Exercise Carpathian Fall 2019 strengthens allied partnership by Senior Airman Kristof J. Rixmann 86th Airlift Wing Public Affairs
OTOPENI AIR BASE, ROMANIA U.S. military personnel from the 86th Airlift Wing, 435th Air Ground Operations Wing and U.S. Army 5th Quartermaster began an approximately two-weeklong exercise with Romanian forces in Otopeni, Romania, Aug. 19. Enhancing U.S. military readiness and strengthening the relationship with Romania, a NATO partner, are the focal points throughout exercise Carpathian Fall 2019. “Throughout the exercise, we’ll be accomplishing a few different things,” said U.S. Air Force Capt. Ian Hall, Carpathian Fall project officer. “We’ll be increasing our interoperability between our Air Force and the Romanian Air Force. We’ll be discussing and exchanging ideas about tactics; we’ll see how they operate, demonstrate how we operate and then see
what we can learn from each other.” In addition, Hall said Carpathian Fall serves as an excellent opportunity to attain certifications and training that isn’t otherwise possible in Germany. “We’ll be engaging in a lot of lowlevel (altitude) and night-time training that we can’t do in Germany due to quiet hours restrictions,” said Hall. “As a result, we’ll be getting many certifications for approximately 20 U.S. personnel.” Carpathian Fall also provides numerous training opportunities for the Romanian Air Force. “The Romanian Air Force will partake in larger flying formations than they typically do,” said Hall. “In addition, Romanian paratroopers will be dropping from our aircraft so that gives them the chance to accomplish training they require.” In terms of readiness, Hall said Carpathian Fall is a necessary component in maintaining and strengthening

Women’s Equality Day: Why it matters

Katelyn Pouncy 86th Medical Group Women have played a vital role in the course of human civilization from raising families to leading armies and have made great strides throughout history, fighting towards full equality. There have been many obstacles that women have had to overcome to be granted the rights that we have today. August 26 is nationally recognized as Women’s Equality Day, commemorating the 1920 certification of the 19th Amendment to the Constitution, granting women the right to vote. This day also highlights the continuing efforts of women towards full equality. Historically, women were treated as second-class citizens and were denied the full rights and privileges which were only available to men. In 1848, Elizabeth Cady Stanton and Lucretia Mott discussed the social, civil and religious conditions and rights of women at the Seneca Falls Convention held in New York. The Seneca convention sparked the women’s movement for equal rights in the United States, and in 1920, the 36 states approved the 19th Amendment. The passage of the 19th Amendment is a testament to
the courage and tenacity of the women and men who challenged the nation to live up to its founding principles. The Civil Rights Movement of the 1960s added to this, giving African American women the right to vote as well. Sojourner Truth was a huge advocate of women’s suffrage and made an enormous contribution to the movement with her famous speech “Ain’t I a Woman.” On June 12, 1948, the Women’s Armed Services Integration Act was signed by President Harry Truman. This gave women the right to serve in the military. This was a giant leap in equality for women in the U.S. Some might be surprised that before April 1971, women were discharged from the Army if they became pregnant. We have come a long way since then, and now have great benefits for pregnant women in the military. Women may continue to serve through their pregnancy and after giving birth. In 1993, Jeannie Leavitt became the first female fighter pilot. She was also the first female fighter wing commander when she assumed command of the 4th Fighter Wing at Seymour Johnson Air Force Base, North Carolina, in 2012. On August 21, 2015, for the first time in the more than
65-year history of the Army Ranger tab, three women graduated from the grueling 62-day course. The U.S. Marine Corps graduated its first female artillery officers at the Field Artillery Basic Officers Leadership Course at Fort Sill, Oklahoma, on May 12, 2016. While there have been
many successes, there are still many obstacles that women are facing in the world to reach full equality. According to the Bureau of Labor Statistics, a woman in today’s workforce earns 18 percent less money than her male counterpart, for performing the same job. The average woman in the United States earns about 23 cents less
on the dollar than the average man. There was a step in the right direction on January 29, 2009, when President Barack Obama signed the Lilly Ledbetter Fair Pay Act. This made it a lot easier for women to challenge unequal pay. The key to success is educating people and continuing to push for equal rights.

