Airmen train like they fight in Saber Strike 17 Story and photos by Senior Airman Tryphena Mayhugh 86th Airlift Wing Public Affairs LIELVARDE AIR BASE, Latvia — A U.S. Air Force C-130J Super Hercules from the 86th Airlift Wing roars overhead as a pallet of equipment is pushed from the back, plummeting to the ground before it’s mad decent is softened by the whoosh of a deploying parachute. A strong wind whips dandelion seeds into the air and the C-130 is forced to land instead of dropping paratroopers onto the grassy field as well. Airmen from Ramstein were operating out of Lielvarde Air Base, Latvia, for exercise Saber Strike 17 from June 5 to 15. “This training objective is basically to identify that we can do our primary mission, which is to open the base,” said Tech. Sgt. George Broom, 435th Contingency Response Squadron airfield manager. “The 435 CRG has demonstrated it’s capable of an air insertion or a land insertion during this exercise.” After U.S. Marines or Soldiers have secured an area in an austere environment, it is the 435 CRG Airmen See SABER STRIKE, Page 2

Jackson said the site was built for those who don’t have access to different systems that may only be accessible to military members. “Because it’s a commercial site, it gives access to anyone who has business to schedule on this base, such as in-bound service members,” Jackson explained. “It helps them schedule classes that they may need within a

specified amount of time.” Military members can also use the website to sign up for professional development and retraining classes. Jackson said several other installations are also starting up similar scheduling sites and the ultimate goal is to have most if not all the classes on base attached to the site. 86th Airlift Wing Airmen and their families now have a simplified online resource to view and schedule seminars, base orientation, and other classes found on Ramstein. “The appointment scheduling program is something that will not only affect military members, but their family members as well,” Master Sgt.

Erroll Jackson Jr., 86th Force Support Squadron career assistance advisor, said. “It enables them to schedule themselves in the ease of their own home or on their mobile device.” On the website, dependents can sign up for various classes they might need to in-process or during their time in Germany. who are the first to touch ground and ensure mission capabilites are ready. Whether it is a grassy field, or dirt strip, they drop cargo, parachute out and land nearby to finish unloading and then begin assessing the area as a potential airfield. Within four hours, the contingency Airmen make their assessment and reach back to their headquarters with information about the area, where it is determined as a “go” or “no-go” as a safe place for aircraft to land. For the exercise, Airmen have worked alongside the U.S. Army to complete their air drops. “My function is to make sure the air drops are done in a safe manner on the drop zone, and that there are no injuries to any personnel or damage to containers being dropped, and to ensure wind conditions are good,” said Staff Sgt. Ellsworth Cupid, 5th Quartermaster Theater Aerial Delivery Company airdrop equipment supervisor and operations foreman. “We have certain regulations for when you can, and can’t, drop; so my job is to make sure that happens.” After completing their primary mission of assessing the area and opening a base, the Airmen and Soldiers continued to work together with the Latvian military on sling load operations, cargo deployment system drops, landing zone operations,

Kaiserslautern American convoy driving training, and night vision goggle training for loading and unloading aircraft. “Exercises like this are very important for interoperability, partnership, and learning how each other function,” Cupid said. “When we deploy, it’s not just us in theater, you find all these different troops of different nationalities. Instead of waiting until then to learn each other’s systems and how we can work together, it’s better to do it now and figure it out. When we are in a crisis situation, we’ll already have that good partnership established. The Latvians are very receptive, professional, and they are very willing to help us.” Building and strengthening partnerships throughout the Baltic region and with NATO allies has been a goal for the Saber Strike exercises in the past, and this iteration is no different. “The Latvians are great,” Broom said. “The U.S. Army already has helicopter units here, so they’re well versed in working with U.S. forces. As far as we’re concerned, I’ve personally interacted with the airfield manager and they gave us all the information and escorts we needed. It’s always good to build those relationships with our NATO partners.” “For me personally, it’s nice to be able to interact with a NATO nation I’ve never interacted with before,” he continued. “It’s great coming out here, making friendships, learning

what their capabilities are, and seeing where you fit into the big puzzle.” It is only through practice and experience that Airmen can become proficient at what they do. Exercises like Saber Strike 17 give the 435 CRG the ability to put its Airmen to the test. “As with anything, practice like you play,” Broom said. “The more often we do this, the easier it is to work out the best practices and most efficient way of

June 16, 2017 doing things. It’s always good to train like you’re going to be really doing it. We do it often and we do it well, whether it’s wet, dry, cold, or hot.” Saber Strike 17 provides an environment for U.S. military forces to work together as well as with their NATO counterparts. Airmen showed they are capable of effectively and efficiently completing their mission working alongside anyone, anywhere.

New management makes Airman’s Attic shine Story and photo by Airman 1st Class D. Blake Browning 86th Airlift Wing Public Affairs The Kaiserslautern Military Community Top 3 members are shaking things up at the Ramstein Airman’s Attic. In Bldg. 2162, by the southside barber shop, the Ramstein Airman’s Attic is a no cost military thrift shop that offers a variety of uniforms and household items to enlisted members of the KMC. The program is tailored to meet the needs of staff sergeants and below and its services are also extended to their families. “Basically it’s just Airmen taking care of each other,” said Master Sgt. Brian Wells, 86th Airlift Wing Inspector General Inspection readiness inspection planner and key manager for the Airman’s Attic. “That is the whole premise of the program.” Historically, attracting a large number of volunteers has been a challenging issue for the Airman’s Attic. “With the amount of donations we get, we need volunteers to be able to sort those items out,” said Senior Airman Jessica Sholar, U.S. Air Forces in Europe and Air Forces Africa workflow management administrator and Airman’s Attic scheduler. “On top of the sorting in the back, we need volunteers out on the floor helping the customers and answering any of their questions. The volunteers are what keeps the Airman’s Attic running. If we don’t have a certain amount of volunteers, we cannot open, and that is one shift out of the four we have per week that was missed out on.” While the number of volunteers the Airman’s Attic needs fluctuates, it typically takes four or five volunteers to assist consumers and donators per shift. “There have been days when only 20 people come to the Airman’s Attic and just last Wednesday we had 80 people come through,” said Wells. “So it ebbs and flows, we definitely see an influx around the permanent change of station season.” Through strategic repur-

