Herc history honored: 37 AS celebrates 75 years by Airman 1st Class Joshua Magbanua 86th Airlift Wing Public Affairs

Friday, Feb. 10, was a cold, dreary day on Ramstein. A blanket of dark clouds eclipsed the sun and sky, shutting out the light and dappling the landscape with delicate snow. Anybody would have wanted to stay inside and succumb to the stillness of a grave winter morning. But, above the thick curtain of grey, a group of aircraft thundered over the fields and villages of RhinelandPalatinate. The roar of their engines resounded throughout the earth and sky. As four C-130J Super Hercules, the Air Force’s beasts of burden, raced like mechanical stallions with wings, the Airmen of the 37th Airlift Squadron were making history — just like they do every day. The 37 AS celebrated its 75th anniversary with a training mission. “This year marks a huge milestone in our squadron’s history as we turn 75 years old,” said Capt. Zackary Williams, 37 AS central scheduler and squadron historian. “It is important that we pause to reflect the heritage we represent and recognize that we continue to make history every day as we impact operations across three combatant commands. “To be part of a squadron that has

so much history, to be a part of a unit that’s older than the Air Force — it’s a remarkable feeling to be part of that heritage,” he said. The unit was founded as the 37th Transport Squadron on Feb. 2, 1942, on Patterson Field, Ohio, as a component of the U.S. Army Air Corps. The

squadron moved to different locations throughout the world before being formally assigned to Ramstein in 1994. Since its establishment, the 37 AS has played a role in almost every major operation involving the U.S. and its allies since World War II.

Lt. Gen. Richard M. Clark, 3rd Air Force commander, and Chief Master Sgt. Phillip Easton, U.S. Air Forces in Europe and Air Forces Africa command chief and former 3rd Air Force command chief, participated in an immersion tour of the 435th Air Ground Operations Wing Feb. 3. During the tour, they reminded Airmen to balance their priorities across work and their personal lives. Clark and Easton spoke in terms of their command priorities, which are executing the mission, inspiring Airmen and taking care of families. “Those are the three priorities the chief and I think are key and critical,” Clark said. “Not in any particular order, we need to find that balance. Strike that balance between those priorities every day, make that conscious effort.” The immersion tour began with a mission brief by Col. Andra V.P. Kniep, 435 AGOW commander, where she broke down each group and what they do. The group commanders, 435 AGOW command chief and several spouses also attended the meeting.

After the brief, Clark and Easton toured the wing headquarters building, as well as displays from individual squadrons within the 4th Air Support Operations Group, 435th Air and Space Communications Group, and 435th Contingency Response Group. They also ate lunch with several 435 AGOW Airmen. “What these Airmen do is tough, but to see the motivation, the smiles

on their faces and how proud they are of what they do is simply amazing,” Easton said. “We appreciate what these guys do each and every day.” “Everybody in this room contributes to the overall purpose of keeping the enemy from having an impact on what we all have taken an oath to support and defend, and that’s the Constitution,” Clark said during the day’s commander’s call. “It’s not

It’s something you can’t get by just research, because these talks offer the human element to it all.” The expo is about more than showing the latest technology being developed around us. According to Frierson, it’s helping some who attend with their career choices. “Some of these companies here are the destination for service members that are exiting or retiring from the

military,” Frierson said. “This expo serves as somewhat of a smooth transition for these service members who are looking into the technology career field. It even helps those who’re in high school around the area and are looking into the field as well.” AFCEA is a nonprofit international organization, which seeks to develop networks between people involved in science, technology, engineering and mathematics by creating a medium for the ethical exchange of information. With the conclusion of the exhibition and the tech talks, AFCEA is confident that Team Ramstein has been left with more knowledge and power that can help day-to-day operations.

about a single person; it is about the ideas and ideals that make our country great.” Both Clark and Easton encouraged the Airmen to understand how what they do every day impacts the overall Air Force mission and they coined Airmen throughout the tour and at the commander’s call to thank them for their hard work. “It has been an honor to see the motivation and the leadership within this organization,” Easton said. “If I leave you with one thing, it’s to stay balanced, take care of your family, and you will have a successful career.” Clark assumed command of the 3rd Air Force in October 2016, and the immersion tour provided a venue for him to see the 435 AGOW mission firsthand. “Chief Easton and I have been wowed by the 435 AGOW mission today,” Clark said. “Thank you to you and your families for the sacrifices you make for this mission. It wouldn’t happen without your commitment, dedication and understanding of the greater purpose.” The 435 AGOW consists of more than 1,500 personnel divided into four groups and 11 squadrons with 19 geographically separated units located across 14 sites.

