Airmen weather missions during Cadre Focus Story and photo by Staff Sgt. Armando A. Schwier-Morales 86th Airlift Wing Public Affairs The blue skies over Eastern Europe are only broken by spotted clouds and the slick Black Apaches racing ahead of vehicles and Soldiers. Behind them is a battery of artillery and even farther behind is an Army general, who ordered the operation on the forecast of an Airman that promised sunshine and blue skies. That Airman is from the 7th Weather Squadron, a weather squadron embedded with the Army providing real-time weather intelligence for Army operations in Europe. The squadron took time away from their duties to meet at Grafenwohr Training Area, Germany, Sept. 14 through 18 to become better battlefield weather Airmen during Cadre Focus 2015. “This week was important because we took Airmen, who are weather forecasters stationed with the Army, trained them on tools and techniques for supporting our Army customers and supporting our allies and missions in Eastern Europe,” said 1st Lt. Sean Miller, 7th WS education See WEATHER, Page 3

President praises retiring Dempsey, incoming chairman Dunford by Lisa Ferdinando Department of Defense News, Defense Media Activity JOINT BASE MYERHENDERSON HALL, Va. — In an armed forces full-honors retirement ceremony, Army Gen. Martin E. Dempsey closed out 41 years of service, and Marine Corps Gen. Joseph F. Dunford Jr. succeeded him as the highest ranking U.S. military officer. Dempsey swore in Dunford Sept. 25 as chairman of the Joint Chiefs of Staff, the highest-ranking U.S. military office. President Barack Obama and Defense Secretary Ash Carter were among the dignitaries who attended today's retirement and change of responsibility ceremony. “We all owe this great country our very best and our fellow citizens our very best,” Dempsey said. “It was humbling to accept this job four years ago and it's humbling to relinquish it today.”

Dunford said he was humbled for the opportunity to represent the men and women in uniform. “They are a true national treasure. My focus in the coming days will be to provide them with the leadership and the support that they deserve,” he said. Obama praised Dempsey for his vision for the military, his moral fiber and his deep commitment to American strength and values. Dempsey served during a time of many challenges, the president said, and managed each one with “integrity and foresight and care.” America has reassured its global allies, ended the combat mission in Afghanistan, and forged new partnerships to fight terrorism, the president noted. “We built a coalition that is combating ISIL in Iraq and Syria and we have bolstered our cyber defenses. We helped halt the spread of Ebola in West Africa,” Obama said. “None of this would have been possible without Marty's

guidance and leadership.” Obama described Dempsey as “one of the finest men that I know.” He picked Dempsey to be chairman of the Joint Chiefs of Staff and previously chief of staff of the Army, he said, because the general had the “steady hand” needed in the moment of transition. “I can't tell you how much I have appreciated your candor and your counsel, and I have seen you build that trust not just with me, but across our military with our troops and their families, with Congress and our allies abroad and with the American people,” Obama said. “Over the last four years, Marty's wisdom, his vision and his character have helped lead the greatest fighting force the world has ever known,” Obama said. Defense Secretary Ash Carter said that before Dempsey became chairman he was already a proven military leader who led the 1st Armored Division during “difficult days,” returned to

reconstitute the Iraqi army, and had been chief of staff of the Army. “Every decision the military leader makes, large or small, touches the lives of our troops. It touches the lives of countless families, it changes the nature of the world and the destiny of the country,” Carter said. “For the men and women who operate during a time of

rapid change and uncertainty, this is the constant weight and responsibility of leadership,” Carter said. Thanks to the unwavering service and commitment of Obama, Dempsey and Dunford to the military, “our nation is nobler and stronger and will be forever more,” Carter said. See RETIRE, Page 6

ANSWER: I understand your frustration regarding access restrictions to major service facilities during the lunch hour on Sept. 24. Multiple awareness avenues were taken via staff meeting presentations, social media and the KA to ensure everyone was informed of the KMC-wide exercise we were conducting with our Army partners, as we anticipated a level of activity we hadn't seen in years. We knew that exercise events would cause major disruptions to base activities and facilities, and our publicity campaign was meant to minimize impact on our personnel and their families - we understand it was not perfect. However, it is imperative that we train as close as possible to how Team Ramstein would execute its mission and resources in a real-world scenario. Thank you for your understanding as we strive to keep Team Ramstein, our family members and the joint community as safe and as “Forward, Ready, Now” as possible.

and training chief. For more than 10 years, Cadre Focus has ensured Airmen were ready to deploy to locations in the Middle East’s mountains and deserts. With drawdowns and a recent increase in deployments to Eastern Europe, the squadron took a look at its training and made some changes. “This year we rebooted Cadre Focus all the way to the ground level and rebuilt it around Eastern Europe and Operation Atlantic Resolve, what we are engaged in right now,” said HIRE, from Page 1

welcomed to the workshop. “We won’t turn someone away just because they are not active duty,” Milo said. “We know spouses are just as much a part of the military as their loved ones. Having to constantly move or unable to start a career are just a couple challenges spouses may face, and applying for a job may be difficult if they feel they don’t have skills relevant to what they want to do. “In truth, spouses are just as valuable in the civilian work force as their military counterparts,” Milo added. “Through our guidance, our students gain confidence in their abilities. Chances are they already had the skills required for what they wanted