Until mid-September, new rainwater drainage will be built in Parkstrasse and Tulpenstrasse by the Kaiserslautern urban drainage system. Wingmanship and the Air Force core values are among the first things that Airmen learn during basic train-
ing. Those concepts follow them throughout their career and provide morale and support for their brothersand-sisters-in-arms that may be in need of help. Morgan demonstrated all of these things by assisting another Airman who had a medical emergency and prevented further injury and complications through her quick thinking and rapid response. “I was over with one of my friends
and he hadn’t been feeling good for a while,” said Morgan. “I went over to check on him and he was actually throwing up blood, then he started going in and out of consciousness. I was going to bring him to the emergency room but with it being so far away, I wanted some form of medical services to be there sooner, so I ended up calling emergency services. I went with him and made sure he was okay.” She stayed with the Airman and

Bottom line: When you meet your child at the bus stop, please take charge of the situation. As the adult, you can reduce the risk to your child and control the danger.
Danger Zones: Educate your child on the danger zones as shown on the picture. We ask that you and your child take extra precautions when near a school bus.
Teach them to never cross in front of or behind a bus. Reinforce to your child that traffic in Europe does not stop for loading and unloading of school buses. Stress good behavior on the bus — good behavior and safety go hand-in-hand. On or around buses, students must conduct themselves in accordance with the following school bus rules:
DODEA behavior standards for students: • Obey the driver or adult. • Enter and exit the bus safely, and always show your bus pass. • Stay properly seated and use seat belts when available. • Keep your hands, feet, and other body parts to yourself. • Do not throw things. • Put nothing out the window. • Remain quiet and do not disturb the driver or others. • No profanity, indecency, smoking, prohibited items or vandalism. • Do not eat, drink or chew gum. • Be responsible and be safe.
Five basic safety rules for riding the bus:
• Be on time. Walk, do not run, to the bus stop. • When waiting for the bus, take at least three large steps away from the curb. • Take your seat on the bus and stay in it while the bus is moving. If there are seat belts, buckle up. • When getting off the bus, take three large steps away from the curb and wait for the bus to depart before crossing the street.
Page 5 provided insight and background information to caregivers until 6 a.m. the next morning. Not only that, but her work ethic is second to none. She received, processed, and delivered over 6,600 medical items worth approximately 400,000 dollars in support of the 86th Medical Group’s clinical and contingency operations. Her efforts as a storage and distribution technician also bolstered readiness and enabled the reconstitution of two critical surgical team response packages. Last, during the absence of the noncommissioned officer in charge, she single-handedly checked in and delivered eight pallets of medical supplies in support of 34 different clinical accounts, which afforded uninterrupted patient care. “To trust an A1C when an NCOIC is out of town to reprocess eight pallets full of equipment, especially when you start talking about ground surgical teams, is actually pretty impressive,” said Brig. Gen. Mark R. August, 86th Airlift Wing commander. “I bet you a lot of A1C’s don’t get a chance to say on their EPR that they supported a POTUS-level mission by processing and working eight different pallets.” The Airlifter of the Week program recognizes Ramstein Airmen who, through hard work and dedication, make the 86th Airlift Wing the ‘World’s Best Wing.’ • Never cross the street in front or behind the bus. Ensure children know and use the safest route possible from home to and from the bus stop. Teach children how to safely cross the street and use pedestrian crosswalks and trafficlighted intersections, where available. Students must present his/her bus pass to the driver while boarding the bus. Ensure children wear clothing that is easily visible to motorists. You greatly improve the children’s visibility when you put reflective tape or devices on your children’s outerwear, book bags or other carried items.

