‘OPS’ never stops: Ramstein mission–ready by Senior Airman Joshua Magbanua 86th Airlift Wing Public Affairs The holidays are usually a time when many people take a week or two away from work and enjoy the season with family and friends. But there are those out there who do not care for “peace and goodwill.” These people intend to create terror and drive away the festive cheer. That’s why this past holiday season, members of the U.S. military kept watch — ready to respond to anything, anytime, and anywhere. “The enemy doesn’t take the day off — and neither do we,” said Master Sgt. Gregory Flores, 37th Airlift Squadron operations superintendent. “This is why we are ready to act on a moment’s notice to respond to any threat regardless of the time of the year. The mission never stops even during the holidays.” As a member of the 37th AS, Flores and fellow Airmen conduct a massive mission. His squadron is located See OPS NEVER STOPS, Page 8

Turning a mess into a message by Senior Airman Joshua Magbanua 86th Airlift Wing Public Affairs
Tech. Sgt. Reuben McClendon had everything going for him when he began his Air Force career in the security forces field. As a young Airman many years ago, he excelled in his duties, gained a wealth of experience from deployments, won awards left and right, and received accolades from his colleagues. McClendon felt even more unstoppable when he first became a non-
commissioned officer at Incirlik Air Base, Turkey. “When I graduated from Airman Leadership School, I won the Academic Achievement and Commandant Awards,” he said. “My head started bloating up: I was young and invincible, I deployed several times, I gained all this recognition from my leadership, and they offered me a job in a staff sergeant position.” The freshly-promoted NCO wasted no time excelling in his new job. One day however, something hap-
pened that changed the course of McClendon’s life and career: he was caught in an unprofessional relationship and promptly apprehended. Before McClendon knew it, he was standing before his commander who dished out his punishment. “He demoted me right there on the spot,” McClendon said. “Everything I worked for in my life was gone … and it destroyed me on the inside. So I did what many people would do;

AAFES hosts appreciation event by Staff Sgt. Nesha Humes Stanton 86th Airlift Wing Public Affairs The Army and Air Force Exchange Service at the Ramstein Kaiserslautern Militar y Communit y Center Exchange sought to bring in holiday cheer this season by hosting a customer service appreciation event on Ramstein Air Base, Dec. 18, 2018. Approximately 21 KMC members were informed they were receiving a gift. It wasn’t until they were standing on stage with Sandra Reed, Ramstein KMCC main store manager, that they realized a third party non-profit organization had paid for their items on layaway. One of the recipients, Lorraine Cochrane said the non-profit’s generosity is a big break for a lot of people. “It makes me feel happy, very blessed, and excited,” Cochrane said. “It’s a huge
weight lifted. I think it will impact my family tremendously, the kids will be very excited. It was all of their Christmas gifts.” Jody Rose, KMC member and another gift recipient, was also excited. “I wasn’t expecting it at all,” Rose said. “It makes me feel amazing and at ease. My Christmas shopping is done.” Reed said this is the second year the Ramstein Exchange has partnered with the program and $2,800 was donated to the selected KMC members this year. “It’s important because we get to team up with a great non-profit organization that they actually end up paying customers layaways,” Reed said. “It’s the season of giving, so it’s just a great opportunity for us and it’s great for the community because they get their layaways paid.”

