to kick-off Thracian Summer 2018. The 37th Airlift Squadron is facilitating the training, scheduled for approximately two weeks, with Bulgarian partners to continue to maintain readiness, trusted relationships, and interoperability. Igyarto, had relinquished the organizational flag to Formica just prior in the traditional passing of the colors that symbolizes the change of leadership. Formica praised Igyarto’s all-hands focus to ensure the sustainment, safety and security of the Rheinland-Pfalz community through aggressive and relentless force-protection efforts, and his strategic, longterm infrastructure improvement effort across the organization. “Col. Igyarto led the way by supporting the warfighter, providing installation management and ensuring quality-of-life care for over 30,000 people,” Formica said in his remarks. “U.S. Army Garrison Rheinland-Pfalz is a better place because of his dedication.” Igyarto, in turn, gave credit to those under his command for the last two years. “Today is a ceremony about one person leaving and another arriving, but it is the organization we represent that is really worth talking about — especially all the great people in it,” Igyarto said. “Our Soldiers, Army Professionals and Host Nation employees are truly dedicated and sincerely committed to the garrison mission and the people living here.” In addition to lauding the garrison team, Igyarto — who is being reassigned to Army Futures Command — also recognized the continued support of Host Nation Allies, from ministry officials, to local officials, “blue light first responders” and the Bundeswehr, and thanked them for their selfless service. “Since its beginning on October 1, 2013, USAG RP has transformed four separate military communities into one fantastic and quite large and complex garrison that enhances the readiness of our military units assigned to our com-
munity,” Igyarto said. “This young garrison will continue to reach new levels of excellence and I am as excited as Col. Edwards must be to see this new level of success achieved.” Edwards arrives to the garrison after a National Security Fellowship at the John F. Kennedy School of Government, Harvard University. A native of Coldwater, Michigan, Edwards began his diverse military career as an infantryman with the 82nd Airborne Division before transitioning to the Adjutant General Corps. He draws upon experience from a variety of duty and leadership positions to include Operations Officer, 556th Personnel Service Battalion; Deputy Chief, Postal Operations Division, 8th Human Resources Sustainment Center; Secretary of the General Staff, 8th Theater Sustainment Command; Chief, J123 Exercise and Readiness Branch, U.S. Pacific Command; Branch Chief, Enlisted Distribution, Army Human Resources Command;

and commander of various battalions. Edwards deployed in support of several operations to Albania, Kosovo, Afghanistan, Kuwait and Japan. Edwards is a graduate of the Infantry Officer Basic Course, Adjutant General Corps Officer Advanced Course and the Command and General Staff College. He holds a Bachelor’s degree in Political Science/ Public Administration and a Master’s degree in Public Administration, both from Central Michigan University. “I will be ready for the challenges that lie ahead, both complicated and complex,” Edwards said in his acceptance remarks. “I will be ready to lead, but will do so while listening to and learning from the incredible professionals assigned throughout the region.” “I look forward to sustaining the lasting relationships forged by my predecessors diligently pursuing unity of effort among the Army, Air Force and our gracious host country.”

P.F. Chang’s opens on Ramstein
P.F. Chang’s became the newest restaurant on Ramstein Air Base when a red-ribbon cutting on June 25 unveiled this project that has been four years in the making. The interior of the restaurant is fully furnished, including a one of a kind mural, created by two artists from the United Kingdom. The mural features imagery and phrases in Mandarin meant to honor U.S. service members.

Chang’s on Ramstein Air Base recently. The restaurant holds the distinction of not only being the first P.F. Chang’s opened in Germany but also the first of the chain to be opened on a U.S. armed forces installation. The grand opening of P.F. Chang’s presents an opportunity to employ
more individuals living on Ramstein and gives servicemembers serving overseas another taste of home. “What P.F. Chang’s will bring to the community is a sense of home and a sense of us serving those serving our country,” said Libia Lagares, 86th Force Support Squadron P.F. Chang’s general manager. “The point of P.F. Chang’s being located at Ramstein is it’s quite possibly the first home meal, or closest to home, that they’re going to be getting once they return from deployment and it could be the last meal they have in several months before being

deployed. So, to us, P.F. Chang’s brings a sense of home and to let you all know we care about you as servicemembers.” Customers here can expect the same type of dishes they like at their favorite P.F. Chang’s stateside including a variety of signature dishes that are prepared in a Northern Chinese-style wok at up to 2,000 degrees Fahrenheit. At the moment, takeout and delivery are not offered at P.F. Chang’s, but Kristen Briede, P.F. Chang’s International Operations director, stated it is a possibility for the future. The interior of the restaurant is

Customers will also find a bar offering a variety of options, including many different wine and beer selections. P.F. Chang’s will operate from Sunday to Thursday between the hours of 11 a.m. and 9 p.m. and Friday and Saturday, from 11 a.m. to 10 p.m. The restaurant is located inside the Enlisted Club.