posing the KMC Top 3 organization is looking to centralize some of the Airman’s Attic’s resources. One big change scheduled by the Airman’s Attic’s new leadership includes shelving modification that allows consumers to browse apparel on hangers instead of prying through folded materials. The change should also reduce the amount of time needed to restock shelving. “One thing that looks like it’s here to stay are ‘dish kits,’” Wells said. “We have dish kits ranging from a family size of two up to a family size of six. To include anything you would need to keep you afloat until either your household goods arrive here or after your household goods have been picked up while you’re waiting to PCS. And those can be handed out upwards of 30 days at a time.” For us, by us, is the mindset that keeps the Airman’s Attic afloat. While charitable contributions help the Airman’s Attic carry on, not every donation can be accepted. “If anyone is planning on donating to the Airman’s Attic, items must be serviceable, clean, and also current,” said Wells. “The large electronics, computers, scanners, printers, we’re not taking those things. Half the time they are so out of date they’re not really useable.” Those who wish to donate but may not have extra clothes or appliances on hand have the option of donating money to the organization. “We use monetary donations to aid the support equipment for the Airman’s Attic,” said Sholar. “It has been used for cleaning equipment to keep the facility up and running and also for things like building shelving and storage spaces so we can keep all the donations organized.” The coming weeks might be a trying time for service members using the Airmans’ Attic, but with service updates and a new management, there will be a brighter future on the horizon. “The Airman’s Attic is here to stay,” said Wells. “Hopefully over the next month and a half we can get

some things in there sorted out and get it back to where we’re thriving.” KMC members looking

to volunteer at the Airman’s Attic who are available for any amount of time during Attic operating hours should

contact Senior Airman Jessica Sholar at kmcairmansattic@ gmail.com to schedule times to volunteer.

A sign stating the operating hours hangs outside the dual entrance to the south-side barber shop and Airman’s Attic June 7 on Ramstein. The Airman’s Attic is a no cost military thrift shop that offers a variety of uniforms and household items to members of the Kaiserslautern Military Community.

Changing a culture: Fighting against violence in the KMC

Senior Airman Larry Scott, 86th Material Maintenance Squadron material readiness spare packages journeyman, holds up a written scenario June 7 on Ramstein. The Air Force Green Dot program is an annual training designed to teach Airmen to prevent interpersonal violence in their communities.

Story and photo by Airman 1st Class Joshua Magbanua 86th Airlift Wing Public Affairs Interpersonal violence can happen to anyone. It not only affects the people it happens to but also those around them. Potential assailants may target someone’s friend, relative, colleague, or even themselves, hurling roadblocks into the missions of their units. Airmen and civilians in the Kaiserslautern Military Community are taking measures to respond and prevent interpersonal violence. One of the many tools Ramstein uses is the Green Dot program. It is an annual training that is mandatory for active duty Airmen throughout the Air Force. The program covers all aspects of interpersonal violence, including domestic assault, sexual assault, alcohol and drug abuse, and suicide. Green Dot was designed to consolidate some of the annual briefings Airmen are required to receive and shorten the amount of time they would spend doing it, said Glenn Corlin, 86th Airlift Wing violence prevention implementer.

“What used to take four or five hours of training is now just an hour and a half,” said Corlin. “It saves time for the unit, and people can be more mission focused while still getting the information they need.” The name of the program comes from the concept of seeing green and red dots on a map. The red dots represent an incident involving violence, while green dots represent counteractions against or to prevent them. “What we’re trying to do is replace the red dots with green dots,” Corlin said. “We want to get everybody involved, so that we are preventing interpersonal violence. What we’re focusing on now is prevention efforts.” Capt. Holly Holko, 86th Aeromedical Evacuation Squadron flight nurse, volunteers as an instructor for Green Dot on Ramstein. She explained that even though the training is mandatory, only the Airmen themselves can choose to internalize what they learn and put it into practice. “Today we need to remind each other how to care,” she said. “Caring cannot be forced through this type of training. We must remind ourselves to care for those around us – to take

a personal and social risk by intervening, which can’t be externally enforced.” Holko listed three ways to intervene in a potentially violent situation: direct intervention, distraction, and delegation. In a direct intervention, the intervener would confront an assailant through conventional means. With distraction, the intervener would distract either the assailant or the target and lead them away from the situation. With delegation, a witness to an incident can delegate intervention to another person, such as another bystander or a first responder. Holko said she is happy people attending her classes are receptive to the training, adding that they show willingness to get out of their comfort zones and actively diffuse violent situations. She also mentioned that the willingness of Airmen to call out negative behavior is a sign that they are putting their training to good use. “We get good examples from participants in class thinking of how they can intervene, how they can distract in a situation, or learn of ways to delegate,” Holko said. “Everyone is having good discussions in these

classes, so I do think the training is getting through. After being in the military for nearly a decade, this is the first time I hear open dialogue amongst all ranks about a violence prevention program,” she added. “Airmen aren’t afraid to (say) ‘red dot’ when they notice a negative behavior. So this makes me confident that we’re moving forward.” Corlin has worked for more than 30 years to help prevent violence in the military and has seen many training programs implemented to confront the issue. He acknowledged that there must be a transformation of culture in order to effectively put an end to interpersonal violence. “We’re asking people to ask themselves what they could do each day to change the culture of interpersonal violence in Ramstein,” he added. Corlin affirmed his commitment to fighting violence in the KMC, saying that as long as the phenomenon persists, he will persist as well. “We will stop doing these briefings the day interpersonal violence ends,” he said. “Until then, my colleagues and I will continue to combat this issue.”

