4th Air Support Operations Group operations superintendent. “The Airmen and Soldiers come out of this event with a new outlook on foreign militaries and stories they will cherish forever.”

Military personnel underwent Combat Lifesaver Training; donned chemical, biological, radiological and nuclear defense gear; participated in a basic fitness test; fired an M18 pistol for a marksmanship event; and a 100 meters swim in uniform and more throughout the multi-day event.

The participants also rucked 12 kilometers (7 miles) on a hiking trail carrying rucksacks equipped with 15 kilograms (33 pounds) of water, kettlebells, clothing and other miscellaneous items. Covered in sweat and exhausted, the participants finished the last laps around the track and officially completed all components of the GAFPB.

“This is an amazing opportunity for American military members to get a taste of German military culture and tradition,” said German air force Senior Master Sgt. Benjamin Angel, NATO Allied Air Command training noncommissioned officer. “The GAFPB is a way Americans and Germans can learn about each other’s military culture and become more culturally aware.”

The GAFPB traces its origins back to the 19th century when military proficiency badges were first introduced in Prussia. Over time, these badges became a symbol of skill, discipline and professionalism within the German military. The German armed forces opened up the opportunity for foreign military personnel across the world to earn the GAFPB, fostering intercultural exchange and cooperation.

“Regardless of what badge these Airmen come out with, they are going to gain experience and build camaraderie between themselves and our German counterparts,” said Waterbury. “We might have different uniforms and flags, but at the end of the day we are all human.”

US integration at Royal International Air Tattoo 23

The U.S. Air Force brought over 12 aircraft and 100 Airmen to participate in the Royal International Air Tattoo at Royal Air Force Base Fairford, United Kingdom, July 14-16.

Known as the world’s largest military airshow, the event allowed the U.S. Air Force and U.S. Air Forces in Europe – Air Forces Africa to integrate and engage with more than 25 nations and 200,000 spectators.

Secretary of the Air Force Frank Kendall, U.S. Air Force Chief of Staff Gen. CQ Brown, Jr., and USAFE-AFAFRICA

Commander Gen. James Hecker also engaged with numerous military leaders from across the globe during the three-day event.

“At this year’s Royal International Air Tattoo, we’re honored to showcase the strong

bond between the United States and our Allies and Partners,” said Hecker. “Seeing the vast amount of military aircraft here, you can see that it’s not just collaboration, but integration that is key to peace and security.”

The F-35 Lightning II from

the 48th Fighter Wing was showcased throughout the event, as well as F-35s from the Royal Air Force and the Royal Netherlands Air Force. This involvement highlights the importance of the F-35 across Europe, as well as the future of fifth-generation air-

power and interoperability in the region.

Similarly, the B-52H Stratofortress from the 2nd Bomb Wing participated in the airshow, demonstrating the Air Force’s ability to respond to any potential crisis or challenge

across the globe in support of our NATO Allies and Partners. The B-52 arrived in theater on July 12, 2023, and conducted refueling missions with the Turkish Air Force, followed by Joint Terminal Attack Controller training with Hungary.

The Royal Air Force also highlighted military air-to-air refueling at RIAT with this year’s operational theme SKYTANKER23. A KC-135 Stratotanker from the 100th Air Refueling Wing was integrated in this display, including an aerial demonstration in celebration of 100 years of U.S. air refueling.

Also appearing at RIAT were two more U.S. fighters, the F-15E Strike Eagle and the F-16 Fighting Falcon, as well as the C-21, C-37, C-17 Globemaster III, and WC-130 Hercules. Additionally, the U-2 Dragon Lady was on display, plus two special operations aircraft, the CV-22 Osprey and MC-130J Commando II.

Kaiserslautern Scout BSA Troop 1920 completes refurbishment project: Aims for Eagle Scout rank

Scouts BSA Troop 1920, chartered by the Kisling Noncommissioned Officer Academy, achieved a milestone by successfully completing their refurbishment project at the Rhine Ordnance Barracks Physical Fitness Center, here, July 15.

The troop’s efforts to enhance the seating area exemplify their

unwavering commitment to community service and leadership as they strive towards earning the prestigious Eagle Scout rank.

