Since then it has been used in every iteration of military protective vests. U.S. Air Forces in Europe and Air Forces Africa is in the process of evaluating 150,000 of its ceramic ballistic vest plates in coordination with Air Force Materiel Command. “The plates come through the logistics readiness squadron, and from there we bring them to the production line the contractors have set up,” said Senior Master Sgt. Ryan Love, 86th LRS materiel management flight chief. “They unbox each asset and screen about 10,000 a week.” The screening process starts by unboxing all the shipped crates. COMMENTARY: THE EMPOWERMENT IMPERATIVE by Lt. Col. Steve Schnoebelen 424th Air Base Squadron In one of those “right place at the right time” moments, I was in the EUCOM Operations Center in April 2018 to witness the launch of a combined US and Allied missile strike on Syria in response to a Syrian chemical weapons attack on civilians. From this vantage point, I witnessed an aweinspiring collaboration of teams and commands from across the globe, partnering together to execute a multidirectional, precision strike from the air and the sea, enabled and supported from space. At the height of all the action, one of the designated missiles on a destroyer in the Mediterranean Sea failed to launch. In a precision strike, pain-staking planning had gone into the targeting solution for every single missile, so a launch malfunction was problematic to say the least. In a blink, there was discussion on the communication network between various command centers and the decision to launch a backup missile was made and executed within seconds. In all, more than 100 missiles successfully struck their targets that night in a joint operation tour de force. In every situation, I try to ask myself, “What is the lesson to be learned here?” On that particular evening in 2018, it was this: our strength as a joint force stems from our partnerships — both internal (between BULLETPROOF SERVICE from Page 1 to be screened then put through the X-ray system. The X-ray scans for internal cracks in the plates that can’t be detected by visual inspection. Once the plates are deemed serviceable they are marked accordingly and repackaged to be sent out to Airmen across USAFE-AFAFRICA. “I don’t want anyone to be in a situation where they have to use these plates, but it’s really good to know when you do deploy, these plates can save your life,” Love said. So far the checks have been

agencies and services) and external (with our allies). The most vulnerable piece of those vital partnerships is the connective communication that enables us to collaborate, plan and execute in perfect synchronization, across a base or around the planet. It was that collaboration and communication that enabled a replacement Tomahawk Missile to be selected and fired in seconds after the original didn’t launch as planned. It’s no secret: our allies as well as our enemies have witnessed the power manifest in our tightly integrated and networked joint warfighting team. Unfortunately for us, disruption of these vital communication links lie at the top of any high-end adversary’s target list. Knowing that our vital lines of communication may be severed early
in a conflict, it is imperative that we prepare our teams for this possibility. If you were to take the current leader out of your team or remove your ability to reach out to headquarters, what would happen? Hopefully your response is that there would be no significant disruption to the mission, but this doesn’t happen by accident, and if your team isn’t there yet, now is the time to prepare. Empowerment sits high on the list of actions that leaders can take now to prepare for tomorrow’s contested environments. If we’ve practiced empowering our Airmen before a conflict starts, they’ll be confident in their abilities and ready to operate independent of outside guidance when the need arises. The key, of course, is that empowerment is a process rooted in training, trust, and a

“We get to set the standards for the Air Force,” Love said. “This has been really successful, and we’ve proven that our LRS team can handle mass volumes of equipment.” Inspections for USAFEAFAFRICA are planned in two phases with an estimated completion of phase one in December.

In contrast, an empowerment leadership model makes the “tactical-doer” the focus of an organization and drives decisions to the lowest level. Naturally, empowerment can’t just be granted; rather, it is maximized based on the unique competence and capability of each individual on the team. As a leader, one of the best ways to help empower the Airmen on your team is by resisting your personal desire to provide a solution to every
question they may bring you. Rather, take the opportunity whenever possible to ask them what they would do and why. More often than not, you’ll be surprised by their ingenuity. This provides a valuable opportunity for budding leaders to problem solve, while also creating an avenue for mentorship. Ultimately, it helps them understand your perspective as a leader and better prepares them for future leadership roles. Success in the degraded environment of future conflicts requires creativity and unconventional thinking from all levels of our force, not just at the top. Adopting an empowerment model not only prepares Airmen for ever-increasing leadership, it also promotes a forum within your team for the unimpeded flow of ideas vital to a dynamic and innovative force. Upon assuming responsibility as our new Air Force Chief of Staff, General Brown issued a call to action: “Accelerate Change or Lose!” He recognizes that our adversaries are innovating at a rapid pace and that any effort to accelerate change in our Air Force requires our brightest minds, empowered and entrusted to transform the traditional way of doing things with their problem-solving creativity. While accelerating change is a strategic imperative, it begins with leaders at the tactical level. This journey won’t happen overnight, but the actions you take today will set us on the path.