435 CRG puts enjoyment in deployment

Story and photo by Senior Airman Tryphena Mayhugh 86th Airlift Wing Public Affairs Approximately 80 Airmen assigned to the 435th Contingency Response Group participated in exercise Austere Forge from Jan. 29 to Feb. 2. The exercise tested the capability of the 435 CRG to deploy within 72 hours and included Airmen from the 435th Contingency Response Squadron, 435th Contingency Response Support Squadron and 435th Security Forces Squadron. “We are testing out a new methodology for how we deploy as a contingency response unit,” said 1st Lt. Daniel McKeown, 435 CRS mobile aerial port flight commander. “We’re kind of like guinea pigs, feeling some of the pain and writing down notes for what works and what doesn’t.” The first few days of the exercise were spent planning who would be sent, what kind of cargo would be used and how the cargo would be loaded. Once these plans were finalized, the Airmen went into action and loaded the equipment onto pallets. “We all have a part to this exercise,” said Senior Airman Tomas Cubilla, 435 CRS aerial porter technician. “There’s a learning curve for working together because we all have different jobs and everyone doesn’t know the whole process. Exercises like this open our eyes to how important everybody’s job is.” The 435 CRG worked alongside Airmen assigned to the 86th Vehicle Readiness Squadron and the 86th Logistics Readiness Squadron to make the exercise as realworld as possible. They coordinated with the

86 VRS for vehicle support and outprocessed through the 86 LRS’ installation deployment readiness cell. The 86 LRS also sent Airmen to inspect the weight, width and height of all the cargo. “I think in this type of exercise where we’re actually physically moving cargo, people and processing through the IDRC, it’s a lot better than table topping it,” McKeown said. “(We’re) trying to get the base line established for the Airmen’s roles in the contingency response force.” The third morning of the exercise found the Airmen processing through the IDRC and arriving at the simulated deployment site. There they set up tents and equipment as if in a deployed location and spent the night. The next day, they broke down the camp and simulated returning back to their home base. “This exercise shows our capability of what we can do,” Cubilla said. “We can be sent anywhere at a moment’s notice, and it’s really something to be proud of.” Because the exercise was simulated as little as possible, it provided an opportunity for the Airmen to experience first-hand what the process would be like in a real-world situation. “I am a very hands-on learner,” McKeown said. “Talking about it, seeing it, hearing about it — those are totally different things. Deliberate practice will make you a hundred times better. I absolutely like these types of exercises, and I hope we continue to do them in the future.” During exercise Austere Forge, the Airmen of the 435 CRG sharpened their skills to be able to perform their mission as smoothly as possible with very little time to prepare.

of war from Hanoi during Operation Homecoming in 1973, and airdropped humanitarian supplies during Operation Provide Comfort for fleeing refugees in northern Iraq in 1991. Presently, the 37 AS supports the U.S. mission by providing airlift and airdrop capabilities to troops in U.S. European Command, Africa Command and Central Command. The squadron also plays a significant role in helping build ties with U.S. allies throughout these areas of responsibility. “We are the sole tactical airlift unit for both U.S. EUCOM and AFRICOM. There is very little we are not involved in,” said Lt. Col. Barry A. King II, 37 AS commander. “We support the warfighters throughout Europe and Africa, delivering vital supplies routinely. Additionally, we spend numerous months each year building partnership capacity with our NATO allies and recently have expanded our efforts to Africa. We are poised and ready to support airlift needs anytime, anyplace.” King expressed his pride in leading a squadron such as the 37 AS, saying he felt humbled and honored to serve in a unit with such a rich history. “This is the world’s greatest airlift squadron ... full of the best group of operators I’ve ever had the pleasure of serving with,” he said. “We truly stand on the shoulders of giants. ... I’m extremely fortunate to be a part of this heritage. We perform to our max every single day. ... We chase perfection and catch excellence! “Each Blue Tail is empowered to lead at their level and always encouraged to innovate. This ensures we continue to build upon our great heritage,” King added, using the nickname for each member of the 37 AS. Throughout its history, the 37 AS used a variety of cargo aircraft, the current aircraft being the C-130J Super Hercules. “Our C-130J aircraft are extremely versatile, and we can operate in a wide range of environments, making it a highly desired asset for our warfighter,” Williams said. “While the aircraft we have flown have changed over the years, the core mission of providing combat airlift and airdrop capabilities for our nation, its allies and those in need has always remained at the core.” As the squadron marks a significant milestone in its history, the Airmen of the 37 AS look forward to continuing their heritage by making history — every single day.

