Army Medicine Europe maintains robust COVID testing, reporting process by Kirk Frady Regional Health Command Europe Army Medicine Europe maintains a robust COVID testing and reporting process, ensuring the health and safety of the entire military community across the European theater. At the same time, Army health officials maintain open lines of communication with host nation public health officials responsible for tracking COVID cases. According to Army health officials, the COVID reporting process in Europe has matured over the past several months and has proven to be an effective tool in providing military leadership an overall picture of how the epidemic is impacting the DOD population in Europe. “There are multiple mechanisms and systems in place to ensure senior leadership at MEDCOM and USAREUR are promptly notified about positive COVID cases,” said Col. Scott Mower, force health protection officer for Regional Health Command Europe. “These pro-

cesses have grown better over time and we are continuously searching for ways to further improve them.” “The reporting of this critical information through operational channels allows senior Army leaders in Europe to make better decisions when it comes to force health protection of the overall military population.” Army health officials emphasize that maintaining close relations with the host nation medical offices is critical. “The Departments of Public Health and the Public Health Emergency Officers at RHCE clinics are at the tip of the spear in executing these vital reporting missions,” Mower added. “The PHEOs work closely with their German counterparts at the community level to ensure COVID cases are reported in a timely and accurate fashion. by Russell Toof Regional Health Command Europe Seasonal Affective Disorder, sometimes referred to as seasonal depression, is a condition where a person experiences depression at a certain time of year, most often during the fall and winter months. “People with seasonal depression have the normal symptoms associated with depression: feeling depressed most of the day and nearly everyday, a lack of pleasure or interest in things that they would normally enjoy, and difficulty concentrating,” said Dr. Cheryl Owen, COVID TESTING from Page 1 must be inputted into an electronic disease reporting system just like other serious communicable diseases of public health interest,” said Mower. “The bulk of the COVID reporting work is being done by MTFs and their Departments of Public Health. day, even when it’s cloudy,” she said. “Certainly if the sun pops out, go grab it. Also think of the performance triad. Sticking to a regular sleep schedule, eating healthy, and exercising at least 30 minutes five times a week can help some people avoid these symptoms.” COVID has added additional precautions to just ‘going outside.’ “To the degree you are able, given COVID restrictions, remain social,” said Owen. “COVID can be a particular challenge not only with seasonal depression but for all kinds of behavioral health issues. Most of us miss the opportunity to travel carefree, see friends and

family when we want, visit with neighbors and go out to social establishments. It has required much compromise on what we had envisioned for ourselves over the last few months and likely into the winter.” Owen recommended several resources for individuals with ongoing symptoms. “If you experience ongoing depressive symptoms, take care and do something for yourself,” she said. “Make an appointment with your primary care physician. If you don’t believe it’s related to the seasonal changes, you should make an appointment with a

behavioral health provider. If you have thoughts of killing yourself, please don’t keep those to yourself. People will help. You can tell someone you trust, go to a local hospital or behavioral health clinic or call the military crisis line.”

When it comes to COVID reporting processes across the theater, there is no one-size-fits-all approach and each garrison does it differently, according to Col. (Dr.) Jon Allison, chief of preventive medicine for MEDDAC Bavaria. “The reporting process and timelines vary from installation to installation depending on the local German Gesundheitsamt,” said Allison. “For example, the COVID-19 total positive numbers for Grafenwoehr are sent

to the Neustadt (Weiden) Gesundheitsamt and the total numbers for Vilseck are sent to the Amberg-Sulzbach Gesundheitsamt. This is done on a weekly basis with the assistance of the community health nurses.” Allison says that one of the benefits of Germany’s decentralized local health department (Gesundheitsamt) system is that it allows for the development of close personal relationships between the local clinic health-

care team, and their local German health care department. “Having a transparent and mutually supportive relationship removes potential barriers and fosters a healthy overall climate between military and local community public health officials,” said Allison. “We both value and rely on those relationships to help keep our military community safe and to ensure we are complying with host nation reporting requirements.”

