Chief Master Sgt. of the Air Force Kaleth O. Wright told members of Congress at Capitol Hill, Washington, D.C., Feb. 7, that issues such as adequate base housing, reliable child care and other quality of life factors are “inextricably linked” to the service’s readiness. “Recruiting the best Airmen possible, training and retaining the Airmen of today, and ensuring our Airmen and their families are taken care of directly impacts readiness,” said Wright during a House Appropriations Subcommittee on Military Construction and Veterans Affairs hearing. Making investments to ensure lethality, restore readiness, properly fund and train personnel and deliver cost-effective, adaptive infrastructure is essential to preserving the Air Force’s power projection advantage, he continued. In one of the first hearings of the 2019 budget cycle, Wright was joined by his colleagues from the Army, Marine Corps and Navy to discuss the

quality of life and needs for enlisted personnel across the sprawling United States military. As he has done in other instances, Wright emphasized the importance of a work environment that provides strong opportunities for continuing training, is free from sexual harassment and is focused on maintaining the resilience of the Total Force. “It is imperative we take care of the entire Air Force family,” he said. “We must continue to improve child care availability and affordability, and eliminate barriers to military spouse employment. These issues are important because we don’t only retain Airmen — we retain families. “Finally, we must continue to invest in our infrastructure,” he continued. “Our installations are unique; they are vital to supporting joint operations worldwide. More than just pavement, runways and buildings, they include airspace, ranges, locations and surge capacity with significant strategic value. Approximately 60 participants

from the U.S. Air Force, U.S. Army, U.S. Navy, and NATO affiliates collaborated in the exercise. “The exercise was a hyper realistic simulation where we engaged in both offensive and defensive scenarios,” said U.S. Army Col. Timothy Hines, Missile Defense Agency government lead. “Our agency modeled the simulation to account for any possible missile or airborne threat from modern technology to projected future tech-

nological advancements.” The exercise simulated scenarios countering collections of firepower from hypersonic to ballistic missiles. The participants also practiced countering new technology and advancing cyber threats. The training consolidated two concurrent exercises: the European Testbed, which tested upper tier ballistic missile defense, and Spartan Shield, which tested lower-to-mid tier defenses.

The Missile Defense Agency anticipates multiple trainings will be conducted following the success of the exercise. Hines said the evolution and expansions of the WPC over the last decade will enable the thousands of service members who come through their doors to continue to strengthen the defense of Europe in ways never seen before.

Nesha Humes Stanton 86th Airlift Wing Public Affairs The Kaiserslautern Military Community is seeking a volunteer director for the Retiree Activities Office, the volunteer-based organization that supports retirees, active-duty members, and spouses throughout the KMC. Col. Joseph Wenckus, 86th Airlift Wing vice commander, said the community needs an energetic, retired senior noncommissioned officer or officer to be the next director. “Part of why our KMC commu-

nity is so successful is because of our wonderful retiree community,” said Wenckus. “Our overseas retirees are ambassadors and represent our nation well. Now we need someone to represent them as the RAO director. If you have the time and you feel the calling to serve one more time, now is the time to step up!” As a liaison between the retiree population and the commander, the RAO helps address issues within the retiree community as well as host outreach days and seminars. The seminars include information on how to retire in Germany, how

Airmen encouraged to participate in Health Related Behaviors Survey

by Air Force Surgeon General Public Affairs Airmen are encouraged to participate in the online Health Related Behaviors Survey that will conclude on Feb. 28. The Defense Department asked the independent, non-profit RAND Corporation to design, field, and analyze the confidential web-based survey. Westat, the survey subcontractor, will assist with data collection. Service members were randomly selected to complete a confidential health survey via the internet. The HRBS has been conducted approximately every three

years since 1980 and is used to measure the health-related behaviors and lifestyles of military personnel that have the potential to impact readiness. The survey is confidential to protect service members’ privacy. This means that DoD, the services, and the service member’s chain of command will never know who has completed the survey. RAND and Westat will never provide DoD with survey responses linked to names, other personal identifiers, or military records. These procedures are in place to encourage service members to participate in the survey without fear that anyone will

