Air Force announces change to deployments by Secretary of the Air Force Public Affairs

Washington (AFNS) — The Air Force announced another milestone under the chief of staff ’s number two focus area: Strengthening Joint Leaders and Teams. Airmen deploying on individual taskings will now deploy in teams of three or more. This move will provide mutual support during the entire deployment continuum. This directive, effective Nov. 30, 2017, is referred to as Deployed Teaming. “Deployed Teaming places a higher value on mutual support and improves our warfighting capability,” said Maj. Gen. Brian Killough, director of Air Force Strategic Plans. See DEPLOYMENT, Page 2

Gen. Joseph F. Dunford, chairman of the Joint Chiefs of Staff, traveled along with a variety of entertainers on the annual United Service Organizations holiday tour to Morón Air Base, Spain. “Christmastime is a tough time for our men and women who are deployed and what’s important is we let them know that what they are doing out there every day really matters, that it is appreciated and the folks back home are paying attention to them,” Dunford said. The USO, which has been operating 76 years, brings varied entertainment to service members overseas to

Dunford and each of the entertainers participated in a variety of events that allowed them to interact with Airmen and Marines, and see firsthand the work they accomplish. The tour culminated with a show as the entertainers performed for the base. It was not only the military members who enjoyed the tour, according

to Col. Patrick Ryder, special assistant for public affairs to the Chairman of the Joint Chiefs of Staff. “Today we took the USO performers over to meet with some [Special Purpose Marine Air-Ground Task Force] Marines and Air Force Security Forces members,” Ryder said. “They got to see some demonstrations. Each of the entertainers was really impressed with the professionalism and what our servicemembers do, whether it was small squad tactics or self-defense, they all learned something new and gained a greater appreciation for the kinds of work that our military members do. Importantly, they all had fun.”

Ramstein Base Tour program marks 15 years by Senior Airman Devin M. Rumbaugh 86th Airlift Wing Public Affairs The base tour program run by the 86th Airlift Wing Host Nation Office, has been positively impacting the local community for 15 years. The program has been a critical part of the 86th Airlift Wing’s capability to build trust and support with community partners. The program started shortly after the terror attacks on 9/11, which shut down the annual Ramstein Open House. The base tour pro-

gram was then implemented to allow local nationals to visit the base. “When we first started to implement this program, we had up to three tours per week, which means we had to do a lot of preparation work for the tours,” said Elke Sittel, 86th Airlift Wing Host Nation base tour coordinator. “People used to call every day to request a base tour.” Up until a change in 2013, approximately 3,500 to 4,000 local nationals got to see “beyond the fence” per month. After the change, the program reduced the number of base

tours to one per week. Even with the reduced numbers of tours, the program still receives approximately 100 request per year. “What’s been surprising me and my colleagues is that there are still groups from the local area that do not know that we offer base tours,” said Sittel. Sittel said a large portion of the attendees have genuine interest in the base and the mission of the U.S. Air Force. The requests often come from groups like rotary clubs, sports clubs, and schools. She also stated schools that

go on these tours often like to hear the tour in English, as the students are studying English. The program has had a positive impact on the community and this has been shown through the amount of positive feedback from the attendees. “We usually have a lot of people visit who are very skeptical of what the base does,” said Michael Gannon, 86th Airlift Wing Host Nation Advisor and alternate coordinator for the base tour program. “After they visit, most of the skeptics lose their

skepticism and appreciate the transparency the Air Force shows during the tour.” Important key figures from the local community have also been given the tour and the program has helped strengthen the relationships with the surrounding communities and authorities. “They (attendees) really appreciate the opportunity to come to the base, to see things like the housing area,” said Sittel. “They have no idea how many American families live here, and they love to see part of what we do as the Air Force.”