With every promotion, Airmen gain new responsibilities and expectations. Some promotions come with the eligibility to move out of the base dormitories, and the process can unfortunately take longer when Airmen receive incorrect information. Ramstein’s Dorm Reception Center and the Vogelweh Housing Office are dedicated to ensuring that Airmen who are moving out of the dorms experience a smooth transition. Managing 17 dormitories and more than 1,500 rooms on Ramstein and Kapaun, the DRC must maintain a 95 percent occupancy rate in each facility and can only offer alternative living arrangements to Airmen in the dorms once it goes over that limit. Once the occupancy rate of any dorm building reaches 95 percent, any senior airman with more than three years of service can be released to move out of the dorms if they have more than six months remaining on their date eligible for return from overseas. If the occupancy rate for a dorm facility is far enough over 95 percent and all senior airmen are moved out, occasionally lower-ranking individuals could also be eligible to move out, with recommendation from their leadership and final approval by housing. The DRC says that in order

to be identified as being eligible to move, each Airman must keep the DRC updated on any promotion or changes in rank. Once an Airman is identified to move out of the dorms, the DRC and housing office conducts a joint briefing to discuss the basics. During the briefing, Airmen learn there are certain steps that must be followed if they wish to avoid complications. “Taking your time and following through with all necessary paperwork is a very important part of the process,” said Cynthia Hallett, Vogelweh Housing Office chief of the assistance section. with a liaison if one is available. Housing stresses that it is important Airmen know not to sign the contract until housing reviews and approves it. As soon as the contract is approved and housing receives a dorm clearance letter from the DRC, the Airman’s overseas housing allowance starts that same day. Airmen must also be present during the premises inventory and have the landlord sign a United States Air Forces in Europe Form 333a. Any questions that members may have about the process can be directed to the housing office. “When I went in to sign my contract, I still didn’t understand a few things like getting utilities started and who I should talk to about internet in my village,” said Airman 1st Class Logan Tatham, 1st Air & Space Communications Operations Squadron intel systems operations admin. “Odds are, any question you have the housing office has heard before, so ask and see what they say.” After the initial dorm briefing, Airmen have 30 days to schedule an inspection and clear out of the dorms. The entire process of moving from the dorms takes an average of two to three weeks, depending on housing availability.

“I went into the briefing with almost no idea on how the process worked but was in my own home within two weeks,” Tatham said. Rooms can be cleared and

inspected before the 30 days, but the overseas housing allowance does not start until the room is cleared. What most Airmen don’t know is that the DRC offers pre-termination inspections. An Airman dorm leader gives feedback from a 15 to 20 minute walk-through in a dorm to identify any issues with the dorm that may cause inspection failure. “We give these inspections as a courtesy to help ensure the residents have a smooth final inspection with minimal discrepancies,” said Tech. Sgt. Civilian misconduct program brings order to overseas communities by Mary Davis U.S. Army Garrison Rheinland-Pfalz Public Affairs When you bring 35,000 people from various backgrounds, cultures and values to live and work together in one military community, you may have a few disciplinary issues. If this group of people is located in a country outside the United States, disciplinary issues are handled in a different way. While service members in the Kaiserslautern Military Community are subject to military law for their transgressions, family members and U.S. civilian employees are subject to German law, military reprimands and possible revocation of logistical support or privileges. That is where the Civilian Misconduct Program comes in. “The Civilian Misconduct Program provides fair, meaningful and impartial resolution of incidents concerning misconduct of civilians overseas,” said Don Gwinn, U.S. Army Garrison Rheinland-Pfalz Civilian Misconduct Program manager. “The program establishes administrative actions and procedures to be taken in response to civilian misconduct to safeguard the resources, facilities and welfare of U.S. Forces communities in Europe.”

Within the KMC, there are Army and Air Force civilian misconduct programs, and civilians will fall under the respective program that provides their individual logistical support. For civilians receiving logistical support from the Army, USAG RP Garrison Commander Col. Keith Igyarto and USAG RP Deputy to the Garrison Commander Deborah Reynolds serve as the Civilian Misconduct action authorities for contractors, family members, Department of Defense employees, diplomatic staff, military retirees and Army-affiliated local national employees, Gwinn explained. Gwinn and his counterparts, Robert Leist and Rick Anderson, serve as assistant Civilian Misconduct officers who advise the CMAAs. In this role, they compile reports, conduct interviews, collect data, coordinate with supporting agencies and supply vital information to the CMAA, while providing recommendations as well. Gwinn’s team works alongside the 86th Mission Support Group Civilian Misconduct office that takes care of adverse conduct within the Air Force’s scope of responsibility. “Often, there are several perspectives to a particular incident. We are an impartial party that interviews suspects,

witnesses and law enforcement officials to ensure the CMAA has a 360-degree view of a particular incident,” Leist said. “We provide as much information as possible to the CMAA to ensure he or she has all the pertinent facts to make well-informed decisions.” Last year in the KMC, the most common incidents involved physical assaults, followed by property crimes and alcohol offenses, Leist said. Depending on the severity of the offense, a civilian could lose various logistical support privileges, to include commissary patronage, participation in Family and Morale, Welfare and Recreation programs, driving privileges, ration and fuel card privileges, postal services and Army and Air Force Exchange Service sales facilities privileges. If violations are especially abhorrent, violators can be barred from entering one or more military installations or even returned back to the United States. “What people sometimes don’t realize is civilians who violate laws on a military installation can also find themselves in trouble with the German Polizei off base,” Leist said. “The host nation has exclusive criminal jurisdiction over civilians under the Status of Forces Agreement.” When minors commit crimes on

