he minister president of RheinlandPfalz honored the U.S. Air Force’s 60-year presence in Germany during a streamer presentation held March 2 on Ramstein. Brig. Gen. C.K. Hyde, 86th Airlift Wing commander, accepted the streamer on behalf of the USAF from Minister President Kurt Beck. The presentation included remarks from both Hyde and Beck, as well as Gen. Mark Welsh, U.S. Air Forces in Europe commander, and the honorable Philip Murphy, U.S. ambassador to Germany. “My heartfelt gratitude and also congratulations to all U.S. Soldiers, civil employees and their families. In particular, congratulations and thank you to the members of the 86th (Airlift Wing). To me, it is an honor and a privilege to bestow upon you the streamer of the state of Rheinland-Pfalz,” Beck said. Hyde echoed Beck’s sentiments of appreciation, speaking for all Airmen in Rheinland-Pfalz. “To the citizens of Rheinland-Pfalz, thank you for hosting the U.S. Air Force, our Airmen and the See ANNIVERSARY, Page 13

Gen. Mark Welsh, U.S. Air Forces in Europe commander, presented the USAFE Medal of Distinction to a German doctor during an emotional ceremony at USAFE headquarters March 2 on Ramstein. Professor Dr. Kai Zacharowski was honored for his role in saving the lives of two USAFE Airmen who were critically injured during a shooting incident at Frankfurt International Airport one year ago, which also claimed the lives of two other Airmen. “One year ago today, a very disturbed young man followed a group of American Airmen out of a terminal at Frankfurt International Airport to a waiting bus,” Welsh said. “And as they finished loading,
he walked up behind the last Airman to board the bus, completely unsuspecting, and shot him in the head. He then stepped onto the bus and shot the driver, and then turned to fire seven more shots into the group of young men and women who were standing in the aisle or settling into their seats.” The driver of the bus, Airman 1st Class Zachary Cuddeback, from Ramstein’s 86th Vehicle Readiness Squadron, and passenger Senior Airman Nicholas Alden, 48th Security Forces Squadron, Royal Air Force Lakenheath, England, both died at the scene. Staff Sgt. Kristoffer Schneider and Senior Airman Edgar Veguilla, also with the 48th SFS, were transported with life threatening injuries to the Johann-

Commentary
by Brig. Gen. C.K. Hyde 86th Airlift Wing commander The mission of the 86th Airlift Wing is to provide combat airlift and operate the Air Force’s premier installation to enable and assure strategic capabilities. Our mission is simple but critical for our nation, Air Force and supported combatant commanders. The combat airlift provided by our C-130 and operational support aircraft is an essential part of the air power for EUCOM and AFRICOM, and provides forward capabilities to meet our nation’s Article 5 responsibilities for the defense of NATO. As the host for Ramstein Air Base, and in conjunction with our partners, we are the cornerstone of America’s power projection capability to Eurasia, Africa and the Middle East. We enable and assure strategic capabilities upon which the joint force and war fighting commanders depend, and which generate asymmetric advantages in air, space and cyberspace. Our wing’s mission flows from the Air Force’s mission statement — to fly, fight and win … in air
space and cyberspace. We also directly support USAFE’s mission with forward-based air power and infrastructure to conduct and enable theater and global operations. You, our military and civilian Airmen, are critical to the mission success of our wing, Air Force and nation. We will define our future through our vision: capable, credible, responsive Airmen — operationally ready, honored to serve. Our mission requires the world’s best Airmen. We have great technology and weapon systems, but our strength and asymmetric advantage is our Airmen. We face thinking and adaptive enemies, and our future success depends upon the commitment of each and every Airman to readiness at the individual, unit and installation levels. We must strive for continuous improvement and strengthen our ability to work with others to achieve operational success. The motivation and warrior ethos that sustain us must be anchored in our core values and not succumb to a focus on self and expected reward. In order to perform our mission and deliver the maximum combat
readiness and service required by our vision, we are focused on four overarching priorities: (1) accomplish our mission safely and effectively, (2) develop professional Airmen, warriors and leaders, (3) collaborate with our allies and joint and international partners, and (4) provide exceptional quality of life for the entire KMC. Accomplish our mission safely and effectively. There is a difference between “being safe” versus internalizing operational risk management. One is usually associated with an event; the other permeates everything we do. We must develop the habit of thinking and applying risk management concepts to make good decisions on and off duty, in the air and on the ground. We must speak up when we see anything that doesn’t make sense and bring it to the right level for a decision. It’s not hard in concept, but it requires commitment, professionalism and leadership for success. We should never forget that in World War II, we lost more than 37,000 Airmen in noncombat accidents. We’ve come a long way,
but we can never let up when our Airmen and mission are at stake. Develop professional Airmen — warriors and leaders. We must be focused on people, not just to make them feel good in the short term, but to build them up and develop the skills to succeed long term. We are all training our replacements. If we really care about developing people, we will challenge them, expand their opportunities and get them out of their comfort zone — that’s when growth occurs. We must continually focus on professional development, including training, education, and health and fitness. It is important that we mentor Airmen and instill the warrior ethos of our Airmen’s Creed. The future of our Air Force depends on how we develop professional Airmen into warriors and leaders. Collaborate with our allies and joint and international partners. Winning today’s fight and prevailing in future conflicts requires collaboration with our allies, the See MISSION, next page
FM or MSG: leadership is critical by Nadia Harris 86th Comptroller Squadron As a base-level budget supervisor, I see leadership daily, but only occasionally at a senior level. So when the opportunity arose to shadow our Mission Support Group commander, Col. Mike Monson, I was tickled pink. As the former USAFE comptroller, Monson was the perfect candidate. To prepare, I researched leadership and current challenges in the financial management career field. The questions developed from that research as well as Monson’s responses are listed at the end of this article.

