Gen. Frank Gorenc shared his enthusiasm for becoming the new U.S. Air Forces in Europe and Air Forces Africa commander and spoke about challenges the command faces and how to overcome them in an interview Aug. 16 on Ramstein. “I’m absolutely thrilled to be back in Europe,” said Gorenc, who left Ramstein in 2012 after serving as the 3rd Air Force commander. “I enjoyed my time at the Pentagon, but it made me realize that I’m back where I belong.” Gorenc assumed command of USAFE-
AFAFRICA Aug. 2. He is responsible for Air Force activities in an area covering more than 19 million square miles. His previous position as the assistant vice chief of staff of the Air Force gave him a good perspective for facing challenges here. “It elevated my knowledge of the holistic range of issues we have, beyond just warfighting,” Gorenc said. “All of the decisions that were made at the strategic level in Washington manifest themselves at all of our main operating bases and all our geographically separated units. The photos were part of a series of carefully crafted displays that showcased the lives and enduring legacies of prominent women leaders, both past and present, many of whom were early trailblazers in the women’s suffrage movement. Guest speaker Deputy Garrison Commander Mary Miller urged attendees to reflect on the past, but to also become history makers in their own communities. “Yes, women have cracked the glass ceiling, but we have yet to break through it. We are still fighting for equality and still facing difficult choices,” Miller said. “There’s still much more work to be done. That work begins right here in our communities, on our jobs, in the schools and in our homes. We must position ourselves for leadership.” The annual luncheon is designed to honor the passing of the 19th amendment to the U.S. Constitution in 1920, which granted women in the U.S. the right to vote. Welfare bazaar approaching: time for charity, volunteerism by Glenda Young 2013 Ramstein Welfare Bazaar chairwoman
E
ver wish you could be part of an event that’s so big, it’s the only event of its kind in the world? In other words, would you like to have the world at your doorstep? Well, you’re in luck. From Sept. 12 through 15, you can do just that. Come join an estimated 20,000 shoppers as they get ready to shop for specialties and distinctive finds at the 49th annual Ramstein Welfare Bazaar. So why is it called the Ramstein “Welfare” Bazaar? Every bazaar is held to benefit the welfare of the KMC. More specifically, a portion of every sale goes back to the community when you shop at the Ramstein bazaar. For this to happen, we like to remind our customers to “Sign it 2 Share it” by signing the sales sheets every time they make a purchase or layaway deposit. Last year’s bazaar raised $288,000 toward support activities for single Airmen, wounded warriors, deployed members returning from
combat, as well as youth activities such as scouting, sports and academic clubs. Additionally, we partner with the Ramstein Enlisted Spouses’ Association and Kaiserslautern Landstuhl Spouses’ Association every spring to award scholarships to students and spouses pursuing higher education. To earn nearly $300,000, shoppers purchased antiques, pottery, cheese, grandfather clocks, clothing, jewelry, demijohns, art, chocolate, toys, furniture, purses, wine barrels, table linens, tapestries, carpets, crystal, kitchenware, nutcrackers, stacking dolls and more. To make the bazaar happen, it takes months of planning. The 10 days prior to the bazaar’s opening is comprised of intense effort. Volunteers clear the hangar and go through the process of opening a portion of the flightline for use. As the preparation continues, a large tent is erected; vendors arrive and start setting up. Some of the vendors have been a part of the bazaar for more than 40 years. This year, 135 vendors, including 20 first-time vendors, are making plans to attend from countries across Europe, including Poland, Portugal, Germany, Italy, the Netherlands, Russia, Belgium, England, France and Turkey. As our resources go down, our requirement to fulfill the mission will not. The only way to make up the difference is to empower our Airmen to find ways to do the mission faster, cheaper or both.”