Thus began a low point in McClendon’s life, as well as a series of drunk nights and finger-pointing. The demoted Airman spent hours rationalizing his downfall. “There I was sitting in my room, intoxicated and wallowing in self-pity,” McClendon recalled. “I was blaming everybody but myself.” But not all hope was lost for McClendon, a good samaritan came into his life — almost by chance — who would help him onto the road to recovery. McClendon took his uniform to the local dry-cleaning business to get his NCO stripes replaced. He broke into tears as he saw his staff sergeant stripes being torn off. “I was standing there crying, and there was a man standing behind me asking what’s going on,” McClendon said. “Little did I know how that interaction would change my life.” McClendon identified the man as now-retired Chief Master Sergeant Avery Jones. He told Jones that he was just recently demoted. The chief then told McClendon to visit him in his office the next day. As McClendon walked into Jones’ office, he noticed a plaque hanging on the back of the chief ’s door. It contained three sets of stripes symbolizing ranks in the junior enlisted tier: Airman, Airman 1st Class, and Senior Airman. “I asked him about it and he said, ‘I put it there so I never forget where I came from,’” McClendon recalled. “That was the first lesson that I learned, because I realized how easy it was to go from being an NCO back to a junior Airman.” Jones gave him a roadmap to recovery: first, he would take classes to finish his college education — although McClendon would have to pay out of pocket since he lost tuition assistance privileges. Second, he would return to the ALS from which he graduated and tell them what
happened. The intent of this was to share his story and hopefully provide a blueprint for ALS students on how to be an effective NCO. The last piece of instruction the chief gave McClendon that day was to go home to forget about his demotion. “He told me to stay above the stigma of losing a stripe,” McClendon said. “I had to ignore the awkward stares and secret conversations. I was to focus on my goals and my future.” The journey was not easy, but McClendon said he did his best to keep his eyes forward and take back his career. Over time, and with the mercy of his commander, he gained his stripes back and eventually moved on to a new assignment at Joint Base Lewis-McChord, Washington, where he said the healing truly began. There, McClendon found himself giving inspirational speeches, mentoring new Airmen, and leading resiliency programs. One instance, which McClendon said he remembers well, was during one of the base’s Wingman Days, when he was told to share his story before his colleagues. When he arrived at the venue for his speech, he was surprised to see an audience of more than two thousand people. He asked his commander for encouragement. “Most people might not pay attention, and their minds will wander somewhere else,” McClendon remembered the commander saying. “But maybe one person will hear you — and your message will change that person’s life.” At that, the Airman summoned his courage and told his story. McClendon now serves as assistant NCO in charge of training for the 86th Security Forces Squadron at Ramstein Air Base. He continues to work hard building his career and helps Airmen build theirs. McClendon says he takes advantage of every mentorship opportunity that comes his way, telling his story to others as a way to encourage them in difficult times and also as a warning not to repeat his mistakes.
He also went on to develop the Air Force resilience curriculum and teach more than 2,000 students. McClendon said that although he has come a long way in his journey, he never forgets where he came from. He added that the lessons he learned in the past helped mold him into the
Page 3 man he is now: not just as an NCO and an Airman, but as a husband, a father, a leader, a mentor, and a friend. “It’s humbling to be able to tell my story and share all the lessons I learned with other people,” he said. “When people go through difficult chapters in their career, I can emphasize with
them because I’ve been there. I can relate to their fears, emotions, and doubts — because I’ve felt those same things many years ago.” For his success in overcoming adversity, McClendon credited the old chief who met him where he was at — and helped him turn his mess into a message.

If you decide to utilize these services, the 569th U.S. Forces Police Squadron urges you to take caution with your transactions. Make sure the price of the goods is clearly established. If you are using a credit/debit card, ensure you double check the transaction total before signing any receipts — read over the entire receipt! If you do not feel comfortable using your credit/debit card, request to use cash instead. KMC Post Office new website The new KMC Postal Operations SharePoint site is ready for CAC users (Active Duty/Contractor/Civilians) to use for Inprocessing, Mail Hold or Forwards, OutProcessing, and Volunteer Opportunities at the Ramstein (North/South) and Kapaun Post Offices. The site can be found through the USAFE SharePoint portal. Questions? Contact the Northside, Southside, or Kapaun Post Office Customer Service sections. Parking discs needed In certain parking lots on Ramstein Air Base, display of a parking disc is required. The maximum allowable time a car may remain in these lots is posted; the driver must set the disc to the arrival time and make it visible. The following are some parking lots where discs are required; MOMS, Ramstein Officers’ Club, the commissary, the library and the community center. Parking without displaying a disc or remaining past the allowed time could result in a citation. Visitor Control Center process and hours The Ramstein Visitor Control Center now issues passes with a scannable barcode. These passes are valid for one to three days
and may be used at any KMC Air Force or KMC Army installation. Any request longer than three days will require customers to receive a long-term pass. Customers should understand with the process, waiting times may be longer than usual. The VCC opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Furthermore, ID card holders who forget their ID may also be searched in IACS and be granted base access. Units needed for blood drives The Armed Services Blood Bank Center Europe is looking for units who would like to host blood drives for the military community. For details, call DSN 590-5585 or 06371-9464-5885 to speak to a recruiter. Bicycle Safety Riders are recommended to wear a highly visible outer garments during daylight hours and outer garments containing retro-reflective material during hours of darkness or reduced visibility. Bicycle operators and passengers on U.S. Forces installations must wear an approved helmet properly fastened under the chin. Helmets must meet the standards set by the American National Standards Institute, the Snell Memorial Foundation Standards, the Institut für Zweiradsicherheit e.V., or the Economic Commission of Europe for bicycle helmets. Bicycles ridden during hours of darkness must have a headlight that emits a white light and a taillight that emits a red light. Bicycles must have standard brakes that, when applied, safely stop the bicycle. Wheels must have two reflectors mounted 180 degrees apart on the spokes. Pedals must have reflectors designed and placed to be visible from the front and rear of the bicycle during darkness.
WINTER TIPS: When temperatures are below freezing, disconnect/wrap hose, turn the spigot off, keep outside technical rooms closed, and limit open windows/garage doors to short periods of time. When these items are left unattended, it may result in burst water pipes. For on-base housing emergencies, contact Vectrus Housing Maintenance at 06371-463-9510.