When I first walked into Monson’s office, I noticed the array of mementos he has collected through the years. Strategically placed among the affirmations of career success are youth sports photos framed with kids’ signatures. As of July, the Air Force Aid Society’s Spouse Tuition Assistance Program will no longer be in effect. In its place, AFAS has opened the General Henry H. Arnold Education Grant Program up to all Air Force spouses to include those stationed overseas. This program will allow spouses who are seeking undergraduate degrees as full-time students to apply for a $2,000 grant to be used in the following school year. The Arnold Grant Program has an established application deadline today for 2012-2013 school year, but due to short notification the Air Force Aid Society has extended the application deadline to March 30 for OCONUS spouses only. Soldier’s Medal awarded to Staff Sgt. Eddie Peoples by Grant Sattler USAG Vicenza Public Affairs VICENZA, Italy — A Soldier stationed in Vicenza, Italy, received the Soldier’s Medal Feb. 28 for his actions on May 31, 2011, when he took an armed bank robber down after a heist in Sarasota, Fla. Brig. Gen. Aundre Piggee, 21st Theater Sustainment Command commanding general, presented the peacetime award for heroism to Staff Sgt. Eddie Peoples in front of members of his unit and community at the Caserma Ederle Post Theater. A movement control specialist with the 386th Movement Control Team, 21st Theater Sustainment CommandItaly, since April 2010, Peoples used his vehicle to block the getaway of the bank robber’s car, got out and disarmed him, pinning him to the ground until law enforcement arrived on the scene. The 11-year veteran is a native of Bradenton, Fla., and was in the states on leave assisting his ailing father in May last year when he made an afternoon stop at a local bank, accompanied by two of his young sons. He was waiting in the lobby when a gunman entered and announced a robbery. The bank, occupied by about 40 bank employees and customers, fell silent — silent except for the sound of two small boys giggling. Peoples watched as the robber brandished his weapon. After the robber heard the sound of children, he pointed his weapon at Peoples, bank employees and customers. “He was terrorizing the bank and I knew I had to do something,” Peoples said. “He was just a domestic terrorist, spreading terror inside that bank with threat to life and limb. If I was in Iraq, I would take action. This
was no different.” The father of four positioned himself between the gunman and his two children and quickly made a place of concealment for his boys with lobby furniture. As soon as the robber exited the building, the veteran of four deployments to Iraq and Kuwait decided to follow him. Telling the story to those assembled at the ceremony, Piggee said, “We all wonder how we would react if placed in that situation. Here’s what our hero had to say: ‘He waved the gun at one of my children, so when he walked out of the bank, I followed him.’ Most of us would have stayed in the bank, but not our hero. Sergeant Peoples dashed out. “I asked him earlier, ‘You know he has a gun, you’re safe now, your children are safe, and the other bank customers are safe. What causes you to follow him?’ He said, ‘You know, as a father, I train my kids, and I’ve told them that when I go to combat, I go and I fight the bad men. My sons are old enough to know that this was a bad man. And I’ve taught them that we should do the right thing. I would be letting my sons down if I didn’t take some action,’” Piggee said. Exiting the bank, Peoples quickly entered his rental van, maneuvering it to block the robber’s attempted getaway in a sedan. Blocked in, the thief rammed the van multiple times, then jumped out to confront Peoples. The thief brandished his weapon and pointed it at Peoples’ face. “Sergeant Peoples, a combat veteran, remained undeterred,” Piggee said, describing the 34-year-old’s action to stop the 6 foot 2 inch, 260 pound bank robber. “Sergeant Peoples grabbed the gun and took this guy down to the ground.” Peoples spoke the day of the incident

