COMMENTARY: A message from 86 AW commander To all service members, families, and friends of the greater Ramstein area – For three weeks, we have conducted one of the most consequential and expansive humanitarian missions in the history of the United States. Since Aug. 20 more than 200 flights and 35,000 Afghan evacuees have arrived at Ramstein Air Base, where you have sheltered, fed, and cared for them. Your determination and dedication to accomplishing this mission has been remarkable. There are endless heartwarming stories and acts of kindness occurring at Ramstein. Babies born on the flight line and Landstuhl Regional Medical Center; soccer games with military members and children in the pods; reunions of families and friends who were separated during travel but reunited here; and countless individual acts that give hope to each person transitioning to a new life. While this mission has been unrelenting and ever-changing, each of you – Airmen, Soldiers, Guardians, NGOs, German Polizei, civic leaders,
interagency, host nation partners, and countless family members — have done more than could ever be anticipated, asked, or expected. You have gone beyond the call of duty and have once again defined selfless service. Over the next couple of weeks, we will continue to care for and protect our guests as they prepare for their onward journey. Please continue to take care of yourselves and each other as exhaustion sets in. This is a physically and emotionallydemanding operation, and we need each of you to emerge from this experience strong and resilient. We are saving lives. We are providing hope. We are showing compassion. The United States military is the greatest force for good in the history of the world, and each of you prove that every day. German allies partner with RAB in support of OAR Story and photos by Senior Airman Kiaundra Miller 86th Airlift Wing Public Affairs The German military sent 200 volunteers to Ramstein Air Base, in support of Operation Allies Refuge throughout the months of August and September. The arrival of the German military came in response to tremendous demand and a limited number of U.S. military members being capable of supporting due to normal mission operations remaining unchanged. “It’s been immensely helpful having this joint effort and having everyone come together as a team,” said U.S. Air Force Capt. Todd Locke, 786th Civil Engineer Squadron explosive ordnance disposal flight commander and Pod three commander. “Ramstein can only provide so many additional bodies, having the augmentation of the Germans and the other services that are here helping have been huge. We’ve gone from 20 volunteers trying to take care of 3,000 to close to 60.” Despite the short notice, the German military response and integration with American and other allied countries was nearly immediate. Upon hearing about a potential response being needed, the German military had their teams sitting alert until their services were officially requested. “We spoke to our forces to make a reconnaissance team to see where we could support and where it was reasonable to support, from there I prepared the participating military police companies and placed them on hold,” said German Feldjaeger Capt. Roman Kraus, leader for the coordination of the military police at RAB. “Once we heard we were good to go, I alerted all of our supporters to get in their cars and come here as fast as possible, and by the next day, we started our entire response.” The German military response has benefited the Afghan evacuees by giving them access to food more quickly and ensuring sufficient support to provide other needs within the pods are met. “The German services have been a big help with food distribution, interacting and playing with the kids.” Locke said. “They’ve been providing a safe environment for everyone, as well as crowd control. When we have contractors in to clean the facilities, they’ve been helping the truck through and are able to communicate with the German truck drivers, bridging the gap of the language barrier that we have.”

Partnerships like this are what the U.S. Air Force strives for. Providing opportunities to work together in unity and promote mission readiness globally remains at the forefront of every mission. “Anytime we have the opportunity to work outside of our branch, especially in joint and different environments, we learn their operations and understand how to communicate with them,” Locke said. “It allows us to learn the different nuances surrounding their culture and military; learning their rank structure, how they operate if they’re put in a situation similar to OAR or something completely different. We understand how their military is built, what the different sections are, and know their culture, it helps us bridge that gap quicker.” Missing something in your life?

