as Airmen are defined by the work we do, and there is no question of who we are and what we stand for as American Airmen. “When it comes to how we execute, the nation expects of us air superiority, rapid global mobility, global strike, command and control and intelligence, surveillance and reconnaissance,” said Wright. “I don’t think there’s any question about who we are.” Much of who we are as Airmen was showcased to Wright who visited Ramstein July 24 to 26 to speak to Airmen and tour newly implemented innovations on the base. At the all-call, Wright discussed innovation, stating that it is crucial to push as much as we can down to the squadron level, noting that a total of $64 million was recently distributed throughout each wing in the Air Force.

Who are we? It’s a simple question that required a more complex answer. During an all-call with Ramstein enlisted personnel, an Airman grabbed the microphone, concerned with our Air Force identity — and asked a question. We’re adopting a new uniform, the Airman said. We’ve had several over the course of our life as a service, and it seems like with so many uniform changes... who are we? The Airman, assigned to Ramstein Air Base, thanked Chief Master Sgt. of the Air Force Kaleth O. Wright, and eagerly awaited an answer. “First I don’t think who we are, should be defined by what we wear,” said Wright. “We also have to make sure that in an ever-changing, non-static and very dynamic environment we remain agile, flexible, and innovative.” Wright continued, saying that we See VISIT, Page 2

PLOVDIV, BULGARIA  Three C-130J Super Hercules aircraft and more than 60 personnel deployed to Plovdiv, Bulgaria, from Ramstein Air Base for Thracian Summer 18 returned home July 22. During the 12-day forward training deployment, the 37th Airlift Squadron facilitated training to improve interoperability with NATO allies from Bulgaria. The training included 48 sorties and countless man hours invested in coordinating

missions, maintaining aircraft, and the necessary support functions to complete objectives. “The success of this exercise is due to all of the efforts of everyone (who participated)” said U.S. Air Force Capt. Pete Wolber, 37th AS chief of scheduling and mission commander for Thracian Summer 18. “Without the support of every unit we couldn’t have executed the mission.” Other accomplishments of the exercise included completion of 2,173 training events, 347 of which were night specific events. Wright said returning to Ramstein was very exciting. “It’s been a great visit,” said Wright. “I’ve got to see and do some very exciting things and as always I’ve met some outstanding Airmen. It’s great to be back, feels like being back home.”

Blake Browning 86th Airlift Wing Public Affairs U.S. Air Forces in Europe and Air Forces Africa hosted the Equal Opportunity & Alternative Dispute Resolution training workshop at the USAFE Conference Center on Ramstein Air Base, July 16 to 19. This event was the first time the Equal Opportunity training workshop was held locally instead of the Air Force level. The event aimed to equip equal opportunity directors and practitioners with the materials to enhance their skills when it comes to mediation, writing settlement agreements, and processing complaints more efficiently.

“Right now we’re looking at the way we do business, and how can we make it better in ways that tie into our theme of ‘driving results through innovation,’” said Air Force Chief Master Sgt. Leenette Joseph, USAFE equal opportunity strategic advisor and alternative dispute resolution manager. Joseph added, processing an EO complaint, from sitting down with a counselor all the way to providing a mediation team, costs approximately $60,000 on that one individual before the case even goes to a formal complaint. “That’s not counting the man-hours lost at work from the bad work environment, and slowdown of productiv-

ity,” Joseph added. “So when you add all the man-hours lost and preliminary costs totaling over $60,000, Equal Opportunity has a huge impact on the workplace, because when all of those things combine it can really distract from the mission.” One of the topics discussed was how to equip Air Force first sergeants and supervisors to become better at solving problems instead of the person walking into the Equal Opportunity office and filing a complaint. “We’re saving the Air Force millions of dollars by helping Airmen come together and seek resolution on their complaints,” said Cyrus Salazar, Air Force Equal Opportunity director. “It is vital to Airmen that we have

an avenue where they can go to have a sounding board, to have someone hear their concerns, because EO is not just a compliance program. It’s not just complaints; we are there to serve Airmen and to help Airmen make decisions with issues of conflict.” The vision in Air Force Equal Opportunity is to ensure a conflict competent workplace, said Salazar. “After hosting workshops like these we can train Airmen, civilian and military alike, to have these competencies,” said Salazar. “If there were to be an issue, which doesn’t have to be discriminatory in nature, we can train accordingly, then we can empower people to go from point to point with confidence.”

Parking discs needed In certain parking lots on Ramstein Air Base, display of a parking disc is required. The maximum allowable time a car may remain in these lots is posted; the driver must set the disc to the arrival time and make it visible. The following are some parking lots where discs are required; MOMS, Ramstein Officers’ Club, the commissary, the library and the community center. Parking without displaying a disc or remaining past the allowed time could result in a citation.