As threats and operational environments rapidly evolve, the ACE concept is intended to ensure USAFEAFAFRICA are ready for potential contingencies by enabling forces to operate from locations with varying levels of capacity and support. “We continue to enhance our capabilities of sending out small

Due to COVID-19, this was the first iteration of Agile Wolf in 2020 that the 435th CRG conducted away from Ramstein Air Base. This allowed the Airmen to test their capabilities in a new setting. “Grafenwoehr provides unique resources that the 435th CRG can utilize,” Tart said. “They let us operate with a lot of freedom here. The base is not as busy as Ramstein so we can stage out of here and have control of the airfield and
scalable teams to do different mission sets, such as opening a landing zone or certifying a drop zone,” Tart said. “We have multi-capable Airmen who can go out and not only fix an aircraft, but can refuel fighter aircraft and proficiently conduct other skill sets as well.” In addition, Agile Wolf allows the 435th CRG to practice their core mission sets in a real-world setting, while having dedicated airlift and partner integration. “We have Airmen in the air traffic control tower talking to aircraft, while other Airmen are air-dropping cargo into a drop zone and
operate in a similar capacity as if we are downrange.” By executing Agile Wolf exercises on a recurring basis, the 435th CRG boosts their confidence, flexibility and capability to assist and work with allies and partner nations. “This iteration of Agile Wolf gives us a baseline of our abilities, which we will then use to bolster our capabilities in future iterations,” Thrasher said. “If we have to engage in a non-exercise posture, we’ll have the proficiency and confidence to go out the door and execute the mission successfully.”

THE HOUSING HYPE KMC HOUSING TOWN HOMES WASTE CALENDAR FOR 2021 Currently, in the KMC housing areas, there has been an increase in improper disposal of waste and recycling. As military family housing residents, it is important to follow proper recycling procedures. In Germany, it is the law to sort your trash and recyclables into the correct containers. Sorting refuse into the proper locations is your responsibility. Any items left outside the appropriate containers will not be picked up by the garbage/recycling contractors. This includes bulk items such as large cardboard boxes, furniture, grills, mattresses, etc. If items will not fit into the correct container, they must be taken to the nearest recycling center location for proper disposal. In order to control unauthorized refuse disposal, surveillance of housing and receptacle areas is now being performed on a daily basis. Violators for improper disposal will receive one “Notice to Correct” issued as a warning. Refusal to adhere to policy, or further violations, will result in the occupant’s First Sergeant being notified. Giving for #GlobalHealth, bad weather ops and flu vaccine update by Col. (Dr.) Ryan Mihata 86th Medical Group Commander Happy December! Over the weekend I reflected on things we have to be thankful for, despite the pandemic. One of those things is really good health care. As intensive care units reach capacity in many areas in the United States and Europe, which in turn leads to climbing numbers of deaths attributable to COVID, my thoughts are with those around the world that lack care they need. Millions of people do not have basic health care. #GlobalHealth is the Defense Health Agency’s Cause of the Week in the Combined Federal Campaign. I encourage all to consider giving to our favorite charities (GiveCFC. org). If you need an idea, consider a cause that supports providing health care to those in need. December brought with it continued cases of COVID, although across Kaiserslautern the numbers are stable at 112-148 cases per 100 thousand. As expected, Germany is well over one million cases. As you may know, the “lockdown light” restrictions have been extended to Dec. 20. On Ramstein, we have a similar stabilization of active cases. Continue to keep up the prevention measures that keep our population healthy. December also brought our first snow of the season. When the installation has delayed reporting or closures, the Ramstein clinic follows the same guidelines. This includes all scheduled appointments or nonscheduled encounters (like COVID testing or lab and pharmacy operations). Any appointments scheduled
during the delay/closure will need to be rescheduled. COVID testing should be accomplished on the next duty day or based on the direction from the SICK Hotline or your provider. As a reminder, there is no emergency care on Ramstein. The emergency room at Landstuhl Regional Medical Center is available 24/7 for emergencies.
Finally, influenza levels remain low across the United States and Europe. Numbers in the United States are well below levels from any of the previous five years. Europe is still at “inter-seasonal” levels, the baseline levels between flu seasons. Additionally, Ramstein received a small shipment of influenza vaccines. Unfortunately, it is well below the
number needed for our population. We plan to distribute the shipment next week with a day for uniformed personnel, followed by a day for all beneficiaries. We will administer this small supply very quickly, and will
shut down once we run out. We will provide further information about the flu vaccine lines by the weekend. As always, post any questions for future topics to the Ramstein social media pages. Stay healthy!