A shopper can refuel on loaded hot dogs, schwenk steaks, fresh squeezed lemonade, chicken wings, tacos, salads, funnel cakes and more. All food vendors are private organizations raising money for events such as Christmas parties, annual awards, or to support an organization they are passionate about. Every dollar spent on food also goes back to the KMC. The bazaar is hosted by the 86th Force Support Squadron and produced by the Ramstein Officers’ Spouses Club. It is only successful through a great partnership and collaboration with base leaders, private organizations, members of the 86th Maintenance Group, defenders

Some volunteers, like those on the bazaar committee, have been working for many months. Others arrive in those critical 10 days as volunteers to prepare food for the vendors, help run paperwork between our facilities, process sales sheets, keep the bazaar grounds clean, ensure the safety of all of our visitors, translate for some vendors, run credit card machines, clean up and, finally, tear down. There is definitely a spot for everyone who wants to take part in making the bazaar run smoothly. Last year, more than 16,000 volunteer hours were donated from members of the community. Personally, I’d like to thank base leadership and all of the organizations that have partnered with the 86th FSS and ROSC to make this event a success. It’s a humbling honor to be able to chair the bazaar committee and work with such an impressive, enthusiastic and committed community of volunteers. Maj. Gen. John R. O’Connor, commanding general of the 21st Theater Sustainment Command, hosted a town hall for Department of the Army civilians and local national employees Aug. 21 at the Galaxy Theater on Vogelweh Military Complex. O’Connor began the briefing with an introduction and explanation of his personal command philosophy. He detailed his command history, family life, education, “pet peeves,” personal values and leadership style. The general emphasized throughout that it is important that those working with him understand his background and expectations. “When you (the audience) look at where I come from, my family and my support network, know that we are all about giving back,” O’Connor said. “This is my commitment to you for the next two years. I will be right here serving this great community, serving the 21st Theater Sustainment Command and serving you.” He then discussed the future of the 21st TSC and what will be required of the unit and its personnel in the future. He explained that the U.S. Army is changing, the resources available are changing and that unit missions will reflect these changes. He also explained how the “First in Support” team will adapt its mission to aid both U.S. Army Europe and U.S. Africa Command. “As the environment changes, how will I adapt to fight in the environment?” O’Connor asked his audience rhetorically. “How will I get all of my Soldiers where they need to go? How will I get their supplies there? We will set the theater by analyzing how to accomplish these goals.” Finally, O’Connor addressed the future of the military and its civilian workforce. He reiterated the fact that the Army will reduce its numbers, both Soldiers and civilians, in the future. Throughout the brief, he noted that this is what the Department of the Army has directed in order to adapt to changes in the world and the U.S. He stressed it is “time to do what is right with less over doing more with less.” “Command implementation plans to cut workforce, transformation, hiring freezes, uncertainty, furloughs, sequestration — none of those sound good,” O’Connor said. “But it is what the Department of Defense has said that we have to do based on resource constraints mandated by Congress.” He concluded the town hall by addressing issues raised by the civilian workforce and allowing the audience to quesSee TOWN HALL, Page 6
ACCRA, Ghana — As the 2013 Regional African Air Chiefs Conference came to a close here Aug. 22, some of the U.S. and African leaders in attendance shared their thoughts on the event. “We are at the end of what has been an extremely valuable symposium,” said Lt. Gen. Craig A. Franklin, 3rd Air Force commander. “The challenges we face are not ones that can be solved by a single country, and I was amazed at how quick you all were to offer help to your neighbors.” The symposium consisted of three days of discussions, idea-sharing and meetings with various officials to discover new ways that African air forces could partner together and create solutions for common challenges. “We need to advance the development of our air forces,” said Col. Leonard Batossi, Benin’s air force chief of staff. “This symposium has given us a chance to strengthen cooperation partnerships between attending countries in order to meet security challenges at the regional levels.” Heidi Grant, the deputy under secretary of the Air Force, international affairs, offered suggestions during discussions and highlighted the benefits of creating a global community of Airmen. “We need a global coalition of capable partners that can share the responsibility for

security around the world,” she said. “The message is simple: We can better accomplish our mission when we work together.” One of the biggest takeaways was realizing how the scope of air capabilities varies throughout the region. “It would enhance the strength of our air forces if we learned to cooperate with each other to fill gaps and tackle the challenges we face,” said Brig. Gen. Ousmane Kane, Senegal’s air force chief of staff. Franklin expressed how he looked forward to meeting again at future symposiums to evaluate progress and adapt to new challenges. “Let me end with a final thought that I think summarizes this symposium,” he said. “The challenges that we face alone are daunting. But no challenge is too great that we cannot overcome together.”

