithuania, already has some 1,500 soldiers in the country. The four NATO multinational battlegroups were set up in Latvia, Lithuania, Estonia in Poland after Russia’s illegal annexation of Crimea in 2014. They were enhanced earlier this year in response to Russia’s fullfledged invasion of Ukraine, and four new battlegroups are being established in Bulgaria, Hungary, Romania and Slovakia.

that he’s particularly concerned about small suppliers who could more easily go under. The department will be putting out additional guidance shortly to give more flexibility for contracting officers to deal with the inevitable supply chain effects of inflation, he said. LaPlante said DOD shut down the Stinger missile production line in 2008; the production of High Mobility Artillery Rocket System was shuttered between 2013 and 2017; and the Tomahawk missile production line was barely active. Then suddenly, Ukraine needed those weapons, he said. “If you put yourself in a CEO’s shoes and say, ‘wait a second year; I’ll build this gleaming new production facility waiting for the contracts,’ and it’s 2025,” he said. “And you say, ‘you know what, that HIMARS thing that was yesterday; we’re stopping.’” The department signs multi-

year contracts for ships and airplanes but not for munitions, he said. “We need to do it [for munitions], because that’ll stabilize the supply chain. That’ll send a signal to industry to say they’re in it for the long haul, and we can make the commitment.” The department is working with Congress to try to get a fund that will keep munition production lines open and running so that when a foreign military sales case comes along, such as for Taiwan, the munitions will be available. U.S. taxpayers need to be comfortable with supply lines producing things that the U.S. may never use but may be needed in places like Taiwan or Ukraine, he said. LaPlante also mentioned that investments need to be made for building redundancy as a backup in case problems occur with a supplier, adding that the department has taken steps in that direction.

824th BDS, Bravo Flight Squad 1 leader summarized. The 824th BDS embodies the principles of Agile Combat Employment as a self-sustained unit. The squadron is made up of several different Air Force Specialty Codes that provide a unique interoperability skillset within the squadron. Members in the unit are trained by individuals in different AFSCs to help multiply the unit’s efforts during missions. “A big part of my job is doing education with my unit,” Tech. Sergeant Summers Teeters, 824th BDG Independent Duty Medical Technician explains. “When we’re back home and we’re training, I try to integrate as fully as I can with them so we know what each other’s missions look like. This helps to set us up for success when we go into real-world situations such as this.” Deployments like this offer great opportunities for new Airmen like Airman 1st Class Austin Waters, 824th BDS fire team member, to put their training into action and learn from their teammates. “My leadership motivates me to do more training and get more certifications,” Waters says. Members of the 820th BDG have many unique opportunities to attend different Army and Air Force schools to better equip them to operate in joint environments. “We have amazing leadership that push us to be better each and everyday.”

Air Force demonstrates defense-wide leadership through energy resilience readiness exercises by Secretary of the Air Force Public Affairs The Department of the Air Force recently conducted its first regional energy resilience readiness exercise across three geographically proximate installations — Schriever, Buckley, and Peterson Space Force Bases in Colorado — to simulate the potential complexities of a widespread electricity outage. Thanks to this accomplishment, the Department of Defense has now conducted 10 ERREs since fiscal year 2020. On 19 Nov 2020, JB McGuire-DixLakehurst, New Jersey, conducted its first Energy Resilience Readiness Exercise (ERRE) to test the installation’s resiliency in the face of threats. In this photo, SrA Taylor Tritten, an Electrical Systems Journeyman from the 87 CES, operates a switchgear as part of the ERRE. ERREs are helping the DAF address challenges brought about by asymmetric threats to enabling systems like energy and water, changes to the global climate, and increasing complexity and interdependency of missions and infrastructure. The

exercises help installations ensure mission continuity by testing the impacts of a disruption in commercial electricity to the installation, such as would occur in a natural disaster. Under this controlled environment, complications can be more easily mitigated before an actual unplanned disruption occurs. “ERREs simulate the impact of an event that cuts electrical power to an installation so that we can better prepare for, fight through, and recover from an energy disruption,” explained Deputy Assistant Secretary of the Air Force for Environment, Safety and Infrastructure Nancy Balkus. “These exercises not only uncover resilience gaps and hidden infrastructure interdependencies, but also help us prioritize future investment decisions to be better prepared to deliver power when and where needed to protect our nation, our values, and our interests,” she added. SAF/IEE has worked tirelessly to establish ERREs as a cornerstone of both mission and energy assurance efforts across the enterprise and to solidify the DAF as a resilience leader within the DoD. The DAF holds the distinguished honor of conducting

the DoD’s first joint base ERRE at Joint Base McGuire-Dix-Lakehurst, New Jersey, the DoD’s first simultaneous multi-installation ERRE at Wright-Patterson AFB, Ohio and Springfield-Beckley Air National Guard Base, Ohio, and the DoD’s first Control Systems Resilience Readiness Exercise at WrightPatterson AFB. The DAF has developed a set of guiding criteria to ensure exercises provide an accurate test of mission capabilities. Outage exercises are base-wide, conducted during periods of peak electrical demand, and disconnect the installation from its primary power source for 12 hours. Prior notification of the exercise, including details such as the date and time, are kept on a “need-toknow” basis to preserve the authenticity of the outage event. ERREs are already producing valuable information as to where the DAF can improve installation energy assurance. ERREs have revealed key insights and findings around communications plans and protocols, backup generation, and safety system preparedness for power outage.

Using these insights, the DAF began organizing monthly collaboration meetings with the Department of the Army and Navy to discuss ERREs across the services in FY22. These discussions provide a venue for the services to share lessons learned and best practices, develop policy and guidance, and collaborate around program structure. SAF/IEE continues to build upon the momentum from the past two years to solidify ERREs as part of DAF’s broader readiness posture. In June, Joint Base Charleston, South Carolina, successfully completed

an approximately 12-hour ERRE across its multiple geographically separate facilities, which included more than 43 mission partners. By the end of the fiscal year, the DAF will also help lead the first ERRE at an Air Force Reserve base. Looking ahead, the DAF will continue to execute five ERREs per year through at least FY27 in accordance with the requirement in 10 USC §2920 and with a focus on mission priority installations. And, by FY 2024, execution of the ERRE program will fully transition from SAF/IEE to Air Force Civil Engineers Directorate.

Origins of the Festival In the 12th century, local farmers and wine growers began to gather to sell their produce to the pilgrims heading towards the chapel on top of a nearby mountain, Michaelsberg. By 1417, the event was known as Michaelismarkt and over the next few centuries, it grew into a three-day fair. It was first called Wurstmarkt in 1832, simply because a large number of sausages were sold during the fair — the name stuck and the market morphed into what it has become today. St Michael’s Chapel Enjoy a short walk to the Michaelskapelle (St. Michael’s Chapel), which sits on the Michaelsberg above the market. Up until the 15th century, pilgrims walked up the hill on St. Michael’s Day, and this is the origin of the

Wurstmarkt festival.