post, the Civilian Misconduct team gathers information from parents and schools to not only get a better picture of what happened but why it happened. They do this to mitigate events from happening in the future, said Rick Anderson, Civilian Misconduct officer at Baumholder. “It’s important to know if the kids are doing well in school to see if they are actively engaged in academics and what their school discipline report looks like,” Anderson said. “Measuring their academic school discipline report and what problems they may be causing in the community determines what counseling and administrative actions the CMAA may take against them.” Department of Defense Education Activity has its own discipline program, Gwinn explained, and must take appropriate internal administrative action to address student disciplinary problems. Consequently, school administrators are required to report to their respective ACMAA all cases of misconduct that warrant suspension or expulsion from school. “When students perpetrate serious offenses, we attend their disciplinary hearings to see if their actions or misbeSee miSconduct, Page 11

Regular brushing of teeth is essential in good dental hygiene and should start early in your child’s life. Although helping kids brush twice a day for two minutes can be tough, it is important as this habit can benefit their dental health for a lifetime. So starting right away and being consistent is the best way to make it a habit. There are many supportive aids such as videos, games and apps to make brushing fun for children. Another helpful tip is to allow the child to pick out their own fluoridated toothpaste and toothbrush. Cavities can occur as soon as teeth come through the gums so be sure to start brushing as soon as you see them. For some babies, it can be as early as six months old, while other babies may not have a tooth until 12 months.

For children under three years old, use a rice-size smear of fluoridated toothpaste. For children older than three, a pea-size amount of fluoridated toothpaste will suffice.

Be sure to brush all surfaces of the tooth, and if a child has teeth that touch, it is time to bring flossing into the daily routine. Even though children may want to

brush their own teeth at a young age, parents should continue to help until children are at least 8 years old or until you would trust them to brush your teeth. According to the American Dental Association, a child’s first dental visit should be within six months of the eruption of their first tooth. At the first dental visit, the dentist will check the growth and development of your child’s mouth and teeth, discuss nutrition and oral hygiene tips and, of course, answer any questions you may have. Do not wait for an emergency to take your child to their first visit, as your child will be apprehensive and uncomfortable. It is also important your child becomes familiar with the dental office and comfortable with dental exams, so try to build their excitement prior to the appointment. The 99th RSO briefs U.S. Army Reserve and National Guard military retirees and potential military retiree communities across Europe about their military retirement benefits and services twice a year with the 7th MSC providing support. “Our goal was to provide Army Reserve retirement services in the 7th MSC footprint,” said Maj. Quana Wright, 99th Regional Support Command Retirement Services officer in charge. The brief covered many topics, including the survivor benefit program, reserve retirement points, discharge vs. the retired reserve, final retired pay, Tricare medical benefits and Veterans Affairs’ benefits. The goal is to reach as many USAR Soldiers in Europe as possible, which is the 99th RSO area of responsibility for retirement support services, said Philip Freeborn, strength manager for the G1, 7th

Mission Support Command. Soldiers approaching military retirement should update their DEERS and AKO contact information and also maintain a copy of their personnel and medical files, he added. The brief is sponsored by The Army Soldier for Life Retirement Services Program, which provides assistance to Soldiers and their families preparing for, transitioning to or already in retirement. “(The) 7th MSC drilling reservists, 7th MSC active guard reserve and Soldiers who have retired from USAR residing in Europe attend this brief,” said Freeborn. Through a network of RSOs, the program provides counseling to these groups on their rights, benefits and entitlements, assists with Survivor Benefit Plan elections, assists with Reserve Component Survivor Benefit Plan elections and keeps the retiree population informed of law and benefit changes, Freeborn said. One of the most common questions asked of Wright was, “How can I correct my retirement points worksheet and what supporting documentation should I provide.” Sgt. 1st Class Stephen Warren, the 7th MSC senior human resources noncommissioned officer was onsite to help attendees with their current reserve retirement points. “One tip is to start a continuity

book to show when you get ready for retirement. Then you have a good snapshot of your military career, and then it is easier to prepare for your military retirement,” Wright said. “It makes all the difference in the world by maximizing your retirement pay.” Wright recommended for Soldiers to check out the My Army Benefits website and the HRC website referencing retirement services as a way to research military retirement benefits. The events are open to USAR Soldiers and spouses interested in receiving the latest information to assist in retirement or in preparation for retirement, with the 99th RSC RSO mostly gearing towards “Gray Area” retirees, who are USAR retirees before age 60, Freeborn said. The purpose of the briefing is to make sure the knowledge and understanding of all the programs and opportunities are afforded to retirees so that they can make informed decisions as they plan for retirement, he added. “It was excellent, and they need to come twice a year,” said Sgt. Maj. Cecil D. Blount, Headquarters and Headquarters Company, G1, 7th Civil Support Command before it became the 7th MSC, who is currently in the Individual Ready Reserve, awaiting retirement. “They should do radio and newspaper announcements and send out individual letters to the retirees.