match answers back to names. “This health survey is important to the DoD and the services, and I strongly encourage you to participate,” said Mr. Thomas McCaffery, Acting Assistant Secretary of Defense for Health Affairs. “We use data from this survey to improve education, training, treatment, and counseling to support the services and optimize individual and overall health status and fitness.” For those asked to participate, a secure email invitation was sent, including several follow-up reminders by mail and email to complete the survey. The survey takes approxi-

mately 20-25 minutes to complete and service members are asked to be as candid as possible when responding. The survey can be completed using a government computer during duty hours or a home computer with internet access. Participants may also use a smartphone or tablet to take the survey. As in past years, a summary report with the survey results will be posted to the DoD website as soon as the final report is ready. The results of the previous survey, which was conducted in 2015, are available at: https://www.rand.org/ nsrd/projects/hrbs.html.

The Ramstein Visitor Control Center now issues passes with a scannable barcode. These passes are valid for one to three days and may be used at any KMC Air Force or KMC Army installation. Any request longer than three days will require customers to receive a long-term pass. Customers should understand with the process, waiting times may be longer than usual. The VCC opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Furthermore, ID card holders who forget their ID may also be searched in IACS and be granted base access.

Living in Europe you may come across door-to-door salesmen offering to sell a wide variety of items ranging from artwork to produce. If you decide to utilize these services, the 569th U.S. Forces Police Squadron urges you to take caution with your transactions. Make sure the price of the goods is clearly established. If you are using a credit/ debit card, ensure you double check the transaction total before signing any receipts – read over the entire receipt! If you do not feel comfortable using your credit/debit card, request to use cash instead. The new KMC Postal Operations SharePoint site is ready for CAC users (Active Duty/ Contractor/Civilians) to use for In-processing, Mail Hold or Forwards, Out-Processing, and Volunteer Opportunities at the Ramstein (North/South) and Kapaun Post Offices. The site can be found through the USAFE SharePoint portal. Questions? Contact the Northside, Southside, or Kapaun Post Office Customer Service sections. In certain parking lots on Ramstein Air Base, display of a parking disc is required. The maximum allowable time a car may remain in these lots is posted; the driver must set the disc to the arrival time and make it visible. The following are some parking lots where discs are required; MOMS, Ramstein Officers’ Club, the commissary, the library and the community center. Parking without displaying a disc or remaining past the allowed time could result in a citation.

Need to exercise your dog? There are two fenced parks for your use. The Ramstein dog park is located between building 841 and 844. The Vogelweh dog park is located on the Kapaun side behind the housing area, bordering the fence line of the installation, near the B270. Owners are asked

to keep these areas clean and to keep a careful watch over their dog. Never leave the animal unattended, and be aware of your dog’s behavior when around others. Also, when outside, pets must be on a leash. A responsible person must control the animal at all times to prevent accidents and control confrontations with other pets.

Bicycle safety

Riders are recommended to wear highly visible outer garments during daylight hours and outer garments containing retro-reflective material during hours of darkness or reduced visibility. Bicycle operators and passengers on U.S. Forces installations must wear an approved helmet properly fastened under the chin. Helmets must meet the standards set by the American National Standards Institute, the Snell Memorial Foundation Standards, the Institut für Zweiradsicherheit e.V., or the Economic Commission of Europe for bicycle helmets. Bicycles ridden during hours of darkness must have a headlight that emits a white light and a taillight that emits a red light. Bicycles must have standard brakes that, when applied, safely stop the bicycle. Wheels must have two reflectors mounted 180 degrees apart on the spokes. Pedals must have reflectors designed and placed to be visible from the front and rear of the bicycle during darkness.