With the weather continuously changing, it is vastly important to pay attention to all components of staying safe on the road throughout winter. Having the proper tires and keeping an eye out for wildlife are two ways drivers can prevent accidents on the road during the icy season. Because winter road conditions vary and are unpredictable, it is exceedingly important to make sure your car has the correct winter or all-season tires, according to the U.S. Army Garrison Rheinland-Pfalz Safety Office. USAG RP Safety Manager Seth Dyer said to buy tires that fit your car and be sure to check for the Alpine symbol — a legal requirement since Jan. 1, 2018. Dyer said it is also very important to check your tire pressure and make sure tires are inflated to the specified air pressure required on the tire or the car’s safety manual. Don’t wait until the last minute to put on your winter tires, Dyer said, as this could be extremely dangerous for you and other passengers in your vehicle. German law requires the use of winter tires in icy conditions, so put them on once you notice a drop in temperature. Failure to do so could result in a fine of 40 to 80 euros. Dyer warned another thing to look out for this winter is wildlife. Drivers should stay cautious of wildlife running across roads, especially when driving in dark or dim lighting. If wildlife runs in front of your vehicle, it is recommended to dim your lights

to give the animal an opportunity to regain its vision and leave the road safely. If you’re on a fast road and stopping is not an option, try to minimize the impact on the animal, Dyer said. “Be very cautious, slow your speed down and don’t swerve to avoid hitting the animal,” he said. Swerving could lead to loss of vehicle control, which may result in injuries or vehicle damage. Drivers should report wildlife acci-
dents, whether they hit an animal or see an injured animal on the road. Dyer explained hitting an animal and leaving the scene can result in legal trouble. Dyer also stressed the importance of preparing for the unexpected. “To be the safest you can be in the winter, be prepared to break down in cold weather,” Dyer said. He offered the following tips: • Have a reflective vest for every

Avoid slips, falls on ice

86th Airlift Wing Safety To prevent slips, trips, and falls, clear walking surfaces of snow and ice and spread deicer as quickly as possible after a winter storm. In addition, the following precautions will help reduce the likelihood of injuries: Wear proper footwear when walking on snow or ice is unavoidable because it is especially treacherous. A pair of insulated and
water-resistant boots with good rubber treads is a must for walking during or after a winter storm. Keeping a pair of rubber over-shoes with good treads which fit over your street shoes is a good idea during the winter months. Take short steps and walk at a slower pace so you can react quickly to a change in traction when walking on an icy or snow-covered walkway. Avoid walking in the streets at

all costs, if possible. Remember, cars and trucks slip and slide, too! If it’s an emergency, and you can’t avoid the street, wear bright or reflective clothing. Always walk on the right side of the street, facing oncoming traffic. Avoid outdoor stairs, driveways and other hilly terrain. Stairs can be especially hard to clear and build up ice easily. Remember, ice can easily hide under a light dusting of snow. Just
because you don’t see the ice doesn’t mean it’s not there. Be aware of overhead hazards! Falling icicles and chunks of snow pose a serious risk. In extreme cold weather, icicles can build up in size very quickly and are lethal. Their size and dagger-like formation are extremely dangerous for pedestrians. Be aware of what’s happening above you, and stay clear from the edges of buildings.

