700 CONS releases record-breaking contract Story & photo by Senior Airman Elizabeth Baker 86th Airlift Wing Public Affairs The 700th Contracting Squadron released its most substantial contract to date, totaling 425 million dollars, Jan. 15. The five-year contract covers a broad range of construction, maintenance and renovation projects for the Kaiserslautern Military Community, Spangdahlem Air Base and supporting installations throughout Germany. A majority of the projects will be residential and commercial See CONTRACT, Page 2

means faster delivery,” said Elizabeth Preston, 700th Contracting Squadron construction flight team lead. Preston says this expedited delivery enables air mobility and improves quality of life for military members and their families. The contract is a multiple award construction contract, or MACC. This means six contractors, selected through a competitive process, will bid for each project. Since the 700th CONS now has a

selected pool of contractors to work with, less time is spent on contractor decisions which can allow projects to begin sooner. The result? Personnel and families will see faster maintenance, renovation and construction around base. “The MACC is the true backbone of the KMC and Spangdahlem,” Preston said. “There will be a number of quality of life improvements that will be made possible by this contract. Some of the more complex construction projects

done under the MACC in the past include maintenance on airfield infrastructure, family housing, dorms, gyms, sports fields, playgrounds, Hercules Theater, PF Chang’s, Macaroni Grill and others.” Over time, the construction needs around the KMC and Spangdahlem have grown, Preston said. In order to accommodate that growth, the new MACC is three times larger than the previous one. This is the largest construction contract in U.S. Air Forces in

Citizens and tourists alike can also find mini brass plates chiseled into neighborhood sidewalks, weighted with the names of former Kaiserslautern residents who were deported and killed at concentration camps. Whether you’re walking to the mall or pushing your infant over the cobble-

stone, these brass ‘stumbling stones’ are just one way in which modern citizens aim to remember the millions of lives lost. In 2017, the former Foreign Minister, and now President of Germany, Frank-Walter Steinmeier stated, “The name Auschwitz and this day remind us of all the death camps and of the National Socialist persecution and killing machine – a terrible, unforgotten and ever-present chapter in the

by Staff Sgt. Nesha Humes Stanton 86th Airlift Wing Public Affairs Throughout Germany’s history, World War II particularly stands out for Americans. What many may not know are the steps Germans have made to make amends with their past. In 1985, parliament mandated that it is illegal to refute the Holocaust took place and, similar to more than 15 other countries, it’s a punishable offense. Additionally, since 1996, Jan. 27 is observed as a day of Remembrance for the Victims of National Socialism, where 6 million European-Jews were murdered from 1941-1945. The annual date of Jan. 27 was chosen because that was the day the Soviet army liberated Auschwitz-Birkenau extermination camp, where an estimated 1.1 million people were systematically killed due to their race, religion, ethnicity, sexual orientation or disability.

Memorials for victims can be found within the Kaiserslautern Military Community and beneath your feet as you stroll to the mall. One such memorial is the Kaiserslautern Synagogue. It was erected in 1886, and its MoorishByzantine features made it a memorable piece of architecture within the Palatinate region. Then, 52 years later the Nazi Regime destroyed the synagogue the summer prior to the Novembernights of broken glass called “Kristallnacht,” where thousands of Jewish homes and businesses were vandalized. This night marked a violent turn of the Third Reich’s power from prejudicial rhetoric to the Nazis’ aggressive measures of deportation and euthanasia which would culminate European-Jewish history as we know it. Every year, RheinlandPfalz residents gather around the partially-reconstructed memorial site to mourn the loss of their commu-

Europe – Air Forces Africa. The 700th CONS team also added contractors under the new MACC to accommodate the higher volume of construction projects. The squadron will begin awarding contracts within two weeks. Construction, maintenance and renovation will commence across the KMC and Spandahlem. Projects are designed to affect buildings in sections rather than all at once, resulting in minimal disruptions to the mission. history of our country. “We cannot change or undo what has occurred,” Steinmeier continued. “We do, however, have both a duty and an obligation to recall the ultimate betrayal of all civilized values that was the Shoah, to commemorate the victims, and to assume our present-day responsibility in this connection.” Approximately 25 other countries also commemorate the Holocaust on this day. While in the U.S., it’s known as Holocaust Remembrance Day, annually celebrated in late April. As service members and their families saunter through the “strassen,” it’s important to take a moment and recognize the hardships and contributions — both past and present. Elie Wiesel, a Holocaust survivor who fought for his life at Auschwitz and Buchenwald concentration camps, wrote in his memoir, “To forget would be not only dangerous but offensive; to forget the dead would be akin to killing them a second time.”