Service Secretaries link reform to greater lethality by Department of Defense Army Secretary Mark T. Esper, Navy Secretary Richard V. Spencer and Air Force Secretary Heather Wilson spoke about reform Feb. 8, at the Center for Strategic and International Studies in Washington, D.C. “Reform is the means by which we free up time, money and manpower to do modernization and readiness better,” Esper said. “Modernization has to do with producing more lethally effective weapons and equipment, and readiness includes such things as training and exercises between the services and with the nation’s allies and partners.” Last year, the Army stood up Army Futures Command, the biggest organization in the Army in 45 years, Esper said. The command, he explained, will focus on the Army’s six modernization priorities: long-range precision fires; a nextgeneration combat vehicle; future vertical lift; network, air and missile defense; and soldier lethality. Those are areas needed to counter high-end threats from nations such as Russia and China, he said. The reform aspect had to do with eliminating, downsizing or delaying other programs that, while important, didn’t directly contribute to the six focus areas, he added. Wilson said the Air Force equivalent of the Army Futures Command is its Warfighting Integration Center. Spencer said the Navy is collaborating with both and also is reviewing every plane, ship,

submarine, weapon and piece of equipment it designs or turns out to ensure they’re closely aligned to the high-end fight. In the last 18 months, naval officials have met with industry leaders to assure them that “we’re partners in solution providing,” Spencer said. “Their response to us was, ‘You have to be a responsible client,’ ”he continued. “I get it. I have to be clear on what I need and what I can provide. The biggest thing I can provide is consistent funding to allow our partners in the private sector to spend the [research and development] dollars to provide us the solutions that we need.” Defense Department Audit Last year was the first year the entire military was audited. All three secretaries had praise for the audit and said it will continue to be an important tool of reform in coming years. “The audit enables the Navy to see exactly where it is putting its resources and the expected return on investment in its programs,” Spencer said. “We actually have a credible tool to come back to Congress and say, ‘Thank you for the money. Here’s the output metrics of how we’re getting after national security,’” he added. For example, he said, the audit showed that the Navy has 700 distribution centers. Amazon does it with just 25. “There’s room for improvement,” the Navy secretary said.

Ernesto Rendon, 86th AW command chief, coined Michael “Mike” Bolado, 86th FSS, director of Arts and Crafts Center, for his exceptional performance and astounding contributions to the wing. Bolado has been the main organizer of several high-profile events that have been held on Ramstein. Bolado coordinated the U.S. Air Forces in Europe’s largest Freedom Fest in which approximately 21,000 people attended, resulting in approximately $200,000 in sales. Bolado also engineered the set-up of the 2018 Ramstein Bazaar. The event

I’m at,” said Bolado. “I have a great team that supports me, and my leadership noticed because we’ve been very successful.” Bolado wears many hats within the 86th FSS. In addition to overseeing many large-scale events, he’s responsible for directing operations at the 86th FSS Auto Hobby Shop. Bolado’s attention to detail and business savvy at the Auto Hobby and Arts and Crafts stores, resulted in an increase in net profit of approximately $91,000. Bolado has worked on Ramstein for 19 years and continues to embody “Service Before Self.” “Not everyone gets the opportunity to have the responsibilities I have. It’s an honor,” said Bolado. “It’s an amazing feeling when you see 20,000 people enjoying an event you put together.” The Airlifter of the Week program recognizes Ramstein Airmen who are devoted to making the 86th AW the “World’s Best Wing.”

Story and photo by Mary Davis U.S. Army Garrison Rheinland-Pfalz Life in a military community can be stressful enough, but when you add the pressures of deployments, relationships and children into the mix – healthy communication can suffer. Fortunately, U.S. Army Garrison Rheinland-Pfalz Chaplain Family Life Ministry brings counseling and training to those who need help. The program provides master’s-level pastoral counseling to individuals, couples and families when appropriately referred by chaplains, Behavioral Health, Social Work Services or other helping agencies. Family Life Chaplains serve as subject matter experts on pastoral and clinical counseling issues. “My number one primary role is providing long-term counseling and therapy to individual Soldiers, family members, children and DOD ID card holders,” explained Chaplain (Maj.) Mark Rendon, USAG RP Family Life chaplain. “Oftentimes, unit chaplains are able to provide immediate crisis counseling. If a unit chaplain knows a Soldier will need more time or experience, then a referral is made to me. Subsequently, I can pick up where they left off and provide the individual with long-term therapy. In some situations, unit chaplains and I collaborate and or co-counsel together.” Family Life Chaplains also provide marriage and family counseling as a way to help Soldiers reconnect to build stronger, healthier bonds with their loved ones after deployments, exercises or in garrison. They create a safe, comfortable environment for people to discuss their issues

