by Kelly Sanders 86th Airlift Wing Public Affairs Kaiserslautern Military Community students and educators started the year in a familiar place: at home. With COVID-19 cases on the rise across Germany, both host nation and Department of Defense Education Activity schools transitioned back to remote learning after a brief period of in-person instruction in fall 2020. Remote learning is projected to last through this month, pending any updates from German officials. With the first few weeks of

remote learning underway, Steven Sanchez, DODEA East District superintendent, and Col. Robert Thompson, 86th Airlift Wing Mission Support Group commander, discussed base schools and child care during a Virtual Town Hall Jan. 14. “We have a lot of families in the area who weren’t here for the first lockdown to see what an extended period of virtual learning looks like,” said Thompson. Knowing this fueled his desire to address questions about schools and child care. Sanchez noted that remote learning has improved greatly in

due to lessons learned along the way. “Keep in mind last spring, none of this had done [remote learning] before…we really learned as we went along,” Sanchez said. Germany’s initial lockdown last spring gave DODEA educators a matter of days to pivot lesson plans and transition to remote learning. “This time we’ve been prepared,” said Sanchez. “We learned a lot since then and our instruction is even better than it was in the spring.” See TOWN HALL, Page 2

GACO helps Americans adjust to life in Germany by Elke Sittel 86th Airlift Wing Public Affairs Office New to Germany with lots of questions and you don’t know where to go for answers? There’s an office for that. The German-American Community Office is a free service for all citizens and residents in the area. It’s designed to help with things like understanding German policies, cultural matters, traffic issues, translation support, recreation information, and more. The GACO’s bilingual team has answered more than 40,000 customer inquiries over the past 18 years. Most subjects deal with administrative matters such as how and where to obtain an international driver’s license, getting married or retiring in Germany, visa-related issues, assistance with waste management and recycling regulations, and pet importation TOWN HALL from Page 1 Part of what helped improve remote learning was feedback from parents and educators. DODEA surveyed parents at multiple times to gather input on how to improve processes, schedules and instruction. “[Additionally] we virtually brought together 125 teachers

rules. The office also provides linguistic support to help translate documents, bills, letters and other correspondence for both Americans and Germans. More recently, the office has answered many questions from Americans about the health measures and coronavirus restrictions that apply in Rheinland-Pfalz. No matter what your concern or question is, the GACO can usually point you in the right direction. The staff includes representatives from Ramstein Air Base, the U.S. Army Garrison RheinlandPfalz and the Kaiserslautern city administration, making it the only facility of its kind in the world. The team takes pride in helping military members, civilian employees and their families integrate into the local German community. The staff has developed an extensive network of contacts within the local government, busi-

nesses and service providers, and associations and nonprofit organizations such as the “Welcome to Rheinland-Pfalz” (WIR!) initiative. The WIR!-program is sponsored by the Rheinland-Pfalz state government to help Americans adjust to life in Germany, and it’s an important cooperation partner for the GACO. The office is located at Lauterstr. 2, 67657 Kaiserslautern, across the street from the Kaiserslautern city hall. Although the office is closed to walk-ins due to the pandemic, individuals may make an appointment to get personal assistance with urgent matters. Contact staff members with questions or to request an appointment via e-mail at info@gaco-kl.de or call 0631363-3010. Once operations return to normal, the GACO’s door will be open again to all citizens. In future KA newspapers, look for the “GACO Corner” that we

from around our district to talk about best practices in teaching, assessment, grading and providing social and emotional health for our kids,” continued Sanchez. “[This] created a best practices which we’ve shared with our schools. That’s one of the reasons our remote instruction is off to such a good start.” Several parents commented

with kudos saying that teachers are “doing an amazing job” and expressed gratitude toward the community in general for managing so well during difficult times. Some viewers asked about the future of sports now that school is remote. Sanchez said DODEA is looking to provide as many athletic and extracurricular options to students as possible.

plan to publish on a regular basis. The section will include frequently asked questions and other infor-

mation to keep the community informed and to help you live life in Germany.

“We weren’t able to do the fall indoor sports like basketball and wrestling, but we are hopeful with our outdoor sports that we may be able to offer more in the spring. We are planning for that right now and hope to have more information later this month,” he said. Some asked about the possibility of a school lunch delivery for parents who are unable to pick up or drop off meals for their children. Sanchez said the DODEA bus drivers are contracted and cannot provide meal delivery as some districts are able to do in the U.S. They have, however, tried to make it easier by allowing parents to pick up a school meal wherever it is most convenient to them. According to Sanchez, schools operate in lock-step with host nation guidance. DODEA staff are eager to return to the classroom as soon as officials authorize a safe return. He said schools will contact parents and teachers with any new information about future transitions to in-person learning.

“We will continue to work with our local military and public health partners to monitor the situation in each community and make decisions with the health and safety of our staff and kids in mind.” Sanchez said many of DODEA’s teachers and staff are in the queue to get their COVID19 vaccination, adding that he received his earlier that day. Before signing off, he expressed his appreciation to both parents and teachers on how they’ve been able to adapt and overcome throughout the pandemic. Thompson encouraged families to continue the conversation, ask questions and voice concerns. “We want to support you and your families in the best way possible and the only way we can do that is by hearing what you have to say,” said Thompson. “We are all in this together and we will get through it together and I’m confident in our leaders, our Airmen and our families.”

