ix years ago, before Spc. Rachel Lee joined the Army, she swiped credit cards to survive. Waiting tables in Virginia and caring for three children, Lee lived off cash in her pocket and charged the rest — food, diapers, clothes and hospital visits. Joining the Army was a step toward stability, but her debts followed her. Now a medic at Landstuhl Regional Medical Center, Lee was confronted about her unpaid accounts. She went to U.S. Army Garrison Kaiserslautern’s Army Community Service program on Pulaski Barracks where she met Denise Fesel, a financial readiness expert. “I was completely upside-down the first time I walked into her office. I was in tears,” Lee said. “I didn’t know what to do or where to begin. I was almost $70,000 in debt. I was like, ‘I’m never going to get this paid off.’” Fesel helped Lee, first by getting organized. To pay her bills, Lee had to understand what she owed. From Fesel, Lee learned how to understand her credit report, dispute errors and set up payment plans. Then, Lee had to make a budget and stick to it. The annual Military Saves campaign, which runs during the third week of February, encourages service members to improve their financial situation. Often,

Military members and their families formed an almost mile-long line and waited in cold, rainy weather to get a chance to see the junglethemed Cirque Dreams performance Saturday in Ramstein’s Hangar 2. More than 500 audience members came from the surrounding area to see the two free performances held for military members and their families. The show featured a singing lady bug, spinning bees, dancing reptiles and jungle boys who would interact with audience members and included upbeat music while a performer played along with a violin. “The show was great. I liked when they would swing around and ﬂy in the air,” said Nathan Caiafa, 6, son of Army Pfc. Paul Caiafa, Motorpool. The performers said that although they have devoted years of their life to perfecting their art, the show is still physically demanding. See PERFORMANCE, Page 19

What the FY13 budget means to USAFE Commentary

ince the first Gulf War, the U.S. has been engaged continuously in combat operations, and U.S. Air Forces in Europe has played a critical role. Not only have we deployed thousands of our Airmen and assets, we have also served as an essential support platform enabling the longterm projection and sustainment of combat power throughout the U.S. European Command, Central Command and Africa Command areas of responsibility. At the same time, NATO has increased both in size and scope of operations. Through all this, USAFE has steadily increased engagement and strengthened relations with its partners and allies. We demonstrate the value of forward-based forces every day. However, our challenges today are many and changing: a global economic slowdown, shrinking defense budgets, continuing operations in Afghanistan, and the rise of missile threats to the U.S. and its allies. We’re also witnessing a significant transition in the command’s mission as we inactivate 17th Air Force and assume the role of air component to U.S. Africa Command in addition to our traditional role as the air component to U.S. European Command. We must

meet these challenges head-on to maintain our effectiveness and capabilities within a much larger area of responsibility. Dealing with the same challenges on a global scale, the Department of Defense recently concluded a thorough review of our defense strategy and has begun a transition to a new approach that emphasizes future challenges, supports federal deficit reduction, and accounts for the declining costs of operations in Iraq and Afghanistan. Operating within constrained budgets is simply a reality. On Feb. 13, the president presented a proposed budget to Congress that reflects these strategic changes and reductions and includes a reduction of about $8 billion, or about 5 percent, in FY13 for the Air Force. Over the next 10 years, the DOD will need to cut more than $487 billion — $54 billion will come from Air Force accounts. Further, within the next year, the Air Force will bring the total force end strength down by around 9,900 Airmen. What do these reductions and strategy changes mean for USAFE? For the DOD and the entire Air Force, all of this means a shift in focus and a change in how we do business. Our senior leaders, including the president, have determined that our national

focus needs to emphasize Asia and the Middle East. However, the new strategy also calls for continued engagement in Europe and Africa. As recent operations in Libya proved, USAFE’s forward presence and close relationships within NATO and throughout its entire area of responsibility are of critical importance. We must also target investments to ensure we have the resources to execute the missions of the future. We will be smaller, but we will be effective and well-trained. Let me be clear. Even with these budget cuts, our military and Air Force are by far the best resourced, best trained and best equipped in the world. We can and will adapt to the new paradigm. And, as we always have in the past, we will meet these challenges head-on. Of course, changes to our strategic focus and reductions in defense spending will change how USAFE looks in the future. The 81st Fighter Squadron at Spangdahlem Air Base will be inactivated as part of an overall reduction of five A-10 squadrons. In addition, the 603rd Air Control Squadron at Aviano Air Base will be inactivated. While personnel reductions Air Force wide will often hit close to home, what that means for USAFE is still unclear. FY13 budget cuts to impact USAFE by USAFE Public Affairs