Riley Raymond, Troop 1920 patrol leader and daughter of Directorate of Resource Management, Chief Administration Services Division Brian Raymond, has been dedicated to this path since her early years in Cub Scouts. As she approaches her 14th birthday, she is resolute in completing

the remaining requirements and earning her coveted Eagle Scout rank.

Inspired by her older sister, who achieved the Eagle rank in 2021, Riley passionately embraced the refurbishment project as her contribution to the community.

“My favorite part has to be camping,” said Riley as she reflected on her early years of scouting. “Whether it’s a district camporee, an international summer camp,

or even just a weekend campout nearby, all of my best scouting memories have been camping.” For Riley, scouting’s unique approach, leaving scouts in charge instead of adults, has fostered remarkable growth and self-reliance.

As Scouts BSA Troop 1920 successfully completed their refurbishment project, they wholeheartedly embodied the principles of service, leadership, and community impact that define the journey to becoming

an Eagle Scout. Their dedication to making a positive impact on their community truly reflects the essence of scouting — fostering camaraderie, personal growth, and a commitment to serving others.

2 Armored Brigade Combat Team, 1 Armored Division arrives in Sagunto, Spain

PORT OF SAGUNTO, Spain

— Port operations for Operation Atlantic Resolve continue at Sagunto, Spain, on July 14, in a combined effort to build and maintain expeditionary forces in Europe. Armored equipment from the 2nd Armored Brigade Combat Team, 1st Armored Division, an Army unit out of Fort Bliss, Texas, was transported into the Port of Sagunto, Spain.

Since April 2014, U.S. Army Europe and Africa has led the Department of Defense’s Atlantic Resolve land efforts by bringing units based in the U.S. to Europe. The deployment of ready, combatcredible U.S. forces to Europe in support of Atlantic Resolve is evidence of the strong and unremitting U.S. commitment to NATO and Europe. Through bilateral, joint and multinational training, Atlantic Resolve builds readiness, increases interoperability and enhances the bond between ally and partner militaries.

U.S. Army 2nd Lt. Trevor Sheldon, logistics support officer in charge, assigned to the 627th Transportation Detachment (Movement Control), said the movement control team has been in close coordination with 2/1 AD to help load and transport the equipment for the mission, which is set in a multi-domain operational environment to enhance combined interoperability.

The port was filled with trucks and forklifts unloading more than 420 pieces of equipment off the vessel and transporting them to areas where they would continue to their final destinations in Germany and Poland.

The equipment included wheeled vehicles, rolling stock, and supporting equipment, such as containerized kitchens, fuel, and ground maintenance needed to maintain the wheeled vehicles for this portion of Operation Atlantic Resolve.

Although being the officer in charge at the port is a new experience for Sheldon, he is enjoying spending time with his Soldiers.

“This has been my first mission at a port as an OIC; getting to know my Soldiers in a different setting, learning their capabilities, and working with the Spanish military is cool,” said Sheldon. “It takes you out of that culture of being in America, putting yourself in an uncomfortable situation, having to go through those cultural and language barriers, and then at the end

of the day, you just end up feeling more connected with them.”

U.S. Army Maj. Shane Hook, unit representative for 2/1 AD said this is the first port operation for most of the “Strike” Soldiers.

“I’ve never been here; this is an entirely different lens of the Army from which the Soldiers, junior leaders, and brigade combat team get to see,” said Hook. “I hope my Soldiers see the other side of how their equipment gets to them and [the] theater.”

The movement of equipment from the continental U.S. involved extensive support from the port’s host nation Spain, demonstrating the importance of ally and partner investment in European military readiness and defense.

“What we’re seeing here and what we’re a part of now is was separates us from any other military in the world — our ability to project combat power the way we do,” said Hook. “They [2/1 AD] push their equipment out. They receive their equipment when they arrive, but they never see this. So hopefully, they will get that appreciation for that.”

After the equipment goes through maintenance tests, it will be moved by the 16th Sustainment Brigade, 21st Theater Sustainment Command, for staging and onward movement. This operation is one of many during Operation Atlantic Resolve designed to build readiness within the alliance and deter potential adversaries.