Page 3 we are doing now, which is making a difference from the Baltic States all the way down through the Black Sea.” So whether they are forecasting in Romania or Latvia, Cadre Focus 2015 enabled the 7th WS to test the squadron’s ability to adapt and overcome new challenges. However, future iterations of the exercise will be improved and are scheduled to be held twice a year, adding more tools and training to Europe’s only battlefield weather Airmen. (See additional photos on Page 8)

Lt. Col. Geoffrey Dawson, 7th WS commander. Dawson said that the curriculum of Cadre Focus 2015 had been adjusted to concentrate on issues seen and lessons learned from the field, such as not having enough weather data to forecast and having little knowledge of the countries’ terrain they are operating in. More than 30 Airmen from around Europe learned and developed land navigation, tactical movements, formations, basic weather forecasting, iridium phones, laser range finders, proper mission and weather briefing

and other forecasting challenges for Europe. “We do (a lot) of the Army weather support mission,” Dawson said. “Everything we are doing here is helping us improve and get better so that we can provide better actionable information to our Army partners.” The 7th WS supports one of U.S. Army Europe’s biggest missions: Operation Atlantic Resolve. “As Operation Atlantic Resolve grows, we are adapting and growing with it, and we are poised to make a difference,” said Dawson. “Cadre Focus is totally geared around what

to do; they just didn’t know how to put it on paper.” While service members are already required to attend the Transition Assistance Program near the end of their military career for generalized information, Hire Heroes USA provides in-depth counseling and takes advantage of small group discussions. “TAPS is a weeklong course that was helpful; however, I feel I have gained more from this twoday course because of the one-onone interaction,” Kiser said. “Hire Heroes is another opportunity to prepare me for the future, and I would suggest it to anyone before getting out of the military.” For more information on Hire Heroes, visit www.hireheroesusa.org.

KMC Fire Emergency Services: Hear the beep where you sleep by Master Sgt. Mark Goenen 86th Civil Engineer Squadron Working smoke alarms can make a lifesaving difference in a fire. That’s the message behind this year’s Fire Prevention Week campaign: “Hear the beep where you sleep.” Along with firefighters and safety advocates nationwide, Kaiserslautern Military Community Fire Emergency Services is joining forces with the nonprofit National Fire Protection Association during Fire Prevention Week to remind residents about the importance of having working smoke alarms in the home and testing them monthly. “In a fire, you may only have one to two minutes to evacuate once your smoke alarm activates,” said Master

Sgt. Mark Goenen, KMC Fire Emergency Services Fire Prevention superintendent. “Being able to hear the alarm and knowing what to do when you hear it are critical to survival. According to the latest NFPA research, half of home fire deaths occur between 11 p.m. and 7 a.m., when most people are asleep. Working smoke alarms significantly increase the likelihood of surviving a fire. This year’s Fire Prevention Week campaign includes the following smoke alarm messages: • Install smoke alarms in every bedroom, outside each separate sleeping area and on every level of the home, including the basement. • Interconnect all smoke alarms throughout the home. This way, when one sounds, they all do. • Test alarms at least

monthly by pushing the test button. • Replace all smoke alarms when they are 10 years old or sooner if they don’t respond properly. • Make sure everyone in the home knows the sound of the smoke alarm and understands what to do when they hear it. • Some people, especially children and older adults, may need help to wake up. Make sure someone will wake them if the smoke alarm sounds. KMC Fire Emergency Services will be conducting home fire safety visits and hosting activities, such as the Kaiserslautern Military Community Center static displays and school visits during Fire Prevention Week, to promote “Hear the beep where you sleep.” Through these educational, family-oriented activi-

ties, residents can learn more about the importance of functional smoke alarms and testing them monthly and other fire safety topics. The week will be highlighted by an open house from 5:30 to 7:30 p.m. Thursday at Fire Station 1 on Ramstein, Bldg. 2303. The event will include a live fire demonstration, fire truck displays, home fire safety discussions and a visit from

Sparky, the fire dog. How heat works in the KMC by the 86th Civil Engineer Squadron How does heat work on base? Our district heat network produces hot water and distributes it to base buildings to provide heat through radiators. During the summer months, so little heat is needed that most of the system is deactivated. Once the temperatures drop to 55 degrees Fahrenheit for five consecutive days and forecasts indicate the average temperature for the next five days will stabilize below 55 F, the heat is reactivated. This is based on a review of the weather data for the past seven years. Within the KMC, the heating season is typically October through May. What do I do if the heat is not currently activated? Conserve the heat you have already. Close the windows and window coverings at night to reduce heat loss. Keep the doors to seldom-used rooms closed to keep heat in the rooms you use most. Take advantage of natural heating. Open drapes and rollladens during the day so the sun can warm the inside

Set the right temperature!