KMC Post Office new website The new KMC Postal Operations SharePoint site is ready for CAC users (Active Duty/Contractor/Civilians) to use for In-processing, Mail Hold or Forwards, Out-Processing, and Volunteer Opportunities at the Ramstein (North/South) and Kapaun Post Offices. Parking discs needed In certain parking lots on Ramstein Air Base, display of a parking disc is required. The maximum allowable time a car may remain in these lots is posted; the driver must set the disc to the arrival time and make it visible. The VCC now issues passes with a scannable barcode. These passes are valid for one to three days and may be used at any KMC Air Force or KMC Army installation. Any request longer than three days will require customers to receive a long-term pass. Customers should understand with the new process, waiting times may be longer than usual. The VCC changed its operating hours. It opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Furthermore, ID card holders who forget their ID may also be searched in IACS and be granted base access. A peek behind the curtain: The first step of PTSD care by Shireen Bedi Air Force Surgeon General Public Affairs Perhaps the most difficult part of seeking help for post-traumatic stress disorder is making that first appointment, since Airmen are often unsure of what to expect. Not knowing what to expect from mental health providers can get in the way of effective PTSD treatment. Lt. Col. Joel Foster, the Air Force Mental Health Policy chief, stresses the importance of Airmen knowing the process of an initial meeting, which can help dispel myths surrounding PTSD treatment and alleviate concerns. “The first thing patients should understand is that mental health providers strive to meet the patient where they are,” said Foster. “This all starts by creating a good relationship with the patient.” In the initial meeting, the provider aims to establish a genuine connection with the patient. With the goal of building a trusting relationship, providers seek transparency about what they are doing and what they want to accomplish. “I talk about everything from what I am writing down, what I don’t write down, where that record goes, and who has access to it,” said Foster. “I want to be open with what I am doing so the patient is aware and is also able to trust me.” Informed consent is a central part of this process. With informed consent, patients make their own decision on what

Therapy effectiveness also hinges on the quality of the relationship between patient and provider through genuine and authentic interaction. This type of relationship also supports a trusting alliance. “If you see your mental health provider as someone you can trust and see him or her as someone who is emotionally engaging, then you are more likely to listen and understand his or her recommendations,” said Foster. These efforts contribute to a collaborative relationship designed to provide the help patients need. “I will talk with patients about

their goals and what they want to accomplish,” said Foster. “In turn, I discuss various psychotherapy techniques or approaches that may be effective and talk about the pros, cons and potential risks associated with each approach.” The first visit will often give patients a more objective understanding of their situation. “As a mental health provider, I want to get to know what they are struggling with so I can give them objective feedback that is genuine and legitimate,” said Foster. “Hearing objective feedback can be powerful, enabling patients to believe things about themselves they may not have believed before.” Providers understand therapy can be challenging, especially when disclosing personal and traumatic top-
ics. As Foster explains, any longterm goal, such as getting treatment for PTSD, will have steps along the way that may not be enjoyable at the time. “Taking that first step to seek help can be the toughest step, but Airmen should know that it is not nearly as difficult as they think it is going to be,” said Foster. “I have had patients tell me they have been putting off seeking treatment for years because they initially thought it would be a difficult process. Almost every patient, after we have done two or three sessions, says that it was easier than they had originally thought.” The Air Force is always working to make access to PTSD treatment easier for Airmen. Not only does every base have a mental health clinic, but Airmen also have access to the Behavioral Health Optimization Program, or BHOP, through their primary care clinic. As Capt. Jordan Fields, an Air Force clinical psychologist at Joint Base San Antonio, Texas, explains, having behavioral health specialists embedded into the primary care clinic makes it easier for patients to get the appropriate care they need. “If symptoms are not easily managed within BHOP, patients are referred to a mental health clinic where they can receive effective PTSD treatment,” said Fields. “Whether a patient is referred to a mental health clinic or not, providers are focused on getting all Airmen healthy and fit to fight.”