to receive the help they need. Rendon earned a bachelor’s of Bible and Theology from Christian Life College in 1997 and received a master’s of Divinity from Western Seminary in 2005. In 2016, he attended an 18-month Family Life Chaplain program at Fort Hood, Texas, which included earning a Master of Science Marriage and Family Therapy degree at Texas A&M University. He was later assigned to USAG RP to assist the Kaiserslautern Military Community with their counseling needs. Not only does he support the community, Rendon provides “outside-the-chain-of-command” pastoral counseling and psychotherapy for other chaplains, chaplain assistants and senior leaders. During his training, he studied several therapy approaches and learned how to employ them based upon an individual’s needs. Some treatment methods include solution-focused pastoral counseling, cognitive behavioral therapy and eye movement desensitization reprocessing and emotion-focused therapy. Rendon regularly uses emotionfocused therapy because, “we are emotional beings. I’ve discovered when it comes to couples, they struggle to connect on a deeper level than just having simple conversations. So therefore, the struggle becomes ‘How can I connect?’” The chaplain of 20 years is also charged with providing education, consultation and pastoral counseling, while providing clients with resources to develop healthy relationships on every level to help them thrive under the pressures of military life. Consultation and pastoral counseling is a formal and

spiritually integrated process, enabling clients to change, cope and resolve their issues in both a religious and non-religious framework. Rendon said assisting people through ministry was something he was called to by God through faith. “I always knew I would become a chaplain, but my conviction was to be enlisted first. So that’s what I did,” said the chaplain, who enlisted as a 19 Delta Cavalry Scout and a 19 Kilo M1A1 Abrams Tank Crewman for the first three years of his military career. He later served as a chaplain candidate in the Army Reserves, while working as an assistant pastor in the civilian sector until Rendon went back on active duty in 2005. “Within my first week of becoming a military chaplain, I responded to a murder/suicide incident. If it wasn’t for my fellow 1st Brigade, 4th Infantry Division chaplains who worked beside me helping me along, I would have suffered immensely,” said the El Monte, California, native. After that tough first week, Rendon began preparing for his first, yearlong Iraq deployment by attending a 30-day pre-deployment training assignment at the National Training Center in Fort Irwin, Calif. It was there that he met Private 1st Class Marcus Ellerbe who was discouraged and grappling with the idea of getting out of the Army. “A few NCOs and I were talking to him and really trying to help him through his struggles. The result was we fueled his desire to eventually go ‘Green to Gold’ so he could become an officer and continue making a positive

impact in the Army and on the lives of Soldiers,” he recalled. Rendon kept in touch with First Lieutenant Ellerbe over the years and looks upon him as a walking testament of what constructive counseling and active listening can do for someone who is in need. “I experienced so much within the first 60 days of being a military chaplain. As military chaplains, we are exposed to four to six times the amount of negative, intense events than civilian ministers experience,” Rendon said. “What I experienced in one year – dealing with really tough issues like suicide, domestic violence, homicidal thoughts, mental and spiritual issues – is what military chaplains deal with regularly.” With training exercises, deployments and time spent away from loved ones, service members are often separated from their families. Rendon uses his experiences and training to help take care of those in need today. “Pastoral identity and experiences are crucial. If I don’t know who I am, what I’m doing and why I’m here – I’m ineffective,” Rendon concluded. Heavy tread: Choose correct tires for winter by Seth Dyer Installation Management Command If you’ve lived through a German winter before, you know that good tires are a thing — and therefore, installing weather-appropriate tires will keep your wheels on the road. Snow tires or all-season tires with the Alpine symbol are required any time snow, icy conditions or low temperatures are present in Germany. Chains are rarely prescribed to those not in the mountains and studded snow tires are only permitted within 50 kilometers of the Alps. Although all-season tires are adequate for year-round use, snow tires are a safe upgrade during the winter season when snow and ice can make roads dangerous. There are a couple of drawbacks with owning snow tires — cost and convenience. COST Snow tires can be a costly investment, but since the safety of your family rides