Volunteers deliver help to Ramstein postal operations Story and photos by Senior Airman Noah Coger 86th Airlift Wing Public Affairs Airmen and families assigned to Ramstein have experienced the post offices on base. Whether it’s picking up a package at the parcel pickup window, setting up a mailbox with customer service for an inbound Airman, or receiving help at the finance window, the post offices are familiar destinations. Postal operations are undeniably a large part of life at Ramstein. For most, experiences with postal operations is brief, and knowledge is based solely on what is observed from the outside. But for the inquisitive, and those with a little time to spare, there is so much more to be seen. “When we got here in 2018, I started seeing posts on Facebook about the post office needing volunteers for the upcoming holiday season,” said Erica Bryant, Northside Post Office volunteer. “I thought that it would

I started showing up whenever I could.” To her surprise, postal operations were much more than met the eye. “Before, I could have never comprehended how everything gets processed, or how many steps it took for a package to get to our mailboxes,” Bryant said. “People don’t see how much work and time it takes to process, sort, and tag all of the items that come in. Even something as seemingly simple as receiving an email to let us know our package has arrived has an entire process behind it.” Bryant is no stranger to vol-
unteering. She and her husband have been part of the military lifestyle for 29 years with 10 different assignments, including two tours at Ramstein. In that time, she’s volunteered for numerous organizations. “I’ve volunteered for the USO, the Red Cross, multiple military thrift shops…” she said. Even with all of her volunteer experience, Bryant expressed there nothing is quite like the postal operations. “I had no idea how much these Airmen do,” she said. “I have gained a more complete understanding and so much
empathy for the folks that get assigned to the post offices. They receive thousands of packages and pieces of mail each week, sometimes three 18-wheeler sized trucks a day, completely full to the roof.” Bryant’s perspective of the post office changed once she witnessed what went on behind the service window. “Behind the counter is way bigger than most people imagine and still, they do not have enough space because of the influx of online shipments. It’s kind of like walking into a TARDIS from Doctor Who; it’s a whole other world.” Even with the overwhelming volume and amount of work that has to be done, it only seems to encourage Bryant to keep coming back. “I know they really need the help,” Bryant said. “I always encourage people to volunteer anywhere, but especially at the post office. I’ve gotten many members of the Ramstein Officers Spouses’ Club to come help out. We have about 15 spouses that volunteer on a regular basis now.” Bryant says knowing her contributions are appreciated gives her a sense of pride and makes her want to keep working with Postal Operations Airmen. “I feel accomplished after completing a task like pitching mail,” Bryant said. “It feels good seeing all of the bins I emptied at the end of the day. The Airmen always say thank you and seem to really appreciate the help. I always leave feeling good.”

Environmental exclusive: Don’t idle your car Story and graphic by Tech. Sgt. J. Smith 86th Airlift Wing Public Affairs In the U.S., it is common to defrost windows by allowing a car to sit idly. However, this is against German law. If violated, a fine may be issued. Idling occurs when a vehicle runs for extended periods without motion. To be good U.S. Air Force ambassadors and take care of the environment, service members, civilians and families should refrain from starting vehicles until ready to depart. German citizens use ice scrapers, snow brushes, de-icing spray, or cover their windshields at night. “An idling vehicle releases harmful chemicals, gases and pollution into the air, contributing to ozone, regional haze, and global climate changes,” said Anna Lessire, 86th Civil Engineer Squadron environmental chief. “Every gallon of gas burned produces more than 20 pounds of greenhouse gases.”
According to paragraph five of the Rheinland-Pfalz State Emissions Law, individuals must refrain from producing all avoidable noise and air pollution. “It’s prohibited by German law to let your car run to defrost your windows,” Lessire stated. “The applicable law is called the Federal Emission Control Act, which is the equivalent to the Environmental Protection Agency’s Clean Air Act. The purpose of these laws is to avoid any unnecessary emission of fumes and noise to the environment. These apply on and off base.” A frequent situation that involves prohibited vehicle idling occurs when parents bring children to a bus stop in the mornings. An automobile is not permitted to idle while waiting for a bus. “In most cases, the fine for idling is 80 euros,” Lessire specified. “However, if the offense does not fall within the scope of the road traffic regulations, but rather under the State Emission Control Act, it may result in
a significantly higher fine, as high as 50,000 euros.” Idling has other disadvantages as well. Over time, it can damage vehicles, which may result in additional expenses. Idling also wastes gas; letting a car idle for two minutes is equivalent to driving a mile. “For every 10 minutes an engine is off, one pound of carbon dioxide is prevented from being released,” Lessire explained. “Carbon dioxide is the primary contributor to global warming, plus, you will save fuel, therefore, some extra money.” The auto industry has successfully improved engine technology over the years, which has resulted in improving overall vehicle efficiency. “Vehicle engines have technologically advanced to the point where they do not need time to warm up, even in winter months,” Lessire advised. “A few seconds after starting the engine, the vehicle is safe to drive and warms up twice as fast while in motion.”