521st Air Mobility Operations Wing hosts PDS by Maj. Fred Jackson 521st Air Mobility Operations Wing More than 60 officers, senior noncommissioned officers, and civilian partners from the 521st Air Mobility Operations Wing gathered on Ramstein for a professional development seminar provided by Maj. Gen. Timothy Zadalis, U.S. Air Forces in Europe and Air Forces Africa vice commander. Zadalis spoke about resiliency, mentorship, knowing Airmen, and the power of asking one question. “You need to get out in your workcenter, where the Airmen are, and get to know them,” said Zadalis. “You need to take the time to get involved in what they are doing, get out and work with them and learn their job.” “I have known Maj. Gen. Zadalis for many years. He is a great man and leader who really cares about Airmen. With more than 30 years in the Air Force as an advocate for what the mobility air forces offers to

help achieve combatant commanders’ priorities, it was an absolute privilege to hear him share his perspective,” said Col. Brad Spears, 521 AMOW vice commander. “I really appreciated his message on getting to know your Airmen in their environment,” said Master Sgt. Ian Morris, a 521 AMOW Airman who attended the ceremony. “Getting into the workcenters and working side by side with Airmen in what he referred to as ‘level 1 training’ is a great example for other leaders to emulate.” Zadalis was invited by the 521 AMOW to provide their Airmen with a mentoring and development opportunity from his perspective as a mobility Airman of 33 years, and he gladly accepted. The 521 AMOW has history with Zadalis, as he was the presiding officer for the activation of command in 2008 as the 21st Expeditionary Mobility Task Force commander. The event wrapped up with a social hour where Zadalis spoke one on one with 521 AMOW Airmen.

Defense Department launches retirement system comparison calculator by Department of Defense The Defense Department officially launched the Blended Retirement System comparison calculator, providing BRS opt-in eligible service members their first opportunity for an individualized comparison of retirement systems. The comprehensive tool, in combination with the mandatory BRS Opt-In Course, will assist the nearly 1.7 million opt-in eligible service members and their families make an informed decision on whether or not to elect the new retirement system. The BRS goes into effect on Jan. 1, 2018. “We have designed an all-in-one calculator that is intuitive to use and takes into account the unique financial situations of our active duty, National Guard and Reserve service members,” said Tony Kurta, performing the duties of undersecretary of defense for personnel and readiness. “The calculator presents to service members the

information needed to make an effective comparison. The calculator will provide service members the ability to compare estimated benefits between their current retirement plan and BRS prior to making this important decision.” Service members can adjust 12 inputs to reflect their personal situation and planning assumptions to see how changes to their career and savings will impact retirement benefits over the longterm. With a simple click, service members can change any of the inputs and re-run the calculations as many times as needed. The comparison calculator provides personalized estimates based on a service member’s individual information, career progression, pay and bonuses, and retirement options. The all-in-one calculator was designed for the total force and can be used by active duty, National Guard and Reserve service members. The official DOD comparison cal-

culator is the only calculator endorsed by the DOD for supporting a service member’s Blended Retirement System opt-in decision. “Service members may use any calculator they feel can aid them in the decision making process,” said Kurta. “However, only the DOD BRS comparison calculator has been validated by the department as complying with all DOD and BRS policy and tested for accuracy.” The comparison calculator is intended to be used in conjunction with the mandatory BRS Opt-In Course, which launched Jan. 31. The opt-in course is focused on comparing the current legacy military retirement system (often referred to as the high-3 system) and the new Blended Retirement System, along with elements on financial management and retirement planning for service members. Service members are encouraged to take the Opt-In Course prior to utilizing the BRS comparison

calculator. The decision whether to opt into the BRS is a completely personal one and the DOD takes no position on which system a service member should elect. “While the calculator is a valuable resource, “said Kurta, “it should not be the only resource used in making an opt-in decision.” Service members are encouraged to use all resources available to them in the decision making process, to include completion of the BRS Opt-In Course, utilizing the BRS Comparison Calculator, accessing the online BRS resource materials and scheduling time with a personal financial counselor or manager. Service members can get free, personal support from an accredited personal financial counselor or manager through their installation’s Military and Family Support Center. Air Force leaders discuss the future of Air and Space power

Secretary of the Air Force Heather Wilson and Air Force Chief of Staff Gen. David L. Goldfein prepare to testify before the Senate Armed Services Committee June 6, in Washington, D.C. The top leaders gave their testimony on the posture of the Department of the Air Force in review of the Defense Authorization Request for Fiscal Year 2018 and the Future Years’ Defense Program.

by Secretary of the Air Force Public Affairs WASHINGTON (AFNS) — Secretary of the Air Force Heather Wilson and Air Force Chief of Staff Gen. David L. Goldfein testified before the Senate Armed Services Committee on Capitol Hill June 6. At the forefront were the efforts to restore readiness and increase the lethality of the force. Wilson said any objective evaluation of today’s Air Force reaches two conclusions: “The Air Force is too small for the missions demanded of it,” she said in advance of the hearing. “And adversaries are modernizing and innovating faster than we are, putting America’s technological advantage in air and space at risk.”

Air Force in demand

Looking forward, Wilson and Goldfein do not envision the demand for air and space power diminishing in the coming decade. Today, the Air Force is manned with 660,000 active, guard, reserve and civilian Airmen, a 30 percent decline since Operation Desert Storm 26 years ago. “We have the same level of taskings today as we did during Desert Storm,” Wilson said. “But we have 55 squadrons rather than 134.” The Air Force leaders said while the fiscal 18 budget request focuses on restoring readiness and increasing lethality, future budgets must focus on modernization and continued readiness recovery.

Restoring readiness

The two testified that maintaining superiority starts with people. “For an Airman, it’s nothing short of a moral obligation to gain and maintain air superiority,” Goldfein said. “This budget request begins to set the table for recovering and rebuilding our force.” The fiscal 18 budget will bring the active duty force to 325,100 while also adding 800 reservists, 600 guardsman, and 3,000 civilians, bringing the total force to approximately 669,000. The increased manpower will focus primarily on increasing remotely piloted aircraft crews, maintainers, and pilot training capacity by adding two additional F-16 training squadrons and maximizing flying hours to the highest executable levels. Wilson said next to people, the most obvious readiness need is munitions. In the fight against ISIS, the Air Force has delivered approximately 56,000 directattack munitions, more than it used in all of Operation Iraqi Freedom. The fiscal 18 budget funds maximum factory production of the most critical munitions.