86 MUNS Airman provides premier customer support Story and photos by Senior Airman John R. Wright 86th Airlift Wing Public Affairs An Airman assigned to the 86th Munitions Squadron was recognized as Airlifter of the Week for providing premier customer support at Ramstein Air Base, Jan. 7. Airman 1st Class Taylor Harris, 86th MUNS custody account technician, supported 45 munitions accounts spanning across the 86th Airlift Wing and five geographically separated units. “Airman Harris is one of the most energetic people, and young Airman, I’ve seen,” said Chief Master Sgt. Gordon T. Comerford, 86th MUNS superintendent. “She has done a phenomenal job in creating continuity and training custodians, and has been a huge asset to supporting people with munitions items all over U.S. Air Forces in Europe.” Custodians within organizations sign for the accountability of munitions items and are responsible for the upkeep, use, training and expenditure of those munitions, Comerford explained. Harris instituted the first munitions scheduling SharePoint site and led 179 custodians through three trainings. “I redid the entire munitions training for our custodians,” Harris said. “Training on when we issue them munitions assets and when we expend for them because while they’re physically expending them, we have to track their inventory in our Theater Integrated Combat Munitions System.” The training reduced miscommunication and processing time with custodians and facilitated customer service

based support access by providing process transparency. One of the best parts of being a custody account technician is working with customers outside the 86th MUNS, and building those relationships of trust, Harris said. When Harris, a Borrego Springs, California, native, is not at the office, she enjoys traveling, working out, cooking and spending time with her husband and 10-month-old son. “Being a new mother in the military is challenging, but I think after you have your child, it’s just motivation to do better,” Harris said. “I had a lot of support from my peers and leadership, which made it easier to come back to work after I had my son.” One of Harris’ more recent accomplishments was helping launch the 2nd Air Support Operations Squadron mission expansion efforts by managing an exponential increase in their munitions allocation, priming 84 people’s operational and training missions on 11 new weapon systems. “She helped facilitate getting the authorizations that are required to expand their munitions account,” Comerford said. “It takes a lot of footwork, a lot of paperwork and a lot of customer interaction, and she made that happen.” While leadership awarded Harris for her outstanding work ethic and drive, she made a point to recognize that her accomplishments were not a solitary effort. “I just want to thank my team and my leadership,” Harris said. “Without them I wouldn’t be where I am.”

48 Fighter Wing conducts ACE exercise

48th Fighter Wing aircraft line the apron in a simulated deployment environment during Agile Combat Employment training at Royal Air Force Lakenheath, England, Jan. 12. Agile Combat Employment capabilities ensure U.S. Air Forces in Europe, along with allies and partners, are ready for potential last-minute contingencies by allowing forces to operate from locations with varying levels of capacity and support.

Story and photo by Airman 1st Class Jessi Monte RAF Lakenheath Public Affairs The 492nd Fighter Squadron completed a three-day Agile Combat Employment exercise at RAF Lakenheath, Jan. 13. Four F-15E Strike Eagles and a 14-Airmen maintenance team with limited support equipment participated in a simulated deployment to a forward-operating base on the north side of the RAF Lakenheath airfield. Airmen and aircrew underwent crossdiscipline training, learning new skill sets from their peers in other career fields. “We had a subject matter expert from each career field,

and we were all learning and executing each other's duties,” said Capt. David Spieker, 492nd Fighter Squadron F-15E pilot. “It helps everyone gain an appreciation of each other's jobs and makes cooperation more successful in the future.” The ACE concept aims to develop Airmen who are adept in disciplines outside of their normal day-to-day duties. Exercises like this contribute to the evolution of a force of multi-capable Airmen and aircrew, improving mission readiness and increasing capabilities in less than optimal environments. aircraft landed at RAF Leuchars Airfield, Scotland, Jan. 11 for refueling. “The visit of two 48th Fighter Wing F-15’s was a great example of a well-planned and proficiently executed mission,” said Squadron Leader Barry Flynn, Leuchars Diversion Airfield officer commanding. “The USAF planners did an exceptional job

of keeping Leuchars informed of requirements and timings, which ensured a smooth-running operation. This visit is hopefully the first step of a friendship between the 48th Fighter Wing and Leuchars Airfield.” Agile Combat Employment reduces the personnel footprint required to deploy forces on short-notice or no-notice

Proper disposal of pharmaceuticals

by 86th Civil Engineer Squadron and Civil, Environmental and Infrastructure Engineering The quality of our tap water is very good, but studies show an increased amount of medicinal products in our water supply. More and more residues of medications and other potentially dangerous substances are being detected in surface waters. This is an alarming fact and we want to take the opportunity to provide information on what you can do to reverse this trend. How do pharmaceutical residues get into our waters? There are two primary ways in which we affect the amount of medicine in our drinking water – indirectly through regular use and through improper disposal.