435 air advisors help strengthen Latvian air power by Senior Airman Milton Hamilton 86th Airlift Wing Public Affairs The 435th Contingency Response Support Squadron’s air advisors visited Latvian air force members to guide and build military air traffic control and airfield management career fields as an ongoing effort to build partner capacity. The visit is one of many ways the Air Advisors assist in the security cooperation mission while furthering a strategic advantage for the North Atlantic Treaty Organization. “Lielvarde is an important asset for NATO’s deterrence strategy and Baltic Air Policing missions,” said U.S. Air Force Master Sgt. James Bindert, 435th CRSS superintendent. The new capabilities of the Latvian air force enhance interoperability between U.S. and NATO allies. By sharing knowledge and training, they work together more effectively to achieve military objectives. Since 2016, the 435th CRSS air advisors have worked closely with the Latvian air force, the Latvian Ministry of Defense, and the Michigan Air National Guard to bolster military air traffic control. “We have developed key relationships with all levels of the Latvian Military,” said U.S. Air Force Staff Sgt. Jeremy Podzimek, 435th CRSS C-17 crew chief air advisor. “If needed, we could use

Lielvarde AB or any location in Latvia to seamlessly integrate with the Latvian air force and ward off any threat in our area of responsibility.” In February, the air advisors assisted the Latvian air force on the necessary requirements for the newly established Latvian Military Aviation Administration to achieve instrument flight rules certification
at Lielvarde. IFR permits an aircraft to use its instruments when flying in essentially any weather condition and is required for pilots relying only on instruments when operating an aircraft. “The 435th air advisors’ assessment and training of Latvian military ATC personnel created the foundation of this new capability at Lielvarde, which has received
state-of-the-art instruments and infrastructure upgrades,” Bindert said. During this joint venture, the two countries implemented a training program, an airfield flying operation instruction, and quick reaction checklists to enhance Latvian air force capabilities. “The 435th air advisors have been going to Latvia now for the
past five years to develop their airfield,” Podzimek said. “We started by doing a full capability transfer for ATC, and we are now working hand-in-hand with the Latvian Military Aviation Administration and the Latvian air force to get the airfield completely certified by 2021.” Lielvarde hosted several multinational and multi-service exercises in past years, exemplifying a strong NATO presence in the Baltics. “The 435th CRSS air advisors are trained security cooperation professionals who assess, train, advise, assist, and equip European allies and partner nations,” Bindert said. “Their military-to-military missions build partner capabilities and enhance interoperability to shape the theater to meet U.S. and NATO objectives.” Lielvarde Air Base becoming instrument flight rules certified creates strategic opportunities for increased U.S. and NATO operations in the future. Although COVID-19 disrupted travel worldwide in mid-March, they have successfully completed the necessary steps to certify Lielvarde airfield for visual flight rules operations. “Latvia joined NATO on March, 29, 2004 and has been a strong partner and gracious host to exercises in the past. And the IFR certification will be a valuable capability to the region,” Bindert said.

these members come through with these skills, learn a very difficult language; to then go use that and build relationships, that is the most rewarding thing I do.” Inman’s passion to help people led her to be the driving force behind reopening the Career Development Course testing center after health protection measures were implemented during COVID-19. She developed a plan to safely meet host-nation guidelines, providing sanitation tools and reorganizing the testing center to meet social distancing requirements. “I love being able to assist members in a way that solves their issues and insures that it won’t be a problem again,” Inman said. Inman’s COVID-19 protection measures allowed more than 400 Airmen per month to complete their upgrade training, preventing mission shortfalls. “She gets after it everyday,” said Pamela Gove, 86th FSS testing center lead. “She reduced processing time from 100 days to 30, despite having the busiest workload in the command.” Inman encourages everyone who is eligible to engage in these programs. “I love that the Air Force supports these types of programs,” Inman said “I hope everyone takes advantage of them.” KAISERSLAUTERN