The main point that really helped me was about how to fill out the RCSBP election certificate form.” Blount recommends future attendees come with a list of questions and do a one on one with the RSO team. “I found it very useful and a lot of things I didn’t know and a lot of things I thought I knew, that were wrong, like the timing procedure for submitting for retirement,” said Col. Mona Jibril, chief, Civil Military Operations Center, 361st CA Brigade and a Ph.D. student in International Relations in Reading, England. Freeborn said that it is the Soldiers’ responsibility to submit the paperwork for their benefits. The briefings give the Reserve Soldiers and their loved ones the tools to make informed decisions that will have a lifelong impact and the retired Soldier continues to be a part of the Army family, Freeborn said. “I recommend others to come, and with questions,” Jibril said. “There is plenty to absorb but I got a lot out of the questions.” Editor’s Note: This brief is given biannually at alternating garrison locations in Stuttgart, Wiesbaden, Kaiserslautern, Vicenza and Grafenwoehr. havior occurring at school may crossover into the community,” Gwinn said. “Occasionally, if students are suspended from school and have a lot of time on their hands, they may find themselves getting into trouble in the military community. So it’s important that we know what we are dealing with.” Sometimes unlawful incidents are symptoms of much larger problems people may have at home, work or interpersonally. When they see this, the Civilian Misconduct Program team will make referrals to several helping agencies to include Army Sexual Assault Program, Employees Assistance Program, Adolescence Support and Counseling Services, Behavioral Health Clinic, Family Advocacy Program, Army Community Services programs and other organizations to help people struggling with difficult issues receive the assistance they need. After all the information is gathered and referrals are made, the team presents their data and makes recommendations to the CMAA to decide on fair and adequate administrative actions. Depending on the severity of the incident, the CMAA actions may be as simple as verbal or letters of warning to as severe as eviction from on-post quarters, early return of dependents, mandatory referrals to social work services, alcohol and drug counseling or other support agencies, Leist said. “Sometimes several infractions will add up and a pattern of misconduct will become evident,” Leist explained. “This will sometimes lead to the individual being sent back to the States. If a severe infraction was caused by a military family member, it may even affect the military sponsor’s career.” To exchange information and best practices among field offices, the annual Civilian Misconduct Round Table was initiated last year by the USAG RP Civilian Misconduct office, Anderson said. “This June, we are coordinating with Installation Management CommandEurope Headquarters to sponsor the event at Sembach,” he said. “The intent and goal for this event is to invite all garrison ACMAAs in the region,

Kaiserslautern American including the 86 MSG Civilian Misconduct specialist, to share information, look for best practices, gain more knowledge and receive briefings from subject matter experts from the various support agencies that we do business with.” Those agencies include ASAP, Employee Assistance Program, Directorate of Emergency Services, Adolescence Support and Counseling Service, Family Advocacy Program, Army & Air Force Exchange Service Loss Prevention, IMCOM-E and 21st Theater Support Command Legal Liaison, Installation Access Control System, Landstuhl Regional Medical Center Behavioral Health, DODEA, Civilian Personnel Advisory Center Management Employee Relations and all investigative services. The event will provide an opportunity for Civilian Misconduct specialists to stay abreast of changes in regulations, policies and procedures that are vital to their execution of actions imposed by the civilian misconduct authority. At the 2016 ACMAA Round Table, more than 43 support SMEs provided briefings to the ACMAA attendees. “This type of forum has priceless information and tools ACMAAs need to prepare them to be expert advisers to garrison commanders on civilian misconduct matters,” Leist said. It is imperative that all military community members — military, civilian employees and family members — are cognizant and vigilant of their actions at all times, Gwinn said. “We are ambassadors of the U.S. military overseas. Poor decisions resulting in misconduct reflects poorly on the United States, especially when rules and regulations of the military and laws of our host nation are not properly heeded,” Gwinn explained. “Actions taken by the CMAA are only tools to correct misconduct. However, to reduce misconduct, it takes all members of our community to ensure incidents are kept to a minimum and hold individuals responsible for their actions. We are all responsible for ensuring the safety, good order and discipline of our military communities overseas.”

