Camerer also praised the wing for how it has built airpower from the ground up and accelerated the global mobility support system. While great progress has been made under Williams’ leadership he’s confident the en route will continue to evolve and meet Joint Force needs during Cooley’s tenure. “Col. Cooley already has a proven track record from his time down at the 515th, and I have no doubt whatsoever that he’ll continue to propel the men and women of the 521st forward.” Cooley most recently served as vice commander, then Commander of the 515th Air Mobility Operations Wing, headquartered on Joint Base Pearl Harbor-Hickam, Hawaii, executing airlift and air refueling missions throughout the IndoPacific theater. Addressing 521st AMOW Airmen for the first time as commander, Cooley expressed gratitude and excitement for the coming years. “I’ve watched with admiration from the other side of the globe as you tackled Operations Allies Refuge and Welcome, the Ukraine crisis, and numerous other challenges, on top of all the normal Transportation Command operational requirements,” Cooley said. “You know what it takes to succeed in this AOR as you’ve proven it time and time again.” Cooley concluded the ceremony by reminding 521st AMOW Airmen

Kaiserslautern Military Community’s Family Housing On-base resident reminders: Pet ownership Being a pet owner can bring joy and wellbeing to both the pet and the owner. With ownership comes responsibility. Pet ownership in Germany and in government quarters is a privilege. Residents in family housing must comply with applicable laws, installation-specific requirements for pet ownership, registration, control and vaccination. Pet owners must register their pet(s) with the Veterinary Clinic located on Pulaski Barracks within ten working days after arrival in the KMC. A current rabies shot is required for registration. The total number of dogs and/or cats allowed is two pets at any weight or not to exceed three with a combined weight of 150 pounds per MFH unit. “Aggressive” or “potentially aggressive” pets are prohibited. Excessive dog barking/howling is a primary complaint received by Housing Management. Keeping your pet from becoming a nuisance to the neighbors is a must. Cleaning up after your pet is an ownership responsibility. Pet relief stations are located throughout housing areas. Pets are not allowed on playgrounds or sports fields and please do not allow pets to urinate or defecate on balconies. Responsible pet ownership is a big commitment, and when done right, can be very rewarding. 86th Vehicle Readiness Squadron The 86 VRS has established a base shuttle to support deployed/TDY individuals in support of current operations here in the KMC. The shuttle currently services work centers, QoL & lodging facilities on Ramstein Air Base, but has routes planned for lodging at both Kapaun and Landstuhl to be activated as required. Our simple QR code will take you to our current shuttle routes/times so we can remain flexible to changing requirements and keep the latest shuttle schedule posted for all customers. New EUCOM leader assumes command amid war in Ukraine by Jim Garamone Department of Defense News Secretary of Defense Lloyd J. Austin III presided as Air Force Gen. Tod Wolters passed command of the U.S. European Command to Army Gen. Christopher Cavoli in a ceremony at Patch Barracks, July 1. Austin said the change of command for the combatant command is happening “at a hinge in history.” The Russian invasion of Ukraine has shattered the peace that U.S. European Command helped shepherd through 70 years of the Cold War, the dissolution of the Soviet Union, and the post9/11 era. “Russia’s premeditated malice and baseless aggression against Ukraine poses the gravest threat to European security since the end of World War II,” Austin said. “And [Russian President Vladimir] Putin’s war of choice threatens more than just the sovereignty of Ukraine: It’s an assault on transatlantic peace and security. It’s a reminder that tyrants believe that their imperial appetites matter more than the rights of their peaceful neighbors.” Austin said the command is a center for the effort to defend freedom, democracy and human rights from autocrats who see free systems of self-government as

relics of the past. “In this hour of danger, I’m incredibly proud of the way that this command has stepped up.” The secretary said the command has been integral in rushing security assistance to Ukraine, “harmonizing your efforts with NATO as the alliance sends thousands of additional troops to its eastern flank. And, together with our allies and our partners around the world, you’re meeting Russian aggression with unity, with spine, and with steel.” The command includes more

