COMMENTARY: Attitude is everything by Master Sgt. Joseluis Paucar First Sergeant, 496th Air Base Squadron There is a great quote by Charles R. Swindoll that states “Life is 10% what happens to you and 90% how you react to it”. This quote has resonated with me as I look back at my 20-year career. Like many of you, I feel like I’m a completely different person than who I was when I was walking into the barracks at Lackland AFB, getting yelled at and rushing to make a BMT doughnut (roll, butter, and sugar) before getting booted from the DFAC. Many of the experiences I encountered, and how I was able to react to them, have allowed me to be able to adapt to just about any situation. They have also allowed me to grow my capacity to understand and empathize with others. I wasn’t always this good though, it definitely took time and bumps along the way to get that point through my head (I have a thick skull). My reason for enlisting in the military was simple. I needed a

job. I joined the Air force after an unsuccessful attempt at college, and I had a 1-year-old I needed to support. However, my level of responsibility was just me, while I was still trying to figure life out. The attitude I acquired from growing up in Brooklyn, NY, and being a brash 20-year-old was a definite roadblock to any chance I had at a military career. I was not good with authority, having many one on one, closed-door one-way discussions with the NCOs and supervisors in my shop. Luckily I had supervisors and mentors along the way that saw something in me, enough to continue to work with me to get that chip off my shoulder and create opportunities for myself. It was not until I was a Senior Airman and met a young Airman 1st Class from Idaho that my life and attitude began to change. I slowly learned to think about the responsibility I had to others and how my attitude and actions affected that. As many of you know, the transition from Airman to NCO is the most

challenging one to make. New NCOs are tasked to supervise, mentor and lead those who were just their peers. I had a difficult time adapting to my new role, trying to find that balance between being a friend and being a supervisor. How do we adapt as individuals to meet the needs of our Airmen? If we are not open to understanding and adjusting our attitude, how can we successfully develop the next generation? I realized I had to change my attitude. The first step was no longer looking at the Air Force as just a job but as something more. I now took pride and ownership in the position I held and focused on trying to develop my Airmen to succeed. It’s a funny thing when you start to get comfortable and good at what you do. Life has a way of telling you “don’t get too comfortable.” Congratulations you’re now going to be promoted to Master Sergeant, oh and by the way, 7 months later, you’re going to be a First Sergeant. I couldn’t help but begin to doubt myself. How am I going to be a First Sergeant if I don’t even know how to be a SNCO

yet? I had a choice, buckle under the responsibility that I knew was coming my way or adjust my attitude to choose to take this opportunity and run with it. Three years later, I am here and loving every minute of what I do. Throughout my time as a First Sergeant, I attended many professional development panels for FTAC, ALS, CGOs, and the one question that always stands out the most is, how do you deal with the situations you encounter as a Shirt? If you haven’t guessed my answer as of yet, it’s attitude. I choose to have a positive attitude to get me through those moments. As First Sergeants, we encounter the good, the bad, and the ugly. We assist our Airmen through their lowest moments and celebrate their highest accomplishments and everything in between. You will see me in the office first thing in the morning walking an Airman through some NJP or administrative action and then going to deliver doughnuts and snacks to different work sections.

Visiting a member in a hospital and then coming back to attend a promotion ceremony. In no way is my intent to demean the severity of the bad times but instead, choose to accept those little wins in order to not get consumed by the negatives. Those little wins help us get through the bad and ugly. Choosing to come in with a smile and positive outlook and having people swing by to grab a piece of candy from the candy bowl while sitting down to chat for a minute — those are wins for me. The past 20 years of my career have been more than I could have ever hoped for. I learned and grew from the experiences I’ve had, and I am still learning to this day. I don’t know what life has in store for me from here on out, but I choose to take whatever it is and run with it. I understand that everyone has a different story but I urge you to ask yourself, “What would happen if I chose to adjust my attitude?” Remember, you cannot change what life throws at you, but you can decide how you react to it.