All the speakers at the event lauded Dempsey and his wife Deanie for their unwavering commitment to the military, military families and their own family, which includes three children who have served in the Army and nine grandchildren. Dempsey said it has been his privilege to serve the nation. The men and women who serve the nation are our “most precious treasure,” he said. “They and their families inspire us. Today, we entrust them to our new chairman,” he said. “Our nation and its armed forces remain the world's foremost symbols of strength, of hope, and of freedom,” Dempsey said. “The generation that is now blessed to serve will do its duty and will ensure that our nation remains strong.” Dunford commended Dempsey for his service to the nation. “We're all indebted to General

of the room. If it is warmer outside than inside, open the windows to allow the warm air into the room. Close the windows in the evening when the outside temperatures begin to drop. Once the heat is activated, how do I set the temperature? Your radiator control will look similar to the one pictured below. These controls are very different from the thermostats we see in the U.S. This radiator control is both the thermostat and the valve that controls the amount of hot water flowing through the radiator. For the control to work properly, it must be surrounded by free circulating air. Do not cover it with clothes, curtains or furniture. Remember, radiators do not provide instant heat. Hot water must pass through the radiator, and the heat from the radiator is transferred to the room. Set the thermostat and allow time for the temperature of the room to come up before making any more adjustments. Radiators are usually located below windows, which is normally the coldest part of the room. A

setting of “2” or “3” should provide comfortable heat for the entire room. Often, radiators are constantly adjusted and then windows are opened when it gets too hot. This is a huge waste of energy and money. Last year, the KMC’s heating bill alone was nearly $30 million. By following these simple steps, you will ensure the comfort of your home and workplace, while saving energy and helping to lower the bill. What if your radiator isn’t working right? The thermostat and radiator combination is a simple and reliable system with few moving parts to malfunction. However, if the control valve malfunctions there will be either no heat or too much heat. Occasionally, air is trapped inside the radiator and needs to be removed. Indications that air is trapped inside are knocking or gurgling noises or the radiator only feels hot to the touch on one half. If this happens on base, call the 86th Civil Engineer Squadron Customer Service at 489-6623/7703 or 0631-536-6623/7703. For off-base heating issues, contact your landlord immediately.

Marty Dempsey for his extraordinary leadership, commitment and service, and on a personal note, for many years he has been a great friend, mentor and role model,” Dunford said. Dempsey forever honors the 132 soldiers who lost their lives under his command in Iraq, Obama said, explaining how Dempsey has a box that contains each Soldier's picture and story. “And on top of the box are three words: make it matter,” Obama said. “Every morning, Marty places three of the cards in his pocket so that every moment as chairman, every meeting, every trip, every decision, every troop review, every moment of every day, some of those fallen heroes are with him,” the president said. Dempsey, in closing his speech said, “To all who will continue to serve after, I ask only this in parting, make it matter.”

Legal offers retraining option by Master Sgt. Mary Current 86th Airlift Wing Legal Office The paralegal career field can be a satisfying experience for individuals considering retraining. The primary mission of a paralegal is to assist attorneys in providing legal support to commanders, first sergeants and other key personnel on a broad spectrum of matters including the following: military justice administration, administrative boards, accident and collateral investigations, estate planning and tax assistance. Interested Airmen wanting to retrain can find out more about the 5J Air Force specialty code from the Air Force Enlisted Classification Directory, part two. All applicants must also be interviewed by base legal office leadership. Additionally,

the 86th Force Support Squadron career assistance advisor hosts retraining briefings twice a month. If selected for retraining, Airmen will obtain basic skills required to work at a base legal office such as familiarity with preparing and processing claims, interviewing techniques, knowledge of legal procedures concerning military courts and boards, legal terminology and interpretations, research methods and use of legal publications and civil law matters. Finally, being a paralegal can be rewarding for individuals looking for a career that gives them a challenge, independence in their work, personal growth and, most importantly, a sense of accomplishment at the end of the day. Top 10 reasons vehicles fail inspection by 86th Vehicle Readiness Squadron From cracked windows to auto decals, here are the top 10 reasons your vehicle may fail inspection. 1. Engine, transmission, and power steering fluid leaks The vehicle will be rejected if there is evidence of an excessive leak or an ongoing slow leak of oil, antifreeze or saturation of the underbody of the vehicle. If there is evidence of a slow leak, the undercarriage must be cleaned and re-inspected to verify whether or not there is still a slow leak. Excessive leaks are immediate failures. 2. Worn tires The tread depth of the vehicle tires must be at least one-sixteenth of an inch, 1.6 mm, over the entire tread of the tire. Inspectors will use a tread-depth gauge at any two adjacent major grooves at three areas spaced equally around the outside of the tire to test the depth. Tires will be rejected if the side walls or thread area are dry rotted. Tires with any cords exposed will be rejected and render the vehicle “Unsafe to Operate.” Although not required for inspection and registration, German law requires winter rated tires during snow and icy conditions. It is recommended to have these tires installed on your vehicle before arriving. If your tires have the M+S symbol on the sidewall, then you have mud and snow tires and meet the requirement. 3. Lights and lenses Headlights must be aimed correctly. The inspectors will verify correct adjustment using an authorized special tool. All lights must be securely mounted and function properly. All lighting must be the correct color, position and intensity in compliance with regulation AE 190-1. Damaged or cracked lenses, brake, headlight, tail light, etc., will be rejected. All lighting housing assemblies should be free of moisture and water.