‘Better for Veterans’: Exchange named 2020 Military Friendly® Employer by Alexandra Pirkle Army & Air Force Exchange Service Public Affairs For the eighth consecutive year, the Army & Air Force Exchange Service has been named a “Better for Veterans” Military Friendly® Employer by Viqtory Media, publisher of G.I. Jobs magazine. The Exchange ranked in the Top 10 for the third year in a row in the Retail Consumer Goods and Government/Non-Profit category and received a Gold distinction, which is given to employers setting an example with their programs and initiatives to hire and retain Veterans. The annual list recognizes companies based on hiring, retention, promotion and advancement of Veterans and service members. This marks the 10th time the Exchange has been named a Military Friendly® Employer.

CSAF bestows Distinguished Flying Cross on Kentucky Air Guardsman by Lt. Col. Dale Greer 123rd Airlift Wing Public Affairs
LOUISVILLE, KY. Air Force Chief of Staff Gen. David L. Goldfein bestowed the Distinguished Flying Cross on Lt. Col. John “J.T.” Hourigan during a ceremony at the Kentucky Air National Guard Base, Aug. 10, praising the pilot’s “exceptional airmanship under duress.” Hourigan distinguished himself by extraordinary achievement while serving as commander of a C-130 Hercules aircraft on July 15, 2016, narrowly recovering the aircraft from a potentially fatal descent following a catastrophic mechanical failure. “This is a big day, and this is a big deal,” Goldfein told an audience of nearly 800 Airmen, friends and family. “This is the Distinguished Flying Cross. We don’t hand many of these out.” “Every aviator here has burned into our psyche three lines that drive our response to every emergency: maintain aircraft control, analyze the situation and take proper action,” he said. “This is a story I am going to use as chief for the remainder of my tenure when I talk about those three key attributes. This is a story about how all of J.T.’s training, his upbringing, his heritage and his competence all came together when lives were on the line. He performed each one of these steps and recovered an aircraft that was heading to a possibly tragic end.” Hourigan, who held the rank of