Installation Access Control System flags those who might break quarantine Story and photo by Keith Pannell U.S. Army Garrison Rheinland-Pfalz Anyone who has had to quarantine for two weeks since the COVID19 pandemic started can tell you quarantining is not fun. The German government put the quarantine in place, and U.S. Army Europe-Africa has followed suit. In fact, USAREUR-A has kept its quarantine at 14 days, with no testing out, even after the host nation has dropped the German quarantine to 10 days with a negative test. Those who are quarantining are not supposed to break that restriction. Not for appointments, not for groceries and not because they’re feeling cooped up. “If a Soldier is notified by Team Trace they have tested positive for COVID-19, they will go on quarantine for fourteen days,” said Maj. Chase Crabtree, U.S. Army Garrison Rheinland-Pfalz Director of Emergency Services. “Unfortunately, sometimes around day ten or eleven, they might start to feel cooped up and think about getting out of the barracks or the house.” Crabtree said he completely understands the temptation to go for

you’re COVID positive or you’re on restriction of movement as a close contact, that you stay in quarantine,” Crabtree said. “If you need assistance you have a chain of command. You have support groups and sponsors who can go out and get groceries, or who can run a few errands for you, but you need to make the right decision and stay home or in your lodging room when you’re quarantined.” When a person is put on quarantine, their information is given to the
garrison Directorate of Emergency Services for input into the Installation Access Control System. Finding a Soldier, Dept. of Army civilian or family member who breaks quarantine is as simple as a Common Access Card, or CAC. “Anytime the Pond guards at the gates scan a CAC, it brings up a photo of the individual who belongs to that card, of course” said Kristen Luoma, USAG RP installation control officer. “But, it also brings up a

Green means you’re good to go and red means you’ve been flagged for some reason.” Luoma said there’s no health privacy violation for the quarantined person as the red indicator only signifies the individual is archived, or flagged, for some reason. If that happens, the gate guards call that person’s chain of command and turn them over to the unit. Louma said a person can be archived for several things. A commander can ask the Directorate of Emergency Services to archive a Soldier thought to be at risk, or someone may have reported a lost or stolen ID card. Once it’s input into the system, every guard with a scanner at any U.S. military entry gate in Europe will know if an individual is archived. For those who might want to break quarantine and get some food or go see a friend, Crabtree simply said, “Don’t.” “If we come across someone who is archived, we put their information in what we call a Raw Data File. They don’t go on the daily blotter, but it is an electronic record that they broke quarantine,” Crabtree said. Crabtree said punishment for quarantine violations is up to the owning organization’s chain of command and could range from verbal reprimands to Uniformed Code of Military Justice actions.

As a critical location in Europe, Ramstein AB provides an opportunity for members of the 786th CE EOD to provide training and engage with partner nations. “Here at Ramstein AB we are fortunate to have opportunities to reach out and train with a host of different countries’ EOD personnel,” said Staff Sgt. Michael Long, 786th CE EOD flight non-commissioned officer in charge of equipment. “It allows us to learn and exchange new tactics and procedures with our NATO allies.” The EOD career field within the U.S. Air Forces in Europe area of responsibility hosts unique challenges due to unexploded ordnance left over from World War II. It’s the EOD flight’s job to ensure those ordnance are secured and disposed of so mission-critical operations can continue unhindered. “As the main hub for USAFE,

it is important that the mission at Ramstein doesn’t stop,” Campbell said. “We do our part to keep the mission going by mitigating and neutralizing explosive hazards and ensuring aircraft can continue to provide mission critical operations by keeping runways and key locations free of explosive materials.” Operations at Ramstein AB are vital to the success of the Air Force’s mission in Europe, the Middle East and beyond. It serves as a critical strategic location, which allows aircraft to move supplies and materials to service members who need them. “Stoppages caused by explosive hazards could shut down the mission if we were not available to clear them,” Campbell said. “A few weeks ago we had a UXO from World War II that shut down one of the runways. Through our response we were able to resume normal operations in just a few hours.” Because of the critical and dangerous nature of their work, the 786th EOD flight has a tight bond. “I enjoy EOD for several reasons,” Long said. “We are such a small career field we are like our own family. The feeling of protecting personnel from potentially hazardous material and devices keeps me motivated to always better myself.” The EOD flight works to ensure Ramstein AB remains free of UXOs. Their tireless work enables the Air Force to generate and employ air mobility and project power across air, space and cyber domains.

