Access to helping agencies ‘reborn’ via Project PHNX Story & photo by Staff Sgt. Trevor Rhynes 86th Airlift Wing Public Affairs Airmen assigned to Ramstein have a wide variety of supporting agencies available to them, however not all Airmen have time to take advantage of those agencies – that’s where Project PHNX comes into play. Currently in the early rollout phase, Project PHNX, short for ‘pairing health, nutrition and exercise,’ aims to give Airmen easier access to medical specialists, chaplains, military family life consultants as well as points of contact in finance and the fitness centers. “Ramstein is a very, very busy installation and it’s hard for Airmen to find the time to make an appointment,” said Maj. Noah Palicia, 86th Airlift Wing Project PHNX team lead. “So instead, we’re bringing that care, education and coaching to the squadron. This saves time, effort and provides quick access to the care Airmen deserve.” That change in philosophy from reactive care to proactive care was a See PROJECT PHNX, Page 2

Members of the 86th Security Forces Squadron begin an 800-meter run during a fitness combine as part of the Project PHNX program at Ramstein Air Base, Germany, April 20, 2022. The combine consisted of six exercises and was performed three months apart to measure improvement over the course of three months. Project PHNX, short for pairing health, nutrition and exercise, brings medical specialists, chaplains, military family life consultants and more to squadrons and focuses on preventative care instead of reactive care.

key factor in the decision to create Project PHNX. “We meet with Airmen where they’re at,” said Capt. Lynsee Moberg, 86th Medical Group health promotions manager dietitian. “As Project PHNX members we go into the squadron and introduce ourselves during shift changes or meetings. Now that they’re seeing a familiar face, we’ve seen an uptick in use and a decrease in stigma in services like mental health.” The 86th Security Forces Squadron was the first unit to implement the program, and Project PHNX has since expanded to the 86th Maintenance Group. “We went in and identified their top concerns and started targeting those issues,” Palicia said. “Along the way, we’ve taken notes and feedback. We adjusted our plan a little bit to continue making positive changes for the Airmen in the squadron.” Data points such as sleep patterns, injuries sustained while on duty, nutrition habits and more were tracked throughout the initial rollout with 86 SFS Airmen and used to improve the Project PHNX plan. “Something not captured in our initial data collection was the style of body armor worn by security forces Airmen,” Palicia said. “We discovered there’s a lighter version of body armor, reducing the amount of weight carried by these Airmen by 20 pounds.” Project PHNX also tackles quality of life needs based on concerned raised by Airmen. “Airmen provided feedback that they needed healthier options since the dining facility closed,” said Palicia. “Our team worked with AAFES to get a food truck located near where Airmen live and work.” The Project PHNX team works to tailor their projects to the needs of the squadron participating in the program. “This is a great program. I hope other squadrons can benefit from these resources that are available to them,” said Master Sgt. Bennie Prescott, 86 SFS training section chief. “We’ve seen drastic improvements with our physical health, our mental health, our eating habits and our physical training program. All of that has helped us develop more resilient Airmen.”

A fragment of the Berlin Wall was placed at the roundabout near the Kaiserslautern Military Community Center for German Unity Day, celebrated annually on October 3 as it was the day all of the German states became part of the same country again after the German Democratic Republic voted to abolish itself and join the democratic Federal Republic of Germany along with the other states on Oct. 3, 1990. By Col. Christopher Meeker and Chief Master Sgt. Adam Boubede 86th Civil Engineer Group Tech Sgt. Josh Burch was frustrated. He and a team of people from across his unit, the 86th Civil Engineer Group, had worked very hard to improve the unit’s heritage room, which is called Keiler’s after the 86th CEG mascot, which is the biggest, baddest wild boar in the pack. However, people were not always showing the same sense of pride in ownership. Burch, Airman 1st Class Anna Porter, and many others had poured their hearts into decorating and maintaining the space for their team members to connect with one another, celebrate achievements and promote resiliency. At first, Burch placed signs saying things like “If you want to be able to use this space in the future, clean up when you’re done!” and “If it’s not yours, don’t touch!” It didn’t work.

People still neglected the room, and now fewer people wanted to use it. He voiced his frustration to us as his command team. Our advice to Tech Sgt. Burch? Don’t lead people with fear and greed, instead — inspire them. He removed all of the negatively framed signs and replaced them with positive images. He found an artist to paint a mural of the new unit ethos intended to inspire Airmen. Porter put up signs that said “Everything here was donated by people that love you.” Lastly, Burch erased the “CLEAN UP!” message on the chalkboard and wrote something that still inspires us to this day: “Rules of Keiler’s: TTake Care of Your Family, Take Care of Your Home, Ask For Help, Be Legendary.” He then threw a huge familyfriendly resiliency day to bring all of the people out to connect in this new place. The turnaround was instant and indeed legendary. It was not long before people were showing up unso-