“It’s wonderful to be able to work with both the Spanish military and the civilians and contractors here,” said Hook. “This is a really great opportunity, and the Soldiers are really gung-ho about it. They’re excited to do this.”

USAG-KA commander shares science, stories at CYS Summer Space Jam

U.S. Army Garrison Kwajalein Atoll Garrison Commander Col. Drew Morgan visited with students enrolled in the USAG-KA Child and Youth Services School-Aged Care Summer Camp for a question and answer session during their Space Jam. The eager students asked Morgan questions about life in outer space.

SAC: How long was your spacewalk?

Col. Morgan: First, I’ll talk about how we train for space walks. That is the thing we spend the most time training.

We put on our space suit on Earth, and they put us in a giant swimming pool, and we practice diving. All astronauts are divers because that’s how we train for space. It makes it feel like being weightless in space.

I did hours and hours of training and then when I actually did a real spacewalk, I was outside in that space suit for more than six hours. We also put that space suit on for three to four hours before to get ready for the spacewalk. I wore that space suit for 10 hours the day of the spacewalk.

SAC: What did you eat in space?

Col. Morgan: We have a lot of different kinds of food similar to the food we eat in the Army when we go to the field — all of our food is in a package; we warm it up and rip open the package.

Every time you eat in space it’s like a big playground. You get to eat and play with your food every day. I can take a Hot Tamale candy and float it to someone else and they can catch it in their mouth. I can throw it in a straight line. To do that on Earth, I would have to toss it up in an arch [to get it to his target].

If I was outside the International Space Station, and I took a Hot Tamale with me, and I tossed it in the direction the station was orbiting, it would go on, more or less forever. It would also be in orbit around the Earth for a long, long time — a Hot Tamale satellite.

SAC: What kind of rocket did you go to space on?

Col. Morgan: The rocket I launched in left Asia, and it landed on dirt, not on the water. We do have rockets at NASA that land in the water but some land on dirt.

SAC: What about the underwater capsule you used for training?

Col. Morgan: We do water survival training in case we land in the water. I’d have to know how to get out and inflate my vest so the rescue divers can pull me out.

SAC: What does it feel like when you get back to Earth?

Col. Morgan: So, nine months in space of not feeling the Earth’s gravity pull you down makes you feel very heavy when you return. We do a good job of exercising our muscles and keeping our bones healthy, but our balance is a little off.

Part of our balance system is inside, near your brain, inside your inner ear. That helps tell your body which way is up or down, and when you move your head, you sense that it’s moving.

In space, that part of your brain after a couple days just kind of turns off.

All of a sudden, I go upside down and my body doesn’t register that I’m upside down. My body thinks everything is okay. But when you come back to Earth, now your body feels dizzy like you’re spinning all over the place for about a week. I could walk, but sometimes I needed help.

SAC: In space, when you’re spinning, do you feel like you’re going to barf?

Col. Morgan: Because the part of your inner ear kind of goes to sleep, it’s harder to feel like you’re going to barf. When I came back to Earth, I felt like I wanted to barf, and I did a couple times.

SAC: Do you eat freeze-dried ice cream in space?

Col. Morgan: It’s not actually part of our regular food supply that comes up to the space station but I happen to be a big fan of ice cream.

There is no way to get it except for freeze-dried. I had to have Mrs. Morgan, the first lady of Kwajalein, send me some in a care package. We have visiting spacecraft bring us a resupply. One of the things I wanted was freeze-dried ice cream. It tastes good especially when you don’t have ice cream.

SAC: What is it like in the Army?

Col. Morgan: I decided to be an Army Soldier before I decided to become an astronaut. That is what I really wanted to be when I grew up.

I became a medical doctor in the Army. The Army paid for my medical school, they paid for my specialty in emergency medicine, and gave me all of these great experiences. I went all over the world and then NASA selected me to be an astronaut. I’m still in the Army. I was in the Army the entire 10 years I was at NASA, and now I am here.

SAC: What happened to the artifact you took to space?

Col. Morgan: I took a lot of things with me to space to represent different parts of my life and career and one was a WWII arm band that a medic wore in the war in Europe 80 years ago.