After-market lighting located around the windshield, behind the front grill or underneath the vehicle is prohibited. Painted or tinted lights or lenses are not acceptable. Spotlights on the rear or facing the rear of the vehicle are prohibited. All other spotlights must be covered by a black cover. 4. Brakes A brake-test machine will be used to verify proper brake effort and imbalance. Also, a visual inspection of all visible brake components will be conducted. Dry-rotted brake hoses and excessively corroded metal brake lines or any brake components to include brake rotors will be rejected. Brake lines and hoses improperly installed or kinked are prohibited. 5. Chips and cracks in the windshield Glass in the front, rear or side windows may not have cracks that impair or distort the driver’s vision. Windshields with cracks or fracture damage in the passenger windshield-wiping area over one inch long, 2.5 cm, or star-shaped fractures over one-half inch, 12.5 mm, are not allowed. Any chips or cracks in the driver’s side windshield wiping area are not allowed. If crack exceeds maximum allowed measurements or does not meet AE 190-1 standards, the window must be replaced no matter if it was previously repaired. 6. Driver and front passenger door window tint and U.S. decals After-market transparent or tinted material attached to the windshield must not exceed 4 inches or AS1 line located on the windshield. After-market tint located on the front driver-side window or front passenger-side window are prohibited. The use of decals and material attached to the personally owned vehicle that show connection with the United States, for example old base decals, Air Force decals, flags, etc., are prohibited on POVs with U.S. Forcesprovided German license plates.

7. Exhaust leaks and noise level The exhaust system must be secured tightly and free of leaks. Tailpipes must extend behind the rear wheels or beyond the side edge or rear of the vehicle body unless prevented by the manufacturer's specifications. Vehicles will be rejected if they emit excessive blue or black smoke. All exhaust line parts must be strong enough to resist normal hand pressure applied by the inspector. All repairs to exhaust systems must be made by welding or component replacement. The use of exhaust bandages or putty is prohibited. All motorcy-

cles and automobile exhaust systems will be inspected for noise levels. Noise level may not exceed 95 decibels. 8. Body and frame corrosion, ride height clearance, and loose exterior components Minimum body-ground clearance for flexible body parts, such as ground-effect spoilers or air dams, and metal parts, such as exhaust systems or frame and suspension components, must be at least 9 cm. Vehicles with excessively corroded and damaged frame components will be rejected. Loose fenders, bumpers and any damage with sharp edges that present a safety hazard will be rejected.

9. Incorrectly mounted or not installed license plate License plates will be attached horizontally to the front and rear of the POV at the location prescribed by the manufacturer and the law so that both plates are clearly visible. The rear plate will be centered under a light or placed between lights on either side. Motorcycles and trailers will display one plate attached horizontally to the rear. License plates will be attached firmly to the POV using bolts, screws, mounts or brackets directly on the front bumper. The use of string, See vehicleS, Page 11

wire, zip ties or double-sided tape to secure permanentlyissued plates is prohibited. 10. Improper or missing first-aid kit and warning triangle The first-aid kit cannot be expired and must meet or exceed the legal requirements and standards of the Deutsche

Industrienorm, DIN 13164. You must also have a warning triangle located in the vehicle during the inspection and at all times. Items are available at the local Base Exchange or shoppette. Additionally, although not required for inspection and registration, German law requires one reflective vest per vehicle.