by Senior Airman Kiaundra Miller 86th Airlift Wing Public Affairs The 86th Communications Squadron, with the help of the 786th Civil Engineer Squadron and Vodaphone, activated a oneof-a-kind, 5G mobile cell truck at Ramstein Air Base, Sep. 3. For Operation Allies Refuge to run efficiently, Airmen need internet access along the flightline to perform their duties and assist evacuees to other transient locations. “The Department of State and other government agencies are processing evacuees through hangars and in order to do that, they’ll need internet connection,” said U.S. Air
Force Master Sgt. Katrina Williams, 86th CS section chief of plans and requirements. Operation Allies Refuge is bringing Airmen from all over the world to Ramstein to help assist the mission. “With so many volunteers coming in to help, the cell phone coverage has been very saturated,” said U.S. Air Force Tech. Sgt. Ron Richards, 86th CS noncommissioned officer in charge of cable operations. “5G provides more capability, faster bandwidth, better speeds and it’s more reliable.” 86th CS Airmen also partnered with TKS to provide a WiFi connection inside each of the hangers. For the WiFi coverage to work properly, a mobile cell tower was needed in the

area due to the connection on the flightline being poor. “We’ve supported hangars one, two and five,” said Richards. “We set up communications for the Joint Mobility Processing Center to help the in-processing folks and I know we were able to cut the Department of Homeland Security processing times down from what they originally were.” The 86th CS has expanded NIPR access to Airmen along the flightline, like setting up equipment for the religious practices of evacuees, among many other things for OAR. “Without communications, you’re back in the stone age out there,” said Richards.

US Space Force provides support during Operation Allies Refuge by Airman 1st Class Alexcia Givens 86th Airlift Wing Public Affairs U.S. Space Force Guardians from the 603rd Air Operations Center, North Atlantic Treaty Organization Space Center, are volunteering around-the-clock to support Operation Allies Refuge. Members of the 603rd AOC didn’t hesitate when tasked for OAR support. “We saw the call for volunteers, and we’ve volunteered to do all sorts of things to make sure evacuees have what they need,” said U.S. Space Force Capt. Justine Pescetello-Parr, 603rd AOC space weapons operator. Guardians have provided support, from processing evacuees as they get off the aircraft to helping out in the pods liaising between evacuees and lifting spirits. “I've met a lot of amazing people,” said U.S. Space Force Maj. Matthew Leines, 603rd AOC deputy director of the NATO Space Center. “I had an individual ask me about the Space Force because he didn't
know America had one. And I said, ‘I thought you guys were looking for flights to the moon!’ and he started laughing then added ‘‘thank you so much. I needed to laugh because it's been such a hard week.’ That is why we're here not just to provide lodging but also to help raise morale.” The 603rd AOC is part of the NATO Space Center which materialized after NATO officially acknowledged space as an operational domain. “Guardians are starting to develop space as an operational domain for all the countries and trying to be a focal point for the 30 nations representing NATO,” Leines said. Ramstein priorities during the largest airlift in U.S. history are to provide security, food, shelter and hygiene for the evacuees. “I’m glad we’re able to help these individuals,” Pescetello-Parr said. “We’re talking about our fellow American citizens and our fellow (mankind) that helped us conduct operations for over 20 years.”

CBCS provides mission readiness to OAR, Ramstein

by Senior Airman Kiaundra Miller 86th Airlift Wing Public Affairs Combat Communication Squadrons from all over the U.S. Air Force participate in Operation Allies Refuge while maintaining communication capabilities through Ramstein Air Base, since the beginning of the operation. Airmen from the 291st, 292nd and 147th CBCS have been on a temporary duty assignment to Ramstein since April. Originally sent here to provide aid to Ramstein’s 1st Combat Communications Squadron, the Airmen are now assisting both Operation Allies Refuge and the 1st CBCS. “My initial role for this TDY was to support the 1st Combat Communications Squadron with the European Deterrence Initiative,” said Tech Sgt. Nestor
Chaco, Hilo Air National Guard Communications Station’s 291st CBCS cyber systems technician and OAR augmentee. “We would set up equipment that provides communication through NIPR, SIPR, voice, radios, and power if needed. Now, I assist with trash, crowd control, food services and issuing things like blankets, clothing, shoes, footwear and a lot of baby items.” Providing methods of communication and air traffic control services throughout Europe, Africa, and the Middle East is something made possible by Combat Communication Squadrons for the Air Force. “Combat communications is vital to all Air Force communications,” Chaco said. “Without the ability to communicate, no one has any knowledge of operations and individuals are left unknowing.”
Not only do Combat Communications Airmen communicate with Airmen from their career field, they also communicate and work with different branches throughout NATO. “We’ve been working with the Croatian military, the Icelandic Coast Guard, and the German military,” Chaco said. “Working with our national counterparts shows we have a strong partnership and are prepared for any mission at any time regardless of the location.” In addition to providing communication, TDY combat communications Airmen are supporting Operation Allies Refuge, 24/7 to ensure evacuees and local Airmen are cared for. “It’s not always pretty work, cleaning up after people, organizing food, getting people lined up who don’t speak the same language as you and trying to find people