WASHINGTON — The Air Force released its fiscal 2013 budget Feb. 13 and stressed the need for difficult budgetary cuts to meet the new defense strategy while maintaining the service’s agility, flexibility and readiness. These cuts include several impacts to force structure in Europe. The Air Force is requesting $154.3 billion in the president’s 2013 budget, a reduction of 5 percent from the $162.5 billion the service received in fiscal 2012. The impact of this reduction to U.S. Air Forces in Europe will include the inactivation of the 81st Fighter Squadron at Spangdahlem Air Base

hree Romanian air force maintenance officers and two Romanian air force warrant officers visited the 86th Maintenance Group on Ramstein Feb. 6 to 10. The tour was for personnel from both air forces to learn how the other carries out daily maintenance operations. The Romanians met leadership from the 86th Maintenance Group and toured the three squadrons that make up the 86th MXG. The three-day tour included meet and greets and visits to the 86th Maintenance Operations Squadron, the 86th Aircraft Maintenance Squadron and the 86th Maintenance Squadron. While on the tour, the Romanian representatives had the opportunity to interact with the personnel who carry out the 86th MXG mission. BUDGET, from Page 2

Orientation tour downtown

Have you been ‘chiefed?’ by Chief Master Sgt. Lewis Holston 37th Airlift Squadron superintendent

recently became intrigued with the phrase, “You’ve been chiefed.” Apparently, getting “chiefed” happens when you are corrected on the spot about blatant violations of regulations or reminded about customs and courtesies, something each Airman should subscribe to anyway. Of course, “getting chiefed” can only be done by a chief master sergeant. Unfortunately, it appears that more chiefs are forced to refocus from the strategic level of operations to address issues noncommissioned officers would normally take care of at the tactical and operational levels. The issues with an Airman getting “chiefed” are probably because they weren’t “sergeant-ed” or “captain-ed” by their first line supervisors. We are called to lead in many capacities. As a leader, walking past problems hoping someone else will address them or not being familiar with the regulations used in day to day operations is wrong. If it takes a chief to address issues that are easily fixed at lower levels, then we have failed as leaders. I submit that if we do not correct our Airmen we set them up for failure. How would they have the skills to lead later? Being a leader is about adhering to standards that are prominently and perfectly placed to affect good order and discipline. What may seem trivial can be the difference between life and death in combat and is vital to our profession of arms. The concern is not solely on proper uniform wear, the issue of addressing a senior master sergeant as “senior” or how long it takes an Airman to remove the sage green fleece when indoors — that scope would be mistakenly minuscule for this monologue. It’s about having the mindset that understands the small things do matter. This perspective focuses on paying attention to details of dress and appearance, AFIs, and technical order compliance to help us execute the mission on a broader scale. These details are the rules and make us all better warriors. This responsibility to follow the rules does not solely fall on a chief master sergeant’s shoulders. It is shared at all levels of leadership. So, have you been “chiefed” lately? Each of us should take an introspective look and ask if we are properly focused to execute the mission. 773rd CST displays capabilities to 21st TSC commander Story and photos by Spc. Iesha Howard 21st TSC Public Affairs Brig. Gen. Aundre F. Piggee, commanding general of the 21st Theater Sustainment Command, paid a visit to the 773rd Civil Support Team on Rhine Ordnance Barracks in Kaiserslautern Feb. 1 to observe firsthand the unit’s capabilities. The 773rd CST is a chemical, biological, radioactive and nuclear detection unit that falls under the 7th Civil Support Command. The 773rd’s mission as part of the 7th CSC is to deploy to host nations and set up CBRN operations in order to detect and report threats. During the visit, the 773rd gave Piggee a tour of its area of operations, beginning with the medical team’s section where he received a brief on their functions and abilities. Soldiers of the 773rd CST went on to show Piggee the detection and personal protection equipment they wear and the decontamination area and equipment they use. During this time, Soldiers performed a demonstration on how they decontaminate their equipment and themselves. “As a leader, that shows me that the Soldier actually understands the equipment when they are able to explain to someone who has never seen the equipment before how to use it,” said Master Sgt. Jeffrey Rutledge, the operations noncommissioned officer for the 773rd CST.