October focuses on domestic violence, abuse awareness Courtesy of 86th Medical Operations Squadron Family Advocacy October is Domestic Violence Awareness Month. This month provides an opportunity for our community to demonstrate its support for ending domestic violence and for the survivors among us. To kick off Domestic Violence Awareness Month, the 86th Medical Operations Squadron Family Advocacy will sponsor a Speak Out Against Domestic Violence event. This event will be held from 2 to 4 p.m, Thursday at the Ramstein Enlisted Club. You can show your support by wearing purple the day of the event, whether or not you can attend. On Saturday, Oct. 24, the 86th MDOS Family Advocacy will also sponsor Resiliency University. Childcare will be provided for this event with advance registration. Most often people correlate domestic violence with physical abuse. Domestic violence entails more than physical abuse. Domestic violence is identified as a pattern of behavior in which an intimate partner uses physical violence, coercion, threats, intimidation, isolation, and emotional, sexual or economic means to control their significant other in a relationship. Domestic violence and domestic abuse are often used interchangeably; however, domestic abuse encompasses all forms of abuse that can occur in an intimate relationship. Domestic abuse does not discriminate amongst race, economic status, gender, religious affiliation, sexual orien-

Page 11

tation or ethnicity. Offenders may be wellknown public figures or the seemingly nice neighbor down the street. It is highly likely that someone in your inner circle is experiencing some form of domestic abuse. Military members and their families are no exception. Increased stressors and the unique culture of the military often magnify and increase risk factors of abuse. The best way to help families manage these stressors is by providing information and support. The 86th MDOS Family Advocacy along with other base organizations provide services designed to assist families, especially during those challenging times. One program now being offered by family advocacy is specifically dedicated to victims of domestic abuse. A Domestic Abuse Victim Advocate (DAVA) is now available to victims 24/7. DAVAs provide private and confidential services. DAVAs conduct risk assessments and assist with safety planning. They also provide education and referrals to community resources based on individual needs and aim to empower victims. In addition, DAVAs assist with linkage to legal services and will provide support at legal and medical appointments. This service is voluntary and free of charge. Everyone deserves to feel safe. If you feel unsafe and do not know where to turn for help or would like more information, contact the DAVA at 479-2370 or 06371-46-2370 or the 24/7 hotline at 0173-628-4624.

TODAY: Roasted potatoes Ingredients • One hand full of potatoes per person • One small onion per person • Salt • Ground white pepper • Margarine

First of all, many Americans know this as home fries but we use much less fat for these. We roast the potatoes in a pan and don’t fry them in a deep fat fryer! That’s why I am talking about roasted potatoes!

Preparation Boil the potatoes the day before, peel them and put them in the fridge over-

night. This will give a much better ren ssult than using fresh boiled potatoes, w which would end up in a mess, looking l roasted mash potatoes and not like like t typical German roasted potatoes! T Take the potatoes out of the fridge and s slice them. Peel the onions and cut t them in half rings. Heat a non-sticking p with one spoon of margarine. Add pan t potatoes and let them roast for 3 to the 4 minutes at high heat before you stir t them for the first time. Add salt and g ground white pepper and let it roast on m medium heat for 3 to 4 minutes. Then add the onions, let them roast and maybe add some more spice, depends on your own taste. Also you may add some more margarine, depends on the potatoes and how much they soak up the margarine. When all of the potatoes have a nice brownish color and they smell awesome, they are ready to enjoy! They are a perfect side dish for many meals. Just try it out!

Warrior Response tests capabilities, builds partnership by Rick Scavetta U.S. Army Garrison Rheinland-Pfalz Simulated chaos at U.S. Army Garrison Rheinland-Pfalz forced U.S. Army, U.S. Air Force and German first responders to react to scenarios of car bombs, hostage-taking gunmen and a suspected chemical attack. Dubbed “Warrior Response 15,” the daylong training event took place Sept. 24 on Pulaski, Ramstein and Smith. Extra security measures were put into place at all Army and Air Force installations in the area, as responders set to work. The exercise tested U.S. Army Garrison Rheinland-Pfalz's command and control capabilities during simulated terrorist attacks. The response included German Polizei and U.S. Air Force security forces as well as the U.S. Army Reserve’s 773rd Civil Support Team, a unique 7th Civil Support Command unit that responds to chemical, biological, radiological and nuclear events. “Protecting military members and

their families is our top priority,” said Col. G. Shawn Wells Jr., the garrison commander. “Training together with the Air Force, our German neighbors and the local Army Reserve unit is essential because this is how we would respond to an actual emergency.” During the scenario, a simulated explosion occurred at Pulaski’s entrance. As first responders from the U.S. Air Force 86th Airlift Wing and local German authorities joined garrison security and emergency personnel at the scene, the situation developed as a shooter nearby took hostages. Meanwhile, in Baumholder a simulated contaminant was found at the post office. “A key element of this training is building the alliance in partnership with our German emergency response professionals,” Wells said. “This exercise was also a great leadership development opportunity.” U.S. and German forces established security as emergency service workers responded. Then, word of a hos-

tage scenario nearby forced leaders to broaden their focus toward a second hostile threat. In Baumholder, the 773rd survey team set up their gear in the post exchange parking lot while awaiting word from garrison firefight-

ers to move forward. Covered in protective gear, the 773rd survey team determined what the hazard was and collected a See WArrior, Page 14

