Get to know why your new neighbors celebrate, and commemorate certain holidays and observances — often with a wine or beer.
As the new year rolls in, one day in mid-February stands out. Around the Kaiserslautern Military Community it’s called Fasching, but throughout German speaking
countries it can be referred to as Karneval or Fastnacht as well. So how do we as Americans fit into this celebration? Where did Fasching come from and why is it celebrated? Fasching is celebrated before the Roman Catholic and Orthodox Church’s observance of Lent. Fasching is considered to be a Christian holiday, but the celebrations of Fasching can be seen in pagan festivals and rituals from Germanic tribes in ancient Germany. Those celebrations were designed to drive away evil spirits, encourage spring to come and good crops to grow.
Many cities hold large parades and festivals to commemorate the occasion. Mainz holds their large, traditional carnival on the Monday before Ash Wednesday. Their parade is the second largest one in Germany, while Koln’s is the largest festival. The cities of Trier and Koblenz also host large parades. Attendees are encouraged to dress up however they desire. From cowboys to hippies you’ll see many different costumes during these festivals; and floats designed to satirically mimic politicians will roll down the street. RamsteinMiesenbach holds their parade on
Fat Tuesday. This year’s celebration will take place Feb. 25 at 2:30 p.m. During celebrations held long ago, food and drink was widely consumed and normal city ordinances and order were suspended. Some notable examples were the keys to the city being given to jesters or fools, women ceremoniously ruling the town, noisy parades and masquerade balls. The term Fasching can be traced back to the 13th century. It’s a derivation of the modern German word, fastenschank, which refers to the last serving of alcohol before Lent. Although the exact history
of Fasching is unclear, references date back to the early 13th century. Going back to 1234, city-wide celebrations occurred in Cologne, Mainz and Speyer. While Fasching season officially starts on Nov. 11 at 11:11 a.m., the parades and balls typically occur during the last few days before Lent begins. The celebration ends at midnight on Ash Wednesday. Those interested in being involved with this year’s festivities should contact their local Rathaus or town hall to get more information about Fasching celebrations in their area.

and primary veteran caregivers can utilize these benefits at Ramstein Air Base thanks to the joint efforts of Army and 86th Airlift Wing personnel. The process for taking advantage of the new shopping ben-
efits is unique in the Kaiserslautern Military Community because of international agreements and hostnation laws. The 86th Mission Support Group and 86th Security Forces Squadron coordinated efforts with

Swanson, 86th SFS plans and programs director. “The 86th SFS in coordination with the U.S. Army in Europe Installation Access Management Office, USAREUR and U.S. Air Forces in Europe judge advocates, German Customs Office and the Retiree Affairs Office sifted through the new requirements to determine how the changes would affect those eligible personnel residing in Germany.” The first step is to acquire a
Veterans Health Identification Card, not to be confused with a Veterans ID Card, by enrolling in the VA healthcare system. To enroll, veterans can complete an application over the phone by calling 877222-VETS Monday through Friday from 8 a.m. until 8 p.m. Eastern Standard Time, online at www. va.gov/healthbenefits/enroll or inperson at a VA medical facility. Once enrollment is verified, the member will need to go to a VA medical facility, with a valid passport, and have their photo taken for their VHIC. Primary veteran
caregivers will need an eligibility letter, rather than a VHIC, from the Department of Veterans Affairs Office of Community Care. The next step is gaining base access by securing an Installation Access Control System installation pass from the IACS Office at Pulaski Barracks. “Currently, due to technical constraints, only the U.S. Army Garrison Rheinland-Pfalz Installation Access Control Office on Pulaski is able to issue these passes for the KMC,” Swanson said. “This will change later in 2020,
February 7, 2020 when a new access control system is installed throughout the KMC enabling Ramstein to also issue the passes.” Once veterans have secured base access, they will need to get a Pink Card to account for German taxes and import fees on any purchased items. This card is retrieved by getting an AE Form 550-175K for status verification from the U.S. Customs Office and taking the issued form to the local German customs office. Veterans will need a valid passport, valid residence permit, if they are a residing or

ordinary resident in Germany, and a VHIC. With the Pink Card and IACS installation pass, Veterans will be able to get on base and enjoy the shopping benefits of the Military Exchange, commissary and certain Morale, Welfare and Recreation programs. The Retiree Activities Office said it is excited about the expansion of veteran benefits and potential to see more military retirees enjoying Ramstein’s facilities. They are honored to be a resource for veterans who remain in the KMC.

