The TACAN antenna is a beacon for fighters and heavy aircraft that provides navigation and direction for pilots during approach. “The old antenna was faulty,” said Staff Sgt. Shawn Arnett, 1st CMXS craftsman. “It would randomly shut off.” The $180,000 faulty antenna sat atop a 65-foot tower. The AH-64 Apache helicopters and CH-47 Chinook helicopters began their journey in Beaumont, Texas, where they spent 12 days traveling across the Atlantic Ocean before being off-loaded and stored at the port of Antwerp.

Commander focus: building sustainable readiness in 2013 by Brig. Gen. C.K. Hyde 86th Airlift Wing commander

T
he New Year provides an opportunity to reflect on past achievements and focus our priorities in 2013. The 86th Airlift Wing and Team Ramstein had a monumental year in 2012. We were continuously engaged in operations in the U.S. European Command, Africa Command and Central Command areas of responsibility, providing combat airlift and operating the Air Force’s premier installation to enable and assure strategic capabilities. Our mission has never been in greater demand. Our focus on the Year of Readiness in 2012 allowed our Airmen at the individual, unit and installation levels to excel. We flew more than 15,000 accident free hours, generated 23 crews and 12 aircraft within 48 hours for operations in Libya, conducted a noncombatant evacuation operation for 32 State Department personnel after our consulate in Benghazi was attacked and returned four killed Americans, including our ambassador, with dignity. Our joint mobility processing center executed 691 missions, deploying joint and NATO forces around the globe. Our Deployment Transition Center and Contingency Aeromedical Staging Facility continued to provide unmatched reintegration and medical care for warriors, while our base delivered world-class environmental excellence, reducing water use by 2.1 percent and energy consumption by 3.8 percent last year. The importance of Ramstein Air Base to our nation has never been greater; we are the focal point for U.S. Air Forces in Europe and Air Forces Africa’s enduring capabilities; mobility access and velocity, command and control of aerospace and cyber forces, communications and data transfer, logistics support, and

Our strategic plan is about 10 pages and outlines our priorities: maintaining readiness, developing Airmen, strengthening partnerships, providing exceptional quality of life, and eliminating nonvalue-added activities in our major processes. Our priorities provide focus for all we do and a filter for every decision on allocation of our Airmen’s time and resources. They link every Airman to our mission and vision, and focus our collective strength as an unbeatable team. War-fighting is a team endeavor, and our strategic plan provides our team focus. The commander’s inspection program turns the old inspector general’s inspection system on its head and returns responsibility and accountability for unit inspection to the chain of command, right where it belongs. At the wing level, we implemented a comprehensive inspection system with two lines of operation, compliance and readiness. Compliance ensures we operate in accordance with Air Force guidance and use our resources effectively. We inspect a squadron or unit about every three weeks with limited notice, document discrepancies and continuously track correction of deficiencies. The focus is on self-identification of problems, implework center and contractors provided a lot of support.” The 52nd CS and local contractors demonstrated the execution of skillful maintenance of two different units that don’t usually work together and completed the

We constantly inspect a portion of everything we do to achieve a sustained level of readiness and eliminate the peaks and valleys associated with the old, periodic IG inspections. We’ve all been in units that “spun-up” for an inspection and then moved onto “normal” business while readiness returned to the pre-inspection level. No more. Training, inspections, and fixing problems are a steady state business that allows commanders to focus on the mission and deliver capable, credible and responsive forces — anytime, anywhere. Finally, continuous improvement is the lifeblood of war fighting and successful organizations. Our strategic plan made it a priority, and we have already started seven Air Force Smart Operations for the 21st Century events on our wing’s major processes. There is no such thing as an outstanding unit that is maintaining its performance. We either continuously improve or forfeit our dominance to those who innovate and improve faster than we do. Our Airmen are adaptable, innovative and our greatest asset. Our commitment to continuous improvement using AFSO21 and other tools allows us to harness the world’s best Airmen, our asymmetric advantage and overcome the challenges of 2013 and beyond. I believe 2013 will be another phenomenal year for the Airmen of the 86th Airlift Wing and Team Ramstein if we focus on implementing our strategic plan, building a new inspection culture and committing to continuous improvement. These focus areas will deliver the sustainable readiness upon which our nation depends.