by Sgt. 1st Class Matthew Chlosta 7th Civil Support Command Public Affairs Office SPLIT, Croatia — Soldiers from the 7th Civil Support Command and a U.S. EmbassyCroatia official traveled across the country to assess past humanitarian assistance projects and to recommend future ones, while continuing a strong

partnership with a NATO ally Sept. 11 to 18. The Army Reserve Soldiers from the 457th Civil Affairs Battalion evaluated several HA sites, including: medical equipment at emergency response clinics, a high school dining facility and dormitory roof reconstruction, and an outdoor therapy facility for children with special needs. There are four types of HA

that United States European Command provides, including Humanitarian Civic Assistance, HA, Excess Property, and Minimum Cost, said Diana Marsic, HA project coordinator for the U.S. Embassy in Croatia. The latter type of HA was used to purchase four defibrillators in late 2013 for Croatian emergency medical services, which were assessed by Marsic and the civil affairs team. The machines are meant to jump start a person’s heart when it stops beating. “All four (defibrillators) are still in use,” said Dr. Radmila Majhen Ujevic, a physician at the Institute of Emergency Medicine Split-Dalmatian County. “They save lives.” The defibrillators were donated by the EUCOM HA program. “In the future, we need a CPR machine,” Ujevic said. The assessment of the Outdoor Physical Therapy Facility in Karlovac on Sept. 16 was a high-visibility event, said Army Maj. Kevin Kaufman, chief of the civil affairs planning team. The U.S. Embassy Zagreb

Deputy Chief of Mission, Charge d’Affaires, Margaret Nardi met with the Deputy Mayor of Karlovac Marina Kolakovic and participated in a walk-around tour of the outdoor facility, Kaufman said. “Local news media interviewed both Nardi, who speaks great Croatian, and Kolakovic, both of whom expressed the importance of the facility to not just the physically disabled who use it for therapeutic purposes, but also for the general public who use it throughout the day, and into the evening time, as a meeting and recreation facility,” Kaufman said. The 7th CSC Soldiers felt their HA assessments had a positive impact on Croatia, which emerged from a war of independence in 1995. Croatia joined NATO in 2009 and most recently joined the European Union in 2013. “I think it (the donated medical equipment) made a huge difference in what they’re doing here and hopefully we can foster a good relationship, and we can continue good efforts like this,” said Army Pfc. Carl Youngblood, a civil affairs specialist with the 457th. “There

will always be positive impacts in what we’re doing here in cooperation with them.” In addition, the 7th CSC CA assessment team partnered with the Croatian Army to perform key leader engagements concerning disaster management, which also helped build partner nation capacity. The Soldiers were tasked to determine four things: • If HA/HCA projects in Croatia were effectively implemented and sustained by Croatian authorities • Whether or not existing HA/HCA projects in Croatia are achieving EUCOM and United States Army Europe strategic objectives • How limited funds can potentially be better spent • To gain a better understanding of HA needs in Croatia in order to focus HA/ HCA projects to maximize their effectiveness. The team is proud they were able to make a difference in countries that have experienced political and military turmoil, Kaufman said. “It’s an honor for us to be able to come in and help where we can,” he said.

Chaplain celebrates Rosh Hashanah with Soldiers, civilians from around Germany

by Lt. Col. Jefferson Wolfe 7th Civil Support Command Public Affairs officer An Army Reserve chaplain traveled from his home in Israel to bring together people of the Jewish faith in the KMC to New Year’s services. Chaplain (Maj.) Andrew Shulman, 7th Civil Support Command, conducted the week of services in the KMC Sept. 11 to 18. Services assembled a congregation from the local American military bases, the surrounding German community and other military facilities to celebrate the Jewish New Year.

sample for further analysis, said Capt. Jon Underberg who led the survey team. As part of a premiere 7th Civil Support Command unit, the 773rd Soldiers are also key players in U.S. Army Europe’s outreach to partner nations. The team is committed to supporting U.S. Garrisons overseas, Underberg said. “The garrison is our primary focus. We have to be able to, at any moment, load out and respond,” Underberg said.

“In between England and Israel, it’s about the only place you can find a service in English,” Shulman said. The holiday week included: the last Sabbath of the Jewish year on Sept. 11; Rosh Hashanah services on Sept. 13 to 15; and the first Sabbath service on Sept. 18. Shulman was needed because the Jewish chaplain on Ramstein moved to a new duty station, leaving the base without one. Most of the Rosh Hashanah services were held at the Pulaski Chapel on Vogelweh Kaserne. However, the morning services took place at the German synagogue in Kaiserslautern.