“Thracian Summer is a multi-national, tri-wing U.S. Air Forces in Europe run exercise,” said Capt. Shane Brouillette, Thracian Summer 2021 mission commander. “It gives us an opportunity to come out and practice agile combat employment, contested operations and operations in an austere environment.” The exercise was designed to challenge the capabilities of the participants by presenting them with the chance to train with mission partners. Along with all of the other events, the players participated in an agile combat exercise to move munitions from a C-130 Hercules aircraft to awaiting F-16 Fighting Falcon
aircraft. This is the first time this has been done in the United States Air Forces in Europe’s history. “We have been given such a great training opportunity here,” Brouillette said. “The men and women from the Bulgarian armed forces are eager to show us what they can do. This training is a great way for us to showcase not only our abilities, but the abilities of our partners too.” Repeated training exercises and collaborations between allied and partner forces allow U.S. and Bulgarian armed forces the opportunity to share their knowledge and experiences to create a stronger international coalition.

“Bulgaria offers us a unique environment to train with our NATO partner,” said Capt. David Tart, 435th CRG lead white cell officer. “We can get training here that we can’t get back at our home station. It also gives us the opportunity to grow together.” Along with training with the Bulgarian armed forces, U.S. Airmen were able to participate in unconventional and specialized events. “We don’t get a lot of opportunities to go out and fly with our NATO partners so for us to come out here and fly our aircraft with theirs offers us a huge opportunity,” said Brouillette. “The country of Bulgaria offers us different types of training
such as landing on a highway, landing at various landing zones and abandoned air force bases.” Because of this exercise, the partnership between the U.S. and Bulgaria has grown over the years and members from both nations are appreciative for the training and friendships they have made. “We are always happy to come out and train with the Bulgarian armed forces,” said Brouillette. “They are such gracious hosts and always bend over backwards to accommodate us and get us what we need. I’m proud to know we have such a dedicated partner on our team and I hope this exercise goes on for years to come.”

US military, joint agencies provide aid to Operation Allies Refuge Story and photos by Senior Airman Kiaundra Miller 86th Airlift Wing Public Affairs U.S. Air Force Airmen, U.S. Army soldiers and other agencies joined forces at Ramstein Air Base, in providing services to Afghan evacuees during Operation Allies Refuge throughout the month of August and September. “Everyone wants to come out, help, and volunteer,” said U.S. Air Force Master Sgt. Richard Pacheco, 1st Combat Communications Squadron cyber systems operations craftsman, but here the senior enlisted leader for Pod three. “NATO allies have come to help, some NATO members have come here on their off-time to play with the kids and help, we’ve had the Red Cross. The whole team is working 12 hours a day cleaning up, organizing food, lining up interpreters for people who don’t speak the same language as you, and finding people in a crowd of 3,000 evacuees.” In addition, 361st Civil Affairs Brigade U.S. Army Soldiers are assisting OAR by becoming liaisons between the Afghan and U.S. service members. “I’m assigned to the 361st CAB, we’ve been activated to come here and provide intercultural communication and support to the U.S. Air Force,” said U.S. Army Capt. Gareth
Anderson, 361st CAB civil affairs officer. “What I am doing is liaising between the U.S. Army and the U.S. Air Force, and between interagency organizations, for example U.S. AID, the U.S. Army, and the task force that is here.” Despite there being long hours and challenges, there are still rewards in situations like these, notably family reunions. During the evacuations out of Afghanistan, families unfortunately disconnected and landed in different Pods and locations. Airmen at RAB work to ensure that if a temporary separation does happen, they are reunited. “I’ve been fortunate enough in my position because it has allowed me to reunite families, it’s one of those things that happen without mass amounts of people hearing about it,” Pacheco said. “We find out about someone who is missing one of their family members and it is our job to find the missing family member if they’re located here. Moments like that are ones that are tear jerkers, where you need to turn your head away while you gain your bearings, it’s been pretty awesome.” Airmen, Soldiers, and volunteers are working around the clock to provide evacuees resources spanning from basic necessities such as food, showers, and shelter, all the way to resources such as reuniting family members.

