86th Airlift Wing’s 2023 year in review by Shannon Murphy 86 Airlift Wing Historian The Global Gateway at Ramstein Air Base saw an increase in mission taskings, responsibilities, and support levied by our 86th Airlift Wing, mission partners, and allies throughout 2023. The 86th AW excelled in their mission to defend U.S. interests, project power, and enable the global gateway via operations, logistics, support, and morale. In the 86th AW, every function shines as their contribution directly impacts the 56,000 Americans Ramstein AB supports throughout the Kaiserslautern Military Community. The 86th AW mission is carried out in four geographic locations spread across Europe – Ramstein AB in Germany, Lajes Field in the Azores, Portugal, Morón AB in Spain, and Chièvres AB in Belgium. Dear Readers, Welcome to the first edition of the Kaiserslautern American in 2024. We look forward to a healthy and happy 2024 and wish all of you only the very best for the year ahead. We are very proud to serve the Kaiserslautern Military Community!

Command, U.S. Air Forces in Europe – Air Forces Africa, 3rd Air Force, the 521st Air Mobility Operations Wing, the 435th Air Ground Operations Wing, 406th Air Expeditionary Wing, and the U.S. Space Force. Operations and logistics Throughout 2023, the 86th Operations Group made major advances in their training opportunities as they increased interoperability with joint and multinational partners in aeromedical evacuation training environments. The British Royal Air Force flew in their A400M aircraft to train with 86th Aeromedical Evacuation Squadron personnel. The RAF’s aircraft’s ability to use established and remote civilian and military airfields, with short unprepared or semi-prepared landing strips, enabled training focused on Agile Combat Employment. The 86th OG also participated in several Flying Training Deployments in 2023, like August’s Thracian Summer and February’s Chasing Sol. During Chasing Sol, the wing partnered with NATO Ally Spain and local U.S. Army partner the 21st Theater Sustainment Command, to increase readiness and responsiveness to test NATO capabilities. Additionally, for the first time in over a decade, U.S. C-130J Super Hercules and personnel trained at the tactical air wing in Zaragoza, Spain, providing a new environment to exercise tactical airlift, landing and drop zones, and dropping various equipment and personnel, all with ACE concepts and enhanced interoperability via comprehensive logistical support. In April, after years of behindthe-scenes coordination with medical and flight operations approval, the 86th AES made Air Force history with their first-ever paramedic-led flight comprised of an all-enlisted crew. Up until this flight, aeromedical evacuation flight crews always contained at least one commissioned nurse; now, an all-enlisted crew allows for aeromedical evacuation

squadrons to use the emergency medicine field paramedics to provide care in the air. Exercise Radiant Falcon in March partnered the 86th Operational Medical Readiness Squadron, the 786th Civil Engineer Squadron and the 721st Aircraft Maintenance Squadron to practice skills and gain proficiency in radiological contamination detection and decontamination safety techniques. The exercise was a first for USAFE-AFAFRICA as further training and additional events are planned to continue expanding capabilities. The 10th Expeditionary Airborne Command and Control Squadron and their E-8C Joint Surveillance Target Attack Radar System provided command and control and continuous airborne intelligence, surveillance, and reconnaissance support to combatant commanders. The 10th EACCS, aligned under the 86th OG since 2019, flew missions in support of U.S. Air Force, NATO, and U.S. European Command priorities. In June, the 10th EACCS conducted the last active duty JSTARS mission from Ramstein. In March, the 37th Airlift

Squadron hosted NATO allies Germany and the Netherlands for a series of training events during International Interfly Week. All three countries utilized their aircraft to practice tactical airlift while integrating with one another. The 86th Logistics Readiness Squadron continued to operationalize the base’s logistics footprint by training and performing wetwing defueling operations. During the operations, fuel was removed from a U.S. C-130J aircraft and transferred to an R-11 aircraft refueling truck – while the aircraft engines were still running. Supporting ACE efforts, the process cuts time and increases proficiency in specialized fuel operations in contested conditions. Exercise Defender 23 in June saw 86th AW medical personnel partner with NATO allies and sister services for exercises in Romania. Over 7,800 U.S. and 15,000 multinational service members from 26 Allied and partner nations demonstrated the American ability to aggregate U.S.-based combat power quickly in Eastern Europe. The 86th AW executed continuous logistics support for the