Helpful hints for a Are you at risk for heart disease? busy PCS season The summer months mark the busiest time for personnel getting Permanent Change of Station orders and outprocessing from Ramstein Air Base. Now is the time service members should start completing all required actions to get their orders processed in a timely manner. The first step in the process for service members is to attend the ABCs of PCSing briefing from the Ramstein Airman & Family Readiness Center, a mandatory program for all personnel assigned to Ramstein. This program is required six months prior to the projected departure date. Those who have not attended this program and are within this six month window can sign up by contacting the A&FRC at 480-5100. Once individuals have received notification of their assignment, Outbound Assignments at the Military Personnel Section is the point of contact to ensure they receive PCS orders. Service members should expect to receive their orders between 60 and 90 days prior to their DEROS, assuming the MPS has received the required documents for their assignment. Q: What is the purpose of measuring my blood pressure? A: Blood pressure is the amount of force your heart needs to pump blood to your entire body. The measurement of your blood pressure can reveal information about your heart and the blood vessels in your body. It is important to know how well your blood is circulating through your body to aid the functioning of vital organs. Blood pressures should be checked at every medical visit. A mildly elevated pressure does not always mean there is a serious problem. Additional pressure checks may be done to figure out if there is consistent elevation (hypertension) or elevation due to a single incident.

Q: What factors affect blood pressure? A: Some chronic conditions such as high blood pressure tend to run in the family. Diet plays a significant role because too much sodium (salt) causes your body to retain fluid, which can elevate blood pressure. Making sure your have enough potassium and vitamin D in your diet will help balance the amount of sodium and other elements in your cells. Another significant factor is obesity and physical activity. The heavier you are, the more blood you need to supply oxygen and nutrients throughout your body. Being physically active on a consistent basis is

important. Don’t forget alcohol and tobacco use. Too much alcohol over time raises your blood pressure and can damage your heart. Smoking causes narrowing of the blood vessels, which increases your blood pressure.

Q: What is BMI or “body mass index?” A: BMI is a measure of a person’s height and weight used to calculate the amount of body fat. It is a common screening tool to identify possible health risks associated with being overweight. There are separate categories for men and women over 20 years of age. Q: How much physical activity do I need to stay healthy? A: The American Heart Association recommends 30 minutes of moderate exercise four to five days a week. Mental well-being is achieved because energy levels are boosted, enhancing motivation and helping

HDL, or good cholesterol, on the other hand, is active, carrying away fats to be removed from your body, thus it is the helping one. She hopes to be debt free later this year. “It is a huge relief,” Lee said. “I’m not losing sleep over it anymore.”

409th CSB supports mission in Horn of Africa by Rachel Clark 409th CSB Public Affairs Deploying to locations that cover a third of the globe, members of the 409th Contracting Support Brigade, based in Kaiserslautern, regularly find themselves supporting U.S. Africa Command in remote parts of the African continent. In Camp Lemonnier, Djibouti, as part of the

Contracting officers, along with team members from the 490th Civil Affairs team, conduct a hiring action in Djibouti. U.S. Navy members are building a new health clinic in this remote village.