licited to clean up, even on weekends. The area became a space that connected an entire 1,400-person unit on a completely new level. It created unity, trust, and togetherness, which promoted a team mentality. This carried over to the mission of the organization, and it was tangible and significant. At the request of the Brig. Gen. Josh Olson, 86th Airlift Wing commander, and as part of the wing’s Facilitate Installation Excellence line of effort, the 86th CEG has been applying this concept across the installation over the past two years to help encourage base personnel to have a sense of ownership and pride in the appearance of the base’s facilities and common spaces. Rather than simply posting signs about litter and punishing non-compliance, similar to the fear approach above, the team decided to approach the problem differently. Leaders believe that those who live and work on Air Force installa-

tions in the Kaiserslautern Military Community do have pride in them. It is our job to, first, make it easier for base personnel by improving 86th CEG processes and base functionality, and second, to inspire people to invest in the mission, the Airmen, and their own pride in their installation. To improve processes and functionality, 86th CEG Airmen completely reconfigured trash can placement at bus stops, the pond, the passenger terminal and other known hot spots. The 86th CEG improved contract structures for both trash pickup and base landscaping, and also started a ‘House/Yard of the Month’ program. Working on improving systems for bulk trash pickup for housing residents residents is ongoing. 86th CEG is investing in more tools available to base personnel, to include a fleet of power washers in the U-Fix-It store and continue to host large semi-annual base cleanup days. Most notably, the 86th CEG

It is evident that our Airmen care for one another, and we must continue investing our time and resources to build pride and connectedness across our base, our units and our people. Doing so is a top priority, and we sincerely hope that you take advantage of our new processes and tools that the 86th CEG offers to care for your facilities. We also hope that when you drive down Kisling Memorial Avenue adorned with flags, or drive by one of our new heritage traffic circles, you are inspired to follow those four rules that a passionate NCO once wrote on a chalkboard: Take Care of Your Family, Take Care of Your Home, Ask For Help, Be Legendary.

How to help military children reconnect after two years of the pandemic By Janet A. Aker MHS Communications

be doing online learning. That can be a big stress for our youth.” Jordan said.

The COVID-19 pandemic has been extraordinarily challenging for even the most resilient kids. The lockdowns and countless precautions have resulted in isolation and a loss of normal opportunities for children to just be children. What can parents and the broader military community do to restore a sense of normality? How can we help these kids to catch up in school, develop age-appropriate behaviors and maintain good mental health? There’s no easy answer. “It depends, because it’s a very personalized experience,” said Army Lt. Col. (Dr.) Bonnie Jordan, a child development expert stationed at Madigan Army Medical CenterMadigan Army Medical Center website at Joint Base LewisMcChord, Washington. The social, emotional and academic issues that children may face can vary a lot with age. Nevertheless, all children — young, tween, adolescent — could be at risk. “There is a developmental gap from being out of the school environment,” Jordan said. “Educators around the country are seeing dramatic upticks in disciplinary problems,” she said. These may be minor, such as not following directions from the teacher, or major, such as physical fights or social media bullying. “It’s related to the loss of social experience. Children have spent two years trying to navigate the social experience, but that’s been replaced with difficult-to-wrangle social media. Social media is what they think is normal,” Jordan said. “They have to learn how to interact with each other in person.” At the same time, “many are behind academically,” she said. In some families where parents are deployed or both work outside the home, “teenagers or younger kids are caring for their siblings. Older children are caretakers when they are supposed to

Signs of Trouble Jordan said there are three main signs of trouble parents should watch for: • Mental or behavioral health concerns • Problems reintegrating back into the school social setting • Gaps in academic learning A first key question for parents is: Is your child showing signs of depression or anxiety? “Some early signs I see are irritability or anger,” Jordan said. For children, those can be real signs of depression or anxiety apart from more typical symptoms like changes in sleeping patterns, lack of appetite, and loss of desire to participate in activities they used to enjoy. Second: “Is my child constantly not getting along with peers?” Jordan said. “Are they getting into fights that are physical or verbal? Are they lonely and not able to make social connections? This can impact mental health.” A third concern that parents should be looking for: “Did my child join their peers educationally or are they more behind than others?” Jordan said. Examples may include not being able to read at the appropriate grade level or having missed blocks of instruction that were available via virtual learning. Jordan pointed out that some children may not be good at virtual learning. They may not have had a parent available every day to walk them through the instructions. “It’s important to remember that children are returning to school with different academic strengths and needs.” Importantly, all three can interact or compound each other. Jordan went on to say: “Children who are depressed will struggle more academically and children who are falling behind or lonely, are at risk of depression.”

Check-Ins Keeping children connected with others is essential, said Patti Johnson, a pediatric psychologist and doctorate who supports the Defense Health Agency’s Behavioral Health Clinical Management Team. “It is important that the adults in their lives — parents, teachers, medical professionals, coaches, clergy, and so on — stay connected to these kids and be aware of how they are coping,” Johnson said. “Adults should check-in with youth periodically, ask questions about how they are doing, give them space to respond or not, be aware that they may want or need to talk but aren’t sure how to approach topics, give them permission to reach out, and don’t try to ‘fix’ their problems but rather listen and acknowledge their loss, grief, emotions,” she suggested. There has been a “significant increase” in eating disorders in teens and young people, Jordan said. “Suicidality is clearly on the rise in teens and ‘tweens but also in younger kids,” she added. Coping Strategies “The best thing to do to help children and adolescents is to increase opportunities for guided

social activities,” Jordan said. On-post services often include youth centers, sports leagues, clubs, recreational activities, faith-based activities, classes, and Morale, Welfare and Recreation offerings, among others. “They are structured enough so children don’t have to rely on their social skills. It encourages our youth to be involved,” Jordan said. She also suggested that parents can foster improved social skills by setting up “positive social interactions,” along the lines of play dates but tailored to different ages and interests.