Modernization

The fiscal 18 budget focuses on the Air Force’s top three modernization programs: • Purchasing 46 F-35A fighters and modernizing other fighters; • Buying 15 KC-46 tankers; • Funding the B-21 bomber development. The proposed budget also supports

the continuation and modernization of the nuclear triad with funds dedicated to both air- and ground-based capabilities. Our nuclear enterprise is getting old and we must begin modernizing now to ensure a credible deterrent, Wilson said. “Side-by-side with the United States Navy, we are responsible for two of the three legs of the nuclear Triad,” Goldfein said. “On our worst day as a nation, our responsibility is to ensure the president is where he needs to be, when he needs to be there, and he stays connected through command and control to the nuclear enterprise and for an Airman, that remains jobs one.”

Space

The Air Force has been the leading military service responsible for space for 54 years. Over the last several years, the service has been developing concepts for space control, changing the way it trains its space force and integrating space operations into the joint fight. “We’ve provided GPS for the world. We’ve transformed not only the way we fight but the way all of you probably navigate around the city,” Wilson said. “We must expect that war, of any kind, will extend into space in any future conflict and we have to change the way we think and prepare for that eventuality.” The proposed budget increases space funding by 20 percent, including a 27 percent increase in research, development, testing and evaluation for space systems, and a 12 percent increase for space procurement.

Innovation for the future

Research, development, testing and evaluation are critically important for the Air Force, Wilson and Goldfein said. To prevail against rapidly innovating adversaries, the Air Force must accelerate procurement. The service will take advantage of authorities like the FY17 Defense Authorization Act to help get capabilities operational faster than ever before, Wilson said. The request for funding for long-term research in air dominance increased significantly in the fiscal 18 budget. The Air Force will seek to increase basic and applied research in areas where it must maintain the competitive advantage over adversaries. This includes hypersonic vehicles, directed-energy, unmanned and autonomous systems, and nanotechnology. “It’s going to take us approximately eight years to be able to get to full spectrum readiness with stable budgets,” Goldfein said. “We will be unable to execute the defense strategic guidance under sequester.” “If the Budget Control Act limit isn’t fixed and we have to go through sequester, that will be equivalent to a $15 billion cut,” Wilson said. “We’re too small for what the nation expects of us now, sequestration would make the situation worse.” According to Wilson and Goldfein, by supporting the budget request, Congress can provide fiscal predictability to the Air Force so it can continue to own the high ground, defend the homeland, and project power in conjunction with allies.

Command chief bids farewell after 30 years by Staff Sgt. Whitney Trimble 521st Air Mobility Operations Wing

It was an emotional afternoon as the 521st Air Mobility Operations Wing bid farewell to their Command Chief, Chief Master Sergeant Mark A. Redden, after 30 years of faithful and dedicated service. Despite the demanding process of retiring from the U.S. Air Force, Chief Redden took a few moments to reflect on his 30-year career as an Airman. He joined the Air Force in 1987 from Redding, Calif., in search of a steady paycheck and an education, but he stayed because of the Airmen. “After serving just a few years, I realized the Air Force had become my family,” the chief recalled. “There is an unmistakable bond that forms when you are a part of the profession of arms, and it amazes me to see our Airmen work together to get the job done, no matter what challenges they face.” Through a career spanning three decades, Redden became a KC-135 tanker inflight refueling operator, was competitively selected to crossflow into the KC-10 Extender aircraft, worked in strategy and tanker planning, handpicked to be the Command Inflight Refueling Training Manager for the KC-10, served as a Squadron Chief Enlisted Manager, Operations

Group Superintendent and ultimately the Command Chief for the 521 AMOW. He filled roles such as supervisor, manager and leader, earned his bachelor’s degree, and raised a family, whom he credits with having the biggest impact on his military career. “My family has had a foundational impact on my life and my career. My mother and father raised me with the same values of selfless service, integrity, and excellence that our Air Force demands of its Airmen,” Redden explained. “My wife Paula offered unwavering support despite the long hours, over 20 deployments, and extensive TDYs. Our three daughters, Cassandra, Gabrielle, and Elizabeth, have followed us around the world, adapting to new bases and new cultures with an amazing resiliency. I would not have made it 30 years without their support.” During the ceremony, Col. Thomas M. Cooper, 521 AMOW commander and officiating officer, had the challenge of highlighting an illustrious 30-year career in only 30 minutes. Setting the stage for his review of Chief Redden’s outstanding accomplishments, Cooper said, “Chief Redden is a warrior, a leader, and a true Airman. He is a successful husband and father of three beautiful and smart young ladies. He is a career in-flight refueling

operator with more than 6,000 flight hours, in two different aircraft. He is a citizen that chose to serve, and served so well he successfully made it through every enlisted rank in the Air Force. He is a highly decorated Air Force hero who has been a volunteer in every conflict, humanitarian response, and show of force the United States has engaged in while on active duty and this is the man we are going to talk about today.” Although he has enjoyed every aspect of his 30-year career, Chief Redden didn’t enlist with the goal of becoming a chief master sergeant. “With each promotion, it was interesting to see how my sphere of influence increased,” Redden said. “It was

as a senior master sergeant that I realized attaining the rank of chief would give me the largest impact on our Airmen and how we accomplish our mission.” As he transitions into civilian life, Redden has one very simple piece of advice for his brothers and sisters in arms. “Model yourself after people you admire, and learn from those you don’t,” said the chief. “Emulate the traits and actions of those you look up to, but don’t forget how it felt when you had negative experiences. At the end of the day, it’s about taking care of the Airmen. They are counting on you!”