Medicines are not fully absorbed by the body. In part, they are chemically unchanged when excreted. Ointments are rinsed off the skin when washing. In this way, via municipal sewage, large amounts of pharmaceutical degradation products are emitted into soil and water with human and animal excretions. Alternatively, many people do not know how to properly dispose of their unused or unwanted medications. Carelessness and incorrect disposal of drugs down the drain or toilet increase the concentration of this chemical cocktail in our waste water. Most sewage plants are not yet designed to absorb, convert, or bind medications diffused in the wastewater. Subsequently, the amount of pharmaceutical residues in streams, rivers, and lakes

Screenshot from Arzneimittelentsorgung.de

is constantly increasing. To a certain extent, they can even be found in drinking water. Drug residues in our water supply can potentially affect our health, and have a very negative impact on microorganisms and other wildlife. It is very difficult to biologically degrade medicinal products. Once they have entered the water cycle, they are hard to remove. This makes it even more important that we reduce the release of medicinal products in the environment as much as possible. Advertisement

How to safely dispose pharmaceuticals: • Utilize the information found at https://arzneimittelentsorgung.de/home/ (see graphic above) to ensure you dispose of medications in accordance with local ordinances • If your county allows disposal in the black bin (residual waste), please wrap it in a newspaper or paper bag, put it into a waste bag to prevent spillage in case of tipping over of the bin, tie up the bag and throw it into the bin. • Never dispose of unused medicine down the drain or toilet! • If the package insert contains a specific note (e.g. for cytostatic agents in cancer drugs), do not dispose of these drugs in the black bin, but take them to the hazardous waste truck (Umweltmobil) or the ZAK recycling center. By doing so, you can prevent unauthorized access by third persons. These items can also be dropped off at one of the two AF Recycling Centers located on Ramstein and Kapaun. • Remove tablets from their cardboard, plastic, or blister packs and put them in your black bin (residual waste), if allowed by local ordinance. Recycle the packaging by placing it in the appropriate recycling bin. • When disposing of objects with points or sharp edges (glass

ampoules, syringes, etc.), you should use a non-penetrable container with a screw cap and then but the container in the black bin. Sharps disposal containers are available by prescription at the Ramstein Air Base pharmacy. • If you are unsure whether a certain medicine is considered non-recyclable waste, you always have the option to take it to the ZAK recycling center or the hazardous waste truck. • Ramstein Air Base pharmacy has a medication disposal bin. You can take unwanted/expired medications there for appropriate disposal. These medications may be left in their original containers. • While pharmacies are not obliged to take back unused or expired drugs, some offer this customer service on a voluntary basis. To avoid excess drug residues in our water supply, it is vital to act responsibly when handling medicinal products. Please check your supplies for non-expired medicines before buying new products. This way, you can avoid medical waste before it occurs. For more information, you can contact the 86 CES Environmental office at 478-8406 or via email 86ces.cea@us.af.mil

Update on vaccine progress, COVID testing requirements

by Col. (Dr.) Ryan Mihata 86th Medical Group Commander I hope everyone was able to get some rest this past weekend. This week is a busy one for your 86th Medical Group medics. Not only are we into week three of the initial shipment of COVID-19 vaccines, but we are simultaneously running a joint influenza shot line with our Landstuhl Regional Medical Center teammates. This mass influenza shot line is going on now in Hangar 3, 7 a.m. to 7 p.m., until today (or sooner if supply runs out). On the COVID-19 vaccine front, as mentioned last week, we are now in Phase 1b at Ramstein. This phase has several categories including some frontline essential workers that are most likely to come into contact with COVID-19 as well as some of our most vulnerable patients — those 75 and older. If you are interested in learning about the phased categories, or for more information, please bookmark our page which is continuously updated as the situation changes. https://www. ramstein.af.mil/COVID-19Vaccine-Information/ Missing something in your life? FIND HUNDREDS OF NEW AND USED CARS.

While we have seen some “flattening” of the curve from a new case count perspective, the situation is still very fragile. The federal and state governments met again this week and decided to extend the current lockdown until mid-February. Complicating the picture is the news that there are multiple virus “variants” now identified. Despite these new revelations, there is no need to panic. Continue the precautions that have kept us safe and healthy

thus far, and get the COVID19 vaccine when you are eligible. For those of you who have already started the two-dose series, we received your second dose over the weekend. You should already have a follow up appointment scheduled approximately 28 days from when you received the first dose. Thanks to all the first responders, medics, DODEA staff, AAFES/DeCA/FSS food handlers, and others who have volunteered to get the vaccine as BOARD CERTIFIED PLASTIC SURGEON

a way to protect the population and themselves and to decrease the chance for continued spread of COVID-19. We are all in this together. As our partner, our host nation has vaccinated more than one million German citizens so far. Sadly, I continue to be concerned for the United States where 20,000 Americans have lost their lives to COVID-19 in the last week. New DOD and CDC guidance

is directing change. One notable change is the requirement for increased testing related to travel. Starting Jan. 26, commercial airlines will not allow you to travel to the United States without a negative COVID test within 72 hours. The installation is working hard on a plan to meet these requirements. Please continue to be safe and healthy. Watch your distance, wash your hands, and wear your mask.

Since the start of the pandemic, PHCE has processed more than 100K COVID-19 samples by Michelle Thum Public Health Command Europe The arrival of the COVID-19 vaccine paves the way for a phased vaccine distribution plan to protect our military communities overseas against COVID-19, but that does not mean that surveillance testing becomes irrelevant. Public Health Command Europe’s Laboratory Sciences division continues to test service members and civilians with their families who are moving to Europe, as well as service members on their way to a deployment or training, in order to determine the prevalence and infection rates of troops. “With the surveillance testing program, we ensure critical missions can be performed, such as personnel deploying or going into a training environment,” said Nina Gruhn, a senior microbiologist and program manager at Public Health Command Europe. “Our results also allow service members, civilians and

families to PCS (permanent change of station) without jeopardizing the health and wellbeing of others.” PHCE recently passed the mark of 100K of processed COVID-19 surveillance samples. Since May 2020, PHCE has been performing COVID-19 surveillance testing for Army, Air Force and Navy personnel throughout the U.S. European Command, with additional support to U.S. Forces in U.S. Central Command. The laboratory science division can process upwards of 2,000 samples per day using high throughput polymerase chain reaction methods developed by the PHCE lab, according to Col. Jeremy Bearss, PHCE’s Laboratory Director. “PHCE was the first public health lab in the Army doing this type of testing,” said Gruhn. “And since then other laboratories across the military implemented the testing method as well.” PHCE’s laboratory is an ISO 17025 accredited full-service public