How to merge lanes in Germany by German-American Community Office Merging lanes in Germany is different than merging in the United States. Germany uses the “zipper system” or Reissverschlussverfahren. The system is in the German Road Traffic Regulations (§ 7 (4) StVO) and dictates that when two lanes converge into one, drivers should proceed all the way to the front of their respective lane and wait to merge at the last possible point. Then they should alternately fold together like teeth in a zipper. It can feel counterproductive or like cutting in line, but it is actually a more efficient way to merge lanes and make the most of the space available. Some studies have shown that the zipper line rule can increase merging capacity by as much as 15 to 20 percent. For more information, you can reach out to the German American Community Office by emailing info@gaco-kl.de or calling 0631 3633010.

DOD Celebrates Military Spouse Appreciation Day By David Vergun DoD News

unique individual stories,” he said. Military spouses are important for several reasons, Mentzer said, including manning the home front when the service member is deployed and providing moral and emotional support. Knowing that the military is taking good care of spouses and families has a major impact on troop morale and readiness, he said. It also factors in their decision on whether to reenlist. Mentzer can speak authoritatively about military spouses because he’s been one for 21 years and still is. He has also been at the forefront of military family readiness for more than 30 years as a federal civilian, spending more than a decade working in the office of the secretary of defense. His wife, Eries, an Air Force colonel, is the wing commander of Maxwell Air Force Base in Alabama. They have one child, Jaxson, who is 11. “One of the things we talk about quite often is focusing on having

This year’s Military Spouse Appreciation Day is May 6. Traditionally, it is the Friday before Mother’s Day, building on the idea that 92 percent of military spouses are female, C. Eddy Mentzer, associate director of military community support programs for the Office of the Deputy Assistant Secretary of Defense for Military Community and Family Policy, said. Although the commemoration is only for a day, installations around the globe have a variety of spouse appreciation events throughout the month, as do many military and veteran service organizations. Military OneSource has a variety of events on various days in May. Mentzer said the premier Military OneSource event this month is a three-day virtual symposium specifically designed for the military spouse community, scheduled for May 10 to 12. Activities planned for that virtual symposium include: • Sesame Street for Military Families • Career building skills • Discovering your talent • Personal branding • Job search tips • Finding the right balance in life • Tips on thriving in the workplace • Money-saving ideas • How to become an entrepreneur • Guide to stronger relationships

“With a million military spouses across the active and reserve components, that’s a million individual stories,” Mentzer said, referring to the unique life experiences of each of those spouses. “That’s something as a department that we have to really recognize. While we can’t solve every challenge, we have to listen to those

More About Military Spouse Appreciation Day On April 17, 1984, President Ronald Reagan established Military Spouse Appreciation Day with Proclamation 5184, recognizing the countless sacrifices and contributions made by military spouses since the days of the Continental Army and Navy. In 1999, Congress officially made Military Spouse Appreciation Day part of National Military Appreciation Month to recognize the many sacrifices military spouses make as they put their personal and professional aspirations aside for their service member.

complementing, not competing careers. And you know, it is doable. It’s not easy. We’ve each had to make sacrifices. But we’ve also been able to achieve quite a great deal,” he said. Mentzer mentioned that military life must have rubbed off on Jaxson, whose goal is to be a military broadcast journalist. He turns 12 this month so in just a few years that goal will be within reach. Airlifter of the Week: Airman 1st Class Francisco Castillo Story & photos by Senior Airman Thomas Karol 86th Airlift Wing/Public Affairs U.S. Air Force Airman 1st Class Francisco Castillo, 86th Operations Support Squadron Aircrew Flight Equipment apprentice, is a humble man from simple beginnings. He was awarded the title of Airlifter of the Week because of his attitude, demeanor and constant drive to be better than he was yesterday. He embodies all the core values, but the one that best describes him is service before self. Castillo spends much of his time volunteering for the base and local community. He is not afraid to raise his hand and be the first in line to help out when needed. “I enjoy volunteering because of how much happiness it brings people,” Castillo said. “Ever since I was in school I have liked to give back when I can. I think I just like letting people know I care about them and want to help out.” Castillo comes from a modest beginning. He did not have a lot

and felt the need to pay it forward. “I didn’t always have much when I was younger,” Castillo said. “I wore the same clothes to school for sometimes two years and didn’t get a haircut very often. Later in life, in high school, I found I had a lot more. I never had to worry about where my next meal came from and got a haircut every two weeks. I also knew a lot of people didn’t have what I had and I felt the need to give others a little of what I had.” Castillo joined the Air Force to see the world and make a name for himself. He joined the Air force because it fit his need for adventure and the hope to be more tomorrow than he was today. “It’s my name on the uniform and I want to bring honor to it,” Castillo said. “When my father saw my name on my uniform he was so proud. I want to be the best I can be so I can give my unborn