Airlifter of the week: One Airman’s logistical adrenaline rush

Stillness reigns, brought on by thick, grey doors isolating the offices of the small building. The environment is deceiving. Silence masks the action taking place at the 86th Logistics Readiness Squadron. Who are the people who make the mission happen behind these thick, grey doors? “We control the missions for all contingencies out of here,” said Tech. Sgt. Tyler J. Cobb, 86th LRS section chief of cargo deployment function and air passenger terminal. “If it’s deploying out of here, we touch it, which is outstanding because you get to see everything before it goes into the fight.” As section chief, Cobb’s role includes ensuring his team is set up for success. “I manage day-to-day operations and make sure these guys that are doing all the hard work are being taken care of,” Cobb said. Furthermore, he makes certain that his team is meeting training requirements and increasing their capabilities for any future taskings. Since Dec. 31, 2019, Cobb’s team has moved 110 cargo tons and 424 passengers supporting real-world operations across three different combatant commands: European Command, Central Command and Africa Command. Cobb also activated his team to support a no-notice deployment of the
European Command’s commander response force team. The start of the New Year was an exciting time for him, and it was an opportunity to witness the team’s dedication to the mission. “When the beginning of the year kicked off, it was crazy,” Cobb said. “I got the phone call saying the team of heroes was ready to move and they were on their way. I immediately messaged our group and people that weren’t even supposed to be working that day just showed up to push out to the fight.” When it comes to the unexpected, readiness is a top priority for Cobb, and the rush he gets from rapidly responding to a situation is something he enjoys. “Whenever stuff kicks off, it’s go time, everybody’s ready to move, move, move — that feeling is beyond anything,” Cobb said. “I love that high-tempo environment.” The satisfaction of working in such an environment is something he didn’t get in the civilian world. With a quiet snicker and small smirk, he recounts his years before the military. “When I was younger, I wanted to join the military, but my family sort of talked me into going to school,” Cobb said. “I went to community college and I was doing pretty well at it but, I just wasn’t getting the satisfaction out of it that I do with this job.” Since joining, he’s enjoyed the jobs he’s had. Initially, he started in maintenance, but was retrained into logistics. Before his current position, he was the non-commissioned officer in charge of the LRS
Aerial Delivery section. There were 11 Airmen on his team and they were constantly going on temporary duties. Cobb genuinely thinks of them as family. “It’s definitely a family down there and leaving them pulled at my heartstrings,” he said with a wince as he slapped his curled fingers over his heart.
It’s obvious Cobb is team-oriented and wants to ensure they’re ready no matter the circumstances. However, he, as well as his team, are very aware of just how important their mission is. “I know for us, if we fail, the mission doesn’t go out on time and it just compounds downrange,” Cobb said. “They’re not getting the
supplies they need, the equipment, or the personnel. We understand the scope of our mission and that we need to complete it to the best of our abilities.” Without Airmen such as Cobb and his team, Ramstein’s mission would slow down. They are part of what makes this the World’s Best Wing.