Housing kiosk display in lodging helps new arrivals get started sooner by Keith Pannell U.S. Army Garrison Rheinland-Pfalz The staff of the Baumholder Military Housing Office added one more way for incoming housing residents to get information when they arrive in the Baumholder Military Community. A “kiosk” of information now plays in the lobby of the Baumholder Lagerhof Inn for newly arrived personnel to see what housing offers. “The expectation for housing at an overseas location was not met for a lot of our arriving families,” said Charm Sutton, Baumholder Military Housing Customer Service chief. “Most of our families were coming from privatized stateside locations, so when they got here, they were less than enthusiastic.” Baumholder Military Housing information is listed on numerous sites including the Army Housing Online web site at housing.army. mil, the garrison web site and various other information outlets. But Sutton said even with the vast amount of information available, many newcomers are surprised by the type of housing available upon arrival. “What we found was that families would get to Baumholder, they would be in the Lagerhof together, they would start in-processing and people would be offered different units,” Sutton said. “They would confer with each other at the hotel and ask each other questions and not have answers.” Sutton said the kiosk, which is actually looped information on a television screen, is “meant to

provide insight to everything in regards to family housing.” That includes what the various policies are for offering housing, what housing is available for accompanied and unaccompanied Soldiers, floor plans and how private (off-post) rentals work. “The kiosk is yet one more way for our Soldiers and their families to get the most accurate housing information available,” said Harald Kastner, BMC Housing chief. “No, it’s not going to get you a brand new townhome,” added Sutton. “But, it is it is going to show you what your home could
look like, it is going to show you it’s not horrible and you’ll hopefully be able to visualize how the space could work for you.” Sutton said she believes many people are more inclined to believe the negative aspects of social media when it comes to overseas military housing, especially combined with a first-time move overseas that can bring a lot of unknowns. “However, oftentimes people are pleasantly surprised that it’s not as bad as they thought,” she said, smiling. “They just don’t go back on social media and say that!”

Garrison Council focuses on Soldier readiness, resiliency by Rebecca Schwab U.S. Army Garrison Rheinland-Pfalz It’s one thing for Soldiers and family members to be told people are the military’s number one priority; it’s another to experience it first-hand. That’s the purpose of the 21st Theater Sustainment Command’s Commander’s Ready and Resilient Council, part of an Army-wide initiative to help Soldiers deal with health, housing, finances, and other issues so they can focus on their jobs and be physically, emotionally, and mentally ready for whatever comes their way. “We are looking at the whole Soldier, to make them as mission ready as possible,” said Community Ready and Resilient Integration Specialist Michelle Irwin with the garrison’s Army Substance Abuse Program. Each garrison runs their CR2C program similarly, but at RheinlandPfalz, Irwin said they decided to go a step further by taking a more grassroots approach and talking to the people affected. “The company commanders and first sergeants know their Soldiers and the particular issues they face,” she said. So in June 2019, the garrison’s ASAP organizers began holding quarterly breakfast meetings with company-level leadership. Meetings initially focused on general risks, but over time they centered on problems Soldiers are currently having in the units. “Now it’s more Soldier-driven, based on what’s going on and not a random ‘this is the risk of the month,’” she said. “It’s very much tailored to the folks who are here now.” She said there’s also a strong emphasis on identifying potential issues ahead of time.
“The only way you know is by asking the questions,” Irwin said. “‘What do you guys find more difficult, picking a green nutritional food or making a budget?’ I always say we spend time figuring out what issues are there before things go wrong.” Also present at the meetings are the leaders of three working groups: physical and emotional fitness, social and family fitness, and spiritual and ethical fitness. The working groups consist of representatives for housing, legal, finance, childcare, healthcare, and many more. If a unit says they have a high number of Soldiers struggling to pass their PT test, for example, the relevant working groups will brainstorm different ways to address that issue and provide resources to assist. “We like to get to the very heart of the problem,” Irwin said. “If they are feeling stressed about PT tests, we want to help them pass before they get to a place where they are seeing their career end. We are trying to help Soldiers have the most positive and successful career they can possibly have and provide as many resources as we can.” First Sergeant Mike Woolley, a combat medic and tactical combat casualty care instructor, is part of the command team that leads the more than 800 Soldiers, Department of the Army civilians, and local national employees that belong to C Company at Landstuhl Regional Medical Center. He said he has the same concerns as any first sergeant – or even any parent. That includes everyone’s physical and mental health, development of personal and professional responsibility and social intelligence, and quality of life. “I appreciated the thought that went into providing the ‘take what you need’ tool box of applications and avenues of approach to reach