Dental team brings resources to Soldiers in remote locations Regional Health Command Europe Public Affairs Office Dental Health Command Europe is expanding its capabilities for expeditionary dental care in support of ongoing missions in Eastern Europe as part of Atlantic Resolve. To ensure rotational forces stay upto-date with their dental readiness, DHCE established a dental expeditionary team to bring dental resources to the field. The regionally aligned forces in Eastern Europe have limited dental assets, according to Staff Sgt. Daniel Cleveland, DHCE Operations. “The dental assets they have are being used for emergency cases,” he said. “This does not allow them much time to be able to keep up with all of the Soldiers’ dental readiness exams – this is why DHCE, who doesn’t typically do this, is helping – to ensure Soldiers stay medically ready.” The goal of the DET is to service and take care of the war fighters who need dental exams and treatment while they support Atlantic Resolve. “The addition of portable field dental

equipment will provide essential dental care to operational forces throughout Europe in support of readiness for USAREUR and other U.S. Forces in austere environments,” said Col. Stephen Tanner, DHCE Commander. The DET is made up of three twoperson teams which include a dentist and a dental technician, and will be called upon on a rotational basis. Recently, a team led by Capt. Melissa McGrier, a general dentist at the Wiesbaden Dental Clinic, traveled for two weeks to three different locations to conduct dental readiness exams. McGrier said she and Staff Sgt. John Harper, Kleber Dental Clinic noncommissioned officer in charge, provided exams for U.S. Soldiers in Hungary, Bulgaria, and Romania. “At each location we did dental readiness exams, including X-rays,” McGrier said. “We brought a portable x-ray machine with us so that we could classify who has immediate needs – who needs to be treated on the economy or transported to the Grafenwoehr Dental Clinic to get treatment and who could wait until they got home and wouldn’t have any pain.”

McGrier and Harper saw 200 service members over their two-week trip which included 150 Soldiers and 50 Marines. “I think we saw about 90 to 95 percent of the troops, the only ones we didn’t get to see were the ones who were away on a mission,” McGrier said. McGrier and Harper were the first DHCE team to take on a dental expeditionary mission. “It was a very successful trip,” McGrier said. “Of course, being that we were the first team to go out we encountered a few challenges — but nothing we couldn’t work through. When we returned, I also provided some suggestions for additional equipment that the next team should take so that if there are emergent cases they can be treated.” Leading up to their mission, McGrier and Harper put together a packing list of all of the supplies they thought they would need and also packed tools for a few cases they knew they would see. “Col. Tanner went for a pre-visit and he was told about a few cases — such as a crown that came off and

needed to be re-cemented,” McGrier said. “So I was able to be prepared for that and brought what I needed to help this Soldier.” McGrier said she referred about 10 patients to be seen on the economy because they had some bigger things going on, and that dental readiness is important because you never know when you may have a problem. “Dental is one of those things where you think you are good to go until one day you wake up with a massive toothache,” McGrier said. “It’s important for our Soldiers to know they can go away for an extended period and not have to worry about that happening.” McGrier said she volunteered to be a part of the DTE as way to do something different outside of the clinic and a way to keep the bigger picture in focus. “This gives me more of an appreciation of what our Soldiers do and it humbles me a bit more — when you work in a clinic on a day-to-day basis you can get tunnel vision and forget the bigger picture,” McGrier said. The state of Rheinland-Pfalz provides one-stop website for American families by Atlantic Academy Rheinland-Pfalz The state of Rheinland-Pfalz provides a one-stop website for American families It’s that time of the year: The PCS season is in full swing and many service members are taking the leap over the pond with their families and have to adapt to the unfamiliar circumstances in Germany. The big challenge is to adjust to the various everyday-life issues they encounter during their stay: The cultural differences, different do’s and don’ts in social interactions, host nation regulations, the language barrier, and much more. Inevitably, a great number of questions will arise at once that need to be addressed in order to settle in the area quickly: What is the cultural mindset? How can I connect with locals? When is the next event in my community? Where can I play sports and are there local clubs I can join? What recreational activities can I engage in? To prosper as members of the community, it is essential for newly arrived U.S. families to receive the right answers to the emerging questions. Being aware of German customs, local businesses, clubs, and events can accelerate this adjustment process after a PCS.

Up until now, service members searching for information about their village on the internet had to visit many different platforms to gather the muchneeded content. Especially for American families living in small villages, third party listings, brochures, and social media groups had been the only sources to get to know about the local offerings available to them. To improve the lengthy information process, the project “Welcome to Rheinland-Pfalz! Our Neighbors from the USA” initiated by the Ministry of Interior Rheinland-Pfalz and coordinated by the Atlantic Academy have launched a website which provides insight into the opportunities to partake in the communal life, making this integrative state program the only one of its kind in the world. According to the Minister of the Interior of Rheinland-Pfalz, Roger Lewentz, the project “Welcome to Rheinland-Pfalz! Our Neighbors from the USA” aims at building transatlantic bridges locally. “We want to enhance the opportunities for American families to join in the life of their German community.

Living together in an open and welcoming atmosphere is of mutual benefit for both Germans and Americans alike. With the project and its services we want to support the communities and its citizens in their already strong commitment to acting as good hosts even further,” Lewentz said. To most of the 11 project communities close to the military bases in Ramstein, Baumholder, and Spangdahlem, the website represents a novel approach to providing information in English in a modern fashion to a large number of Americans living in the community. The Project Manager John Constance also points out the exceptional essence of the provided information. “What makes the new website unique is the fact that the extensive local information has been compiled by local representatives and their project teams themselves. They are the ones who know their village inside out and they are more than willing to show their fellow American citizens how they can become an active member of their community,” said Constance. “It’s a clear sign of American families being welcome to

participate in the local life which cannot be stressed enough.” The website lists services like shops, restaurants, craftsmen, and doctors but also leisure-time possibilities, exciting events, clubs, schools, kindergartens, and guidance on the German recycling system and waste management in the 11 project communities. Furthermore, the platform features a comprehensive guide to help service members with the transition and promote the integration into the area, adding to their quality of life. While currently 11 villages are actively involved in the project, the long-range objective is to expand the services and support further villages willing to display the local opportunities to American families living in the community. The provision of all this information is designed to facilitate GermanAmerican encounters and improve the local interaction, leading to a more active, secure, and attentive GermanAmerican neighborhood. After all, the State of Rheinland-Pfalz, the project communities and the local population want to make it easier for their American neighbors to explore, embrace and enjoy their new home here in Rheinland-Pfalz. Visit the new one-stop project website at www.welcome-to-rlp.org.

