Ramstein named best installation in Air Force by Staff Sgt. Alexandra M. Longfellow 86th Airlift Wing Public Affairs The Department of Defense announced that Ramstein Air Base won the 2022 Commander in Chief’s Annual Award for Installation Excellence, May 17. “Words cannot express how proud we are of this amazing accomplishment,” said Brig. Gen. Josh Olson, 86th Airlift Wing commander. “This is a testament to not only the base, but the incredible community partners and amazing families we have here at Ramstein.” This is the third time Ramstein has won the award. Ramstein also won in 2006 and 2019. The base will receive a commemorative trophy and flag as well as a congratulatory letter from the President of the United States. “Team Ramstein is awesome, there is no other way to say it,” said 86 AW Command Chief Master Sgt. Robert McIlrath 86th Airlift Wing Public Affairs For over 80 years the United Service Organization has been providing U.S. military members on active duty, reserve and guard, and their families, a place of refuge while traveling or off duty at their duty station. Morón Air Base, Spain, has hosted a few temporary USO locations on base, but on April 8, after a ribbon cutting ceremony, their USO found a permanent home. “The USO has been moved around in the building a couple times,” said Lt. Col. Mark D. Nexon, 496th Air Base Squadron commander. “I can’t see it getting moved again, this is the home now.” Before this opening, the closest permanent USO was located about an hour drive south in Naval Station Rota, Spain. “So much time, effort and energy went into making this feel like a home away from home,” said Kayla Clark, NAVSTA Rota USO center manager. “We are so excited to have a USO presence in Morón.” The process for establishing a permanent USO location began in the late summer of 2021 and had its share of challenges along the way. There was a need to get furniture, snacks and outside vendors to fill some of the other needs that a new USO would require. “Initially the logistics of acquiring items from other locations as well finding room CINC AWARD from Page 1 tion a reality, and as your leadership team, we could not be more proud of your efforts.” The CINC Award for Installation Excellence was established in 1985 to recognize the outstanding and innovative efforts of those who operate and maintain U.S. military installations worldwide. “We did a soft opening last month, so far I’ve seen people in there all the time, people reading, people taking snacks,” Sidari said. “I’ve had some of the deployers come up and say that they enjoy being there and it’s somewhere nice where they can relax and that makes me happy.” The Morón AB USO is located in building 1411, next to the passenger terminal.

included a CINC selection board, which conducted an in-person visit in January to evaluate base operations and gain an understanding of the Airmen who not only make the mission happen, but excel at doing so. “Installation excellence to me is about service,” said Col. Chris Meeker, 86th Civil Engineer Group commander. “This award is about every single member of

Team Ramstein having enough passion and pride to serve each other with excellence with every turn of the wrench, every customer service interaction, every hour of family volunteerism and every daily task we accomplish to make this installation the best it can be.” The selection board visited units across the 86th Airlift Wing, 435th Air Grounds Operations Wing, 521st Air Mobility Operations

Wing, and other tenant units to see how well Ramstein achieved the DoD’s objectives for this award. The review included inspections of installation management, including mission support, installation security, force development, quality of life and unit morale, environmental stewardship, health, safety, communications, and public relations. Along with Ramstein, four

Service members and their families living overseas in certain areas will experience a reduction in their Overseas Cost of Living Allowance beginning June 1. The extent of the reduction depends on the member’s rank, years of service, number of dependents and duty location. The approximate projected change for each service member can be calculated by visiting https://www. defensetravel.dod.mil/site/colaCalc. cfm and looking at the current Kaiserslautern Military Community rate. Enter 112 in the COLA index box, which will give you the new rate. Rates are given by pay period so they should be doubled for a one month calculation. “The decision to adjust COLA rates is made by the Office of the Secretary of Defense, and is informed by surveys in each military community,” said Lt. Col. Micah Neece, 86th Comptroller Squadron commander. “The current COLA rate change determination was informed by a survey conducted in the fall of 2021.” Two surveys determine the relative cost of living overseas compared with the continental U.S. Service members play a critical role in COLA determinations by participating in the Living Pattern Survey, which is conducted every three years and captures input from service members and their families to establish where and how they purchase goods and services. The Retail Price Schedule, conducted every year, collects prices for a market basket of approximately 120 goods and ser-

The purpose of overseas COLA is to ensure that service members have the same purchasing power at overseas duty locations as in the U.S. When the strength of the dollar increases against the euro, and as the cost of goods in the U.S. rise compared to the cost of goods in the Kaiserslautern Military Community, service members can expect COLA payments to decrease.