521 AMOW: 2020, a year in review

Anthony Pennington, 305th Maintenance Squadron aero repair technician, Joint Base McGuire-Dix-Lakehurst, New Jersey, conducts repairs on a C-17 Globemaster III at Ramstein Air Base, July 7, 2020. Devin Boyer

by Dr. Andrew Wackerfuss 521st Air Mobility Wing As the first light of dawn broke on Jan. 1, 2020, no one could have predicted the course of the year. Despite the challenges and pressures, the Airmen of the 521st Air Mobility Operations Wing exemplified our motto “Depend on us!” The 521st AMOW and its geographically separated units were among the first Air Force units to respond as the threat of COVID-19 increased. As Italy imposed the first European lockdown, the 724th Air Mobility Squadron at Aviano Air Base moved quickly to protect their people and continue the mission. “Our leadership saw the threat and we implemented isolation and separated shifts,” said Senior Master Sgt. Timmothy Okkerse, 724th AMS superintendent. “Some of us were skeptical, but we pressed with it long before most other units.” Ramstein AB also faced similar restrictions, which complicated operations for the Ramstein passenger terminal. By March, passenger and cargo transport became infinitely more complicated as countries imposed improvised requirements. When passenger movements were disrupted, team Ramstein collaborated to create “Casa de

Pax.” The terminal employed hundreds of cots, sleeping bags, and boxed meals. Around 455 passengers took shelter in this way — an unprecedented accommodation in a passenger terminal never intended as lodging. Meanwhile, other 521st AMOW GSUs implemented their own contributions to the fight. At Rota AB, Spain, and RAF Mildenhall, England, 725th AMS and 727th AMS Airmen played key roles in re-creating Prime Knight operations, which had long been dormant. Their efforts made sure that transiting air crews could navigate confusing national or station requirements, find food and lodging, and be ready to continue their missions. Airmen at the 726th AMS at Spangdahlem AB, Germany, stepped up to meet the urgent need for face coverings early in the crisis when they were sold out or on back order. In the first week alone Airmen produced more than 1,700 face coverings. GSUs across the 521st AMOW played key roles in distributing medical and food supplies as global transportation networks were stressed due to the pandemic. The 721st Aerial Port Squadron at Ramstein AB, regularly ensured cargo was offloaded and that supplies were available to Kaiserslautern Military Community commissaries.

At several points throughout the year, 721st APS shipped supplies through innovative ground transport networks, which 728th AMS Airmen received for use at Incirlik Air Base, Turkey. The 5th Expeditionary Air Mobility Squadron, at Ali Al Salem Air Base, Kuwait, played a similar role by supporting the transportation of food to American stations in Kuwait and Iraq. Multiple 521st AMOW units assisted in humanitarian efforts by shipping blood supplies, medicine and goods to U.S. Africa Command locations, including Ghana, Kenya, and Niger. As the spread of COVID-19 continued, the 724th AMS assisted in the initial transport of more than 22 million COVID-19 test kits from Italy to the United States. 521st AMOW Airmen were also a part of COVID-19 aeromedical evacuation teams formed at Ramstein AB, with the 721st Mobility Support Squadron and 10th Expeditionary Aeromedical Evacuation Flight leading those efforts COVID-19 teams consisted of 16 medical personnel to include three flight nurses, four aeromedical evacuation technicians, three critical care air transport team members, two biomedical equipment engineers, an infectious disease specialist, public health tech, logistician, and bioenvironmental engineer.

Each performed a critical role in the safe transport of COVID-19 patients. Additionally, the 721st Aircraft Maintenance Squadron at Ramstein AB provided decontamination teams to ensure safety for all. By fall, 521st AMOW Airmen grew proficient in how to operate under COVID-19 conditions, which has enhanced overall operations. While COVID-19 proved to be the year’s major event, the 521st AMOW Airmen not only continued to operate through the crisis, they expanded their capabilities. Airmen of the 521st AMOW continued to expand capabilities through innovation. This year, Airmen of “The Mighty Ocho” at the 8th Expeditionary Air Mobility Squadron, Al Udeid Air Base, Qatar, pitched innovative ideas to the U.S. Air Mobility Command and U.S. Air Force Spark Tank’s. Master Sgt. Brett Kiser, 8th EAMS Non-commissioned officer in charge of ramp services, developed a simple wedge that could save millions in long-term wear and tear on C-17 aircraft ramps. Additionally, Staff Sgt. Santosh Devkota, 8th EAMS passenger service agent, developed a way for passenger terminals to use common access cards to process passenger information more efficiently.