The 86th Airlift Wing commander and command chief lauded Airman 1st Class Sara Sparks, 86th Medical Support Squadron, for her professionalism and service. Sparks, who has been in the Air Force for just over a year, is credited with filling a noncommissioned officer in charge position since April 2018. She processes all OPS never stops from Page 1 at Ramstein Air Base: the hub for U.S. airlift across several theaters of operation. Flores considers his squadron’s airlift mission as a way to boost the morale and readiness of warfighters in deployed locations. “It’s a way for us to help out individuals throughout the theater of operations who are executing the mission far away from their families,” he said. “We do everything we can to help them, whether it’s getting them the supplies or anything else they might need ... even holiday greeting cards. It’s not ideal to be away from family and friends, but it’s part of the mission,” Flores added. Capt. Mike Thomas, 37th AS central scheduler, said there is never a
deployment waivers, Line of Duty requests, and is the sole Casualty Assistance Liaison for the 86th AW. She was also praised by the Kaiserslautern Military Community First Sergeants Association as being one of the best briefers from a young grade that they have ever had. “I feel very grateful and appreciative of my leadership,” said the Colorado native. “They’ve really helped me along the way.” The Airlifter of the Week program recognizes Ramstein Airmen who through their hard work and dedication make the 86th AW the World’s Best Wing. moment when a team is not on alert. During the alert period, Airmen must be able to receive calls at all times, have their equipment ready, and be prepared to rapidly deploy upon notice of a mission. “We have crewmembers ready to go and launch at all times,” he said. “Our readiness is what makes our capability unrivaled in the world. It gives commanders the ability to send personnel, cargo, and aircraft to certain locations in a heartbeat. They can count on us because we’re ready to go anytime.” Thomas added that while it is not desirable to have to work during the holidays, there is no room for complacency in an era of complex and ever-evolving conflicts. The 86th Airlift Wing vice commander and command chief lauded Staff Sgt. Ricardo B. Porto, 786th CES explosive ordnance disposal NCO in charge, for his excellence in executing the Air Force’s mission across the European theater of operation. Porto, a Puerto Rico native, is credited with working with the Department of State for Albanian and Kosovan Humanitarian Mine Actions missions. Porto led a five-man team through six weeks of instruction, executing EUCOM’s first-ever level-two
course, certifying 23 students from both partner nations. His team’s professional instruction was recognized by the Albanian Ministry of Defense. Additionally, Porto was handpicked to attend the Overseas Humanitarian Disaster Assistance and Civic Aid Conference in Batumi, Georgia, as Ramstein’s EOD representative to EUCOM. Porto expressed gratitude to his teammates: Tech. Sgt. Aaron Carroll, Staff Sgts. Big turnout for KMC Winter Special Olympics

Ten different organizations from Ramstein Air Base hosted this year’s Winter Special Olympics where athletes participated in events such as sprinting drills, basketball, hockey and soccer. During the event, each athlete was paired with a volunteer. These volunteers from the KMC gave their buddies tips and tricks during each event. These interactions provided fun, laughter, and a sense of connection for both the volunteer and athlete. “It’s really good for both the kids and volunteers to get out and interact during these events,” said U.S. Air Force Capt. Marilyn Cole, Winter Special Olympics treasurer and coordinator. “The more interaction you get with people with special needs, the more empathy and understanding you’ll have. So, if you come across an individual with special needs, you’ll be able to interact with them in a more productive way.” The location of this year’s Winter Special Olympics set this event apart from past iterations, which were typically held on Ramstein Air Base. The
Winter Special Olympics has not been held at the Polizei Academy for over five years. Significantly more coordination and planning were required from volunteers as a result of this event being held off-base. “The event was several months in the making,” said U.S. Air Force Master Sgt. Naomi James, Winter Special Olympics coordinator. “This was a massive undertaking because it’s the first time we’re back at the Police Academy for the Special Olympics in many years. It was a process but it ended up coming together and we’re super ecstatic to once again be involved in the German community.” In James’ eyes, all the planning was worth it. “The interaction with the kids, teachers and the Police Academy itself has been unique and special,” said James. “Seeing the happiness and pure joy the kids show just touches your heart in a special and amazing way. It’s a great feeling.” To bring this year’s Winter Special Olympics to life, James credits all the volunteers who signed up to support this cause. “It comes down to the volunteers who signed up to support this event,” said James. “Without them, we simply can’t do it.” After a successful Winter Special Olympics event, the planning committee has wasted no time and has begun working out details for the Summer Special Olympics scheduled for May.