A
ircrew members participated in survival, evasion, resistance and escape training Aug. 13 on Ramstein to refine their survival tactics and hone readiness capabilities. The SERE refresher course is offered once a month for aircrew members and is built to allow them to maintain their readiness in the event they become lost, stranded or captured. “It keeps them on their toes,” said Staff Sgt. Tony Fancher, NCOIC of SERE operations and training. “This combat survival training ensures that in a last ditch situation they have the right set of tools and knowledge to escape from the enemy.” The training consisted of an advanced combatives class where the aircrew learned hand-to-hand combat and defensive techniques. The course also featured evasion tactics where Airmen had to utilize hand signals while they ventured through the wooded terrain. They conducted these scenarios to test their physical and mental abilities. Water training was also included. Participants learned how to stay together and work
as a unit to safely enter a life raft. The training taught the aircrew skills like linking to each other so as to not overexert themselves while in the water. In order to make the training as realistic as possible, augmentees from the KMC area assisted the cadre by playing the role of the hostile threat and preparing the wooded areas to look like deployed environments. “The augmentees are vital to the training program,” Fancher said. “Without them we wouldn’t be able to conduct these scenarios.” By working with augmentees the SERE trainers were able to come up with new strategies and unique scenarios for the aircrew members going through the training. “It helps us all learn from each other,” said training augmentee Jacob Hodges. “We volunteer to come out here with the SERE guys and help put the trainings together. Whatever they need from us we can handle, whether it’s getting sites set up or chasing down the guys getting trained — we can handle it. All this helps to improve the program.” SERE specialists ensure aircrew members are ready and have received the most current and realistic training, so in the field they have the experience needed to complete the mission.

In certain situations, service members or their families are entitled to benefits in the event their sponsor is unable to perform military duties. Mitchell, a training support specialist in the 21st TSC operations section. “I was very impressed by the general’s leadership philosophy, and I really enjoyed learning about who he is.”

It equals up to 55 percent of what would have been the service member’s retired pay at
the time of their death and is paid monthly. • The Dependency and Indemnity Compensation could also be lost and is a monthly benefit paid to eligible survivors of deceased veterans. • The Veterans Affairs Dependents Education Assistance Program is another benefit that could be lost and offers up to 45 months of education benefits to family members. Weber 221st Public Affairs Detachment HOCKENHEIM, Germany — As part of the 7th Civil Support Command’s safety office accident prevention campaign, members of the 773rd Civil Support Team, 7th CSC, participated in a drivers’ improvement training course, instructed by the Allgemeiner Deutscher Automobile-Club, Aug. 6. The drivers’ improvement training allowed the participants to experience different situations with their vehicles in a safe, controlled environment at the Hockenheim-Ring ADAC Traffic Safety Center. “The training assists our unit by showing the Soldiers that there are still counter options in a bad situation, while driving, to try and prevent an accident,” said Sgt. 1st Class Garret H. Mitchell III, a 773rd CST logistics NCO. “The training is important, because we drive our vehicles all throughout the European theater with different situations,” Mitchell said. The training allowed the drivers to understand how their vehicle reacts at different speeds and road conditions and how to recognize the dangers present in order to avoid or react appropriately to minimize damage. “Where else can Soldiers conduct this type of training without endangering the public,” said Dante E. Azul, 7th CSC safety manager. “Most Soldiers received drivers’ training in high school and during initial licensing process, which is a long time ago,” Azul said. “(There is) no specialized training for
driving different vehicles, such as these Ford F-250 crew cabs.” Prior to beginning the course, Soldiers were given a safety briefing by Anitta Loeffler, the ADAC safety course instructor. The Soldiers then loaded into their unit’s crew cab cargo trucks and were given a guided tour of the course. The course consisted of multiple driving areas consisting of both dry and wet surfaces. Drivers conducted slalom driving, emergency braking, obstacle avoidance and short notice reaction. Loeffler also discussed several areas of importance for proper positioning of the driver inside of the vehicle to allow for a safer driving experience. “We tend to become complacent after years of driving, and it was good to sharpen our skills and re-emphasize the importance of even the small things, like hand and seat placement,” said Sgt. 1st Class Folayan M. Parks, an operations NCO from the 773rd CST. In the emergency braking course Soldiers learned that stopping distances increase with increased speeds. The stopping distance at 60 kph (37 mph) is more than double that of the 40 kph (25 mph) stopping distance. On wet surfaces, these stopping distances are increased greatly. “I really enjoyed emergency braking on a wet road at 80 kph (50 mph),” Parks said. “Slamming on the brakes in those conditions was a good reminder of the importance of the proper wearing of your seatbelt.” After the training was conducted, the drivers put their skills to the test on a course that produced short notice water wall obstacles.