on having dependable tires, you may want to invest in a good set for the winter season. Snow tires help drivers feel safer on frosty roads, since they are uniquely designed to improve traction in snowy and icy conditions, while all-season tires may not be as effective. With Germany’s unpredictable weather, having winter tires that can negotiate heavy snowfall, black ice and slush may be something worth investing in. CONVENIENCE It’s not a good idea to use your snow tires year-round, because the soft rubber compound snow tires are constructed of doesn’t do well in hot temperatures. Therefore, drivers must swap out their winter tires during spring and summer and back again in the winter months. Although switching tires twice a year can be inconvenient, dealing with a car wreck caused by icy roads would be a dangerous inconvenience. Another thing to consider is Tire Speed Ratings and Load Indexes. For

instance, the tire size “P195/60R15 87S” would describe a 195-centimeter tire that has an aspect ratio of 60 percent and a 15-inch wheel, while 87 describes the tire holds 1,200 pounds of vehicle weight. Lastly, the “S” would tell you the tire is capable of driving at 112 miles per hour or 180 kilometers per hour. Tire speeds are rated as L-Y. Load indexes range from LI 70 at 739 pounds per tire to LI 126, which is 3,748 pounds per tire. Speed rating is more important, since

La’Jhanique Brown says goodbye on Senior Night with 28 points by Robert Baldwin contributing writer Kaiserslautern’s girls lost in overtime on Friday in the battle of the league’s two top teams as Stuttgart erased an 11 point deficit with two minutes left to earn a 45-44 victory. Stuttgart also won the Saturday contest 51-36. The Kaiserslautern boys split, winning 53-46 the first night and falling 45-44 in overtime on Saturday. For one half, it was La’Jhanique Brown’s world and the rest of us just lived in it. It was senior night and the loudest applause went to the multi-talented and well-rounded Kaiserslautern senior who for four years has thrilled crowds across Europe with her leadership, skills and the ebullience with

which she plays and carries herself. So when the opening tip went up Friday, she got down to business Stuttgart scored the first basket, but Brown erased that with a three from the top of the key and next time down a three from the left side. Emanjanae Hawkins powered in a lay up for an 8-2 lead and then Brown grabbed an offensive rebound and made it 10-2. After Stuttgart made three free throws, Brown got her 11th first period points on a putback basket and converted the free throw for a threepoint play. She also was active on the boards and held Stuttgart to one shot on most possessions. Stuttgart canned a three late and it was 13-10 after one.

In the second, Kaiserslautern sophomore Rebecca Moon made a free throw, then Brown again, on a coast-to-coast two pointer and a strong put back to give them an 18-10 lead. After Stuttgart made a layup and a free throw, Brown buried another three, Hawkins put them up by ten with a basket and Brown, as if to say thank you to the Kaiserslautern fans, banked in a three from half court as the buzzer sounded, ending the half, 26-15 for Kaiserslautern. Brown had 20 of those points and the gym was rocking. “That was La’Jhanique’s best half against stiff competition,” Kaiserslautern Coach Aaron Scalise said. “However she scored her career high of 29 points in the tournament last year against Vicenza, while playing limited minutes