86 VRS keeps OAR rolling

The 86th Vehicle Readiness Squadron has been a major asset for evacuees seeking resettlement locations during Operation Allies Refuge. The unit’s assistance in OAR started even before the evacuees arrived as they helped transport aircrew to help with evacuation efforts in Afghanistan. “It was hectic,” Staff Sgt. Cole Dredge, 86th VRS central dispatcher said. “And then we went straight from that into [evacuees].” In an average month, 86th VRS
handles 13,000 passengers. During the month of August, the 86th VRS moved over 70,000 passengers. “We’re the first Airmen [evacuees] see when they leave the plane,” said Tech. Sgt. David Martinez, 86th VRS chief dispatcher. “And we’re the last people they see when they depart.” The 86th VRS has also experienced an exponential increase in vehicle requests during Operation Allies Refuge, operating around 15 buses at one time and various heavy equipment vehicles to help other units such as the 86th Civil Engineer Squadron build shelters for evacuees. To maintain demand, the 86th

VRS requested help from other Logistics Readiness Squadrons in the European theater, such as the 48th Logistics Readiness Squadron in Royal Air Force Lakenheath, England and the 31st Logistics Readiness Squadron in Aviano Air Base, Italy. “We can’t just pull any bus driver and stick them on the flightline,” Martinez said. “You’ve got to have a competency card to know how to approach an aircraft and you’ve got the restricted areas too.” Despite the challenges, Martinez has been brightened by the resilience shown by his Airmen. “A lot of times young Airmen see that we’re just driving from point A to point B and they don’t really understand the big picture of what we’re actually doing,” Martinez said. “With all of this happening right here the Airmen are fired up.” Staff Sgt. Brian O’Connor, 86th VRS ground transportation support operator, agrees. “I’ve been in the Air Force nine years and I’ve never been in any sort of evacuation effort on this level,” O’Connor said. “I’m happy to be a part of it and see my Airmen grow doing this.” KAISERSLAUTERN