than 100,000 U.S. service members, whose presence reassures the nations of Europe that the United States will work with allies and partners to defend every inch of NATO territory, said Army Gen. Mark Milley, chairman of the Joint Chiefs of Staff. “Those troops are standing watch right now during one of the most pivotal and dangerous times in our lifetimes,” he said. “They are supporting Ukraine as Ukraine fights to defend their nation and their sovereignty.” Milley noted the strategic

complexity of the region, which includes more than 50 countries and territories and a billion people speaking 200 different languages. The area generates $23 trillion. “European Command is part of a much larger team of teams that includes all the countries of NATO and many that are not part of NATO,” Milley said. He called EUCOM a strand in the rope of allies and partners in the region. Both Austin and Milley noted all that Wolters contended with during his command — from COVID19 to Afghanistan to Russia to

increasing threats from China. The chairman presented Wolters with the Defense Distinguished Service Medal for his service in command. The defense leaders also said that Cavoli is the right leader at the right time, after serving as the commander of U.S. Army Europe and Africa. Cavoli thanked Wolters for his leadership of the U.S. European Command and said he’ll build on the Wolter’s legacy. “Back in 1952, the very first [supreme allied commander, Europe] was stepping down, and, in his farewell to NATO, [Army] Gen. Dwight Eisenhower said that he and the alliance’s leaders had shared ‘the same passionate hope of serving free humanity… [and] of making it secure,’” Austin said. “We still share that hope. We still keep that flame burning.” Austin said future generations will remember this moment in history. “They’ll take inspiration from the resilience and the valor of the people of Ukraine,” he said. “They’ll take heart from the way that nations of good will rallied against Putin’s aggression. They’ll remember the way that we moved to defend every member of NATO. They’ll recall the way that we renewed the institutions and alliances that deepen our shared security. And they’ll draw strength from that ‘same passionate hope of serving free humanity’ and our struggle to make it secure.”

From WWII to OAW: Rivera family legacy exudes Army heritage by Sgt. Katelyn Myers 21st Theater Sustainment Command Army Heritage Month is a time to recognize and honor the diversity of Soldiers within the United States Army. It is celebrated in June, centered around the Army’s June 14th birthday. The U.S. Army is committed to cultivating diversity within its ranks, and all Soldiers take the same oath to serve and protect the U.S. and its citizens. “The Army is an organization that has been around for over 247 years and is here to protect our fellow Americans from any, and all threats, foreign and domestic,” said Lt. Col. Matthew Rivera, commander of 39th Transportation Battalion, 16th Sustainment Brigade, 21st Theater Sustainment Command. “We’re one of 65 professional armies in the world that takes an oath to an ideal, not a specific thing or person.” Rivera and his family have a history of serving in the military and proudly display the American flag. According to Rivera, they appreciate and honor those who have served and are currently serving. They support the Veterans of Foreign Wars as well as the nonprofit organization of U.S. War Veterans known as the American Legion. Rivera’s parents were enlisted and met on active duty in the U.S. Army. His father retired after 24 years as a sergeant major and his mother completed her career after her first enlistment. During the Vietnam War, his uncle was drafted from the Island of Guam and both of his grandparents fought in the Japanese occupation of Guam during World War II. In 1944, Rivera’s grandfather, Ignacio Rivera, was part of the original Guam Combat Patrol, Third Marine Division. The group

policed caves, jungles, and swamps throughout Guam in search of Japanese combatants who refused to surrender after World War II. The patrol’s mission was considered one of the most dangerous military combat duties in Guam after the invasion and had multiple casualties. “We grew up close to military bases and you could always feel a sense of belonging, community, organization, discipline and motivation, all influential in my decision to ultimately serve,” said Rivera. Commissioned as a second lieutenant in the Army, May 2003, Rivera joined the Army initially because he felt he could do more while studying in the engineering department at the University of Maine. With good grades and progression in his studies, he realized