Intimacy defined: How to grow a strong relationship Jeffrey Bright Ramstein Family Advocacy Treatment Manager Intimacy is the foundation that bonds two people together in a relationship. Intimacy is the process of effective communication, emotional bonding, and meeting each other’s needs. Intimacy is what creates “the spark” and brings two people together; however the idea that we need to continue strengthening intimacy between us and our significant other can dissipate over time thus resulting in a hurtful or dissatisfied relationship. So what is the key to having strong intimacy between you and your partner? There are few foundational items that must be present in a strong, loving relationship: Paying Attention, Building Trust, and Sharing Yourself. Paying Attention – Paying attention to your partner helps to fulfill important core needs to feel adequate and accepted. Getting to know your partners likes and dislikes increases the emotional bond. Paying Attention includes listening to your partner. Taking time to listen to their dreams, their struggles, to what matters to them in the present day. Paying attention does not include criticism, judgements, nor name calling. It 100 percent involves looking at your partner as a valued human being and recognizing their strengths and talents. It takes work to be around YOU all of the time. Acknowledge the work that your partner is doing to pay attention to you. Paying attention involves giving compliments, thinking of your partner before acting, and going out of your way to brighten their day. Building Trust – This is one thing that we easily give at the beginning of a relationship. Our past can create some difficulties for us to trust, but for most of us when we are infatuated with someone, we give our trust very easily. Trust can also be broken and taken away as easily as it is given. Once the trust is broken, it can be repaired, but it can be a difficult and long journey. Every relationship has times of mistrust; however, it is continual work at building and maintaining trust that is important. Trust involves open communication with your

partner about what you need and what your hope is that they will do for you (in a respectful manner, of course). Trust is being fully present with the person that is struggling with feeling alone. Actions speak louder than words; it’s great to tell your partner that you care for them, but showing them that you care solidifies the bond. Being open about who you interact with and what you do when apart from each other builds trust. Your typical day events may be of great interest to your partner when apart. Sharing Yourself – It involves sharing your hopes, fears, and thoughts with your partner. When we do not share our thoughts and feelings with our partner, it may lead to assumptions. Assumptions are the results of our own perceptions and biases. When two people come together, you are joining two different life stories and perceptions. It’s ok if those two stories are not alike; most likely they will be very different. Sharing our life experiences, how we were raised, and our hope for the future will intertwine your two stories to create a common story or bond that will carry you into the future. When conflict arises, share your thoughts and feelings using the phrase “I feel _____ when _____. My hope is that _____”. This simple phrase can foster the close bond that you have worked hard to create. Paying attention, building trust, and sharing yourself takes constant work. The words you speak and the action you take describes how well you do these three things. There are more intricacies that can be helpful to strengthen your emotional bond. We hope that you will join us on Feb. 10 to learn more ways to strengthen your relationship. A positive, strong relationship is not something that is just given to you. Deepen your relationship, call today to RSVP your spot for the upcoming “Strengthening Relationships” class held at Family Advocacy, Bldg. 2123, Feb. 10, 10 a.m. to noon. 06371-46-2370 or DNS 479-2370. Seeking Mentorship by Tech. Sgt. Jocelyn A. Ford 86th Airlift Wing Public Affairs The Kaiserslautern Military Community offers a multitude of opportunities for personal and professional development. Opportunities are readily found at every turn. Mentor is a word heard daily around the Air Force, and the KMC is overflowing with individuals eager to share their knowledge and experience with anyone who is in need of advice or guidance. Private organizations are at every peer group within the KMC, as well as each of our mission partners individually, to include the First Four, 5/6, Top 3, First Sergeants Council and Chief ’s Group. Each offer the opportunity for mentorship at every general membership meeting, but that’s not the only place to find a mentor. “You also have mentors in work sections, flights, squadrons, events, chaplains and the list goes on,” said U.S. Air Force Tech. Sgt. Jamie Kopp, 86th Maintenance Squadron nondestructive inspection noncommissioned officer-in-charge and 5/6 vice president. “Every corner you turn, there is someone willing to help you become the best version of yourself.” Staff Sgt. Melissa Edwards, 24th Intelligence Squadron threat analysis

technician, attends events regularly in search for more mentors. She picked up a flyer in her dorm when she first arrived here and has attended the monthly Let’s Connect meetings ever since. “I was an A1C when I first started out, and now I’m a staff sergeant.” Edwards said. “They’ve been mentoring me for a long time.” Even though she has found mentors within the Let’s Connect community, Edwards continues her search. “I’m always looking for those mentors and people that can help me,” Edwards said. “I plan on doing 20 years so I feel like the more people I get to know, the more examples I have. Even if it’s what to do or what not to do, it’s all beneficial in some way shape or form.” January is known as National Mentoring Month. In the KMC, every day is recognized as an opportunity for mentorship. If you’re struggling, reach out or get involved. If you have a unique story, tell it; someone else may need to hear exactly what you have to say. Individuals seeking mentorship can attend Let’s Connect luncheons on the second Tuesday of every month at 11:30 a.m. in the Kaiserslautern Military Community Center’s multipurpose room.

Attendees discuss their vision for 2020 during the monthly Let’s Connect session at the Kaiserslautern Military Community Center, Ramstein Air Base, Jan. 14. Let’s Connect is run by a group of female senior noncommissioned officers within the KMC, providing monthly lunch-and-learn opportunities for all genders, services and ranks, to include civilians.