ATTENTION HOUSING RESIDENTS It has been brought to our attention that residents are placing bulk trash around dumpsters and not cleaning up in their immediate areas. Bulk trash is not permitted to be left at dumpsters and must be taken to the recycle centers either on Ramstein or Vogelweh. PEAK PCS SEASON IS HERE IN THE KMC During the months of July to Sept., the Housing Office experiences longer than normal wait times for walk-in customers. Green Dot Training Have you taken your annual Green Dot training? This is a mandated annual training to gain awareness and prevention of interpersonal violence, to include sexual

assault, domestic and inter-personal violence, and suicide. You have two choices for your training. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. team of en-route maintenance Airmen recently converged from multiple locations to respond as part of a Maintenance Recovery Team, returning a C-17 Globemaster III aircraft back to the mobility fleet from a forward deployed location in Southwest Asia. Maintenance professionals identified repairs to the aircraft that required additional parts and maintenance personnel

beyond what was available at the forward deployed location. “This was a unique event where multiple squadrons worked together to repair an aircraft in an expeditionary environment, showing the true capability of the enroute system — to rapidly respond, overcome challenging maintenance issues and environments, and return an aircraft to the fight,” said U.S. Air Force Capt. Alexandra Gegen, 8th Expeditionary Air Mobility Squadron’s assistant director of operations.

Within 24 hours, the 521st Air Mobility Operations Wing, headquartered at Ramstein Air Base, rapidly channeled and assembled the necessary aircraft parts and the MRT personnel comprised of five aircraft maintainers from the 721st Aircraft Maintenance Squadron at Ramstein, three maintainers from the 8th EAMS’ main deployment location, and an additional three maintainers from an 8th EAMS’ detachment location. Along with the C-17’s dedicated flying crew chief, U.S. Air Force Staff Sgt. Alan Morris, from the 305th AMS at Joint Base-McGuire-DixLakehurst, N.J., the team worked shoulder to shoulder, replacing one of the aircraft’s engines and an integrated flight control module. “I was extremely impressed at how well this engine change went, especially considering we had Airmen from four different bases who had never worked together before,” said U.S. Air Force Master Sgt. Reliot Rodriguez, 8th EAMS production superintendent. “It is a true testament to the outstanding caliber of maintainers we have across the Air Force.” U.S. Air Force Capt. Ryan

Huff, 721st AMXS aircraft maintenance unit officer in charge, explained further. “Bringing together assets from three locations, from two continents, across two wings in different MAJCOMs to fix a single asset is but a taste of the capabilities and quality of Airmen in the en-route system,” Huff said. Air Mobility Command’s global en-route system is the foundation for the rapid, global movement of aircraft, cargo and personnel. Similar to the presence of commercial cargo terminals at major international airports — which unite surface and air transportation networks to move packages and cargo — Air Mobility Command has a permanent global en-route presence at more than 30 key locations around the world, large and small, from Europe to the Middle East, and all throughout the Pacific. Mobility Airmen at these en-route locations sustain and provide a host of capabilities, including aerial port operations, aircraft maintenance, aeromedical evacuation support and command and control. For U.S. Air Force Staff Sgt. Darren McCorkhill, 721st

AMXS electronic and environmental technician, the team’s experience together while forward deployed left a lasting impression and understanding of the mobility mission. “At Ramstein, I see the planes come and go with cargo, and now I have seen the end destination where Airmen are on the receiving end,” McCorkhill said. “I now truly understand the full spectrum of the mission and getting planes back in the fight.” U.S. Air Force Staff Sgt. Joshua Sims, a C-17 aerospace propulsion craftsman with the 8th EAMS, agreed. “I am glad we were able to get the aircraft back in the air to accomplish the air mobility mission,” Sims said.

