406th AEW to continue legacy of 435th AEW

The 435th Air Expeditionary Wing was deactivated during a four-part ceremony that also included the activation of the 406th Air Expeditionary Wing, and the assumption of command of the 406th AEW, at Ramstein Air Base, June 9.

U.S. Air Force Col. Jason D. Chambers assumed command of the 406th AEW during the ceremony, which officially divided the 435th Air Grounds Operations Wing and 435th AEW into separate organizations under their own commands after previously having the same dual-wing commander.

The ceremony included Col. Bryan Callahan relinquishing command of both the 435th AGOW and 435th AEW, and Col. Matthew Bartlett accepting command of the 435th AGOW.

The change of command was the culminating event in a fourpart ceremony that included the inactivation of the 435th Air Expeditionary Wing, activation of the 406th Air Expeditionary Wing and 406th AEW assumption of command.

Chambers recently relinquished command of the 449th Air Expeditionary Group, assigned to the former 435th AEW. Chambers is a prior-enlisted Survival, Evasion, Resistance and Escape instructor. He later commissioned to become an HH-60G Pave Hawk helicopter pilot.

Chambers addressed members of the new 406th AEW during the ceremony to express his gratitude for their efforts in carrying out the the wing’s mission.

“To the dedicated men and women of the 406th AEW, you are the heart and soul of this wing,” said Chambers. “Your commitment to our missions in Djibouti, Kenya, Niger and everywhere the sun touches is truly commendable. We are entrusted with critical responsibilities to execute our missions that require your courage, hard work and dedication.”

The 406th AEW is the only air wing in U.S. Africa Command and is comprised of two groups, 10 squadrons and four airfields within Europe and Africa. The wing executes mission-sets in support of USAFRICOM, U.S. Central Command, and U.S. Special Operations Command, including assisting African partners in protecting their borders with matters of national security.

The 406th AEW will continue the now-deactivated 435 AEW’s mission of conducting tactical airlift, personnel recovery and casualty evacuation, and multi-role attack operations.

Callahan relinquished command of the 435th AGOW to Bartlett, the former 435th AGOW vice commander.

Bartlett addressed his new wing during the ceremony to give thanks for their service and share his excitement for future operations.

“While through most of this past year I have been very deliberately focused on Africa, you [435th AGOW Airmen]now have my undivided attention,” said Bartlett. “I

have a lot of work to do to ensure you have what you need to lead the way in this theater and in our Air Force and transform how we support our joint and coalition warriors as we defend this continent once more in history from enemies that threaten freedom and security.”

The 435th AGOW is comprised of three groups, nine permanent squadrons, three deployed squadrons, and more than 1,400 personnel across 21 locations in Europe. Their mission is to rapidly deploy forces to the forward edge, conduct command and control, execute the kill-chain, and set the theater to project combat airpower inside the anti-access/area denial threat environment in support of combined forces air commander and joint objectives.

Baumholder youth director becomes synonymous with program’s success

Many of us have that one person in our lives we consider a mentor. For the Baumholder Military Community Youth Center, that person is Ryan Flynn.

Flynn, the youth programs director for Baumholder Child and Youth Services, has had a significant impact on the Baumholder Military Community Youth Center. As a prior active-duty Soldier and with a deep connection to Baumholder, Flynn brings a unique perspective and understanding to his work. He not only serves as a mentor and role model but also as a guiding presence in the lives of the youth he interacts with on a daily basis. His pride and affection for Baumholder are evident in his commitment to making a positive difference in the lives of the community’s young people.

“In addition to my time at the teen center, I started off my military career in Baumholder serving in the 1st Battalion, 6th Infantry Regiment in 1999,” said Flynn. “Baumholder is my home away from home,” he continued with a prideful smile.

He was recently honored with the Child and Youth Services Award of Excellence for his outstanding contributions to the program.

“Mr. Flynn has made a significant difference in our Child and Youth Services program by improving efficiency, productivity, cost savings and program goals,” said

Rhonda Hunter, Director or Family and Morale, Welfare and Recreation.

Teamwork makes the dream work Under Flynn’s leadership, the Baumholder Teen Center has formed valuable partnerships with

the Boys and Girls Clubs of America and 4-H. This collaboration has led to numerous accolades and achievements for the Youth Center.