DPW doing its ‘best with less’ by U.S. Army Photos by Mary Ann Davis U.S. Army Garrison Rheinland-Pfalz Installation Management Command Directorate Doing “less with less” affects every Installation Management Command garrison, and U.S. Army Garrison Rheinland-Pfalz is no exception. As such, the garrison’s Directorate of Public Works has adapted to perform its primary function of maintaining installation infrastructure with reduced funding and fewer resources while staying committed to customer needs by doing its “best with less.” Doing their best with less first begins with customers knowing how DPW services are categorized, said Gregory Williams, DPW Senior Facility Engineer since October 2016. Headquarters IMCOM standardizes delivery of services at all garrisons using a Common Level of Support capabilities ranking system, and there are three directed levels of capability under CLS: Capability Level 1 — Highest (Green) CL 2 — Mid-range (Amber) CL 3 — Lowest level (Red) If DPW goes below CL3, it’s an immediate mission failure, and recently because of funding constraints, most DPW services are resourced at CL3, which means it is at the lowest level of service it can provide without causing mission failure for tenant organizations, Williams explained. “Each fiscal year, HQ IMCOM provides us with our directed capabilities for performing CLS services. For fiscal 2017, DPW has the lead for 19 CLS services and within those services, they are broken down into Service Support Programs or SSPs. We have the lead for 55 SSPs,” he said. “Within those 55, eight were resourced to perform at the directed CL1, eight are resourced to perform at the directed CL2 and 39 are resourced to perform at CL3 — that means 70 percent of our SSPs are resourced to perform at the lowest level, above mission failure.” DPW’s mission is to operate and maintain the garrison real property in a manner that does not endanger life, health and safety. Looking at the DPW budget, if it were to perform all of services at CL1, it would cost approximately $204.8 million annually. DPW is projected to receive approximately $127.1 million from HQ IMCOM, allowing it to operate primarily at CL3.

Facilities Engineering Division Chief John Esqueda discusses a cooling unit for a walk-in freezer with contractor Jochen Windisch at the new Patriot Garden Dining Facility at Rhine Ordnance Barracks, June 8. The new 21,000 square-foot dining facility, which is slated to open in October, is one of several Directorate of Public Works projects that will be completed this year.

“From the start we are operating in a deficit, and this is one of the reasons we cannot complete all of the service orders and work orders that we have in the system — it’s a matter of funding,” said Williams, a native of Hampton, Va., with 30 years of facilities management expertise. “We are funded to take care of life, health and safety, and the other things we have to look at on a case-by-case basis.” In a perfect world, DPW would be funded to perform all its service and work orders at CL1, but because of fiscal constraints it isn’t possible, he explained. “We communicate [our constraints] at the highest levels. We brief this at the Installation Planning Board. We brief this at the Real Property Planning Board, but typically we only have the leadership around the table when we do those briefings, and we don’t have the frontline people or customers there to hear this message firsthand,” Williams said. Understanding the difference between service and work orders and how each is funded also helps customers know what to expect when it comes to repairs. A service order or a Demand Maintenance Order is used for minor maintenance and repair. There are three priorities of DMOs: Priority 1 is an Emergency DMO — that needs to be resolved immediately because it impacts life, health or safety (i.e. — power or water outages). DPW must fix or remediate 100 percent of Priority 1 service orders within 24 hours.

DPW is funded to resolve 50-75 percent of Priority 2 and 3 DMOs; within seven days for Priority 2 and 30 days for Priority 3, subject to the availability of funds. Work orders or Individual Job Orders are for minor maintenance and repairs above the service-order level, which is determined by cost (above 2,000 Euro) or if it requires more than 40 man hours of repair. “Typically, HQ IMCOM funds us for our DMO mission at the beginning of the fiscal year, and then we have to compete for IJO funding throughout the year. One major factor in competing for IJO funding is the Installation’s Status Rating for the buildings,” Williams said. “Specifically, the Installation Status Report for Infrastructure or ISR-I rating.” There are two types of ratings that primarily contribute to the DPW receiving additional funding that include Building Quality Rating (Q) and Building Mission Rating (F). Both of these ratings have four categories ranging from one to four, with one being the highest, he explained. “The importance of these ratings is that the ratings are initiated by the building occupants. So the building occupants do ISR-I facility condition inspections of their building. Those inspection reports are provided to the DPW staff and the DPW staff loads this into the ISR web based database and it computes an ISR Q or F rating. These facility condition ratings are used as screening criteria when HQ IMCOM prioritizes funding for us to

accomplish our IJO mission. The key point there is oftentimes we have units that want work done to their buildings, but their Q and F Ratings don’t support our request for money to do work on the buildings. We struggle to ask Higher Headquarters to give us money to spend on Q1/Q2 and F1/F2. • Quality rating of Q1 indicates the facility condition meets or exceeds Army standards for most or all rated components. The cost to improve is no more than 10 percent of the replacement value. • Q2-rated facilities are similar but the cost to improve will be no more than 20 percent of the replacement value. • Q3-rated facilities are such where the condition fails to meet the minimum level of Army standards for at least one major rated component. The cost to improve is no more than 40 percent of the replacement value. • And finally, a Q4 facility fails to meet the minimum level of Army standards for multiple rated components, but the cost to improve exceeds 40 percent of the replacement value. Similarly, F-ratings, or mission ratings, assess how well a facility meets the tenant’s needs. They range from F1 to F5, with F1 being the best and F5 the worst. Very few facilities are rated F5, which is reserved for unusual cases, such as a facility left completely inoperable following a natural disaster. • F1 mission-rated facility indicates negligible or no impact on the capability to support the tenant organizations’ required missions. The bay doors are the proper size for the vehicles being maintained in the facility, for example. • F2 indicates moderate deficiencies that have limited impact on the capability to support the tenant organizations’ required missions. All essential/critical functional elements exist. • F3-rated facilities have significant deficiencies that impair the capability to support some of the tenant organizations’ required missions. Some essential/critical functional elements may be missing. • F4 facilites have major facility deficiencies that present considerable obstacles to the tenant organizations’ required mission. “It’s important that units have someone reliable to do the ISR inspections,” Williams said. “In DPW, we actually train the ISR-I inspectors so they can properly perform the inspections, and at the end of the day, we hope to have