Combined Joint Task Force-Horn of Africa, the contracting teams play integral roles in acquisition support. “We are out to build relationships with the local populace and let them know we are a friendly force,” said Master Sgt. Andres Reta, the noncommissioned officer in charge of the 409th CSB team. “We are key in the support of building, remodeling, reconstructing and upgrading of a lot of schools, clinics and wells.” Upon arrival at Camp Lemonnier, 409th team members become part of a joint military contracting community and are individually assigned to support a different country in Africa. The team provides acquisition support that includes acquiring construction material, transportation, camp support, as well as humanitarian efforts. “While working in the contracting office at Camp Lemonnier, our team got to write contracts for humanitarian efforts, including veterinarian civic programs that helped vaccinate animals,” said Sgt. 1st Class Portia Hall, a 409th CSB team member. “I was humbled by some of the things I got to see, and to be able to support the mission in Africa was amazing, professionally and personally.” The joint environment provides contracting professionals the opportunity to learn new techniques

Parents, children get financial tips at Kaiserslautern seminar Story and photo by Rick Scavetta U.S. Army Garrison Kaiserslautern On a recent Wednesday after work, in the basement of the U.S. Army Garrison Kaiserslautern chapel on Daenner Kaserne, Master Sgt. Michael McCabe joined dozens of people to learn steps to manage money. From a wall-mounted flat-screen television, Dave Ramsey, a faithbased financial expert and motivational speaker, shared ideas on how to dump debt — one lesson of his 12-week Financial Peace University, a DVD course geared toward military families. The lesson began with a potluck supper and ended with attendees making a physical commitment — snipping their credit cards into shreds. One by one, people came forward. Sounds of scissors clipping plastic were heard amid cheers and applause. “It’s a huge weight lifted,” McCabe said, dropping plastic shards from the card he recently used to buy a new television. In Kaiserslautern, Ramsey’s program is moderated by Chaplain (Maj.) Everett Franklin, the garrison’s family life chaplain, who’s attended Ramsey’s seminars and believes in the program’s message. “We recognize in Kaiserslautern there’s a need for people to work on their personal finances. Our mission is

to help the families to learn and grow,” Franklin said. “This course teaches you the basics and helps train you to incorporate positive behaviors that will help you get on track financially.” In late 2011, 15 military families took part. Now, more than 20 families attend. And, there’s a waiting list for future Ramsey courses, Franklin said. Meanwhile, Soldiers and family members can also access a variety of free financial readiness classes offered through the garrison’s Army Community Service program. During Military Saves week, which began Feb. 19, ACS held events and semi-

nars to promote financial readiness. McCabe, a New Jersey native who hopes to retire within a few years, shed most of his debt before coming to Kaiserslautern, where he’s served with the 266th Financial Management Center — an irony he recognizes with a lighthearted smile. “I work in finance. It’s funny that I’m here in this class,” McCabe said. “But, I’m trying to better the future for my family.” With six family members, McCabe has to live off post where he stretches his housing allowance to cover rent and utilities, he said. They needed

a better car, which meant a six-year loan. When his TV broke, he thought credit was the solution. Already, McCabe paid down some debts and set a plan for the rest. He hopes to remain debt free, retire and open his own business — an animal kennel near a military base. Meanwhile, he’s spreading the word to junior Soldiers. Plus, he shares finance tips from the class with his children. “Your kids get to come — they teach the children at their level, so they’re learning at the same time,” McCabe said. Down the hall, ACS staff use videos, books and games to explain to children about wages, spending and debts, said Denise Fesel, ACS’s financial readiness program manager. Children use play money at a store and learn how to budget their income. “We’re training the kids on money. They don’t know because they think they are playing,” Fesel said, “but then they are talking to their parents about money.” On the drive home, McCabe and his son Caleb, 12, a fifth-grader at Kaiserslautern Elementary School, swapped stories about what they learned. “We’re talking about different savings accounts, how some give you more interest,” Caleb said. “I think it’s cool to save money and see what happens.”

Medical group pushes preventative health care

he 86th Medical Group is promoting colon cancer awareness during the month of March. Colorectal cancer is the third most common cancer for both men and women. Beginning at age 50, men and women should begin routine colorectal cancer screening. Screening is important because in the early stages of colorectal cancer, there may be no symptoms. The Centers for Disease Control and Prevention reports screening tests for colorectal cancers may actually prevent cancers from developing by treating pre-cancerous conditions. Recommended screening tests and intervals are: » High-sensitivity fecal occult blood test (FOBT), which checks for hidden blood in three consecutive

stool samples, should be done every year. » Flexible sigmoidoscopy, where physicians use a flexible, lighted tube (sigmoidoscope) to look at the interior walls of the rectum and part of the colon, should be done every five years. » Colonoscopy, where physicians use a flexible, lighted tube (colonoscope) to look at the interior walls of the rectum and the entire colon, should be done every 10 years (cdcinfo@cdc.gov). According to the website www.womenshealth.gov, the National Cancer Institute recommends women 40 years and older should get a mammogram every one to two years. Also, women who have had breast cancer or other breast problems, or a family history of breast cancer, might need to get mammograms before the age of 40 and at a more frequent rate. If you are a female between 40 and 69 years old, you are not currently experiencing any breast problems, and you know