in an interview with a local television station reporter. “I’ve been through five deployments. I’ve fought the Muqtada al Sadr militia, so weapons getting pointed at me, it doesn’t really bother me anymore,” he said. “I took the weapon away from him and put him on the ground. The rest is history.” He credits standard Army combatives training for giving him the skill to quickly disarm the robber. Peoples stood over the suspect on a large pile of stolen cash until local authorities arrived on the scene. Deputies arrested the man for armed robbery and Peoples went back inside the bank to retrieve his sons, Ikaika, 7, and Kioni, 5. “When I walked back in the bank, my oldest boy said, ‘Did you get the bad men?’ and I said, ‘Yep, I got the bad men,’ and everyone applauded,” Peoples said in an interview.
The Sarasota Police Department presented a commendation medal to Peoples later that day for his selfless actions in the face of danger. Speaking to his fellow Soldiers, Peoples said, “Although I would never recommend stepping into such a dangerous situation, I hope that my actions would give future criminals a brief pause to consider that the men and women to their left or right just might be past or present members of the U.S. Armed Forces. As members of the Armed Forces it is our duty and our oath to protect this great nation from all enemies, both foreign and domestic.” General Piggee said Peoples is an example for the U.S. Army. “This is what this medal is about — true personal courage in the face of danger or adversity,” he said. “It is living the warrior ethos, in or out of uniform.”

10th AAMDC conducts field training exercise by 2nd Lt. Jean P. Tomte 10th AAMDC Public Affairs BAUMHOLDER, Germany — The road was slippery and icy when Soldiers from the 10th Army Air and Missile Air Defense Command left Kaiserslautern to complete an Air Defense Artillery field training exercise. The temperature was below freezing, but it didn’t distract the Soldiers. The field training exercise, which took place Feb. 7 to 16, created a sense of confidence among Soldiers as they achieved their main goal: conducting air defense operations and, most importantly, preparing for any contingency mission as directed by U.S. Army Europe. The exercise was intensive and based upon realistic wartime scenarios. This type of exercise helps shape the mindset of Soldiers and equips them physically, not only to overcome adversities during wartime but also to defeat the enemy. The tactical operation center was located at Baumholder Army Airfield and the batteries were spread into different locations. It took them three days to set up the operations center and the living areas. Col. It was an unbelievable thing to watch.” The general went on to share that the doctor truly went above and beyond, sharing that Zacharowski not only canceled a conference for which he was scheduled to be the keynote speaker, but he also cancelled the family vacation that he, his wife and their two sons were to take a few days later. Even as his wife fell ill and was hospitalized, he never stopped caring for the two Airmen. Veguilla, who is back on duty and currently preparing for an upcoming deployment, traveled to Ramstein so he could thank the doctor in person. “Here I am a year later, in uniform, and still in the military,”

Neal Paulus, Air Defense Artillery fire control officer. “Conducting analysis and planning based on simulated air battle is the next step to define our plan.” First Lt. Andrew McElroy said the training was eye opening. “It also gave us the chance to train our junior analysts on intelligence support to the Air Defense Artillery,” he said. “We did real time intelligence analysis on each threat group, in particular their tactics, techniques and procedures.” “Everything out here is a training event or an

When I was coming out on a gurney, you were standing there with your children and I remember you introducing me to them as Superman,” Schneider said. “I don’t even know how to put into words how thankful I am that you were there, that you were my doctor. The care we received from you and your staff was awesome. You made it a lot easier to deal with what we were going through. Hopefully one day I will be able to walk through the hospital with you, see you again and give you a big hug whether you want it or not. Thank you very much for everything you did for me.” His wife, while holding their two children, had this to add: “You meant the world to us then, and you still do to this day. When we found out we were expecting a baby there was no question for either Kris or I, whether it was going to be a boy

When we walked out of there we were left feeling hopeful. The fact that (Schneider) is there today on the video and you (Veguilla) are here live and in color, what a treat to see you again.” Zacharowski, who was joined by his wife, Dr. Paula Zacharowski, his
two sons Luke and Nicholas, and other close family and friends, was visibly moved by ceremony. “This is a great honor and a wonderful feeling to be with you today,” the doctor said. “Being here today and being honored in this way I did not expect. I’ve learned a lot from you guys. I have learned how you really support each other. All the people who came to the hospital were one big family. I saw lots of tears, but as a group and as a family you were able to go through this really hard time. It was an unbelievable experience for me.” He also added how impressed he was with Welsh. “Betty and General Welsh were outstanding,” Zacharowski said. “You were there three or four times looking after them for hours at a time, always making sure they and their families were being looked after. Unbelievable! I was really impressed.” He ended his remarks saying that while he does not wish for a situation like this to reoccur, if his services were needed he would proudly help again. “You can count on me 100 percent,” he said. “I will do it exactly the same and as hard as I’ve done it before. Thank you for allowing me to live it again in a positive way. So now these are tears of joy.”