Ramstein transitions to LeaveWeb 4.0 by 2nd Lt. Kay M. Nissen 86th Airlift Wing Public Affairs

eam Ramstein will transition from its current version of LeaveWeb to an upgraded version, LeaveWeb 4.0, Feb. 25. The new program will disable leave services for 24 hours on its changeover day, but no other interruptions are expected after the transition. “Right now, we’re still beta-testing the program, but once it’s changed over ... the advantages of LeaveWeb
4.0 will be expanded capabilities that the (current) LeaveWeb doesn’t have,” said Senior Airman Geovaney Miramontes, 86th Comptroller Squadron LeaveWeb administrator. LeaveWeb 4.0 will be able to process all 17 types of military leave to include convalescent leave and emergency leave. The program also eliminates the use of tracking numbers, which eliminates the need for users to access leave through email links. Instead, there are “awaiting action”
folders in LeaveWeb 4.0. Other changes include requiring a digital signature for all requesting and approving levels of military leave, as well as an ensured compatibility with the new Air Force Network. With the upcoming transition, Ramstein Airmen are asked to update their profile after LeaveWeb 4.0 launches. “No action is required at this time. As we get closer to the LeaveWeb 4.0 transition, 86th CPTS will provide training tools to educate our Airmen as they update LeaveWeb 4.0 accounts

Hans Roggeveen, a senior cargo specialist with the Benelux Detachment of 838th Trans., said the cargo will be stored in Antwerp for up to three weeks before being loaded onto barges and transported down the Rhine River into Germany. “It’s our job to get military equipment from (the continental U.S.) and to handle the discharge and the disposition by (Army Movement Control Team) to their final destination,” he said. Roggeveen said they are more or less responsible for the logistics for the Soldiers. “Their equipment is very important to us,” he said. “(It’s important) that it gets on the ground without any damage, without any problems and that it moves as fast as possible to the units (receiving the equipment).” The dock operation was much larger than seen in previous years, bringing together various agencies, both U.S. and partnered nations, to successfully transport the muchneeded equipment. Roggeveen said normally only one or two agencies would be involved in a standard operation, however the size and nature of this operation necessitated more than 100 people from nearly 20 agencies, working together to get the job done. “This is an extremely intricate mission,” said Capt. Phillip Castillo, a transporta-

tion officer with 838th Trans. “There are many units and team players that have to come together to formulate this plan at the end.” The valuable nature of the equipment being transported was also a daunting task for those involved, making everyone work extra careful as to not damage any of the helicopters or their components. “This is, of course, very expensive equipment and it is also very easy to damage,” Roggeveen said. “It’s light and is made to go into the air and not to be shipped like this or being handled on the docks.” “We are very cautious that nothing goes wrong, that all the streets are swept so that no nails or pieces of iron can get into the tires,” Roggeveen added. Castillo said the equipment is very valuable. “I’ve seen everyone exercising great care in taking care of this equipment so that the 12th CAB gets their equipment 100 percent safe and sound,” he said. Diligent planning with all agencies involved was an important part of why the operation was a success.