Ingredients for 4 people • • • • •

4 -5 tablespoons of vegetable oil 7/8 cup ground almonds 4 tablespoons cocoa powder 2 teaspoons baking powder 2 tablespoons of baking stevia or another source of sweetener • A dash of salt • 2 whole vanilla pods • 2 medium eggs • 1/2 cup coconut milk • 2 tablespoons crème fresh • 1 pomegranate • 2 cups papaya, diced into ¼ inch cubes • Powdered sugar for garnish • 2 tablespoons lemon/lime juice Preheat oven to 180 degrees Celsius or 160 Celsius on convection oven. Cover all sides of

4 x 4-four inch ceramic baking dishes with oil. Mix ground almonds with cocoa powder, baking powder, salt and sugar substitute. Cut vanilla pods in half. Scoop out center of each pod. Whisk eggs a bit so that they are a little creamy. To the eggs, add creme fresh, coconut milk, four tablespoons of vegetable oil, and center of vanilla pods. Mix well. Add dry ingredients to egg mixture. Divide between the four ceramic baking forms. In the middle level of the oven, bake for 15 minutes for convection oven. For normal oven, bake 18 minutes. Remove from oven and let rest until they are cooled. Garnish with powdered sugar. Remove the seeds of the pomegranate. Put in bowl and add papaya. Add a bit of stevia and lemon/lime juice. Top each cake with fruit mixture. You have a nice low carb dessert!

Women storm town halls, rule men Thursday

by Petra Lessoing 86th Airlift Wing Public Affairs Women in disguise will storm Ramstein-Miesenbach town hall at 11:11 a.m. Thursday to start “Altweiberfasching” celebrations. It’s one of the craziest days during Fasching season and literally translated it means “old women’s carnival.” Altweiberfasching is always observed the Thursday before Rose Monday. Traditionally, females dress as old women or witches. They meet in the morning, walk down the streets, sing songs and storm the town halls in some communities. They constantly look for victims — men wearing ties. As soon as they see a man with a tie — on the street, in a store, in an office — they get

out a pair of scissors and “attack” the man, which means they cut his tie. Men have to beware of women that day. Depending on the area in which the tie cutting is performed, the woman might ask the man to either buy her a drink or lose the tie, or she cuts the tie and kisses the man. Women are allowed to act crazy that day and have fun without their “better halves.” The tradition of women participating in Fasching goes back to the 15th century. During sermons, priests were complaining about the exchange of clothes between women and men. In 1558, the city council of Ueberlingen at Lake Constance was forced to prohibit women’s Fasching celebrations in female taverns and dormitories, because of women’s indecent behavior. But the

women referred to their female rights such as drinking and dancing during specific Fasching days. Altweiberfasching also marks the status of women in the 15th and 16th century. Wives had well-defined rights, since they were the budget keepers. During the crazy season they sat in judgment of other women who didn’t clean the house or didn’t take care of the children. Later, in several towns in Southern Germany, it became customary to sit in judgment of men. Women usually met in the conference rooms of town halls. That’s why nowadays women still storm the town halls on Altweiberfasching to take over control and become fully liberated as on no other day. During the storming of the RamsteinMiesenbach town hall, the women in disguise capture men in their offices, take them outdoors and tie them to the “Narrenbrunnen,” which is the “fool’s fountain.” Then the “Altweiber” cut the men’s ties and for the fee of at least €1.11, captives will be set free again. Traditionally women who cut ties that day hang them up as trophies. And men don’t always notice the attack on time, because it’s not necessarily just women in disguise who do it, but also normally dressed females at work. Killjoys won’t wear a tie that day or choose to wear an old one they don’t need any longer. In some communities, the day will close out with Fasching parties and dances. A big Altweiberfasching party with the band die Habachtaler will start at 8:11 p.m. Thursday at the Haus des

Bürgers. Advance tickets are available at the ticket office in the Haus des Bürgers for €8; tickets at the door cost €10. One of the most famous Altweiberfasching parties in the KMC will take place in the village of Niederkirchen. Doors to the party under the motto, “Ghostbusters — on mission in Niederkirchen,” will open at 7 p.m. Thursday in the local community hall, called Westpfalzhalle. The band Magic and a disc jockey will provide the dance music. Tickets at the door cost €15. The Kaiserslautern carnival club KVK will start its traditional Altweiberfasching event at 7 p.m. in its club house, Kalause 11, Kaiserslautern. Another Altweiberfasching dance party will start 8 p.m. Thursday in Erfenbach’s Kreuzsteinhalle. The band Favorits will perform. Tickets cost €9. Men will be admitted free until 10 p.m.

Information counter offers new event calendar by Astrid Kleemann Window to Rheinland-Pfalz information counter