And that’s just what Soldier for Life Wes Johnson did when he received the call, recently. Johnson, who served as a Soldier from 1988 to 1992, was at home relaxing when Logistics Readiness Center-Ansbach Director Ruth Brock called him. It was well into the evening, and Johnson had just finished an 8-hour work day at the LRC-Ansbach Central Issue Facility where he serves as the accountable officer and manager. Brock, who is Johnson’s supervisor, needed a CIF employee to come back into work. An important mission was underway, and the CIF forklift as well as an
operator was needed immediately. Johnson, who has been working as an Army civilian for about 30 years, could have asked one of his CIF employees to return to work to help, but he wasn’t about to do that, he said. Instead, the former mechanized infantry Soldier hopped into his vehicle and made the drive back to work. By the time he arrived, it was about 7 p.m. He started the forklift up and made the 1-mile trek from CIF to the old fitness center on Barton Barracks. Still not knowing what the mission was, Johnson arrived at the fitness center and was greeted by the LRC-Ansbach director, emergency management personnel and a representative from the American Red Cross. pallets and prepare the pallets to be loaded onto trucks and delivered to Ramstein Air Base that night for Afghan evacuees arriving there as part of Operation Allies Refuge. Johnson immediately jumped into action and went to work. “They were already moving the items up to the door so I could get them out of the building. We staged them outside because we had to wait for the trucks to come that night. The trucks got there about 1 a.m., and we loaded the trucks for about an hour and a half or so. And that was that,” said Johnson. “At the time, I thought those kits were going over to Afghanistan, and the Red Cross was going to need them to help the people over there,” said Johnson. “I didn’t actually know that Afghan people were being flown into Ramstein Air Base and being housed there.”
“But anytime I can help people, hey, let me help,” said Johnson, who first arrived in Germany in 1989 and has been here on and off for over 20 years. “I told the LRC director if there’s anything else I can do, put my name in the hat so I can help these people more.” “It’s makes me proud to be of help, to give my little two cents worth of whatever I can do — to represent the 405th AFSB — and to help these people out,” said Johnson, who worked for the Defense Logistics Agency at Robins Air Force Base, Georgia, for 10 years before coming back to Germany. “I wish I could go and help them some more.” Johnson said he worked for about 8 hours that evening supporting the Operation Allies Refuge mission. He worked late into the night and early into the morning the next day to get the job done.
“That’s what America’s all about. When people are in need, we help. That’s what we do,” said Johnson, who has been working as the CIF manager in Ansbach since 2018. “I like working at LRC-Ansbach. I like my leadership, and Ansbach is a nice little quiet Bavarian town. The family likes it, and I like it, too,” said Johnson who has three children and has been married for about 12 years. And as far as working at CIF where Johnson and his team issue Soldiers stationed in Ansbach all the equipment they need for use in garrison and during combat deployments, the CIF manager said it’s all about supporting the warrior. “That’s the main reason we are here — for the Soldiers. We are a support unit so that’s what we do — we support,” he said.

‘Overclocked’ garrison operations team works behind the scenes

In the world of computer gaming, the best personal computers are rigs with the ability to process massive amounts of data and turn that into breakneck performance and victory. The central processing unit, or CPU, which runs the whole show, usually dictates performance. As the focus of Operation Allies Refuge has shifted from Ramstein Air Base to U.S. Army Garrison Rheinland-Pfalz’s Rhine Ordnance Barracks, the power to analyze tasks and turn that data into action has never been more critical. The Army site near Kaiserslautern has become a hub as evacuee operations continue, and as many as 5,000 travelers call this place a temporary home. Enter the garrison’s Emergency Operations Center. The EOC stems from the Directorate of Plans, Training, Mobilization, and Security and is the CPU of this operation, executing incoming instructions, turning them into garrison performance. EOCs are formed around emergent crises and events as dictated by the garrison commander. The EOC consists of about 20 representatives from affected garrison directorates who serve as a single focal point for incoming and outgoing garrison-related tasks during OAR. Henry Kaaihue, DPTMS director, said as Operation Allies Refuge has scaled up here, so have the responsibilities of the EOC and his behindthe-scenes operations team. “This is a vital military mission,” he said. “Everyone on the team is working very hard to ensure safety and security of personnel and to show that we can achieve success on all fronts of garrison support.”

The seven-days-a-week EOC operation is, in gamer jargon, ’overclocked,’ meeting twice a day on the third floor of the garrison headquarters building. EOC members gather to review massive tasks lists and assess the situation. Many have at least one mobile phone, sometimes two, and one is either ringing or in use. They are also in constant contact via email 24 hours a day. Every good CPU needs a lot of RAM, or random access memory. So, DPTMS manages tasks on a