Eastern Flank and for two combatant commands. The wing’s war readiness materials garnered the attention and support of the Air Force Sustainment Center. The 86th Materiel Maintenance Squadron maintained the largest supply of war readiness materials in the major command. Real-world events The 86th AW played an active role in three Ukraine Defense Contact Groups in January, April and September. U.S Secretary of Defense Lloyd Austin and the Chairman of the Joint Chiefs of Staff Gen. Mark Milley consulted with Allies and partners to provide additional support to the Ukrainian people as they defend their country and democracy. NATO counterparts and over 50 other nations attended the discussions. In February, Türkiye suffered from a massive earthquake measuring 7.8 on the Richter scale. The 86th AW immediately responded to aid in earthquake recovery efforts, flying cargo with medical equipment, supplies, and personnel via Ramstein’s C-130J aircraft. Shortly after, in April the diplomatic situation in Sudan deteriorated to the point where U.S. forces conducted a non-combatant evacuation operation and brought U.S. personnel in Sudan to Ramstein before heading to the U.S for final resettling. In the summer, Niger experienced a coup. During this time, their leadership was disposed, the U.S. presence in country was questioned and logistics reimagined. The disrupted supply chain and increased security measured challenged 86th AW operations but did not deter mission execution. Entertainment The 1. Football Club Kaiserslautern visited Ramstein AB to meet with leadership and fans. The visit fostered a closer partnership and future opportunities between the team and on-base organizations. The team’s visit was the first visit to the base since the 1970s. The Harlem Globetrotters, a professional travelling basketball team, visited Ramstein to perform and play for the base community. Additionally, Ramstein hosted the NATO AIRCOM basketball championship at the Southside Fitness Center, where military personnel from Belgium, Germany, Netherlands, Poland, the United Kingdom, and United States competed over four days with 3-on-3 matches.

In June, a new wing was activated at Ramstein, the 406th Air Expeditionary. In December, the new U.S. Space Forces in Europe – Space Forces Africa was activated as a new component at Ramstein. SPACEFOREUR-AF will collaborate with EUCOM, U.S. Africa Command, NATO allies and partners, to integrate space efforts into shared operations, activities, and investments. The 86th AW celebrated their 75th birthday this year. Additionally, the 76th Airlift Squadron celebrated their 80th anniversary.

In more basketball news, Ramstein hosted the Europe Military Basketball Association tournament, open to U.S. military basketball teams across Europe to compete for a spot to play at the championship in Colorado. A total of 12 teams from bases across Europe participated in the event. Ramstein’s annual 59th Bazaar, an 86th Force Support Squadron event, was held in September. The largest DOD bazaar in the world took the proceeds generated roughly $250,000 and gave it back to the community in grants. American football took center stage in the fall, starting with NFL cheerleaders and players from the Kansas City Chiefs. Then, for the first time, a two-game NFL series in Germany brought U.S. service members to American sports overseas. Finally, for Veterans Day, Ramstein hosted a tailgate party in a hangar for meet-and-greets with NFL players. Allies, partners, community, and relationships In February, Jones was coined, on behalf of Ramstein, by Thomas Hitschler, the parliamentary state secretary for the German Ministry of Defense. Hitschler expressed gratitude to Ramstein AB for continued support to host nation leaders as the Global Gateway. In April, the 86th Medical Squadron celebrated 30 years of partnership with the U.S. Army’s Landstuhl Regional Medical Center. Another recognition of community support and collaboration, the German American Community Office celebrated 20 years of serving the KMC in May. The office