and having only six, instead of eight, minute quarters.” A lesser opponent might have cashed it in and called it a day. But Stuttgart was not a lesser opponent. “They are the two time champions for a reason. I have shared numerous times they are the team to beat. They appear to know how to win, and we are still finding this difficult to do,” Scalise said. Veteran coach Robin Hess settled them down, made some adjustments and watched as her players patiently kept it together. Kaiserslautern actually extended their lead to 12 at the end of the third period. But one of Stuttgart’s second half adjustments was to feed their post player Carly Sharp almost every time down. Even though she was not hitting her shots, the Kaiserslautern defense was forced to collapse on her which allowed the Panthers to spread their offense and get looks from the outside. In the fourth, Brown netted another three pointer to give the Raiders a 39-24 lead when they called a time out with 6:27 left. The Panthers came out of that timeout and scored on a steal and layup, then turned the screws defensively against Hawkins forcing her to be more concerned about just getting the ball up the floor than running the offense. The Raiders were still up by 11 when they took another time out at the two minute mark. Stuttgart made two free throws to cut the lead to nine. Then Liv Sullens, the smallest player on the court, with the Kaiserslautern defense sagging on Sharp, picked her spot on the three point ring and took a pass from Sharp and nailed a three cutting the lead to six. Kaiserslautern sophomore Devin Johnson made two free throws to get it back to an eight-point lead. But Sullens hit another three and Adan Maher made a layup, the lead was three with 31 seconds remaining. A Panthers free throw cut it to two with 12 seconds left. Following a Kaiserslautern missed free throw, the Panthers had one last chance. Maher missed her 12 footer from the side, but Jaelyn Page got the offensive rebound and made the put back as the buzzer sounded with the game tied at 41. Sullens finished the game with 12 points, 11 of which came in the crucial fourth quarter. In the overtime period, Sharp and Hawkins both made two free throws to keep it tied. But the Panthers Skye DeSilva Mathis picked up a basket following a scramble for a two-point lead. Kaiserslautern had a chance to tie with two free throws. The first was made, but the second rolled off and Stuttgart got the rebound and held on for the 45-44 final.

On Saturday, with first place on the line, Stuttgart got 13 from DaSilva Mathis and 10 from Sharp and Mahan to defeat the Raiders 51-36. The Panthers packed their zone, forcing the Raiders to shoot the long ball and then sealed off the boards. Brown led all scorers with 19, including 9 for 11 from the free throw line. Senior Mikaila Bell added seven. Upon reflection after the tough loss, Scalise felt there were adjustments that could have been made. “In hindsight, I should have focused on the positive items we were doing,” Scalise said. “I let the emotions of the game get to me. While I believe I stressed during our time outs the clock was our friend, my team still pressed the action. I need to do a better job at communicating this to my team, so they have a greater understanding.” After the sting wore off, Scalise put it all into perspective. “I was happy to note, when we are playing together, we can compete with anyone in our league. I was impressed how we were able to work our game plan effectively for three

solid quarters.” On Friday, the Kaiserslautern boys put one in the plus column getting a steady hand and a very strong floor game from point guard Ervin Johnson, 18 points from senior Isak Pacheco and 13 from Eric Santiago to defeat the Panthers 53-46. Johnson split the Panthers zone and penetrated the lane and found open shooters all evening. Because it was senior night, Coach Corey Sullivan started his seniors putting junior Johnson on the bench. But he entered halfway through the first period and energized the game with his speed and court vision. Both Johnson and teammate Tre Dotson missed the Tuesday game against Ramstein, Johnson with a shoulder and Dotson with a toe injury. Dotson ended up with nine points and held his own on the glass. Nine players scored for the Panthers. On Saturday, Stuttgart avenged the Friday loss and followed the girls lead and defeated Kaiserslautern 45-44 in overtime. Johnson and Dotson again led the Raiders in scoring. Kaiserslautern will close out the regular season tonight when the boys host Wiesbaden and the girls travel to Wiesbaden. Post season play begins

Fasching celebrations around corner Editor’s Note: This article was published in a previous edition of the Kaiserslautern American and the information has been updated to reflect this year’s event. Germany’s fifth season called “Fastnacht” or “Fasching” starts Feb. 28 and continues through March 5

with masquerade balls, dances, children’s parties and funny sessions. A special Fasching highlight are the Rose Monday parades. It is traditional for revelers to sing, sway and dance during the five-hour parades which all start at 11:11 a.m. The official Fasching greeting in Koeln is “Alaaf,” and in Mainz and Duesseldorf, it’s “Helau.” The day is called Rose Monday because the organization committee of the Koeln parade, which was founded in 1824, had its general membership meetings on Monday after the so-called Rose Sunday, also known as mid-lent Sunday or Laetare Sunday. Originally this day was the third Sunday before Easter. Since the eleventh century, the Pope dedicated a Golden Rose to a deserved personality that day. Since 1830, the day was called Rose Monday. In Kaiserslautern on Fasching Tuesday, or shrove Tuesday, Fasching will be celebrated from 2:11 to 5 p.m. near Stiftskirche, where a stage will be put up. The local Fasching association, KVK, will present its Fasching princess, dancing groups and other members. The official