I took it with me to represent my history as a combat medical doctor. I flew it in space, took pictures of it and brought it back to Earth, and gave it to the National Museum of the U.S. Army at Fort Belvoir, Virginia.

SAC: Have you ever played a board game in space?

Col. Morgan: Yes, but we have to have magnets to hold the pieces on the board. I don’t have a sister, but one of my crewmates, Christina Cook is like my sister. I flew in space wither for seven months and she loves Scrabble. We played on a magnetic version.

SAC: What was it like to be on the parachute team (at West Point)?

Col. Morgan: That was the coolest thing I did as a cadet at West Point was to be on the parachute team.

I learned how to jump out of airplanes and do dangerous things safely, but the most important thing I learned to do was how to be a good teammate.

I launched in was made to orbit the Earth so it doesn’t have to be as big. The Russians made the rocket I was on because they are our friends in space and they have been doing it the same way since the beginning of their space program 50 years ago. I launched on a rocket that had the technology in it that was older than me. It is a very safe, reliable rocket.

SAC: What does it feel like to float in space?

Col. Morgan: Initially, it feels very dizzy and disoriented but after that it starts to feel normal. It’s really cool and I can go upside down, flip my feet on the ceiling, and I wouldn’t feel like I was upside down. I can push off of a wall and fly to the other side of the space station. It’s really fun.

SAC: How do we return the rocket ship to Earth?

Those teammates of mine who were on the team with me are still my best friends. They have been my friends for 30 years and a lot of them dialed in to see my change of command ceremony a few days ago.

I carried being a good teammate to the astronaut corps because that is one of the things we value the most in an astronaut: being a good teammate. By that, I mean be a good friend, be somebody that someone wants to spend a long time with in a small, enclosed space. Imagine being trapped in this classroom for nine months. Who would you want to be in here with?

One student in the class chose two friends to be with them for nine months.

Col. Morgan said, “That’s what you want, to be that kind of friend.”

SAC: What does the Milky Way look like in space?

Col. Morgan: All of our windows on the ISS are oriented to look back at Earth, but when I was on my spacewalk, I was above the space station.

I had a very clear view while we were going around the Earth on the nighttime side. The earth’s atmosphere usually makes our view of the starts a little harder to see. We have some of the clearest skies you can imagine on Earth here in Kwajalein. But in space, you’re not looking through the atmosphere. It’s perfectly clear. You can see the Milky Way much more clearly when the lighting is just right.

SAC: What did the rocket ship look like?

Col. Morgan: So, the rocket ship that I launched on was much smaller than a Saturn V. A Saturn V rocket is a rocket we used 50 years ago to launch astronauts to the moon.

It was a really big rocket. The one

Col. Morgan: The rocket I launched on, when it burns up all the gas in the bottom, discards it and they fall back to the ground. We have a rocket now that NASA uses made by the SpaceX Corporation that, after it burns up the fuel in the bottom stage, it lands itself still standing up, automatically. Then they reuse it, they fill up with fuel and use it again. They are recycling the big parts of the rocket.

SAC: What are the windows like on the International Space Station?

Col. Morgan: All the windows are protected because if they weren’t, without the protection of the Earth’s atmosphere, if we had sunlight coming in, you would get burned almost instantly. Our windows are made thick to protect us from the sun.

SAC: How do you use the bathroom in space?

Col. Morgan: I was waiting for that question. The short answer is ‘very carefully.’ You are used to going to the bathroom and gravity just makes it go into the toilet. So, number one requires a vacuum tube. The urine goes into the receptacle and gets sucked up inside and it goes into a container.

Then, guess what we do with it?

(The children responded with, “You recycle it into drinking water.”)

It tastes just fine; it’s very clean water. Guess what? We drink rainwater here predominantly but at home in the U.S., the water we drink comes through a sewage plant, waste water treatment plant and a drinking water treatment plant. All water eventually gets recycled. We just do it in a very enclosed environment in space.

Newly pinned Air Force major accepts his duty with nose bop, paw salute

JOINT BASE SAN ANTONIO-FORT SAM

HOUSTON, Texas, June 8 — Brooke Army Medical Center commissioned a new fourlegged staff member to the rank of Air Force major during a ceremony held June 6.