Surgical technicians work alongside surgeons in operating rooms, assist with patient and instrument preparation, and ensure the room is ready for the procedure being performed. “Our field has come a long way,” Kendrick said. “The medical advancements have made some aspects safer for the patients. Past procedures weren’t as precise as they are
Kaiserslautern American today. “Things were much more difficult back then than they are now,” Kendrick continued. “Cases would take longer because of the lack of precision. Now, there are cameras we can use to ensure we’re doing the right procedure in the right place.” Surgical technicians here have an opportunity they may not have at another location by working with members of other services. “The unique aspect of being assigned to Ramstein is working with the Army and Navy,” Kendrick said. “But most of all it’s interacting with our wounded warriors.” The joint environment provides the technicians the chance to learn about the two sister services.
“It provides us with a culture shock, because each service operates differently,” said Spc. Christopher Flagg, LRMC surgical technician. “We learn about the other services’ customs and courtesies and get to share knowledge about our own service.” Technicians perform a wide variety of procedures, but one technician said doing a cesarean section is her favorite. “Our normal duty day works us around the clock, but with this procedure, it’s always nice to see the child at the end,” said Staff Sgt. The NAL offers 24/7 year-round access to experienced, professional nurses who can guide you through research-based medical information and treatment recommendations.
Why use this service?
If you are not a health care professional, it can be difficult to determine what to do in the event of an injury or illness. When you are unsure, the NAL
gives you the opportunity to learn what level of care is appropriate for the given situation. Many hours spent in emergency departments can be alleviated by calling the NAL and getting the same home treatment that an emergency department will provide. By the same token, what seems to be a minor problem can be identified as a potentially emergent situation. Not only will the NAL optimize your time by providing you with on the spot recommendations, but it will also facilitate care for you if referrals or appointments are needed. All interactions with NAL personnel will be annotated in your medical record. The NAL professionals can help you understand

he month of September is National Preparedness Month. Though the KMC is relatively well protected from major natural disasters, there is still a potential for major accidents and other natural or manmade hazards to occur. Every family should have a preparedness kit, which provides basic items that would be needed in the event of a natural disaster, major accident, toxic industrial chemical release or terrorist incident. During the response phase of events, there are many competing needs for the limited resources responders can provide. By preparing your family now, you can take actions to ride out the emergency or sustain your family until help arrives. Your planning and preparedness goal should center on self-sustainment for a minimum of three days without assistance. Ultimately, family preparedness is a family decision, and there are varying levels you can achieve to ready yourself. On one side, a family could be prepared with its own underground shelter with four years of nonperishable food. On the other, a family could not even have extra batteries for a flashlight. Curriculum policy changes mark start of new DODEA school year by Claudette Roulo American Forces Press Service WASHINGTON — Department of Defense Education Activity students, parents and employees should expect quite a few changes in the upcoming school year, the DODEA director said in an Aug. 23 interview. Those changes will be both visible and behind the scenes, but they all are geared toward improving the quality of education at DODEA schools, Marilee Fitzgerald told American Forces Press Service and the Pentagon Channel. This year, every teacher, leader and school support staff member will have a new blueprint — the Community Strategic Plan — for advancing students to higher levels of learning, Fitzgerald said. “It’s a five-year journey that reflects our K-12 educational reform efforts,” she added.