Glaucoma Awareness Month: Understanding the risk

Army tax assistance changing by Mark Christensen 21st TSC Chief of Client Services

by Senior Airman Kristof J. Rixmann 86th Airlift Wing Public Affairs January is Glaucoma Awareness Month. The National Eye Institute states glaucoma is the leading cause of preventable blindness, and most individuals are unaware they have the disease. There is no cure for glaucoma so early detection and treatment is critical to limit any extent of damage. Warning signs of glaucoma include loss of peripheral vision, vision loss, redness in the eye, eyes that appear hazy or cloudy, and pain in the eye or head. If these symptoms are being caused by glaucoma, the disease is past an early stage and damage is being inflicted. Getting a comprehensive dilated eye exam is the best way to protect your vision from this degenerative eye disease and others. While anyone can get glaucoma, some are more at risk than others. According to the National Eye Institute, high-risk

groups for the disease include people of African, Hispanic or Asian descent. Other high-risk groups include anyone over the age of 60, individuals who are extremely near-sighted, or if they have a history of diabetes in their family. Even if an individual does not belong to a high-risk group, it is recommended that individuals receive a comprehensive dilated eye exam by the age of 40 to catch glaucoma or other eye diseases early on. While glaucoma is a disqualifying condition prior to enlistment, servicemembers who get the disease while they’re in the service generally continue their service for years after the diagnosis — on average, about 4.5 years. Swift medical treatment allows affected Airmen to continue their line of work with little interruption. For more information, or to schedule an appointment for a comprehensive dilated eye exam, call the Ramstein Air Base medical clinic at DSN 479-2273 or commercial 06361 462273.

As the Army continues to transition on many levels, the focus on tax return preparation has changed from the full-service tax centers many Army installations have offered in the past, to online tax preparation services available to military members, as well as self-preparation products and services available to retirees, and civilian employees stationed overseas. Historically, tax centers in USAREUR have been staffed by special duty Soldiers (borrowed military manpower). As the Army focuses more and more on maintaining combat readiness, the trade-offs inherent in tasking Soldiers to work outside of their military occupational specialties for extended periods of time are hard to justify in light of the wide spread availability of tax preparation software. This is especially true following the recent simplification of many aspects of the Internal Revenue Code by the Tax Cuts and Jobs Act. As a result, the Army will not operate a full service tax center in the Kaiserslautern Military Community during the upcoming 2020 tax filing season for 2019 tax returns. Taxpayers are reminded that filing a complete and accurate tax return is the responsibility of the taxpayer, and you are encouraged to take stock of your situation and decide the best path for you. Individuals eligible for Army Legal Assistance remain eligible for tax assistance, however the tax assistance will not include preparation and filing of state and federal tax returns. Taxpayers who feel they are able to self-prepare their return can use the following IRS website: https:// www.irs.gov/filing/free-file-do-yourfederal-taxes-for-free. Taxpayers with income below 66,000 dollars who require commonly used forms can

use this site to prepare and e-file their IRS and state tax return. The website says that state return preparation and e-file is free, but some fees may apply. Taxpayers with income over 66,000 dollars who know how to prepare a tax return can use the same website to prepare and submit their IRS return. The IRS does not offer a state tax return option for taxpayers with income over 66,000 dollars. Active duty military members can use the free tax preparation and filing service offered by Military One Source at https://www.militaryonesource.mil/. Military One Source has tax consultants available to answer questions. Most active duty military members can use this state and federal tax filing resources without extensive tax knowledge. TurboTax Military offers a free state and federal tax return preparation and filing service for active duty military E-1 through E-5 at their website: https://turbotax.intuit.com/personaltaxes/online/military-edition.jsp. TaxSlayer offers free federal tax filing for active duty military (state returns may cost a fee) at their website: https://www.taxslayer.com/products/ taxslayer-military. There are multiple commercial options available for filing state and federal tax returns. Programs can be purchased for self-preparation, or taxpayers can pay commercial preparers to prepare and file their return. Taxpayers should assess their own abilities to self-prepare a return, the complexity of their tax situation, the cost associated with the purchase of tax preparation software or services, and their willingness to manage any complex situations. Taxpayers should contact their local Army Legal Assistance Office for more information about tax filing obligations, due dates, specific information about overseas tax situations.