“Within the Youth Center, we have had the Garrison Teen Volunteer of the Year win the past

four years, the 2022-23 UPS Road Code National Brand Ambassador, BGCA’s European Military Youth of the Year the past two years, a Northeast Regional MYOY and a Legacy Keystone Club for six consecutive years,” gushed Flynn.

Not only do these accomplishments bring recognition to the Youth Center, but they also benefit the winners themselves. A few Military Youth of the Year winners — to include last year’s winner Janiyah Spruill and this year’s winner Caleb Piggé — have been invited to speak at youth development conferences worldwide, spreading awareness of the positive impact of these programs and adult role models on teens.

“These opportunities are a testament to the continued hard work of the staff in this program and all of us living up to the CYS mission and Army values,” said Flynn.

A successful road ahead

Looking ahead, Flynn and his team have a busy summer planned. Caleb Piggé, Europe’s Military Youth of the Year winner, will be attending the Northeast Regional Military Youth of the Year event in New York City. Additionally, three youth members from Baumholder will be participating in the Army Youth Leadership Forum in Massachusetts and four members will be traveling to Dallas, Texas, for the BGCA National Keystone Conference in July.

“We are not resting on our laurels this summer,” claimed Flynn. “We have built a track record here of high-quality youth development and we’ll continue strive to be innovators in the field moving forward, providing the youth of Baumholder and the families here the best youth programming the Army has to offer!”

21st TSC Change of Command highlights accomplishments under Maj. Gen. James Smith’s leadership, welcomes Brig. Gen. Ronald Ragin

The 21st Theater Sustainment Command bid farewell to Maj. Gen. James Smith and welcomed Brig. Gen. Ronald Ragin as the new commanding general in a change of command ceremony officiated by Commanding General, U.S. Army Europe and Africa, Gen. Darryl A. Williams, on NCO Field, Daenner Kaserne, Kaiserslautern, June 7.

Smith assumed command two years ago and will leave to HQDA G-4 in Washington, DC. Previously the Deputy Commander for Support, Security Assistance GroupUkraine and Germany, Ragin joins the 21st TSC with a doctorate in public policy and five operational assignments in the Middle East.

Attending the ceremony were representatives from communal, regional and state authorities as well as high-ranking international military representatives including Maj. Gen. André Bodemann, commander, Bundeswehr Homeland Defence Command, and Interior Minister of Rheinland-Pfalz, Michael Ebling.

In his remarks, Williams cited a renewed appreciation of the critical warfighting role of logistics and 21st TSC’s achievements under Smith’s leadership.

“As [Vladimir] Putin’s brutal and unjustified invasion of Ukraine has seen the tragedy of war return to the great continent of Europe, as the international community has come together to provide unprecedented levels of support for Ukraine, and as the SACEUR [Supreme Allied Commander Europe] has reinvigorated deterrence and defense of the Euro-Atlantic area, so too has the importance of assured theater logistics been reinvigorated,” said Williams. “Quite simply, operations cannot succeed without them.”

Williams highlighted 21st TSC’s success in assuring logistics and diversifying U.S. ability to flow forces into and across Europe, including using the ports of Aarhus, Denmark and Bar, Montenegro for the first time; validating numerous inland lines of communication from Greece to Estonia; enhancing U.S. capability to move by multiple means including line-haul, rail and inland waterways, and reducing the friction of crossing borders by engaging with Allies and partners and strengthening bilateral relationships, including the first engagement with the Finnish Defense Forces Logistics Command.

Williams also commended Smith and Team 21 for their work supporting more than 22,000 Afghan travelers in the Ramstein and Kaiserslautern Military communities during Operation Allies Welcome and Operation Enduring Freedom as they transitioned to starting new lives in the United States.

During his remarks, Smith made it a point to thank individuals and organizations, including the Interior Ministry of Rheinland Pfalz and local officials for their hospitality, collaboration and strong partnerships.

He paid special recognition to the Bundeswehr Joint Support Enabling Service and its Chief, Lt. Gen. Martin Schelleis. “Our commands’ relationship has proven extremely vital given the multinational complexities of our sustainment and our maneuver support missions,” said Smith. “We truly are stronger together.”

Smith also thanked Lt. Gen. Alexander Sollfrank for his leadership at NATO’s Joint Support and Enabling Command and Maj. Gen. Gerald Funke, commander of the Bundeswehr Logistics Command.

“I am forever grateful for the bonds of friendship and the cooperation between our two commands that have allowed us to navigate new, innovative ways to sustain in this theater and push the limits of interoperability.”