running spreadsheet. Tasks are coded like traffic lights to indicate their status: red, amber, or green, updated during the daily meetings. The current list runs about 50 deep, from extending hours of operation at gyms to coordinating barracks support for supporting Army and Navy units. Linked at the hip with the EOC, the DPTMS operations division is the “task manager.” Like a Windows operating system’s Task Manager — monitoring and controlling the various applications and processes — DPTMS ops collects and controls all garrison tasks and requests for support. The team then analyzes and assigns them to the appropriate directorate. Ops also monitors resources and manpower in use, determines priorities and decides which directorate or task requires more attention. Ops then levies the appropriate bandwidth via the EOC. George Brown III, a retired Army officer and Afghanistan veteran, represents the garrison’s Directorate of Public Works on the EOC. He said flexibility has been vital to getting things done, and there’s always something new. “I have an alarm set on my phone every 15 minutes,” Brown said. “It reminds me how often things can change.” Across the ’motherboard’ of this
operation, action is confined to four of the garrison’s 31 sites: Rhine Ordnance Barracks (the central location where travelers stay) as well as Sembach Kaserne, Miesau Ammo Depot, and Baumholder Military Community, where supporting forces bunk. The garrison may use buildings and resources on Pulaski Barracks later if needed. Efforts by military, civilians, and contractors are all considered as the EOC makes calls on things like heating living facilities, police and fire activities, safety inspections, and more. Lee Lewis, the Directorate of Emergency Services representative for the EOC, said the military police portion of the effort has been bustling. “Our support to Operation Allies Refuge has been multi-faceted, and it’s a mission every single one of our team members is proud to carry out,” he said. “This is truly a joint, team effort across many agencies.” Brown said as DPW has success in completing tasks and capitalizing on opportunities, so goes the garrison. “The whole DPW Team has been so very understanding with all the changes and has a lot of pride in the opportunity to bring the solutions to help. I spent a year in Afghanistan working directly with many wonderful locals. It
hurts to see what is going on now over there, but at least I am still able to help with this operation,” he added. After each day’s second meeting, Kaaihue provides garrison leaders with a ‘boots-on-the-ground’ assessment of garrison support. Garrison leadership’s feedback fuels future tasks and how overall garrison support for OAR — led by the 21st Theater Sustainment Command — rolls on. “It’s vital the commander has a no-kidding assessment — exact and complete — of what’s happening. We want to ensure he can provide the most accurate updates up and down the chain of command, and we want to ensure we are executing this mission with success,” Kaaihue said. Col. Vance J. Klosinski, USAG Rheinland-Pfalz garrison commander, praised the EOC’s performance in achieving the Installation Management Command-Europe mantra of ‘Ready Garrisons.’ “Everyone from the garrison working on this mission understands the urgency. Our team is ready for this mission and is proceeding with professionalism, agility, and speed,” Klosinski said. “The work the EOC and so many in the garrison has done has been remarkable.”

For the 405th Army Field Support Brigade, one Army spouse has been able to do just that — but in her case she does it for an entire battalion and now hundreds, if not thousands of Afghan evacuees in need. Katie Weschler, the spouse of Maj. Leonard Weschler, arrived at Army Field Support Battalion Mannheim, 405th AFSB, in July. Married in December last year after meeting her Army husband when he was a Defense Language Institute company commander at Presidio of Monterey, Katie is a new Army spouse. And her husband is now the battalion’s new executive officer. “She literally showed up to the battalion only about a month ago and has already done so many amazing things,” said Lt. Col. Brian Astwood, AFSBn Mannheim commander. “Her background is crisis communications management and Red Cross volunteer support as well as journalism. She’s putting all that experience to use here and more, and we really really appreciate her.” When it was announced that Ramstein Air Base and Rhine Ordnance Barracks in Kaiserslautern would be used to support thousands of Afghan evacuees as part of Operation Allies Refuge, Katie leapt into action to help. “I put out an ask on Sunday on my personal social media pages, telling everyone I knew that there was a huge need for clothing, blankets, supplies — and if you wanted to donate, here’s how,” said Katie. “I was honestly expecting between $500 and $1,000.”
“We hit $2,000 on Monday, then $3,000, then $4,000 and now we’re up to $6,500 in cash donations,” said Katie, a native of Simi Valley, California. Katie — who holds a bachelor’s degree in broadcast journalism and a master’s degree in public policy from California Polytechnic State University — had already started volunteering at the Red Cross on Ramstein Air Base, supporting the Operation Allies Refuge mission there. With thousands of Afghans evacuees flying into Ramstein — many of whom Katie said are traveling with nothing more than the clothes on their backs and the shoes on their feet — the daughter of a firefighter and granddaughter of a Red Cross nurse knew she had to do more. So with the money she raised, Katie and her husband went on a shopping spree. “We went to a local store at a mall here, and we bought a bunch of shoes, jackets, bras and other needed items,” Katie said, “and we’re planning on doing another
trip for whatever supplies are still needed after today — probably more jackets and blankets.” Katie said all the items purchased were brought to a sorting center on Ramstein Air Base where they were sorted into donation piles, along with loads more of donated items from across the Kaiserslautern Military Community. From the sorting center, the items she bought as well as all the donations from people from across the KMC — both Army and Air Force — will be taken to the fulfillment center, closer to where the Afghan evacuees are staying, Katie said. “For many families – from what we’ve seen in the last few days – they really do need everything,” Katie said. But Katie didn’t just gather donated money from friends and family on social media and go shopping. She’s spent countless hours working at the Red Cross and at the sorting center on Ramstein – and more importantly – she’s brought the 405th AFSB’s Mannheim team into the fold.