Blended Military Retirement System effective Jan. 1 by Department of Defense News Defense Media Activity

WASHINGTON (AFNS) — One of the most wide-reaching and significant changes to military pay and benefits over the last 70 years goes into effect Jan. 1, 2018, with the implementation of the Uniformed Services Blended Retirement System, known as BRS. The new system blends aspects of the traditional defined benefit retirement pension system, with a defined contribution system of automatic and matching government contributions through the Thrift Savings Plan. All new entrants into the uniformed services on or after Jan. 1 will be enrolled in this new retirement system, Pentagon officials said. The uniformed services are the Army, Navy, Air Force,

Marine Corps, Coast Guard, Public Health Service Commissioned Corps and the National Oceanic and Atmospheric Administration Commissioned Officer Corps. Some Can Choose Between Systems Nearly 1.6 million current service members will have the option to remain in the current legacy “high3” retirement system or to choose the BRS when the opt-in period for eligible service members opens Jan. 1. Opt-in eligible service members from all seven of the uniformed services will have an entire year to make their retirement system election. The open period for the majority of service members is from Jan. 1 through Dec. 31, 2018. Service members will need to visit one of these designated resources to opt into BRS:

BIO-CLEANING VAT-forms PET ODOR REMOVAL accepted Spittelstr. 3 (near Stiftsplatz) • 67655 Kaiserslautern Tel: 0631-37 35 60 10

Service members who believe they are eligible to opt in, but do not see the opt-in option available online should contact their local

personnel/human resources office to verify eligibility, officials said. Decision Irrevocable The decision to opt in is irrevocable, officials emphasized, even if a service member changes his or her mind before the Dec. 31, 2018, deadline. Eligible service members who take no action will remain in the legacy retirement system, they added. Prior to opting in, officials recommend that service members take advantage of all available resources to assist in making an informed deci-

sion on the financial implications specific to their retirement situation. The Defense Department endorses several training and informational tools to support a service member’s decision, including the BRS Opt-In Course, the BRS Comparison Calculator and numerous online BRS resource materials. Service members can receive nocost, personal support from an accredited personal financial manager or counselor available at their installation’s military and family support center or by calling Military OneSource at 1-800-342-9647.

Bringing joy to deployed family members Story and photo by Airman 1st Class Kristof J. Rixmann 86th Airlift Wing Public Affairs Families of deployed Airmen came to see Santa as part of the Deployed Families Holiday Event at J.R. Rockers Dec. 15 on Ramstein Air Base. The Airman and Family Readiness Center organizes deployed family member events once a month, which are offered to family members of deployed Airmen to increase a sense of community among these families while their loved ones are away. Jim Kramer, unit recreational aid employee, devotes his efforts to providing good times to these families during the holiday season. Each year, he dons his Santa suit from the Friday after Thanksgiving until Christmas every day, regardless if he’s going to a photoshoot or to the grocery store. “Events like these are the best things we can do for them,” said Kramer. “It gives them a chance to be with other parents and kids that are in the same boat. The only way to survive without your significant other during these times is to connect with these families that also don’t have their loved ones with them.” Master Sgt. Peter Krueger, the A&FRC non-commissioned officer in charge, shares similar beliefs with Kramer on the importance of these events. “Families can sometimes think the process of being without their loved one is overwhelming and they can feel as if they are the only ones

Service members, families, to observe ‘worldwide caution’

Story and photo by Airman 1st Class Joshua Magbanua 86th Airlift Wing Public Affairs

86th Airlift Wing leadership encourages military members and government civilians to stay vigilant while going about their business or taking leisure. Following a Dec. 6 declaration from the U.S. Department of State concerning “worldwide caution,” the 86th AW’s anti-terrorism representatives said members of the Kaiserslautern Military Community should exercise extra precautions to protect themselves and their families. While the statement of caution doesn’t specify any event which might

cause concern, KMC members should heed the State Department’s warning, said Master Sgt. Daniel Camacho, 86th Security Forces Squadron anti-terror-

ism and force protection manager. “We distributed (the warning message) to the antiterrorism representatives so they could distribute this message to their personnel and families,” he said. “Whenever our office is notified of protests or we receive intelligence of potentially harmful areas, we work with the 86th AW Public Affairs office to send out messages on as many outlets (as possible) to warn service members and their families.” In addition to practicing basic risk management and situational awareness skills, Camacho encouraged people taking leave to familiarize themselves with their destinations ahead of time. Some countries or regions require additional clearance for mili-