Eligible veterans can seek refund for taxes on disability severance payment by Lisa Ferdinando Department of Defense News, Defense Media Activity The Defense Department has identified more than 130,000 veterans who may be eligible for a refund for taxes paid on their disability severance payment, a DOD tax expert said. U.S. Army Lt. Col. David Dulaney, the executive director for the Armed Forces Tax Council, said the department began mailing notices to veterans July 9. The deadline to file for the refund is one year from the date of the Defense Department notice, or three years after the due date for filing the original return for the year the disability severance payment was made, or two years after the tax was paid for the year the disability severance payment was made, according to the IRS. Affected veterans can submit a claim based on their actual disability severance payment by submitting to the IRS a completed Form 1040X, the Amended U.S. Individual Income Tax Return, Dulaney said. The IRS also has approved a simplified method for obtaining the refund, in which veterans can claim the standard refund amount on Form 1040X based on when they received the disability severance payment. Those standard refund amounts are $1,750 for tax years 1991 to 2005, $2,400 for tax years 2006 to 2010;, and $3,200 for tax years 2011 to 2016. So, how do you dispose of an old clunker that’s ready for the scrap heap? Drive it to the professionals at the Baumholder Auto Skills and Parts Yard, located at Bldg. 8438 on Smith Barracks, who can take your vehicle for parts or resale. It’s very simple to get rid of a vehicle you no longer need – even if it can no longer be driven, said Darwin Baecker,

Baumholder Auto Skills manager. “Normally, vehicle owners drive their U.S. Army in Europe-registered vehicle to our location,” Baecker said. “If it can’t be driven, they can pay to have it towed to the facility ($60 hookup fee and $1 per kilometer, round trip with no distance limitations). If you are deployed, provide a friend with a power of attorney to turn your vehicle in. “We had a Soldier who had to get rid of a car for a friend downrange,” Baecker explained. “The car had no keys and was parked in the housing

area with its windows rolled down slightly. The car was totally full of water with mold spores growing inside. To make matters worse, someone busted out the back window and painted the inside of the vehicle bright orange. All the neighbors were all angry because it was an eyesore and wasted a parking space. So, he disposed of it, and we sell parts from it.” So when it comes time to part with your old car, drive it (or have it towed) to the professionals at the Baumholder Auto Skills and Parts Yard. Keep cool and protect yourself from heat-related illnesses

by Ashley Patoka Regional Health Command Europe The warm weather has finally showed up across Europe, and with that, comes the increased risk for heatrelated illnesses. Last year, heat illnesses were responsible for more than 20 thousand lost or limited duty days. Heat-related illnesses, like heat exhaustion or heat stroke, result from the body not being able to properly cool itself. This year, across the European Region, there have already been a few cases of heat-related injuries. Stay safe this summer with these tips from Public Health Command Europe. PHCE recommends drinking enough water to replace what was lost through sweat.

“Your body may need water before you feel thirsty so don’t wait,” U.S. Army Col. Rodney Coldren, PHCE Chief of Preventive Medicine Services said. “Drink water throughout the day. Urine color, or lack of urine, can tell a person a lot about their level of hydration.” Lack of urination or darkcolored urine is an indication to drink more water. A good target is a quart an hour under most conditions. In addition to drinking water, PHCE also recommends eating meals which will help replace lost salts. It is also important to try and stay cool. Do this through wearing the appropriate clothing, choose lightweight, lightcolored and loose-fitting clothing. When scheduling outdoor

events, try to limit them to when it will be the coolest — either in the morning or afternoon, PHCE recommends. “If you are going to be outside, make sure to take regular breaks in the shade,” Coldren said. “This will help the body recover from the heat.” Additionally, before heading outside, it is important to apply sunscreen. U.S. Air Force Lt. Col. Layne Green, Landstuhl Regional Medical Center Chief of Dermatology, said that in order to ensure optimal protection, sunscreen should be reapplied, on average, about every 80 minutes and each person should use about a shot-glass worth each application. Heat-related illnesses are preventable. PHCE recommends learning the signs of a

heat-related illness and what to do. According to the Centers for Disease Control, a person who is suffering from a heat stroke may have hot, red, dry or damp skin; a fast, strong pulse; headache; dizziness; confusion; or they may lose consciousness. “If you suspect a heat stroke, call emergency services right away,” Coldren said. “While you wait for help, move the person to a cooler place and start trying to lower their body temperature with cool cloths or a cool bath.” Heat exhaustion is less severe, but has many of the same symptoms which can include heavy sweating, muscle cramps and tiredness or weakness. The CDC recommends moving to a cool place, loosening clothes, sipping water and placing cool cloths on your body if you experience these symptoms. “With heat exhaustion, we recommend getting medical help right away if the person is vomiting, the symptoms are not improving or they last longer than an hour,” Coldren said. Also at risk for heat-related illnesses are pets. U.S. Army Maj. Justin DeVanna, Veterinary Medical Center Europe director, offered the