Amanda Kehrrington 18th Military Police Public Affairs, 21st Theater Sustainment Command The 21st Theater Sustainment Command’s 18th Military Police Brigade held a change of command and responsibility ceremony Jan. 17 on Rhine Ordnance Barracks to welcome a new command team and farewell the outgoing team. Col. D. David Deadrich and Command Sgt. Maj. Henry Stearns assumed command from Col. Brian Bisacre and Command Sgt. Maj. Brenda Curfman. Bisacre and Curfman served 18 months as the brigade’s command team. Maj. Gen. Aundre F. Piggee, commanding general of the 21st Theater Sustainment Command, praised the outgoing command team. “You have been a tremendous asset to our team at the 21st Theater Sustainment Command,” Piggee said. Curfman described watching the Soldiers and officers of the brigade grow and mature into outstanding leaders capable of handling their next challenge. “I am so proud of the Soldiers in this brigade and could go on and on with a list of their accomplishments,” she said. “My success has only been
because of them and their dedicated hard work.” Bisacre is known for his dedication and care to families, which he attributes to his wife, Cyndi’s, infectious spirit. “For Cyndi, it is never about her and always about others, she is one of those human beings who brightens up a room every time she steps in it,” Bisacre said. “You changed people’s lives, you made them better, and you made our units better.” “Brian Bisacre knows the strength of our Soldiers comes from their families,” Piggee said. “He knows how crucial their support is and therefore worked to make it a two-way street.” Bisacre and Curfman closed by mentioning their everlasting friendship developed during their command time together. “In life, it is not so much about the ride, it is who you take the ride with; it has been one heck of a ride, and I loved traveling with you,” Bisacre said. “Cyndi and I love you. You are part of our family.” Curfman received a standing ovation, and there was hardly a dry eye at the event, as the command team handed off their positions to the new team. “I want to say thank you to colonel and Cyndi Bisacre. Jan. 7. This is the first time members of the wing’s IA office have won the award, and they competed against members of every base and detachment in the Air Force with an IA work center. With 11 assigned members, the 86th AW IA office is one of the largest in the Air Force, and it has some significant responsibilities in the wing. “On a day-to-day basis, we manage computer security programs for all the units across Ramstein Air Base and its globally separated units and assess and assist units with compliance to information systems guidelines and regulations,” said Master Sgt. Dennis Palmer, wing IA section chief. “Also, throughout the year, we stay informed on updated guidance and regulations for how we complete our mission.” In addition to their normal duties, the wing IA office completed a variety of inspections and objectives. The best way to protect yourself is by getting the seasonal flu vaccine each year. The vaccine protects you against the most common flu strains. Wash your hands when you’re sick or when
you have close contact with sick people. When you cough or sneeze, don’t cough into your hands; use a tissue and throw the tissue away. If you do become sick, stay home so you don’t infect others around you. Remember, anyone can get the flu, so it’s important to take the proper steps to protect yourself and your family this flu season. Vaccines are given on a walk-in basis during normal business hours at the Ramstein Immunization Clinic and the Landstuhl Immunization Clinic. Modou Fye, comptroller, JTF-CM, 7th CSC. “The (commanding general’s) guidance was definitely good. Things you don’t anticipate happen, it throws your rhythm off and you have to adjust.” During a real-world disaster response the JTF-CM would work with and be lead by the U.S. Embassy in the host nation and also work with the Defense Threat Reduction Agency, other U.S. Government agencies as well as nongovernmental organizations. More than 560 personnel from all the U.S. military services participated in the FCM exercise including personnel in the continental U.S., as well as more than 320 joint service members and civilians at the JMSC. “It’s a combination, which
is good because it’s exactly how we fight,” Benenati said. “It’s a combination of folks from all branches of service, and from all components, which is exactly what’s going to be required as we move forward. We’re all going to have to work together if we’re going to maintain the same capabilities as we got now.” The 7th CSC utilized the exercise to execute, review and validate existing plans, develop additional guidance and recommend changes to all plans related to FCM within USAREUR. “We’re trying to, along with the exercise, develop solution sets that will endure long beyond this that can be basically a playbook for what we need in the event that there’s a crisis,” Benenati said. “The main point on this whole thing is that: We’re testing the plans we are then going to revise the plan and by the time we’re done, we’re going to have a much better much more effective plan than we had before in the eventuality that we’re ever called upon to do this.”

“Key to that is maintaining an effective partnership with our German partners and neighbors,” Sullivan said. Turning to the future, Sullivan’s vision for Baumholder presented an intriguing concept. “What I envision is Baumholder as ‘training area west’ for all of Germany. Comparing Baumholder to Grafenwöhr, I think we have just as good if not better facilities here at Baumholder,” he said. “We’re working close with USAREUR to develop a ‘training area east,’ Grafenwöhr, and ‘training area west,’ Baumholder. If you’re stationed in Kaiserslautern, you should not have to travel to Grafenwöhr for your schools or your training.” Another change on the horizon is the way Soldiers will deploy from Baumholder. Instead of a brigade of Soldiers deploying somewhere, small units will most likely deploy to multiple locations. “We have a unit from Baumholder right now in Turkey. We have Soldiers in Afghanistan and the locations of possible future deployments can be anywhere in the EUCOM or AFRICOM footprint, which means we have to continue to prepare Soldiers and their families to deploy around the world,” Sullivan said. All of these units will total 2,300 Soldiers and about 3,500 family members. USAG Baumholder will continue to take care of these Soldiers and families. Since taking care of Soldiers and their families is the garrison’s lifeblood, the garrison wants to reach out to these new community members before they even arrive. Sullivan introduced a newcomers video that is now on the garrison website so potential newcomers can see what to expect when they first set foot on “The Rock.” The video features members of the Baumholder community and offers a lighthearted but comprehensive view of what newcomers can expect and what they should know before arriving on Baumholder.