New EPME registration process places opportunity in students’ hands by Staff Sgt. Jonathan Bass 86th Airlift Wing Public Affairs The Air Force Personnel Center recently released information regarding a new registration process for noncommissioned officers, senior NCOs and chief master sergeants needing to complete enlisted professional military education requirements. For Airmen assigned to Ramstein Air Base and its tenant units who can attend Kisling NCO academy, this change simplifies the process and places the logistics of attending EPME in the students’ hands. “When I think about this process I think about, ‘predictability for the Airman,’” said Chief Master Sgt. Terrance Smiley, Kisling NCOA commandant. “When you look at the amount of ‘no shows’ per year — across our force, across all of the PME institutions — they’re through the roof. If you give people predictability, they’re able to pick the class they want to attend, they’re more likely to show up and cut down on those no shows.” Under the old process, students were notified of their report date for classes by receiving a training RIP. This process didn’t take into account an Airman’s projected leave, temporary duty or other factors. Through the new system, eligible NCOs and SNCOs receive an email in June and December which directs them to MyPers where they now have four options: three upcoming class dates and a fourth indicating that they are unavailable for training. Airmen then choose a first, second or third option out of the three available options, or decline any or all of them. “We anticipate a great reduction in deferments and no shows,” Smiley added.
Deferments are when a student is scheduled for a PME course, but must be removed for any reason. Conversely, students are classified as no shows when they are not present for the first day of class, regardless of reason for absence. The new system is still in its infancy, but during a trial run in 2019, the number of deferments and no shows for Senior NCOA and Chiefs’ Leadership Course decreased by 85 percent. “The rosters for these classes are changing right up until the start of the class,” said Senior Master Sgt. Bradley Johnson, U.S. Air Forces in Europe PME functional manager. “It’s not supposed to be like that, but it is. Due to our constant contact between NCOA, myself and our AFPC professionals, we can take a late notice deferment and fill that seat with a student.” Smiley and Johnson applauded the efforts of Tech. Sgts. Dwain Rivers and Michael Olsen, AFPC’s NCO in charge of EPME scheduling and EPME scheduling manager respectively. These guys go above and beyond by working with us right up until the class starts and if they didn’t we would have a bunch of empty seats,” Johnson said. Rivers and Olsen helped create this new process after Chief Master Sgt. of the Air Force Kaleth O. Wright said he wanted to give Airmen a voice in their military education. The new system does just that. When students have a voice, they’re happier and their PME experience is improved, Smiley said. The first classes under the official roll out of the system start in April. Smiley and Johnson are looking forward to seeing just how much this change helps Airmen succeed in the classroom.