The use of the basins promotes circulation and arterial blood flow, and are not meant to wash dogs in or wash children off in, as this makes the pools dirty. Their name originated from Sebastian Anton Kneipp, a hydro-

Water treading was already used but became popular through Kneipp. Here’s how to enjoy Kneipp basins the proper way. First, step into the basin on the spot where the water is the same temperature as the tap water. One leg should be pulled completely out of the water with the top of the foot slightly bent down. After 30 seconds passes, a strong cold sensation should be felt in the feet and lower legs. Briefly leave the cold

water to warm up your feet again, and repeat several times. Once done, simply wipe the water off and do some exercise to warm up. The cold causes the superficial blood vessels to contract. When paired with muscle movement, using the basin should promote blood flow and prevent varicose veins. The Exceptional Family Member Program now offers a DD Form 3054 to help the program better serve enrolled families. EFMP Medical and EFMP Family Support assist military members with special educational and medical needs. Families in the program are Q-coded, meaning their records indicate the family’s medical history may require specialized treatment. The new DD Form 3054 includes a Family Needs Assessment, Family Service Plan, and Inter-Service’s Needs. The assessment is offered during permanent change of station moves or whenever a member requests more information. The RAB virtual out-processing checklist now includes a required visit to EFMP-FS for members that have been Q-coded. The assessment is an optional step that organizes family information and contains open-ended questions to help the EFMP-FS provider understand the family's needs.

“This is a great opportunity for us to provide a warm handoff to their gaining base,” said Marcia James, Airman & Family Readiness Center family support coordinator. “Lillie Tarver, A&FRC family support coordinator, and I have a roster of the Air Force EFMP-FS coordinators, who are serving at other duty locations. This allows us to connect families directly to them through email.” EFMP-FS provides non-medical counseling services and is often hosting events for parents and children. Most services are currently offered as virtual options for assistance. EFMP-FS also offers workshops and events for quality of life assistance to families and professionals. EFMP-M assists with family and newborn program enrollment, Command Sponsorship, Date Eligible for Return From Overseas Extensions, Reassignments, Humanitarian Assignments, and for those who PCS in and out of Ramstein. “When special medical and education needs are identified, it is our

Child Tax Credit 2021

With the 2020 tax season behind us, many have breathed a sigh of relief, hoping to not think about taxes until next year. However, several changes to the Child Tax Credit for the 2021 tax year will impact some families as early as this this summer. If your income will be different in 2021 than it was for the 2020 tax year, you may need to take action now to avoid an overpayment. Some of the changes include: • Disbursing advance payments for qualifying families (beginning July 15) • Expanding the upper age limit of a qualifying child • Making the credit 100% refundable • Increasing the maximum value of credit available for qualifying taxpayers Please note that these changes, which were a part of the American Rescue Plan Act, currently only affect the 2021 tax year Child Tax Credit. With that said, we will break down some of the details below. Perhaps one of the biggest changes is the roll out of an advance payment of the Child Tax Credit. The advance payments will be 50% of the total child tax credit the family is estimated to be eligible to receive. The credit will be disbursed in six equal monthly payments starting July 15. The actual amount of Child Tax Credit will be calculated on the 2021 tax return, and be reduced by the advance payments received during the second half of 2021. Any excess credit will be applied to the 2021 tax return as a refundable credit. You will likely need to provide the amount of these advance payments when filing your 2021 tax return. As an example, if your family’s estimated Child Tax Credit for 2021 was $3,000, you would receive 6 equal payments of $250 from July to December of 2021. When filing your 2021 tax return, if your family qualified for the full amount of $3,000 credit estimated, the amount of credit applied to your

2021 tax return would be $1,500 ($3,000 less the $1,500 advance payment). However, if your 2021 return calculated the Child Tax Credit at $2,500, the amount from of credit applied to your 2021 tax return would be $1,000. This reconciliation appears similar to the one for the Economic Impact Payment (EIP). However, unlike the EIP, an overpayment of the Child Tax Credit may reduce your refund or increase the amount of tax owed. Additionally, these payments are planned to begin automatically — there is no “opt in” required. Since the amount of advance payment will be estimated based on 2020 tax return information (2019 if 2020 had not yet been processed), changes in family size or income levels during 2021 could have an unexpected impact when filing their 2021 tax return. The IRS has announced plans to have an online

portal that will allow taxpayers to update their information, or opt out of advance payments. The upper age limit of qualifying children for the child tax credit has been expanded to include those under the age of 18 at the end of 2021. The credit is also fully refundable for 2021, meaning if your tax liability has been reduced to zero, you may still get a refund of the credit. Additionally, the maximum amount of the credit has been increased to $3,600 for a Qualifying Child under 6, and $3,000 for a Qualifying Child age 6 to 17, subject to income phase out limits. The Child Tax Credit will begin reducing by $50 for each $1,000 by