U.S. Air Force officials released new regulations in the evaluations Air Force instruction. These changes were directed by the Air Force Personnel Center headquarters and went into effect Jan. 2. Though most of the program remains unchanged, there are important updates Airmen of all ranks should be aware of. “These changes incorporate numerous revised policies and procedural changes involving performance feedback and evaluation reports that have been implemented since the last revision,” said Master Sgt. Ruby Corpuz, 786th Force Support Squadron superintendent of force management. “The importance is to clarify existing policies and procedures, to include procedures for the electronic form and digital signatures.”
One important change states that previously, if a rater and a supervised Airman were separated for 30 consecutive days or more in a given rating period, those days would be removed from the supervision time. This sometimes resulted in reports that were closed out well over 12 months since the previous report. This provision has been removed and supervisors cannot deduct any period of supervision during the rating period. The next Air Force Instruction reduces the rebuttal time of a referral evaluation to three duty days, when it once was 10 calendar days. This is not the only change in regards to the referral evaluations. Another states that previously referral reports could close out with an overall five rating. This has been amended; referral reports may now only close out with a four or less overall rating.
“There are exceptions to certain rules and, depending on the circumstances, they will be judged on a case-by-case basis,” Corpuz said. More important information includes a statement that master sergeant and above, including officers, now have 15 days after a civilian conviction to report it to their first-line supervision. “The new AFI 36-2406 revisions do not significantly change current evaluation procedures,” Corpuz said. “Those responsible for reviewing reports are strongly recommended to take some time to read and understand the changes.” The newly restructured document includes all previous updates and guilds that have been published since previous publications. Pentagon to lift rule excluding women from combat by American Forces Press Service WASHINGTON — Defense Secretary Leon E. Panetta and Army Gen. Martin E. Dempsey, chairman of the Joint Chiefs of Staff, are expected to announce the lifting of the direct combat exclusion rule for women in the military, a senior defense official said Thursday.
The policy change will begin a process in which the services will develop plans to implement the decision, which was made by Panetta upon the recommendation of the Joint Chiefs of Staff, the official said. The official provided no further details and did not indicate when the announcement might take place.

Nineteen Soldiers from the 793rd Movement Control Team, 21st Theater Sustainment Command, 7th Civil Support Command, were welcomed home by family and friends upon their return flight’s arrival from Kandahar Airfield, Afghanistan. The 793rd MCT arrived home after a nine-month deployment as part of the International Security Assistance Force that began on April 27, 2012. The unit coordinated for movement of more than 24,000 passengers by both fixed and rotary wing aircraft, in excess of 20 million pounds of cargo, in addition to checking in and out more than 4,000 trucks during their time at Tarin Kot Airfield in the Regional Command (South) area of operations. “We ran the aerial port for both the passenger and cargo yard, alongside the Australians every day. We literally worked hand in hand with them on every mission,” said Capt. Stephanie Mann, the 793rd MCT commander. “Without a doubt, it was a mission success. We were the only Army MCT running an aerial port by ourselves in all of Afghanistan, so we received high praises as the best MCT in Afghanistan.” “It’s kind of surreal just touching down after a long nine months but it’s great to be back,” Mann said.

irman 1st Class Dracy Green, 86th Security Forces Squadron, performs his music to help charities on base that support his fellow Airmen. Green has raised more than $3,000 singing, rapping and writing music on his online website in order to donate money to multiple charities. Green came into music because he enjoys the storytelling abilities of other artists. As a child, he was inspired by artists like RUN DMC and The Beatles, but has only started selling his music and helping people within the last five years. He donates 20 percent of his earnings to charities that have a hand in helping Airmen downrange as well as their families that are left home. “Seven billion. That’s how many people are in the world, right? That’s how many I want to help … my passion is that strong to help people,” said the Detroit native. Green originally wanted to assist by volunteering as much as possible, but being a security forces member, his schedule did not permit him to do so. He decided he could still help people with his music. “I’ve been a fan of his music since he’s come to Ramstein, but what he’s doing with it shows the

“Stay on top; that’s all I want to do. As long as I’m doing that, I’ll always be able to help my fellow Airmen,” Green said. “I plan on changing the look of the Air Force with this music. I want to bring back the wingman concept by helping each other.”