children what I didn’t have and make my family proud.” Castillo credits much of his success to his team, specifically his team’s non-commissioned officers. “The NCOs here helped me so much,” Castillo said. “Not just professionally, but personally too. They are always checking up on us to make sure we are doing alright and have what we need. I can’t say enough good things about my team.” Even a hard worker like Castillo has to get a break from work. He enjoys being outside, watching movies, and getting in shape. “I like to work out as a pastime,” Castillo said. “I also like hiking and being outside as a way to relax. But, my favorite way to kick back is movies. I’m always looking for a new movie to watch and it keeps me entertained for a few hours.” Castillo wants his legacy to be known, for himself, his parents and his future family. He says you should always remember where you come from, whether it’s good or bad, and try to be better than you were yesterday. “I talked to my dad the other day and told him about what happened,” Castillo said. “I told him I got coined by the general and the chief master sergeant on base. He told me how proud he was of me. A lot of my family is associated with poor choices and for my father to see what I am becoming brings him happiness. He sees I’ve come a long way from where I was and I want to keep that up. I’m better than what I was yesterday, and I’m doing it for tomorrow.”

Airlifter of the Week: Minister of the Interior awards Third AF commander with WiR! Award Managing the lodging

MORÓN AIR BASE, SPAIN — U.S. Air Force Senior Airman Malik Houser, 496th Air Base Squadron contingency lodging manager, was named Airlifter of the Week at Morón Air Base, Spain, April 7, 2022. Houser joined the military about six years ago and recently reenlisted. “I joined the Air Force to get out of my hometown,” Houser said. “There wasn’t much there for me.” When Houser started his career he didn’t understand the value of his job in the Air Force. “I felt like my job was insignificant while everyone else I knew had more important jobs. But, when I started to deploy I gained more respect for every job,” said Houser. “In a deployed environment you really gain appreciation for your job because you can see the big picture play out right in front of you.” While at Morón AB, he rapidly completed a bed down for 911 personnel between two geographically separated facilities. He also aided in building 119 beds for transient personnel, providing linen, Wi-Fi, latrines, showers, laundry facilities and other quality of life items, with less than a weeks’ notice. In addition to lodging support, Houser worked in unison with permanent party and temporary duty assignment first sergeants to identify, relocate, and provide “Meals on Wheels” to personnel in isolation due to COVID-19. “Senior Airman Houser is truly a vital asset to Morón Air Base and our

mission here,” said U.S. Air Force Master Sgt. Jessica Chivers, 496th Air Base Squadron flight chief. Houser embraced all opportunities to display his ability to lead and make an impact on the people around him at Morón AB. “My team here at Morón Air Base, although small, is one of the best teams I have ever worked with,” said Houser. “I’ve made real connections with genuine people here. They make me feel appreciated.” Houser manages the largest hardened-sheltered contingency operation in the U.S. Air Forces in Europe and Air Forces Africa with oversight of 640 bed spaces. “My team here helped me get to this point by believing in my abilities as a person first, leader second, ‘’ said Houser. “I prefer not to be micromanaged, and my team here respects that and allows me to take charge. I value their trust in me, because it has helped me grow into a more capable Airman.”

US troops train Ukrainians in Germany By Jim Garamone DOD News U.S. service members in Germany have begun training Ukrainian soldiers on key systems being used to defend Ukraine against the Russian invasion, Pentagon Press Secretary John F. Kirby said today. “These efforts build on the initial artillery training that Ukraine’s forces already have received elsewhere and also includes training on radar systems and armored vehicles that have been recently announced as part of security assistance packages,” Kirby said. U.S. Army Europe and Africa is organizing the training in coordination with Germany. Florida National Guardsmen — who were part of the Joint Multinational Training Group in Western Ukraine and were ordered out of the country as the threat of the Russian invasion intensified — have reunited with Ukrainians in Germany and are again working to give the Ukrainians the knowledge they need to defend their country. “The recent reunion of these Florida National Guard members with their Ukrainian colleagues, we are told, was an emotional meeting, given the strong bonds that were formed as they were living and working together before temporarily parting ways in February,” Kirby said. The United States is not the only country training Ukrainian service members. Yesterday, Canadian Defense Minister Anita Anand said Canadian service members were training Ukrainians on the M-777 howitzer in Europe. This training effort is in direct support of recent U.S. security assistance packages “designed to help Ukraine win their battles today and build strength for tomorrow,” Kirby said.