The printed version of the 2017 English calendar of events for the Ramstein and Kaiserslautern area is now available at the “Window to Rheinland-Pfalz” information counter at the KMCC. Since 2011, 15,000 copies of the booklet are published each year by the city of Ramstein-Miesenbach as a joint venture with several neighboring communities. The event calendar is a popular source of information for the American military members and their families to find out what is going on throughout the year in the local area. It is distributed free of charge. On 28 pages the booklet lists more than 120 local events accompanied by a variety of pictures. The calendar provides a monthly overview of city and village festivals, fairs, markets, concerts

and shows including short descriptions of the events in English. It depicts a choice of offers that the local tourism representatives consider particularly interesting for Americans. The calendar covers the most important events in the Ramstein and Kaiserslautern area, the union community of Landstuhl and Bruchmühlbach-Miesau, the holiday region Lake Ohmbach/Glantal and the Donnersberg region throughout the year 2017. A map of the area was included to help locate the venues. The dates of bike event days, volksmarches and culinary hikes as well as medieval markets or Christmas markets are listed. People interested in cultural events will find something to awaken their interest, so do sports enthusiasts or families with children. It is just a few more days until the first outdoor events of the year will take place: End of February Fasching parades will be going on in several

towns and villages around Ramstein Air Base. The biggest parade is the Westrich Fasching Parade in Ramstein on Feb. 28 that attracts thousands of visitors each year. The calendar can be downloaded from the website www.ramstein-gateway.com that is now available in a new design. By clicking the tab “Events” you will find updated information of what is going on in the region within the next days as well as an overview list of the local events throughout the year 2017. To make it easier for you to find your way to the event locations, Google Maps was embedded in the new layout. You will find icons to share the information on Facebook, Twitter and Google+. You also have the option to export the event dates that sound interesting to you to your personal calendar. A convivial gathering with delicious food, interesting conversations and lots of laughter brought a five-month German cooking course for U.S. residents to a successful conclusion Feb. 2. The community of Kottweiler-Schwanden had invited the U.S. participants and their families to the local community hall to cook traditional German meals for their loved ones and spend time together. Roughly 50 service members accepted the invitation and enjoyed the freshly prepared meals with their children. The local resident and instructing chef Emmi Loehr worked out a set of traditional recipes for the four cooking classes, which have taken place monthly since October. Pasta dishes, potato meals, soups and pastries as well as casseroles were on the cooking agenda. Each evening the group prepared eight different dishes ranging from appetizers to desserts. The participants had the option to choose their favorite dishes for this closing event, and of course, schnitzel made the list. Mayor Gabriele Schuetz stated that the state initiative “Welcome to RheinlandPfalz! Our Neighbors from the U.S.” by the RheinlandPfalz Ministry of the Interior gave the impulse to this cooking course. The community noticed an increasing desire on the part of fellow American

citizens to get to know the local German culture. The community and local volunteers gladly responded to the request. “German cuisine is also a part of the culture, and we are happy to bring together our fellow U.S. citizens and locals with this cooking course,” said Schuetz, who was delighted to hear many people asking for a continuation of this great communal project in KottweilerSchwanden. Torch hike to tower The forest department of the city of Kaiserslautern offers its traditioanl torch hike up to Humberg Tower Saturday. Hikers can start at 6 p.m. from Bremerhof parking lot; the program begins at 7 p.m. The tower was built from 1898 to 1900. It is 118 feet high and has 163 steps leading to the top. Horn blowers provide musical entertainment, and a lights show can be seen in the sky. Food and beverages are available.

KMC Scholarship applications

KMC Scholarship 2017 applications are now available for download at www.kmcscholarships. org. Spouse applications and university applications are due March 1 at the Ramstein Officers’ Club; drop-off times are 11 a.m. to 12:30 p.m. and 5 to 6:30 p.m. Graduating senior applications are due during lunch periods March 2 and 3 at Ramstein High School and Kaiserslautern High School. Army Wellness Centers can help turn resolution into commitment by Ashley Patoka Regional Health Command Europe

Many people resolve to start the New Year off on the right foot, get healthy, workout more and watch what they eat. These goals can often be hard to keep up with, but they don’t have to be with some help from an Army Wellness Center. “Every day, well-intentioned people kick off ambitious journeys to get fit, lose weight, quit smoking, or manage stress,” said Rebecca Rhodes, Landstuhl Army Wellness Center Director. “And every day, just as many abandon their efforts for a variety of reasons — lack of time, lack of motivation, or the discouragement that comes from not seeing results quickly.” She went on to say that doesn’t have to be the case. “The Army Wellness Center staff wants to help individuals overcome the obstacles that stand between them and good health,” Rhodes said. “As fitness professionals and wellness coaches, we work diligently to help people establish (specific, measurable, attainable, realistic, and timely) goals early in their programs. Those who embrace the goal-setting process find it to be helpful, as they have defined exactly what they will work on. We empower our clients to set their own health goals and achieve them.” Throughout the Regional Health Command Europe footprint, there are five AWCs. They are located in Landstuhl, Wiesbaden, Stuttgart and Vilseck, Germany; and Vicenza, Italy. AWCs are designed to promote and sustain healthy lifestyles and improve the overall wellbeing of visitors. According to the AWC headquarters, “AWCs offer a standard suite of six core