Vehicle mechanics keep Army rolling throughout European theater Story & photos by Pvt. Katelyn Myers 21st Theater Sustainment Command Warm air carrying the smell of used motor oil and grease circulated through the open bay of the mechanic shop. While one mechanic combed through the colored tangle of wires exposed under the vehicle’s dashboard, another mechanic scanned the various hoses and tubes under the hood of their assigned vehicle. U.S. Army Master Sgt. Ryan Thiers, battalion maintenance sergeant for Special Troops Battalion, 21st Theater Sustainment Command, works with the mechanics on their basic skills and assists with all inquiries. Troubleshooting vehicles can take days to complete but with help from other knowledgeable soldiers, it will help ensure their assigned vehicles are mission capable promptly. “What I enjoy most is figuring out what is wrong with the vehicle,” Thiers said. “It’s a reward for all the painstaking hours of troubleshooting and figuring out what the problem is, fixing it, and then it rolls out of the bay.” Thiers, originally from Texas, joined the Army right out of high school in 2003 as a wheeled vehicle mechanic. With 16 years of experience, perfecting the craft comes in handy when having to troubleshoot the variety of vehicles they are assigned to, Thiers said. “There are numerous reasons why a vehicle may not be working, and it is the mechanic’s job to figure out whether it is an electrical, hydraulic or a pneumatic issue,” Thiers said. “You have so many panels with relays and circuit breakers that all control different functions of the vehicle, and it’s time consuming to troubleshoot that.” Mechanics may spend eight hours a day or more, over two or three days just troubleshooting a vehicle and checking for voltage on multiple wires or circuit breakers. U.S. Army Spc. Stiven Rosales joined the Army with some previous experience working on vehicles and he expressed how different it is compared to working on Army vehicles. “The thing with military vehicles is, to figure out what is wrong you have to go through a whole procedure to see what’s wrong with it,” Rosales said. “It is a much simpler process on the civilian side. There is a computer that can be plugged into POVs and tell you what is wrong.” Rosales, from Texas, joined the Army when he was 22 and wanted to join since he was young. When he joined in 2014 he was excited that he initially got wheeled vehicle mechanic

because he had prior experience working with vehicles. He had no idea how different it would be working on a variety of different military vehicles. “When you attach to a different unit, let’s say a field artillery unit, where you have tanks, paladins, different tracked vehicles, most of the time you end up cross-training with them and learning the job,” Rosales said. “Even though you’re attached to these units, vehicles need a lot of maintenance, so you learn their job also because, in the end, it’s a team effort.” Thiers said it’s not uncommon for mechanics to work on vehicles outside their scope of practice throughout their military careers. “You might be a stryker mechanic or a tank mechanic but guess what, you’re probably going to work on some wheeled vehicles as well,” Thiers said. “Or vice versa, it just depends on how many mechanics we have in the shop and how much equipment is down.” The hours that the mechanics put into troubleshooting, fixing and maintaining military vehicles aids in mission readiness, and sometimes mechanics do not leave until the job is done, Rosales said. “Without vehicles a lot of missions would not be able to be accomplished like artillery, troop transportation and supplies,” Rosales said. “Mechanics are the backbone of mobility and the ones that make it happen to keep things moving.”

U.S. Army Pvt. Cole Herdendorf, a wheeled vehicle mechanic assigned to 21st Theater Sustainment Command, examines underneath the hood of an Army cargo truck. Herdendorf is responsible for conducting routine maintenance which includes troubleshooting, replacing and repairing parts, and maintaining vehicles to insure vehicles are mission ready.

The medal was awarded to retired U.S. Army Master Sgt. Leroy Petry for his actions in Afghanistan in 2008. Operation Proper Exit and the Troops First Foundation brought Petry and several other wounded warriors to Ramstein to visit the 86th AES, the squadron that medically evacuated them from Iraq and Afghanistan to Landstuhl Regional Medical Center.

While assigned to the 75th Ranger Regiment, Petry suffered combat wounds, including a gunshot to his thighs and an enemy grenade explosion in-hand. Petry is currently working as a military liaison for Troops First Foundation, is the vice president of the Medal of Honor Society, and an ambassador for the president of the United States executive order for suicide prevention.

USAG RP takes half of IMCOM-Europe fire services awards Story & photos by Keith Pannell U.S. Army Garrison Rheinland-Pfalz Public Affairs The U.S. Army Garrison Rheinland-Pfalz Directorate of Emergency Services took half the awards handed out in the Installation Management Command-Europe 2019 Department of Defense Fire and Emergency Services Award competition. The garrison won the Fire Department of the Year-Large category; Civilian Fire Officer of the Year was awarded to Michael Hill, Germersheim Army Depot; Fire Service Dispatcher of the Year was awarded to Alisha Braun of Rhine Ordinance Barracks; Fire Service Inspector of the Year went to Mario Hoinigg, Sembach Kaserne; and Emergency Medical Services Provider of the Year was awarded to Thomas Heinrich at Miesau Army Depot. “Our department is successful because of our people. The department’s leaders, fire inspectors, and firefighters focus their efforts on Army Readiness and support of the mission. That translates into a positive impact on the community, our Soldiers, and Army families. It’s a true team effort that requires everyone’s

commitment,” said Marshall Fiedler, garrison fire chief. Six of the 29 sites within the garrison have fire stations: Kleber Kaserne, Baumholder Military Community, Sembach Kaserne, Germersheim Army Depot, Miesau Ammunition Depot and Coleman Work Site. Hill has four major duties as an officer at the Germersheim Army Depot fire station. He is the assistant fire chief at GAD, the environmental officer for the site, along with the head of the National Fire and Safety Association and is the safety officer for the entire site. “I sure was surprised! I couldn’t be more proud of this award,” he said. “It’s not just me. There are many people I work with who help me out and made this award pos-