These systems are necessary to counter Russia’s new push into the Donbas region of Ukraine. This training package is just the latest in an effort that goes back to the break-up of the Soviet Union, but that intensified after Russia invaded Ukraine in 2014 and illegally annexed Crimea. “We’re here today talking about the Florida National Guard,” he said. “But as you all know, they were preceded by others of their colleagues going back over the last eight years.” That training effort has been key to Ukraine’s stout defense of its capital city of Kyiv and the fight they are putting up in Donbas. The training helped transform Ukraine from a Soviet-style military to a more agile and deadly force. “They have better command and control,” Kirby said. “They have better battlefield initiative. They have a competent noncommissioned officer corps that is empowered on the field of battle to make tactical decisions. That didn’t happen by accident.” The bulk of the training on the new systems Ukraine is getting will be performed by the Florida Guardsmen. They can, of course, call on Army units in Germany to assist if they need it, the press secretary said. U.S. officials want to make the training useful and constructive, but not onerous — meaning the Ukrainians are fighting a war in their country and do not have the time for long training classes. As such, the Ukraine military chose artillery personnel to learn to operate the M-777 howitzer. They have the background needed to operate artillery and just need to learn the peculiarities of the American system. The same is true of radar operators.

Pentagon Press Secretary John F. Kirby holds a briefing at the Pentagon, April 29. Photo by Air Force Tech. Sgt. Jack Sanders, DOD

While they will receive American systems, these soldiers have already learned about radar and just need to learn what buttons to push, or what pulses mean on American sets. These Ukrainians soldiers will then go back to Ukraine and teach their fellow soldiers how to use the equipment effectively. “As you might imagine, these soldiers are eager to learn these new skills, but they’re also eager to apply those new skills in the conflict,” Kirby said. The press secretary was asked about Russian nuclear saber-rattling. He said the United States continually watches the

Russia’s nuclear preparations, and officials believe U.S. deterrence is positioned correctly. He said the United States takes any threats seriously and is prepared. “I’m not going to go into the psychology of [Russian President] Vladimir Putin,” Kirby said. “It’s hard to look at what he’s doing in Ukraine, what his forces are doing in Ukraine and think that any ethical, moral individual could justify that. It’s difficult to look at some of the images and imagine that any well-thinking, serious, mature leader would do that. So, I can’t talk to his psychology. But I think we can all speak to his depravity.”

Portuguese air force Furriel Rui Freitas, Air Base 4 Air Traffic Control Squadron air traffic controller, facilitates the movement of aircraft from the ATC Tower at Lajes Field, Azores, Portugal, April 26. Working with its counterpart, Radar Approach Control, the Tower facilitates the safe and efficient flow of air traffic through Lajes, home of the U.S. Air Force 65th Air Base Group. The 65th ABG provides base and transient support for Department of Defense, allied nations and other authorized aircraft crossing the Atlantic Ocean. U.S. Air Force Staff Sgt. Dallas Moore, 65th Air Base Squadron Air Traffic Control watch supervisor, verifies flight progress strips in the Radar Approach Control (RAPCON) facility at Lajes Field, Azores, Portugal, April 26. Air traffic controllers at RAPCON record the general information and intent of each aircraft on the strips. By monitoring this information and keeping constant communication with pilots, RAPCON ensures the safe arrival and departure of aircraft.

721st AMXS Spouse brings home AMC level award

Caitlyn Chase, 521st Air Mobility Operations Wing key spouse, poses for a photo in front of a C-17 Globemaster III at Ramstein Air Base, Mar. 4. For her service, Chase was Air Mobility Command’s nominee for the Air Force level 2021 Joan Orr Air Force Spouse of the Year Award.

Story & photo by Senior Airman Faith Schaefer 521st Air Mobility Operations Wing Caitlyn Chase, 721st Aircraft Maintenance Squadron key spouse, wears many hats around the Kaiserslautern Military Community. She is a USO team member, a youth resiliency coach, a piano

teacher, a children’s ministry coordinator, an Operation ALLIES REFUGE volunteer and Ramstein’s enlisted spouse association Vice President. On top of her sacrifices, she is a wife and a soon-to-be mother. Due to her 700 community service hours in 2021 alone, it’s no surprise she was awarded Air Mobility Command’s nomination for the

Air Force level 2021 Joan Orr Air Force Spouse of the Year Award. This award recognizes a non-military Air Force spouse for their significant sacrifices and contributions. Growing up in a small town in northern California, Chase always has had the belief that community is a fundamental part of life. “My hometown is about 3,500

May 6, 2022 people and community was always such a big part of how I was raised,” said Chase. “It’s a part of where I’m from, it’s a part of my family.” After meeting her husband, Staff Sgt. Corey Chase, 721st Aircraft Maintenance Squadron maintenance operations center senior controller, at Travis Air Force Base, California, the couple moved to Ramstein Air Base, Germany together. Soon after the move, Chase got involved in the key spouse program at the 721st AMXS. “A key spouse from my husband’s squadron reached out to me quickly from the time we moved here,” said Chase. “That one person had such a big influence in helping me get involved in the community and feel less homesick. I just really wanted to do that for other people.” Even overseas, community was still at the forefront of Chase’s mind. She describes moving overseas has humbly opened her eyes to the true importance of community and the key spouse program. “When you’re born into a community, it [the community] is important,” said Chase. “I don’t want to discredit that, but when you are moved away from your family and friends, you have to completely start all new in a different country. It has been really eye opening to see the impact one