Maj. McAfee, a golden retriever, joins Army Maj. Budd, a Labrador retriever who was commissioned in 2022, as one of BAMC’s two facility dogs.

McAfee is owned and provided to BAMC by America’s VetDogs, an organization which trains and places facility dogs as part of the rehabilitation process in military and VA hospitals.

As a facility dog, McAfee serves a different function than that of BAMC’s therapy dogs. Therapy dogs are owned by their individual handlers and provide their service to BAMC’s patients, staff members and visitors. Facility dogs are similar to therapy dogs. However, therapy dogs only work occasionally on a volunteer basis, while facility dogs work full-time at their assigned facility.

Army Master Sgt. Eric McEllen read the official orders, which stated, in part, “Mac, effective with this commissioning, you are charged with the duty to comfort and cheer others and will direct and require all dogs of lesser grade to render obedience to appropriate orders. … You are responsible for the smiles of humans and for the safety, professional development, and well-being of your handlers. You will bring joy and comfort to all that need you while observing and following the orders and directions of your dad, Maj. Scott Penney, as well as the BAMC Facility Dog Handlers.”

In acceptance of his official duties, McAfee gave BAMC Commanding General Brig. Gen. Deydre Teyhen a nose bop followed by a salute.

“McAfee’s presence here is not only symbolic; it represents a profound transformation in the way we deliver healthcare,” the general said. “As we strive to bring joy back to medicine, Mac’s role becomes paramount. His infectious enthusiasm, gentle spirit, and uncanny ability to empathize with patients, staff, and visitors, and also his love of treats, have made him an integral part of our healing environment.”

“McAfee is not just a dog; he is a beacon of hope, a source of comfort, and a symbol of resilience,” she added, noting that research has proven animals can aid in recovery.

Army Col. Sean Hipp, BAMC chief medical officer and a pediatric oncologist, shared how he was able to bring in the first facility dog in 2012.

“Koko and I spent about 10 years in this facility,” he said, adding that Koko not only helped his patients and their families, but also was a great addition for the hospital staff.

“That experience is really what we saw with the facility dog program, that it not only affected patients and me and my family, it affected the staff and, in many ways, you can see that here today,” Hipp said.

Hipp also praised the therapy dog program, their handlers, and hospital leaders for their tireless efforts to expand the program.

“It just warms my heart,” Hipp said. “Today is a wonderful day. I hope this program continues to expand within Brooke Army Medical Center.”

Air Force Col. John Davis, 959th Medical Group commander, touted the importance of the Army and Air Force partnership at BAMC.

“As the first Air Force facility dog, McAfee is a symbol of the integration we strive for each day between our services as we continue to fight against injury, disease and our nations’ enemies,” Davis said. “As an Air Force facility dog, he does have to meet certain requirements. We call it the Airman’s Creed, so he must uphold these values.”

Davis read the Airman’s Creed, noting that McAfee accepted his duties by laying quietly during ceremony. To view the Airman’s Creed, visit https://www. airforce.com/vision.

“What better way to honor the Air Force than with a dog that honors all these traits on a routine basis,” Davis said.

Teyhen echoed Davis’ sentiments regarding the

importance of the integration of the Army and Air Force to BAMC’s success as an organization.

“Today, as we commission McAfee, we highlight our commitment to working together in the pursuit of providing the best possible care to our beneficiaries,” Teyhen said. “Congratulations, Mac! Your journey has just begun, and we eagerly anticipate the countless lives you will touch.”

“Mac, congratulations on your promotion,” David added. “I’m so excited to have you as part of our team.”

LRMC welcomes ASD for Health Affairs during first overseas tour

During his first overseas tour, the Honorable Dr. Lester MartinezLopez, Assistant Secretary of Defense for Health Affairs, visited Landstuhl Regional Medical Center, as part of a larger visit to Europe, July 10.

The visit provided MartinezLopez a chance to visit with leaders from TRICARE Area Office Eurasia-Africa, Medical Readiness Command, Europe, Defense Health Agency Region-Europe, LRMC, and staff at LRMC, the only forward-stationed medical center in the U.S. Department of Defense. Martinez-Lopez will also meet with medical leaders at various combatant commands in Europe, while also meeting and strengthening relationships with German Armed Forces (Bundeswehr) leaders, including the Bundeswehr’s top medical officer.