provides support and services for the integration of American service members and their families into local German communities. The enlisted community saw the opening of The Den, a multiroom space for Airmen near the dorms and dining facility on Ramstein. The focus on quality of life provides free access for sports, art, games and media, in addition to gathering spaces for personal and professional development. The Den was created by Airmen, for Airmen. KMC transitions to MHS GENESIS In September, the KMC formally transitioned to the new Military Health Systems GENESIS, an electronic health record system that serves as a single point of access to service members’ medical records. The 86th Medical Group worked tirelessly in the months leading up to the transition, offering public education and information about the transition. Force generation developments As the 86th AW continued to posture its mission and forces to adapt and implement Air Force Force Generation requirements, they exercised ACE concepts and Multi-Capable Airmen were developed at Ramstein. The wing’s Cross Functional Airlift Support Personnel Program incorporated various career fields to train airmen who can execute their mission in any deployed environment with minimal personnel and resources. Wing milestones The Deployment Transition Center celebrated helping more than 25,000 redeployers get home,

readjust and get ready to reintegrate back home. Since their inception 13 years ago, the DTC provides a neutral area, physically and mentally, to adapt leaving their deployed environment and shifting their focus back to their home environment.

Geographically separated units At Lajes Field, Azores, their geographic location as the Atlantic’s premier strategic platform saw continued partnerships with our sister services and regular deployments from the U.S. Air Force and U.S. Navy. At Morón AB, airfield construction and routine Bomber Task Force deployments ensured mobility support continued. Partnerships with local, service and multi-national allies ensured high-visibility missions continued at Chièvres AB, Belgium. More photos on Pages 16-17

Army Europe and Africa. “This unit is the backbone of this theater,” said Williams, “You enable this theater. You are vital to this command. The glue, the baseplate, for this theater is this command. We couldn’t do anything in this theater without this command.” Ragin was formally promoted by U.S. Army Chief of Staff, Gen. Randy George on Dec. 7, 2023, with seven other general officers in Washington, D.C. after months of a Senate Hold on military promotions. The ceremony was formal for U.S. Army Europe and Africa,

21st TSC, host nation, friends and families. “I don’t like a lot of attention on me,” said Ragin. “Never have. That’s why I fit into the SOF [Special Operations Forces] community so well. So, I’m going to shift focus on why I’m here and that’s three reasons: my family, my mentors, and the other people around me.”

by 21st Theater Sustainment Command U.S. Army Europe and Africa’s lead organization for all sustainment activities, the 21st Theater Sustainment Command, made history and marked many “firsts” in 2023. Team 21 conducted operations in ports in Aarhus, Denmark, and Setubol, Portugal, for the first time, expanding the U.S. Army’s power force projection in the European Theater. The command made history with the reactivation of the 95th Combat Sustainment Support Battalion and 7th Engineer Brigade. In June 2023, 21st TSC bid farewell to Maj. Gen. James Smith and welcomed Brig. Gen.

Ronald Ragin as the new commanding general. This summer, 21st TSC sent a contingent, led by Brig. Gen. Ragin, to the Army Current Operations Engagement Tour in Washington D.C. to bring Team 21 expertise and perspective to national security issues, operational strategies, and the role of the Army in safeguarding our nation’s interests. The list of engagements, exercises and successful missions Team 21 planned and completed with allies, partners and host nations, including the large scale global exercise, DEFENDER 23 numbers in the thousands. In the spring of 2023, 435th AGOW Airmen participated in its most important exercise of 2023, Exercise NEPTUNE EAGLE. Led by 4th Air Support Operations Group Special Warfare Airmen, the wing conducted a proof-of-concept approach to connect and integrate combat air power. In alignment with the Combined Force Air Component Commander’s operational and strategic mission objectives, the 435th AGOW deployed as a wing for the first time, utilizing the capabilities of all three groups, and leveraging new and emerging technologies and procedures to execute the mission. The tactical innovation and expertise of 435th AGOW Airmen enabled significant operational gains and made Exercise NEPTUNE EAGLE 23 the

The 435th Air Ground Operations Wing experienced massive change in 2023. Most notably, the 435th AGOW and 435th Air Expeditionary Wing were split into separate wings. On June 9, 2023, the 435th AEW was inactivated and the 406th AEW was activated in its place with its own command team. On the same day, U.S. Air Force Col. Matthew A. Bartlett took over command of the 435th AGOW. This historic split was a longawaited change allowing the 435th AGOW leadership team to focus solely on the Airmen and its mission after a decade of operating two wings on two continents. The 435th AGOW’s subsequent remission and innovative change set the wing on a new path, enabling U.S. Air Forces in Europe and Air Forces Africa’s strategic lines of efforts in Great Power Competition.