person can have on other people.” In addition to serving her community in every pillar and while doing her part-time volunteer work, Chase also is pursuing a Masters of Counseling degree. “Helping people is such a big passion of mine,” said Chase. “In college, I discovered how much I love helping people become the best version of themselves and that’s why I’m going to school to become a school counselor right now. I just really love to help people do their best and just getting to do that at such a community-wide level has been really cool.” Chase’s award will go on to compete at the Air Force level. “Mrs. Caitlyn Chase has been an invaluable Key Spouse for the 721 AMXS that has wholeheartedly dedicated herself to support of the Squadron, the base, and local community,” said Maj. Steven White, 721st AMXS commander. “Caitlyn’s passion for helping people has been a leading role model to us all as we reinforce the service member and strengthen family resilience.” The 721st AMXS maintains all en route aircraft and is one of ten squadrons under Air Mobility Command’s 521st Air Mobility Operations Wing. Both the squadron and wing headquarters are tenant units on Ramstein Air Base.

The 16th Sustainment Brigade recently hosted a Brigade level Rehearsal of Concept (ROC) drill for upcoming missions and operations! These rehearsals are vital in ensuring all pieces of large scale operation flow together effortlessly. Operations of this magnitude take multiple sections working in tandem to be successful. The Brigade Deputy Commanding Officer (DCO) LTC Ungetheim presented Brigade Coins to those who planned and executed this ROC Drill, and to those ensured it was conducted at the highest standard possible. Operating e-scooters while drunk By Johanna Dunzweiler German Legal Assistance Attorney, Baumholder Law Center Operating an e-scooter in Germany can be both exciting and challenging. However, it is important to remember that some of the same rules apply to driving an automobile also apply to E-scooters. One of these rules is the prohibition of driving while intoxicated. Because an e-scooter is considered a motor vehicle, you can lose your driver’s license if you operate an e-scooter while under the influence of alcohol. Under German law, you are subject to fines and other penalties for operating an e-scooter with a blood alcohol level of .5 “promille” or above, which is equivalent to the American measurement of .052 grams of alcohol per 100 milliliters of blood. Under U.S. Army Europe and Africa regulations, your U.S. Forces driving privileges will be suspended for 90 days if you operate an e-scooter with a blood alcohol level above the legal amount and the license will be revoked if the blood alco-

hol level is .08 or above. While you are not required to have a driver’s license to operate an e-scooter, those that are too young to obtain a driver’s license may lose the ability to obtain one if they are caught operating an e-scooter while intoxicated. Service members are also subject to non-judicial punishment and court-martial under the Uniform Code of Military Justice for operating an e-scooter with a blood alcohol level of .08 or above. In addition, a service member may receive a memorandum of reprimand from a general officer.

There are several other rules that apply to e-scooters: 1. riders must be at least 14 years of age 2. the scooter itself must have a valid permit (Allgemeine Betriebserlaubnis) 3. riders must have valid insurance for the scooter 4. the scooter must be able to maintain a minimum speed of 6 kilometers per hour and have a maximum speed of 20 kilometers per hour 5. riders are only allowed to drive on the street (but not the Autobahn or other limited-access roads) or bicycle paths. In addition, riders are not allowed to operate the scooter on pedestrian sidewalks and pedestrian walkways, must always drive on the right side of traffic flow and must use hand signals for turns and stops. When traveling on an e-scooter with a friend, riders are not allowed to ride side-by-side: you must operate your scooters in a single file. Wearing a helmet is strongly recommended. For additional questions regarding the operation of e-scooters, contact your local legal assistance office.

Soldiers of 16th Sustainment Participate in Denim Day

Recently the Knights of the 16th Sustainment Brigade took a stand to put an end to sexual harassment and sexual assault by participating in Denim Day. Denim Day is an event in which people are encouraged to wear jeans or denim to raise awareness of rape and sexual assault. Stemming back to unfavorable Italian Supreme Court case which was overturned and dismissed - women in the Italian Parliament launched into immediate action and protested by wearing jeans to work. This started the annual trend to wear denim or jeans in support of fighting sexual assault and sexual harassment. Photo by 1st Lt. Alexander Harrell, 16th Sustainment Brigade

Oana Copaceanu stands in front of the Army Support Activity-Black Sea headquarters at Mihail Kogalniceanu Air Base, Romania, April 28. The Army hired Copaceanu to serve as the host-nation advisor here in April 2021 and she’s met challenges like the COVID19 pandemic, massive multinational exercises, and the current operations in support of NATO efforts. She’s the “human bridge” for relations between the United States and the Romanian government.