“The focus for military health is readiness, ensuring our Service Members are medically fit to carry out their missions,” said MartinezLopez. “(LRMC) is one of our premier medical facilities in the Department of Defense where it embodies (the U.S. Department of Defense) military health readiness mission.”

During the visit, MartinezLopez met with medical professionals from LRMC’s Medical /

Surgical Ward; Labor, Delivery, Recovery, Postpartum Ward; Operating Rooms; Post-Anesthesia Care Unit; Intensive Care Unit; Emergency Department and concluded his tour by meeting with Europe military medicine leaders.

Martinez-Lopez mentioned the importance of access to care, its effect on readiness and efforts to combat short staffing.

“Access is critical, we are working to enhance and revise policies and processes that ensure we have the right numbers and skill sets of medical professionals at our facilities,” said Martinez-Lopez. “This is not just a military health challenge; it is one facing all health systems. We hear you and we’re in this together to find the best solutions to meet our readiness mission.”

Nominated by President Joe Biden in 2022, Martinez-Lopez was confirmed for the position of ASD for Health Affairs, on Feb. 16. He is a retired U.S. Army major general and a family medicine physician, who served in leadership positions in the private health care sector after concluding his U.S. Army career.

“I bring not only decades of experience in uniform to my new role as Assistant

Secretary of Defense for Health Affairs, but a clear set of priorities: readiness, access to care, mental health, and addressing provider shortages,” said Martinez-Lopez.

“In short, my goals are to advance readiness through enhanced, comprehensive clinical care; strengthen our healthcare workforces to meet the military’s medical needs, and reattract beneficiaries to the Military Health System by improving the patient experience and access to care.”

LRMC is the largest U.S. hospital outside the United States where it serves as the sole military medical center for more than 205,000 beneficiaries throughout Europe, the Middle East and Africa. The jointly staffed, Army-commanded 100bed Medical Center is strategically located near Ramstein Air Base, providing 52 medical specialties and over 46,000 outpatient visits per month. LRMC is the only American College of Surgeons verified Level II Trauma Center outside the United States and the evacuation and treatment center for all injured U.S. Service Members and civilians, as well as members of 56 Coalition Forces serving across four combatant commands and three continents.

USAG RP, Mannheim Polizei partner to enhance protection measures in surrounding communities

U.S. Army Garrison Rheinland-Pfalz Directorate of Emergency Services met with station leaders from the Mannheim-Sandhofen Polizei Station June 6 to discuss ways to support each other and improve cooperation between the agencies.

The meeting focused on reviewing the geographic areas of responsibility and coverage areas, particularly around Coleman Worksite.

Lieutenant Colonel David Castillo, Director of Emergency Services for U.S. Army Garrison Rheinland-Pfalz, regularly meets with local Polizei leaders in the Kaiserslautern Military Community and surrounding areas. These meetings aim to foster partnerships and interoperability between the agencies to better serve and protect the communities.

“With such a large portion of our military community members living off-post in Rheinland-Pfalz, it is imperative that we work closely with our local law enforcement partners and Polizei,” said Castillo. “The Polizei provide support to us, the military members and families who reside in their communities, and we support

them. Getting to know one another as people, and sharing information — enhances partnerships, and fosters friendships between our agencies, as we work together to protect and serve all the people in our shared communities.”

During the June 6 meeting, the law enforcement leaders discussed various Polizei stations in the area, stationing plans, scheduled community patrols, patrol areas, average response times, and crime trends. The goal was to ensure mutual understanding of each agency’s strengths, capabilities, and challenges to facilitate effective cooperation, particularly during crisis situations requiring a rapid response.

“It’s very important to have close liaison with the U.S. Army’s law enforcement directorate,” said Marco Gasteiger, Team Leader for MannheimSandhofen Polizei Station. “Especially because we have the U.S. Installation of Coleman in our area.”

“We like to conduct these meetings regularly for close liaison and partnership with the U.S. Army,” said EPHK’in Petra Fiedler, Station Commander for Mannheim-Sandhofen Polizei.