tary members to visit, so potential travelers should check the Pentagon’s online Foreign Clearance Guide, the State Department website, and contact their local Air Force Office of Special Investigations unit. Camacho also recommended travelers enroll in the State Department’s free Smart Traveler enrollment program, which registers their trip with the closest U.S. Embassy or consulate. According to the State Department, places that could be targeted are hotels, clubs and restaurants, places of worship, parks, public transportation systems, and public events. Private U.S. citizens are also highly discouraged from traveling to other countries that participate in armed conflicts.

Air Force saves Airmen time, no longer requires first year evaluations by Secretary of the Air Force Public Affairs

WASHINGTON (AFNS) — Air Force officials announced Jan. 4, 2018 Enlisted Performance Reports are no longer required for Regular Air Force Airmen in the grade of airman first class and below with less than 36 months’ TimeIn-Service or Air Reserve Component Airmen below the grade of Senior Airman. This policy change supports Air Force senior leaders’ focus on revitalizing the squadron and saving Airmen time. It is intended to eliminate an unnecessary administrative requirement and empower frontline supervisors, raters, and commanders to frequently

engage with their Airmen face-to-face, said Lt. Gen. Gina Grosso, deputy chief of staff for Manpower, Personnel and Services. “While the Air Force values the contributions of all enlisted personnel, the requirement to document performance in a formal evaluation prior to the grade of senior airman is not necessary,” said Grosso. Instead, the Air Force has additional means available to document an Airman’s performance and to ensure he or she is meeting the training, developmental and experiential skills required to perform as professional Airmen, she explained. Performance feedback and Airmen

Comprehensive Assessments will still be required. Initial feedback sessions will occur within 60 days of raters taking over as supervisors and then every 180 days until an EPR occurs. The removal of EPRs prior to promotion to Senior Airman will allow Airmen more time to learn their primary skills and missions before their performance is documented on an EPR, Grosso said. All active-duty enlisted Airmen will receive their initial evaluation upon reaching their first 31 March Static Close-out Date after either promotion to senior airman, or after completion of a minimum of 36 months’ TimeIn-Service, regardless of grade, which-

ever occurs first. All Air Force Reserve Component enlisted Airmen will receive initial evaluations upon the first 31 March SCOD as a Senior Airman. Commanders still retain the option to complete a Directed By Commander evaluation to document substandard performance for those airmen first class and below any time after an Airman reaches 20 months’ Time-In-Service. If a Directed By Commander evaluation is written, the Airman will receive a subsequent evaluation the following 31 March Static Close-Out Date. More information about the policy change is available at myPers.

16th Special Troops ‘Vanguard’ Battalion develops leaders through innovative curriculum and staff ride to Auschwitz

OŚWIĘCIM, Poland — The 16th Special Troops Battalion recently conducted a Staff Ride to Oswiecim, Poland, for all leaders at the platoon level and above. Oswiecim is probably known better by its German name during World War II, Auschwitz, and it was the location of an infamous Nazi death camp complex. While there, participants took part in guided tours, seminars, and visits to different museums dedicated to the Holocaust. The staff ride concluded with participants traveling to Nuremberg, Germany, to visit the courthouse museum where the major Nazi war criminals were tried by an international military tribunal shortly after the war. The staff ride served as the culminating event in a threemonth leader professional development train-up for all participants. The innovative program sharpened leaders’ ethical and critical decisionmaking skills through a practical exercise that led them through the Army Regulation 15-6 investigation process on a World War II case study.