773rd CST trains with Polish forces Story and photos by 773rd Chemical Support Team, 7th Civil Support Command WARSAW, Poland — Members of Poland’s Epidemiological Reaction Center, in collaboration with the 773rd Civil Support Team, 7th Civil Support Command, based in Kaiserslautern, and members of the Illinois National Guard responded to a simulated dangerous substance during a training exercise here Feb. 6 to 10. It all began with a scenario where civil authorities received notification that something was released into a stadium during a soccer match. Although just a scenario, it is one the Polish Armed Forces are preparing for as they prepare to host the European Cup soccer match in June. As U.S. Army Europe’s unique capability, the 773rd CST assist ERC forces in training and evaluating survey techniques, the use of lab equipment and, to a limited degree, command and control of chemical, biological, radiological and nuclear forces as they conduct operations. “The Illinois National Guard has established a 20-year relationship with the Polish Armed Forces as members of the Partnership for Peace initiative and it is an honor for the 773rd to be invited to participate as a valued member of the team,” said Lt. Col. Leslie Dillard, commander of the 773rd CST. This exercise provided an opportunity for the 773rd CST to establish relationships with the Polish Armed Forces as they conduct survey and analytical operations while working side-by-side with Polish reconnaissance teams and to work with the Biosafety-Level-Three laboratory in Warsaw. The BSL3 laboratory works with indigenous or exotic agents that may cause serious or potentially lethal disease after inhalation. “It is important for us to work together and learn from each other. I would like to have the same type of partnership with the 773rd that we have with the Illinois (NG),” said Col. Artur Zdrojewski, ERC commander. Over the three-day workshop and exercise, the

773rd provided information on its capabilities, while showcasing their equipment and conducting joint survey operations and analyzing samples collected with their counterpart from the ERC. Briefings and hands-on training took place at Camp Radiowo, Poland, the home of the ERC. The exercise itself took place at the national stadium, which is still under construction. “I was impressed with how knowledgeable the Polish were on analytical processes in identifying biological agents,” said Sgt. David Larkin, a chemical specialist with the 773rd CST.
Air Force to save $336M with regionalized maintenance centers by Staff Sgt. Travis Edwards 86th Airlift Wing Public Affairs The Air Force has implemented a plan to streamline the maintenance of all Air Force air traffic control and landing systems around the globe, saving the Air Force an estimated $336 million by 2025. Today, U.S. Air Forces in Europe, in cooperation with the 1st Communications Maintenance Squadron, will cut the ribbon to the USAFE ATCALS regional maintenance center on Kapaun Air Station, signifying the start of
the multimillion dollar savings plan. “Most of the systems in USAFE (and the Air Force) have outlived their life expectancy and are becoming harder to maintain,” said Master Sgt. Donald Sheppard, USAFE RMC chief. “The Air Force Flight Standard Agency will purchase new remote instrument landing systems to replace these legacy systems, which will allow RMCs to perform remote maintenance.” AFFSA is the agency leading the maintenance and oversight for the systems and provides funding for the three RMCs throughout the Air
Force, one in the U.S. and two overseas, which includes the one at Kapaun. The new systems are able to be dialed into from the RMCs to show whether the system is up and running, offline or in need of maintenance. “If a system goes down at a base, their systems will dial into ours and alert us of the change in real time,” said Master Sgt. Brian Capps, USAFE RMC NCO in charge of airfield systems. “If that happens and we get an alarm, we will be ready to troubleshoot it remotely and if need be, have a team on their way out to that base in 48 hours.”
Concurrently, the RMCs have a response time of 30 minutes during normal duty hours, and one hour during non-duty hours. With the addition of the regionalized maintenance center, each base will maintain an appropriate number of ATCALS maintenance personnel at the bases with older legacy systems that require hands-on maintenance. Bases around USAFE are scheduled to receive 13 remote tactical air navigation systems, one remote, very-high frequency, omnidirectional range system, and 13 instrument landing systems by 2017.
“The RMC will bring with it the opportunity to leverage cyberspace — to remotely monitor and maintain the new systems right here from Kapaun,” said Maj. Angela Freeman, 1st CMXS commander. “Our guys are the best of the best, they are chosen for their position here, it’s a special duty assignment, and to have that kind of experience at this RMC will be invaluable.” AFFSA is also in the process of finalizing the continental U.S. RMC in Oklahoma City, Okla., and the Pacific Air Forces’ RMC at Yokota Air Base, Japan.