our populations from angles that are new or less traditional command tools,” he said of the quarterly breakfast meetings. Woolley, a former Marine who’s been in the Army since 2005, said he used to have a “nobody cares, work harder” mentality, especially when it comes to things like PT. “When I’m looking for a reason not to push myself — COVID, competing work interests, dog-atemy-PT-belt,” he said, “[the ‘nobody cares, work harder’ mentality] seems to center me on the reality that my fitness is in my hands and everyone else is in the same situation. Don’t burden them with my mental weakness and just row, grind, push, pull.” Woolley said he still has high expectations for himself and his Soldiers, because being the “fittest, [most] durable tactical athlete possible, both physically and mentally” is part of a Soldier’s responsibility to his family, fellow Soldiers, and country. But he’s learned there are other things to consider. “As I’ve gotten older and my kids have grown and joined the services, [I’m] wanting to equip, train, and care for other people’s sons and daughters the way that I want my children’s leaders to care for them,” he said. “Recognizing, investing in, and developing the human capital and influencing long-term outcomes is how we can incrementally improve our collective fighting position.” For many of his Soldiers, being stationed in Germany is their first and longest time being so far away from family, a challenge made even harder due to COVID-19. “[I want to] recognize and communicate this to them and let them know that they are not alone,” he said. “I want to help them become the most durable version of themselves.”

He said it was at a company quarterly breakfast that Irwin suggested using social media as a tool to connect with Soldiers. Woolley immediately signed up for a Facebook account. “Our nation’s enemies actively use this and other social platforms to sow and foment divisiveness, discontent, confusion, animosity, antipathy, isolation and depression in our ranks and nation,” he said. “Why can’t we use the same platforms to be accessible, available, encouraging, thoughtful, cohesive and present?” The insight he gained, Woolley said, has been invaluable. “It has been amazing to glimpse behind the curtain we all hang between our professional and personal lives,” he said. “I’m able to see when someone shares a recent illness, loss, fear. I can [send a message] and check in. Even during COVID isolations, winter weather, and reduced hours of daylight, we can still be there.” Irwin said suicide prevention has been a main focus at CR2C meetings within the last year. Commanders and first sergeants were clear that slides alone were not effective. In response, the chaplains in the working groups developed a PT exercise that combined physical training with risk resiliency. “Soldiers in groups of four run half a mile with a stretcher together,” Irwin said. “Then they get a 10-pound bag thrown on the stretcher. This bag represents a stressor, like debt. They run another half mile and get another bag, which represents relationship problems. Eventually they have four bags of stress.” For each half mile they complete after that, they get a resource and can drop a bag. Army Community Service or Army Emergency Relief. “At the end, they do a de-brief and talk about how it was to work in a team of four and how you always need your buddies,” she said. “They recap resources.” Woolley said another way he reached out to his Soldiers about suicide was by writing about it. “Michelle Irwin shared that a show on Netflix romanticized suicide,” he said. “I went home and binge watched it. Then I wrote an email to everyone in my company: ‘Subject: 13 Reasons Why You Should Not Kill Yourself.’” He also posted it to Facebook. “This was my first post,” he said. “I invited anyone so inclined to write back. I was not prepared for the number or depth of the replies I received. It is still fairly humbling for me to think about. Suffice to say it resonates in our culture.” Woolley said he has several CR2Cinspired initiatives planned, including a financial readiness symposium and an ACFT train-up and diagnostic test to identify strengths and weaknesses, and to confront any fear associated with the new fitness test. “What we are needing to instill is long term commitment to our values and mission,” he said. “Commitment is greater than compliance.” Irwin said that’s why CR2C is so important for company leadership. “It’s our job to help them understand how helping their Soldiers be ready is important in every area of life,” she said. “Being physically fit is important and nutrition is important, but so is finance, so is ethical behavior. If we can get to those people before they make a bad decision or just quit on being a Soldier altogether, we’ve done something right.”