sible for me. I was lucky to be chosen.” Braun has been a garrison dispatcher for two years, averages about one emergency call a day and handled more than 100 translation calls in 2019. However, she says she was surprised to be nominated as dispatcher of the year and thought it would end there. “It’s amazing to win. It’s a great feeling,” Braun said. “I did a lot of certifications this year and worked hard on training. Our head of dispatch and, of course, the chief, have been great in helping me succeed.” Heinrich is no stranger to winning IMCOMlevel awards. He was named Firefighter of the Year in 2008. Since then, he’s become a station captain at Miesau and revamped the emergency medical technician training program and is re-training the entire garrison 300-member host nation emergency responder corps. “It’s a great honor to win this award,” Heinrich said. “Every patient our EMTs have been called to, no matter their injuries, is still alive and that’s honestly better than any award.” As a fire inspector and fire prevention officer, Hoinigg spends his workday making sure garrison employees, and the facilities they work in, are up to standard. So, he freely admits many don’t necessarily like to see him come into their workspace. But, he said he tries to put people at ease with humor. “My job is working with different people every day. The thing I enjoy most is working with the kids at the schools and the child development center,” he said. “I just do my job, I’m very surprised I was nominated and I’m even more surprised I won! Going up against other firefighters in the IMCOM DES competition is like competing against brothers.” According to Fiedler, the USAG RP Fire Department is one of the largest departments in the Army, with 300 employees. He said it’s also one of the youngest. “By no means are we per-

fect, but we’re working hard to move forward through continuous improvement to meet the many challenges brought on by transformation within the garrison and across Europe,” Fiedler said. “But, a win for one of us is a win for all of us.” Fiedler added that much of the credit goes to the DES and garrison leadership for the support and guidance which has been “immeasurably important” to the progress of the fire department. “Our firefighters are the best. They set the bar high

in everything they do, and these awards are a testament to their hard work,” said Col. Jason Edwards, USAG RP commander. “Having skilled emergency responders like this on our team, U.S. and local national, enables us to be the Army’s premier Strategic Readiness Platform overseas. To also be named the best large fire department speaks highly of their teamwork and that of our entire Directorate of Emergency Services. I congratulate them all on a job well done.”

10th AAMDC hosts EIAMDC

Story & photo by Capt. Robert N. Durr 10th Army Air & Missile Defense Command Public Affairs The 10th Army Air and Missile Defense Command hosted the European Integrated Air and Missile Defense Conference at NATO Allied Air Command Headquarters at Ramstein Air Base, Jan. 14-15. The event brought together 17 NATO organizations, Allies and partners to exchange views on the current air defense operating environment. The 10th AAMDC Commanding General, Brig.

Gen. Gregory Brady, said the European theater faces astounding and complex air and missile threats. “We’ve got to work together closely because a threat has evolved that requires concerted and collective effort if we are going to commit to a truly collective defense,” Brady said. As the 10th AAMDC moves forward the unit is setting the stage to begin the establishment of a forward presence with an additional ADA brigade Brady said. “You will see some of the investments the U.S. Army has made in AMD in the European theater,” Brady

said. “The air defense artillery brigade is our key to integrator for the interoperability and integration at our tactical units,” Brady said. “But just as we have increased our air defense capability and capacity, I know all the nations here represented are heavily investing in their air defense forces.” The EIAMDC provided participating Allies and partners a forum to discuss ways to develop a more holistic approach to IAMD in Europe and identify exercises and venues to test new IAMD concepts, capabilities, and procedures. “We’ve got to work to

develop an architecture, procedures, tactics and the material to bring our myriad of systems and capabilities together in order to create a robust and multi-layered defense against a tough, complex and evolving threat set,” Brady said. “This is going to require boldness, creativity, open minds and a free exchange of ideas.” The event was intended to begin a lasting dialogue on emerging policy, capability, and procedural requirements for Integrated Air and Missile Defense in Europe. As air defense in Europe is becoming more robust than it has been in decades, Brady

said as a whole we must move towards a more holistic conception of integrated air and missile defense. “Ballistic missiles continue to present a challenging problem but the threat environment has been made all the more dynamic by the proliferation of cruise missiles, sophisticated, maneuverable ones and by the unmanned aerial systems of all threats,” Brady said. “I am looking forward to become better acquainted and working more closely with all the air defense professionals in this room and your organizations in which you represent.”