While the Reserve Soldiers often work with local garrison staff, there are always new people to meet as Soldiers and civilians rotate into local units. Training strengthens the bonds that would be needed in a real emergency. “This training helps us build those connections and maintain the relationships that we already have,” Underberg said. Training in Germany is sort of a homecoming for Staff Sgt. Adrian Sherfield, a fulltime Army Reserve Soldier

“Right in the center of town, there’s a small synagogue,” Shulman said. “They love having guests at the synagogue, especially American servicemen.” After those services, the congregation returned to the Pulaski Chapel for lunch. For people who are far away from home, the food and fellowship after the services is very important, Shulman said. “People might have had these dishes since they were kids,” Shulman said. “Food means a lot when they are away from home.” On the first night of Rosh

assigned to the 773rd. Born in Germany, Sherfield returned this summer. At his last unit Sherfield did mostly administrative tasks. By taking part in Warrior Response 15, Sherfield was exposed to greater responsibilities, empowering a junior leader as suggested in U.S. Army Europe’s five pillars of Strong Europe. “For me it’s good experience,” Sherfield said. “I’m glad to have this exercise under my belt.”

Hashanah, there are symbolic fruits that are eaten, and the names of the fruit correspond to best wishes for the new year. “For instance, we dip an apple in honey and wish everyone a sweet new year,” Shulman said. Another traditional activity is to blow the shofar, or ram’s horn, at the start of the new year. “Think of it as an alarm clock for the soul,” Shulman said. “It wakes us up to get us moving toward what we have to do; to get correct what needs to be corrected.” This is the year 5776 on the Jewish calendar, which marks the day Adam and Eve were created, he said. The services were attended by service members from the local area, as well as spouses, civilian employees and local German nationals, Shulman said. In addition, others traveled from around Germany. This kind of congregation is unique because it is so diverse, Shulman said. In the United States, most communities have several synagogues from which people can choose, some more liberal and others more traditional. “In the military, there’s usually just one,” he added. “You really have to cater to everyone in the pews.” This is not new to Shulman, who was a chaplain on active duty before joining the Army Reserve about a year ago. During battle assembly weekend, he typically conducts Friday night services in Grafenwoehr. Shulman travels from Jerusalem, Israel to perform his Army Reserve duties. In his civilian life, Shulman is a student at the Jerusalem Academy of Jewish Studies, where he is a currently pursuing a master’s degree.

Soldiers from U.S. Army Garrison Rheinland-Pfalz, including the U.S. Army Reserve's 773rd Civil Support Team, joined U.S. Air Force and German police for Warrior Response 15. The daylong training event took place Sept. 24 on Pulaski, Ramstein and Smith Barracks.

Soldiers, 25 other nations bond during four-day exercise Story and photos by Sgt. 1st Class Matthew Chlosta 7th Civil Support Command Public Affairs Office LVIV, Ukraine — Soldiers from the 7th Civil Support Command joined the Defense Threat Reduction AgencyEurope and 25 allied and partner nations as part of the U.S. Army Europe “Strong Europe” campaign. The focus gathered in support of the NATO consequence management exercise Ukraine 2015, Sept. 21 to 24. Army Reserve Soldiers from the 7th CSC’s Headquarters and Headquarters Company, the Medical Support UnitEurope, the 773rd Civil Support Team, the 2500th Digital Liaison Detachment and the 361st Civil Affairs Brigade participated in the Euro-Atlantic Disaster Response Coordination Center’s emergency disaster response command post and field training exercise. In total, the 7th CSC sent 25 Soldiers to Ukraine. Overall, the exercise featured more than 1,100 participants, including over 800 Ukrainian civil emergency responders. The mission for the 7th CSC Soldiers was to train for the planning and conducting of foreign consequence management operations in support of NATO allied and partner nations in a realistic training environment, according to Col. Tyra Harding, officer in charge of the 7th CSC effort and the U.S. Headquarters Element during Ukraine 2015. “Three of the 7th CSC missions are foreign conse-

quence management, humanitarian assistance and disaster response,” Harding said. “The goals for the U.S. team in this exercise were to develop relationships and interoperability.” The 7th CSC team was able to meet its training objectives in several ways, Harding said. “The 773rd Civil Support Team participated in various exercise scenarios with Hungary and Poland’s HAZMAT units,” she said. “In addition, the Medical Support Unit-Europe worked with emergency first responders from Spain, Moldova and Ukraine to establish a robust triage site.” During the first two days of the exercise, the 7th CSC and units from different countries trained together, practicing tactics and techniques to learn one another’s standard operating procedures. The goal

Brig. Gen. Arlan M. DeBlieck (left), commanding general, 7th Civil Support Command, listens to a briefing from Lt. Col. Jason Welch, the executive officer for the 2500th Digital Liaison Detachment, 7th CSC, during NATO consequence management exercise Ukraine 2015, Sept. 23.