The ‘Cat in the Hat’ is back

The “Cat in the Hat” is back, and some members of the KMC are helping bring his story to the Baumholder Hilltop Theater. Calling the smallest of small and the tallest of tall, come one come all to “Seussical the Musical,” a fantastical, magical, musical extravaganza about the power of imagination and belief in oneself. The Cat in the Hat takes us on an imaginative journey to the world of Horton the elephant, the Whos of Whoville, Gertrude McFuzz, and many other Dr. Seuss personalities. “Oh, the Thinks You Can Think” captures the show’s spirit of imagination, as the colorful characters transport the audience from the Jungle of Nool to the Circus McGurkus to the invisible world of the Whos. The story centers on Horton the elephant, who ﬁnds himself faced with a double challenge — not only must he protect his tiny friend, Jojo, (and all the invisible Whos) from a world of naysayers and dangers, but he must guard an abandoned egg, left to his care by the irresponsible Mayzie la Bird. Although Horton faces ridicule, danger, kidnapping and a trial, the intrepid Gertrude McFuzz never loses faith in him and is the only one who recognizes “his kind and his powerful heart.” The Cat in the Hat acts as host and emcee, sometimes acting as outside observer, narrator and devil’s advocate and sometimes leaping into the action to create mayhem and keep the story moving. Ultimately, the powers of friendship, loyalty, family and community are challenged and emerge triumphant. The cast and crew of more than 40 child and adult actors from both Baumholder and Kaiserslautern are rehearsing long hours in

preparation for their performance of this popular musical. A support staff of directors, choreographers, costumers, lighting designers, set designers and music directors round out the Seussical crew. A team of activeduty Soldiers, Department of Defense civilians, German local nationals, Department of Defense Dependents Schools teachers and children of all ages make up the cast and crew, who will pull out all the stops to entertain the audience. “For many of our actors, this is their ﬁrst stage appearance ever. Others are seasoned performers. But, they’re all incredibly talented actors, singers and dancers. I know that Team Seussical is going to give an amazing performance,” said director Eric Danzeiser. “This is a play where imagination can go off the charts, and that’s where we want to take our audience.” “Seussical the Musical,” by Lynn Ahrens and Stephen Flaherty, debuted on Broadway in 2000 and is based on the books of Theodor Seuss Geisel (Dr. Seuss), who wrote and illustrated 44 children’s books in his lifetime. Performances of “Suessical the Musical” take place today and Saturday and March 1 to 4 at the Hilltop Theater. March 1 will be a special half-price night. ach year, the Students Pursuing Academic Rewards, Knowledge, Love and Employment Fund, also known as “The SPARKLE Fund,” provides grants to college students who personify the fund’s name. The SPARKLE Fund rewards deserving young scholars in a unique way, as their grants are not intended for educational expenses such as tuition and books. Instead, each SPARKLE Fund grant is intended to help students with life’s “extra” expenses, such as clothing, entertainment, gas, family and even helping others. This year, the KMC’s own RioShaune’ Harris was chosen as a SPARKLE Fund recipient. She is one of only ﬁve youth nominated by the Boys & Girls Club of America president this year and one of only 60 individuals to ever receive this honor from the SPARKLE Fund. As a SPARKLE Fund recipient, RioShaune’ will receive approximately $3,000 this year, paid on a monthly basis. In return, RioShaune’ must remain in college, do her best to succeed and write a one-page letter on a monthly basis detailing how she is progressing in school. RioShaune’, daughter of Master Sgt. Shaun and Tatineesha Harris, has been very active in the 86th Force Support Squadron’s Vogelweh Youth Programs. Her commitment to the Keystone Club and Boys & Girls Club was recently recognized when RioShaune’ was named the Boys & Girls Club of America 2011 Youth of the Year, Europe. This honor led to RioShaune’s nomination for the SPARKLE Fund grant. RioShaune’ is currently in her ﬁrst year at Baylor University in Texas. She is an ROTC cadet and engineering student who is also active in her community. In fact, RioShaune’ was recently asked to attend a special event during the National Keystone Conference in Fort Worth, Texas, at which she will speak as the teen ambassador for youthfocused military clubs. CUTS, from Page 2 Under the Budget Control Act, the Department of Defense is required to reduce expenditures by $487 billion over the next 10 years with a reduction of $259 billion over the next ﬁve. “It is worth noting that our budget has reduced by 12 percent in real terms since FY09,” Bolton said. “So we have seen a consistent trend of reductions in the budget. “The Air Force budget portion of the Budget Control Act reductions over the next ﬁve years is $54 billion,” Bolton continued. The Air Force’s portion is not a result of simply dividing responsibility between the services. Instead, the budget amount is strategy driven, while maintaining a properly equipped force with the ability to deter, deny and defeat an opportunistic aggressor in a combined campaign anytime, anywhere, he added. “The strategy requires a different force structure and different tools; the Air Force is realigning the total force to address the future,” Bolton said. Also, there is a reduction of about $500 million in research, development, testing and evaluation, but the Air Force continued its focus on modernizing key components that will maintain the service’s technological edge, Bolton said. “Funding for intelligence, surveillance and reconnaissance, and space remain a priority,” he said. “We will continue to develop programs in ISR, ensuring we are supplying this skill set to the joint warfighter and coalition partners.” Funding also remains in place for the F-35 Lightning II joint strike fighter — the centerpiece for future modernization to be able to prevail in contested environments.