USAFE-AFAFRICA A1 Force Development Malawi Airmen from U.S. Air Forces Africa conducted force development training with the Malawian Air Force, Jan. 13-17, in Malawi. Force development training such as this provides an opportunity for the U.S. Air Force to enhance relations, share ideas and build partnership capability in the region. “This is a very important partnership for us and right now the force development program is helping us lay the foundation of the Malawian air force, said Maj. Gen. Andrew Lapken Namathanga, Commander, Malawi air force. “I am very excited because the establishment of the force development program here three years ago has brought a foundation during the transi-

tion period for the development of our air force. It is through the program that the Malawian air force airmen are becoming knowledgeable on how an air force functions. Now, our airmen are all equipped with air knowledge and able to execute roles and functions in our air force because of this program.” Since 2018 the USAFEAFAFRICA Manpower, Personnel and Services Directorate, Force Development team, has been coming to Malawi to partner with the Malawian air force to provide them with tools to build, sustain and stand-up an independent air force. Up until August 2019, the Malawian air force was not a separate service within the Malawian defense force. Since that time, the newly separate service has expressed continued partnership with the U.S. Air Force resulting in events like this.

“This program gives us a chance to share ideas, how to meet current threats and various challenges in terms of human resources, said Mr. Noel Fachi, program manager, USAFE-AFAFRICA Force Development. “Our program brings our partner nations together to try and solve African problems. By providing frameworks for how to address most of these challenges, we bring partners together to collaborate, share ideas and come up with solutions to answer those challenges.” One unique element about the force development program is its low cost but lasting ability

to have a huge impact, according to Fachi. He highlighted the fact that because of their program, they are able to conduct engagements with countries in Africa more frequently throughout the year. This leads to creating trusted partnerships with those countries and ultimately leads to greater interoperability with our partners across Africa. Fachi also highlighted how the Malawian air force has been an eager and excited partner to work with over the last few years. “To have an air chief and a deputy air chief sit in every single event when we have been

here, day in and day out, it shows you how serious they are,” said Fachi. “They have empowered their airmen.” The majority of events during the week revolved around the sharing of ideas related to the U.S. Air Force’s Deployment Transition Center, located at Ramstein Air Base. The Malawian air force routinely deploys to the Democratic Republic of Congo and expressed interest in developing their own deployment transition center for their airmen returning from deployments. “I think it is imperative to have our own center because currently we do not have one within the Malawian defense force and we have seen the effects of the experiences the troops are facing in the mission area,” says Namathanga. During the week, members from the U.S. Air Force Deployment Transition Center shared how the U.S. executes their program to help integrate Airmen back from a deployment into their home station environment. They provided the Malawian air force with recommendations on ways they could establish their own program to assist their own airmen who come home from deployments. The week concluded with an event where the Malawian and U.S. Air Force came together to thank each other for the opportunities over the course of the week to learn from each other. Namathanga concluded by thanking the U.S. Air Force for their role as their country transitions to an independent air force. He is excited to see where their air force will go in the future because of the tools the U.S. shared with them to build a foundation to succeed from. KAISERSLAUTERN

CELEBRATION OF LIFE by Jarrett Simpkins Department of Defense Education Activity It is with deep regret we share the loss of one of our own. On the evening of Dec. 15, 2019, Noreen Mantini passed away following a tough battle with cancer surrounded by family. An educator with DoDEA for almost 40 years in Baumholder and Ramstein school communities and school counselor at the Ramstein Intermediate School for over 15 years, Noreen touched the lives of countless students and families. Born in Pennsylvania, she was a true life-long learner, earning her Master’s degree and fluently speaking four languages while always ready to learn more. She worked initially as a gifted education teacher, then counselor in the Baumholder and Ramstein schools, supporting military communities. Throughout her career, she was a passionate supporter of military-connected students and parents. Married to Terry Arbuckle, they raised three daughters who also attended DoDEA

schools. As she easily talked with everyone, Noreen touched the lives of many people positively and will be greatly missed. Noreen was an amazingly talented, professional, and kind lady with a zest for life, beautiful inside and out. Known for her kindness and compassion, Noreen’s work in spearheading Unity Day at our school was instrumental in this becoming an annual event to highlight kindness, acceptance, and inclusion. RIS became a sea of orange, with all joining together against bullying in song, words, and actions. Career Day is another

event Noreen was known for in the Ramstein Community as she reached out to everyone she met who had a skill or gift to share with students (whether they realized it or not!) With this annual event Noreen was an advocate for all children and ardent supporter of RIS with everyone she met. Noreen was passionate about working with students of deployed parents through K4K. The annual Mock Deployment day was an event looked forward to by all – the students and the volunteers alike! She helped students understand how to navigate life. Ms.

“In my heart is a

memory and there you’ll always be”

Mantini put RIS Jaguars first in all that she did. A marvelous influence in the lives of everyone she met and inspiration for many, Noreen made a positive difference every day. Her work with children showed true caring while skillfully guiding each student to better behaviors and choices (often using bubbles!) while working respectfully with parents to explain and show understanding. It has been said she never made an enemy, showing kindness and a great sense of humor with her colleagues. Noreen was known to encourage peers “I appreciate you” and remind adults and children alike “You’ve got this,” helping all rise up to new opportunities. She supported people when faced with sadness, that “tears showed that you cared and loved.” When asked how it was possible to keep smiling when times were tough, Noreen would respond “why stop smiling?” Her legacy will be one of compassion and love. Our world has lost an amazing gem.