She’s doing amazing work.” “It’s just really heartwarming to see the generosity of all these
people,” Katie said. Participating in something like this with a group of people — especially when it’s a battalion headquarters — helps build comradery and brings people together, said Katie who enjoys ballet and traveling when she’s not volunteering for the sake of others. “It helps build lasting relationships,” the 32-year-old Army spouse said, “and it makes a difference in people’s lives.” “I just knew we had to do something,” said Katie.

DAF announces mandatory COVID-19 vaccine implementation guidelines for Airmen, Guardians by Secretary of the Air Force Public Affairs Secretary of the Air Force Frank Kendall directed the COVID-19 vaccine implementation guidelines for Department of the Air Force total force military members Sept. 3, in accordance with the Secretary of Defense mandate last month. The service implementation plan requires Airmen and Guardians to be fully vaccinated against COVID-19 by the following dates, unless seeking an exemption: • Nov. 2 – Active Duty personnel • Dec. 2 – Air National Guard and Air Force Reserve personnel Vaccinations will help ensure
service members’ health and safety while preserving the department’s readiness and ability to execute worldwide air and space forces missions, according to department leaders. “We are taking an aggressive approach to protect our service members, their families and their communities from COVID-19 and the highly transmissible Delta variant,” said Under Secretary of the Air Force Gina Ortiz Jones. “As members of the nation’s Armed Forces, our Airmen and Guardians must be able to respond to situations around the globe — being fully vaccinated will help us safely meet the readiness requirements that our national security depends on.” Mandatory vaccination through a military provider will initially only include the Pfizer-BioNTech mRNA COVID-
19 ® vaccine (widely referred to as “Comirnaty®” upon receipt of U.S. Food and Drug Administration approval), which is currently the only vaccine approved by the FDA. Airmen and Guardians may continue to volunteer to receive the COVID19 vaccines approved under Emergency Use Authorization, including Moderna, Janssen and AstraZeneca, from both military and civilian providers. Service members are considered fully vaccinated two weeks after completing the second dose of a two-dose COVID-19 vaccine, or two weeks after receiving a single dose of a one-dose vaccine. This includes one or two-dose options authorized under EUA or full FDA approval. Airmen and Guardians who have proof of vaccination documented in their medical records
per this definition will be considered as meeting the vaccination requirement. Prior to receiving the COVID19 vaccine, service members have access to healthcare providers and chaplains to address questions or concerns with COVID-19 vaccination. Additionally, commanders must consult with their servicing Staff Judge Advocate for additional guidance on vaccination non-compliance. Exemptions Service members have the option to apply for medical or administrative exemption, including religious accommodations. The process for obtaining exemptions for all mandatory vaccinations is provided in AFI 48-110_IP, Immunizations and Chemoprophylaxis for the Prevention of Infectious Diseases,
for medical exemptions, and DAFI 52-201, Religious Freedom in the Department of the Air Force, for religious accommodations. No exemptions from the vaccine will be approved solely because Airmen and Guardians have an approved retirement or separation date. Vaccination non-compliance Any refusal to receive the COVID-19 vaccine, absent an approved exemption or accommodation, may be punishable under the Uniform Code of Military Justice (UCMJ). Military commanders retain the full range of disciplinary options available to them under the UCMJ. For more information, Airmen and Guardians are encouraged to work with their chains of command and local military treatment facilities.