In a testament of their proficiency, five of those Airmen were recently recognized as top performers in their fields across U.S. Air Forces Europe and Air Forces Africa command. The Air Force Medical Service awards reflect the extraordinary quality of Air Force medics and recognize expertise, leadership and commitment to the Air Force mission and the Joint team, according to Air Force Medicine. “It’s an honor (to be recognized), but it’s more about the people, the patients, our job, our mission,” said Tech. Maranda Oliver, who was named the Cardiopulmonary Laboratory Noncommissioned Officer of the Year for USAFE-AFAFRICA. “Seeing each other’s perspective, as a Soldier and an Airman, has opened up my eyes and helped develop me better as an (non-commissioned officer),” Oliver, the NCO in charge of LRMC’s pulmonary services and a native of Beaufort, South Carolina, is a two-time recipient of the award and echoes other Airmen’s sentiments, giving credit for their recognition to the Airmen and Soldiers they lead and who lead them. “Anytime you win an award like this, it’s because of your troops,” said Tech. Sgt. Noncommissioned Officer of the Year for 2019. “After graduating high school, I knew I wanted to do something in medicine, so I joined the (Air Force) Reserves to serve and get some experience,” said Chapman, a native of Castroville, Texas. “I got to work with an IDMT when I was a medic in the reserves so I knew (IDMT) is what I wanted to do. I was right. This is, in my opinion, the best job in the Air Force. I love what I do.” Although each service member performs a different duty throughout LRMC, they share a common bond of joining the Air Force to make a difference. Tech. Sgt. Nataliya Hampton, USAFE– AFAFRICA’s Diet Therapy NCO of the Year, originally enlisted to help pay for college tuition and was supposed to work as a loadmaster. She grew to love her job as a medical nutrition therapist through interac-
tions with patients. “It turned into something where I became passionate about helping people,” said Hampton, noncommissioned officer in charge of Medical Nutrition Therapy at LRMC’s Nutrition Care Division, and native of Novovolynsk, Ukraine. As a junior service member, Hampton’s experience with a patient who refused to eat changed her outlook on her duties and the impact she can have on patients. “Because I visited (the patient) on a daily basis, and just discussing what foods to eat, allowed (the patient) to see that someone showed interest. Then (the patient) did start eating and I still remember it was a grilled cheese and tomato soup,” said Hampton. “That was the first time the patient ate in three weeks.” Senior Airman Kari Rowland, who was recognized as USAFE–AFAFRICA’s Diet Therapy Airman of the Year, took an inter-
est in nutrition therapy after taking classes on the subject in college. “(Hampton’s) been outstanding supervisor,” said Rowland, a native of Crestview, Florida. Serving at her first duty station in the Air Force, Rowland says she has many goals she wants to accomplish and is glad she has leaders like Hampton to help guide her. After enlisting in 2008, Staff Sgt. Nicholas Taggart, a surgical services supervisor at LRMC, was originally slotted a military intelligence position but changed occupations to avoid delaying his opportunity to serve. A self-proclaimed sufferer of hemophobia, the fear of blood, Taggart states working in the operating room wasn’t at the top of his list, but he has adjusted to the demands of the job. “The first procedure I ever went into, there was almost no blood, but just watching (the operation), my back was up against the wall and I’m like slithering down against the wall,” said Taggart, a Philadelphia native. “But, I’ve had the chance to shake the hands of many professionals in the healthcare industry who lead the way to implement and improve the standard of care for patients throughout the United States. Personally, managing the supply and equipment departments for the operating room has opened up many doors for me in the future and it’s been fun.” According to Taggart, who was recognized as USAFE–AFAFRICA Surgical Service NCO of the Year, experiences throughout his career, from serving in Afghanistan to leading supply management for operating rooms in the United Kingdom, have readied him for increased responsibilities in fast-paced environments such as LRMC’s operating rooms. “You bring these ideas and experiences from other bases and implement them, (in your current role),” said Taggart. “But it’s leadership and a lot of initiative, making sure things get done, following through with the (junior service members), helping them get to where you are, that gets you recognized.”
Program offers Soldiers head start on transitioning from military to civilian service by Mark Heeter Installation Management Command Europe Eligible Soldiers nearing separation will soon be able to prepare for transition through the Warrior Training Advancement Course, or WARTAC, a program that provides possible employment with the Department of Veterans Affairs, or VA. Soldiers who complete the 12-week program have the chance to interview for jobs with the Veterans Benefits Administration, allowing them to build on the valuable training and skills they developed while serving in uniform. “It’s a great way for Soldiers to have something in place as a Plan A leaving the military,” said Ric James, chief of transition services for Installation Management Command-Europe. The next class is scheduled from April 13 to June 25, 2020, at Sembach Kaserne and
10-13, and Soldiers must reach out to their garrison’s Transition Service Manager to receive information to enroll in the class. In total, 37 operational sorties were completed and 2300 sonobuoys released supporting one of NAVEUR’s primary mission priorities. Overall, the mission included the successful launch and recovery of 16 aircraft including C-40s and C-130s, and supported in-theater ASW tasking.