Fall housing survey ends, emphasis continues

U.S. Army Garrison Rheinland-Pfalz personnel gather for a meeting before going door-to-door in Baumholder Military Community housing areas to promote participation in the 2019 Fall Army Housing Resident Satisfaction Survey Dec. 13, 2019. The survey wrapped up with an overall participation rate of just over 25 percent. Courtesy photo

by Erinn Burgess Installation Mangement Command Europe U.S. Army Garrison RheinlandPfalz wrapped up the 2019 Fall Army Housing Resident Satisfaction Survey in December 2019 with an overall participation rate of just over 25 percent. Results of the Army-contracted survey are expected to be released soon, but the work isn’t finished — lessons learned from 2019 survey efforts will be put to use soon as the Army is expected to conduct two more surveys in 2020. “The surveys are happening more frequently because the Army is listening,” said Col. Jason Edwards, garrison commander. “Your feedback is being used every six months to determine if the Army’s efforts are lining up with your needs. That’s why it’s important to continue the emphasis on participation — because your voices are shaping efforts in real time.” In an effort to maximize survey participation, the commander went door-to-door in Baumholder housing

areas along with Command Sgt. Maj. Brett Waterhouse, Deputy Garrison Commander Dr. Kevin Griess and a team of Army professionals from the Directorate of Public Works. The face-to-face interaction with families during the final two days of the survey helped bring the final participation level up nearly 8 percent compared to the spring 2019 survey participation rate of 17.5 percent. Baumholder Housing Customer Service Chief Charm Sutton said the housing office identified a couple factors that hindered survey participation. “The survey itself is not mandatory — while we have various agencies promoting the survey and participation, to include our garrison commander physically going door-todoor, it’s not mandatory,” she said. “So, what you see with that is the people who are satisfied don’t really participate, and on the other end of the spectrum, the people who are deeply dissatisfied don’t feel like their voice or opinion matters, so they

often don’t participate either.” But, she argued, those voices absolutely do matter. “If you really want to improve the quality of living at your installation, you have to communicate what you want and need,” she said. “These surveys that are being conducted by the Department of the Army help determine where actual tax dollars are going in your community — you have to let them know. They need to know, and that’s why they’re asking you.” Another roadblock to survey participation was residents not receiving the survey email, which is sent by a third-party associate. Sutton said the Baumholder Housing Office have vetted all residents’ email addresses, personal and official, so the next survey period shouldn’t see the same issue. Still, she recommended that residents reach out to the housing office if they know it’s survey time and they haven’t received an email within the first few days of the survey’s launch. And although roughly a quarter of Baumholder’s housing residents

just responded to the recent survey, Edwards said they shouldn’t feel discouraged to take it again when it comes back around in the spring. “We don’t just want your feedback one time — we want it to be continuous. We want to hear what’s working, and what’s not,” Edwards said. “If the situation or your sentiment has changed, whether good or bad, we want to hear about it. The survey is an opportunity to voice that. Even if you’re brand new to the community, give us your first impression and then tell us how it changes over time by participating in the surveys.” “At the local level, resources restrict how much we can alter the environment. For big changes and lasting impacts, we need support from the top — and that’s why the Army housing surveys matter,” he emphasized. Information about the next Army housing survey will be released in the coming months. In the meantime, residents can reach out to the Baumholder Housing Office any time at 0611-143-531-2978.

GARMISCH-PARTENKIRCHEN AN ALPINE ADVENTURE

Story courtesy of MilitaryInGermany.com Located in the heart of the Bavarian State, Garmisch-Partenkirchen is one of the must-see destinations that should be on your itinerary whilst based in Germany. The town has a long history of association with the American Military (the Marshall Center and Edelweiß Lodge are both based there), which means you can expect a very warm Bavarian welcome when you visit.

Photo by Dontsov Evgeny / Shutterstock.com

History For hundreds of years, Garmisch town towards the west was fundamentally separate from Partenkirchen town towards the east. Essentially, Partenkirchen evolved from Partanum, a Roman town lying on the Venice-Augsburg trade route with its first mention in history around 15 A.D. In fact, the main street of Partenkirchen, Ludwigsstrasse, follows the original road created by Romans. About 800 years later, Garmisch came into the picture as the German District

or Germaneskau, indicating that the Teutonic tribe might have settled towards the valley’s west, but it’s not until the 20th Century that the two separate towns would be connected as one. The discovery of the New World or the Americas just before the 16th century made shipping the main thing and overland trade suffered a sharp decline. For Garmisch and neighbouring Partenkirchen, the region was plunged into hundreds of years of economic depression as much as the floor of the valley was hard to farm due to being swampy. Lynxes, wolves and bears were constantly threatening livestock and the region was plagued with periodic epidemics such as bubonic plague outbreaks. As the fortunes of the area were affected by crop failure and disease, witch hunting grew out of the engulfing misery and notable witch hunts, trials and barbaric executions followed between 1589 and 1596. In fact, 10 percent of the GarmischPartenkirchen population at the time or 63 people to be precise, were either garroted or burned alive. A gruesome history indeed! The Winter Olympics of 1936 Both Garmisch and Partenkirchen remained very separate right until that time when Adolf Hitler entered the scene and forced the mayors of the regions in 1935 to combine their two respective markets in anticipation of the forthcoming Winter Olympic