New digital curricula and updated building designs are a part of the reforms covered by the plan, Fitzgerald said, noting that the Community Strategic Plan “sets some very rigorous targets for learning in our schools.” DODEA’s mission statement — “Educate, Engage and Empower each student to succeed in a dynamic world” — is simple, Fitzgerald said, but the agency’s vision is ambitious. It seeks “to be the best in the business, the best in educating military-connected children,” she said. To accomplish this, DODEA set five rigorous goals: student excellence, school excellence, talent excellence, organizational excellence and outreach excellence. “And then we set some benchmarks to gauge our success and our progress, and every year we’re going to report our progress,” Fitzgerald added.
The progress reports will allow DODEA to celebrate its successes and recalibrate where needed, Fitzgerald said. More ambition can be found in the goal to have every student reading on grade level by the time they finish third grade, she said. “While we may measure ourselves always in the aggregate — ‘How well do DODEA schools do generally?’ — that’s not our focus in this journey,” Fitzgerald said. “The next five years are about every single student and how well each student is doing.” Computer technology course offerings have expanded to more schools this year, she said. Introduced in the last two years at a handful of high schools, courses such as biotechnology engineering, green technology, robotics and gaming technology are now being offered more widely. “We’ve also expanded our math courses in about half as many schools
as we did last year. Next year we’ll finish completely, and in all schools we will have new math courses,” Fitzgerald said. Those courses include financial literacy, algebraic modeling and advanced functions, she said, adding that next year Algebra II will be added as a requirement for graduation. This year’s incoming high school freshmen will be the first to graduate under updated graduation standards, Fitzgerald said. DODEA now requires four years of mathematics, three of which must come at the high school level. “You can expect to see more courses in our virtual learning school,” she said. Acquiring a new puppy should be a joyous event. However, it is important for buyers to be aware of unscrupulous individuals who sell puppies. Regrettably, some of these puppies become sick or even die shortly after their purchase, resulting in large veterinary bills and heartbroken buyers. Here are a few helpful hints to increase the likelihood of making the right choice when buying a puppy: • Purchase your puppy from a local source. Make sure you meet with the seller and write down the seller’s name, full address and phone number. Ask the seller for a list of references
that include previous buyers and other breeders. • Visit the puppy two or three times before making the purchase. This will allow you to check out the facility more than once and will also let you better understand the animal’s actual temperament and health. • Insist on seeing the mother and inspect her. • Examine the puppy’s and the mother’s vaccination records. If the record is in a foreign language, make sure to ask a local veterinarian’s office what the vaccinations cover. Also, take notes as to the vaccination
dates and the age of the animal when it was vaccinated as this will help the vet’s office verify that the animals are on an adequate vaccination schedule. • Inspect the actual pedigree. Pedigrees should have the VDH (Verband für Hundewesen) and FCI (Federation Cynologique Internationale) symbols, and dogs with these pedigrees must be identified by either an individual tattoo or a microchip. These identification numbers must appear in the pedigree as well as the numbers from the animal’s ancestors. For further advice, consult with
your veterinarian. NOTE: Remember, if one of the owners in the household is German, the puppy needs to be registered with German authorities and dog taxes must be paid. Also, according to German Animal Protection Law, dogs should be properly kept. According to the animal protection association, dogs should not stay alone without being walked for more than five hours a day. Dogs should not be kept in a crate all day long, chained up within the house or kept locked in a separate room.