Prior to the actual staff ride, the unit leaders read “Ordinary Soldiers: A Study in Ethics, Law, and Leadership.” The West Point Center for Holocaust and Genocide Studies and United States Holocaust Memorial Museum created this case

study, which documented the participation of a reserve German infantry battalion in genocide in Occupied Belarus in 1941. In early October 1941, the battalion commander gave each of his three maneuver company command-

ers a single illegal order: “Kill all the Jews in your AO [area of operation].” One company commander complied immediately. The second company commander considered the order, and then rejected it. The third company commander sought to avoid carry-

January 5, 2018 ing out the order at first, but once the battalion commander confirmed the order in writing, he directed the company’s first sergeant to conduct the executions. The case study’s authors specifically created it for a military audience because it so clearly illustrates the ethical dilemmas confronting the company commanders in deciding whether to execute the order. These German soldiers were older reservists, serving in a new unit that had had no combat experience before taking up rear area security duties in Occupied Belarus. Their three company commanders each made very different decisions after receiving an illegal order, and shortly after the end of the Allied military occupation of Germany, the commander and first sergeant were tried and convicted in a Darmstadt court for their role in their company’s execution of the Jewish civilians. Importantly, the case study showed that despite facing harsh conditions of war and a radical Nazi regime, leaders within the battalion were ordinary men who still possessed the ability to make sound, moral, and legal decisions if they wanted to. The goal of the authors was to show current military leaders at all levels how to recognize and challenge illegal orders even when facing difficult circumstances. “My intent with this staff ride was to capitalize on our proximity to recent historical events and offer our leadership a unique opportunity to grow and sharpen their skills in a way that will stick with them throughout their careers,” said Lt. Col. Brian J. Ketz, 16th STB Commander. First, the 16th STB leaders were briefed by Maj. Gilbert Comley, the Baumholder Law Office officer-in-charge, on the proper way to conduct and write an AR 15-6 investigation. Then, after reviewing the case study and getting the chance in a teleconference briefing to ask the case study’s lead author questions about it, unit leaders were placed in the role of Investigating Officers and directed to write a mock AR

15-6 investigation report. In the report, they had to identify what they found as the reasons for the executions occurring as they did, and make recommendations to Lt. Col. Ketz as to how he might incorporate lessons learned from the case study into further unit leadership development training. The case study’s lead author, Col. (Ret.) Jody Prescott, had served as the Chief Legal Advisor to Gen. McKiernan in International Security Assistance Force between 2008-2009. One of his jobs was to review civilian casualty AR 15-6 investigation reports for the commander to identify any systemic issues that the commander could address to help units reduce the number of unintended civilian casualties. These reviews suggested to Prescott that leaders’ critical thinking and decision-making skills could be sharpened through focused and interesting training on these investigations. He applied his experiences from Afghanistan to the conduct

of the leadership development program, reviewing more than 50 reports submitted by the 16th STB leaders, and providing individual written feedback to each of the mock Investigating Officers. “It was an absolute pleasure to work with the 16th Special Troops Battalion,” said Prescott. “I enjoy any opportunity to work with leaders of today’s Army and to hopefully make a positive impact using this case study. I think it offers an incredibly unique training opportunity and experience in a practical area overlooked in many leadership development programs.” Prescott is an adjunct instructor at the University of Vermont and works full time as an attorney for U.S. Immigration & Customs Enforcement in environmental law and commercial litigation. At the same time the 16th STB was working on the case study, Prescott was also using study to instruct senior Army Reserve Officers’ Training Corps cadets at Norwich University, Lt. Col.

Page 9 Ketz’s alma mater. The cadets appreciated that they were receiving the same training that an active Army unit was working through. After submitting their reports and receiving feedback from both Lt. Col. Ketz and Prescott in a final videoconference, all 80 participants traveled to the site of the Auschwitz death camp complex to witness the horrific aftermath of the Holocaust. Here they took extended guided tours through the camps, participated in seminars coordinated through the memorial site, and visited nearby museums including the Auschwitz Jewish Center. Each night following the site visits, the 16th STB Chaplain, Capt. Jason West, led reflection sessions with the 16th STB leaders covering the challenging and often emotional experiences each participant faced. “This was an absolutely life changing event for me,” said 1st Lt. Matthew Solseth, 720th Ordnance Company Executive Officer and a participant in the training. “I am