In closing, Smith recognized 21st TSC’s non-commissioned officers as the “backbone of the Army,” and thanked all the members of Team 21. “There is nothing more rewarding than to see the Soldiers, the officers, the Department of Army civilians, our great local national workforce integrate with our allies and our partners in full pursuit, this objective [of deterring adversary aggression],” said Smith.

“Team 21 is a people first organization, and I am so proud to be a part of the positive impact you are making on the lives of citizens across the globe.”

In his first public address as 21st TSC Commander, Ragin thanked Smith and his mentors, including former 21st TSC Commander Lt. Gen. Chris Mohan, and committed to “pay it forward.”

“I look forward to providing great leadership, caring for our Soldiers and caring for our families, and really picking up the ball where Team Smith left off, and continue to press forward.”

21st Theater Sustainment Command holds Army Heritage Month, Army Birthday Run

30th Medical Brigade conducts Command Post Exercise

U.S. Air Force Airmen and U.S. Army Soldiers offload a mock casualty off of a C-130 and move it to an ambulance for forward movement during a hospital exercise at Ramstein Air Base, June 6. The HOSPEX is a joint, multinational hospital exercise that took place May 22 to June 9, led by the 30th Medical Brigade, 21st Theater Sustainment Command, as the Theatre Medical Mission Command element, in order to evaluate and train deployed medical capabilities. It is part of the DEFENDER 23-linked exercise, Saber Guardian 23. DEFENDER 23 is a U.S. Army Europe and Africa-led exercise focused on the strategic deployment of continental United States-based forces, employment of Army Prepositioned Stocks, and interoperability with Allies and partners. Taking place from April 22 to June 23, DEFENDER 23 demonstrates USAREUR-AF’s ability to aggregate U.S.based combat power quickly in Eastern Europe, increase lethality of the NATO Alliance through long-distance fires, build unit readiness in a complex joint, multi-national environment, and leverage host nation capabilities to increase USAREUR-AF’s operational reach.

DEFENDER 23 includes more than 7,800 U.S. and 15,000 multi-national service members from more than 20 nations who will participate including, but not limited to: Estonia, France, Germany, Greece, Italy, Latvia, Poland, Portugal, Romania, Spain, United Kingdom and the United States.

Leyla Burns for Service Culture Spotlight!

Leyla is originally from Izmir, Turkey, but calls Monterey, California, her hometown. She serves as a transition services specialist for the Transition Assistance Program.

Her primary duties include ensuring that Servicemembers and their family members receive per-

sonalized, competent, caring, timely, and efficient customer service when they come to TAP on Smith Barracks in Baumholder.

Leyla is also responsible for administering Career Skills Program for the garrison, communicating with units about TAP services, evaluating the work performed by the TAP contractor team, collaborating with installation service providers, and making sure dayto-day operations run smoothly at TAP.

Leyla has been working for USAG Rheinland-Pfalz for 11 months but has been in civil service for 7 years.

“I am passionate about serving the military community. I love my job because I have an opportunity to make a difference and positive, long-lasting impact in lives of transitioning service members and their families. It is rewarding to know that the assistance I provide with Career Skills Program, along with the assistance that the entire TAP team provides may set them up for future success and fulfillment. I believe that our service members sacrifice so much, and the fact that I am able to serve them in return is such an honor. Bug Awareness Week: Small bugs pack a pathogenic punch

Walter Reed National Military Medical Center partners with its Department of Defense stakeholders and the National Institutes of Health to promote Bug Awareness Week, an annual public health campaign held June 10-17 to heighten awareness of the potential risks associated with insect-related transmissible diseases.

According to the Defense Health Agency, everyone is vulnerable to diseases spread by infected insects such as mosquitoes, ticks, and fleas, also called vectors. Vectorborne diseases are human illnesses caused by parasites, viruses, and bacteria that are transmitted by vectors. Increasing global travel and urbanization contribute to outbreaks in new regions and countries.

“We strive to educate our service members in being especially vigilant in protecting themselves from malaria, West Nile virus, Zika virus, Dengue virus and other bugrelated illnesses, many of which are contracted in tropical or austere environments,” said Navy Lt. Cmdr. (Dr.) Sara Robinson, the service chief of the Infectious Disease Department at WRNMMC.