Jake Jones, 37th AS executive officer and Thracian Summer 2018 deputy mission commander. “We can’t fly without the efforts of each unit.” While each unit operates together

The 86th Airlift Wing Retiree Activities Office continues this precedent with the ‘What A Surviving Spouse Needs To Know’ workshop on Ramstein Air Base. “The surviving spouse workshop
came about as an idea during a meeting at the retiree activities office,” said retired Chief Master Sgt. Jim Barrante, 86th Airlift Wing Retiree Activities Office senior consultant. “We noticed a lot of people don’t know what to do in the event their spouse dies.” The workshop, held once per quarter, educates retirees, their spouses, next of kin, or agent of power of attorney about what to expect following the loss of life while overseas. During the workshop, representatives from casualty assistance, mortuary affairs, the base legal office, and

Department of Veteran Affairs among other organizations brief attendees on a variety of different topics aimed at preparing for the passing of a spouse. “In my opinion, it’s more difficult on the spouse rather than the retiree especially over here in Europe,” said Barrante. “Majority of spouses don’t know what a DD Form 214, Certificate of Release or Discharge from Active Duty, or what an honorable discharge is.” Barrante continued saying, after presentations by the different organization representatives, counselors perform one-on-one counseling. During
the counseling session attendees go through a casualty assistance checklist, which is a ‘show and tell’ of important documents one would need in the event a spouse passes away. Following the event, attendees are encouraged to complete the dossier and return to the retiree activities office for review to ensure they are best prepared in the event of a death. Quartermaster officer takes charge of DLA command in Kaiserslautern by Michael Tuttle Defense Logistics Agency Troop Support Public Affairs The charge to deliver food, uniforms, medical items and more to ensure the combat readiness of America’s warfighters throughout Europe, Africa and the Middle East changed hands July 12. Army Lt. Col. Sherdrick Rankin assumed command of the Defense Logistics Agency Troop Support Europe and Africa from Lt. Col. Shane Cuéllar during a change of command ceremony in Kaiserslautern. Col. Theodore Shinkle, DLA Europe and Africa commander, officiated the ceremony. He thanked Cuéllar for his “innovative and often brilliant leadership” as the DLA Troop Support Europe and Africa team supported all four military ser-

said about Cuéllar, “for DLA and the commitment to warfighter readiness.” During his three years in command, DLA Troop Support Europe and Africa has supported more than 100 multinational exercises, processed more than 63,800 food service orders per year and supported more than 260 locations. “I, like most military members in this room, have been a recipient of DLA support, but didn’t really know where it all came from,” Cuéllar said. He talked about, when as a captain in Kuwait preparing to go to Baghdad in 2003, receiving 1,000 pallets in five days from a DLA vendor. Then through the same support program that the pallets were ordered from — the Maintenance, Repair and Operations program — DLA delivered 20 large Alaska shelter tents to Kenya in 35 days while Cuéllar was in command.
“So how do all of these supplies get to the flightline, foxhole and carrier deck?” Cuéllar asked. “The professionals of DLA Troop Support Europe and Africa,” he answered. In his next assignment, Cuéllar will be the director of logistics for Special Operations Command – Forward North and West Africa in Baumholder. Rankin previously served as the executive officer to the senior logistician at U.S. Central Command in Tampa, Florida. He was an enlisted petroleum supply specialist before being commissioned as an Army Quartermaster officer in 2001. “To the service members and civilians of Troop Support,” he said, “I look forward to serving with you and continuing to provide the firstclass logistics support that you have come to be known for.”