Ramstein humanitarian efforts: 86 LRS ignition to aid

Perhaps people who receive various supplies after a hurricane or an earthquake? All are correct. Humanitarian efforts are about providing care, a mission with which the U.S. Air Force is more than familiar. Depending on the level of crisis, the Air Force brings aid; but how does the process of delivering that assistance begin here at Ramstein? After all, such missions require thorough coordination, communication and, most importantly, supplies and personnel. ENERGY AWARENESS from Page 1 the Department of the Air Force is enhancing combat capability and readiness for our aircraft and installations. “We must be prepared to defend our networks, respond when an event occurs and sustain the fight,” said John Henderson, assistant secretary of the Air Force for Installations, Environment and Energy in a recently released memorandum encouraging continued dedication and support in promoting installation and operational energy resilience efforts.

This is where the 86th Logistics Readiness Squadron spearheads the way. “Our unit’s mission is to rapidly deploy people, parts, petroleum, oils and lubricants, as well as support of the warfighter through teamwork, innovation and excellence,” said Tech. Sgt. Tyler J. Cobb, 86th LRS cargo deployment function section chief. “More specifically here at the CDF, we’re here to ensure we get the parts and equipment to the warfighter through contingency operations.” Everything goes through the 86th LRS first. When it comes to humanitarian efforts, supplies for those in need of aid are at the top of the list. “We get to support their needs by shipping anything from

medicine they need to support their hospitals, personal protective equipment for fighting against COVID and working with our NATO allies and coalition partners to support any and all types of humanitarian needs,” Cobb said. Safety is a top priority and the most compelling evidence for this are the joint inspections, which take place before a flight. “Here at the CDF, everything gets brought to us, aggregated here, and built up into pallets,” Cobb explained. “We make sure everything is airworthy and safe for flight. The cargo is prepped, then the 721st Aerial Port Squadron will come do the joint inspection and ensure the safety of flight is met whenever we load the aircraft.” The 86th LRS had the opportunity

to exercise their capabilities in support of a humanitarian mission to Lebanon earlier this year. “Just recently, we supported the U.S. aid to Beirut through this section,” Cobb said. The mission was a quick turnaround, but Cobb and his team met the challenge with gusto. “My team — they’re outstanding — received the cargo in the afternoon, built [the pallet] from scratch and got all the paperwork generated,” Cobb elaborated. “We were able to get the cargo built and ready for joint inspection that night, then loaded the very next morning.” Teamwork was an integral part of ensuring this mission was a success. Without the outstanding cohesiveness of the 86th LRS, the mission may have been thrown into disarray. Cobb didn’t worry about it, though.

“I have a great team I work with,” Cobb said with confidence. “They check the mission requirements for the day and upcoming weeks. They ensure we’re prepared for any missions that come down the pipe, scrub the information pushed out from the installation deployment readiness cell and make sure we’re capable of supporting the passengers and cargo that are unit line number tasked to deploy [as well as] the personnel who are supposed to be received by us on the inbound.” All of this makes it possible for Team Ramstein to support humanitarian efforts. The 86th Logistics Readiness Squadron is part of what keeps the gateway to the world open and ready for anything that may come its way.

Regional Health Command Europe, DODEA Europe work to keep children safe Story and photo by Russell Toof Regional Health Command Europe Since the beginning of the COVID-19 pandemic, officials from Regional Health Command Europe have been working closely with officials from Department of Defense Education Activity Europe to help ensure DODEA schools are safe places to learn and work. Some 25,000 children attend DODEA schools throughout Europe, and there are roughly 3,500 employees who work in those schools. “RHCE maintains close liaison with DODEA Europe on COVID19 matters,” said Col. Scott Mower, force health protection officer for RHCE. “We have been hosting two weekly teleconferences — one between joint public health authorities and senior DODEA Europe leadership and a second between public health authorities and school nurses.” According to Mower, the primary purpose of the leadership teleconference is to refine COVID-19 outbreak response/ prevention policies and procedural improvements. The nurse teleconference seeks to resolve local issues, discuss lessons learned from each school and encourage dialogue between nurses, preventive/family medicine physicians, public health emergency officers and public health nurses. “Here at DODEA, our expertise lies in educating children,” said Dr. Charles Kelker, chief of staff for DODEA Europe. “We are by no means the experts in public health. We rely on Regional Health Command Europe to advise us on what we need to be doing to minimize the health risks to our students and employees.” According to Kelker, DODEA has robust guidelines and protocols in place that mirror the Centers for Disease Control and Prevention recommendations for schools to remain safe and healthy. “If you were to walk through one of our schools right now, you would see that the flow of the school has adjusted to maintain physical distancing whenever possible,” said Kelker. Kelker added that students and teachers wear masks when they move around the school or are unable to maintain physical distancing. Hand sanitizer stations and cleaning wipes are readily available, and