“Ensuring fiscal goals are met and fleet modernization continues are only half of the goal in the new strategy,” Bolton said. “Taking care of Airmen and their families is a key component and cannot get lost in talking of mere numbers. “We are reducing the force by 9,900 Airmen, which will reduce the end strength of active duty, Guard and Reserve to around a 501,000 total force,” he continued. “This allows us to appropriately size the force structure to the strategy and hardware we are going to have in the inventory.” The Air Force is proposing a 1.7 percent military pay raise in fiscal 2013 and a 4.2 percent raise in basic allowance for housing and 3.4 percent raise in the basic allowance for subsistence as a continuing growth of compensation for service. “We are budgeting more than $700 million for family programs, including child and youth programs and child development centers,” Bolton said. “We will continue to take care of our folks. We just need to ensure it is being done efficiently under tighter fiscal constraints.” Housing is a key ingredient to taking care of Airmen, and the Air Force is close

to reaching its goal of 53,000 privatized housing units force-wide with more than 40,000 units in place and the remaining units to be ready in ﬁscal 2013. “We’ve increased our family housing budget by $93 million and this will allow us to meet our goal,” Bolton said. “Completing this transition is important because we have found through privatization we are able to increase the quality of housing for our Airmen and their families.” Looking back to the 2011 requirements — military action and support in Iraq and Afghanistan, supporting NATO missions in Libya, along with humanitarian support to Japan following a major earthquake — Bolton reinforced the reach and responsibility placed on today’s Airmen and emphasized the importance of providing them the tools required for a versatile force. “We will continue to do everything we can to provide them with the tools they need to continue to be the best Air Force in the world for decades to come,” Bolton said. It is reported that 30 percent of all children have an injury to their baby teeth and an additional 22 percent injure their permanent teeth. Most frequently, the anterior teeth are affected. Here is what you need to know in the case of an emergency: » If your child has an injury affecting their head and mouth, try to remain calm and assess the situation. Signs of a more serious head injury include dizziness, nausea, vomiting, headache, sleepiness, seizures, difficulty speaking or loss of consciousness. In the presence of these signs, immediately bring your child to the emergency room. » If you are able to tell that the injury is without other complications and related to their oral cavity, then you can follow these instructions. Control any bleeding with a cold, dampened washcloth. After the bleeding is controlled, check the injured area to assess the extent of injury. If the tooth has been knocked out, locate the tooth and store it in milk, saliva, plastic wrap, saline or contact lens solution. Do not store or rinse the tooth off with water. If the tooth is a baby