Army Reserve Soldiers receive life-saving training Story and photo by Spc. Glenn M. Anderson 7th Civil Support Command Public Affairs GRAFENWÖHR, Germany — According to the Army Medical School’s Combat Lifesaver course, around 90 percent of combat deaths occur on the battlefield before the casualties can reach a medical treatment facility. The 196th Medical Support Unit, which is part of the 7th Civil Support Command, Europe’s only Army Reserve Command, headquartered in Kaiserslautern, did their part by hosting a 40-hour Combat Lifesaver course here Feb. 10 to 12. “I have taught over 30 of these classes,” said Sgt. 1st Class Toney C. Fowler, a combat medic with the 196th MSU. “No matter how many classes I teach, I still get excited watching students take the knowledge of responding and caring for wounded service members on the battlefield.” During the three-day class, students learned how to apply a tourniquet, stop bleeding from a severe wound, place a nasopharyngeal airway tube in a patient who had ceased breathing and evacuate a patient from a battle zone. “I rejoined the Army Reserves so I could help further the medical knowledge of service members throughout this command,” said Spc. Rashaun Smith, a combat medic with the 196th MSU. “I love what I do and enjoy helping people.” Although this class does not classify a Soldier as a medical specialist, it does increase the chance of a military or civilian casualty being helped after being severely wounded. “This CLS class was very informative,” said Spc. Phillip Goodman, a supply clerk with 7th Warrior Training Brigade. “We do a lot of training in the military, but I think this could be one of the more important classes that I have taken.” All the students passed the course and can now take their newly learned lifesaving techniques back to their respective units and real world environment whether on the battlefield or during everyday life.
U.S. Air Force and Army officials, along with a group of local German mayors, assemble for the Mayors’ Forum Feb. 29 at the Bruchmühlbach-Miesau rathaus. The Mayors’ Forum is held twice a year in different towns of the region and it provides U.S. military and host nation officials the opportunity to exchange information, and especially for local mayors to raise issues directly with top KMC military leadership in an informal setting.

The forum provides U.S. military and host nation officials the opportunity to exchange information and express concerns in an informal setting. Many people attended, including seven local mayors; the Kaiserslautern deputy county commissioner; a representative of the Police Headquarters Western Palatinate; and U.S. military officials from U.S. Air Forces in Europe, the 86th Airlift Wing, 21st Theater Sustainment Command, U.S. Army Garrison Kaiserslautern and Installation Management Command Europe. Brig. Gen. C.K. Hyde, 86th Airlift Wing commander, chaired the afternoon forum representing the KMC commander Lt. Gen. Frank Gorenc. He presented an overview of the KMC’s installations, command structure and how various services were shared between the Army and Air Force. “It’s wonderful to have the opportunity to meet and discuss how to work together as a team to provide the best quality of life for everyone in the KMC,” Hyde said. A primary discussion during this forum focused on plans for the future KMC Medical Center that is intended to replace Landstuhl Regional Medical Center. The new facility will serve as a centralized medical care facility for U.S. service members and family members throughout Europe,
Africa and the Middle East. According to officials from Installation Management Command-Europe, the Department of Defense has allocated approximately $750 million toward construction of the hospital, which will be located in Weilerbach, just east of Ramstein. “The relocation of the hospital from Landstuhl to Weilerbach is a done deal,” said Weilerbach mayor Anja Pfeiffer. “The construction at the former ammunition depot is scheduled to begin no later than March 2013 and completion is expected in September 2019.” The new hospital complex will have the added benefit of being closer to Ramstein and providing safer, more efficient transport for wounded warriors. Another topic discussed during the forum was the availability of both on- and off-base housing. Col. Douglas Hammer, 86th Civil Engineer Group commander, briefed the forum about housing availability in the KMC. “The empty off-base housing rate is only 0.5 percent, which means that while there is enough to go around, it takes military personnel longer to acquire a domicile, especially during the big ‘moving season’ in the summer,” Hammer said. All members of the forum agreed that information sharing within the group is essential to community planning and fosters good relations between the U.S. and German government. The forum concluded with Hyde presenting a coin to Mayor Werner Holz of BruchmühlbachMiesau as a token of appreciation for hosting the forum in his union community administration.