The 521st AMOW remains on the leading edge within AMC testing the multi-capable Airman concept during exercise Nodal Lightning, which occurred twice in 2020. Nodal Lightning is conducted across all 521st AMOW stations in unison, which differs from the traditional approach of exercising units together at a single base. The multi-capable Airmen concept includes evolving operational concepts within the U.S. Air Force, including Agile Combat Employment. The ACE concept will ensure U.S. Air Forces in Europe are ready for potential contingencies by enabling forces to operate from locations with varying levels of capacity and support. “2020 could be seen as the beginning of a new era. We’re now on course to realize the expanded potential of the Global Air Mobility Support System,” said Lt. Col. Christopher Stapenhorst, 521st Air Mobility Operations Group director of operations. “It shows what we can bring to the fight in terms of global power projection, and it will last long into the future.” With 2020 in the books, 521st AMOW Airmen stand ready to take on anything that comes their way. In 2021, they will continue to provide all command and control, en route maintenance support, and air transportation services for theater and strategic air mobility missions in Europe and Southwest Asia. Depend on us!

Top leaders gain ‘chief’ global perspective Real, authentic, original, delicious Thai Food.

by Airman 1st Class Daniel Sanchez 86th Airlift Wing Public Affairs U.S. Air Force Chief Master Sgt. Jeremy Unterseher, 435th Air Ground Operations Wing and 435th Air Expeditionary Wing command chief, recently graduated from the Command Senior Enlisted Leaders’ Course at the Baltic Defence College in Tartu, Estonia. During the three-month course 15 participants from 11 different NATO countries shared their perspectives, concerns and learned military strategies together. “Estonia, Lithuania and Latvia have a rich history that lends a lot to our alliance,” Unterseher said. “Learning from them, and with them, offered a tremendous value in the personal relationships it fostered.” The Baltic nations joined NATO in 2004 and have participated in many joint exercises, which have enhanced allied relationships. These exercises aim to improve interoperability and show a united resolve. “The national NCO corps within an alliance can be very different, and it can be challenging to build up better cohesion,” said Estonian Army Sgt. Maj. Peeter Einbaum, Baltic Defence College CSELC course director. “Commonly developed education and multinational joint courses are one way to address these objectives. The involvement of U.S. course participants is invaluable, adding a global perspective to all discussions.” During the course, senior leaders worked together to bolster professional development in a multinational classroom. Classes are limited to a maximum of 20 students to provide a structure that lets students develop and grow together on a personal level. “We are networked now and we know how to get a hold of each other,” said Unterseher. “We know how to increase or improve our enlisted corps through our relationships, and I think the relationships we made will be maintained forever.” Participants returned to their units with practical and strategic information that can immediately impact ongoing operations. “The 435th AGOW’s mission often relies on working with NATO allies and partners,” said Col. Calvin B. Powell, 435th AGOW and 435th AEW vice commander. “Chief Master Sgt. Unterseher’s advice to the 435th AGOW command and other United States Air

Sending one of United States European Command’s top command chiefs to the Baltic Defence College demonstrates the unbreakable resolve and commitment the U.S. has to NATO, and more specifically the Baltic nations.” Senior enlisted leaders from Sweden, Norway, Denmark, Great Britain, Netherlands, France, Canada, Estonia, Latvia, Lithuania and the United States attended this course. “The way to strengthen an alliance is through trust and common understanding,” Unterseher said. “As others out there see our bonds

and see how cohesive and focused we are on each other's collective defense, they are going to want to join because they see how positive it is. Getting together and learning from each other is only beneficial to improving our alliance.” The 2020 class was the second iteration of the course and there are more course offerings to come. “There is increasing interest from other nations to get a seat in the new course,” said Einbaum. “The CSELC delivered by the Baltic Defence College is a format to stay for a number of years as a unique concept addressing the joint education between NATO and partner nations.”

Garrison provides support services to help with pandemic substance use

The difficult process of finding a new normal during COVID-19 has been a challenge for many, especially those who struggle with substance use.

by Julia Hanessian USAG Rheinland-Pfalz Army Substance Abuse Program The difficult process of finding a new normal during COVID-19 has been a challenge for many, especially those who struggle with substance use. A recent report on substance use (https://exclusive.multibriefs. com/content/drug-use-rises-amongus-workers-amidst-the-pandemic/ healthcare-administration) notes that more than “20 million people in the United States suffer from a substance use disorder.” Before the pandemic started, drug testing positivity rates among U.S. workers had reached a 16-year high. Since the beginning of the pandemic several states have reported an increase in opioid overdoses, according to recent reports. In contrast, the active duty mili-

tary community has not seen a rise in opioid overdose related deaths or opioid use. In fact, because of more options for pain management and more stringent prescription rules, opioid related deaths have been decreasing for the past two years, according to local military officials. Although the military community isn’t experiencing the same crisis with opioids seen in the U.S. right now, there are other drugs that some are turning to, including marijuana and “juice,” a synthetic drug used with a vape. This trend among Soldiers and family members is echoed in open source data since the beginning of the pandemic. During a recent review of more than 1 million comments and threads on Reddit.com from January 2020 to July 2020 to determine drug use trends and patterns since the beginning of COVID19, it was found that the top three

most-used substances are marijuana, alcohol, and hallucinogens. It further uncovered that drug use jumped from March-May, coinciding with the height of the lockdown during the first wave. The review also found that drug use went down a little in June, but rose again in July. It was also noted that many more people tried to stop using drugs in July, perhaps as a reaction to overuse. However, substance use was also very high in the month of July. The greater Rheinland-Pfalz community has several resources available for those who are struggling to manage their substance use. The Army Substance Abuse Program has a number of support programs in place for community members, including education and counseling resources, to include monthly “Prime for Life” classes which equip people with tools to help them make

low-risk choices regarding alcohol and substance use. Beyond education classes, ASAP has Employee Assistance Program Coordinators to provide confidential, short term, solution-focused counseling for all Army civilians and retirees, and their family members over 18. EAP counseling often serves as the first step for getting tools that can help people follow through with changes they want to make with a focus on the “now” — solutions and results. The Air Force also has an EAPC program for Air Force civilian service members and their families. Another option available to Army and Air Force members and their families are Military & Family Life Counselors to turn to as a first line of support with substance use struggles. They also provide confidential, short term, solution-focused counselling, and referral services if more support

is needed. In addition, military community members also have chaplains to turn to for non-clinical, spiritual support when wrestling with substance use. How decluttering will change your life by Prosperity Kitchen shared with FindItGuide.com