he could “add more to his plate.” He went to the Reserve Officers’ Training Corps, joined the Black Bear Battalion, quickly enrolled in Military Science courses, and joined the active Army two years later. Rivera said he held some extremely impactful positions during his military career. They were high-intensity and high-stress jobs that forced him out of his comfort zone. One of the jobs he highlighted was working with the 82nd Airborne Division Brigade in Fort Bragg, North Carolina, as the Airborne Division Sustainment Brigade, Support Operations, responsible to the 82nd Deputy Commanding General – Support. He also worked with the 3rd Expeditionary Sustainment Command commander and sustainment brigade commander for the rapid deployment of the Immediate Response Force into the United States Central Command’s area of responsibility, January 2020.

Another memorable job was working in the 597th Transportation Brigade as the Rapid Port Opening Element commander and battalion executive officer at Fort Eustis, Virginia, to conduct a rapid deployment with a Contingency Response Group into Liberia for the Ebola crisis. “When we push ourselves to get out of our comfort zone we really get a glimpse of what we’re capable of and we can sometimes find a higher sense of focus, creativity, drive and a higher level of efficient task management,” said Rivera. “That internal push allows us to find skills we never knew we had.” Rivera experienced that push during Operation Allies Refuge and Operation Allies Welcome, the United State's historic airlift evacuation out of Afghanistan, in the fall of 2021. During what he calls one of the most challenging and rewarding jobs of his career, Rivera led his battalion, and was the lead element on the ground for the Army in Germany, taking care of more than 8,000 Afghan travelers at Rhine Ordnance Barracks in Kaiserslautern.

In a previous interview, Rivera spoke about what it took to lead the Task Force Home Command and Control Headquarters in support of Operation Allies Welcome. The mission required guidance and resources to care for thousands of arriving Afghan travelers during a global pandemic. This mission tested his problem-solving skills which included balancing the health, welfare, lodging, safety, and accommodations of the travelers. “We are responsible for the health and welfare of all arriving Afghan travelers,” said Rivera. “Our primary focus is to provide suitable temporary lodging in a safe and dignified manner while setting conditions for their successful transition to their next destination, which for the majority of the travelers will be the U.S. The demographics vary by culture, gender, language, tribes, and marital status. We want to accommodate each demographic as best we can.” Serving and conducting challenging operations in new environments has been par for the course for Service Members in the Rivera family, and most Soldiers serving in the Army today. For many Soldiers, one of the perks of being in the U.S. Army is the opportunity to travel to different places, meet new people, and have new experiences. Along their career paths, the most successful Soldiers strengthen their toolkits by adapting and overcoming new obstacles. Service Members from different backgrounds learn from each other. Sharing their stories and experiences builds a greater understanding of what it means to be “Stronger Together,” the motto of the United States Army Europe and Africa command, within which Rivera proudly serves. “We have a very diverse Army and a long history of defending our nation and our beliefs,” said Rivera. “It's important to celebrate Army Heritage month in order to recognize and continue to educate our future generations of the men and women that came before us blazing the trail to where we are today.”

16 Special Troops Battalion Change of Command

The 16th Special Troops Battalion recently conducted a Change of Command Ceremony as outgoing Battalion Commander Lt. Col. Hans Lokodi relinquished Command to Lt. Col. Hardy Johnson the incoming Battalion Commander. The Change of Command was carried out by 16th Sustainment Brigade Commander Col. Angel R. Estrada. The 16th Special Troops Battalion conducts operations in multiple countries concurrently. Their vital tasks include human resources, financial management and the full spectrum of services required to sustain the brigade and battalion headquarters operations across U.S. Army Europe, U.S. European Command, and on order, the U.S. Africa Command areas of responsibility. 39 Movement Control Battalion Leadership in Poland