job well done. It is easy for me to tell he does not take these things lightly. If you ask him why, he will chalk it up to customer service. Monson knows who his customers are. Whether it is the Ramstein High School wrestling team or commuters on the B270, he knows customer service is key. Lesson two: know your customer. By mid-day I can’t help but notice how fluid Monson’s days are. He never knows what crisis will be in his inbox. When I mention this to him, his response is priceless. “You know that box of chocolates Forrest Gump had?” I nod my head yes. “I’ve got a whole chocolate factory and I never know what I am going to get.” In that moment I found another lesson. No matter how random, busy or frustrating the day gets, take on a sweet perspective. In addition to being in command of 4,200 people, Monson also commands 22 military working dogs. At the end of my day, I had the opportunity to watch these highly specialized K-9s in action. Eight different types of explosive devices were placed in or around vehicles parked in a field for the military working dog and his handler to find. The unspoken relationship between the two is truly remarkable as they weave between the vehicles in complete unity. It was the first time I had ever seen this, so my admiration was no surprise. What did come to my surprise was the admiration Monson showed toward the two. Though this was obvi-
Kaiserslautern American ously not his first time to witness this exercise, he was just as impressed as I. This retold the story I had witnessed all day. He’s extremely proud of the mission and people of the 86th MSG. My final lesson: be proud of the mission you and your team accomplish and really let it show. As I left Monson, he headed off to defeat the chiefs in basketball. I reflected on all of the things I rely on the 86th MSG to do for me as a military spouse and for my family. In closing, I would like to thank Monson for sharing his day with me. I would also like to thank the 86th Mission Support Group for the outstanding support they provide all of us at Team Ramstein. ••• Col. NH: What advice would you give someone going into a leadership position for the first time? MM: Develop your leadership skills now. If you are entering a leadership position and are just learning to be a leader, you’re late. You should have been working on those skills three years ago. NH: What is one mistake you witness leaders making more frequently than others? MM: I don’t know if I can say this mistake is made more often than others, but leaders are often distracted by things that are not truly mission impacting. It is important for leaders to not lose focus on the mission. NH: Has your perspective on financial management changed since you came into command of the 86th MSG? MM: No. I have always realized how important FM’s role is. If anything, my position here has affirmed my previous feelings. The frustrating impact of high turnover in resource advisers has made us rely on the budget office to keep out of trouble. NH: What do you see as the biggest challenge for the 86th MSG when operating in a fiscally strained environment? MM: Trying to maintain a high level of customer service and strong quality of life programs in an overseas environment. NH: The Air Force? MM: Maintaining Readiness.

NH: How would you describe a hollow force?
MM: An environment where the resources to complete the mission are not provided or available. It may seem easier to cut QOL programs when the economy is bad and retention is high, however poor QOL programs will cause future retention problems and a lower satisfaction in the AF way of life. There will be negative consequences if we cut too low … and we don’t know where that tipping point is. The young Airmen and officers will decide where that tipping point is. NH: How does the AF avoid it? MM: By focusing resources where the mission happens — at the squadron level. NH: How do you predict the role of FM’ers will evolve over the next 10 years? MM: We need to seek perfection in managing members’ military and travel pay and provide exceptional customer service. In the past, finance’s reputation was excellent. We were the customer service experts but much of that has been lost. We need to regain our credibility. Anyone can be a budget officer in times of abundance; good officers and analysts earn their pay in times of fiscal constraints. We must learn to ask the five W’s. Smart analysts always look for ways to be more efficient. NH: Will the DOD FM Certification Program help our ability to provide good financial management? MM: Lack of effective analysis is not helped by certifications; our workforce needs focused training not cramming for exams. In sports, you don’t practice drills and hone skills that aren’t used in the game.
Prevent childhood poisoning now, all yearlong by Kira M. Koon U.S. Army Public Health Command
National Poison Prevention Week, March 18 to 24, is a time nationally designated to recognize the dangers of poisoning and how to prevent it. However, poison prevention should be practiced all year-round to ensure the safety of your loved ones, especially your children. Though all parents want to keep their children healthy and safe, the truth is that the home can be a very dangerous place if parents do not take the right actions to prevent childhood poisoning. Every day, 374 children in the U.S. are treated in an emergency department and two children die from poisoning. For every 10 poison exposures in children, about nine occur in the home. Poisons can be found in almost every room of every house and curious children will often investigate anything that is within their reach. However, with the right knowledge and information, parents have the ability to play a life-saving role in protect-
ing their children from household poisonings. The first step is to realize what items in your home can be poisonous. Everyday items in your home, such as household cleaners, medications and cosmetics, can cause severe illness and even death if ingested. Common household items that can be poisonous include medicine, mouthwash, beauty supplies, cleaners, bug spray, anti-freeze, alcohol, cigarettes and certain household plants. Once you realize the potential poisons in your home, your next step is to take action to prevent your children from having access to them. Lock them up. Lock up potentially poisonous household products in locked or childproof cabinets out of children’s sight and reach. Keep an eye on them. Never leave potentially poisonous household products unattended while in use, and put products back to their locked places as soon as you are finished using them. Don’t keep it if you don’t need it. Safely dispose of unused, unneeded or expired medications.
Read the label. Always read labels and follow directions exactly on all medications and household products. Keep it original. Keep products in their original containers. Your child may think a cleaning product is a drink if you store it in a soda bottle. Refer to medicine as medicine. Never refer to medicine or vitamins as “candy.” Know the number. Put the local or nationwide poison control center phone number, 1-800-2221222, on or near every telephone in your house, and program it into your cell phone. The poison control center is open 24 hours a day, seven days a week. Call the poison control center or 911 if you think a child has been poisoned. During this construction period, vehicles will not be allowed to cross on Mitchell Avenue where it intersects with Maxwell Avenue. Phase two of the construction is scheduled to begin March
19 and end March 30. During this construction period, no through traffic will be allowed at the Maxwell and Mitchell avenues intersection. The crowd listened as the classic children books were read by various volunteers, such as Lt. Col. Todd R. Alcott, the 86th Force Support Squadron commander, Senior Master Sgt. Anthony Goldstrom, the 86th FSS first sergeant, and various parents. “This year, Dr. Seuss would be 108,” said library technician Karen Lakin. “What a great way to celebrate his birthday with such a great turnout. It’s also a great way to introduce the children to story reading.” With a large crowd such as this, introducing as many children as possible to reading was an easy task. “We had planned for approximately 60 kids,” Lakin said. “So when we saw that there were more than 300 people total we were really surprised. We ended up having to separate them into two groups and have two volunteers read at the same time.” Lakin and the staff at the library and the Exceptional Family Member Program felt this event was a hit. “Just watching how much fun the children were having was probably our favorite part of the celebra-