“It really helps us when we know and understand the procedures of the U.S. Army law enforcement teams, and that

they know about our procedures, so we can support each other.”

Overall, the collaboration between USAG RheinlandPfalz DES, the Mannheim Polizei department, and all the local Polizei stations, aims to strengthen community protection measures, enhance partnerships, and improve interoperability between the agencies.

Coleman Barracks in Mannheim houses Coleman Worksite, which is responsible for the storage, security, maintenance, and issuance of heavy armored vehicles and equipment for an Armored Brigade Combat Team as part of the Army’s Prepositioned Stock program.

The APS program involves strategically storing and maintaining critical equipment sets in different locations globally to ensure easy access and use when needed. These APS sites help reduce deployment timelines, enhance deterrence capabilities, and provide additional combat power for contingency operations. The equipment can also be utilized for training and exercises.

ABC IN KMC: Operation Control Center Kaiserslautern

Most U.S. military personnel are familiar with the individual command posts on Air Force and Army installations within the Kaiserslautern Military Community. But, did you also know that there is a significant German control center of similar nature located in Kaiserslautern?

The Integrierte Leitstelle Kaiserslautern (operation control center) is situated along B37 enroute to downtown Kaiserslautern. It was established in 2006 prior to the Soccer World Cup and is the second of its kind in Rheinland-Pfalz. The first was in Trier and in the meantime, there are six others in the state. The center is responsible for the fire department, rescue services, disaster response, medical transportation and dispatch for large parts of the Westpfalz region.

The center services 112-emergency calls from the three counties of Kaiserslautern, Kusel and Donnersberg and the City of Kaiserslautern. This encompasses an

CROSSWORD

area of approximately 2,000 square kilometers and a total of 425,000 inhabitants, including about 50,000 members of the KMC. In addition, the center is responsible for 19222 calls intended for medical transport.

The ILts alarms, leads and supports an average of 433 operations daily, totaling 158,000 in-coming calls per year. The 60-member staff is made up of full-time, part-time and two voluntary employees that work on a rotating basis and man the center 24 hours a day. This includes personnel from the German Red Cross, Arbeiter-Samariter-Bund, Malteser Hilfsdienst and Kaiserslautern’s fire department’s fire fighters and first responders.

The center currently coordinates 226 fire stations and 120 first

responder units with 473 vehicles, 22 emergency medical service stations and 32 disaster management and civil defense units. In addition, there is a direct communication line with Fire Station One on Ramstein Air Base and the fire department at Rhine Ordnance Barracks. There are very stringent requirements, and to work in the position as a dispatcher, the person needs full qualification as a fire fighter squad leader.

The operation control center contains 10 dispatcher workstations, five disaster management workstations and one mobile operation control center for mission control, which can be used on site during large events.

The center has 24 lines for direct 112-calls and 8 lines for 19222 calls.

In the case of an immediate medical emergency, a dispatcher will notify the vehicle closest to the incident to ensure the shortest response time possible based on a geo referenced principle. For example, a caller from Winnweiler (in Donnersberg County) would be picked up from an ambulance at the station in Winnweiler, while someone from Landstuhl would be transported with a vehicle at the closest proximity at that time.

In addition, the center is responsible for 325 automatic fire alarm systems, for example for companies or stores, and 1450 personal medical alarms. As a statistic, the center serviced 108,729 medical calls, the fire and rescue department responded to 1,326 fire alarms, 1,866 rescues, two storms, 193 security guard incidents and 675 other operations last year.

After the Flugtag Disaster in 1988, it became clear that closer coordination was necessary, and a Mutual Assistance Agreement and Alarm and Response Plan were developed.

The MAA was signed in 1990 in an effort to enhance communication to save lives throughout the KMC in case of emergencies. The agreement

includes assistance with fire protection, general aid and disaster preparedness and serves both U.S. citizens and the local German populace.

Depending on the type of contingency, the ARP clearly lays out the responsibilities of host nation key players and provides need-to-know information flow to German leaders at local and state level and establishes the connection between U.S. leadership and local decision makers. Key military leaders recently visited the center to familiarize themselves with its modus operandi.