Are you ready to tour Europe? U.S. citizens residing in Germany have many opportunities to visit other foreign countries and experience different cultures. In order to prevent complications or delays when entering these countries and make your holidays as trouble-free as possible, the Ramstein Passport Office would like to provide a few facts and tips for you. While many neighboring countries are open with no checkpoints, each country has specific entry requirements ,and visitors must have the necessary travel documents on hand. We recommend referring to the Foreign Clearance Guide at https://www.fcg.pentagon.mil/ to find out if a passport or visa is required before making any travel plans. Note that this website can only be accessed from a government computer. Travel documents for military personnel Most military members move to Germany using their ID card and permanent change of station orders. While that is sufficient to reside in Germany during their assignment, any military member planning to travel to other countries should apply for a tourist passport since many countries require one for entry. When on leisure travel, each military member should carry a military ID, PCS and leave orders as well as a tourist passport. The latter is only for those countries that do not recognize the military ID and PCS orders to verify overseas
status. Travel documents for civilians and all family members Most U.S. civilians on official orders and family members of civilian and military personnel will receive nofee passports with a Status of Forces Agreement stamp prior to PCSing to Germany. This passport may only be used for authorized travel to Germany and for return to the U.S. These members should acquire a tourist passport if they plan to visit other foreign countries and carry both nofee and tourist passports when crossing the German border as verification of their SOFA status. When entering the country for leisure travel, present the tourist passport. When re-entering Germany, present the no-fee passport with SOFA stamp. U.S. civilians employed by the DOD and family members possessing only a tourist passport are authorized a SOFA certificate for their passport to show their affiliation with the military. This also authorizes them to reenter Germany while on leisure travel. Individuals using only a no-fee passport for leisure travel should be aware that they are traveling at their own risk and may be denied entry to a foreign country. Travel tips Always check the validity of your passport(s) and renew them six months prior to the expiration date. Timely planning is especially important as regular processing times for tourist passports are between four to six weeks.
Most importantly, safeguard your passports at all times to prevent loss or theft, especially when visiting metropolitan areas such as Paris and London. If your passport is lost or stolen in a foreign country, contact the nearest U.S. Embassy or Consulate immediately and apply for a replacement passport if needed. Be proactive and look up the nearest Embassy or Consulate address and contact information prior to your trip. It is also a good idea to keep a copy of the data/photo page of your passport with you separately while traveling in case of loss or theft. Always be prepared for weather changes and carry extra clothes or rain gear. Bring a travel guide for the country you’re visiting to find out more about the local customs and tourist attractions. While many Europeans speak English, they all appreciate you talking to them in their language. Referring to a book of phrases containing frequently used expressions may help when trying to communicate in a foreign country; it may even help you avoid unwelcome surprises when ordering food from a foreign menu. Stay-at-home mom sings her way into community by Senior Airman Whitney Stork 86th Airlift Wing Public Affairs Homeschooling her four children by day and surprising people with her uncanny singing voice by night is all in a day’s work for one woman. Lisa Cash, wife of Keith Cash, Vogelweh Elementary School special education teacher, is a stay-at-home mom. And although Cash may seem like the average neighbor, it often shocks people when this local singing champion shares her talent with others. “I’ve been a housewife for 11 years now, and I’m a devoted homeschooling mom to four children,” she said. “When people hear about my day job and then they hear me sing, I think it surprises them. That’s pretty fun for me.” Cash took her talents to the Baumholder Idol adult division competition where she sang cover songs for a crowd and panel of judges. In the end, she won a $500 prize. She also entered the Apollo Night competition at Vogelweh’s Armstrong’s Club and won another $500 prize. Cash not only sings competitively, but participates in a number of different events. She has also appeared on live television and several studio recordings. With all of her achievements, she still finds time to volunteer to teach the Ramstein Village Voices. “Volunteering is so much more rewarding than singing for a crowd,” Cash said. “The Ramstein Village Voices is an elementary-aged choir that I

Each year, garrisons around the world host local talent contests and send in their winners’ videos for judging. winner. The winner of Operation Rising Star represents the best in individual vocal talent in the military and is awarded a custom recording experience (studio trip with three song demo CD for two). The audition will be done a cappella, with no props or music accompaniment. A panel of three judges will determine who moves forward. The final local competition will be held at 7 p.m. Sept. 20 at Armstrong’s Club, Bldg. 1036 on Vogelweh Family Housing. The contestants are judged by the panel of judges and the audience. Local contestant prizes: $500 for first, $250 for second and $100 for third, as well as the opportunity to compete for the grand prize recording studio experience. In addition to the competitors’ prizes, a $300 spirit award will be awarded to the most supportive unit or family readiness group. T
he Gartenschau Kaiserslautern is still decked out in the colors of late summer even though its next seasonal event is on its way. This year’s pumpkin festival, under the motto “Wild West,” will be set up in the Neumühlepark area from Sunday through Oct. 31. The pumpkin festival will present life-size figures as well as requisites from the Wild West — and all made of pumpkins. “About 30,000 pumpkins of 150 breeds were used to create all figures and sceneries from the Wild West,” said Andrea Hess from the Gartenschau public affairs team.