Tax assistants to help US Postal Service announces changes KMC with filing taxes The Ramstein Tax Center will open Monday for the 2012 tax filing season. The tax center is located in the Ramstein Legal Office, Bldg. 2137, across from the Ramstein Southside Gym. This year’s program uses volunteer tax assistants who will guide customers in preparing their own tax return. The tax center uses the H&R Block At Home software program through the website MilitaryOneSource. com. In the tax center, customers will input their own tax data. Volunteer tax preparation advisers are available to answer any questions that might arise. Members also may access the H&R Block program for free through MilitaryOneSource.com from their home computer to prepare their taxes from the comfort of their own home.

Effective Jan. 27, the price for first-class mail single-piece letters will increase by a penny. A 46 cent first-class Forever Stamp will allow customers to mail letters to any location in the U.S. The first Forever Stamp went on sale in April 2007. It features an image of the Liberty Bell. jazz musicians wow Landstuhl crowd Story and photo by Rick Scavetta U.S. Army Garrison Kaiserslautern tudent musicians wrapped the 2013 Department of Defense Dependents School Europe Jazz Seminar with a free concert at Landstuhl’s Stadthalle Jan. 17. Professor Jiggs Whigham, a wellknown jazz trombonist and educator, led the ensemble. The packed house enjoyed 90 minutes of big band jazz, focused on the music of Stan Kenton. The concert was the culmination of the weeklong DODDS-Europe seminar, which celebrated its 30th anniversary this year. Top student musicians from American schools across Europe converged on Ramstein. More than 100 students from 20 high schools auditioned for the 35 positions in the big band ensemble. Eight students were part of a jazz vocal ensemble. “This group is hands down the best,” Whigham told the crowd. “They came prepared and they were serious about it. But we had a ball.” During the week, Air Force and Army jazz musicians performed for the group. The student musicians also held performances at Kaiserslautern and Ramstein High schools. DODDS-E music educators assisted in instruction, rehearsals and performances. Vocalist Mackenzie Roche, 18, a Vicenza High School senior, has been singing most of his life. His father, a retired Army officer, works for U.S. Army Africa at Vicenza’s Caserma Ederle. Roche said he’s grateful to DODDS-E for the opportunity to trav-

el, meet new people and learn more about his art. “I gain experience through other people’s talents, their gifts,” Roche said. “You help one another and get to understand different ways of singing and different warms ups. We learned a lot about jazz. That’s really cool.” The seminar’s Landstuhl gig exemplifies the highest level of performance DODDS-E offers, where nerve-wracking preparations are coupled with excitement and energy, said Jeff Pellaton, the seminar’s music director and Ramstein High
School’s band director. “Music is a circle. You can’t close the loop until you perform, until you give it away,” Pellaton said. “Everything in music culminates in some kind of performance, whether it be private or public, you have to give the music away.” Toward the end of the Landstuhl concert, Mason Price, 17, a trumpet player from Ramstein High School, stepped forward for his solo. “We do this for the experience, but it’s also for the music,” Price said. “Playing in place like this is great.
People get to experience what we’ve been working for all week.” His father, Maj. Roger Price, an Army health care administration officer at European Regional Medical Command in Heidelberg, said over the past four years he’s seen Mason bloom through DODDS music and athletic programs. “He’s a young man who has had opportunities to grow,” Roger Price said. “I will always remember this as a place that nurtured those fantastic talents and gave him those opportunities.”