major at the time of the incident, “prevented a catastrophic aircraft mishap using superior aviation skills, expeditious problem solving and vast knowledge of the airframe, saving five crew members’ lives, himself and a 30 million dollars aircraft,” according to the award citation. At low altitude in the Owensboro, Kentucky, area, the aircraft began to vibrate with such ferocity that crew
members could not interpret the flight instruments or engine gauges and were unable to communicate normally due to extreme noise. Rapidly losing altitude and airspeed, the aircraft was shaking so violently that crewmembers thought it was coming apart. “Lacking any instrumentation information available during training and simulator profiles, Major Hourigan quickly eliminated all plau-
sible causes for the condition while simultaneously preparing for a forced landing,” the citation said. “Without recourse to any codified procedures, he bravely exercised independent judgment and directed a shutdown of an engine based on the throttle variation he felt in his hand. With the aircraft continuing to decelerate and losing altitude, the engine shutdown was accomplished flawlessly 277 feet above ground.” Hourigan then successfully recovered the aircraft and performed an emergency landing, after which the crew discovered the aircraft had suffered a catastrophic propeller failure of the engine for which Hourigan had directed a shutdown. Hourigan actively participated in the safety investigation to determine the root cause of the malfunction, resulting in a safety supplement to the C-130 aircraft operating manual and in modifications to depot and unitlevel technical orders affecting the global C-130 fleet. Goldfein also praised the dedication of Airmen from the 123rd Airlift Wing, one of the most decorated units in the Air Force. “Never underestimate the importance of your contribution to the defense of this nation,” he said. “America sleeps well at night because we don’t. Christina Buchner, at LRMC, July 30. Troop Command oversees four companies at LRMC and is responsible for the training, welfare and discipline of Soldiers assigned to the hospital.
“Under (Sido’s) command LRMC maintained above 90 percent compliance on all training stats,” said Col. Michael Weber, the hospital commander. “That’s a great number, but it’s what she’s done with our Soldiers that has impressed me so much more. Since taking command, she’s increased the number of Soldiers sent to Captain’s Career Course, (Intermediate Level Education), and Soldiers are now afforded more opportunities to train for (Expeditionary Field Medical
Badge), Air Assault School, and the (German Armed Forces Badge for Military Proficiency).” The courses and certifications represent professional development achievements and identify Soldiers who have earned highly coveted accolades. The improvements for opportunities are remarkable, said Weber. During Sido’s farewell remarks, she thanked the Soldiers of LRMC and praised their commitment to the Army Medicine mission and their
Army Funded Legal Education Program by 21st Theater Sustainment Command Legal Office The Army’s Funded Legal Education Program authorizes the yearly selection of 25 Active Duty Army officers to obtain a legal education at the Army’s expense. Selected officers will remain on active duty while attending law school. To be eligible, officers must: (1) be a Regular Army officer in the Operations, Operations Support,
Force Sustainment, or Health Services branches; (2) be a U.S. citizen on the Active Duty List in the grade of O-1 to O-3 while applying and at the time of selection; (3) hold a bachelor’s degree from an accredited college or university; (4) have not less than 2 years nor more than 6 years on the ADL, including prior warrant and enlisted service, as of the law school start date; (5) possess at least a secret security clearance; and (6) not have an approved resignation or separa-
tion date. Eligibility requirements are statutory and cannot be waived. The requirements are outlined in Army Regulation 27-1, Chapter 10. Interested officers must complete an application and interview with an Army Staff Judge Advocate. They should have taken or be scheduled to take the Law School Admission Test at the time of application. Applications must be received not later than 1 November 2019. Sembach will hold its annual fair Aug. 24-26 in the main square next to the restaurant Zum Kochlöffel also known as Wooden Spoon. The official opening of the fair will be on Saturday at 7 p.m. with a performance by Kuckucksmusikanten from Enkenbach followed by the tapping of the keg at 7:30 p.m. The band XXL Steirer will put on a free performance for the crowds from 9 p.m. playing a varied repertoire, including oldies, and German and international pop and rock music. Celebrations start on Sunday with an ecumenical worship service at 10:30 a.m. Musikverein Sembach (Music Association Sembach) will entertain visitors with a musical program along with a performance by the Kindergarten Sonnenblume.
The traditional Kerwe parade will wind its way through the streets of Sembach with walking acts and tractor-pulled floats starting at 2 p.m. In the afternoon visitors can enjoy a large Germanstyle cake buffet. At 3 p.m., Arnbachtaler Blasmusik, a traditional wind orchestra with vocals, will entertain visitors and Kalli Koppold puts his musical program to show from 5 p.m. The final day of the fair starts Monday at 11 a.m. with the traditional Frühschoppen, Celebrations start on Sunday with an ecumenical worship service at 10:30 a.m. or morning pint, with music by the band Tiede und seine Freunde. Food and beverages will be served throughout the whole weekend. The fair is free of charge on all days. Sembach is looking forward to celebrating their Kerwe with you this weekend.