so thankful for this opportunity and know others in the STB are as well. I will never forget this experience and the lessons I learned throughout.” Following the visit to Auschwitz, and in keeping with the legal theme of the training, the participants stopped at the Nuremberg Courthouse Museum. Here they learned about the legal aftermath of the Holocaust and its impact on the development of the present-day Law of Armed Conflict and Geneva Conventions to which all NATO forces adhere to today. “This training program completely fulfilled its purpose of developing ethical decision-making and critical thinking skills in our battalion’s leadership,” said Lt. Col. Ketz. “It’s innovative, but not experimental, and I expect it to have immediate practical results in the unit as well as having a lifelong impact for all participants. Events like these are critical for shaping the development of Army leadership and the Army as a whole.”

New training program helps identify at risk Soldiers, teens by Mary Ann Davis U.S. Army Garrison Rheinland-Pfalz Installation Management Command Directorate What may look like a messy room could possibly hide clues to alcohol or drug problems, if you know where to look. U.S. Army Garrison RheinlandPfalz Army Substance Abuse Program offers “Mock Barracks Health and Welfare” and “Hidden in Plain Sight” training to help unit leaders and concerned community members look for clues to potential drug, alcohol and behavioral issues in a simulated barracks room or teen bedroom. ASAP and Army Criminal Investigation Division Drug Suppression Teams at Baumholder and Kaiserslautern teach participants how everyday items in plain sight can be covertly used for drug or alcohol abuse. They also teach people how to search for hidden drugs and signs of high risk behaviors, said Leslie Sweeney, ASAP program manager and Community Ready and Resilient integrator. “Mock Barracks Health and Welfare training is geared for E-6s and above serving in supervisory or leadership positions who would conduct the health and welfare inspections,” Sweeney explained. “The class provides information on local drug trends and also offers judge advocate general approved guidance regarding the legalities of what can be checked.” First, participants receive classroom training focusing on how to conduct an inspection, drug trends and what to look for. Then, they put their training into practice by inspecting a mock barracks room containing observable and concealed drugs, signs of alcohol abuse and indicators of high risk behaviors or items of concern. Afterward, they have a discussion, provide contact information for local helping agencies and ask any remaining questions. For Capt. Willie Franklin, company commander of Headquarters, Headquarters Company USAG Rheinland-Pfalz, performing these inspections are a part of his duties. “The purpose of a health and welfare inspection is to determine and ensure the security, military readiness and good order and discipline of a unit,” he said “Of course, if evidence of a crime is discovered, it will be seized and appropriate legal action will be taken.” As a commander, he examines rooms for proper standards of readi-

Company Commander of Headquarters, Headquarters Company, USAG Rheinland-Pfalz, Capt. Willie Franklin, checks a dresser in a mock barracks room for illegal substances or signs of alcohol or behavioral issues. ness, sanitation and cleanliness, and within legal limits, checks for controlled substances, unregistered personal weapons and other unauthorized items within barracks. Franklin said the training is beneficial to ensuring Soldiers’ living spaces are as clean and safe as possible. “This training is vital for all leaders — especially company-level leaders,” the HHC commander said. “Typically, we conduct these inspections, so being exposed to a typical room with items that are hidden in plain sight helps sharpen our focus. I cannot stress enough just how helpful this is.” Parents, educators and any interested community members will receive similar training with “Hidden in Plain Sight” training, said Susanna Leist, USAG RP Prevention coordinator. “The props in the room may change, but the delivery and focus are different,” she said. “Like the other training, the information is provided up front, and then the participants are given an opportunity to put their

learning into practice.” For this interactive training, ASAP partnered with Adolescent Substance Abuse Counseling Services, Department of Defense Education Activity, school liaisons officers, drug suppression teams and the garrison civilian misconduct office to create a hands-on opportunity for educators, parents and interested community members, Leist said. The inaugural Hidden in Plain Sight classes take place at Kaiserslautern High School, Feb. 13. “We were loaned a classroom to set up a teen room and host two sessions to target the community. The training is an hour and a half with a 30 minute question-and-answer session with a panel of community resource experts,” Leist said. “The community involvement aspect of this program is huge, and the organizations are coming together to provide this great opportunity.” The classes are gaining traction in the community with 80 Soldiers receiving 164 hours of training since ASAP began the program in March.