U.S. Army Lt. Col. Matthew Rivera, 39th Transportation Battalion (MC) commander and Command Sgt. Maj. Ricky Noid, 39th Transportation Battalion (MC) senior enlisted leader, recently visited the 355th Transportation Detachment, Movement Control, at the Port of Gdynia, Poland. They recognized the Soldiers and civilians for their hard work and mission readiness. Over the last 45 days, the 355 MCT received more than 1,100 pieces of equipment by rail and commercial line haul and staged the equipment at the port for vessel upload. The 355 MCT coordinates, manages and provides expedited transportation support for U.S. Forces, allied and partner nations within the U.S. European Command and facilitates freedom of movement. Over 200 U.S. military personnel represented the Department of Defense at the tradeshow and airshow, which kicked off June 22, from the Berlin Expo Center Airport, Berlin Brandenburg International Airport. The U.S. military provided nine different types of fixed wing and rotary aircraft this year. “As a team, it was our responsibility to be the point of contact for all the DOD assets here at the show as we

plan and execute our participation for the events,” said U.S. Air Force Col. Eric Winterbottom, chief of USAFE AFAF A310/A3F Forces Management Division, and this year’s Airboss for the U.S. “We joined together with the host nation as well as other military forces, manufacturers from around the globe on aerospace equipment, as well as government representatives, to share information and help each other in the realm of defense as well as emerging technologies for the future.” ILA Berlin is one of the premier tradeshow/airshows in the world and held every other year. Plus, “there’s so much research on the effect that just being out in the sun and being out of doors and engaging in any kind of physical activity has on your mental health in general,” said Sara Morris, an ultra-trail runner and certified track coach in Fort Knox, Kentucky. As an Army Reserve soldier, Morris understands the importance of engaging in activities that help maintain readiness while also reducing stress and having fun. “As long as you’re being safe, you can’t beat the benefits,” she said. For example, she suggests “doing things that may be different than what you do in the winter, like going biking, paddleboarding, swimming, and hiking are good ways to get outside in nature in the summer.” Those types of activities are also “a way to get those feel-good endorphins,” she added. “And those activities can oftentimes be done for free, which is also great.” Region specific activities Biking is another great sport, said Chuck Alfultis, the outdoor recreation manager for the Air Force Academy’s Morale, Welfare, and Recreation program, in Colorado Springs, Colorado. “Specifically, here in Colorado, it’s mountain biking. But any type of cycling and biking is excellent cardio,” he said. “It’s a way to get your fitness, get you out in the sun in the nice weather.” And depending on where you may be stationed, there are other activities people can do, like rock climbing, whitewater rafting, and other water sports, like canoeing and kayaking.

“Outdoor recreation has gained popularity in the last couple of years because of COVID, he said. “During COVID, it was a way to get out of your house. You didn’t have to be around people, so outdoor activities and getting back out to nature really exploded.” Alfultis highlighted that every military installation has MWR programs and services for service members, their families, military retirees, veterans with service-connected disabilities, and current and retired Department of Defense civilian employees and other eligible participants. The MWR programs can include organized group activities as well as guidance for activities and events you can take advantage of in your location. Safety outdoors Morris highlighted that in the outdoors, “the big thing is sun protection and hydration.” Being aware of the heat and the way that your body sweats throughout the day are important factors to keep in mind, she said. “Making sure you’re wearing UPF clothing [which indicates how

much UV radiation a fabric allows to reach your skin], making sure you’re putting on sunscreen at the proper intervals, and making sure that you have plenty of water,” she said. For example, when she goes hiking with her family, she makes sure to carry an extra bottle of water to ensure there’s enough for everyone. “We’ll each have our own water bottle, plus one extra just in case the activity takes a little bit longer than we intended,” she said. “We also always have extra sunscreen to put on our faces and make sure we have hats on our heads.” Another factor to remember is ticks. In Kentucky, like many other places, “it’s been a really bad tick season” this year, she said. “So, you’re going to want to have some bug spray to protect yourself and you’re also going to want to check yourself when you get home to make sure that you don’t have any ticks on your body, on your children’s body, on your animal’s body to protect yourselves from that as well.” Morris noted the military community’s access to the MilTICK

