U.S. Air Forces in Europe and Air Forces Africa Airmen operate across three continents, covering more than 19 million square miles and 104 independent states. To put it simply: the command conducts air operations from the Arctic to the southern tip of Africa. Throughout this vast area of operations, one common theme remains the same: global deterrence. “Our presence from the Arctic to Africa strengthens relationships with our allies and partners while sending a message to any adversary that we are committed to collective defense and ready to respond in a complex security environment,” said Gen. Right now, however, there are many things that can complicate this effort, like long shifts, the reconstruction of the Ramstein dining facility and COVID-19. For Airmen and their families, the 86th Airlift Wing Chapel tried to alleviate these challenges with Operation Grace Delivery, working hard to offer free meals for Airmen, their
families and those in quarantine as well. “Our main goal is to provide spiritual support for our Airmen,” said Tech. Sgt. Gail Mones, 86th AW Chapel Plans and Programs noncommissioned officer in charge. “At the same time we are here to provide whatever it is that our Airmen need. ARCTIC TO AFRICA from Page 1 USAFE operations in the Arctic Recently, the U.S. Air Force released its Arctic strategy and outlined its four lines of effort. USAFE has a vested interest in the third line of effort, “Cooperation with allies and partners.” “Cooperation, partnership and trust are key components to regional security. The Arctic region is vitally important and provides our Airmen with exceptional airspace to operate in as we fly and learn from our allies and partners,” said Harrigian. “Interoperability is key, learning from one another and integrating our air forces is critical if we have to go into combat together as a unified force.” Overall, the USAFE mission in the Arctic is similar to the Department of Defense’s mission: defend the homeland, compete when necessary to maintain favorable regional balances of power, and ensure common domains remain free and open. Although USAFE does not have any bases in the Arctic, through bi-lateral and multi-lateral exercises with partner nations USAFE is able to accomplish its mission set. Last year, 140 aircraft and 4,000 military personnel from nine nations participated in Arctic Challenge Exercise 19, which is a biennial Nordic aviation exercise that serves to amplify scenario-based defensive training and interaction between countries across northern Europe. During the duration of the exercise, U.S. forces and forces from Sweden, Norway, Finland, Denmark, France, Germany, the Netherlands, and the United Kingdom flew approximately 1,600 sorties. Together, the participating countries planned large multinational air operations and as many as 100 combat aircraft were in the exercise airspace simultaneously. “Our friends in the Arctic region possess highly technological and interoperable militaries, making them exceptional partners,” said Harrigian. “By continuing to develop our stra-

tegic relationship through combined activities like agile combat employment, we support a unified strategy, enhance our unity of effort and support collective defense and deterrence.” In addition to participating in exercises like this, USAFE also conducts overflights in allies and partners airspace as well as in international airspace such as the Icelandic Air Policing and Surveillance mission. Although Iceland does not have its own air force to maintain its airspace, NATO sends fighter aircraft to the country on a rotational basis, to include aircraft from the U.S., to protect its airspace. “The world expects that NATO and the U.S. continue to execute our mission with decisiveness, regardless of any external challenge,” said Harrigian. “Missions like these provide us an opportunity to assure our allies while sending a clear message to any adversary that no matter the challenge, we are ready.” AFAFRICA operations in Africa In Africa, the AFAFRICA mission is to forward project power across air, space and cyber
domains, defend U.S. interests, demonstrate warfighting readiness, and forge strong partnerships in support of U.S. European Command and U.S. Africa Command. “The effort of AFAFRICA to improve interoperability and build partner nation capability sends a clear message to violent extremist organizations, and more broadly to Russia and China that we are competing, we are engaged, and we have high situational awareness of what is going on across Africa,” said Harrigian. “And our continual presence on the continent reassures our allies and reminds our adversaries that we can be here quick, and we can be here with strength.” The 435th Air Expeditionary Wing is the only AFAFRICA wing with a continuous presence on the continent. “Our Airmen work alongside our European allies as well as our Nigerian and Kenyan partners to improve interoperability, build partner capabilities to counter violent extremist organizations and maintain security,” said Col. Daniel Clayton, 435th AEW commander.
In February, Forces Armées Nigeriennes (Niger Armed Forces) personnel graduated from a small unit tactics and operations course facilitated by U.S. Air Force air advisors during a ceremony at Nigerien Air Base 201, Niger. During the eight-week course, the 409th Expeditionary Security Forces Squadron, Nigerian AB 201, Niger, air advisors taught 50 FAN members the skills necessary to operate in a combat environment, better preparing the personnel for situations they could face once deployed to deter violent extremist organizations in the region. “To strengthen regional stability, our forces train, advise, and learn from our African partners,” said Clayton. “The aim is for our partners to successfully plan, coordinate, and execute security operations and ultimately eliminate VEOs throughout the continent.” AFAFRICA also conducts partner capacity building initiatives that establish and build on African partner capacity in niche aviation competences like airlift, air-to-ground integration
and Intelligence, Surveillance, and Reconnaissance. An example of an initiative is the African Air Chief Symposium, an annual AFAFRICA-led event that brings together air chiefs from dozens of African states to foster cooperation and interoperability on issues of interest to the collective chiefs. “When we bring together this many delegates from across our African partner nations, it is an incredible opportunity to discuss best practices for enhancing partner capability,” said Harrigian. “Together we stand shoulder to shoulder to assist each other in bringing stability and security to the region.” USAFE – AFAFRICA is global deterrence Through its wide mission sets, USAFE – AFAFRICA will continue to deter adversaries and strengthen relationships with its allies and partners from the Arctic to Africa. By continuing to do so, USAFE – AFAFRICA will continue to project USEUCOM’s and USAFRICOM’s global reach and deterrence, anytime and anywhere within the 19 million square mile-AOR.