According to Neece, COLA index points are determined separately for each community. American presence in a community changes the dynamic of that economy. Because the KMC has a large American consumer influence, economic impact is more significant. COLA fluctuation in smaller communities not impacted by American consumers, is less significant. Although we have seen significant increase in utility costs as a result of the conflict in Ukraine, COLA surveys also do not account for utility costs. Members receive a util-

ity allowance to address utility costs. “Senior leaders are aware that this is poor timing for a reduction in rate, and are working to determine a way forward,” said Neece. Since COLA is not a fixed amount and fluctuates annually

as well as from pay period to pay period, Defense Department officials continually stress that fixed expenses such as rent and car payments should be based on what a service member can afford without COLA.

In accordance with DOD Force Health Protection Guidance and the foreign clearance guide, all passengers traveling to the United States via Military Aircraft, age 2 and older, must receive a negative viral test (PCR or Antigen) within three calendar days of departure OR recovery letter within 3 months of positive test result and complete a Threat Health Declaration. East Gate closure / ROB-MC Gate to open On May 26, Ramstein Air Base’s current East Gate off L369 will permanently close, as the long awaited Rhine Ordnance Barracks Medical Center (ROB-MC) Access Control Point (ACP) opens. The new ACP (or gate in Air Force speak) was built in preparation for the new medical center and will enable the anticipated increase in traffic once the medical center is fully operational. In the interim, as ROB-MC is not due to open for several years, the new gate bolsters antiterrorism and force protection capabilities for the installation, enables smoother traffic flow off the L369 traffic circle, and provides your Defenders a more modern and safe work environment. The ROB-MC gate is located near the East Gate off the L369 traffic circle. If you have come onto the base through the East Gate in the last year, you may have driven through the new L369 circle. Once the gate opens there will be detour signs instructing drivers how to exit the L369 traffic circle and drive toward the ROB-MC ACP. When approaching the ACP please stay vigilant of traffic lights that notify you of which lanes are open and

when it’s safe to proceed forward. Just like the East Gate, the ROB-MC gate will be operational 24/7. Additionally, there will also be a new joint (Army/Air Force) Visitor Control Center (VCC), located just prior to the gate, which will open May 31. The ROB-MC VCC will provide the same visitor services as the current West Gate VCC and the Pulaski Installation Access Office, with operating hours of 6 a.m. - 5 p.m. Monday through Friday. Short term visitor passes will be available Monday through Friday 6 a.m. - 4 p.m. Long term DBIDS installation passes are available Monday through Thursday 8:30 a.m. – 3 p.m., and Fridays from 8:30 a.m. – noon. The ROB-MC VCC will be closed for all services on Federal Holidays. We are excited for the new project and ask for your patience. Or they have a pool table and dartboard if you prefer a little activity and friendly challenge. When the weather allows it, you can enjoy outdoor seating in their beer garden and beach area. There is also a stage for outdoor summertime jams. Now let’s talk food and drinks! The menu at the Irish House does not disappoint. With five taps, you can choose from Pils, Weizen and ciders, or Guiness and Kilkenny. The Guiness here is unique for Germany, because most places use carbon dioxide for their tap which changes the flavor significantly. TALK OF THE TOWN: Enkenbach-Alsenborn and Hochspeyer by Gina Hutchins-Inman 86th Airlift Wing Public Affairs Many members of the Kaiserslautern Military Community have found temporary or even permanent homes in one of the many villages or towns surrounding Kaiserslautern and in the heart of the Palatinate Forest. Talk of the Town is a series highlighting the union communities within the County of Kaiserslautern, the City of Kaiserslautern and the Union Community of Winnweiler in neighboring Donnersberg County. The series aims to inform American service members and their families about the communities they’re joining during their time in the KMC. A Union Community is an administrative territorial community composed of a group of individual towns or villages. Each month we will feature a different community and provide facts about its history, heritage, and the local experiences it offers. The next stop in our series about our home away from home, leads us to the Union Community of Enkenbach-