program, which allows service members and DOD beneficiaries, including contractors and DOD civilians, to submit their ticks for identification and testing without needing to visit a clinic or order a test kit. “So, if you do find a tick, and it did bite you, you can submit that tick to be tested to see if it’s going to affect you,” said Morris. “You can also generally take it to the clinic on post or the vet on post and they can test for your animals as well.” Some precautions Other precautions include water safety, being aware of the weather and the wild animals common to your location. In terms of water safety, Morris warns “it doesn’t take very much water to drown.” She recommends being observant and cautious when you’re in the water, especially if you don’t know how to swim. In that case, Alfultis added that always wearing a personal flotation device is key. “Just make sure you wear those at all times,” he said. When you’re traveling and going hiking in a new location, “make sure you know what wild

animals are present, and if you need to have bear spray or remain on heightened alert to your surroundings,” said Morris. Alfultis said it’s also important to wear proper attire. “Make sure you wear proper closed-toe shoes rather than flip-flops if you’re going to participate in cycling or hiking,” he said. “And if you’re doing something alone, make sure somebody knows where you’re going, what you’re doing, and how long you’re going to be gone so they know at what time to expect you back or where to look for you,” he said. “If you park in a public area, take a moment to write down at what time you started, your route, and an emergency contact number. Put that in the dashboard of your car, so if someone comes across your vehicle, they know who you are and the route that you were going.”

HURTIGRUTEN from Page 1 “I’m not sure. Let’s go see.” And we did. It took less time than expected to climb the stairway in Ålesund, Norway. We were in the city on a quick stopover during our weeklong trip up the broken shoreline of Norway on the Hurtigruten Norwegian Coastal Express. A unique sailing experience The Hurtigruten is not quite a ferry boat, but also not quite a cruise. Riding it along the coast is more about traveling the slow way and seeing Norway from the sea. We booked a trip beginning in Bergen and sailed north to Tromso. It was five days aboard the Nordnorge ship, with a four-person berth and half-board meal plan (full board is also available). Our first night was a bit rough. Seas were choppy out of Bergen and the boat tossed about quite a bit. Dinner was delicious Norwegian salmon, but we were all feeling a bit too green to enjoy it. The following day, however, we found our sea legs. It helped that the ferry continued into the calmer inland seaways between the mainland fjords and the coastal islands.

A historical ferry route The Hurtigruten began operation in 1893 as a reliable ferry for people, cargo, and communication between the coastal communities of northern Norway. The word Hurtigruten means “the fast route” in Norwegian and it truly brought the world to the north. The entire route covers the coastal waterways from Bergen to Kirkenes and takes 12 days to go the 780 miles. This is the route our family took: The original coastal express. When it first opened, sea routes were the only way to access most towns north of Trondheim. Crossing the arctic circle Along the way, we crossed the Arctic circle, and we were each invited by the ship’s captain to kneel and receive a ladle full of freezing cold water down the back of our neck and a nip of cloudberry wine. It was a fun traditional polar circle ceremony featuring the Norse sea god Njord. There were other occasional activities onboard like a lecture on Norse gods, a talk on the best way to photograph sea birds, and traditional Norwegian storytelling. But, primarily, each day’s onboard activity was relaxing with a

Lofoten islands book and watching the gorgeous scenery go past. Exploring Norwegian port towns The Hurtigruten stops in 34 ports. Many are simple stopand-go ferry port visits; some being overnight. The lower portions of the ship include cargo shipping space and car decks; these boats are still used for their original ferrying purposes. But, the most popular towns require 3-4 hours of loading and unloading, giving you plenty of time to wander and sightsee. The Hurtigruten

offers shore excursions at an extra cost, but our family found many great free options. In Bodø, we wandered around and petted local kitties. In Tromsø, we rented sleds and took the bus to a city sledding park. In Svolvær we hit up the ice bar, while in Trondheim we walked to the Nidaros Cathedral and tried to pick out the 5 original medieval statues from the 76 that cover the front. Below us spread the town of Ålesund, with colorful buildings lining every flat space along the coast. We sprinted back down the stairs and boarded the Hurtigruten again, looking forward to more scenic adventures along the coast of Norway.