The medical center’s namesake, U.S. Army physician Maj. (Dr.) Walter Reed, led a research team in the early 1900s that confirmed that yellow fever, a viral disease commonly associated with abdominal pain and kidney malfunction, was caused by a particular mosquito species. The insight of Reed’s team paved the way for advancements in epidemiology and biomedicine.

To kick off Bug Week, the National Museum of Health and Medicine is hosting Bugapalooza, a free, family-friendly event on June 10 from 10 a.m. to 12 p.m., rain or shine. Bugapalooza presenters will introduce visitors to a variety of bug-related topics. People will be able to discover which bugs are bizarre, beneficial, or downright deadly. They will learn how to battle the bugs or use them to your advantage.

For more information on some preventive measures you can take to stay healthy, here’s a partial list of recommendations from the Centers for Disease Control:

Check your destination

Your destination and activities may determine what steps you need to take to protect yourself from bug bites. Check CDC Destinations pages to see what vaccines or medicines you may need and what diseases or health risks are a concern at your destination.

Take steps to prevent bug bites during your trip

Use Environmental Protection Agency registered insect repellents with one of the active ingredients below. When used as directed, EPA-registered insect repellents are proven safe and effective, even for pregnant and breastfeeding women. If also using sunscreen, always apply insect repellent after sunscreen.

• DEET

• Picaridin (known as KBR 3023 and icaridin outside the U.S.)

• IR3535

• Oil of lemon eucalyptus

• Para-menthane-diol

• 2-undecanone

Insect repellent tips for babies and children

• Dress your child in clothing that covers arms and legs

• Cover strollers and baby carriers with mosquito netting

• Always follow label instructions

• Apply sunscreen before applying insect repellant.

• Do not use products containing oil of lemon eucalyptus or para-menthane-diol on children under 3 years old

• Do not apply insect repellent to a child’s hands, eyes, mouth, cuts or irritated skin.

• Adults: Spray insect repellent onto your hands and then apply to a child’s face.

• Wear long-sleeved shirts and long pants

• Use 0.5 percent permethrin to treat clothing and gear (such as boots, pants, socks, and tents) or buy permethrin-treated clothing and gear

• Permethrin is an insecticide that kills or repels insects like mosquitoes and sandflies

• Permethrin-treated clothing provides protection after multiple washings

• Read product information to find out how long the protection will last

• If treating items yourself, follow the product instructions

• Do not use permethrin products directly on the skin

• Keep mosquitoes out of your hotel room or lodging

• Choose a hotel or lodging with air conditioning or window and door screens

• Use a mosquito net if you are unable to stay in a place with air conditioning or window and door screens or if you are sleeping outside

Prevent tick bites

Hikers and campers beware, earlier this year, the Defense Centers Public Health–Aberdeen VectorBorne Disease Branch confirmed the presence of Borrelia miyamotoi, an emerging tick-borne pathogen that causes hard tick-relapsing fever, commonly acquired

brushy areas with high grass and leaf litter.

• Walk in the center of trails.

Find and remove ticks

• Check your clothing for ticks. Ticks may be carried into the house on clothing. Any ticks that are found should be removed. When possible, tumble dry clothes in a dryer on high heat for 10 minutes to kill ticks on dry clothing after you come indoors. If the clothes are damp, additional time may be needed. If the clothes require washing first, hot water is recommended. Cold and medium temperature water will not kill ticks

while sleeping in mountainous terrains — presenting symptoms similar to Lyme disease.

Beware of ticks

• Know where to expect ticks. Ticks live in grassy, brushy or wooded areas, and even on animals. Spending time outside camping, gardening, or hunting could bring you in close contact with ticks. Many people get ticks in their own yard or neighborhood

• Treat clothing and gear with products containing 0.5 percent permethrin. Permethrin can be used to treat boots, clothing and camping gear and remain protective through several washings. Alternatively, you can buy permethrin-treated clothing and gear

• Use Environmental Protection Agency registered insect repellents containing DEET, picaridin, IR3535, oil of lemon eucalyptus, para-menthane-diol, or 2-undecanone. Always follow product instructions. Do not use products containing OLE or PMD on children under 3 years old

Avoid contact with ticks

• Avoid wooded and

• Examine gear and pets. Ticks can ride on clothing and pets, then attach to a person later, so carefully examine pets, coats and daypacks.