The ILts also aims to keep close ties with Air Force and Army response agencies within the KMC and joint tabletop and hands-on exercises take place on a regular basis. A joint exercise with Kaiserslautern County is planned in the near future, with KMC key players and local agencies expected to participate to sharpen their skills and be well prepared.

The Operation Control Center is instrumental in informing and warning the population and safeguards the lives of KMC members and Germans alike, twenty-four hours a day, 365 days a year.

Beautiful Bonifacio

At first glance, the citadel in Bonifacio seems like it can’t possibly be real. Thickwalled, immense, chalk-colored, and planted on the edge of a steep cliff, it looks like it comes straight out of a movie.

But it is real. And it’s incredible. Visitors can approach it from a half-dozen different directions. You can park below and hike up city walls, which are so steep they’ll make you feel daring. You can approach from the cliffs, where hiking trails wind through scrub brush and offer magnificent views. You can drive all the way up, park, and amble in. Any way you do it, you’ll be astounded.

Once you reach the narrow cobblestone streets of the citadel city, the sights and sounds of dozens of different restaurants might entice you to stop and stay a while.

Before tucking into a hearty Corsican meal, however, head to the King of Aragon’s Stairway. This is a place so mindblowingly cool that pictures don’t do it justice. The King’s Stairway offers 189 irregular steps, carved into a sheer rock face, which descend toward the water. For visitors who are even reasonably physically fit (because you also have to go back up the stairs), this is a must-see.

Bonifacio’s harbor is also a fantastic place to wander, or to sit for a while. There, visitors will find top-notch seafood, ice cream, and hours of entertainment watching boats, people, dogs, tourists, locals, and the sea.

Beaches, beaches, beaches

Corsica is rightfully famous for its beaches, and the south has some of the best.

Palombaggia beach is where to start. It’s located 40 minutes northeast of Bonifacio, or just a short drive south from the historic city

of Porto Vecchio, and it looks like a place you might find in the Indian Ocean. The water is a beautiful turquoise blue, and there is plenty of room to stretch out. And, as with most places in Corsica, there are mountains overlooking Palombaggia. So adventurous vacationers can swim in the sea, go bag a peak overlooking the sea, and then go cool off again.

Roccapina is another brilliant beach located 50 minutes west of Bonafacio. After a short, white-knuckled, dirt-road drive to a parking area, visitors can walk down to a crescent-moon shaped cove that is warm, lovely, and not often crowded (which is a bonus during high season). The 17th century Tower of Roccapina sits on a cliff high above the beach, and is accessible by hiking trails.

There are also beautiful and easily accessible beaches near Propriano and Ajaccio. Speaking of Ajaccio…it’s a city that

well worth a visit, and one that is most famous for being the birthplace of Napoleon. Naturally, then, visitors will find plenty of Napoleon-related sites, including statues, the Maison Bonaparte (Napoleon’s birthplace and a museum), and the oddly wonderful Naporama, in which scenes from Napoleon’s life were assembled by Playmobil.

Ajaccio is also a city of palm trees, gorgeous sunsets, restaurants, bars, outdoor markets, and an entertaining nightlife. Like most places in Corsica, it also offers excellent hiking, cycling, sailing, and beachcombing activities. For soccer fans, watching an AC Ajaccio match can be an unforgettable experience.

Adventure around every corner

One of the best parts of southern Corsica, though, is simply being there. Whether you’re driving (recommended) or

cycling, the towns, valleys, hills and peaks of Corsica are yours for the taking.

You can explore towns like Sartène (dubbed the quintessential Corsican mountain town by many) or stumble into incredible prehistoric sites like Filitosa, which attests to the fact that Corsica has been inhabited for more than 7,000 years.

If you’re looking for beauty and joy when you travel, you’ll find it in Corsica.

Getting there

Southern Corsica is easily accessible by plane, with frequent flights from mainland Europe to airports in Figari (near Bonifacio) and Ajaccio.

Alternately, visitors can drive to Nice or Toulon in southern France, and catch a car ferry to Ajaccio (on the southwest coast) or Porto Vecchio (on the southeast coast).