Helping those who help others

by Senior Airman John Wright 86th Airlift Wing Public Affairs On a cold and snowy January night, two Airmen assigned to the 4th Expeditionary Air Support Operations Squadron slowly drove back to the Polish army base where they were stationed. After pulling onto base, Staff Sgt. Christina Ravelo, 4th EASOS intelligence surveillance reconnaissance liaison officer, and, then Senior Airman Georgina Martinez, 4th EASOS interface control technician, stopped inside the guard shack to have their temperatures taken — part of COVID-19 measures. They looked up to see a Polish ambulance driving by, its headlight beams cutting into the darkness as flurries of snow swerved in and out of their path. “It had snowed a lot that day, and the roads were very slippery,” Martinez, now a staff sergeant, recalled.

Ravelo and Martinez left the guard shack, got back into their van and carefully continued down the road toward the Air Support Operations Center where they worked. The two Airmen were part of a deployed expeditionary squadron at Pruszcz Gdanski Airfield, Poland, which supported forward operating tactical air control parties. The temperature was dropping, and road conditions were quickly worsening. As the snow continued to fall, Ravelo moved her face closer to the windshield, trying to see further into the night. Suddenly, she noticed a large object off the side of the road. In the moments that followed, Ravelo and Martinez’s quick-thinking and heroic actions would earn them the gratitude and recognition of the Polish army and eventually an Air Force Achievement Medal. “We pulled in closer and saw it was the Polish ambulance from earlier,” Ravelo said. “It had slid on

the icy road and flipped over.” Without hesitation Ravelo and Martinez pulled over and jumped out of their van. Remembering their Self Aid Buddy Care training, they looked over the scene and made sure it was safe to approach the overturned ambulance, Martinez said. “The ambulance didn’t have any lights on, and it had landed with the passenger side of the vehicle against the ground,” Ravelo said. “I climbed the ambulance up to the driver’s door while Martinez climbed the other side, and we saw the driver was stuck and struggling to open the only door.” Ravelo and Martinez were able to pry the door open, and while one of them held it, the other helped the driver climb out. Once he was out, they reached inside the ambulance to help the passenger, realizing she had hurt her knees during the crash. “We pulled her out safely and helped bring her down the side of the ambulance,” Ravelo said. “We did a check with them to make sure the two medics didn’t have any fur-

ther or serious injuries that needed immediate attention.” With everyone safely pulled from the wreckage, the Airmen helped the medics back to the van and drove the two of them to the medical facility they worked out of. “The fact that they saw something and took immediate action just shows you how selfless they are,” said Master Sgt. Joseph Aton, 4th EASOS superintendent. “They reacted immediately to help two people out, and I couldn’t be prouder.” The Polish base commander, Col. Piotr Kowalski, showed his appreciation for the Airmen’s quick actions by personally presenting them with the Polish Letter of Appreciation, a recognition award in the form of a small-scale Polish ambulance model, and t-shirts. “They put our names on the shirts, like the ones (the medics) wear, and it says, ‘We help those who help others,’” Martinez said. Months later, Ravelo and Martinez are still receiving recognition for their efforts. In April and May, Maj. Adeyemi Fakunle, 4th

EASOS commander, awarded each of the Airman with an Air Force Achievement Medal. “On January 15, the quick thinking and courageous actions taken by Staff Sgt. Ravelo and Senior Airman Martinez kept a disastrous situation from turning worse and potentially saved lives,” Fakunle said. Ravelo, a San Diego, California, native, and Martinez, an El Paso, Texas, native, embodied all three Air Force Core Values, stepping up to a disastrous situation and displaying resilience in the face of adversity. “It was just a spur of the moment reaction to help people out,” Martinez said. “I didn’t think it would be recognized like this. If that was me in their situation, I would want someone to run out and help me.” The selfless act of courage displayed by Ravelo and Martinez saved the lives of two people that day. They helped those who help others, and because of that, two Polish medics may continue to save many lives in the future.