Story & photo by Jason Tudor U.S. Army Garrison Rheinland-Pfalz

MIHAIL KOGALNICEANU AIR BASE, ROMANIA — When it comes to keeping up relations between Americans and Romanians here each day, we can all thank Freddie Mercury and Jim Morrison for the employee who helps make it possible. Oana Copaceanu became the host-nation advisor for Army Support Activity-Black Sea, Romania, in April 2021. As host-nation advisor, she serves as the human bridge between her country and the United States, advising the ASA-Black Sea garrison commander, US units, the Royal Air Force, and others deployed here. She is also a consistent point of contact for Romanian politicians, civic leaders, and the local Romanian population. Now a year into her service with the garrison, Copaceanu’s role as both host-nation adviser and public affairs representative is expanding thanks, in part, to a garrison teeming with deployed troops from several different countries. That is a challenge she welcomes. “I want to make a difference,” she said. “That’s really important to me.” She recently helped organize a soccer tournament in the local area with US, Romanian, UK, and other teams that drew more than 400 players and 200 spectators. She worked alongside the RAF, Red Cross, and other Army Soldiers to build a first-of-its-kind Easter Egg hunt for about 65 Romanian children and their families. She also eases the burden of mundane tasks for permanent party

staff like registering cars, sorting out utility bills, and finding housing. Each day, more than a few people walk into her office and ask questions only she, as the host-nation expert, can answer. Break on through Copaceanu grew up in Constanta, the largest port on the Black Sea and the oldest continuously inhabited city in Romania. In 1989, at age 12, the Romanian Revolution changed her life and the lives of millions of other Romanians forever. In the chaos of the following years, the country evolved around her, becoming part of NATO in 2004 and the European Union in 2007. She evolved as well, learning to speak English by first listening to music by Queen, the Doors, and others on cassette tapes. She gained knowledge by reading through motorcycle magazines and watching documentaries narrated by David Attenborough. “I had this little dual cassette player and would play the cassettes over and over. I would write down and spell out how I thought the lyrics went to all their songs in a notebook. That’s the primary way I learned English,” she said. As her English skills grew, so, too, did her curiosity. She finished high school, studied in Bucharest, then earned a degree in English from the University of Constanta, writing her final thesis about Saul Bellow’s last novel, Ravelstein. She had stints with a German shipping company in Hamburg, the Constanta county council, and served as a volunteer for the European voluntary service in Poland. Before landing here some years later, she served as a transla-

tor and simultaneous interpreter for a US Army exercise in 2005 before landing here. “I’ve always been curious,” she said. “I think that’s helped me grow into every role I have had in my career, and I think that helps the organization in positive ways.” Busy times at MK Host-nation relations have been crucial during several extensive military exercises and the COVID-19 pandemic, helping American officials understand host-nation measures and policies. Today, with more than 2,000 troops on the ground and daily operations buzzing, Copaceanu said the busy pace of the garrison has allowed her to grow her professional portfolio. “Oana’s role with the garrison has become more important as our team wants to know what the community is saying and how they feel about what’s happening here at MK,” said John Strader, garrison executive officer. Busy garrison operations have also allowed her to grow her public affairs skills, writing more stories and advising on issues with local and regional media members. She’s connected Garrison Commander, Lt. Col. Jeremy McHugh, with the local community through personalized video messages in English and Romanian. And without songs like “We are the Champions” and “Riders on the Storm,” she wouldn’t be here. “Oana has helped open up doors and connected us more closely with our Romanian partners,” McHugh said. “Without her on our team, we wouldn’t be able to accomplish many things we do from day to day.”

KLAGENFURT from Page 1 rounding forest-covered hills and soaring mountains which tower over the cityscape. Klagenfurt is often referred to as the ‘Rose of the Lake Wörthersee’. When you arrive in Klagenfurt you will find a city which is modern yet retains its old world charm and appeal. Predominantly Italian master builders have determined the appearance of the historic old town. Discover magnificent Renaissance buildings, facades renovated true to the original style and shady arcaded inner courtyards on a stroll through the old town; see the beauty of the sacral buildings on a church walk; or visit one of the many museums, castles and galleries. In winter time, Klagenfurt presents its most charming side. From the beginning of December, the Christmas Market turns the old town into a romantic Christmas dream. The streets and lanes are festively decorated with care, and the smell of mulled wine and advent cookies permeate the air. Klagenfurt and the surrounding area can be enjoyed any time of the year, here are our top tips for the best sights to enjoy: Lindwurm Fountain The Lindwurm (Dragon) is the emblem of Klagenfurt and this revered statue can be found in center of the city’s major square, Neuer Platz. The statue was built in the 16th century, modelled on the Lindwurm of legend, which is said to have resided in a swamp here long ago, devouring cattle and virgins and causing immense flooding until it was killed by some brave young men in the area. A picture beneath the Lindwurm is practically mandatory when in Klagenfurt. Minimundus

Minimundus, Klagenfurt, photo by hans engbers / shutterstock.com

Minimundus is a miniature park or rather a park of miniatures. It displays over 150 miniature models of architecture from around the world. All of the buildings found within this park are built to scale and they are exceptionally beautiful. You will find models of the White House, the Taj Mahal, and the Eiffel Tower, the Suleiman Mosque, the Statue of Liberty, St. Peter’s Basilica, The Tower of London and many others. It’s a terrific place to visit for kids, and big kids. Vitring Abbey Southwest of Klagenfurt lies Viktring, now part of Klagenfurt, which is known for its