Landstuhl Elementary/Middle School hosts its fifth annual Wellness Night from 4 to 6 p.m. Tuesday at the school as a way to promote health in the school and community. For the last five years, Sandy Merchat has spearheaded the wellness nights at LEMS. oldiers from the 92nd Military Police Company currently deployed to Afghanistan will soon receive care packages courtesy of the employees at the video store in the Rheinlander Community Club. The idea to collect donations for deployed Soldiers was a spontaneous thing store manager Elsa Rios and her employees came up with. “We appreciate the generosity of the Baumholder community and I am certain that our deployed brothers and sisters will also be thankful for this contribution,” said Capt. Nicholas Yetman, 92nd MP Company commander. The donations came from customers who visited the video store during December. So, in reality, the support for deployed Soldiers stems from the generosity of Baumholder video fans. “The donation is not much, but we hope it will benefit our deployed Soldiers,” Rios said. “We just decided to collect some money during the month of December for Soldiers that were deployed. It was just a thought that we had and we did it.”

John Zumer 10th Army Air and Missile Defense Command Public Affairs Many Soldiers, as well as the family members who have partnered with them on the military journey, find daily challenges easier to face with an extensive support structure in place. While many units in the Army footprint have family readiness groups to fill such a role, those involved with FRG efforts for the Kaiserslautern-based 10th Army Air and Missile Defense Command work tirelessly to ensure support is more than just lip service. “We help provide the tools needed to adjust to military life,” said Lori Sweazey, the Family Readiness Support assistant for the 10th AAMDC, who is married to a Soldier assigned to the 5th Battalion, 7th Air Defense Artillery Regiment (a subordinate unit of the 10th AAMDC). Those tools include referrals for financial readiness classes, seminars and short-term usage of household items through the “lending closet.” Such assistance for Soldiers and families unaccustomed to an overseas deployment is frequently a welcomed relief for those involved. Sweazey compares the process to helping families get onto the “information highway,” where they can access helpful resources, but perhaps more importantly, develop relationships that make a deployment more enjoyable. Jacqueline Pierce, wife of Warrant Officer 1 David Pierce, assigned to the 10th AAMDC, counts the Kaiserslautern community as her third duty station and is appreciative of the many benefits available through active involvement in FRG circles, she said. “I think it’s a really great way to support the spouses, especially overseas,” Pierce said. While the group meets monthly to conduct business, they still attempt to sprinkle in some fun to help people relax. A Jan. 16 bowling night at the

t’s time to set that New Year’s resolution in motion. If one resolved to pave a new path to healthy finances, here’s an opportunity to make necessary improvements. Ramstein’s financial counseling professionals offer the following advice for those interested in changing their financial future for the better. Know where you stand The first steps in creating a budget can be as easy as counting to three. 1. Identify spending, and establish a spending plan. 2. Evaluate current spending and set goals that take into account long-term financial objectives. 3. Track spending to make sure it stays within established guidelines. “Budgeting for entertainment, insurance and food allows you to keep track of how much is coming out of your income,” said Breauna Curry, Service Credit Union loan service representative. “Save money by not spending as much, and be aware of how much you’re making and how much you’re spending.” Establish an emergency fund Who knows what waits for us around the corner — a celebration, a tragedy or just a flat tire. Anywhere life goes, be prepared with an emergency fund. “Establish an emergency fund of at least $1,000. (An) initial emergency fund should be $1,000, but here, overseas, it cost twice as much if something goes wrong, so it’s recommended to save more.” said Timothy Vohar, Ramstein Airman & Family Readiness counselor.
No need to pinch pennies Budget for expenses, including entertainment, food and gas and be realistic. Once this is complete, it’s important to start paying off debt. “Dig out of debt. Pay off the highest interest rate loan first. After you pay that off, take that amount you were paying on that and apply it toward the next highest rate,” said Doniel Wolfe, A&FRC consultant. “Once all your debt is paid off, and you establish that emergency fund, the world is yours.” A lot of lattes Keep in mind the small things in life — short stops at the shoppette, daily coffees or a cookie craving. Money spent eventually builds up. “It’s that $10 a day that accumulates over time. Little things like that add up the fastest,” Wolfe said. “So it’s really important to be realistic with your money, account for an extra lunch or a game of bowling. If you’re not practical and budget for the small things, that’s where you lose track and get discouraged when it doesn’t work out.” Preplan for any big purchases People sometimes get into payments they can’t handle. Instead of not purchasing things they don’t need, sometimes they just get into more than they can handle. “It’s hard for people after they have spent a large amount of money on a large item, because they haven’t calculated the cost of interest or insurance payments,” Wolfe said. “A lot of these people are also young, so their insurance is high. With insurance payments, as well as car payments, we’re now looking at individuals living paycheck to paycheck.” Saving it for later Refine your retirement plan or find something