Winter driving tips can help prevent cold accidents

by Keith Pannell U.S. Army Garrison Rheinland-Pfalz It won’t be long before drivers in the Rheinland-Pfalz area will be dealing with snow, ice, high winds and less experienced winter drivers. Winter is coming, and the U.S. Army Garrison RheinlandPfalz Safety Office wants to help motorists avoid the normal “Winter Blahs” associated with driving. The No. 1 driving tip the safety office gives is simple: slow down. “We get used to driving on the autobahns and back roads at certain speeds when the weather is good and we fail to reduce that speed when the weather gets bad,” said Leah Holly, garrison chief of safety. “That gets us in trouble. In some cases, Americans may not be used to driving in winter conditions and they see the host nation drivers going faster and they try to keep up and get into trouble.” Holly said driving safely begins before the key is in the ignition. Drivers need to decide if the trip is really necessary or if it can wait until the storm is over and roads are cleared. “You have to decide if you feel safe driving in the current weather,” said Holly. “If you don’t think it’s safe for you to drive to work, call your supervisor.” Just as important is to clean off the vehicle completely, including windows, mirrors and lights. Also, clean snow off of the hood, top and trunk so it doesn’t fly off and cause an accident for someone else. “It starts with an ice scraper,” Holly said. “Other things you might want to have are a small snow shovel, salt or kitty litter, windshield washer that is good below freezing,
maybe some extra clothes, a blanket, gloves and other warm apparel in case you get off the road and your car is disabled.” Proper tires are a hot topic in the cold months. When there is black ice, snow, slush, ice or frost on the roads, German law requires all vehicles, including those with four-wheel drive, to have clearly marked winter or all-season tires. “You have to look for the alpine symbol on the tire. If you buy new winter tires, they are required by law to have that snowflake inside a moun-
tain symbol,” said Herb Nold, safety officer, adding not having proper winter tires could result in a €60 fine. Regardless of how many safety measures are taken, accidents still occur. When they do, military police are called. All drivers whose vehicles are registered within the military system must remain at the scene while the military police take information and conduct their initial investigation. While they do, all parties should get to a safe spot over the barriers or away from the road.

“If you are in an accident, try to get your vehicle to the side of the road. Then, get yourself and passengers over the barrier,” said Nold. “If the accident is in the left lane, try to get between the middle dividers. Unfortunately, it’s common for a disabled car to be hit from behind. But you must be very careful when getting out of the vehicle and getting to safety.”
Above all, garrison leaders say to use common sense. “Bottom line: Plan ahead and be prepared,” said Col. Vance Klosinski, USAG RP commander. “Also, remain cautious and alert on the roads. We do not want to lose any Soldier, family member, Army professional or member of the host nation to a preventable accident. Do not drive above the safety of the road conditions.”

Climb the steep steps and mind your
head when you’re up there. 3. Enjoy the food. For a town that sees its fair share of visitors, Rothenburg’s gastronomic scene shows no sign of catering to the lowest common denominator. During ordinary times, you can find delicious hearty fare (think Jägrschnitzel and other warm, satisfying dishes) and delightful desserts. 4. Get medieval. Generously billed as a “Medieval Crime and Justice Museum,” this Rothenburg sta-
ple is more aptly described as a “Medieval Torture Museum.” Either way, it offers an evocative look at crime and punishment in the middle ages. In the year 2020, the citizens are transforming “the whole city into a Christmas experience.” Roughly translated, the city is going to shine outdoors, and give visitors rays of light and hope in whatever ways they can. Rothenburg in any season is great. But if you can swing a trip during the holidays, it becomes something altogether magnificent. Getting there By car, Rothenburg is 2 hours 30 minutes east of Kaiserslautern, 2 hours southeast of Wiesbaden and 1 hour 45 minutes northeast of Stuttgart. Visit the Deutsche Bahn website for train information. Roasted Cinnamon Pecans Yields: 5, Prep Time: 5 min, Cook Time: 45 min, Total Time: 50 min Ingredients: • 1 egg white • ¼ c ghee or butter, melted Cinnamon Pecans • 2/3 cup maple syrup • 1 tsp cinnamon • ¼ tsp salt • 5 cups pecan halves Instructions: Preheat oven to 300 degrees. In a large mixing bowl, beat egg white until soft peaks form. Stir in melted ghee, maple syrup, cinnamon and salt. Add pecan halves, stirring until all are evenly coated.Use slotted spoon to scoop pecans from bowl and spread evenly across a greased jelly roll pan (discard any remaining liquid after pecans have been removed). Bake approximately 45 minutes,
turning every 15 minutes. Remove from oven when pecans are slightly crisp and golden brown – the edges will continue to crisp as they cool down.