On Jan. 29, the students from Landstuhl Elementary Middle School participated in this year’s school Spelling Bee. Students from second to eighth grade competed in over 10 rounds of grueling spelling competition. After twelve rounds and a spelling showdown a champion was crowned. Sam Cash, a fifth grader, in Maxine Reid’s class, will represent our school in the Regional Spelling Bee held this year at Ramstein Elementary School on Feb. 29. In the event Sam Cash is unable to make it, our first runner up, middle schooler Griffin Feldt will go in his place. Our second runner up was Hannah San Pedro, also a middle schooler. We are extremely proud and thankful for each and every one of the students, parents, and teachers who helped to make this year’s Spelling Bee a success.
This year’s spelling bee had a total of 25 participants. The participants ranged from grade two through eight. To be extended the honor to judge it, was exciting. To judge, was interesting and enjoyable. Simply watching lower elementary students stand and compete with middle schoolers had me transfixed. As we got down to the last three students, we realized that the talent was at such a high level that the regular spelling words just were not enough. So, in order to add a modicum of challenge, we moved to the champions’ list. Herein, we found words that finally challenged these amazing students. In the end, it was a 5th grader who took first place; and, two 8th graders who took second and third. All three, whom were brilliant, completely impressed me. What a joy to have had a chance to be part of this wonderful opportunity for students to showcase their abilities.

Coronavirus: What providers, patients should know by Military Health System Communications Office
With news of the contagious and potentially deadly illness known as novel coronavirus grabbing headlines worldwide, military health officials say that an informed, common sense approach minimizes the chances of getting sick. Many forms of coronavirus exist among both humans and animals, but this new strain’s lethality has triggered considerable alarm. Believed to have originated at an animal market in Wuhan City, China, novel coronavirus has sickened hundreds and killed at least 4. It has since spread to other parts of Asia. The first case of novel coronavirus in the U.S. was reported Jan. 22 in Washington State. Anyone contracting a respiratory illness shouldn’t assume it’s novel coronavirus; it is far more likely to be a more common malady. “For example, right now in the U.S., influenza, with 35 million cases last season, is far more commonplace than novel coronavirus, said U.S. Public Health Service Commissioned Corps Dr. (Lt. Cmdr.) David Shih, a preventive medicine physician and epidemiologist with the Clinical Support Division, Defense Health Agency. He added that those experiencing symptoms of respiratory illness — like coughing, sneezing, shortness of breath, and fever — should avoid contact with others and making them sick, Shih said. “Don’t think you’re being super dedicated by showing up to work when ill,” Shih said. “Likewise, if you’re a duty supervisor, please don’t compel your workers to show up when they’re sick. In the short run, you might get a bit of a productivity boost. In the long run, that person could transmit a respiratory illness to co-workers, and pretty soon you lose way more productivity because your entire office is sick.” Shih understands that service members stationed in areas of strategic importance and elevated states of readiness are not necessarily in the position to call in sick. In such instances, sick personnel still can take steps to

practice effective cough hygiene and use whatever hygienic services they can find to avert hindering readiness by making their battle buddies sick. Frequent thorough handwashing, for instance, is a cornerstone of respiratory disease prevention. “You may not have plumbing for washing hands, but hand sanitizer can become your best friend and keep you healthy,” Shih said. Regarding novel coronavirus, Shih recommends following Centers for Disease Control and Prevention travel notices. First, avoid all non-essential travel to Wuhan, China, the outbreak’s epicenter. Second, patients who traveled to China in the past 14 days with fever, cough, or difficulty breathing, should seek medical care right away (calling the doctor’s office or emergency room in advance to report

Hawkins U.S. Air Force, DC Chief Department of Endodontics Sports injuries and accidents can cause dental traumatic injuries at any age, but these are most common in children and adolescents. Fortunately, the majority of dental injuries are minor to include slightly chipped teeth or bleeding gums. However, some dental injuries can be complex and involve multiple teeth and even bone. In any case, after trauma to the face where the teeth have been injured, an evaluation with a dentist should be scheduled as soon as possible. Millions of teeth are injured or knocked out each year and these teeth can often be saved if quick, appropriate action is taken! Minor injuries generally involve a chipped tooth or minor bleeding of the gums (picture 1). If the tooth is chipped and there is
no bleeding coming from the center of the tooth, a dental appointment within 24-48 hours will suffice. In these sitCourtesy photos uations, it is normal to have some minor sensitivity when touching the tooth and/or sensitivity to hot and cold liquids or foods until the tooth can be treated. If there is bleeding from the center of the tooth, be sure to have an evaluation and treatment by a dentist as soon as possible. Slightly more pain can be expected in this scenario, which can be treated with over-the-counter ibuprofen (Motrin) or acetaminophen (Tylenol) until treatment is rendered. Avoid touching the tooth