both students and employees are actively engaged in keeping spaces cleaned. “We also really want to encourage parents to keep sick kids home,” said Kelker. “Our teachers are prepared to work with their students to keep them caught up if they have to miss a few days of school. Taking a little extra time at home to ensure your student is

healthy before sending them back will not hinder them at all, and it will help keep the school, as a whole, healthy.” Mower emphasized the importance of following the advice that’s been given since the start of the pandemic. “Take everyday preventive actions to stop the spread of germs, like frequent hand-washing,

avoiding contact with sick people, practicing good social distancing,

and staying home if you are sick,” said Mower.

In addition, international and interagency partners were invited to participate, including the World Health Organization, the U.S. Centers for Disease Control and Prevention, the Defense Threat Reduction Agency, and the Department of Defense HIV/ AIDS Prevention Program. “At the strategic level, discussing topics of infection control, border security (with regards to outbreaks), incident command and emergency operations centers aids the partner nations in understanding interoperability,” said Maj. John Shepard, 181st Medical Group public health officer, Indiana Air National Guard. “Any opportunity to foster positive and productive relationships with foreign partners for the U.S. and the Indiana Air National Guard is worth engaging.” Topics included threats and opportunities in the COVID-19 environment, best practices in prevention and response to COVID-19, biosecurity threat reduction, and disease management during COVID-19. “What we learn and teach each other are the best processes of how to construct these plans,” said Col. Jonathan Craig Taylor, command surgeon, U.S. Africa Command, mentioning that AFRICOM constructed COVID-19 plans by pulling elements of other plans together into an initial response plan. “So when COVID, or maybe the next

challenge comes along, we are ready.” In addition to sharing and learning from the alliance participants, the conference also provided learning and collaboration opportunities for the U.S. military participants. “Not only do these events allow us the opportunity for more engagement and relationship building with our state partners in Morocco, but they also provide an invaluable experience to network and learn from our active duty counterparts and National Guard colleagues about other programs and initiatives that are currently being developed within these African nations,” said Lt. Col. Carissa Christensen, 151st Medical Group, Utah Air National Guard. Participants also shared current guidelines on COVID19 prevention and treatment, and identified and aligned best practices among partner nations. “This was the first time in many of our lives where we’d seen the whole world affected almost all at once by a single disease,” Taylor said. “APORA has played a very key role as we continue to build our partnerships in this conference and share our best practices to strengthen our global partnership.” By APORA participants sharing their experience, it helped generate discussions and idea sharing. “I always learn many valuable lessons from these APORA events,” said Christensen. “It was nice to see how the countries coordinated their COVID-19 response efforts and the similarities to our own response in Utah. I am always