Suicide prevention is best addressed year-round
Suicide prevention should address several aspects of influence: individual, relationship and community. The goal of suicide prevention is straightforward: Reduce the factors that increase risk and increase factors that promote resilience.
Story and photo by Mary Davis U.S. Army Garrison Rheinland-Pfalz It’s a myth that suicide ideations are more prevalent during the holidays, but what about after the holidays? “Suicide rates are typically lowest in December, but begin increasing in the spring and fall,” said U.S. Army Garrison Rheinland-Pfalz Suicide Prevention Program Manager Yancy Chandler. “But it is something that should be addressed often, yearround.” According to the Centers for Disease Control and Prevention, suicide is a serious public health problem that can have lasting negative effects on individuals, families and communities. Although the reasons for suicide are more complicated and influenced by numerous factors, the goal of suicide prevention is straightforward: Reduce the factors that increase risk and increase factors that promote resilience. Suicide prevention should address several aspects of influence: individual, relationship and community. Suicidal ideations and attempts increased last year compared to 2017, Chandler explained, and keeping the dialog open about this topic is paramount to make positive changes. “Successful prevention approaches are necessary to foster suicide awareness and a social responsibility toward
change,” Chandler said. “Suicidal behaviors are so unique that you can’t pinpoint an exact time when someone will exhibit the behavior, so you must be aware of the indicators.” The American Foundation for Suicide Prevention stated that some indicators may include: TALK Someone talking about: • Killing themselves • Feelings of hopelessness • Having no reason to live • Being a burden to others • Feeling trapped • Unbearable pain BEHAVIOR Behaviors that may signal risk, especially if related to a painful event, loss or change: • Increased use of alcohol or drugs • Looking for a way to end their lives, such as searching online for methods • Withdrawing from activities • Isolating from family and friends • Sleeping too much or too little • Visiting or calling people to say goodbye • Giving away prized possessions • Aggression • Fatigue MOOD People who are considering suicide
often display one or more of the following moods: • Depression • Anxiety • Loss of interest • Irritability • Humiliation/Shame • Agitation/Anger • Relief/Sudden Improvement Chandler said people may also notice someone withdrawing from friends and family. “You may see some behavioral and personality changes that are drastically different from their typical behavior or personality — that is a sign. Sometimes, it’s not always reassuring to see someone go from being depressed to being happy because they might have a plan built,” he explained. “So you need to be direct with someone when asking about suicide. Don’t ask if they are thinking about ‘hurting’ themselves – ask if they are thinking about ‘ending their life.’” While there are several helping agencies that can provide assistance, some people are reluctant because of the stigma associated with reaching out for help, Chandler said. “For some, reaching out for help is associated with weakness,” he said. “But I want people to know it’s OK to reach out for help, because it’s a sign of strength. There are some obstacles in our lives that we can’t

Kingfish swim to top honors in six-team meet

Pierre-Louis was one of seven Kingfish to earn three first place finishes, joining his sibling Alexis, Timothy Meeker, Tyler Jones, Marcus Kennedy, Philip Osadsky, Evangeline McFarland and Meghan Stewart. The other squads at the meet were Eifel Sharks, Rota Tiburones, SHAPE Seals, Stuttgart

Piranhas and Wiesbaden Wahoos. The Kingfish are in their 38th year with 125 local swimmers ages 6 through 19. Throughout the European and Asian military community, including a small contingent from UAE, the EFSL supports 18 teams with a membership currently at 1,142 swimmers. Meets are held every week during the season with extensive travel making weekends quite hectic, but enjoyable, for the families. The league is also growing. The most recent addition was Portugal, which has now been competing for three years. “Team spirit, sportsmanship, selfimprovement, trying one’s best and
having fun have been the monikers of the Kingfish for the longest time!” said head coach Kent “Chip” Bassett, who has been with the Kingfish for 13 years. “We have a veteran staff, all competitive swimmers, (Chris Markus, Jennifer DeVanna, Courtney Walinski, Sheri Beeker, Jacob Glasgow & Elizabeth McClain) that has been able to provide a positive competitive swimming experience for the swimmers and 84 families within the Kaiserslautern Military Community this 2018 to 2019 swim season.” High school athletes Abigail Driskell, Ryan Kirby and John Tittel won gold medals in two

events while Alayna Potter, Connor Mulrooney, Annika Zimmerer and Noah Lang all won golds in one event. The high school swimmers can earn a varsity letter if they achieve the criteria. “Our 30 high school swimmers representing Kaiserslautern High School and Ramstein High School are working toward achieving their varsity letter in swimming,” said club president Tina Tarpen. At a minimum these swimmers must make 75 percent of practices, 70 percent of meets, and either qualify for long distance or individual champs or earn 60 points. She said that though only the high school-