Where is everyone? It had been an ongoing mystery. All along the beach and small downtown of Cala Millor, the cafes were nearly empty. Oh, I would see a duo having some drinks, or a family getting gelato here and there. But it was noticeable how each evening my family, and my friend’s family who traveled with us, would be some of the very few actual diners in the open-air cafes that make a visit to Spain enjoyable. At the same time, the restaurants inside hotels along the beach were packed – stuffed with people in their glass-walled dining rooms. Mystery solved: Most tourists were getting the all-inclusive meal packages at their hotels. Our server was quite glad we decided against it. “We’ve lived here 20 years,” she said, “and it’s never been so bad.” The local cafe scene has suffered greatly with the coronavirus pandemic, and now that tourist dollars are returning they find themselves still struggling. Hotels offering all-inclusive packages keep the money in their own hotel dining rooms instead of spreading the wealth to the village cafes and shops that are in dire need of business.
A few extra steps for travellers Getting to Mallorca right now, in 2021, requires extra paperwork because of COVID regulations. Don’t let that stop you. Here are the steps you need to take: Book your flights, hotel, rental car. Palma is the primary airport. Double-check if your hotel is doing a shuttle bus, many have discontinued due to COVID. Car rentals are cheap. Fill out the FCS (Formulario de Control Sanitario) form at spth. gob.es. You may begin the form anytime, but you need to wait until 48 hours of your arrival to finalize it. Read the directions carefully – there is a security code they will email to you after beginning the form that you will use to access and finish the form. In the end, you will
have a QR code printout for each passenger. Prove you are negative for COVID. You may use a vaccine card, GreenPass, or a negative COVID test. A negative test must be on official paperwork, but can be the free antigen test from your local test center. In Rhineland-Pfalz vist covid19-support.lsjv.rlp.de (Testelle finden on the top left). Your airline may request that you upload these documents in order to print your boarding pass. On RyainAir it was optional, but doing so streamlined things for us as the airport. Have the QR code and COVID test/vaccine paperwork readily available when you land. They are checked multiple times at Palma airport.
Mallorca is great for an easy beachy holiday I lived in Spain a few years ago, but never got to Mallorca as our Spanish friends denounced it as “full of tourists” and “not really Spanish anymore.” My opinion: It is a wonderful place to hit up the beach! Don’t go expecting to experience Spanish culture, though. That’s a different trip. Mallorca is built on tourist dollars. Soak it up. Aside from the new COVID paperwork, the trip is a wonderfully easy way to dip your toes back into travel. English and German are readily spoken. You needn’t worry about ‘Spanishtime’ culture – businesses are open to cater to visitors.
Time to relax During the days, we spent time at the beach or hotel pool. It was a perfect place to soak up some sun and catch up on a book. Our only excursion was a lovely horseback ride along the rocky coast, and a nightly wander in town for dinner. Back at the cafe, I relished the feeling of sitting in the center of a cobbled plaza. There were white stuccoed buildings, orange tiled roofs, and palm trees. I watched kids kid a ball back and forth. The air was warm and smelled of the sea. It felt very Spanish. Then our server came. “It’s so great to speak English; we haven’t had English guests for over a year.” I dug into my fish and chips and I had to smile. Mallorca is open for business.