This time, however, it is volunteers who have arrived in overwhelming numbers to assist. Once volunteers arrived at the Southside Chapel, they were briefed on food preparation, sanitation and safety. Then they set up their work areas, assembled their cooking tools and began food preparation like chopping up fresh ingredients. The Southside Chapel was full of volunteers cooking, laughing and getting to know each other as meals like lasagna, enchiladas, rice and shrimp were prepared during the last six weeks. Even in
the casual environment, a lot of work was getting done. “Today we will be delivering about 70 meals. During the program we delivered about 380 meals,” Mones said. The final step of the program is to have volunteers deliver the meals directly to those who requested them. This is pivotal to those who are in quarantine and can’t leave their home. With the reopening of Club 7 soon, the 86th AW Chapel team is halting the program to reevaluate how the program might be affected, and how it can best serve the community. “The chapel would like to thank all the people who gave their time to help set up, cook and deliver the meals,” Mones said. “At times they even had more help than they needed.”

Kingsley Field firefighters save local homes from catastrophic fire

by Master Sgt. Jefferson Thompson 173rd Fighter Wing CHILOQUIN, Ore. (AFNS) — Kingsley Field firefighters returned from helping a neighboring community fight a wildland fire, Sept. 21. In the late evening of Sept. 7, the Kingsley Field Fire Department, part of the 173rd Fighter Wing of the Oregon Air National Guard, received a dispatch call for assistance for a wildland fire burning near Chiloquin, a neighboring community north of the small town in the southwest corner of Oregon.
For one firefighter, that meant a wake-up call just after 1 a.m., something he said is totally routine at a fire station. When he and two other Kingsley Firefighters arrived at the Two Four Two Fire north of Klamath Falls, it was anything but routine. “That’s the worst fire I have ever seen in 20 years of firefighting in Oregon,” said Rees Thomas, a Kingsley firefighter. Matt Chavarria, the team lead for the Kingsley contingent, said it was the most difficult fire that he’s fought. “We had resources in place to fight the fire as it ran to the

northwest; within a half hour, the fire changed direction and was running to the southeast,” Chavarria said. He went on to say that a typical fire dies down at night allowing crews to make progress containing it; unfortunately, this fire, driven by high winds and low humidity, saw a flame front gobble up acres at more than 30 mph, all night long. “The flame front had flame lengths of between 80 and 100 feet,” he said. In the first 12 hours, the fire grew to nearly 10,000 acres, a pace the firefighters said was staggering. Additionally, fires
around the state were burning in the same fashion, leaving no additional resources available even when the fire was categorized as a conflagration. However, it did allow Kingsley Field to send one more engine due to the size of the emergency. More than 600 homes were threatened and the fire crews found themselves leaping from property to property trying to save each one in turn from flames that literally burned up to the house and in the trees overhead. “I can say for a fact that we saved four homes,” Chavarria said.
Those four homes represent a herculean effort, but one with very high stakes, said Jesse St. John, a Kingsley firefighter. “Once a fire takes a home in a neighborhood, you can’t stop the spread and the entire neighborhood will burn.” Fire crews from around the region including the towns of Chiloquin, Merrill and Malin fought off the fires. Of the 1,532 structures threatened, only eight burned. One in particular weighs heavily on Chavarria. “We had one house that we saved three times in the first 12 hours,” he said. With the house safe, he had to brief a new, incoming crew on how to continue firefighting efforts. When they returned in less than 20 minutes, the house was engulfed in flames. It was a total loss. “There’s no way to know what happened but it’s likely that some embers found their way under a deck and smoldered for hours before something set it off,” despite using lots of water and other protective measures for the property, he said. “It’s heartbreaking,” he said. Although homes were lost to the flames, not one person died in the fire. Everyone was safely evacuated and protected the night of the Two Four Two Fire.