Alsenborn and Hochspeyer, situated on the northern tip of the Palatinate Forest and also borders Donnersberg County. Originally EnkenbachAlsenborn, consisted of the towns of Enkenbach, Alsenborn, Mehlingen, Baalborn, Neuhemsbach and Sembach and was a separate union community. In July 2014 it was combined with the community of Hochspeyer, consisting of the towns of Hochspeyer, Fischbach, Frankenstein and Waldleiningen. Today the union community has 19,700 inhabitants and about 400 American families live throughout the community. Andreas Alter, Mayor of the Union Community has been in office since July 2014 and would like to extend a warm welcome (see page 7). Stone age, iron works and glass recycling Findings from the neo-stone age and mounds from the Iron Age suggest that the area was populated in pre-historic times. Varying traces along an old transit road indicate that there were different settlements here throughout early history. Alsenborn was first officially

mentioned in chronicles in the year 872 close to the source of the Alsenz stream. A monastery was founded in the nearby village of Enkenbach, meaning “stream of the enkens,” which means herdsmen, in 1148. Construction of the Klosterkirche, a monastery church, began in the year 1225 and was completed in about 1272. The sandstone church remains to be the most prominent landmark to date. As a favorable traffic network to Kaiserslautern and connection to the railroad system, Enkenbach flourished in the iron and metal industry as well as trade, which led to an increase in population in 1871. In 1969 both villages were combined under the name Enkenbach-Alsenborn. From 1953 to 1995 the community was also partially home to Sembach Air Base, the 86th Fighter Wing and 17th Air Force. In the meantime, the area has been developed into a commercial center with quick access to A63 and various enterprises, such as Becker, the largest waste disposal company in the region, a glass recycling firm, a storage area for heavy Army vehicles and also a K-9 Hotel for dogs.

Perfume, circus and the center of the world The Parfuemmuseum in Baalborn offers a glimpse of the art of creating perfumes and was designed based on the famous book “The Perfume.” It leads its visitors into a cellar decorated with flacons with tender rose and lavender scents, a distillery and ingredients for a multitude of fragrances in a 17th century setting. The Bajasseum, a tiny museum resembling a circus tent centers on the theme and is located in Alsenborn. The town is commonly referred to as the “home of rope dancers” or “Bajasse” based on many people who made livings as musicians, marionette players, acrobats or animal tamers, and roamed the countryside as circus folk during the summers in the late 19th century. The Weltachse (world axis), or center point of earth can be found between Johanniskreuz and Waldleiningen deep in the forest. Every year it is “smeared and protected” in a solemn ceremony in an effort to save the planet.

There are a number of natural fountains within the community and both the Billesweiher and Schwarzweiher lakes are perfect venues for leisurely strolls in the forest. Castle ruins in Diemerstein and Frankenstein from the 12th and 13th centuries speak of medieval times and a chapel with a mighty belltower in Neuhemsbach that can be seen from afar marks the remains of a former castle. Klosterkirche St. Norbert is the keenest landmark in the union community. The sandstone church in its late Gothic style is a unique mixture of ornamental Roman and Gothic elements. The former monastery garden was transformed into a relaxing herb and flower garden, with a fountain and an adjacent playground along “Wäschbach” (washing stream) used for laundry in former times. The Army administration in Kaiserslautern was then granted a drill ground at Kleiner Fröhnerhof and in 1938 first maneuvers took place