Visitors can watch a buffalo hunt, trappers riding on their wagons through the plains looking for gold and Indian families sitting in their tepee near a fire. “We worked with the full range of pumpkins of all colors and placed them in nicely decorated environments,” Hess said. The “biggest pumpkin contest” is scheduled for Sept. 22. Pumpkin breeders and hobby gardeners can participate. Algebra II, Fitzgerald said. “If they need to go back and revisit some of the chapters and some of the areas of study, they can do so in a virtual learning environment at home or anyplace where it’s convenient for them to study,” she said. Everyone learns differently, Fitzgerald noted, so “these support courses are going to be quite valuable for our children, especially our mobile children as they come in and out of our schools.” This summer, trigonometry was offered to advanced placement students via the online school to allow them to prepare for AP Calculus AB. More courses are coming this year, including Japanese III, French IV, AP Biology, AP Microeconomics and AP Psychology. Foreign language learning has been expanded in all of DODEA’s elementary schools, Fitzgerald said, with the goal of every student mastering a second language. “We’ve adopted Spanish as the language where we would like all of our children in DODEA to be language proficient,” Fitzgerald said. Spanish was chosen because it is the most widely taught foreign language in U.S. schools, she noted, making it easier for students to continue their foreign language instruction as they move in and out of the DODEA school system. “As we move along and we learn more about how to teach and deliver instruction virtually, we’re going to be able to offer many more languages other than Spanish,” Fitzgerald said. Construction of new schools and renovation of existing schools throughout the DODEA system will continue this year, Fitzgerald said. “We have about 45 new schools in design and 12 schools under construction,” she said, “so there will be a lot of hard hats around our schools this year as we build our new 21st century schools.” Teacher professional development will be made easier by the installation of 82 new video “telepresence” panels that will bring experts in the field to teachers stationed around the world, Fitzgerald said. “The research is very clear,” she said. “There are many factors which influence student achievement. The two most dominant, though, are teachers and leaders. And so, this professional development program looks at what teachers need — we give them voice and choice. Kaiserslautern ‘swings’ during Barbarossa Fest by Petra Lessoing 86th Airlift Wing Public Affairs “Swinging Lautern” will be the motto of Kaiserslautern’s annual Barbarossa fest Thursday through Sept. 7 in the center of town. For the 11th year, the local sales promotion agency “Kaiser in Lautern” will sponsor, in cooperation with the City of Kaiserslautern, a fest with an international musical program featuring swing, blues, boogie, jazz, soul and salsa. The streets downtown, as well as on
Altenhof, Schillerplatz and Stiftsplatz in town, will turn into open-air stages presenting various musicians and bands. “Swinging Lautern” will officially start at 6 p.m. Thursday near Stiftskirche and continue from 11 a.m. to midnight Sept. 6 and 7. The U.S. Air Forces in Europe and Air Forces Africa band will be part of the swinging event as well. o you have the singing chops to rise to the top? If so, members of Kaiserslautern’s Family and Morale, Welfare and Recreation are looking for you. Army FMWR officials will host this year’s “Operation Rising Star” singing contest for the KMC. The annual contest, sponsored by Army Entertainment, features singers from Army garrisons around the world. Participants can compete for a chance to win $1,000 and an all expenses paid trip for two to record a three-song demo tape. “This is how hidden talent gets discovered, and this is how people get their name out there,” said Erinn Forester, marketing assistant for FMWR Marketing. “I think if people are passionate about singing, and it’s what they really love to do and they’re good at it, then this is their chance to become a star.” To participate, all potential contestants must first complete an initial screening. Screenings are scheduled for 6:30 p.m. Sept. 12 at KMC Onstage, Bldg. 3232 on Kleber Kaserne. During the screening, singers will perform a song