January 11, 2019 ers can earn a varsity letter, all age groups are competing for the chance to represent the best of the EFSL in Eindhoven, The Netherlands, for the European Forces Championship Meet to be held March 2 to 3. In spite of their obvious success, the program, like other sports programs in the military setting, has its challenges. “Challenges the program faces are similar to those that many youth sport programs around the KMC may be experiencing. The constant rigor of the military compounds the ability to retain top talent and qualified coaches,” she said. But because of the tradition, organization and dedication of the athletes, coaches and parents, “every year since 1980, the Kingfish have shown perseverance and have been able to maintain our winning reputation as a force to be reckoned with within the EFSL,” Tarpen said. Coaching the Kingfish is definitely a labor of love with long hours and much to do. Bassett’s day job is as the middle school principal at Sembach. After a long day in the trenches, he drives to Ramstein for several hours of practice, done in shifts. The assistants also have occupations other
than the swim team, but they take their roles very seriously knowing they will be challenged at every practice because they are working with very young children just starting out, preteens, middle schoolers and with adolescents getting ready for college. The practices are staggered, the swimmers either completing their workout before school in the morning or after school. It is this mix of competition and teaching that keeps them coming back. “These kids are very dedicated,” Bassett said. “Some of them even participate in other sports or activities. We want them to have well-rounded lives. We know they might not be able to make all the meets, so they Jasmine McKinley understand what the rules are and we are all flexible.” Each swimmer is allowed to compete in three events. They choose from among freestyle, backstroke, butterfly or breaststroke. All four are stressed during the practices and all of the swimmers train in all the events. The next home meet is scheduled for Jan. 26. KMC will play host to seven EFSL teams and two host nation swim clubs, KSK & Aqua Raquel Kennedy Kids.

Once again, the City Image Maintenance Kaiserslautern (Stadtbildpflege) published a new edition of the “Garbage Guide of the City of Kaiserslautern” for 2019. The garbage guide provides important information for English-speaking citizens on topics such as waste reduction, recycling, re-use, and disposal of waste for the entire municipal area on a total of 32 pages.
The useful brochure shows, for example, the addresses and opening hours of the municipal recycling centers, the locations and dates of the hazardous waste collecting trucks (Umweltmobil) and details regarding the pickup of Christmas trees. An overview regarding proper waste separation is also provided at the end of the brochure. Calculating your LQA or OHA when purchasing a home by Robert Mitchell Mitchell Consulting I am often asked exactly how to calculate ones housing allowance when purchasing a home overseas. Generally along with this question comes the misunderstandings of what they have been told by others. Some have said that your Living Quarters Allowance is based on how much your actual mortgage is. Others note it is based solely on what your allowance is for your pay grade. Hopefully, I can explain how your allowances are calculated which will clarify the rumors. Keep in mind the base of these calculations
is the same for both Active Duty Military and Civilian Employees. The difference between the two is that the military member’s Overseas Housing Allowance is left in the foreign currency and converted for each pay period based on that period’s exchange rate and the Civilian’s LQA is converted back to U.S. dollars at the time of the purchase. This means the military member’s USD payment will fluctuate with the currency exchange while the civilian’s USD payment will be fixed on their exchange rate at the time of purchase. So a military member will always get paid just the right amount to cover their calculation each month while some months a civilian may make extra money with other months
coming up short. Historically this has balanced out to where the civilian does not notice these ups and downs through their course of ownership. lated maximum of €2000 per month. In addition to this €1400 per month, the member will automatically take the €703 per month utility allowance.

For this example we will use a civilian that receives LQA. He is a GS-11 with 1 dependent that receives $49,000 per year. This is different than a military member because his allowance is offered in USD rather than Euro. The first thing that is done is his purchase price is converted from USD to Euro based on the date of the purchase. The conversion of .732 will be used for this example. €300,000 / .732 = $409,836 Once we have the dollar figure for this purchase, we are able to calculate the monthly allowance in the same manner as for military members, but in USD. $409,836 / 120 = $3415 per month This leaves him with $668 per month
An O-4 with dependents buys a home for €165,000. She has a cap of €1670 per month plus €703 for her utilities. By using the same formula as in example 1 (purchase price / 120) you will see that she will take €1375 per month. This less than her cap of €1670. If her goal was to maximize her OHA, she would need to buy a more expensive home.