“We’re hoping to reach as many people as possible to keep our community safe,” Sweeney said. “Both these efforts support wellness for our ready and resilient community.” Taking care of Soldiers and families is a primary concern for USAG RP Commander Col. Keith Igyarto, and these classes help him do that. “It’s one thing to talk about what to look for; but it’s another to actually see it and be able to recognize the possible indicators of potential danger firsthand. There’s no substitute for eyes-on awareness of what to look for and how to spot it,” the commander said. “This is such a great program to be able to help our Soldier leaders and our community parents in providing an educational tool to minimize safety and health risks to those for whom we are responsible.” To schedule Mock Barracks Health and Welfare training or the Hidden in Plain Sight training people can call 4934907, 493-4909, 531-3141 or visit the ASAP office in Bldg. 2886 on Pulaski Barracks or ASAP at Clinic Kaserne,

Garrison looks to improve communication efforts; developing smartphone app, new website by U.S. Army Garrison Rheinland-Pfalz Public Affairs Keeping the community informed on issues affecting the garrison is one of the primary responsibilities of the U.S. Army Garrison Rheinland-Pfalz Public Affairs Office and they use a variety of tools to reach their audience, from Facebook and Twitter to the Kaiserslautern American and the garrison’s official home page. “Whether it’s announcing gate closures, sharing winter weather road condition updates, or providing information on vigilance and awareness, there are time-sensitive, quality-oflife matters that we post up to our social media platforms daily,” said Stefan Alford, USAG RP chief of Public Affairs. “Our primary audience is our garrison team — our employees and family members,” said USAG RP Commander Col. Keith E. Igyarto. “In many cases, the demographics overlap and our employees and their families are also our customers, so it’s vital that we keep our Army professionals informed and we constantly look at the best ways to communicate with our community.” To ensure public affairs meets the needs of its audience, Alford and his staff conducted a recent outreach on communication efforts across the footprint — gathering feedback through surveys at Sembach, Landstuhl, Baumholder and sites

around Kaiserslautern. The results offered insight on where community members currently get their information and how they prefer to receive it in a time-constrained, mobile environment. “For example,” Alford explained, “51 percent of respondents said they prefer to have garrison information presented as small announcements, such as Facebook posts or tweets; with 37 percent preferring smartphone app notifications, and the remainder divided between videos, photos and print stories.” The PA team is currently developing a smartphone application to allow easier access to garrison news and information. “We hope to have a garrison smartphone app available next spring,” Alford said. “In addition, our public website will be migrating to a

standardized IMCOM (Installation Management Command) format next summer, which will also be more user friendly and allow us real-time updates as needed.” While these initiatives should enable easier access and more responsiveness, the recent surveys also show most community members prefer to get their garrison information via the USAG RP Facebook page, followed closely by listening to AFNKaiserslautern radio. Nearly 70 percent said they visit Facebook on a daily basis for their local information, and that’s where the PA’s Command Information team focuses its efforts in disseminating pertinent news affecting the community as a whole. Asked to check all recurring announcements that are beneficial to them, the respondents listed installation gate closures (83 percent), speed camera set ups (77 percent), and demonstrations/protests (48 percent) as their top items of interest. Some of the anonymous comments received, included: “I often do specific searches ‘fun run,’ ‘open house,’ ‘bazaar,’ etc. in order to find out what is going on. Often the webpages I’m directed to are either difficult to navigate, or the information is out of date or incomplete. Need more U.S. Army stories and articles in the Kaiserslautern American. The list of activities is