As of 1945 the area was used by French Forces, along with a part utilized by U.S. Armed Forces stationed at Ramstein and Sembach Air Bases. In 1994 it was decommissioned and returned to the government. The total area is 410 hectares and 150 hectares are comprised of heather, making it one of the largest heather landscapes in southern Germany. 21 TSC soldiers train on modernized expeditionary rail capability

ary rail capability at Coleman Barracks, May 3-10. The Rapidly Available Interface for trans-Loading, or RAIL, is a modular ramp system that can be rapidly assembled anywhere allowing for the massing of combat power. RAIL is a joint research

and development program between Combat Capabilities Development Center Ground Vehicle Systems Center and the U.S. Army Engineer Research and Development Center. The program is funded by U.S. Transportation Command Joint Deployment and Distribution

Enterprise. The RAIL system eliminates the need for a fixed railhead facility to offload equipment for onward movement. “For 1st ICTC in particular, the RAIL system allows us to rapidly deploy the system and essentially eliminate the need for any sort of infrastructure at the rail,” said Capt. Nicolas Candelmo, 1st ICTC company commander. “We can set it up relatively quickly in about four hours and we can access a rail car anywhere.” “The system that they have is actually really, really easy to understand.” Said Cpl. Samual Defa Cargo Specialist of 1st ICTC, “It really is just adult Legos. You just kind of set the pieces where they go.” Part of the 21st TSCs modernization effort, the 13 Soldiers from 1st ICTC learned how to employ the RAIL system and provided feedback to developers for future versions of the system. The two systems used in the training will stay in Europe with 1st ICTC so they can train the other 175 Soldiers in the company. “We're getting feedback from these Soldiers who conduct cargo loading and unloading from railcars,” said August Johnson, a research mechanical engineer at ERDC. “They provide insights into how they do these types of operations and we incorporate their feedback to make the system better and their job hopefully easier, safer, and more efficient.” Johnson explained that future models will incorporate the unique flexibility requirements for European operations, to include air drop capabilities. With RAIL, operators can

unload a vehicle up to 170,000 pounds directly to a rail car anywhere along the train. Previously, rail cars typically had to be unloaded starting at the end of the train. RAIL gives flexibility to offload on a variety of terrain, and has three rail configurations in addition to truck trailer configuration. A team as small as 16 people can put the system in place by hand. The 21st TSC has procured funds for eight additional kits. The RAIL kits will create operational flexibility and provide deterrence through logistical capability. Several NATO members have also expressed interest in the kits. Latvia sent two of their Soldiers to participate in the training, and evaluate how to implement the system in future training exercises. Kindergraves Memorial: United in remembrance Story and photos by Airman 1st Class Jordan Lazaro 86th Airlift Wing Public Affairs The annual American Kindergraves ceremony was held at the American Kindergraves Memorial in the Kaiserslautern City Cemetery, May 14. The memorial honors 451 American infants who died shortly after birth at the American military hospital in Landstuhl or nearby civilian hospitals from 1952 to 1971. “Kindergraves are a tangible testimony to the importance of our relationships with our military families and local communities,” said U.S. Air Force Col. Denny Davies, 86th Airlift Wing vice commander. “We are dedicated in continuing this event each year to honor the memory of these children who have been forever embraced by our neighbors and friends here in Kaiserslautern.” The infants are laid to rest in the heart of the cemetery. “For the families of the infants who are buried here, it is much more than a symbol — it is comfort, it is peace, it is connection,” said U.S. Army Col. Douglas LeVien, 21st Theater Sustainment Command commanding officer. In the 1980s, when the lease agreement expired, efforts to save the grave site location prevailed and a partnership between the German-American Woman’s Club and Ramstein

Area Chief’s Group began. “Kindergraves is a symbol of love and friendship between our two nations — we remember the time when the Americans helped us survive after the war,” said Christina Bruni Puetz German-American Women’s Club American Kindergraves chairperson. “Honoring the plot is possible due to the many volunteers and it is important today because we still need a place of remembrance to be thankful and honor those little babies in the name of their families.” The Kaiserslautern Kindergraves Memorial Foundation was

established in 1986 to maintain the memorial site, organize ceremonies in remembrance of the children and be a resource for family inquiries. “On behalf of the United States and the Kaiserslautern Military Community, thank you for acting with compassion by creating and caring for a place that acknowledges the most heart-wrenching pain imaginable, and offers hope,” said LeVien. “It is a place where families can come, where Americans and Germans work side-by-side and to lay to rest the most innocent among us.”