• Shower soon after being outdoors. Showering within two hours of coming indoors has been shown to reduce your risk of getting tick-borne diseases. Showering may help wash off unattached ticks and it is a good opportunity to do a tick check

• Check your body for ticks. Conduct a full body check upon return from potentially tickinfested areas. Use a hand-held or full-length mirror to view all parts of your body. Check these parts of your body for ticks: under the arms, in and around the ears, inside belly button, back of the knees, in and around the hair, between the legs and around the waist

If you find a tick attached to your skin, simply remove the tick as soon as possible.

• Avoid swift-moving water. If caught in a current, swim with it and angle towards shore or the edge of the current

• Observe warning signs

• Stay out of water during thunderstorms

According to the Centers for Disease Control and Prevention more children (1 in 4) die from drowning than any other cause of death except birth defects. For children between the ages of 1-14, drowning is the second cause of unintentional injury death, after motor vehicle crashes. Don’t be a statistic!

The Ramstein Chapel is accepting bids for a Ramstein Traditional Service Coordinator from 9 June to 23 June 2023. The contractor shall provide all personnel, labor, materials, and transportation to provide non-personal service in support of the Ramstein Traditional Service located in the KMC. Parking is recommended along the country road between Niederkirchen and Heimkirchen.

Climbing towers or cathedrals can become an obsessive habit in Europe. The Belfort on Market Square is one of those

towers. With 866 narrow steps leading up to the bell tower, visitors are rewarded with a phenomenal view over the city. At 11 a.m., the tower plays its music, and those who can bear the sound can watch the hammers clanging the bells.

One of the sweetest views in Bruges that visitors in the spring and summer can enjoy are the little ducklings that follow their parents along the canals. The Minnewater, or the Lake of Love, is the home of the city’s ducks and swans and is located alongside the peaceful Begijnhof.

Bruges is designed for walking, biking or running, but not driving. Around each new corner, guests can explore unique buildings or beautiful, serene landscapes. The Burg, the second of the two town squares, is lined with picturesque facades. Each building represents architecture from a different historical period, such as traditional medieval, neo- Gothic, Romanesque, Renaissance and Flemish Baroque.

The Church of the Holy Blood sits along this square. Every year on Ascension Day, which is 40 days after Easter, Bruges holds the “Heilig Bloedprocessie.” A phial containing drops of Christ’s blood, the relic of the church, is paraded through the town streets in the Holy Procession. This 800-year-old tradition involves many town members dressing in medieval and biblical costumes and is one of the city’s most popular events.

Getting there

Bruges quietly rests 45 minutes northwest of Brussels near the Belgian coast, and is approximately a 4 1/2 hour drive from Ramstein and the Kaiserslautern military community, not much further from Wiesbaden and about 6 hours from Stuttgart.

ABC IN KMC: Tag der Bundeswehr

86th Airlift Wing Public Affairs

Under the motto “We are here,” the German Armed Forces will once again hold Bundeswehr Day on June 17. At 10 locations nationwide, visitors will be able to take a look behind the barracks walls. Included as the only location in BadenWürtttemberg: the GeneralDr. Speidel barracks on Eichelberg in Bruchsal.

The event will commence with a concert of the Herresmusikkorps Koblenz at 10 a.m., to be followed by a live video stream of a speech by the Minister of Defense. Afterwards the ABC Defense Battalion 750 “Baden” will give a demonstration on atomic, biological and chemical defense.

The Kommando Spezialkräfte (Special Forces Command) will present its skills.

A stage performance

with DJ Falk of Radio Sunshine is planned for 12:15 p.m. to be followed by a presentation of the Feldjäger, and soldiers and airmen will discuss their personal experience during deployment. The World Champion sports wrestlers will present themselves and at 3 p.m. a solemn oath of enlistment ceremony will take place when new soldiers and airmen are sworn in.

The following exhibitions will be conducted throughout the day: ABC Abwehrkräfte, hand weapons, field lazarette, battalion command post, Feldjäger, Marines information mobile, special field post office, career center. The Technisches Hilfswerk, fire department and first responder units will also be on site to provide displays.

ents at shooting in the simulator, military fitness, riding in tanks or heavy vehicles, a field camp, an opportunity to take a selfie in the cockpit of a Tornado aircraft and supervised children’s activities and care with scavenger hunt. Childcare will be provided and there will be plenty of food and beverage opportunities, and the day will offer the chance to meet your German counterparts.

Come out and celebrate the occasion with our Bundeswehr allies, meet new colleagues, experience a typical Bundeswehr kaserne and learn about the German Armed Forces at this exciting event.