If people don’t know which category to choose, we’ve created a heading called ‘Administration Public Works Office’ and that is a straight connection to the director of DPW and me. It’s the first on the Public Works Office ICE page. I review all of the DPW comment cards. We average about 600 per month. I engage on the dissatisfied ones and give out the satisfied customer comments to supervisors of those employees. I want people to use ICE for the betterment of our organization.” However, when submitting that ICE comment, it helps if the customer has an understanding of the financial constraints DPW is currently operating within, the levels of support and priorities, and the programs available to assist their mission as they do their best with less. “In today’s fiscal environment of reduced budgets, this is the reality we face across our command,” added Col. Keith E. Igyarto, garrison commander. “It’s not an excuse. It’s about refocusing our efforts and doing everything we can to continue to provide the seamless, quality service that our customers depend on and that our garrison team takes pride in accomplishing. We routinely reassess our response to work orders and critically look for innovative new approaches to help us meet and exceed customer expectations. Those ideas can be external, as well as internal, so we welcome all feedback from those we are here to serve.” The Interactive Customer Evaluation site can be accessed at http://ice.disa.mil.

the ISR-I ratings that support our requests for funding to do some of the major maintenance and repairs that the buildings require.” To help DPW with management of general purpose administrative facility DMOs and IJOs, the garrison commander approved a task order to have tenant units appoint a facility manager or a “FacMan” for each building who would act as a liaison between the DPW and the building occupants. Currently, of the 201 general purpose administrative facilities, only eight have designated facility managers, so more building occupants need to volunteer to make this program beneficial. “I think the FacMan will be a win-win program, because the building occupants will have one person to funnel their DMO and IJO concerns to and that facility manager will work with the DPW staff, and the Installation Site Coordinator/ Manager to resolve lingering facility issues,” Williams explained. “We offer an eight-hour facility manager training and finished our first training session May 12.” During FacMan training, facility managers receive an overview of the DPW process, DMO process, IJO process, ISR-I program, environmental and energy programs, and emphasize the importance of the Interactive Customer Evaluation as a communication tool for them to give us feedback. “ICE is an opportunity for our customers to give feedback on how we’re doing,” he continued. “Whether it’s good, bad or indifferent — we want the feedback. Wilson sets sights on readiness, modernization at Air Force Association breakfast

industry to expand weapons production and the budget funds this effort.

WASHINGTON — Secretary of the Air Force Heather Wilson addressed the Air Force Association’s Air Force Breakfast Series June 5, 2017, at the Capitol Hill Club in Washington, D.C. During her remarks Wilson spoke about the proposed Air Force budget for the fiscal year that starts October 1. “The fiscal year 17 appropriations stopped the decline,” Wilson said. “This proposed budget for fiscal year 18 starts to restore readiness and modernize the force.” Wilson also announced changes in aviation bonuses to help retain pilots and announced the next fighter deployment to Europe as part of the European Reassurance Initiative.

Modernization

Readiness

Over the past several years, the Air Force has been developing new operational concepts to ensure freedom of action in space and to integrate space with the joint force. “The Air Force has been the leader on space for 54 years,” Wilson said. “The Air Force will continue to integrate, normalize and elevate space as part of the joint warfighting team.” This year’s budget increases the Air Force’s space funding from $6.5 billion in fiscal 2017 to $7.8 billion in fiscal 2018.

To continue to address readiness, the budget proposal includes an increase in active duty manpower to 325,100 Airmen while also adding 800 reservists, 900 guardsmen and 3,000 civilians. The total force will increase by about 9,000 people to 669,611. The budget also funds flying hours, maintenance and training at or near the maximum executable levels given the size of the force and the overseas commitments in which the Air Force is engaged. Because the use of munitions in operations against Islamic State of Iraq and Syria is out-pacing productions, the Air Force is working with

The fiscal 2018 budget prioritizes the top three acquisition programs to modernize the force: fighters, tankers and bombers. • The budget funds purchase of 46 F-35A Lightning II fighters and modernizes other fighters. • The budget buys 15 KC-46A Pegasus tankers and expects to sustain steady state production at that level for at least the next five years. • The B-21 Raider bomber development continues to be funded. The budget supports the continuation and modernization of the nuclear triad with both air and ground based modernization advances.

Space

Innovation for the Future

The Air Force is taking advantage of new acquisition authorities. It is spon-

soring an experiment in August 2017 to evaluate low-cost, permissive environment attack aircraft. The project has gone from approval by the Chief of Staff to an operational capabilities assessment in five short months. Less than three months from now, the Air Force will flight test the aircraft. “It’s not a procurement, it is an experiment, but we want to see what the experiment tells us and whether we can move forward with a different way of getting capability from the lab bench to the flightline and the warfighter faster,” Wilson said. “We are going to have to move faster on a lot of things because our adversaries are innovating faster than we are.” While long-term research on air dominance is increased significantly in this budget, basic and applied research remains flat. Over the next several years, the Air Force will seek to increase research where we need to maintain a competitive advantage – hypersonic vehicles, directed energy, unmanned and autonomous systems.

Retaining Pilots and Aircrews

“Pilot retention right now is at crisis levels when it comes to fighters and we are changing around the way we do incentive pay,” Wilson said. “We have added in significant administrative support to the squadrons which was taken away in the wake of sequester.” Wilson used the occasion to announce a revised structure for aviation bonuses aimed at retaining more pilots and aircrews. The new structure

allows the Air Force greater flexibility to work with Airmen on what might work best for them, and focuses resources against the greatest needs. “It’s intended to encourage pilots to stay where we need them the most,” Wilson said. “So the bonuses are higher where the need is most critical. It also gives flexibility in lengths of contracts so that pilots have more say about the length of their commitment, and we hope this will help us to keep more pilots in the Air Force.”

Strengthening Alliances

Wilson also announced that, as part of the European Reassurance Initiative, in early 2018 the Air Force will deploy an Air National Guard unit of F-16 Fighting Falcon fighters to Europe for three months to bolster U.S. European Command’s combat capable air forces. The most recent deployment as part of this initiative included the first overseas deployment of the F-35A Lightning II. “I believe also, as does the Secretary of Defense, that we are stronger together than we are alone and that we work in concert with our allies to defend the national interests of the United States,” Wilson said. When on active duty in the Air Force, Wilson served as a planner at Headquarters 3rd Air Force at Royal Air Force Mildenhall and at the U.S. mission to NATO in Brussels, Belgium. “We are committed to defend our allies and ourselves in a concept of collective self-defense which has kept us safe for many decades,” she said.