Air Force Recruiting Service develops electronic Officer Qualifying Test by Master Sgt. Chance Babin Air Force Recruiting Service Public Affairs
As the COVID-19 pandemic persists, Air Force Recruiting Service continues to find innovative ways to overcome obstacles. In conjunction with the Air Force’s Personnel Center, an electronic version of the Air Force Officer Qualifying Test is now available for the first time ever. “The electronic Air Force Officer Qualifying Test is the first electronic version of the traditional AFOQT,” said Senior Master Sgt. Aaron Akridge, AFRS’s superintendent of officer accessions. “Due to COVID-19 limiting opportunities for traditional AFOQT, AFRS, in collaboration with AFPC’s strategic research and assessments branch, or AFPC/DSYX, began working an alternate avenue for line officer candidates to take/complete this initial qualifying test.” The eAFOQT is not replacing current testing but is another tool for recruiters to use when processing officer applicants. “This tool specifically provides more capacity for testing along with flexibility for the applicant and recruiters,” Akridge said. “This new opportunity has been communicated with the three officer accessions squadrons and is able to be utilized as of Sept. 14.”

The traditional paper AFOQT was traditionally accomplished at one of three locations, the Military Entrance Processing Station, Air Force ROTC detachments or base education offices. “Due to health concerns related to COVID-19, MEPS facilities have limited testing and most ROTC and base education offices have cancelled the test for our civilian applicants,” Akridge said. Akridge said working together as a collective was a great
experience, especially knowing the solution would be a unique one. “It was truly awesome working with a group of professionals and even more special to know that we are pioneering something that hasn’t been previously accomplished,” he said. “All of this hard work and collaboration is to better equip our line officer recruiters with the proper tools to inspire, engage and recruit.” Each of the squadrons will have test control officers to assist
with giving the test to applicants. “Training guides were sent to all test control officers and additional training was accomplished via Zoom,” he said. “The mandatory training referenced the roles and responsibilities of
TCOs in accordance with current instruction/guides. TCOs were selected by each OA squadron leadership team.” The eAFOQT is a beta test at this time specific for the regular Air Force. “Currently, we are in discussion with our Total Force partners to determine feasibility of future expansion,” Akridge said. “We are continually learning at this time and always pushing to better refine this tool for all users.” AFRS has relied heavily on innovation and flexibility during the COVID-19 pandemic and the eAFOQT was just another hurdle. “COVID-19 has presented plenty of challenges for our recruiting mission; however, it has also presented opportunities,” Akridge said. “Through collaboration and innovation, we are overcoming all obstacles and are poised to continue meeting all line officer requirements. We want to thank AFPC/DSYX for their herculean efforts and to all parties who have been involved with bringing this tool to fruition.”

Tribble did not flinch moving forward, instinctively looking five steps ahead.” Tribble took on the challenge by growing her adverse actions team and equipping them with the skills necessary to reduce the pending legal cases. “I took it as an opportunity to say, ‘Okay, so we have all this stuff we need to do, but we still need to slow down and administer some

She addressed both the need for training newer Airmen and executing the Legal Office mission by creating a more standardized process and providing key primary duty-related mentorship. Tribble was also integral in the Legal Office’s new COVID-19 measures, required to maintain compliance with safety guidelines. “She led U.S. Air Forces in Europe in its first COVID-19 court under General Order #2, working with Public Health personnel and senior leadership to organize the logistics of six international witnesses,” Hill said. “In doing so she skillfully ensured the safety of
not just the Kaiserslautern Military Community, but our local community as well.” When Tribble, a Grand Prairie, Texas, native, isn’t ensuring the uninterrupted legal proceedings of the Ramstein Legal Office, she’s working on a Master’s Degree in Public Health. She also enjoys art, music, working out and reading. While leadership has awarded Tribble for her outstanding work ethic and drive, she makes a point to recognize that her accomplishments are a team effort. “I can’t do all of this by myself,” Tribble said. “It’s a reflection of the team and the amount of effort and work that goes into this job every day. It’s a team award, and it’s an honor to receive it.”