Alexander L. Hubbert, 721st APS/ SHF officer in charge. “From a broken jet that needs a part to make it fully operational again or getting U.S. Army boots on the ground with all their equipment to make their mission happen. Special handling has a role in it.” According to Hubbert, special handlers work with many different missions and are technically proficient in all aspects of moving cargo. “Special handlers inspect and

validate documentation of all cargo that requires special attention for shipping purposes,” said Tech. Sgt. George Cote, 721st APS/ SHF noncommissioned officer in charge. “Inspecting means physically reviewing the piece of cargo and verifying that is in good physical condition for shipment via air.” Not all cargo is the same, some require far more care. Special handling Airmen are charged with the dignified transfer of remains of service members who died in service of the United States. The special handling flight ensures their last ride home is done with the highest amount of respect, dignity and with the highest honor possible.

Staff Sgt. Lisa Niel, 86th Material Maintenance Squadron noncommissioned officer in charge of fleet management and analysis, is responsible for managing one of the largest vehicle fleets in the U.S. Air Force. Niel was awarded Airlifter of the Week in recognition of her managing movements and maintenance of vehicles in several locations across the European theater, which can be shipped to other countries in Europe and Africa, at Ramtein Air Base, June 24. “We currently have 1,600 vehicles we are in charge of,” Niel said. “I’m the only FMA in the squadron and I’m constantly on the move so I can keep the vehicles ready to go if the mission calls for it. It’s a lot of work, but it gives me a sense of accomplishment at the end of the day.” Niel’s responsibilities keep her busy throughout the duty day and sometimes longer than that. “As the MMS’s only FMA I have

a lot tasks I have to keep on top of,” Niel said. “I have to ensure all the paperwork is correct for the vehicles, which includes maintenance reports, storage requirements and I have to make sure if someone calls and needs vehicles we can get them where they need to go. I get it done no matter how long it takes.” Due to the unique nature of Niel’s position she has to get creative in order to meet mission requirements. “She is really good at thinking outside the box,” said Master Sgt. Mallory Dixon, 86 MMS FMA section chief. “We have a limited amount of staffing here so we have to work smarter not harder. Niel is a great example of this. She made a separate system to ensure our counterparts on base can be included in the vehicle maintenance process. Because of this we have been able to become a more efficient unit for ourselves and other units on base.” The U.S. Air Force has standards to ensure the mission gets done, but there are those who exceed those stands and perform at a higher level. Niel tries to ensure she

exceeds expectations and thrives in her surroundings. “I always try to go above what is asked of me,” Niel said. “If I finish a task early I try to get other things done or do something without being asked to. I also try to look for what we can do better and find ways to fix problems so I can be more efficient for my office.” Niel’s position keeps her busy, but just like most people she takes time to unwind. “I really like hiking and photography,” Niel said. “I love getting out into nature. I like to go to a place that’s quiet so I can just relax. I also like the idea of using my camera to capture nature and all the beauty it has to offer. I can look back on those pictures and think of all the memories and the people I shared them with.” She says she just lets her work speak for itself and owes it all to her coworkers. “I’m not the kind of person who likes to be in the spotlight,” Niel said. “I enjoy what I do and I just try to do a good job. My team are the ones who should be highlighted. They are the reason I try my hardest.”

All about 220 volt power in Europe If you are new to Germany, you may have noticed a difference in the plug size and shape for your electric appliances and utilities. The plugs are big, round, have thick prongs and fit into the outlets in the wall incredibly tight. That is all by design as the power coming through the wall is powerful. Welcome to 220 volt power! Too many people have made the mistake of using an adapter to charge their American plug appliances (like an electric toothbrush) before checking what power rating they can take, only to find an extremely hot (and sometimes melted mess) waiting for them. Or if their appliance has a rechargeable battery, they will likely get a super charged (soon to be burned out) output when it is turned on. Way back in the day when electricity was first introduced, appliances used all sorts of power variants to run their functions with regard to voltage and frequency. Eventually, producers bought each other up, governments made regulations that brought stan-

What works in Europe If you look on the appliance where the cord comes out or if it has a power bank attached to the cord (like computers do), there will be a power rating. If it shows something like this: “110-220v” or even “110-240v,” then you are ok to use it in both America and Europe. You will just need to pick up an adapter so the plug end fits correctly into European outlets. What doesn’t work in Europe If you look at the appliance and it has a reading where the cord comes out (or on the power bank) like “110v” or “110-120v,” then this is not useable directly with a power outlet in Europe (we will talk about converters in a moment). If you attempt to use this type of appliance, it will result in burnout of the appliance and possible power breaker tripping as well as a possible fire.