The 435th AGOW’s new mission focuses on its ability to deploy rapidly and adaptively throughout the European Command and African Command theaters, evolving from three distinct groups — each with a diverse historical mission —into a more integrated, lethal and threatrelevant wing. Airmen assigned to the 435th AGOW now set and operate the theater; respond to crises; enhance Agile Combat Employment; implement and mobilize Battle Management, Command, Control, and Communications; and connect all warfare domains to integrate airpower and joint forces within a contested environment. Moreover, they shape the tactics and techniques of their professional communities to drive U.S. Air Force capabilities. The 435th AGOW also conducted an internal exercise, Exercise AGILE BISON, to validate the 435th Contingency Response Group’s ability to open and operate an air base in a simulated contested environment utilizing a small Contingency Response Team. During the exercise, skilled Airmen conducted an airborne insertion into a partner nation to assess and open an austere airfield as an expeditionary air logistics hub, while maintaining force protection during high threat levels. Airmen of the 435th CRG validated the small CRT concept and capabilities for the 435th AGOW and the theater, which proved to be in high demand during multiple crises throughout 2023. Exercise HEAVY RAIN 2023, hosted by the 435th Air and Space Communications Group, integrated 18 U.S. and NATO partners across combat and joint communications

communities. This exercise integrated real-world space and terrestrial jamming effects to test their ability to sustain resilient Command, Control, and Communication in a highly contested environment. Moreover, 435th AGOW Airmen validated its new Mobile-Digital Infrastructure systems to execute ACE maneuvers and provide BMC3 throughout Germany and France. The 435th AGOW’s 1st Combat Communications Squadron set the gold-standard for exercising communications in a contested environment, challenging its Airmen, as well as joint and NATO partners to establish and maintain nodal BMC3 resiliency. The 1st Air and Space Communication Operations Squadron’s BlackNet capability proved essential for USAFEAFAFRICA with its ability to securely transport data across Europe and Africa — a challenge for many service providers, especially in Africa. BlackNet combines any method of communication e.g., satellite, cellular or fiber optic to create a meshed network ensuring users remain connected if one or more communications methods fail. Black networks are not new, but for USAFE-AFAFRICA, the speed to execute; proliferation across two continents; savings in circuit costs, equipment and manning; reliability; and now the Authority to Operate, make the 1st ACOS BlackNet an operational gamechanger now being considered as a new Air Force standard. Additionally, the 435th Contingency Response Support Squadron, home to Europe’s only Air Advisor unit, supported strategic efforts to build partner nation capacity throughout Europe and Africa. Air Advisors worked with allied nations such as Lithuania, Serbia, Estonia and Slovakia to assess,

They demonstrated their readiness and resiliency after leading an emergency Army Radar Decommissioning project and not only closing a 12-year U.S. Army deficiency, but also simultaneously helping to certify German soldiers on critical skills. The longstanding issue of illegal parking and trash dumping near Gate 2 has become a source of frustration for the garrison and the local community. by David Vergun Department of Defense News Randy Couture was a champion wrestler and martial artist, as well as an actor. He was in the Army from 1982 to 1988, serving in the 101st Airborne Division, and attained the rank of sergeant when he was honorably discharged. During a visit to Fort Benning, now called Fort Moore, in Georgia in April 2014, Couture said he credits his success with the confidence he developed while competing on Army wrestling teams. “It was a pretty formative time in my life, and I think I developed a particular discipline and mindset while wearing Army green. It was there that I learned I could compete at an international level and really developed the mindset and the confidence to go out and win. That got me through three or four years of college at Oklahoma State and on into mixed martial arts and winning world championships as a fighter. It all started with the Army uniform,” he said. Couture said he was fortunate enough to be in the service at a time when the only thing going on was the Cold War. “I never had to put it on the line. I did all the training; I wore the uniform; I understand that commitment and that discipline, but I never had to go [into combat]. “It’s been great to meet some of the guys coming back from the war