shout is “Kalau.” A Fasching carnival with rides and booths will take place Saturday through Tuesday near Stiftskirche. In most German states, children don’t have school Shrove Tuesday. And usually, people who work take off in the early afternoon. In most cases, employers allow them to do so, and stores, banks and official institutions close anyhow at 1 or 2 p.m. Tuesday. In order not to compete with the big Rose Monday parades, RamsteinMiesenbach has its parade Shrove Tuesday. The official Fasching shout is “Ralau.” “We expect to welcome more than 1,000 participants joining our 68th parade on Shrove Tuesday,” said

Eleven carnival associations, 15 floats and 40 walking groups will start the parade at 2 p.m. “Also, eight music bands including the U.S. Air Forces in Europe Dixie Band will walk in the parade, that will be about 2 hours long.” More than 50,000 promoting items to include candies will be tossed to spectators along the 2.4 km route. Food and beverage booths will be set up. To be able to finance each year’s parade, vendors will be out in the streets selling parade buttons for €2 to spectators. These buttons grant free admission to the Fasching party, which takes place after the parade at the Haus des Bürgers. Tuesday, the center of Ramstein-Miesenbach and Bahnhofstrasse will be closed to motorized vehicles from noon to 8 p.m. Ash Wednesday will end the crazy season. Carnival association members and party-goers meet one more time for their traditional “Heringsessen,” the eating of herring. The herring is supposed to help ease hangovers. For landlines, each community has a city prefix called a “Vorwahl” (pronounce: For-vahl) starting with a zero. People may assume you know the prefix and give only the last digits of their phone number. If you are unsure, ask for the “Vorwahl.” Keep in mind that German phone numbers don’t always have the same number of digits. Mobile Roaming

Until now, when you travelled to another EU country, your mobile operator would bill you at a different, higher rate for your mobile communications (phone calls, SMS, data) in that country. As of 15 June 2017, roaming charges have been removed when you travel to another EU country. Every existing or new contract that includes

roaming services will, by default, become a roam like at home contract. The new EU rules cover data services, voice calls and SMS. When you are roaming in the EU, all calls to mobile and fixed numbers in the EU will be counted against your national volume of minutes (or will be unlimited if you have unlimited calls at home), exactly as if you were calling within your home country. If you have distinct so-called ‘onnet’ and ‘off-net’ volumes in your national bundle, all the roaming minutes may be all deducted from the off-net volume, and also when you call another subscriber of the same domestic operator while roaming. Roam like at home in all 28 countries of the EU: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania,

Dial local number Calling the United States Long distance service rates vary, so check which service provider fits your needs. There are four types of service: calling cards, callback, direct dial and direct dial call-by-call. A calling card gives you access to a company network via a tollfree access number. For callback, dial a normal U.S. number that hooks into a computer in the United States. Let the phone ring one time and hang up. The computer calls you back and gives you a U.S. dial tone.

Dial the area code and number you want. Most callback companies bill your credit card directly in dollars and send you a list of calls you made. Direct dial charges are made per unit and may vary according to time, day or special offers available. Since the German telecommunications industry was de-regulated, telephone rates have dropped considerably and may be competitive with those of U.S. companies. “Call-by-Call” can be used from any residential or business phone but not from public phones or cell phones. Providers’ rates vary; there is no prior registration required; and you don’t have to change your current long distance carrier. Just dial the special prefix of the provider chosen. The charges incurred will appear on your regular phone bill.

1. Stay calm. It’s important to take a deep breath and not get excited. The dispatcher or call-taker knows that you have an emergency and will try to move things along quickly, but under control. 2. Know the location of the emergency and the number you are calling from. This may be asked a couple of times but don’t get frustrated. 3. Wait for the call-taker to ask questions, then answer clearly and calmly. If you are in danger of assault, the dispatcher or call-taker will still need you to answer quietly, mostly “yes” and “no” questions. 4. Let the call-taker guide the conversation. He or she is typing the information into a computer and may seem to be taking forever. There’s a good chance, however, that emergency services are already being sent while you are still on the line. 5. Follow all directions. In some cases, the call-taker will give you directions. Listen carefully, follow each step exactly, and ask for clarification if you don’t understand. 6. Notice your surroundings. You may be asked to describe victims, suspects, vehicles, or other parts of the scene. 7. Do not hang up the call until directed to do so by the call-taker.