was to integrate as cohesive partner teams to respond to the exercise scenarios during the final two days. On day three, the exercise portion began. The NATO EADRCC direct staff was in charge of creating and sending out the training events to the participants and observing their responses. “We execute disaster scenario injects and help manage the overall conduct of the exercise,” said Lt. Col. Jason Welch, executive officer for the 2500th DLD, 7th CSC. One of the scripted training events involved an earthquake caused by fracking. The disaster led to a mine collapse, chemical explosion and forest fire. “We’re actually working with several different nations,” said Lt. Col. Valens Plummer, lead physician with the MSU-E. The MSU-E worked with Ukrainian, Moldovian and Spanish emergency services, conducted initial assessments, triaged patients with simulated injuries and transported ‘patients’ from a simulated building collapse. “It has been an excellent experience working with them (the Ukrainian search and rescue),” Plummer said. The U.S. augmented the Ukrainians and worked as a totally integrated team, he said. “I’ve been very pleased

with the interaction we’ve had with them,” Plummer said. “One thing that I’ve actually learned is that it is possible, even though you have different languages, to be able to work together.” An additional technology, called Telemedicine, was also tested during triage. Telemedicine is a NATO Science for Peace and Security Programme with a solar powered satellite dish, connection to a laptop and a video streaming capable camera. Using Telemedicine, Plummer was able to speak to a specialist in Romania, who was able to consult about the best course of treatment for a simulated patient. Also on day three at a different location, the 773rd CST partnered with Hungarian and Polish Chemical, Biological, Radiological, and Nuclear teams to assess suspected sites lead by the Ukrainian and Armenian Search and Rescue units. “We all have different tactics, techniques and procedures, and learning each other’s and being able to coordinate activity and work together has been outstanding,” said Staff Sgt. Shawn McKenna, a site survey team leader, 773rd CST, 7th CSC. “It’s a great learning experience for everybody, them as well as us.” One CBRN scenario on day three saw the combined

U.S. and Hungarian team conduct a site survey. They took samples from the simulated residence of a suspected hemorrhagic fever patient, which were handed over to the Polish CBRN lab for testing. “It was very good to work together to cooperate with the American side,” said Laszlo Csok, team leader of the Hungarian CBRN team. “This mission together was successful, so I appreciate it. It enhanced the cooperation between nations. I hope that we have some similar opportunity in the future to work together again.” Day four included a massive demonstration event with a realistic collapsed building scene straight out of a Hollywood blockbuster. It included smoke, simulated explosions, airplanes, parachute rescuers, search-andrescue canine units and a forest fire, followed by a closing ceremony. “Our participation in this exercise allows us to work with and develop relationships with the allied countries in a non-kinetic environment,” Harding said. “We’ve built strong bonds and communication during this realistic training scenario with our NATO allies and partner nations which will strengthen our ability to respond in the event of a real world disaster emergency response.”

Community flu vaccine events scheduled for KMC Courtesy of Landstuhl Regional Medical Center Public Affairs Office Flu vaccinations will be offered at 28 KMC events beginning today, and Army and Air Force medical officials have developed plans for all service members and Department of Defense civilians to receive their vaccination. The available vaccines include the intranasal FluMist for healthy beneficiaries between the ages of two and 49 and multiple formulations of the injectable vaccine for the pediatric population. At community events, beneficiaries must be 4 or older. Those younger than 4 should receive their vaccination at their military treatment facility Immunization Clinic. Also, those who are allergic to eggs will not be able to receive their vaccine at a community event. To receive their vaccine, they should see their primary care provider. For many, annual vaccination is a requirement and not a recommendation. This includes military service members, healthcare workers, schoolage children, as well as childcare facility employees and attendees. These people should receive information from their unit or organization for guidance on when and where they will receive their vaccination. Both military and civilian beneficiaries are encouraged to attend one of these events which are provided as a

convenience, as wait times should be shorter than those expected at KMC Immunization Clinics. A robust schedule of planned flu vaccine community events will be made available for local communities at locations listed below. Community Center on Vogelweh It is estimated that each year in the U.S. an average of 5 to 20 percent of the population gets the flu and more than 200,000 people are hospitalized from seasonal flu-related complications. Flu seasons are unpredictable and can be severe. Over a period of 30 years, between 1976 and 2006, estimates of flu-associated deaths in the United States range from a low of about 3,000 to a high of about 49,000 people, according to the Centers for Disease Control & Prevention. Some people, such as older people, young children, pregnant women and people with certain health conditions are at high risk for serious flu complications. The best way to prevent seasonal flu is by getting a flu vaccination each year. The flu season in Europe routinely continues through April with the greatest number of cases occurring in January. Vaccine and immunization information is available on the CDC website at www.cdc.gov/vaccines and the Department of Defense Military Vaccine Agency website at www.vaccines.mil For more information, contact the Ramstein Immunization at 479-2549 or 06371-46-2549, the LRMC Allergy & Immunization Clinic at 590-5816 or 06371-9464-5816 or the Kleber Army Health Clinic at 590-2615 or 06371-9464-2615.