What is classed as clutter? Clutter is: • Possessions that no longer serve a purpose. • Possessions that are no longer used. • Possessions stored in an untidy state. Why declutter? On a practical level, decluttering: • Frees up valuable space. • Makes your home look bigger. • Will make your belongings easier to find. • Makes your home easier to clean. • Identifies belongings that can potentially be sold or given away.

The buzzword of 2021 seems to be “decluttering,” and for good reason. Quite simply, it’s one of the most therapeutic activities you can do. Decluttering can shift your life. Literally. The decluttering of one cupboard, one room or, even better, your entire home will start a domino effect of good things. Remember how amazing you feel after a thoroughly good clean of your home? Well, exaggerate by one hundred, and this is how amazing decluttering feels.

Continued from front page of Properties section On a soul level, decluttering: • Creates an environment of peace and tranquillity, which in turn helps create a mind of clarity, peace and tranquillity. They say your home is a direct reflection of your mind; I believe this works the other way round too and that your mind is a direct reflection of your home. • Motivates the desire to self-care by creating a relaxing and calm environment, making you more inclined to relax and meditate for example. • Helps you move forward and cuts the ties of your past. Maybe you still have belongings from an ex boyfriend or girlfriend. By removing these items from your home you’re clearly signifying to yourself and to the universe that it’s time maybe not to forget but to move on. • Generates feelings of gratitude and love by remembering your past. Decluttering can stimulate the fantastic memories you’ve maybe forgotten, appreciate the experiences you’ve had and the people you’ve spent time with. It can make you pick up an old hobby or connect with an old friend, for example. • Reduces stress by making your belongings

easy to find. It will save you time also. Removes the feeling of guilt caused by the need to declutter, because it’s done! Positively affects other areas of your life by providing the catalyst for change. You’ve had the courage to declutter and cleanse your home, what’s next for you?

Makes you feel good. Decluttering not only brings a sense of achievement, it’s also seriously good exercise — a vigorous declutter can burn over 500 kcal — causing the secretion of feel-good endorphins to your brain and nervous system. The hard part of decluttering is the starting. Once you begin the process, the results will quickly speak for themselves and give you all the motivation you need to complete your whole house. Homework makes dream work

Monica Alvarado and her son Raiden, U.S. Air Force military dependents, pose for a photo on a trail near Ramstein Air Base, Dec. 14, 2020. Monica and her family regularly frequent trails as part of their weekly exercise routine.

Story and photos by Airman 1st Class Andrew Alvarado 86th Airlift Wing Public Affairs Many people view a child’s education as a foundation for developing the ability to learn well into adulthood. For one parent in particular, this journey presented challenges which seemed daunting in the beginning, but more attainable over time. “The thought of me teaching my son things which he’ll need to recall, on a daily basis, for the rest of his life, was scary at first,” said Monica Alvarado, a U.S. Air Force military dependent. Monica opted for virtual learning through the Department of Defense Education Activity. Virtual education is a vehicle DODEA relies on. Teachers remotely conduct classes as they guide both parents and students

through a computer-based curriculum. “Every Monday involves a meeting with two teachers,” Monica said. “They focus on a variety of subjects for kindergarten. During the rest of the week, we complete assignments and wait for their feedback.” This mother of two helps her 5-year-old son, Raiden, focus on his studies by assuming the role of two different types of authority figures. Transitioning between these two jobs proves to be a balancing act. “You have to be a parent and a teacher at the same time,” Monica said. “All day long, I’m trying to teach him how to behave and clean after himself, but I also have to be a teacher by making sure he’s learning the material correctly.” Perseverance is the key to helping children adjust to any

difficulties they may face while navigating his lesson plan. “He loves it. I think he appreciates knowing I’m not going to give up on him,” Monica said. “He knows that if we can’t learn it one way, I’ll come up with a different technique to teach him.” Armed with an indomitable spirit, Monica and Raiden proceeded deeper into the semester. However, they appreciate the value of knowing when to pull away for a break. “Being at home means we can take a breather,” Monica said. “Sometimes we say, ‘Hey, let’s cool off for 15 or 20 minutes and we’ll come back to this later.’ It helps us return with a refreshed mindset.” A benefit to online school is a relaxed home environment and access to frequent breaks. Outside the home, Raiden’s education experience is supplement-

ed with physical activity for maintaining wellness. “We usually go to a trail or a running track three or four times a week,” Monica said. “I let him choose between using a bike or a scooter. If we can’t travel out on any given day, he still has the playground as an alternative.” In addition to caring for Raiden, Monica splits her attention between his needs and that of her youngest son, Aleric. Despite a five year age difference, Monica discovered a rhythm in conducting her motherly responsibilities. “I think it makes it easier,” Monica said. “If Aleric is in his walker, there’s at least a 30-minute window where we can complete school assignments. Raiden has become more selfreliant during this semester and understands that if I’m busy with Aleric, we’ll still take care of his studies at some point.”