2017 NDAA revamps UCMJ by R. Peter Masterton 21st Theater Sustainment Command Office of the Staff Judge Advocate

Hidden in the back of the 2017 National Defense Authorization Act were a number of major changes in military justice. The last division of the Authorization Act, entitled the Military Justice Act of 2016, contained the most comprehensive changes in recent history to the Uniform Code of Military Justice, the statutory criminal code applicable to all U.S. military personnel. The Act became law when it was signed by the President on December 23, 2016. However, the changes will not take effect immediately; the Act states that they will become effective on a future date “designated by the President,” but in no event later than January 1, 2019. The Act also requires the President to “prescribe regulations implementing” the changes no later than December 23, 2017: these changes will appear in the Manual for Courts-Martial, the official guide

to military justice procedure that is promulgated by the President through Executive Orders. The delayed effective date of the changes will hopefully allow the President time to create a new Manual for Courts-Martial before the changes in the Uniform Code of Military Justice take effect. Nearly every article of the Uniform Code of Military Justice has been affected by the changes in some way. Many of the changes are minor technical amendments that will only affect lawyers and paralegals that work in military justice. However, other changes are so major that they will affect all service members. The Act creates a number of new offenses. One of these new offenses, entitled “prohibited activities with military recruit or trainee by person in position of special trust,” prohibits drill sergeants and recruiters from engaging in sexual conduct with trainees and recruits. The Act also lowers the alcohol concentration required for drunk driving from .10 to .08 grams of alcohol per 100 milliliters of blood.

The Act moves many of the offenses currently defined in the “catch-all” provisions of Article 134 to specific punitive articles. Article 134 prohibits all conduct by service members that is prejudicial to “good order and discipline” or brings “discredit upon the service.” For example, kidnapping is currently defined as an offense under Article 134. The changes will move kidnapping to a separate article of the Uniform Code of Military Justice (Article 125) and eliminate the requirement that it be prejudicial to good order and discipline or service discrediting. The Act also renumbers many of the punitive articles. The Act also contains a number of changes to court-martial procedure. The number of members (jurors) in a general court-martial (the highest level of court-martial) will be changed from a minimum of five to a fixed number of eight members — although the number required in a capital case will remain at twelve. The number of members at a special court-martial (a lower level of court-martial that can adjudge up to a year confinement)

will be changed from a minimum of three to a fixed number of four members. The Act also allows for a judgealone special court-martial where the accused does not have the right to request trial by members; the maximum punishment at this new forum will be limited to six months confinement and no discharge will be authorized. In addition, the Act permits the accused at a court-martial to ask the judge to conduct sentencing proceedings, even if the accused elected trial by members. The percentage vote required for conviction and sentencing in non-capital cases will be increased from two-thirds to three quarters of the members. In addition, the government will have a new right to appeal the sentence if it “violates the law” or is “plainly unreasonable.” The changes will bring the military justice system into closer conformity with civilian criminal justice systems in the United States. While the changes will have the most dramatic impact on military justice practitioners, all service members will be affected by them.

Allied Air Command welcomes Montenegro to NATO by Headquarters Allied Air Command Public Affairs Office Some 350 military and civilian members of Headquarters Allied Air Command gathered in the morning of June 9 to mark the accession of Montenegro to NATO during a flagraising ceremony at the NATO compound at Ramstein.

Officiated by the Deputy Commander of Allied Air Command, Air Marshal Stu Evans, Royal Air Force, the national flag of Montenegro was raised among the 28 other NATO Allies’ banners for the first time. “Today represents more than simply adding an additional flag to our impressive collection,” said Evans during the event. “It demonstrates the continuing strength and relevance of our Alliance and our ability to work together to contribute to wider peace and stability.” Montenegro officially joined NATO on June 5 with depositing its accession document to the U.S. State Department

in Washington, D.C., marking the accomplishment of an eleven-yearlong process in which the new member has successfully deepened its relationship with NATO. Allied Air Command is Montenegro’s point of contact for all airpower matters and will expand NATO Air Policing procedures to include the new Ally’s airspace.

specialties. Kirchheimbolanden is located north of Kaiserslautern, about 25 kilometers from Sembach on federal street B40. The town is called “the little residence,” because it was the residence of the princes of Nassau-Weilburg for about 400 years. In 1368, it received

town rights and that’s when the town wall with town gates and towers were built. The palace, palace garden, ball house, orangery, court church and Baroque houses were built in the 18th century. These buildings reflect the character of the town. For more information, visit www.kirchheimbolanden.de.

Culinary hike takes place in ‘old world’ by Petra Lessoing 86th Airlift Wing Public Affairs

The “old world” culinary hike will take place 10 a.m. to 6 p.m. Sunday in Heimkirchen. The scenic hiking route is 5.5 kilometers long and features 10 stations, where mainly Palatinate specialties from the “old world” will be served Heimkirchen is a part of Niederkirchen and is located in the northern part of Kaiserslautern County in the valley of the Gelbach creek, which is called “old world” on historical maps. For those who like to start their hike with breakfast, scrambled egg sandwiches and pastries will be served until noon in the street called Am Schlauweg.

“Visitors of the culinary hike can experience our wonderful scenery around Niederkirchen and Heimkirchen,” said Harald Westrich, mayor of the Otterbach-Otterberg union community. “They will have great views onto the soft hills of the North Palatinate hill country, the green meadows and forests.” When taking a break at one of the 10 stations, hikers get to know regional food specialties such as bratwurst and pie made of game, pork roast with home made noodle salad, salted meat with sour beans and mashed potatoes, potato dumplings, smoked ham, smoked trout, cheese sticks and homemade cakes. Drinks include tap beer, various wines and liquors. Menus will be available in three lan-

guages: German, Palatinate and English. An exhibition of chain saw works can be seen at station No. 1. Children can have fun on a jumping castle at station No. 4 and a barrel organ player will entertain the audience at station No. 8. For the first time, free guided herbal hikes will be offered to the wildflower meadows. “I recommend to visit the farmers museum on Holbornerhof to experience the development of agriculture in this region,” said Westrich. “I wish all hikers lots of fun on their hike through the ‘old world.’” Hikers can start at any point of the hiking path. Signs will be posted. For more information, visit www.otterbach-otterberg.de.