tion,” Lakin said. “The staff at the library believes this event was a huge success. We were extremely happy to see that this many people would come out to celebrate with us.” For Alcott, the celebration went hand-in-hand
with education. “Reading is the foundation to learning and celebrating Dr. Seuss’ birthday is a celebration of reading,” said Alcott. “We’re all fans from one to 101, and Seuss’ lessons are timeless.”

n honor of “Save Your Vision Month,” the optometry clinic at Landstuhl Regional Medical Center is dedicating March 29 to retirees who need routine and/ or diabetic eye exams. The clinic is reserving 36 appointments for retirees needing routine and/or diabetic exams to come in and have their eyes checked on a first-come, first-served basis. Appointments can be made by calling 486-LRMC (5762) or 06371-86-5762.
Patients are asked to bring an escort because exams involve dilation of the eyes. Routine eye exams are especially important for retirees and diabetics patients. “The risk factor for ocular complications increases with certain medical conditions such as hypertension, diabetes and hypercholesterolemia, and thus there is urgency for this group to have a routine eye exam. Ocular complications include glaucoma, diabetic retinopathy and age-related
macular degeneration; the better the prognosis with earlier detection,” said Dr. (Col.) Donovan G. Green, chief of the LRMC Optometry Clinic and optometry consultant for Europe Regional Medical Command. Although March is set aside to highlight taking care of our eyes, Green said it is important that everyone understands the importance of routine eye exams for detecting potentially serious unsuspected problems — and not necessarily related
only to our eyes. “Many people believe that because they see well, they do not need eye care,” Green said. “This is simply not true. Several common eye diseases such as glaucoma can damage vision with very few or no symptoms until the condition is very advanced. Regular eye examinations can help detect systemic diseases such as high blood pressure and diabetes. The eye is the only place in the body where we can view the blood vessels directly and evaluate their
health without invasive procedure.” The American Optometry Association recommendations for eye examinations are: 6 to 18 years old: 6 months old; 3 years old, before starting school; then every two years. 18 to 40 years old: every two years. 41 to 60 years old: every two years. 61 and older: every year. Mom2Mom of the KMC is bringing the Healthy Children’s Project’s Certified Lactation Counselor Training Program to Landstuhl Regional Medical Center from June 25 to 29. Classes will fill up quickly. The Healthy Children’s Center for Breastfeeding’s Certified Lactation Counselor training program is a 40-hour course designed to provide solid, up-to-date, research-based information regarding lactation, as well the art of counseling. This course is intended for a wide range of backgrounds and experiences, including hospital staff, nurses, pediatricians, breastfeeding advocates, midwives, doulas, childbirth educators and peer counselors among others. While breast-feeding is an instinctual and natural act, it is also a learned art. This training will enable providers and non-medical professionals with practical skills to make breast-feeding a success and will provide insight into patients’ and clients’ problems, with a strong focus on counseling skills. “One of the most highly effective preventive measures a mother can take to protect the health of her infant and herself is to breastfeed. However, in the U.S., while 75 percent of mothers start out breast-feeding, only 13 percent of babies are exclusively breast-fed at the end of six months,” said an excerpt from the surgeon general’s Call to Action. This nationally recognized training and certification is now part of the ANCC Nursing Skills Competency Program and provides 45 contact hours for RNs. Together with other courses, the CLC Training Program can help you earn a bachelors degree in lactation or as a prerequisite for ALC/ANLC designations. This training will be held over five days, June 25 to 29, from 8:15 a.m. to 4:30 p.m., including a lunch break from noon to 1 p.m. Regular tuition is $675, early bird registration is $625. This course is approved for use with MyCAA funding for eligible military spouses; other scholarships may be available. The swimming part will be conducted in the heated outdoor pool, Warmfreibad Kaiserslautern. Vineyard Nights by Petra Lessoing 86th Airlift Wing Public Affairs The city of Bad Dürkheim will sponsor its annual vineyard nights March 16 and 17. Local vineyards will be immersed in romantic lights and all kinds of colors can be seen across the sky. More than 20 local vintners will offer selected wines in lighted tents and caterers and associations will serve Palatinate food specialties. The trail of the open-air wine tasting will go along the renowned vineyards called Michelsberg, Spielberg, Herrenberg and Weilberg. A light artist will illuminate the terraces, the sandstone walls along the trails as well as the window arcs of the Roman villa Weilberg and the chapel where the wurstmarkt originated, called Michelskapelle. A wine pass will be the entrance ticket to the wine tasting. The pass is available until Thursday at the Bad Dürkheim Tourist Information Office on Kurbrunnenstrasse 14. Cost is €15, which includes the wine glass to taste 15 wines. On the day of the event, the price is €17. Children will get free beverages served in free cups, which will be given out when buying the wine pass. Stands will also sell nonalcoholic beverages along the trail. A wine pass is not required to get there. Visitors arriving by car can park on the wurstmarktplatz. Here, they can buy the wine passes at a box office and find the entrance way to the trail. Organizers recommend taking public transportation such as the train. The walk from the train station to the wurstmarktplatz takes about 10 to 15 minutes. Weinbergnacht will take place from 6 to 11 p.m. March 16 and 5 to 11 p.m. March 17. A special shopping night in Bad Dürkheim is scheduled from 7 to 11 p.m. Saturday. The center of town will be illuminated and light balls up to 10 meters tall will decorate the streets around Römerplatz and Stadtplatz. A light artist will present his skills on Römerplatz. Visitors can follow people in costumes representing historical characters and learn about local history and winegrowing. Since Bad Dürkheim is a winegrowing community, local vintners will ask shoppers to taste their wines in the stores. For details on both events, visit www.weinbergnacht.de.