Following every Mother’s Day, a ceremony is held for those infants who were unable to return home. This event allows service members and families to show their support and respect for families and friends who were affected. This year, Ramstein High School junior reserve officers’ training corps presented the Colors followed by opening remarks and a candle lighting ceremony by representatives from Ramstein Area Chiefs’ Group and 21st TSC. United in memory of these infants, both U.S. Air Force Chaplain and German Chaplain blessed the graves prior to attendees being able to pay their respects at the grave sites. “Today is a reminder that you are not alone,” said LeVien.

A flag and a flower was placed on the gravestones of 457 American infants were buried between 1952 and 1971,in the cemetery adjacent to the U.S. Army Daenner Kaserne. They were honored on Saturday, May 14, at the Kindergraves Memorial Ceremony. The event, held annually the Saturday after Mother’s Day, was hosted by the U.S. Air Force’s Ramstein Area Chiefs’ Group and the German American and International Women’s Club. Both groups came together in the 1980s when the initial lease for the plots was set to expire. They worked with the city of Kaiserslautern and cemetery management to move the gravesites and draft a new lease.

Kindergraves Memorial Foundation was established in 1986, according to Kindergraves Chairperson for the GAIWG, Brunhild Puetz. Today, KKMF maintains the memorial site, organizes remembrance ceremonies and is a conduit of information for families. In addition to being a symbol of partnership between Germany and the U.S. and the U.S. military and the Kaiserslautern community, Kindergraves has helped families manage the pain of their loss, and continues to keep them connected to family histories. “It is very important to talk about the grief of families and to remember the children,” said Puetz. Cristina Covelli Di Bernardo was born eight years after baby Joseph died, but remembers the day she came home from elementary school crying because she missed her brother. “He would have been my closest sibling,” she said. There is a 15-year age gap between her and Nevadomski. Covelli Di Bernardo and Nevadomski said they are grateful to the organizations and volunteers who continue to care for the Kindergraves and raise money to pay for the longterm lease renewals. “There are real people attached to those babies,” said Nevadomski. “And it’s so important for those of us who can’t be there. We so appreciate the love and attention that the cemetery and those little souls get.”

Stefanie Johnson Darlington and her family have been involved with Kindergraves for the last 25 years. Her father Orville B. Johnson met his German wife Annemarie when he worked for General Dynamics in Germany from 1958 to 1967. They lost their first child, Ben Leroy Johnson when he was six months old. He was buried at Kindergraves in 1960. Stefanie was born less than a year later. Johnson Darlington, her mother, and German grandmother often visited Kindergraves, leaving flowers for Ben. When the foundation was founded, they began donating on a regular basis. “In German culture, taking care of graves is very important,” said Johnson Darlington, whose parents ultimately moved to Arkansas City, Kansas. “It was heart-wrenching leaving him there, leaving him behind. Knowing that he [Ben] wasn’t alone and that there were people who cared gave me, my younger brother Dirk Johnson and both of my parents great comfort. “It is so profound to know there are people who didn’t know these children, didn’t know us, who are so loving and kind to take care of those KAISERSLAUTERN