Cistercian abbey (founded in 1142 and dissolved in 1786), one of the most important abbey buildings in Carinthia. It possesses two beautiful arcaded courtyards and an Early Gothic church with Burgundian pointed vaulting. It also houses a superb stained glass of c. 1400, depicting the Twelve Apostles and other subjects. In 1970 the Austrian government bought the buildings and set up a secondary school here, which now specialises in musical education. Tscheppaschlucht Experience the power of water in its finest form. The cascading water in the Tscheppa canyon in Ferlach has created a landscape that is a delight to experience — deep gorges, steep cliffs, diverse fauna and flora, natural mixed forest, quiet brooks and wild roaring waterfalls. This is a super walk through a centuries-old canyon that will appeal to naturelovers and adventurers. There are several route variants depending on how much you would like to do and how strenuous. The paths, bridges, ladders and walkways are well secured, but are challenging and sometimes slippery — so sturdy walking shoes are advised. The absolute highlight of any of the walking tours of the Tscheppaschlucht is the Tschauko waterfall with a rock arch and the infamous Devil’s Suspension Bridge — if you dare. It’s possible to walk from one end of the canyon to the other, picking up a bus to return you to the car park from where you start. But do check the bus times before you set out — it’s a long walk back. There are plenty of geo-caches hidden in this area to add a little intrigue to your ramble and a brand new high ropes course, which is fantastic for the whole family to experience in these incredible surroundings. Gustav Mahler Komponierhäuschen Gustav Mahler was a famous musician who lived and worked close to Klagenfurt. Sometime in 1899 he bought a small mansion which has today been turned into an archival museum about him. Here you will be able to see various postcards, letters and other documents which were written by Gustav Mahler. Since the museum has guides who can speak English, French and German you should not have any trouble understanding the various exhibits you will see. This museum is open from May to October from 10 a.m. to 4 p.m. Lake Wörthersee In between your various sightseeing

excursions you may like to visit Lake Wörthersee. The lake is elongated, about 20 km long and 1–2 km wide. It stretches from Klagenfurt in the east to Velden in the west. It’s flanked to the north and south by steep alpine foothills covered with glorious dense forests, beyond which snow-capped alpine peaks are visible. The lake’s water is a distinctive bluegreen colour and transparent. This lake is the warmest of the large Alpine lakes and Europe’s largest non-sea beach and lido area. The 50km cycle path around Lake Wörthersee is ranked one of the ‘Top 10’ in Austria. In winter, the region is often covered by snow and approximately every 10 years the lake freezes over, attracting numerous ice skaters.

The highest wooden observation tower in the world is located above the Lake Wörthersee in Keutschach and having opened in just June 2013 it is the newest attraction in the area. From the observation tower, with a height of nearly 100 meters, you can enjoy the breathtaking view of the mountains and the Lakes of Carinthia. At the highest point there is also a “sky box,” a room with panoramic view for all kind of events. You can reach the top using the panoramic lifts or the stairs if you are sporty. At the base of the building there is a restaurant with a terrace and a small shop where you can buy souvenirs. Furthermore, there is a playground for younger guests. Loibl Pass & Tunnel The Loibl Pass is a high mountain pass in the Karavanke chain of the Alps, which links Austria to Slovenia. The 1,570m long tunnel at this border point between Austria and Slovenia is controversial because it was built during WWII using the slave-labor of prisoners from a satellite camp of the infamous

May 6, 2022

Mauthausen-Gusen concentration camp system, which was under the command of a notorious SS officer, Julius Ludolf. Mauthausen-Gusen was one of the last camps to be liberated at the end of the war by the Allies and was known for it’s brutal regime of “extermination through labor.” The first army vehicles passed the very tight tunnel on Dec. 4, 1944. Military traffic, Wehrmacht soldiers retreating from the Yugoslav Front and refugees used the tunnel until it was closed in 1947. Then a border crossing between Austria and the Federal People’s Republic of Yugoslavia, it was reopened in 1950 and expanded to two lanes in 1966, while the old road over the mountain pass itself has been closed for traffic since 1967. The importance of the Loibl Pass has diminished as a useful trade and traffic route since 1991, when the 7,864m long Karawanken Motorway Tunnel, which connects Austria quickly to Ljubljana was opened. It’s now a tourist route, particularly favoured by motorcyclists. Whilst there is nothing especially of note to see or do here, the tunnel is a memorial to those prisoners of war who built it under such horrendous conditions and is therefore worth a visit if only to pay your respects. A commemorative building on the site of the workers’ accommodation is planned for the future. In stark contrast to it’s dark history, the steep and winding road leading to and through the tunnel offers some breathtaking views and somewhat of a white knuckle ride for the adventurous. Getting There Klagenfurt does boast it’s own airport, but most major airlines fly into nearby Ljubljana direct from Frankfurt or Munich. From there you can pick up a rental car or a bus to Klagenfurt.

Due to regulations to prevent the spread of COVID-19, bookings and trips may be cancelled or postponed, and travel to neighboring countries may not be allowed. Please verify the status before making plans to attend. For U.S. government employees, including service members, remember to always follow command regulations, which may be different than host nation policies.