SIAULIAI AIR BASE, Lithuania — Soldiers assigned to 10th Army Air and Missile Defense Command, along with air defense forces from nine other NATO countries, participated in Tobruq Legacy 2020 from Sep. 14 to 25 in Siauliai Air Base, Lithuania. Tobruq Legacy 20 is a biennial exercise designed to enhance interoperability between U.S. Air Defense Artillery forces and partner nations’ Surface Based Air Defense units. The exercise tests NATO Allies and coalition partners’ ability to conduct operations in support of the defense of Europe and to improve NATO’s ability to execute integrated air and missile defense operations. Tobruq Legacy refines tactics, techniques and procedures for NATO collaboration and the establishment of a multi-national kill chain. It is important for U.S. forces to have air defense assets on the modern day battlefield and be able to integrate with NATO allies. “Air Defense is a game of chess and it’s about understanding the landscape of the battlefield,
utilizing your assets, and anticipating the enemy’s next course of action to effectively neutralize those threats,” said Capt. Waiverly Washington, Alpha Battery Commander, 5th Battalion, 4th Air Defense Artillery Regiment. “The training environment was excellent since we had live enemy threats and ground ambushes to create the most realistic training opportunity,” The exercise started with a short range air defense integration with the Lithuanian Mechanized Infantry Forces. A platoon from A/5-4 ADAR integrated with the Lithuanian King Mindaugas Hussars Battalion, providing air defense on the move for a 120km tactical convoy, culminating in a breach of Panevezys Air Base. 1st Lt. Benjamin Taitano, from A/5-4 ADAR, explained the importance of this maneuver, “It is astounding to see how quickly our Soldiers were able to adapt to the Lithuanian Infantry Battalion’s tactics, techniques and procedures in less than 24 hours; providing effective air defense coverage.” Training with allies is essential in the joint fight to refine our procedures, to establish relationships with NATO allies and to grow together. “Opportunities to train with our
allies and partners allow Soldiers to form bonds and relationships that go beyond tactics and procedures,” said Capt. Department of the Air Force releases new military tuition assistance approach for FY21 by Secretary of the Air Force Public Affairs Department of the Air Force officials announced a $3,750 military tuition assistance cap per fiscal year that will go into effect for college courses beginning Oct. 1. Previously, military tuition assistance limits were $4,500 per fiscal year, but adjustments were required to ensure the program remains fully available and fiscally sustainable while meeting an increase in participation rates, the number of courses taken and course costs. “While usage by our Airmen and Space Professionals is fantastic and we’re encouraged by the number working on their degrees, we need to make sure the benefit is accessible to as many of our service members as possible each year,” said Lt. Gen. Brian T. Kelly, deputy
chief of staff for manpower, personnel and services. “In 2013, under sequestration, tuition assistance was suspended for some time and our service members were negatively impacted. As we go forward and budgets get tight, we want to prevent that from happening again and we made hard decisions in order to keep this program viable and accessible to our force.” Credit hour limits remain the same at $250 per semester hour and $166.66 per quarter hour. Applications will be routed using normal procedures on the Air Force Virtual Education Center online platform. Airmen and Space Professionals may apply for tuition assistance up to 45 days prior to the start of their class date. The adjustments should help equitably stretch funding, but should fiscal year
funds become exhausted at year end, service members who did not get their applications approved will have to wait until the new fiscal year’s funds are available to apply for tuition assistance. “Tuition assistance aids in the development of a highly-educated and skilled military force,” Kelly said. “By making these adjustments, we ensure this key benefit continues for all Airmen and Space Professionals.” These adjustments apply to both undergraduate-level and graduate-level classes. Recognizing there may be potential reasons for exceeding the annual cap waivers to