Sgt. 1st Class Rocco Covelli, 1st Engineer Battalion, was a World War II veteran and Silver Star recipient when he retired from the U.S. Army in 1966. He had demonstrated gallantry in action during wartime. But it was the strength he modeled at home, along with his wife Angela, that left an indelible impression on their children. The Covellis endured the loss of two infant sons while stationed in Germany in the 1950s. Due to logistic and budget constraints at the time, only one of those children, Robert, born in 1954, was buried in the United States. Their son Joseph, born in 1958, would never touch American soil. He was buried in the Kaiserslautern main cemetery in a section known as the American Kindergraves. “It was traumatizing for both of us,” said Joanna (Covelli) Nevadomski, who was seven and whose brother Philip was nine, when Joseph succumbed to an E. coli infection. She said the heartbreak of not being able to bury him in the U.S. has been somewhat soothed knowing that others have been taking extraordinary care of his final resting place. “We would have liked to have him buried with our family,” she said. “But is he in a special place? Absolutely.” Baby Joseph is one of 457 American infants born between 1952 and 1971, who died at birth or shortly after at the U.S. Army hospital at Landstuhl or nearby civilian hospitals, and were buried in the cemetery adjacent to the U.S. Army Daenner Kaserne. Lajes transient alert propels mission forward U.S. Air Force Airmen assigned to the 65th Air Base Squadron transient alert section work with pilots assigned to the 55th Expeditionary Fighter Squadron to secure the launch of six F-16 Fighting Falcon aircraft assigned to Shaw Air Force Base, South Carolina, during a coronet mission through Lajes Field, Azores, Portugal, April 27. As one of the 86th Airlift Wing’s geographically separated units from Ramstein Air Base, the 65th Air Base Group is strategically located to play a vital role in combat operations by serving as a trans-Atlantic bridge for the Department of Defense, allied nations and other authorized aircraft.

LAJES FIELD, Portugal — The 65th Air Base Group at Lajes Field, Azores, Portugal, known as the “Crossroads of the Atlantic,” provides an important mid-Atlantic link for U.S. and Allied forces traveling to and from Europe, Africa and the Middle East. The group enables expeditionary movement of warfighters and warplanes, and global communications to combatant commanders, supporting joint, coalition and NATO operations. At the front lines of this mission are the Airmen of the 65th Air Base Squadron’s transient alert section. “I’m proud of our transient alert section for remaining flexible and having the ability to support when additional manpower support was delayed,” said Connor McKown, 65th ABS director of operations. “With their current manning structure, daily support schedule and 24/7 on-call status, this operational flexibility requires the team to be highly resilient.” The team provides critical ground maintenance support to multiple aircraft, from bombers and fighters to tankers and cargo. “Each of us have only worked on one or maybe two different aircraft prior to coming to Lajes,” said Staff Sgt. Clayton Fowler, 65th ABS transient alert technician. “After getting here, we have to learn from each other on how to handle all the different aircraft that come through. We have to become multicapable Airmen.” Lajes transient alert Airmen are

also capable of performing preflight maintenance on running aircraft to prevent delays and ensure deployed units get to their destinations safely. “In the instance of a coronet coming through here, the maintenance team of the unit coming through isn’t always able to be on location at the same time, so we have to receive aircraft with a smaller number of personnel,” Fowler said. “When those aircraft have maintenance needs, we have to adapt to the situation and address those needs to keep them on schedule to reach their destination.” More than a refueling pit stop, Lajes and the Airmen who support its operations provide expeditionary forces with a strategically located and welcome checkpoint, executing any and all missionessential requirements. “This location is critical to stage assets and support movements from the U.S. to any Western theater,” McKown said. “Our adaptive Airmen give Lajes the unique capability to project global air power with any aircraft at any time.” As one of the 86th Airlift Wing’s geographically separated units from Ramstein Air Base, the 65th ABG is strategically located to play a vital role in combat operations by serving as a trans-Atlantic bridge for the Department of Defense, allied nations and other authorized aircraft. SPRING FESTIVAL, JUNE 11–13, ABBEY CHURCH/HAUPTSTRASSE/FOREST, OTTERBERG

Since the mid 1750’s Otterberg has celebrated the Frühlingsfest every two years. It takes place on the square in front of the Abbey Church and in the festively decorated main street. At 6 a.m. on Sunday morning, residents are woken up by loud shots, which is the starting signal for Music Club “Harmonie” to walk through the streets and invite residents to join.