following tips for pets: 1. Never leave a pet in a parked car, even with air conditioning on or windows opened or cracked. 2. If a pet is outside during hours of light, ensure they have shade to be out of direct sun and that they have fresh cool water at all times. 3. Remember, German or other host nation laws for pets are often different than the typical laws in the U.S. and must be followed even on post. 4. Any brachecephalic (pug faced animals, i.e. pugs, French or America bulldogs) are at higher risk for heat related problems because they cannot dissipate heat as easily or efficiently when panting. 5. If you feel hot it’s the same for your pet. For example, long walks or runs in the middle, hottest part of the day are the most dangerous times for heat related illness. “If you think your pet overheated see a vet immediately. Heat illness can be up to fatal for human and pets alike,” DeVanna added. This HIV screening starts in the privacy of your own home by Military Health System Communications Office The Air Force has developed a selfcollection blood kit to encourage its active-duty members with a higher risk of acquiring human immunodeficiency virus to test for infection more frequently than what’s mandated by the military. The kits enable users to be proactive about their own health and potentially prevent the spread of HIV, which can lead to many health complications, including AIDS. “Generally, HIV infection rates in the military are lower than in the general population,” said U.S. Air Force Lt. Col. Jason Okulicz, a physician and director of the HIV Medical Evaluation Unit, Infectious Disease Service, at San Antonio Military Medical Center. “But every year, we have several hundred active-duty members in the Military Health System who are newly diagnosed with HIV infection,” he said. Currently, all service members are screened for HIV every two years, before and after deployments, and when it’s clinically indicated by health care providers, based on symptoms or answers to routine questions about sexual partners and practices. However, the Centers for Disease Control and Prevention recommends that individuals most at risk of acquiring the infection get tested at least annually. HIV can be detected in the blood as soon as a week after exposure, Okulicz said. About 40 percent of all new HIV

transmissions in the United States are from people who are unaware they have the infection, said Okulicz, who’s also chair and Air Force lead of the TriService HIV Working Group. The group’s mission is to improve HIV care and prevention in the MHS. Okulicz said the primary means of HIV infection among service members is sexual contact. “Because of perceived stigma, service members at high risk for HIV may not be willing to talk with their primary-care providers about getting tested more frequently,” Okulicz said. “The kits provide a way to lower this possible barrier to testing.”

Active-duty Air Force members can request a kit be mailed to them by calling 210-916-5554 (DSN 429) or emailing IDVirtualHealth@mail. mil. Each kit includes instructions, supplies to obtain a blood sample via a finger prick, and a prepaid envelope for returning the sample to the HIV Diagnostics and Reference Laboratory at the Walter Reed Army Institute of Research in Silver Spring, Maryland. Those who have negative results – meaning that they don’t have HIV – receive a phone call from the HIV Medical Evaluation Unit office with the news, along with an explanation of

what the test means. “For example, if you had high-risk sexual activity a few days before you took the test, it may be too soon to know if you acquired HIV,” Okulicz said. The MEU office can also answer any questions and offer information about reducing future risk of infection. For those who’ve tested positive for HIV, in-person notifications are arranged at the local base level. “People may have an adverse reaction because they’re worried not only about their health but also their career,” Okulicz said. “We want to make sure they have the support and information they need.” There’s an established protocol for service members who test positive for HIV, Okulicz said. Generally, those who test positive can remain in uniform as long as they’re capable of performing their military duties. Okulicz said the kits augment mandatory screening and are not alternatives or replacements. He said because there isn’t a good process in place to ensure face-to-face communication with reserve component members or dependents, the kits are available only to active duty Air Force members. “My counterparts in the other services are aware of and interested in our initiative, but next steps haven’t yet been developed,” Okulicz said, referring to colleagues in Army Medical Command and the Bureau of Naval Medicine. He said the Air Force is in discussions on how the initiative could be rolled out across the DOD.

Park in Freisen revives Middle Ages Editor’s Note: This article was published in a previous edition of the Kaiserslautern American and the information has been updated to reflect this year’s event. The Nature Wild Park Freisen will hold its annual medieval market Saturday and Sunday. The park team will go about 1,000 years back in time and present all eras of the Middle Ages on a fest area of about 90,000 square meters. A medieval town made of about 600 tents will be set up on to house approximately 2,000 actors. There will be more than 120 groups including Vikings, Celtics and Normans demonstrating life in the Middle Ages. More than 100 vendors

and craftsmen stands can be found in the main market area, where visitors can watch how things were made in former times. Jewelry made of different material, knives, baskets, weapons, belts, shoes, wooden toys, ceramics, hats, lamps, liquors, vinegar, marmalade, mustard and sweets will be up for sale. Visitors can taste medieval food, including wild boar, flat cakes, potato pancakes, rice and vegetable pots, sauerkraut, waffles and crepes. Drinking specialties include mead, coffee, mocha, tea and soft drinks. The official market opening with a parade of all participants walking into the area will be at 2 p.m. Saturday and noon Sunday. Knights will show off their horses at 3 and 6 p.m.