programs that include health assessment review, physical fitness, health nutrition, stress management, general wellness education, and tobacco education.” Rhodes elaborated saying, “AWCs help clients make healthy lifestyle decisions by providing access to state-ofthe-art resources like fitness/metabolic/ body fat testing, healthy nutrition and sleep advice, stress reduction using biofeedback, individualized fitness programs and health education.” When someone first visits an AWC they will begin their journey with a Health Assessment Review, according to Rhodes. “A HAR is a quick analysis of current health status, risk for disease and to determine if an increase in physical activity is safe. Based on the results of the HAR, clients are offered various AWC services to help meet their needs

and future goals,” Rhodes said. She went on to say, AWCs help clients make healthy lifestyle decisions and that follow-up visits to an AWC can help a person stay on track. “It’s crucial for the client to continue to monitor their progression to stay on track,” Rhodes said. “The key to a client’s success is regular follow-ups with AWC staff for repeat measurements, goal reassessment and health coaching.” Rhodes said she has received a lot of great feedback from AWC patrons. Feedback includes: great classes; helpful resources; informative; and excellent services. One visitor, from the AWC in Bavaria, who has lost 20 pounds, said the best service they received from the AWC was the nutrition class. “I learned that I had no idea how

large my portions were, nor how many calories a day I was consuming,” the visitor said. “I took their advice and downloaded a calorie counting app. Since my life is pretty sedentary — long commute and a desk job — if I wanted to lose weight, I had to get my caloric intake under control.” With the help of the app, this person started tracking everything they ate and realized they could eat the same things, but needed to do so in smaller portion sizes. “I have lost 20 pounds in three months without any real increase in activity,” the individual said. “I simply try my best to not exceed the daily calorie goal established for me by the Wellness Center staff. In no way am I starving myself, nor have I ever felt really hungry since starting my weight loss journey.” All services at AWCs are free for active duty service members, adult family members (18 years and older), retirees and Department of the Army civilians and Army Reserve and National Guard Soldiers. Primary Care Managers can submit referrals for patients to be seen at the AWC, but self-referrals are also accepted. AWC services aren’t just for individuals. They also offer programs to help improve unit readiness and support physical fitness standards. This includes education to help avoid overtraining and related injuries. All AWCs are led by a highly qualified and accredited staff of directors, health educators and health promotion technicians with various backgrounds in exercise science, exercise physiology and other allied health fields. Speyer is a town in the Rhineland-Palatinate and is close to the Rhine. The town is certainly an ancient one as it was recorded on one of the Greek geographer Ptolemy’s maps, dated 150 AD, as Noviomagus. In fact it is one of the oldest cities in Germany. As you can imagine there are many delightful parts of Speyer to explore including its location in the winegrowing region.

What to see in Speyer

The Kaiserdom (Imperial Cathedral) You can’t miss the imposing Romanesque Kaiserdom (Imperial Cathedral), as the town is dominated by its four spires and two domes. Its actual full name is the Imperial Cathedral Basilica of the Assumption and St. Stephen (Dom zu Unserer lieben Frau in Speyer). It was founded by Konrad II in 1030 and was rebuilt by Henry IV. The church is now a UNESCO World Heritage Site and attracts many tourists. The crypt is the final resting place of some of Germany’s rulers and bishops. Today it is the largest Romanesque church in the world. There is a huge stone font, with a capacity of 1,560 litres, in the square in front of the cathedral’s main portal. This once symbolized the borderline between the diocese and the city of Speyer.

The old city gate was part of the city wall and the western gate; the fortifications had 68 wall and gate towers. The top floor was added in the 16th century, while the steep roof and the lantern date back to the beginning of the 18th century. You can climb the tower for a superb view of the city at your feet, and on your way up it, pause at the second floor where there is a permanent exhibition which traces the history of the fortifications and that of the gate.

The City Hall

The city hall is a late-Baroque building and it has an imposing exterior. The council chamber is in the early Rococo style and is now used for functions such as concerts and weddings.

There are many restaurants to choose from in Speyer, serving various cuisines. You could try the Goldener Hirsch at Maximilianstrasse 90A for a sample of the famous local dish, Pfälzer Saumagen (Palatine sow stomach), or try the Pfälzer Teller which is a dish of liver dumpling, grilled leberkäse and sausage. They serve smaller portions for children if you ask, and you can sit outside when the weather is good. If you are hankering after Asian food, try the Le Cyclo – Traditionelle Vietnamesische Kueche at Wormser Strasse 23.The food is fresh, tasty and serves food from other Asian countries; it is not exclusively Vietnamese. The Domhof is a hotel with a restaurant and beer garden, and the food is great and the portions huge. They serve a dish of the day which is always great value for money. The Domhof is at Grosse Himmelsgasse 6. There’s a park where children can play on site, while they are waiting for their meals.

Speyer’s Museums

The Technik Museum Speyer has planes, veteran and vintage cars and motorbikes and fire engines and is perfect for those interested in the history of transport. There’s a submarine as well as a Lufthansa jumbo jet, a Russian Buran orbiter and many other fascinating exhibits. The Historical Museum of the Palatinate is close to