The highlight of the festival is the parade on Sunday at 2 p.m. with musicians and participants in historical costumes. The Spring Queen, riding in a decorated carriage drawn by black horses, and her court concludes the procession. Part of the festival, with food and beverage offerings, also takes place in a nearby forest area.

The annual Rheinland-Pfalz State Fair is scheduled for Friday, May 20 to Sunday, May 22 in Mainz and includes several displays throughout the city center. Individual towns and cities will showcase their communities and there will be live music on various stages. A joint armed forces display area will also showcase the German Armed Forces, the U.S. Army 529th Military Police Company with a tactical MP vehicle, and the 421st Medical Battalion (Multifunctional) with medical equipment and their diesel dog.

Ramstein Air Base will join the festivities with participation from the 86th Civil Engineer Squadron fire department, the 786th Civil Engineer Squadron, Emergency Management Services, and the Innovation Lab. A parade will take place on Sunday, May 22 at 1. p.m. with 70 floats and walking groups as well as USAFE Band participation. The German government has been conducting a population census since mid-May 2022, including the City and County of Kaiserslautern. Addresses for the household survey were randomly chosen and about 100 volunteer survey personnel, who have been commissioned by the county and can identify themselves, are currently in the community gathering data. Members of foreign armed forces, and their family

members living in the same household that do not have German citizenship, are not permanent residents or do not pursue private gainful activities (e.g. run a business) are not obliged to take part in the census. How does TRICARE change when you retire from active duty? by TRICARE Communications Many active duty service members may eventually retire from their branch of the uniformed services. If you’re an ADSM, are you prepared to make the transition to civilian life? If you retire, you and your family will still qualify for TRICARE. But, it’s important to note you must actively enroll into a TRICARE health plan if you want coverage for civilian care. Learn about the TRICARE health plans available to retirees and their family members now. This will get you ready to make the arrangements for ongoing health care coverage when it’s time. “The date of your retirement counts as a Qualifying Life Event,” said Dr. Danita Hunter, chief of TRICARE Policy and Programs. “This gives you a 90-day window to enroll in a new TRICARE plan. If you don’t enroll in a health plan, you’re only eligible for care at a military hospital or clinic if space is available.” What stays the same with your TRICARE coverage when you retire? Be sure to review the TRICARE Retiring from Active Duty Brochure. While you remain eli-

gible to get care at a military hospital or clinic, you and your family have a lower priority for access than when you were on active duty. Capacity at military hospitals and clinics varies by location. You can still use the military pharmacy to fill your prescription drugs and use other pharmacy options through the TRICARE Pharmacy Program. Keep in mind, most retirees and their family members are required to fill certain maintenance drugs through TRICARE Pharmacy Home Delivery. Also, your TRICARE coverage goes with you when you move or travel. So, what changes about TRICARE with your retirement? See some changes you should know below. New status After retirement, your TRICARE status changes. First, you and each of your eligible family members will need to get a new Uniform Services ID card to reflect your retiree status. You’ll also need to update contact information for you and your family members in the Defense Enrollment Eligibility Reporting System (DEERS). Also, if your uniformed service doesn’t update your

retired status in DEERS, you can’t reenroll in TRICARE. If you qualify for premium-free Medicare Part A, you’ll need to sign up for Medicare Part B before you retire to keep TRICARE coverage. TRICARE health plans All ADSMs are enrolled in TRICARE Prime. Once you’re retired, you can reenroll in TRICARE Prime if you live in certain areas stateside called a Prime Service Area, where TRICARE Prime is offered. However, TRICARE doesn’t offer TRICARE Prime Remote, TRICARE Prime Overseas, and TRICARE Prime Remote Overseas to retirees and family members. TRICARE health plans available to you and your family might include: • TRICARE Prime (where offered stateside) • US Family Health Plan (where offered stateside) • TRICARE Select or TRICARE Select Overseas • TRICARE Plus (limited availability) • TRICARE For Life (if you have Medicare Part A and Part B)