Ham & Cheese Spaetzle Ham & Cheese Spaetzle Ingredients (for 4 people) 4 cups fresh mushrooms sliced into quarters and washed 3 tablespoons butter 1 cup diced ham 1.5 pounds spaetzle ¼ teaspoon salt ¼ teaspoon nutmeg ¼ teaspoon white pepper 1 tablespoon chopped parsley 1 cup grated Gouda
Allow butter to melt in pan. Don’t let it get past warm. Add mushrooms, diced ham, and spaetzle. Heat all for 5-7 minutes, on medium heat, stirring occasionally. Season with salt, pepper and nutmeg. Add grated Gouda and chopped parsley. Divide equally into four bowls and you have a nice comfort food dinner. If desired, you can top with nicely browned onions. A nice summer salad of tomato, cucumber and lettuce will compliment this meal well.

Living in Europe gives you many opportunities to travel far and wide. Here are a few options for day trips not far from the KMC.
2. TRIER Unless you are new to the area, you’ve probably been to Trier or at least know about it. Trier is Germany’s oldest city and is a great place to spend the day. They have a downtown area much like Kaiserslautern with plenty of shopping and restaurants. Trier offers a little bit of everything from Roman Baths to craft shopping. Even though it is technically a day trip, you might have to make it more than once since there are so many things to do!
1. FREINSHEIM

Freinsheim is a smaller town in the Bad Durkheim region of Germany. It’s one of those quaint wine villages that we stumbled on one day on a Harley ride. We like it so much that we started looking for events that would bring us back. We have visited the town a couple of times just to wander through the streets and browse the shops. Recently we were there for their Blütenfest to kick off spring and enjoy some wine. Every year, during the month of January they have a night festival that takes you on a torch-carrying tour throughout the town and local vineyards. Things to Do in Freinsheim: Toy Museum: We haven’t been to this (because we no longer have kids at home), but I can see where young kids would enjoy this. How to Get There: Freinsheim is approximately a 1 ½-hour train ride from Kaiserslautern. The train station is very close to the city Centre so this is really the most convenient way to get there, es-
Things to Do in Trier: Imperial Roman Baths: The Kaiserthermen or Imperial Baths is a large Roman bath complex. This is also designated as part of the Roman Monuments and UNESCO World Heritage Site. We have been here a couple of times and it is definitely worth the 3 € to take a selfguided tour. You can read my blog about our visit here. How to Get There A drive to Trier is about 1 hour and 20 minutes northwest of Kaiserslautern, 1 hours and 50 minutes southwest of Wiesbaden and 3 hours and 10 minutes northwest of Stuttgart. I’m sure everyone has heard of Heidelberg and its castle. Actually, it is the first place I heard about from my parents when we learned we would be moving to Germany. It’s the first city they visited back in the sixties when my dad was stationed here during the Vietnam Era. It was also the very first trip we took after arriving and unpacking. Heidelberg is situated on the Neckar River and is a very popular tourist destination. Things to Do in Heidelberg: Schloss Heidelberg: A truly impressive castle overlooking the equally impressive town along the river. We were last there in the fall to visit the castle along with the world’s largest wine barrel and the German Pharmacy Museum. You can read about our trip here. How to Get There The Heidelberg Castle by car is approximately 1 hour and 5 minutes east of Kaiserslautern, 1 hour and 5 minutes south of Wiesbaden and 1 hours and 30 minutes north of Stuttgart. Bernkastel is a well-known winegrowing centre on the Mosel River. The town sits in the valley along the river overlooked by vineyards and a castle. We’ve been there every fall for their Wine Festival that ends with fire-
works over the castle. You can read about our experience here. The downtown area is a medieval market place zone strictly for pedestrians, which is great because you can enjoy it without the annoyance of cars. Some of the houses, dating as far back as the 15th century, are a little crooked yet have stood the test of time while others are a bit more spacious. There are plenty of little stores, pubs and cafes as well as historic places. Things to do in Bernkastel-Kues: Mosel Wein Museum: This multimedia museum will give you a much better understanding of the region’s winemaking traditions. Guided tours and wine sampling are available daily. How to Get There Bernkastel is an easy one hour or so drive from Ramstein. It’s an hour and 20 minutes northwest of Kaiserslautern, 1 hours and 25 minutes west of Wiesbaden and 3 hours and 10 minutes northwest of Stuttgart. Click on DB Bahn for train details.