THE GREATEST BRITAIN ROAD TRIP, PART 2: BATH, ROMAN SPA CITY

Less than an hour’s drive from Stonehenge lies the UNESCO World Heritage Bath. This quaint university town in the west of England with its Georgian architecture and fantastic culinary opportunities truly had me at hello. You won’t find ugly apartment blocks here like you do in all German university towns, instead, the city is lined with small, honey-colored houses that seem to have jumped straight from a Jane Austen novel. In fact, the author lived in Bath for five years between 1801 and 1806, during which time the city was a thriving spa resort and the high-class society believed it fashionable to frequent it. Turns out, I also thought myself very fashionable to be wandering around its streets. Prior Park Landscape Garden The 18th century landscape garden offers a spectacular view over the city on a clear day (it’s England though so we’re back to the not holding our breath for sunshine thing) and opportunities for scenic walks no matter the weather. One of the walks is the famous Bath Skyline Walk, which takes you through forests, over fields with cows, past Sham Castle and back to the very bridge pictured below. The whole thing is about 6 miles but you don’t need to do it all in one day. Bonus: major Jane Austen vibes- I was sure Mr. Darcy would pop out of that mansion any moment. Sadly, he didn’t, but I shall return soon!

Roman Baths Perhaps the most famous thing to do in Bath is visit the //baths//. The well-preserved Roman Baths lie under the modern street level (because, you know, they were built like 2000 years ago, no big deal) and attract more than 1 million visitors each year. Unfortunately they cannot be bathed in but toured and admired from up close. The “thoroughly modern Thermae Bath Spa, which houses the only natural thermal hot springs in Britain you can bathe in” can, in fact, be bathed in. The open-air rooftop pool comes with a spectacular view of the Bath Abbey along with naturally warm, mineral-rich waters enhanced by air seats and bubbling jets. Prices: Regular admission costs £36 for two hours. Extra treatments such as massages cost extra. Every additional hour costs £10.

The Royal Crescent The Royal Crescent is a crescentshaped row of 30 houses built between 1767 and 1774, which is considered a great example of Georgian architecture. Aside from maintenance works, the exterior has remained pretty much the same.

Jane Austen Center & Tea Room Retrace Austen’s time in the city at the Jane Austen Center and tea room. A short guided is tour followed by a self-guided walk through the exhibition and ends with a fun dress-up opportunity including Mr. Darcy! I suggest concluding your adventure with a classical cream tea (a scone and a pot of tea) in the upstairs tea room where the waiters are dressed in period clothing, the cream is clotted and a basket of bonnets awaits your head for an authentic experience. You can also have a full afternoon tea, which consists of delicious little cakes, finger sandwiches and other delicacies. I physically can’t resist an opportunity to dress up. I just can’t.

You will not go hungry in this town.

Where to Stay: The easiest way is via booking. com or airbnb. Accommodations range from Georgian town houses, modern luxury resorts, historical farm houses far off the buzzing city center and budget-friendly hostels like YHA.

Christmas Market In December, Bath has the most beautiful Christmas Market I have ever been to. With culinary delights going far beyond the obligatory Bratwurst and Glühwein, though there is plenty of both, you will find that you won’t want to eat anywhere else for the duration of your stay because there is just so much to choose from.

Getting There: The closest airport is Bristol. There are Ryanair flights from Cologne starting at €10. A bus costing around the same will take you straight to Bath’s city center from there. Bonus: Bristol is a charming ‘little’ town full of second hand clothing and record stores with colorful houses and a serene river. The city is only a 12-minute train ride from Bath and there’s a bus to the airport from there as well (duh?). If you have an early or a late flight, I recommend stopping by for a stroll and some shopping on your way to or back from Bath. Tune in next week for more.