o excel at any sport, an athlete must have perseverance and dedication. For a female competing in an all-male sport, those qualities become increasingly evident. Ashleigh Gagnon, a female on the Kaiserslautern High School men’s wrestling team, exemplified those characteristics to become the first female to represent the school and compete at the Department of Defense Dependent School’s European Wrestling Championships. Gagnon wrestled in the 113-pound weight class at the championships held Feb. 17 to 18 at the Wiesbaden Fitness Center on Wiesbaden Army Air Field in Wiesbaden, Germany. Gagnon, who has wrestled on the KHS team for the past three years, was one of two females to compete at this year’s championships. Although she didn’t make it to the quarterfinals, Gagnon’s participation in the tournament served as a source of pride.
“I am proud of myself and all the other females that came out and tried their best and made it here. It feels great to make it this far,” Gagnon said. Gagnon was one of 20 KHS wrestlers who made it to the championships. Of those, 10 earned a spot in the quarterfinals, and five earned medals ranging from first to fifth place in the finals. Gagnon said it was her older brother who inspired her to take the mat and start wrestling. But wrestling was not her first choice of sports. Now a first lieutenant in the U.S. Marine Corps, Anthony Gagnon was the 2005 DODDS European wrestling champion in the 145-pound weight class. “My inspiration was my brother but I’ve always wanted to box. I can’t really box because my jaw is already messed up, so the next best thing was wrestling,” Gagnon said. “I have raised each of my children in the same way, regardless of their gender, and I’ve encouraged them to set goals and pursue their interests, no matter how varied or against the

She came back last year and started winning some matches, and this year
she made it to the European championship,” Daly added, “Don’t give up because practice is hard. Everything about the sport is hard, it’s not an easy sport,” Gagnon said. “We only have 20 wrestlers on the team out of a school of 800 people, and I’m the only female on the team. So it’s something I can say I did and be proud of and go on to college and finish,” she said. Gagnon plans to continue her wrestling career with intramural wrestling in college. She has plans to attend Old Dominion University where she will study to become a trauma room surgical nurse. Gagnon said, “I picked nursing because I love helping people. Seeing the wars in Iraq and Afghanistan just inspires me to go out there and help people.”

With the winter high school athletic seasons over, the scene now turns to spring sports, including DODDS
soccer. The Kaiserslautern Officials Association, which provides sports officials for Department of Defense schools, is now looking for soccer officials. The only beginning qualifications include soccer experience at the high school or college level, a desire to give back to the sport, and the ability to travel to schools throughout the DODDS schools zone on Saturdays. KOA referees receive good game pay, mileage and overnight lodging when needed. Landstuhl mountain run
The running club LLG Landstuhl sponsors its 15th German-American Nanstein Mountain Run at 3 p.m. March 17. The run begins near