I have all 110 volt appliances. What should I do? If you brought over a ton of appliances from the states that are 110 volt, you can do a couple things: Sell all of your items with 110 volt ratings and buy european 220 volt appliances so you can plug them directly into the wall. Yes, it may cost a bit, but they will be fully useable without any issue. Just sell all the old stuff on FindItGuide.com or your favorite site! Get a power converter that allows you to convert 220 volt power down to 110 volt. How to find the watts on your appliance and select the proper voltage converter To determine the correct model of voltage converter or heavy duty transformer you need, you’ll first have to identify the wattage of the electronic devices or appliances that you plan to use. You can find this information listed on the manufacturer’s label which is located on the back or bottom of the device or appliance, or in the specifications section of the appliance owner’s manual. Watts may be abbreviated as W on your appliance. However if you can’t find watts or W on the label of your appliance, then you may be able to find Amps, also known as amperage or A. This can be converted to watts in order to select the correct converter. If only the amperage rating is shown,

multiply the input voltage by the amperage rating to find the wattage rating. Use the following example as a guide: Volts x Amps = Watts or 110V x 1.5 A = 165W Voltage converter ratings are generally within a voltage range. Appliances rated for 110 volts or 120 volts can usually operate from anywhere between 100 volts and 127 volts. Likewise, 220 volt or 230 volt appliances can usually operate from anywhere between 220 volts and 240 volts. Therefore, any quality step-down voltage converter will allow any 110 volt appliance to operate in 220 volt, 230 volt or even 240 volt countries. Will running my 220 to 110 voltage converter cost more on my electric bill? The short answer is yes. In fact, any appliance you have plugged in that has a mini converter as part of it’s function will cost money if it is plugged in and you are not using it. Your converter that allows you to use 110 volt appliances from the states is constantly converting electricity whenever it is plugged in and turned on. Over time, this can end up costing you a pretty penny. Converters are really a short term solution, so you may want to think about trading those 110 volt appliances in. As always, check with a professional whenever purchasing electrical appliances and converters.

Not long ago, the UK had the lowest case counts and was leading Europe in vaccinations. Due to the Delta variant, it now has one of the worst case counts in Europe (213 per 100,000) despite its high vaccination rates. The high levels of cases in the UK are attributed primarily to the unvaccinated and partially vaccinated populations. Being fully vaccinated with an mRNA vaccine (Pfizer or Moderna) appears to be protective against the Delta variant. Even if you are vaccinated, continue practicing good precaution measures: distancing, hand washing, and mask wear. We

must not get complacent. Recently the CDC announced a likely association between the mRNA vaccines and cases of heart inflammation (myocarditis and pericarditis). We continue to recommend vaccination as the benefits of protection from COVID outweigh the risk of the side effects. Myocarditis can be caused by many things, viral infections being only one of them. The comparison of the incidence of myocarditis in the general population (four to six cases per 100,000) is greater than cited numbers of cases associated with mRNA COVID vaccines (one to three cases per 100,000). Sheridan distinguished himself, according to the award citation, for his work coordinating Memorial Day ceremonies in each of Belgium’s three American military cemeteries over the past three years, including in 2020 and 2021

when he organized a virtual program in the spirit and intent of the observance. Of receiving the recognition, Sheridan said it increased his resolve “to continue in the spirit of public service and to continue to push forward the mission of what AOMDA is all about.” The mission of the AOMDA Belgium, according to its website, is “to perpetuate the remembrance of the members of the American armed forces who died in the defense of freedom and who are buried in Belgium.” He has also identified service members buried in local Belgian cemeteries for which he organized individual ceremonies attended by their communities and the service

member’s Families. He also developed educational opportunities to teach young Belgians about the values of freedom and democracy for which these service members gave their lives. In his professional life, Sheridan is the director of American University’s Brussels Center and is a professor of international relations. Since his arrival at Brussels in 1991, he had directed, developed and taught academic programs on the European Union and NATO. He also serves as a lecturer at the Netherlands Defense College and as a frequent guest lecturer for various European and American audiences on transatlantic relations.