grateful for people who are willing to share their lessons learned because I believe that the sharing of this information is often at the core for continuous improvement, at both the national and international level.” “The teamwork observed between countries that may have differences outside of the medical field is wonderful to experience,” said Shepard. “We always learn something new. The topics discussed provide insight to their resources and capabilities, and more importantly how they are resilient with what they have. These sessions help provide insight on how to translate our training level to their capabilities to maximize the knowledge exchange.” As the conference concluded, alliance participants were grateful for the opportunities afforded through the virtual APORA conference. “I was very impressed with how well the APORA team coordinated this event,” said Christensen. “The agenda was well-balanced and full of pertinent topics related to the current pandemic. I am grateful for the opportunity to have participated.” Shepard echoed the sentiments. “There are many wonderful members of APORA who go to every conference,” said Shepard. “Getting to know them, the other state partners, and the AFRICOM team has been an experience of a lifetime.” APORA began in 2014 with 12 countries to mitigate the threat of emerging and reemerging pathogens in Africa due to lack of early warning detection and response. Today, there are 26 African countries participating in APORA events and membership is open to any African nation. APORA members are currently developing a manual of best practices and have expanded activities to include table-top exercises and training in public health emergency operations. Airlift Wing commander, presented Staff Sgt. Shranil Kumar, 86th CES Airmen Dorm Leader, with the award for his initiation in standing up quarantine rooms to house a total of 1,535 incoming junior Airmen arriving from COVID-19 high risk areas. Out of caution, any Airman in-processing to Ramstein is required to self-isolate for 14 days. The intent of this self-isolation is to prevent any exposure of the virus to the Kaiserslautern Military Community. In conjunction with Military Family Housing and Vectrus, Kumar prepped self-isolation rooms by sanitizing and inspecting them for any irregularities, such as an old light bulb requiring replacement. This time-intensive effort comes in addition to the host of responsibilities Kumar already owns. As an ADL, Kumar’s primary responsibility is to guide, mentor and lead the U.S. Air Force’s most junior Airmen. While assigned to this special-duty position, non-commissioned officers are expected to perform dormitory inspections, handle in and outprocessing and ensure the dormitories are maintained in working order. With COVID-19, Kumar said the workload of an ADL increased nearly two-fold. “Our process has changed numerous times to cater to the changes we have been going

through with COVID,” said Kumar. “Another big task in addition to the 60 quarantine rooms we stood up is assisting more seasoned Airmen who volunteer to relocate off base. This initiative is in an effort to free up additional dorm space for incoming Airmen.” For Airmen coming straight from technical training, the shift in time zone, continents, and native language in addition to the mandated self-quarantine may be overwhelming for some. With this possibility in mind, Kumar is doing everything he can to ensure the cleanliness of the dorms and the comfort of the Airmen moving into them. A recent example occurred on Oct. 12. While most were able to enjoy a Monday off, Kumar spent his day off preparing dorm rooms after he received a last-minute notification for more than a dozen incoming junior Airmen requiring self-isolation. Additionally, in a partnership with USO and the Defense

Commissary Agency, Kumar led a 12-man team who assembled and delivered more than 170 welcome bags and snack packs for junior Airmen self-isolating in the dorms. Kumar’s initiative has played an important role in preventing the spread of COVID-19. Perhaps equally as important, he boosted the resiliency of Ramstein’s First Term Airmen at the same time. As a result of his actions, Kumar became a “shoo-in” winner for Airlifter of the Week. “This recognition feels great,” said Kumar. “I’m always working hard and am blessed to have the leadership I have that sees me and my peers for what we do. Without them taking the time to write a package for me, I would not be finding myself here.” Though the pandemic may have brought much of the world to a halt, the U.S. Air Force and its people, like Kumar, will continue to take every safety precaution necessary to ensure the mission never stops.

Inter-European Air Forces Academy Completes Aviation Safety Course

Robin Cadow Inter-European Air Forces Academy TALLINN, Estonia — The InterEuropean Air Forces Academy and subject matter experts from U.S. Forces in Europe and Air Forces Africa Safety office successfully concluded a two-week InterEuropean Aviation Safety Program Management Course Sept. 25, in Tallinn, Estonia. Adhering to stringent COVID-19 restrictions, IEAFA delivered its first hybrid course — bringing together 25 students from seven nations. Estonian students attended inresidence with partners and allies dialing in virtually from the Czech Republic, Finland, Greece, Latvia, Luxembourg and Slovakia. IEAFA’s Aviation Safety Program Management course contributes to focused development of a common safety culture and a cadre of NATO and Partnership for Peace aviation safety professionals who together can continually improve the safety of air operations in Europe. Lt. Col. Robin Cadow, IEAFA commander, underscored the importance of such courses. “These classes not only increase ally and partner interoperability, but they also deepen trust on the very human level that organizations like NATO and Partnership for Peace are built upon.” Of significance, this course validated the use of the Air Force’s first-ever Virtual Reality Crash Lab in a learning environment, increasing allied and partner interoperability in conducting aircraft mishap investigations. The VR Crash Lab interactively illustrated how to