long term to invest in. “It’s really important for people to start investing in their retirements. They really should make it a goal to invest 10 to 15 percent of their income,” Vohar said. “For some people that’s really hard depending on their season of life, but it is important because for those active duty military who want to retire at 20 (years in service),” Wolfe said. “That retirement fund is not going to give them adequate means to support them in the lifestyle they have become accustomed to.” Less is more Pool money with your friends. If one really wants to go to Paris, find someone with a small car and good gas mileage and contribute to gas. Also, camping spots and hostels are an inexpensive option for overnight stays. Take advantage of the great things to do out there at very low costs. “Look for free activities such as castles, or volunteer around the areas. Get your kids in youth groups or teen activities, where they can get out and do things with their friends,” Wolfe said. “There are things to do around base or even in the local area that don’t include spending half of your savings to participate.”
German Polizei to increase traffic controls during Fasching

aughing, singing, dancing and some beer or champagne — that’s what people combine during Fasching activities. Even those who usually don’t drink easily get encouraged or pressured to have a drink, said German police officials. Because of this, officials recommend visitors leave their vehicles at home. Reaching for the car keys, just to drive home, can have fatal consequences. Westpfalz Polizei is prepared for the crazy Fasching season, which continues until Feb. 13. They will increase their number of traffic controls and drunken driving checks. According to the Westpfalz Police Headquarters in Kaiserslautern, during last year’s Fasching season, many alcohol-related traffic accidents occurred between Old Women’s Fasching (Feb. 16) and Ash Wednesday (Feb. 22). One person was seriously injured and 35 motorists lost their

driver’s license due to alcohol. Police officers will request a breathalyzer test if they become suspicious of the driver’s way of driving or attitude. If the suspect refuses the test,

breathalyzer concentration is over the limit, the motorist’s drive ends. Depending on the level, consequences can be a fine, withdrawal of the driver’s license and a possible lawsuit. Police officials recommend motorists who drink at Fasching events either take a taxi or public transportation. Also, remains of alcohol stay in the body until the following day. Therefore, even the morning after Fasching activities, people should not drive their vehicles. Motorists are not authorized to drive with a face mask because their visibility and hearing can be impaired. If German Polizei stops a driver with a face mask on, they can charge a fine. Old trains, lake illuminations lure visitors to Eiswoog by Petra Lessoing 86th Airlift Wing Public Affairs
I
n both summer and winter, the Eiswoog lake near Ramsen lures many visitors. And on Saturday, organizers of the event “Eiswoog on flames,” expect around 5,000 guests to come witness as the lake is illuminated in bengal lights. During the event, there will also be musical entertainment, a fire show, food and beverages, and a torch ride on a special old train, called Stumpfwaldbahn, which travels in the upper Eistal valley near Ramsen. The torch rides will start at 5 p.m. and will transport passengers on an illuminated route between the train stations at Eiswoog lake and Bockbach valley. Next to both train stations and at the Seehaus Forelle restaurant, warm meals and drinks will be served. Hunting horn blowers will start playing at 6 p.m. near the camp fires. A group called Fire Inferno will present a fire show at 7:30 p.m. at Stumpfwald train station. The Donnersberger Drum Group will start at 8:15 p.m. to accompany visitors from the Eiswoog train station to the lake and back. At 8 p.m., the last train will take passengers from Bockbachtal train station to the Eiswoog train station, just in time for the highlight of the event: the bengal illumination of the lake at 8:45 p.m. “Eiswoog on Flame” will end at 9:45. p.m. The event location in the upper Eistal valley on county road L395 is between Ramsen and Enkenbach-Alsenborn. Shuttle trains can be boarded near the monument in Ramsen starting 3:40 p.m. (then every hour); in Alsenborn center at 3:53 p.m.; and at the Enkenbach train station at 3:58 p.m. They will ride every hour until 8 p.m. The Stumpfwaldbahn Train Association maintains old trains mines, quarries and lumber mills. Rides for tourists are offered on a special field railway between Eiswoog lake and Ramsen from May 1 to Oct. 3 on Sundays and German holidays. Having someone to provide motivation and tips to keep Airmen looking and feeling great is one way to achieve one’s fitness goals. Physical training leaders are trained to help Airmen get and stay healthy using physical training, nutrition and fun activities. “I believe that fitness is the key to having a successful Air Force,” said Tech. Sgt. Toriano Banks, 86th Comptroller Squadron financial analyst. “Motivating my co-workers to be more fit and healthy than they were is my favorite part of being a PTL.” The need for physical fitness knowledge is in high demand. Having the right PTL can make all the difference. “One of the nicknames my co-workers have given me is Sugar Shocker because I keep them up with their nutrition along with PT,” Banks said. “I try to help them understand exactly what they are eating and drinking and how it affects their bodies.” Before a PTL can give advice about exercising and nutrition, they have to be put to the test. An Airman who is selected or volunteers to become a PTL must attend an Air Force PTL training course. “The training course is one full day. It is a mixture of classroom instruction and hands-on physical training,” said Cesar Alvarez, 86th Aerospace Medical Squadron exercise physiologist. “The member must be certified in cardiopulmonary resuscitation/automatic external defibrillator per Air Force instruction, must have a passing physical fitness test of their own, and must be appointed in writing by their unit commander.” This class not only tests the Airman’s knowledge of physical fitness, but also allows the Air Force to get its most fit Airmen to guide and mold their peers to the highest physical status. “Sports nutrition, supplements and proper eating is a portion of the class taught by either the registered dietitian or diet technician,” Alvarez said. “The remainder of the class focuses on proper unit PT design, appropriate exercise selection, technique, periodization, injury prevention, modified PT for profiled members and resources available to the PTL and unit members.” Learning how to come up with exercises that help all ranges of physical ability is a major portion