Conserving Water

Germany is experiencing a record drought with farmers in the “breadbasket” asking for a billion euro aid package to help with losses they have already seen. With this unrelenting weather, an obvious result is low water levels. So the next question should be “What can I do?” That is the perfect question you should be asking yourself. In times of distress, a small amount of effort by many can make a big difference. We have listed some tips on ways you can conserve water and help your community deal with this extreme weather.  Use a “shower bucket” This is exactly what it sounds like! Place a bucket in the shower when you are showering and collect the water when you are getting squeaky clean. Use the water for your plants and shrubs.  Turn off the water when

you brush your teeth - There is no reason to run the water while you are in the act of brushing your teeth. Wet your toothbrush and turn the water off immediately to save up to a liter of water!  When it is yellow, let it mellow! - If you have seen the movie “Meet the Fockers” you might be familiar with this line. If not, it means don’t flush for number 1 and only flush for number 2. If you still don’t get it, let your urine stay in your toilet bowl until someone needs to…  Reuse your boiled water If you are cooking anything that requires boiling (like pasta), use that water for plants or grass.  Turn off the water in the shower when soaping up - If you enjoy a nice long shower, turn off the water while you are soaping up to save gallons of water. Also think about cutting your showers short.  Run a full dishwasher Make sure you have crammed

every last knife, fork, cup into your dishwasher before hitting start.  If watering plants, water in the morning - If you are still watering outdoor plants, water in the morning. The temperatures are cooler and less water will evaporate requiring less water for the same job.  Cut down on electricity - The utility companies are very reliant on thousands of gallons of water as a way to cool their systems. Less electricity means less water needed to cool systems.  Don’t run water while washing veggies and fruits - It is just as easy to run some water in a bowl to clean your vegetables and fruits. You will use less water and then you can use the water for something else (like plants).  Clean your razor in the sink - Instead of running the water to clean your razor, run a little water in the sink and clean it that way.

Kaiserslautern and Ramstein, Germany Description/Job Summary: The Center Operations Supervisor (EUR) is responsible for the dayto-day operations of two USO centers embedded in secured military deployment facilities. Assists the Area Operations Manager in executing community-support programs and supports other USO centers as necessary.

Principal Duties and Responsibilities (*Essential Duties):

• Manage day-to-day center operational procedures, ensuring a cost-effective, safe, welcoming, clean and well-maintained environment.* • Develop, improve and maintain working relationships with US Military and local business community leadership to enhance awareness of the USO mission.* • Supervise volunteers for general and program activities including recruitment, supervision, training, development and recognition.* • Operate center within approved budgetary guidelines, including cash handling. Maintain accurate inventory. Provide information for consolidated financial, operational and statistical reports as requested. Provide any other ad hoc reports as required.* • Control, safeguard and maintain the fabric, furniture, fitments, equipment and assets in the Center and maintain standards of cleanliness within the center. Ensure that sanitary and food-handling regulations are followed.* • Assist the Area Operations Manager in executing center-wide operations and programs to include community outreach events, fundraisers, and volunteer management. • Create and maintain a Standard Operating Procedure file that details local operational procedures and Center activities to enable prompt reporting, easy rotation and follow-on.* • Other duties as assigned.

Required Qualifications:

• High School Diploma or equivalent. Bachelor’s Degree preferred. • 1-3 years work experience in retail, customer service, recreation facility or related role, including 1+ years in a supervisory capacity. Relevant experience in a not-for-profit, military, multicultural and/or global organization preferred • Strong interpersonal, customer service and problem-solving skills. Ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism. • Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects. Ability to handle confidential information with tact and poise. • Must show initiative, self-motivation, and attention to detail with the ability to manage multiple projects with competing priorities. Ability to quickly and easily adapt to changing organizational needs. • Ability to achieve desired results while working collaboratively in a team environment. • Ability to perform basic math and follow proper cash/donation handling and reporting procedures, business/accounting functions including project management and budget reconciliation. • Ability to obtain and maintain proper credentials necessary to access USO Center locations and facilities including but not limited to security, credit and/or background screening, SOFA status, valid driver’s license. • Must be a strong advocate of the USO’s mission. • Responsible for managing and operating two separate and distinct centers. • Ability and willingness to travel between and provide outstanding support to two geographically separated centers and our administrative office. • Ability and willingness to arrange personal schedule to meet operational demands due to irregular hours (i.e., late evenings, early mornings, weekends and holidays) and ever-changing work flows. • Ability to supervise volunteers directly and remotely.