During the journey there, shadows and light dance through trees while two-lane roads wind through valleys and forests. When you arrive in the large town along the banks of the Nahe River, the mythic theme continues. Why? Because Idar-Oberstein made its name in much the same way as something from a Tolkien story: by mining precious minerals and sparkling stones. And though the mining industry has long since stopped, IdarOberstein still manages to be shiny and profound all at the same time, and often in the same place. A gem of a day trip Idar-Oberstein is beautiful in many “standard” German ways, but it also is utterly rare in many other ways. As a bonus, the town is just the right size for seeing most everything you need to see in a day. Here are ideas for where to begin. 1. For people who love shiny things: Idar-Oberstein has two gemstone museums that are excellent for adults and

children. Even if shiny stones aren’t ordinarily your thing, give these a try. They will convert you. The German Mineral Museum offers precious stones from all over the world, while the Edelstein Museum offers gorgeous exhibits in a beautiful building that hosts one of the oldest museums in the Rhineland-Palatinate.
2. A church in the rocks. The Felsenkirche was carved into the side of a cliff more than 500 years ago. Even though access is temporarily restricted because of construction (a little upkeep every century or so doesn’t hurt), it’s still worth marveling at. 3. Not all who wander are lost. Idar-Oberstein is a treat for
outdoor wanderers. Historic buildings abound, as do shopping and eating opportunities. Climb the hills. Check out the Schloss Oberstein, or pick out something precious (a stone or a ring, depending on your preference) as a gift or for yourself. Dig it: the Steinkaulenberg Mines
To really appreciate the uniqueness of Idar-Oberstein, you have to see the Steinkaulenberg mines. This is the only gemstone mine of its kind in Europe that’s open to visitors. You’ll descend into a beautifully lighted, sparkling underground world, and it is a gorgeous experience. There are plenty of opportunities for hands-on experiences, too. At the Weiherschleife workshop, located on-site, children can dig for precious stones, watch rock grinders work, or explore a beautiful outdoor area. Due to the popularity of the Steinkaulenberg mines, reservations are highly recommended. Getting there By car, Idar-Oberstein is 20 minutes from Baumholder, slightly less than an hour from Kaiserslautern, about 1 hour, 15 minutes from Wiesbaden, and three hours from Stuttgart. Check the Deutsche Bahn website for train information. For U.S. government employees, including service members, remember to always follow command regulations, which may be different than host nation policies, when it comes to travel.

by FindItGuide.com Although there can be more warm days ahead of us, the cool nights are a good reminder that winter is just around the corner. You likely do not own the house you live in while stationed abroad, but that doesn’t mean you get out of all those “honey do” list items you would like to forget. If you are new to your new home, there are some things to think about before the days get short and cold that will help you get ready for the eventual European winter. We have accumulated a list to help you get ready! Fill your oil now Don’t wait to fill your tanks in the winter when prices are at their highest. If you have a house with big oil tanks for your heating and hot water (as many older houses will have), you will need to schedule an oil delivery. Appointments may take some time to schedule depending on how busy the oil company is, so make the call now to avoid the mad rush. “Heizöl” or “Heizoel” means “heating oil” in English. Also make sure to tell them you would like to use a VAT form! Get your fireplace wood delivered You may start seeing signs on the side of the road reading “Brennholz.” This is the German word for firewood. Prices will vary, but there is a limited supply of dry wood (that has been sitting for a year or two) in some areas, which KAISERSLAUTERN

may make it a bit harder to get wood when it is cold. Fresh wood is more difficult to burn in open fireplaces, so act early to get dry wood. Ask if they will deliver to your house or if that is extra. Run your ceiling fans in reverse Once the temps dip down enough where your heat kicks on, you will want to switch your ceiling fans so they rotate in the clockwise direction for winter to generate a warm breeze (counterclockwise for summer). Block drafts by doors You can save up to 30 percent of wasted energy just by putting a door snake in front of exterior door jams on the floor. Warm air escapes very easily, even on newer doors with a good seal. Make it yourself or get them at the store. Lower your hot water heater temperature You can save up to 10 percent on your annual heating bill just by
lowering your hot water heater. In the winter, it will feel plenty warm since that air is cold around you. Clean your gutters There are likely some rainy days coming as the days get shorter. You will need to have good clean paths in your gutters, so clear them of debris and fallen leaves. Make sure you leave some time to clean the gutters to avoid poor drainage. Deal with dead tree limbs If you live at a place that has any trees or hearty bushes, you will want to cut those dead limbs down before they come down in the inevitable winter storm that carries strong winds with it. Contact a specialist for those bigger or higher limbs. In German, tree cutting service is “Baumpfleger” or for small jobs, garden service is “Gartenpfleger.” Check your chimney Generally, the “Schornstein-