collect, protect and preserve mishap evidence. Students were given checklists and real mishap evidence to process and inventory. The VR lab added a unique realism to teach the concepts of mishap response. Students completed blocks of instruction on risk management, air safety, and mishap response, all with the aim of developing their individual skills, performing national missions, developing interoperability with allies and partners and setting the stage for future work in multi-national exercises and operations. Students participated in multiple classroom sessions, “breakout” team sessions where in-classroom tablets brought in-resident and remote students together in small groups and enjoyed guest speakers from USAFE and the Air Force Safety Center. Taking advantage of the challenges created by travel restrictions, Estonian students

visited Amari Air Base while remote students visited their local airfields then briefed fellow students — in effect allowing everyone insight into safety operations at seven airfields across EUCOM instead of just one. Maj. Dwight Rabe, USAFEAFAFRICA Flight Safety division chief, led the instructor team and challenged students to seek out opportunities to see and apply the real-world principles from the course. “It was an excellent learning point for our students to see [Amari] Air Base and the facility and gain a first-hand impression of what flight safety looks like.“ Maj. Christophe Schaber, the first member of Luxembourg’s air force to attend the course, did so from a remote out-station in Spain. “It was a really great experience — I loved it,” he said. “We had a lot of subject matter experts and a big advantage to have so many people

we had another spike in cases starting in early October. Similar spikes were seen in the local community and surrounding areas, most likely due to the relaxation of restrictions and “COVID fatigue.” The spikes highlight the importance of refocusing on and continuing the prevention measures that have kept us healthy thus far. Keep up the precautions; COVID is in our community. Many have asked about the process of contact tracing. When an individual has a positive test, they undergo an interview process with public health. The look-back period is 48 hours

from either the start of the patient’s symptoms or from the positive test, if the patient was asymptomatic. People around the patient will be considered “close contacts” if they were within six feet of the patient for longer than 15 minutes (regardless of whether or not they were wearing face coverings). This means 15 minutes at a time or a cumulative period of time. Common “close contacts” of positive individuals are family members, friends who socialized off-duty, and coworkers or teammates of the individual on duty. Maintaining prevention measures at all times decreases the

possibility of transmission of the virus. U.S. Public Health teams report positive cases and contact tracing to the appropriate German Gesundheitsamt (local public health department) on a regular basis (daily if necessary) once the contact tracing is complete. We are also entering influenza season. The fact that it is very difficult to distinguish the symptoms of the seasonal flu from symptoms of COVID-19 make the importance of getting a flu vaccine paramount this year. Preventing flu is part of our COVID-19 response. We have received some shipments of the influenza vaccine and plan to run a Point of Distribution scheduled by unit on Oct. 27 and 28. Prioritization (as in all years) starts with first responders and those medically at risk, followed by active duty. We will administer our current supply of vaccines until it is exhausted, and we will publicize when we have more vaccines available for the rest of the active duty force and other beneficiaries. band, Javier Tavera Garcia, have been stationed at Spangdahlem Air Base since November 2017. In that time, the Taveras developed a routine in which they would frequently visit the Binsfeld path where the new bench now sits, making it the ideal location to host their memorial. “We have been coming to this trail since we arrived to Binsfeld,” Tavera said. “This trail has been such a special place to us, even after Sofia was born. We brought her here almost every other day. Every time we finish our walks, we stop at that specific spot, to rest and to give Sofia her snack, it became a routine, we enjoy doing this as a family. “She knew the place already,” she continued. “She knew what we were about to do. You could see it on her beautiful smiley face the minute we stopped, she knew she was going to eat and then go back to the walk. That is why we picked that specific spot to place the bench.” There was just one catch: not anyone can simply build a bench anywhere without the proper authoriza-