tooth it will most likely not be put back into the socket, but it is good for the dentist to see the amount of root structure that remains. If the tooth is a permanent tooth, it is crucial to act quickly. The sooner the tooth is replaced in the socket, the better long term prognosis. Make sure you call your dentist immediately and explain the incident so they can assess what needs to be done. » If you find that the injury is a chip, see if you can locate the other fragment of the tooth. If you think that the fragment might still be lodged in the gums, make sure you make the dentist aware of that when you call. Most likely, if the tooth is a baby tooth and the chip is small, the dentist might simply smooth the rough edge. If the chip is larger and involves the dental nerve, the tooth might need to have a root canal or be removed. For an adult tooth, the dentist will definitely want to see your child and assess the damage to see what can be done. Though it is difficult to prevent dental injuries, make sure your children have a protective mouth guard if they play sports, and properly wear seat belts or are strapped into their car seats. It is recommended to visit a dentist starting from 6 months of age, six months after their first tooth erupts, or no later than age 1. By doing so, you will build rapport and reduce the anxiety of finding a dental professional in the event of an emergency. For details, call the 86th Dental Squadron at 479-2210.

German communities ‘burn winter’ by Petra Lessoing 86th Airlift Wing Public Affairs

n Saturday after Fasching, the community of Olsbrücken will continue a 20-year tradition and “burn winter.” The hiking club Pfälzerwaldverein will co-sponsor this annual event in the village of Olsbrücken. Hikers interested in joining the “Fire for Spring” will meet at 6 p.m. at the Dorfplatz (village square) in Olsbrücken. The mayor will hold an opening speech and village officials will sell torches for a small fee. The torchlight procession will then proceed through the village up to the old sports field on Oberberg hill. It is about a 3-kilometer walk. About two weeks prior to the event, members of the hiking group started putting up a 4.5-meter-high

pile of wood to be burned near the sports field. Even old Christmas trees have been added to the pile. When all walkers have arrived at the wood pile, children will throw their torches into the pile, under the supervision of the local fire department. The fire will start, and winter will be burned. The PWV hiking group will run a hut on Oberberg hill, where food and beverages will be served. For more information, visit www.pwv-olsbruecken.de. Other communities in the Pfalz will say good-bye to winter with so-called summer day parades leading through the town and ending with the burning of piles or figures made of straw and wood. In the wine-growing village of Neuleiningen, the burning of winter, including a parade, will take place March 4. In Forst, Landau and Speyer, celebrations will be held March 18. In Speyer, a snowman will be burned.

Club collects donations for Pfennig Bazaar by Petra Lessoing 86th Airlift Wing Public Affairs