Clearing up confusion on motorcycle gear

American Soldiers, civilians, family members and contractors are required to wear the full array of safety gear on, and off, the installation in Germany.

by Keith Pannell U.S. Army Garrison Rheinland-Pfalz Public Affairs The warmer weather means more motorcycle riders are taking advantage of Germany’s scenic roads. Riders should also take time to reacquaint themselves with the garrison and U.S. Army EuropeAfrica motorcycle policies. Some rules may seem obvious: “Motorcycle operators will ride only on the permanently attached seat,” according to the joint U.S. Army Europe-Africa Regulation 190-1/U.S. Air Force Europe-Africa Instruction 31-202, Section 5-6, b, 1, (June 18, 2020). But, there may be some other “guidance” which has been passed down from other riders that may not be exactly accurate. “Active-duty service members, civilian employees, contractors and family members are required to have a U.S. state-issued motorcycle license or endorsement on a current U.S. state driver’s license to operate a motorcycle in Europe,” said Herbert Nold, U.S. Army Garrison Rheinland-Pfalz Safety specialist. “Additionally, riders are required to complete a four-hour approved U.S. Army in Europe motorcycle orientation course and pass a 30-question written test to receive a USAREUR-AF motorcycle license.” Missing something in your life?

The joint regulation also states that motorcycle riders will wear: “a helmet fastened under the chin, which meets all the American National Standards Institute” guidelines and, shatter-proof or shatter-resistant eye protection. Besides a helmet and eye protection, anytime a Soldier, civilian employee, family member or contractor pulls out of a parking spot, they are required to wear full-finger gloves made of leather or other abrasion-resistant material and over-the-ankle footwear “of sturdy leather and have a good, oil-resistant sole.” Riders must also have on a longsleeved shirt or jacket and full-length trousers any time they’re riding the

motorcycle, according to the regulation. Those requirements apply both on and off a military installation. “One of the things that’s popped up recently is what riders have to wear when they come onto an installation,” said Larry Strickland, USAG Rheinland-Pfalz Safety chief. The regulations stipulate all Soldiers will wear “a vest, jacket, upper garments or motorcycle clothing that incorporates fluorescent and highly reflective material when operating or riding as a passenger on a motorcycle, moped, motorbike, ATV or similar vehicle at all times on or off post. Military uniforms, including physical fitness gear designed to be reflective, do not meet the criteria.”

“Army civilians, family members and contractors will wear fluorescent and reflective outer garments at all times when riding on an installation,” according to the same regulation. “We highly encourage all civilian employees, including our local national employees, to wear fluorescent safety gear when riding on post as well,” Strickland said. “It’s just good motorcycle riding common sense.” The U.S. military motorcycle regulations differ greatly from the host nation laws, Nold said. “Unfortunately in Germany, there is only an obligation to wear a hel-

met,” he said. “But, more and more Insurance companies are beginning to reduce their accident payouts when riders are found not to have protective clothing but obvious injuries, which could have been prevented with protective attire.” Strickland said the regulation also applies to “other vehicles with motorcycle-type engines” like Spyders and other three-wheeled vehicles. Examples of heavy jobs include pulling his own little suitcase and/or backpack, helping to pull your suitcase, pushing the luggage cart, pushing a sibling in the stroller, etc. 2) Move, move, move Before you get on that plane, have your child move a TON. If the airport has a kids’ area, let her play there. If not, walk / run around. Climb up and over chairs (who cares if people give you the stink eye?). Have her try walking backwards for an extra motor challenge. Hang her upside down. Spin her around. Get creative!

3) Seat tent Yes, make your child’s airplane seat into a tent. Use that ever-so-comfortable airplane blanket and rig it up, so that your kid has a little “hiding place.” Remember how fun this was when you were little?

5) Bring a few COMFORT items A favorite stuffed animal. A favorite book. A pacifier.