who have made some pretty significant sacrifices,” Couture added, meaning troops returning from Iraq and Afghanistan. Speaking at the opening ceremony of the International Military Sports Council of Military, or CISM, on Oct. 2, 2014, at Joint Base McGuire-Dix-Lakehurst, New Jersey, Couture said: “It was here on this post back in 1985 where I got my start on the Army’s wrestling team, which allowed me to represent the U.S. at the CISM championships in Sicily. It was at that time in my life when I learned I could compete at an international level. It’s an honor for me to be back here.” CISM is the abbreviation for the French name Conseil International du Sport Militaire, which organizes various sporting events for dozens of armed forces throughout the world. In 2009, Couture started the Xtreme Couture GI Foundation, known as the GI Foundation, which is dedicated to helping injured veterans of the armed forces. Couture has also teamed with Jay Glazer of Fox Sports and Green Beret and National Football League player Nate Boyer to create Merging Vets and Players. The program is designed to address challenges that many combat veterans and professional athletes face when transitioning their service/professional life to a new mission in civilian life. Championships in Greco-Roman in 1991, 1993, 1995 and 1997 and became a three-time Olympic team alternate (1988, 1992 and 1996); a semifinalist at the 2000 Olympic Trials; a three-time National Collegiate Athletic Association Division I All-American; and a two-time NCAA Division I runnerup (1991 and 1992) at Oklahoma State University. By December 1997, at the age of 33, Couture made his debut into the world of professional fighting, claiming victory in the Heavyweight Division of his first appearance in the Ultimate Fighting Championship, soon earning the moniker of “Randy ‘The Natural’ Couture.” He has fought in 16 title fights and has six UFC title reigns in the Lightweight and Heavyweight divisions. He also became the 4th pro fighter to be inducted into the UFC Hall of Fame. Couture’s growing career in acting includes the hit films “The Expendables” and “The Expendables 2,” opposite Sylvester Stallone and Bruce Willis; he reprised his role as Toll Road in “The Expendables 3.” He also played a recurring character on the CBS television show “The Unit,” in a role written specifically for him. More recently, he has appeared in the following TV shows: “Lip Sync Battle,” “Ballers,” “Whose Line is it Anyway,” “Dancing with the Stars,” “Impractical Jokers” and multiple episodes of “Hawaii Five O.”

The year 2024 holds special significance for both the vast country of Brazil and the state of Rhineland-Palatinate. Both regions are celebrating “200 years of German immigration to Brazil,” particularly from the Palatinate and Hunsrück to southern Brazil. To mark this occasion, the Department of Culture, in collaboration with the city museum (Theodor-Zink-Museum | Wadgasserhof), is organizing a series of events, exhibitions, concerts, lectures, and readings. The initiative is supported by the Ministry of Culture, the District Association, the ZukunftsRegion Westpfalz, and in collaboration with Centro Cultural do Brasil em Lautern, the Brazilian Cultural Association. The kickoff event is a “genuine” Brazilian carnival Jan. 19 at the Fruchthalle, featuring Brazilian samba dancers, capoeira performers, musicians, and singer Vando Oliveira from Rio de Janeiro. Christoph Dammann, head of the Department of Culture and the event’s initiator, explains, “There will also be a Palatine carnival component. The distinguished comedian Wolfgang Marschall from the Untiere will deliver a ‘Büttenrede’(carnival speech) addressing the highly relevant topics of immigration and the encounter of different cultures.” A costume contest is also planned, and the Fruchthalle’s catering will offer drinks and snacks. by Gina Hutchins-Inman 86th Airlift Wing Public Affairs Welcome to the Kaiserslautern Military Community. Willkommen in Deutschland! Whether you are new to the area or have been around for a while, there are probably a few things that you don’t know about your home away from home. We’ve put together a few fun facts and figures to get you acquainted with your new home right in the middle of Europe. Germany, with its official name Federal Republic of Germany (Bundesrepublik Deutschland), currently has 84 million inhabitants. The capital is Berlin far northeast and about 650 kilometers (400 miles) from Kaiserslautern. Under favorable road conditions and without a stau (congestion) you can drive the distance in about six hours. It is the seat of the Bundestag (federal parliament) and Bundesrat (federal council), and Olaf Scholz has been the Chancellor since Dec. 8, 2021. Bundesländer Germany is made up of 16 Bundesländer (states) with three of them, Berlin, Hamburg and Bremen, being city states. This means that they consist of one single city which are also states of their own. The 10 states in the north, west, south and southwest are generally called the “old states”