Doing exercises that allow Airmen get to their top physical potential while not holding back others is key for a successful group workout session. “I come up with a schedule for each PT session,” Banks said. “I try to put time and energy into the scheduling so I can try to cater to their strengths and weaknesses.” Some PTLs have found adding group activities into their squadrons’ weekly physical training schedules fuses fun with a beneficial workout. “My squadron likes to play football,” Banks said. “I like to push them hard the first two PT days of the week and then give them a fun day on Fridays.” Adding these enjoyable activities, like volleyball and touch football, helps build squadron morale while giving Airmen a break from the normal vigorous exercises. “Now that my squadron has gotten larger, I’ve found that more members just means more motivation that I can give,” Banks said. Being in shape and staying healthy is a part of the Air Force core values each Airman should live by every day. Staying fit to fight shows an Airman is staying true to the Air Force core value of “excellence in all we do.” “Being in shape contributes to readiness,” said Chief Master Sgt. James Morris, 86th Airlift Wing command chief. “If you aren’t able to put your gear on then you won’t be able to complete your job.” For some Airmen, it might be a little tougher to stay in shape and achieve a passing physical fitness test.
“It’s the first thing that people quit doing when they get busy,” Morris said. “Once you quit working out for one day and then the next and the next, it gets harder to start again. If you make it part of your daily routine, even if it is just for 15 or 30 minutes, it becomes easier to keep doing and stay in shape.” Whether it’s lack of time or another cause, any Airman can look to his PTL for support to meet the standards that the Air Force has set. “The goal is to lead an appropriate and safe unit physical training program that is both dynamic and effective, so that members not only pass their physical fitness test, but maintain a healthy lifestyle,” Alvarez said. Being a PTL isn’t just for a specific rank or higher. Any enlisted member or officer who meets the qualifications can be a PTL. Airmen of all ranks helping their fellow Airman stay fit to fight, maintain readiness and preserve deployability is one of the main parts of the PTL program. “Any member who has the drive and passion to effectively lead, motivate and provide a quality and safe program … can become a PTL,” Alvarez said. “Being able to see improvement in the Airmen is one of my favorite parts of the program,” Banks said. “Seeing good PT scores go to excellent is always a plus.” For more information about the PTL qualification class offered at the health and wellness center, call 480-4292.