a capella for a panel of judges, who will then decide if they can compete in the actual live audition show. The live audition show is scheduled for 7 p.m. Sept. 20 at Armstrong’s Club on Vogelweh Housing. Local winners will receive $500 for first place, $250 for runner-up and $100 for third place. The first place winner will also go on to compete at the Army-level competition later this year. Community members are welcome to attend the live show, and they could also earn a prize, Forester said. “Another really exciting thing for spectators is that there is a $300 spirit award to the most supportive unit or Family Readiness Group,” she said. “So, if you have someone from your unit or FRG, tell them to come on out to the live show.” Operation Rising Star contestants must be active duty, National Guard or Reserve or a dependent (from any branch of service) and be at least 18 years old with a valid military ID card. AF announces PT test enhancements to start Oct. 1 by Staff Sgt. David Salinitri Secretary of the Air Force Public Affairs WASHINGTON — Air Force senior leadership announced enhancements to the Air Force’s Physical Fitness Assessment program, to be implemented Oct. 1. In a letter to Airmen Aug. 20, Air Force Chief of Staff Gen. Mark A. Welsh III explained the results of the comprehensive review, highlighting the strength of the program and the need for slight improvements. “We have a tremendous program that has fundamentally changed the Air Force’s overall fitness level over the past few years,” Welsh said. “The PFT itself is not going to change. But even the best program can be improved upon, so we are making changes in four different areas to enhance the overall program.” Of the changes coming Oct. 1, the most significant is to the abdominal circumference portion of the test. The AC assesses an Airman’s body composition. Since the Air Force implemented the newest fitness program guidelines in October 2010, only .03 percent of Airmen have failed the AC portion of the test and passed the other three components with a composite score of 75 or higher. “In the future, if an Airman fails the AC portion of the test, and passes each of the other three components, we’ll measure that Airman using the Body Mass Index taping guidance in DoD instructions,” Welsh said. “If the Airman meets the DoD BMI standard, they pass the PFT.” Because AC measurement is integrated into the testing procedure, the Air Force is currently the only branch of the Department of Defense not required to have a separate weight management program.

The other program modifications include realigning the fitness appeal process back to wing commanders, adjusting passing standards for Airmen who can only test on one component of assessment, and changing and simplifying the walk test. In addition to these efforts, senior leaders are reviewing how fitness performance is documented on performance reports as part of a larger effort to examine the performance report itself. Those
results are expected in the near future. Though senior leaders are looking to improve the current fitness program, Welsh said he is proud of the Air Force program, and the physically fit culture it has helped to cultivate. “I believe we have DoD’s best designed, best run fitness program, and as a result, we have a force ready for any mission our nation asks us to execute,” he said. “I’m extremely proud of how far we’ve come with our fitness culture.”

The game is held once a year to build camaraderie between officers and enlisted Airmen. The first two years, the Chiefs took home the trophy. This year, after a slow start to the game, the colonels came back to win the game with a final score of 11-9.

As team member of the Overseas Network group, tier-1 support for the end-user desktop infrastructure is provided, including PCs, laptops, phones, computers applications, and other infrastructure problems. Responsible for daily HelpDesk support via phone or HelpSTAR ticketing under the supervision of group leader. Includes new systems roll out and local travel to German branches when required.
REQUIREMENTS:
• Respond to HelpDesk requests in a timely manner as well as recording conclusions in HelpSTAR system. • Support user infrastructure by administering Active Directory users and computers, group management, home folders, third party user management tools, and email distribution group memberships. • Work closely with Network Administrators on current and new technologies pertaining to front end user support. • Manage all service requirements including PC and printer support, additional software and hardware installation, at the tier-1 desktop level. • Must be available to be on-call on a rotating basis for any computer related ATM or mechanical problems. • Microsoft certification required. Must have knowledge of Microsoft desktop and server operating systems, with a heavy concentration in PC and LAN functions, and include basic knowledge of routers and switching in a wide area environment. • Proficiency in the German language is desired