as they belonged to West Germany during the division of the country from 1949 to 1989. Fives states in the northeastern section are commonly called the “new states.” Berlin held a special status since it belonged to West Germany but was located in the middle of the eastern zone and could only be reached via three transit routes or by air. Bavaria is the largest state and borders Austria and the Czech Republic. It is known for its Alpine Region, a wine growing region in the northern part and its capital Munich is world famous for its annual October Fest. Its neighbor to the west is Baden-Württemberg with a large wine growing region, Germany’s largest Lake Constance to the south and is also home to the Black Forest region. Hessen to the north is in the center of Germany and is well-known for its rolling hills, quaint towns and its specialty Appelwoi (apple wine) as well as its banking hub Frankfurt along with Germany’s largest airport. Kaiserslautern is located in Rheinland-Pfalz, which produces two-thirds of Germany’s wine along the Moselle, Rhein and Nahe Rivers with cozy wine towns along the Weinstrasse (German Wine Road). The capital is Mainz and birthplace of the printing press. The small state of Saarland, just 20 kilometers down the road towards Saarbrücken, is the smallest state and joined West Germany in the year 1959 based upon an agreement with France. Our northern neighbor

Nordrhein-Westfalen is the most densely populated state with large cites such as Cologne, the capital Düsseldorf, and the industrial Ruhrpott region with the cities of Dortmund, Duisburg, Essen and Bochum. Niedersachsen, a land of horses, agricultural plains, a coastal region along the North Sea with white beaches, islands and a maritime flair is just north. Sometimes it’s people-watching over expensive hot chocolate, sometimes it’s whiskey with strangers at hostel bars and other times it’s just an early night with a good book. I have met some pretty amazing humans on the road that I would have never encountered had I sat next to a friend. Now, don’t get me wrong, I have travelled extensively with friends and family and nothing compares to the sweet privilege of sharing a certain memory, sight or view with a loved one. But every once in a while, I pack my tiny pink suitcase and ask www.ryanair.com where to go next. The first time I travelled without my parents, I was thirteen. My older sister took me on a €6 flight to Manchester and we stayed in a windowless Hotel room. After graduation, I embarked on my first unsupervised cross-Atlantic flight. I was a wreck the whole journey but I jumped in at the deep end and wasted no time fearing everything that could go wrong (and did). Once I started living by myself and working from home, I realized none of my friends had weekdays off to follow the call of Ryanair’s special offers and my love for solo travel became unstoppable. So even if your sister never introduced you to the gift of bargain flights, I’m here now. I got you. And all I’m asking for is one weekend of your time. After all, you’re in Europe, which means the next metropolis is never more than a train or plane ride away, just waiting for you to discover it. There are many ways to go about (what may or may not be) your first solo trip that, take it from a poor student, will not blow a dent in your wallet. One man’s brutal campaign for vengeance takes on national stakes after it’s revealed he’s a former operative of a powerful and clandestine organization known as Beekeepers.

Forced into early retirement by a degenerative illness, former baseball player Ray Waller moves into a new house with his wife and two children. He hopes that the backyard swimming pool will be fun for the kids and provide physical therapy for himself. However, a dark secret from the home’s past soon unleashes a malevolent force that drags the family into the depths of inescapable terror.