Ramstein ‘RESET’ improves patient, provider healthcare

by 86th Medical Group Historically, in military medicine, failure to align leadership priorities with clinical metrics and expectations has resulted in inefficient work processes, poor access, and decreased staff and patient satisfaction. The 86th Medical Group on Ramstein Air Base, desired to change this culture by transforming healthcare in the military and developed a new concept of operations called Reward Efficiency, Set priorities, Empower Teams – or RESET. “The aim of RESET is to improve access and satisfaction for our patients while simultaneously putting passion back into practice for the healthcare team,” said Col. Michael Roberts, 86th MDG commander. “This program has allowed our patients to receive care much sooner and has completely changed the way we deliver that care by capitalizing on features never utilized in our electronic medical record, providing various pathways to care, and rewarding teams for cutting waste in their work-
flows and increasing their efficiency.” RESET allows for transparency and accountability, providing better and sooner patient care, all at no cost to the Air Force. Teams are rewarded with autonomy and flexibility. “Empowering the (primary care manager) team creates a shared sense of accomplishment, a cohesive team concept, and increased job satisfaction,” said Col. Susan Bowes, 86th Medical Operations Squadron commander. The results of RESET at the 86th MDG have been dramatic. In addition to a significant increase in patient and staff satisfaction and improved access to care, there has also been a decrease in emergency room utilization and noshow rates. Due to the introduction of the virtual visits, something that has been the norm in the civilian sector for quite some time, the 86th MDG saved more than 8,000 mission man hours for the line of the Air Force. “Virtual appointments have greatly increased my availability to my patients,” said Capt. Daniel Hubbard, 86th MDG physician assistant. “Before
RESET, my patients had to go through a long string of people before reaching me to discuss a complaint, often with an appointment scheduled weeks out. Now, patients have unlimited sameday virtual access to me and increased face-to-face appointment availability as well. Often, I can take care of their needs with a conversation over the phone and, if needed, a quick walk-in physical exam. Prior to RESET, I was rarely on the phone with patients as the appointment line, technicians, and nurses would relay messages to me. The efficiency of my patients having direct access to me when they need something has been incredible. I didn’t realize how much time we were wasting for everyone in the old model.” “Since starting RESET, the number of available same-day appointments has increased 40 percent, and the most a patient will wait for an appointment now is normally less than three days, compared to up to 15 days prior to RESET,” said Maj. David Lutz, 86th MDG group practice manager. “The patients love this and the provider teams are excited to be providing the
kind of care they always envisioned when going into medicine. Working on this project has been immensely rewarding, as it creates a much more team-oriented approach to care, which has improved morale.” In just over six months, RESET has spread to more than 75 percent of all Air Force medical groups, is being put forward as a best practice for the Department of Health Affairs, and could become the standard of care for the entire military health system. “We are thrilled with the success that we have seen so far with RESET, but I think that the best is yet to come,” said Lt. Col. Stacy Fletcher, 86th MDG staff family physician. “We envision that as this model matures, it will broaden in scope and incorporate even more innovation in nursing, health optimization, readiness, specialty care and medical training. That is truly exciting territory, and we look forward to continuing to raise the standard for what patients really want and need… high-quality, efficient, comprehensive, preventative healthcare.”

Once the pilots have led a formation long enough, they are recognized as multi-element flight lead qualified pilots. Multi-element flight lead qualified pilots help ensure the 37th Airlift Squadron is prepared to accomplish one of its primary missions: aerial delivery and mass on the drop-zone.

food too. Afterall, Einstein did say: “If the bee disappeared off the face of the Earth, man would only have four years left to live.” Yikes! It is extremely important to know what to do when our busy little workers decide to set up shop around your house or apartment. Germany has regulations on what you can do and when you can do it. First, it is important to know what kind of bees are in Germany. “Wespe” as they are called in Germany are
actually what we call “Yellow Jackets.” Their abdomens are attached to their thorax by a slender waist. “Bienen” are what we call “Honey Bees” or “Wild Bees.” The body of a bee is divided into three parts: head, t h o r a x (the middle part), and abdomen (the back part). Bees have three pairs of legs and two pairs of wings. Many bees are hairy and have yellow and black or orange and black warning colors. Bees have a barbed stinger that lodges in the victim’s skin.
The stinger is torn loose from the bee’s abdomen after a sting and leads to the bee’s death in minutes. Hornets (or “Hornisse” in German) belong to the family of wasps. They are larger than wasps. Some species can reach up to 5.5 cm in length. Hornets are often mischaracterized as very aggressive and dangerous and are greatly feared by some people. However, a sting from a European hornet isn’t more dangerous than any other wasp sting.
It is the “Wespe” that you might find making a nest on your house (for example in your rolladen space). Warm days in April or early May encourage the queen to emerge, select a nest site in protected places like hollow logs, in a stump, under bark, in soil cavities, or in a man-made structure, and build a small paper nest in which eggs will be laid. you may be allowed to relocate the nest to another area of your property, however not all nests can be relocated. If you have a bee allergy, you can have nests removed. You should contact your local pest control service with regard to correct removal procedures.