CDC also has guidance for health care professionals, who should evaluate patients with fever and respiratory illness by taking a careful travel history to identify patients under investigation (PUIs), who include those with 1) fever, 2) lower respiratory illness symptoms, and 3) travel history to Wuhan, China, within 14 days prior to symptom onset. PUIs should wear a surgical mask as soon as they are identified and be evaluated in a private room with the door closed, ideally an airborne infection isolation room if available. Workers caring for PUIs should wear gloves, gowns, masks, eye protection, and respiratory protection. Perhaps most importantly, care providers who believe they may be treating
a novel coronavirus patient should immediately notify infection control and public health authorities (the installation preventive medicine or public health department at military treatment facilities). Because novel coronavirus is new (as its name suggests), there is as yet no immunization nor specific treatment. Care providers are instead treating the symptoms — acetaminophen to reduce fever, lozenges and other treatments to soothe sore throats, and, for severe cases, ventilators to help patients breathe. “Lacking specific treatment,” Shih said, “we must be extra vigilant about basic prevention measures: frequent handwashing, effective cough and sneeze hygiene, avoiding sick individuals, and self-isolating when sick.”

If there was a loss of consciousness, bodily injury other than the mouth or if the injured person is confused or dizzy, then take the person to the emergency room before the dentist! If the tooth is very loose or appears to be in a different position than it was previously (picture 2), an evaluation by a dentist is recommended as soon as possible. While likely painful, an attempt can be made to reposition the tooth to its original position with light to moderate pressure using only a person’s fingers if a dentist is not nearby. Note that this may not be successful, so do not attempt to aggressively force the tooth back into position!

Gently put the tooth back into the socket with only finger pressure. Be sure the smoothest part of the tooth is on the cheek side, not the tongue side. It should look similar to the adjacent tooth/teeth. If the tooth cannot be put back into the socket, it needs to be kept moist at all times. Ideally the tooth should be put in a bottle of Save-a-Tooth®, a liquid sometimes kept by school nurses or sports teams. If this is not available, place the tooth in milk or in the injured individual’s mouth between their teeth and cheek. Ideally, see a dentist within 30 minutes! If it takes a couple hours, the tooth may still be savable. Don’t forget to bring the tooth!

Story & photos by Michelle Thum Regional Health Command Europe Soldiers from Public Health Command Europe, Dental Health Command Europe and U.S. Army Europe Medical Materiel Center Europe crossed the threshold from junior enlisted to noncommissioned officers during an NCO Induction Ceremony Jan. 31 at the Landstuhl Regional Medical Center Chapel. One corporal and 16 sergeants accepted their new duties and responsibilities with honor as each one walked through the NCO arch and crossed sabers to officially become a member of the NCO Corps. The ceremony emphasizes the significance of becoming a sergeant and moving on from follower to leader and keeps the Army tradition alive. As NCOs, these Soldiers become leaders who are charged with passing on their knowledge
to junior Soldiers. They pledge to bear the standards, uphold core values and commit to being professionals who maintain a keen focus on the accomplishments of the mission and the welfare of their Soldiers, no matter the circumstances. “It really is meaningful for the Soldiers,” said PHCE Sgt. Maj. Brett Long. “The NCO induction builds on the pride we all share as members of such an elite corps. The ceremony should also serve to honor the memory of those men and women of the NCO Corps who have served with pride and distinction. The NCO Corps is the backbone of the Army.” Prior to the new sergeants’ induction, a candle-lighting ceremony took place symbolizing an important part of military history and the NCO Corps. Three candles were lit — red for valor of the NCO,

Amanda Blakely. “We, as NCOs, need to ensure Soldiers are properly trained. We need to train our Soldiers to take our place as someone trained us.