tion, and there is no obligation by the German village to honor the request of a U.S. service member who has only been a resident for a few short years. What’s more, the Taveras originally expected to leave in May 2021, but the master sergeant’s new assignment was approved in September, and the family would instead be leaving in November 2020, giving them a somewhat tight deadline. That’s when the Taveras contacted a 52nd Fighter Wing Community Relations advisor at Spangdahlem AB in an effort to seek the proper approval through the village. After a little coordination, the Ortsbuergermeister, or mayor, of Binsfeld, Andreas Falk, not only worked with the town council to approve the request, but pitched in at the site to help install the bench and plant some flowers nearby. “For decades, Binsfeld has had a very close friendship with American neighbors from Spangdahlem Air Base,” Falk said. “That is why it is perfectly reasonable for us to enable the family to fulfill their wishes. After roughly two weeks of dark, gray skies and a seemingly endless cold drizzle, clear blue skies and bright sunlight washed over Germany’s Rhineland-Palatinate. It was along the side of a small road in Binsfeld, among the newly fallen leaves and the cool, autumn air that Liliana, her husband, Javier, and several family members began constructing a bench Oct. 10. It was not any ordinary bench, however. It was a stone and wooden memorial to honor their 1-year-old daughter who passed away only four months before, in June. “We are placing the bench in memory of our beloved little angel, Sofia,” said Master Sgt. Liliana Tavera, 52nd Logistics Readiness Squadron Central Storage and Mobility Readiness Spare Package section chief. “This is a very sensitive topic for us. It has been almost four months since my baby passed away, and it still feels as if it were yesterday. She was always happy, full of life and energy. She loved to play

luck in the world for the future, that they all stay healthy, and that they like to remember our town. We will always think of them when we walk past this bench or pause for a moment.” Tavera said it never could have happened without the help of her community, both on- and off-base. “We are very grateful with mayor of Binsfeld, Mr. Andreas Falk, for allowing us to place the bench in our special place,” Tavera said. “We are glad to see it happening; this means a lot to us. “We would also like to thank the Community Relations team for reaching out to the Binsfeld community on our behalf,” Tavera added. “I have seen memorial benches back in the States, but I have not seen them here, so I was not sure if we were going to be able to do it, but we are. We are also very thankful with our family members and the wing and squadron leadership for all their support during this difficult time.” After a couple hours of work, the bench now rests along the Linsenbach road in northern Binsfeld, near the Spangdahlem AB perimeter fence. Though the Taveras are slated to leave Germany soon, visitors to the area will still be able to pay their respects or just take a break in the shade alongside the tulips and field.

Sweeping your chimney can bring good luck

they know of a sweep that comes around each year just to be safe. If not, you should call your local chimney sweep to inquire (and maybe get a German speaking friend/neighbor to help you). Sweeps in Germany also do much more than just clean the chimney. They also check your furnace exhaust, check for gas leaks and look for potential problems with your heating system. Some sweeps will show up in traditional top hat and button down shirt, but don’t let that fool you. They often bring sophisticated equipment as well for communicating with your heating system. If you are lucky enough to see a chimney sweep with traditional uniform that has silver buttons, ask them if you can turn one of their buttons for good luck. As a result of this tradition, you may notice chimney sweeps are often missing buttons on their uniforms!

Your house requires a lot of maintenance to keep it up to snuff. Whether you are a renter or owner, there are some standard maintenance chores that need to be taken care of every year, like trimming the hedges, cleaning out the rain gutters and getting your chimney swept. In Germany, having a chimney in your house is fairly common, as wood burning stoves and fireplaces are often standard. Just because you don’t have a fireplace, doesn’t mean you don’t need your chimney to be swept. Your heating system will likely also have a chimney that needs maintenance each year. But did you know that chimney sweeps in Germany are also a sign of good luck and are often invited to weddings to get the nuptials started on the right side of the coin?

The origin of why a chimney sweep is good luck is not due to some exotic tale of adventure and magic. Instead it involves a more pragmatic reason; in the old days, the chimney sweep (much like today) cleared your chimney and in turn, you would be able to cook because your stove was wood-fired. Additionally, your house would not burn down after a cleaning, so they were thought to bring good luck. One of the conveniences of chimney sweeps in Germany is that they come to see you every year without having to call them. The same chimney sweep (or company) comes to the house each year to maintain your systems. They will usually stop by before they make their house call to leave you a note that they will be by on a certain date and time in the near future. Of course, it would be smart to ask your neighbors in the area if