I want to show them that I do my duties but I’m still able to get out there.” Although the competition weighs heavily on physical readiness, the combat testing lane assessed the Soldiers’ knack in traditional soldiering skills such as movement under fire; nine-line medical evacuation request; Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) response; and first responder procedures. “To actually get out there and get to do Army skills, it’s actually quite fun and I enjoy it,” said Orndoff. “Getting to perform patient care, even if it’s on a mannequin, brings me back down to the roots of what I joined the Army for.” “The competition gives you [an] appreciation for basic combat medic skills,” said Sgt. 1st Class Christopher Moore, LRMC Troop Command’s noncommissioned officer in charge and Asheville, North Carolina, native. “It’s a good opportunity to train for the actual operational environment.” Following the nearly weeklong competition, Orndoff was recognized as LRMC’s Best Medic by the hospital command team, Col. Michael Weber, and Command Sgt. Maj. Thurman Reynolds, during an awards ceremony, Aug. 9. Orndoff, Moore and Coffey will all go on to compete at Regional Health Command Europe’s Best Medic competition later this month. “I hope they got an idea of what the next couple of competitions may present to them and have a better understanding of where they may need to improve to compete at the next one,” said Dowers. “But, overall I hope they had fun and an enjoyable experience.”
On August 5, just minutes before sunrise, three Soldiers arrived at Landstuhl Regional Medical Center’s physical training field to endure three days of tests, pitting them against one another in an effort to be named LRMC’s 2019 Best Medic. The competition, held at a local level by most Active-Duty, National Guard and Reserve Army units, is formally known as the Command Sergeant Major Jack L. Clark, Jr. Best Medic Competition and culminates with Soldiers representing their respective units at an Army-wide event. “We hold the Best Medic competition to select the best medics to compete (at higher levels), which tests Soldiers’ tactical and medical skills,” said Sgt. 1st Class Jacob Dowers, noncommissioned officer in charge of this year’s LRMC competition. “To compete shows that you’re tactically and (From left) U.S. Army Staff Sgt. Baumholder Clinic offers new aquatics physical therapy program Story and photos by Alofagia Oney Landstuhl Regional Medical Center The U.S. Army Health Clinic Baumholder is taking Soldier readiness to new depths, offering aquatics physical therapy to patients for pain management and rehabilitation. Sgt. Belinda Flowers, the noncommissioned officer in charge of the Baumholder Physical Therapy Clinic, dives in with her patients every week to ensure not only high quality healthcare delivery, but to also get Soldiers back in the fight and help family members to feel their best. “[Aquatics physical therapy] is a great tool for recovery because you’re not bearing your full body weight when you’re in the water,” said Flowers. “Patients can do a lot more in the pool than they can do on land.” According to Capt. Daniel Huffman, a physical therapist at Landstuhl Regional Medical Center and a board certified clinical specialist in orthopedic physical therapy, a person will only bear about 10 percent of his body weight if standing still in neck-deep water, and about 50 percent if in at waist-deep water. Adding underwater movement and activity will only slightly raise those percentages, but overall, aquatics therapy is still a great option to “un-weight” injured patients and help them rehabilitate quicker. “Aquatics therapy is mostly beneficial for patients who have a hard time doing exercises on land,” said Flowers. “For example, if exercises like squatting and lunging result in pain for you, aquatics therapy is a great option because you’re not putting your full body weight on your lower joints.” For patients like Alicia McDowell, a counselor at the Baumholder Soldier for Life Transition Assistance Program who underwent reconstructive surgery to her anterior cruciate ligament, or ACL, the new aquatics therapy program was a welcomed option.

The U.S. Army Health Clinic Baumholder started a new aquatics physical therapy program to help Soldiers, Retirees and Family members with rehabilitation and recovery.
“When I originally had my surgery in Texas [in 2005], I did aquatics therapy and it had a lot of benefits,” said McDowell. “So, I figured this time around it would be just as great if not better.” The ACL is a major ligament in the knee that connects the thighbone (femur) to the shinbone (tibia). Damage to the ACL can result in excruciating pain in the leg, and oftentimes requires consistent rehabilitation to restore the range of motion. “I think [aquatics therapy] is definitely worth it because instead of putting that stress on your body trying to balance, the water takes away a lot of that weight for you and makes things easier,” said McDowell. “My husband actually got foot surgery recently, so after
my first session with Sgt. Flowers, I told him that he needs to come and try it.” McDowell’s husband, Army Staff Sgt. Isaac McDowell assigned to the 515th Transportation Company located in Baumholder, is one person that Flowers is eager to treat. “When Soldiers have injuries resulting in severe pain that keep them from their warfighter duties, oftentimes they are put on a [medical] profile limiting their physical training,” said Flowers. “With aquatics therapy, Soldiers can still work on their cardiovascular endurance but without the impact. Unit commanders can appreciate that because their Soldiers aren’t falling behind.” Flowers also pointed out that following a surgical procedure, doctors
tend to prescribe physical therapy to get patients moving. “As we say in physical therapy, ‘motion is lotion,’” said Flowers. “Working your injured areas to move early after surgery is optimal and we want to set our patients up for success.” For McDowell, working with Flowers is helping her improve the range of motion in her knee, but also provides pain management for injuries in her neck and back. “Sgt. Flowers is amazing,” said McDowell. “She knows just what to do to get me back into shape.” TRICARE beneficiaries referred to the Baumholder Physical Therapy Clinic will be assessed by the provider to determine if aquatic therapy is an appropriate treatment course.