great but there is so much going on in the Army domain that doesn’t get reported except on the (Army) sources.” “I am AF civilian, but utilize Army MWR services and facilities regularly.” “The garrison Facebook page is my go to for all garrison info. Love it!” Alford added, “We realize there are so many competing sources of information in the Kaiserslautern Military Community that it can be overwhelming, with dozens of official unit Facebook pages sharing local information and even more unofficial groups also providing great content for our community. Sometimes you have to check a variety of sources to find the information you need.” For those looking for official garrison news and information, the primary source is www. facebook.com/army.rp/ and for Baumholder at www.facebook.com/ USAGRheinlandPfalzBaumholder/. Vaccine best protection against influenza by Ashley Patoka Regional Health Command Europe The flu season is in full swing and Public Health Command Europe officials continue to recommend the flu vaccine for service members and their families as the best protection against the seasonal flu. Each year the effectiveness of the flu vaccine varies and while it is still too early to predict how effective this season’s flu vaccine will be in Europe, the vaccination is still recommended as, at the very least, it may make the illness milder and prevent hospitalization if the flu is contracted. Last year, according to PHCE officials, the vaccine was quite effective in individuals under the age of 65. Almost no one hospitalized with the flu had received the vaccine while a number of unvaccinated patients were so ill they required hospitalization. “The flu vaccine is the first and most

important step in protecting yourself against the flu,” said Fritz Castillo, Senior Epidemiologist for PHCE. The flu is most common in the fall and winter and people of all ages are susceptible. In order to combat the flu, or to provide an additional line of defense, each year the flu vaccine is available. The vaccine can prevent the flu or it can prevent the flu or it can help reduce the rise of flu-associated hospitalizations — including hospitalizations for children and older adults, according to PHCE officials. “The vaccination also helps to protect women during and after pregnancy,” according to Castillo. “When a mother is vaccinated during pregnancy it also helps protect the baby for several months after birth.” In addition to protecting yourself and your family from the flu with the vaccine, PHCE also recommends staying away from those who are sick; washing hands

often with soap and water; using a tissue to cover the nose or mouth when coughing or sneezing; and if you do have flulike symptoms, to stay home for at least 24 hours after your fever is gone. Symptoms of the flu include fever, sore throat, runny or stuffy nose, chills, cough, headache, feeling weak or tired and body aches. And less common, but still an indicator, are vomiting and diarrhea. “If you become ill with influenza symptoms you should stay home and avoid contact with other people except to seek medical care,” Castillo said. “Most people are able to recover at home from the flu without medical care; however, some people are at a greater risk of serious flu-related complications. These include children under 5, people 65 and older, pregnant women, and people who have asthma, neurological conditions, chronic lung disease, heart disease, and people with low immunity due to particular health conditions.” If you think you may have the flu,

PHCE officials advise that it is better to stay home to avoid infecting other people. “However, anyone with shortness of breath, unable to keep food or water down, change in mental status, high fever (greater than 101) lasting more than a few days, bloody mucus or anyone with chronic medical conditions like emphysema, diabetes, or immune suppression should seek medical care,” said Col. Rodney Coldren, PHCE Chief of Preventive Medicine. “Additionally, anyone who gets better but then has symptoms return the following week, along with infants and individuals over the age of 65, should also seek medical care.” For information on where you can get the flu vaccine or if you have further questions regarding the flu vaccine please contact your local military treatment facility or your primary care manager. The accused was a slight, frightened man who had deliberately broken the law. His trial was a Roman circus. The chief gladiators were two great legal giants of the century. Like two bull elephants locked in mortal combat, they bellowed and roared imprecations and abuse. The spectators sat uneasily in the sweltering heat with murder in their hearts, barely able to restrain themselves. At stake was the freedom of every American. German children collect donations, observe Three Kings Day by Petra Lessoing 86th Airlift Wing Public Affairs Germans observe Three Kings Day or Epiphany Saturday. The day marks the end of the Christmas season. Traditionally, in many houses, the Christmas tree is lit for the last time, discarded, and the ornaments are packed away until next Christmas. It’s one of Germany’s most traditional and characteristic religious holidays, but only in the states of Baden-Wuerttemberg, Bavaria and Sachsen Jan. 6 is a legal holiday. From after Christmas until late January, children disguised as the three holy kings can be seen walking from house to house in the KMC. They have paper crowns on their heads and carry a big golden star on a pole. They sing, pray and ask for charity collections for their parish. Usually, an adult member of their parish accompanies them. Each year, about 500,000 children participate in the official caroler fundraiser event, which was established in 1959. The fundraiser is called