Raiden, son of Monica Alvarado, and a U.S. Air Force military dependent, paints a tree as part of his art studies at Vogelweh Military Complex, Dec. 15, 2020. Monica considers art a vital part of his education because it assists Raiden in expanding his creative ability.

Flexibility has become a commonplace tool for Monica, but she hopes other parents can be encouraged by her approach to overcoming apprehension with virtual learning. “Just one day at a time,” Monica said. “That’s really the only way to get through it. Don’t wake up thinking you have to have a firm plan. I used to feel defeated when I couldn’t stick to a routine and it took a toll on us.” Monica reflects on their progress over several months and explains that, ultimately, nothing can replace seeing Raiden’s achievements in real time. “It’s one thing for them to come home after school telling you what they learned, but it’s different seeing their excitement first hand,” Monica said. “It’s the sweetest moment that just melts your heart.”

Monica Alvarado and her son, Raiden, U.S. Air Force military dependents, practice using flashcards to improve memorization skills at Vogelweh Military Complex, Dec. 15, 2020. Flashcards are one part of a variety of tools Monica uses when teaching her son.

ing example of how the strong U.S. military host nation partnership is being cultivated on various levels. In the 2 1/2 years of his assignment he built bridges with the host nation community, advocating for service members to engage with the local population and to experience the German culture during their stay. In his position as command sergeant major he constantly fostered the GermanAmerican understanding, always with a friendly ear for local civic leaders and encouraging close cooperation to the benefit of all community members. He was ever-present in the local community and attended countless social occasions on and off duty, showing his passion for intercultural exchange. With his open-mindedness he enriched German-American Stammtisch gatherings, local festivities, onbase events, etc. and made sure to help connect Americans with

their neighbors. Due to the current COVID situation and applying ordinances, an official award ceremony was not held. Instead, a virtual interview was conducted to discuss Mr. Waterhouse’s notion of the local German-American relationship, his experiences during his time in Germany and his most memorable moments. The video can be found on the program’s YouTube channel @Welcome to Rheinland-Pfalz. The State Program “Welcome to Rheinland-Pfalz! Our Neighbors from the USA” is funded by the State Ministry of the Interior. The main goal is to support American service members to settle in the area and bring together Germans and Americans in the villages near U.S. military installations in Ramstein/ Kaiserslautern, Baumholder and Spangdahlem, thus promoting an open and active GermanAmerican community.

Military tax services available through Military OneSource

by Terri Moon Cronk Department of Defense News Filing taxes can be a daunting task every year, but the Defense Department has helpful resources for active-duty service members and their families, and it’s all free through Military OneSource beginning today. Tax services for the military — also known as MilTax — is

DOD’s approved tax-filing and tax-support service — including tax preparation and e-filing software and personalized support to deal with issues such as deployments, combat and training pay, housing and rentals, multistate filings, and living overseas. “They can connect with a [tax] consultant during the tax season, and even past [it], through October, but in addition

to having that live support walking through the filing process and asking questions that are specific to the military around taxes, they’re able to access the MilTax software,” said Kelly Smith, program analyst with the DOD’s Military Community and Family Policy. MilTax consultants are available virtually. An advantage to the MilTax software, Smith noted, is it’s

designed and tailored for the military community. E-filing allows service members to file their federal returns along with up to three state returns at no cost. “That’s huge in the military community, because our families are [going through permanent changes of station] and moving multiple times,” she noted. Overall, the MilTax services are designed to be stress-free, Smith said. “[People] can rest assured that they are working with tax professionals who know and are familiar with military tax situations,” she said, adding that many MilTax consultants return to offer their services every year in high numbers, which provides continuity and knowledge of the armed forces’ needs. At this point, this year’s tax deadline for filing 2020 taxes is April 15, although last year it was extended to July 15 because of COVID-19. If there is an extension this year, Smith said MilTax is prepared for it. “Our staff and our consultants are positioned to fill in the gaps where there may be additional need for that support online and over the phone,” she said. MilTax availability runs until mid-October for service members who need extensions.

“That’s simply because we know that the tax season usually ends in April, but for our military community, sometimes people are overseas or they are in a combat zone, and, so, they’re able to file those extensions, and [we are] there to help them file their taxes at a later time,” Smith said. Smith said she is not tracking any significant changes in tax law for the 2020 filing year that would affect service members and their families. “But the 2020 Social Security tax deferral is a big thing at this time,” she noted. “We are referring and connecting filers with [the Defense Finance Accounting Service] and with the IRS regarding questions and concerns they have outside of the tax deferral.” Also, MilTax can guide its military filers who have questions surrounding the economic stimulus package from 2020. “I want to ensure that our service members and families know they can turn to Military OneSource and the tax service as a trusted source, and [MilTax services] understand taxes as it relates to the military community,” Smith said. Department of the Air Force offers limited ADSC waivers; expanded PALACE CHASE The Department of the Air Force will implement several voluntary officer and enlisted force management programs for fiscal year 2021, including an expanded PALACE CHASE program and limited Active Duty Service Commitment waivers. These programs provide provisions for both enlisted and officer members who meet specified criteria. The application window runs Jan. 20 through Apr.2. “Voluntary force management programs provide Airmen with flexible options to retire, separate or affiliate at times that suit their personal circumstances and allow the Department of the Air Force to balance certain specialties to ensure we meet the needs of the high-end fight,” said Col. Richard Cole, Chief, Military Sustainment and Transition Program Division. The limited ADSC waiver program allows eligible Airmen to retire no later than Sept. 1, 2021, or separate no later than Sept. 29, 2021. Retirement-eligible Airmen must complete at least 20 years of total active federal military service and, for officers, at least 10 years of total active federal commissioned service, before the requested retirement date. Enlisted ADSC waivers will be considered for permanent change of station, date estimated return from overseas curtailment, and senior noncommissioned officer promotions. Officer waivers will be considered for PCS, DEROS