games of 1936. Garmisch-Partenkirchen is famously remembered for hosting the Winter Olympic Games of 1936 where for the first time in history, alpine skiing was featured. Today, lots of alpine and Nordic world cup ski tournaments are held in the region, mostly on the Kandahar Olympic run situated on the Alpspitze mountain. Every New Year’s Day in Garmisch-Partenkirchen there is a ski jump competition within the Four Hills Tournament. It goes without saying that over the years Garmisch-Partenkirchen has always been favored as the top holiday spot in Germany when it comes to hiking, snowboarding and skiing as a result of the region’s great skiing areas, especially the Zugspitze and the Classic Area (Hausberg and Alpspitze Mountains). Zugspitze

Photo by Noppasin Wongchum / Shutterstock.com

At 2,962 meters, the Zugspitze is Germany’s highest mountain and reaching the top requires the use of a

number of lifts or the funicular railway. The border with Austria runs right across the peak and it is possible to go up from Germany, and descend using another cable car to end up in a nearby town across the border in Austria. To enjoy the visit to the top, plan to do it on a clear day otherwise you could end up with zero visibility. The skiing on Zugpsitze is fantastic on a good day and there are very few queues for the lifts. There are two blue learning slopes but no actually nursery slopes so it’s best to be able to do some basic snow ploughing before heading up here to progress. Zugspitze is a glacier which means you can ski on it quite early until fairly late in the season, but it is equally beautiful to visit during the summer too. There are a number of summer hiking trails that lead to the top (the last part is actually a more like a technical climb so many people take a short cable car for this bit). To enjoy the thrill of going up the tallest peak in German, prepare for a two day hike to reach the summit. There are basic lodgings and food on a number of trails but its important to book in advance and carry your own sleeping bags etc. Climbing and hiking this summit is an attraction that draws tourists from around the world to Zugspitze. CHACARERO CHILEAN INTRODUCING: STEAKHOUSE The Taste of South America

Inspired by traveling the world, gathering international dining experience, tasting all varieties of food, herbs and spices, Harry and Andrea decided to create a place of their own: Chacarero Chilean Steakhouse. The restaurant opened in the summer of 2016 in Kaiserslautern, Einsiedlerhof. If you’re looking for a relaxing, family-friendly atmosphere, good service and high-quality, tasty food, then Chacarero will not disappoint. Its meaning: Chacarero is one of the most popular Chilean sandwiches consisting of a fresh bread roll filled with pieces of strip steak, green beans, tomato slices, and hot chilli peppers. The name of the sandwich is derived from the Spanish word chacra, meaning farm or ranch, referring to the vegetables which are a key component of the sandwich. Which you can find on their menu, of course! Speaking of vegetables, the owners travel to France to harvest handpicked vegetables for maximum flavor that you can really taste. They source only from a few select suppliers, who provide the freshest ingredients from the South of Europe so you get the best farm-to-table flavor possible. The owners are proud to have created a real South American experience for you. The menu is simple, but no less tasty. They focus on what they

know best: meat! Andrea is originally from Chile and therefore knows what the food should taste like and puts time and effort in to cooking it to perfection for you. Harry has become the grill master and takes his beef very seriously, inspired by techniques from Chile, Uruguay and Argentina. For instance, slow grilling on low temperatures for a longer period of time transfers even the leanest of grass-fed meat into tender and delicious beauties. You will notice their attention to detail, combining fine flavors from all over the world, using prime quality beef from Argentina to bring fine-dining to the KMC. Other homemade Chilean treats you can find on the menu are Empanadas or Sopaipillas. These are warm wheat flour pockets stuffed with different fillings like beef or chicken, cheese or pumpkin, along with fresh herbs and spices and it comes with “Salsa Andrea”, homemade salsa in mild, spicy or very spicy. You can also choose from a variety of salads or freshly grilled salmon. The side dishes include French fries, sweet potato fries, sautéed potatoes or rice, all to enjoy with various homemade dips (or the regular ketchup, mayo and mustard if you wish). The kids will appreciate their mini steak or chicken nuggets with their choice of side and a drink for less

than € 10. “Pan de casa”, Andrea’s homemade bread, along with her salsa, is served to you while you wait for your order. If you like wine, their fine selection of wines from Chile will round off your meal — feel free to ask the server for the perfect pair. And last, but not least: Dessert! Churros, sweet Sopaipillas, ice cream and various coffee specialties await you. Join Andrea, Harry and their team in the good life. It’s time to sit back, relax and enjoy your escape to South America!