Check out the TRICARE Plan Finder to learn more about which plans you may qualify for. You can also reach out to your TRICARE contractor with any enrollment questions. If you don’t enroll into a TRICARE health plan within 90 days of your retirement date, you may request a retroactive enrollment up to 12 months after your retirement date. You can learn more about this on the Qualifying Life Events page. New costs Once enrolled into a TRICARE health plan, you’ll pay retiree costs. This includes ongoing enrollment fees or monthly premiums. All enrollment fees or monthly premiums must be paid retroactive to your retirement date for continuous coverage. tage as a child. “That is the big question mark,” he says, pointing at the next display. We are looking at a child-sized wood carving that depicts two faces; one atop the other. It has been placed on a small rise in the back corner of the village. At the base is a minimal shrine – a bowl for offerings, some incense, an animal skull. “We find the two heads carved in this area – maybe they mean something. Other places you read of Druids. But we don’t have that here. It is hard to know. So, that is the question mark.” While the Celtic belief system is still a mystery, there is a lot more to the Celts that we can learn about here at the Keltenpark Otzenhausen.

He shows us the special tree fungus ancient Celts smoldered into charcoal to use as a base fire material. He strikes a spark on it with a flint and iron. After that, he places the ember in a bed of straw and blows on it as it smokes and finally lights into a fire. There are cheers all around. The celts loved color Zahneisen is dressed in a bright orange tunic shirt, synched at his waist over thin brown pants. His leather shoes have pointed toes. His leather hat has been hand-stitched at the edges. He also wears two gold armbands on his wrists and a black raven pendant on a leather thong around his neck. “In movies the Celts always wear brown, but they actually loved color,” he says. He shows us the many skeins of wool yarn – dyed here in the old Celtic ways in bright blues, reds, and oranges. They used tree leaves for their favorite bright yellow. And further added iron to the pot to bring it to green. Using small samples of ancient cloth, the team has recreated intricately patterned woven fabrics and glass beads. An active archaeology project The Keltenpark at Otzenhausen is a prime example of experimental archaeology. Using what they have discovered from digs in the area, they have recreated a small Celtic village that can teach us a lot about the Celtic daily life of 400 BC. At that time, the Celtic culture dominated

the Rhineland and Saarland parts of Germany. Inside the wooden palisade are ten buildings: three homes for extended families, four workshops, two stilted pantries, and a communal great hall. The small homes and storerooms were built by hand using only the skills and tools available to people living here at the beginning of the common era. The detail is apparent. Each building has exposed timber-framing and walls filled with woven sticks and covered in clay plaster (wattle and daub).

archaeology process here is maintaining the structures in a cycle throughout the years. My son tries his hand at shaving wood with a traditional iron tool and a seated bench. My daughter pokes at the village’s central fire, spreading coals under the grill. In terms of technology and lifestyle, the village doesn’t feel too different from early American settlement re-creations we’ve visited. It feels similar to places like Plimoth Plantation in Massachusetts, but the Celts lived 2000 years before those earliest colonists.

Visit the ringwall, too Though small, the village accurately represents rural life during the Celtic heyday before Roman occupation. There would have been many similar villages dotting this area around the base of the Dollberg mountain. Atop the mountain was one of the largest Celtic fort towns of the era. From about 500BC – 50BC the triangular hilltop ringwall on Dollberg was occupied and expanded to eventually be about 45 acres large. It was huge for the time; big enough to hold a large trading town. In some places, the walls were 40 meters thick and 10 meters high. A 4km long walking trail leads up to the Celtic Ringwall (erroneously called the wall of the Huns by excavators in the 1800s). Along the route are information boards describing the archaeology of the area. It was a good place for a fortified town; ice age geology had deposited tons of working-sized stones. And there is an abundance of iron ore. There are still mysteries Back down in the village, the fire is lit in the center of the village. The iron smelting workshop is displaying how the Celts would have worked with the metal. The oven workshop can show baking or pottery making.