curtailment, tuition assistance, direct accession, and Extended Active Duty ROTC and OTS service commitments. The FY21 Expanded PALACE CHASE Program provides an opportunity for Airmen in selected Air Force specialties and grades to apply for a transfer from active military service to an Air Reserve Component position. For enlisted Airmen transitioning into an ARC position, the service commitment is reduced from a “two-to-one” service obligation to a “one-toone” exchange. For officers transitioning into an ARC position via PALACE CHASE, the service commitment is reduced from a “three-

to-one” service obligation to a “one-to-one” exchange. “Air Force leaders are working hard to preserve the mission and care for the Airmen who accomplish it,” Cole said. “Implementing a variety of voluntary programs allows the Department of the Air Force to offer retirement and separation options that may align with an Airman’s needs or goals.” Interested members should review the eligibility criteria and the list of eligible Air Force specialties, grades and year groups before submitting their applications for consideration. Applications will be processed on a first-in, first-out basis. Members in a specialty that

is not on the list of eligible Air Force specialties may apply on a case-by-case basis. Airmen approved for a service commitment waiver are required to repay the government for related unearned portions of bonuses, special pays, education assistance and all other monetary incentives. Airmen released under the expanded PALACE CHASE program are relieved of recoupment obligation for unearned bonuses. Recoupment of education costs will be deferred contingent upon successful completion of the PALACE CHASE obligation. Separation and retirement applicants who meet basic

eligibility criteria and apply for release under these programs are not guaranteed approval, Cole said. “While an Airman may be eligible, manning and mission requirements will be considered when evaluating applications,” he said. “Airmen should consider their options and apply promptly if interested, as eligibility is subject to change quickly as applications are approved.” For more information, and to check eligibility, go to myPers at FY 21 Enlisted Voluntary Force Management Program and FY 21 Officer Voluntary Force Management Program.

Can’t-miss German day trips A-Z: Worms

by MilitaryinGermany.com Worms makes an excellent destination for a day trip. It is packed with outstanding architecture, pedestrian zones and green space. It is steeped in history, too. As one of Germany’s oldest cities, Worms’ most famous monuments testify to its role as a microcosm for the religious forces (and tensions) that have shaped Europe over the millennia. Plus, for English-speakers, you get to claim forevermore that you have visited a city called Worms. Though, to be fair, it’s good to know that it is actually pronounced “Vorms.” But, still. Worms is cool. Worms: What to do Visit the Rhine Promenade As it is for many German cities, the Rhine is a force for good in Worms. The river is central to the city’s history and to its economy. So it makes sense that Worms has a lovely riverside park, known as the Rhine Promenade, that makes for fine outdoor time during any season. While you’re there, you can also see the Hagen Statue. This fiercelooking bronze warrior stands as a testament to Worms’ literary fame. The city was central to the epic heroic saga Song of the Nibelungs, which was sort of like “Game of Thrones” for 13th century listeners. Marvel at churches Worms is packed with churches.

Most of them are awesome enough to fascinate even those who occasionally suffer from Europeanchurch fatigue. The massive St. Peter’s Cathedral is a must-see. St. Magnus’, St. Paul’s, and St. Martin’s are also excellent choices. Learn more about Worms’ Jewish history Worms has had a significant Jewish presence for much of its history. Visit the beautiful and sobering Jewish cemetery, where the oldest tombstone was erected nearly 10 centuries ago. Explore the Jewish Quarter. Visit the lovely synagogue and the Jewish museum. You will come away illuminated. Stroll the city Worms has a fascinating blend of old and new. Window-shop (or actually shop, during non-COVID times) in the beautiful pedestrian zone. Marvel at the ancient gates, walls and bridges. Surprise yourself by stumbling upon unexpected green spaces. Walking is a great way to capture the pulse of Worms. The one thing you have to see: Luther Memorial (picture) One of the essential turning points in the history of Western civilization occurred in Worms in 1521. Martin Luther, the excommunicated monk who had nailed his famous theses to a church door in Wittenberg, was summoned to Worms — for the wonderfully named Diet of Worms — to

recant what he’d said. Refusing to do so, he defied the powerful medieval Catholic church and got himself named an outlaw in the process. But in so doing, he started the Reformation, which led to the development of Protestantism, and fundamentally reshaped the world in the process. To commemorate this, Worms has an excellent outdoor memorial that is worth a visit. Getting there By car, Worms is 45 minutes northeast of Kaiserslautern, 45 minutes south of Wiesbaden, and one hour and forty minutes north of Stuttgart. Please check the Deutsche Bahn website for train information. For U.S. government employees, including service members, remember to always follow command regulations, which may be different than host nation policies when it comes to travel.