flea market of a special kind takes place March 9 to 11 in the event hall of the Kaiserslautern Gartenschau. It’s the 51st annual Pfennig Bazaar, sponsored by the German-American and International Women’s Club Kaiserslautern, under the patronage of Kaiserslautern’s Lord Mayor Dr. Klaus Weichel. The Pfennig Bazaar is known as the biggest flea market in the West Palatinate. Its name originates from the former German currency — the Deutsch Mark and Pfennigs, today euro and cents. GAIWC was established in 1956. Meanwhile, other nationalities were included and the name started carrying the word “international” as well. The Pfennig Bazaar is the club’s biggest fundraising event. All profits will be donated to various German, American and international charities, German-American youth activities and student exchange programs. “Last year our club donated a total of almost €30,000,” said Marlein Auge, the German club president. “Donations did go to the Fisher House in Landstuhl, USO, American Red Cross, Vogelweh High School, Lebenshilfe, the Ecological Program of the City of Kaiserslautern and many other institutions.” This time, the club will support schools only if they use the money to establish the relations between German and American schools. Donations for the Pfennig Bazaar should consist of clean clothes for men, women and children; household goods; books; toys; small electrical appliances; collectibles; bed linens; and music media. Furniture, mattresses, skis, suitcases, shoes, curtains and other large size items will not be accepted. Donations can be dropped off from 9 a.m. to 7 p.m. March 5, 9 a.m. to 6 p.m. March 6, and 9 a.m. to noon March 7 at the event hall. Donors can enter the garden show area from Forellenstrasse. The Pfennig Bazaar will be open from 10 a.m. to 6 p.m. March 9, and 10 a.m. to 5 p.m. March 10 and 11. “We are asking our visitors to bring some euros for parking on the big Gartenschau parking lot,” Auge said. “We unfortunately were not able to arrange for free parking during the bazaar.” Club members will offer homemade cakes, waffles and small dishes such as soup and sausages. 17th AF NCO takes European Jiu-Jitsu title at tournament Story and photo by Master Sgt. Jim Fisher 17th Air Force Public Affairs When the spotlight was on him, Tech. Sgt. Charles Baker choked his opponent until he passed out, giving Baker a submission and victory at the recent International Brazilian Jiu-Jitsu Foundation’s European Open in Lisbon, Portugal. Baker, along with four other members of Ramstein Brazilian JiuJitsu, took part in the competition from Jan. 26 to 29. The win gave Baker, a 17th Air Force training manager, the title in his 221-pound weight class. As the only title winner from the group of five KMC fighters who traveled to the competition, Baker won all four of his matches, taking the first two bouts on points, and forcing submissions in the final two. The relative newcomer to the sport took the title by rendering his opponent unconscious with a choke hold, surprising himself despite his success in the tournament’s earlier rounds. “I was happy to get the submission, but I didn’t realize he was out until I saw the ref lifting his legs to help him regain consciousness,” Baker said, explaining that he and his German opponent left the tournament with mutual respect. “I shook his hand afterwards — we’re Facebook friends now.” The success seemed on course for Baker, who won his first competitive tournament fourth months earlier in November 2011 at the North American Grappling Association-Europe tournament in Paris. However, Baker only began studying and practicing Jiu-Jitsu in the latter part of 2008 and then took a long break before resuming training before the tourney in France. He said a close-knit group of people training at Rhine Ordnance Barracks (the KMC group known as Ramstein Brazilian Jiu-Jitsu) fired his interest in the sport. Group leader Staff Sgt. Squadron, kept at him to stay involved. “Sergeant Benavente just kept hitting me up to come back out, and he and the guys were like family, so I got back out there, and we went to the tournament in France and it went really well,” Baker said. Benavente said he saw that Baker had potential right away. “I saw he had really good movements for someone his size,” Benavente said. “He started working with me after working with a good friend of mine and when I took him in he still had some holes in his game. Then he went on a long break and I kept hounding him to come back.” But enthusiasm for Jiu-Jitsu born out of his first time on the mats ultimately led Baker to rejoin the group and resume training. Wrestling in high school and ascending to fourth at the state level in 1999 gave Baker a background in grappling, but Jiu-Jitsu presented a new challenge. “The first guy I sparred with was the smallest guy

He went on to explain that conventional wisdom relating to Jiu-Jitsu holds that new competitors have one of two reactions to a typically humbling first experience. “Either their pride can’t take it and they walk away, or they say, ‘I have got to learn how to do that!’ I had the second reaction. That, and the quality of the people out there, made me interested. They were great.” Success in the tournament and determination led Benavente to initiate a promotion for Baker from the status of white belt to blue belt. “I knew he had been putting his heart into it, and he was recently promoted to blue belt because of his dedication on the mats,” Benavente said. “He has been working new angles and submissions — he has really had a breakthrough in the way he views Jiu-Jiutsu.” Baker said his success was evident of the quality of instruction provided by Benavente and the support of his teammates. “My technique came through. I was pretty excited about (the victory), because to me it was a validation of the time that my instructors put into me and the quality of their instruction,” Baker said. “They believed in me enough to sponsor me in the tournament and I was happy to validate that.” Baker is focused on continuing training and looking forward to a series of tournaments within Germany in the coming months. “I am still a beginner. I could be a blue belt for a year, or up to five or six years, depending on how quick I develop,” he said. If Baker continues at his current pace, the next promotion, or the next victory, shouldn’t be far away.