“Sternsingeraktion,” caroler campaign. In the 2017/2018 campaign, the Sternsinger children’s missionary work will show engagement against exploitatory children’s work in India. In 2016, 2,168 projects in 112 countries were supported. More than €46 million were collected to support projects and relief programs for children in Asia, Africa, Latin American, Oceania and East Europe.

The children asking for donations represent Caspar, Melchior and Balthasar. In former times, when ringing doorbells, they received Christmas cookies, pretzels and sausages. After receiving a donation, the three holy kings bless the house by writing with chalk “20C+M+B18” above the doors to keep evil from entering. The three letters C, M and B don’t stand for the kings’ initials, but for the Latin words “Christus Mansionem Benedictat,” and literally mean “Christ bless this home.” The blessing has to stay above the door until the next Three Kings Day. Recycling can be one of the more daunting tasks when living in Germany. Here is a cheat sheet about Kaiserslautern County’s recycling “rules.” If you live outside of the county, your regulations may be different. Please check with your local government office to verify what you need to do. Basically, in Kaiserslautern, there are 5 different types of recycling. Four of these five, waste, paper, compost, plastics and metal, are usually taken care of at your home location and the fifth, glass, is done in a centralized area in town. Here, by name and color, are some dos and don’ts about what belongs in each bin:

usable and not recyclable. This includes:  vacuum cleaner bags, used diapers, raw meats and food, worn-out shoes and clothing, cigarette butts, kitty litter and dog waste, soiled paper, old pots and dishes, toothbrushes, etc. As you can see, there is very little that should go in this container. This container is collected every two weeks, alternating with the brown Bio bin.

The Brown Bin (Bioabfälle) : This bin is meant for organic or biodegradable waste. Here’s what goes in this bin:  grass clippings and weeds, coffee filters, tea bags, vegetable and fruit scraps, eggshells, bread, used paper towels and napkins, nut shells, banana and citrus peels and leftover cooked food. This container is also collected every 2 weeks, alternating with the black bin. Summertime can be interesting as this bin sits in the heat; so you can wrap any left over food and meats in used paper towels to keep the bin smelling more fresh (sort of )! Remember, raw foods go in the black bin.

Glass: In your area, you will see domeshaped containers, usually in groups of three. These are meant for glass. The three containers correspond to the color of the glass: brown, clear and green. This is usually an every-other-week trip for us, so it is not too bad. As you may have noticed, glass is used more often here; make sure the container you have does not have a pfand. This is a bottle deposit that you paid when you bought the item. It is usually applied to beer and water bottles and dairy products like yogurt.

Things like sponges, old CDs, outdoor furniture or plastic toys do not go here. They should go in the black bin. These bags are collected the same day as the black bin.

The Blue Bin (Papiertonne): This container is meant for most paper products. This includes:  newspapers, magazines, cardboard boxes, wrapping paper, books, envelopes, file folders and items like cereal boxes. This bin may get full quickly, especially around your PCS time. This also takes some planning and breakdown of boxes since it

is only picked up once a month. In my house, we tend to fill this before the 4 weeks are over.

The Yellow Bags (Gelbe Säcke): These yellow bags can be picked up at your local government office. In my town they are distributed at the Verbandsgemeindeverwaltung. (Have you noticed Germans like to connect words together to make a new one?) They are free and, for us, are used for a majority of our trash. Here’s what goes in them:  any plastic bottles, plastic wrappers, plastic containers (yogurt, margarine, etc.), any styrofoam packaging, any metal food or drink cans, any aluminum food containers and foil, including yogurt tops, bottle caps, empty spray cans, juice and milk cartons.
