More than 130 troops have been activated — including Army National Guard and Air National Guard personnel — to assist in the ongoing local and federal response effort.
The fast-moving blaze began on Tuesday, fueled by strong winds from a nearby hurricane. The wildfire has killed more than 90 people. Federal Emergency Management Agency officials are now surveying the wildfire area for hazards.
ATF hosts explosive training at Ramstein Air Base
The Bureau of Alcohol, Tobacco, Firearms and Explosives held a postblast training course for U.S. Air Force Airmen and other NATO allies at Ramstein Air Base, Aug. 7-11.
The weeklong course trains students in explosives identification, effects of explosions, recognizing improvised explosive devices, and collecting evidence from explosions.
“The training we do is important because all across the country and all across the globe there are consistently explosives-related inci-
dents and bombings,” said David Taylor, ATF post blast program manager. “We are able to partner with state, local, federal, international and military partners to put on this training. It allows everyone to act as a force multiplier so we can combat criminal bombings.”
The course was made up of
46 students, which consisted of U.S. Air Force Office of Special Investigations agents, representatives from Germany, Italy, France, Belgium, Finland, Netherlands and Poland, ATF experts, and Airmen assigned to the 435th Air and Ground Operations Wing.
“The students get to go through this whole systematic approach to exploring the evidence and recover-
ing it,” said Taylor. “Then, they put the pieces back together to recreate the scene. That’s what we want them to learn.”
The students went through five days of training from subject matter experts and hands-on activities both in the classroom and at explosive ordnance disposal controlled areas.
“This course gives us an
increased capability to apply the skills in a specific and dangerous arena,” said U.S. Air Force Lt. Col. Steven Torres, 25th Expeditionary Field Investigations Squadron commander. “Students can take these skills and immediately apply the training this course gives them.”
Students are trained through this course to identify components of bombs, how to deconstruct a
potential explosive device, and examine crime scenes in order to discover what happened and who planted the explosive device or devices. Many of these skills are taken and used immediately in the workforce.
“This is a whole Air Force effort,” said Torres. “In a real incident, everyone is going to bring their unique expertise. The same lan-
guage, the same training is what is going to make us more effective.”
Training with members from the U.S. military, NATO allies and non-military counterparts allows for timely and coordinated responses to dangerous crises. Torres said training like the ATF post-blast course are essential to strengthening these relationships and building trust between our alliances.
Frederic Chwalla, German Post Blast Training Course student, records a simulated bomb scene as part of his training at Ramstein Air Base, Aug. 10. Students are trained through this course to identify components of bombs, how to deconstruct a potential explosive device, and examine crime scenes in order to discover what happened and who planted the explosive device or devices.
Challenge fuels transition for newest infantry Soldiers
FORT BARFOOT, VA. – A few times each year, the Virginia National Guard’s 1st Battalion, 183rd Regiment, Regional Training Institute, conducts an 11B Infantry Transition Course.
Some of the Soldiers who attend the course, all junior Soldiers and noncommissioned officers, want to test themselves. Others are fulfilling childhood dreams or chasing promotion opportunities. Whatever their reason, their goal is singular: to earn the 11B military occupational specialty and leave Fort Barfoot with a blue infantry shoulder cord.
“It is not an easy MOS (military occupational specialty), but it is a very rewarding one at the same time,” said Sgt. 1st Class Brian Cook, a long-time cadre member at the 183rd RTI.
During the course, Cook and the rest of the cadre put Soldiers, who arrive as engineers, medics, intelligence analysts and mechanics, through three rigorous weeks of infantry training. Soldiers gain proficiency on weapons, improve their land navigation skills, learn how to communicate and move
effectively across a battlefield. The days are long and often made more challenging by sweltering heat and humidity.
The challenge of becoming an infantryman motivated many of the students as they worked their way through the course.
“The reason I wanted to become an 11B is because I like to put myself to the test,” said Staff Sgt. Patrick Powers, a 91B wheeled vehicle mechanic in the Virginia National Guard. He said the course would also help prepare him for his next challenge, U.S. Army Ranger School.
Sgt. Allison Stanton, assigned to the 82nd Airborne Division as a 35F intelligence analyst, was also there to challenge herself.
“I wanted to become an 11B because it’s really the only MOS that I felt was out of my comfort zone,” she said. “I felt like the
whole job would be very challenging for me, so that’s why I chose it.”
Spc. Alexander Wyatt started his military career as an infantryman in the U.S. Marine Corps. He was discharged due to an injury but rehabilitated himself and worked on an ambulance while out of the military. When he joined the Army, he returned as a 68W combat medic but felt pulled toward the infantry.
“I wanted to become an infantryman because it’s always been a dream of mine. I just always had the itch to still be an infantryman, and I finally scratched that itch,” Wyatt said. He’s now assigned to the 75th Field Artillery Brigade at Fort Sill, Oklahoma.
Spc. Steven Schmidt drove across the country to attend the infantry transition course. He started his military career as a medic.
“During my time
in the military, I’ve met all sorts of people with different MOSs, but the 11Bs stood out to me in their brotherhood,” Schmidt said. “I’ve always believed that going through difficult times is what brings people together, and I think 11Bs go through that more than any other MOS. I just wanted to be a part of that.”
As the most recent course came to a close, after the Soldiers hauled themselves, their gear and their weapons through the forests, roads and fields of Fort Barfoot, after they tested their endurance with a timed 5-mile run and sent thousands of rounds down range from a variety of weapons systems, they gathered near a small pond. The cadre, decorated with an assortment of badges, tabs and scrolls, formed a corridor through the water. Tired and dirty from days spent in the field, the students were called forward into the water, guided through the protected passage formed by the cadre. Then, dripping pond water and steaming in the midday sun, they worked their way to the top of a hill.
The immersion and ascent served to mark the transition from what they were before to what they had become.
On top of a Fort Barfoot hill on July 26, 22 Soldiers received their blue infantry cords and officially became the newest infantry Soldiers in the U.S. Army.
“I’ve always believed that going through difficult times is what brings people together, and I think 11Bs go through that more than any other MOS. I just wanted to be a part of that.”
Spc. Steven SchmidtU.S. Army Soldiers from across the nation participate in the 11B Infantry Transition Course taught by cadre assigned to the 183rd Regiment, Regional Training Institute, at Fort Barfoot, Virginia, July 26. Over three weeks, 22 Soldiers learned basic infantry tactics, testing themselves mentally and physically.

ABC IN KMC: Pfälzerwald
by Gina Hutchins-Inman 86th Airlift Wing Public AffairsThe Pfälzerwald, or Palatinate Forest, is one of Germany’s largest connected forest areas. The Romans that settled 2,000 years ago gave it its name. The Pfälzerwald has a total area of 1770 square kilometers (683 square miles) and covers about one third of the complete Pfalz Region. The City of Kaiserslautern aced it and is situated in a valley right in the heart of it.
Apart from the actual forest and natural habitat for an array of domestic animals, it also offers spectacular attractions. For example, a fabulous view over the countryside from Donnersberg at an altitude of 686 meters (2250 feet), just north of Winnweiler. Celts also favored this spot about 3,000 years ago and a restructured village can be visited in Steinbach.
Another great way to experience the forest is a picturesque train ride from Kaiserslautern
through Neustadter Valley. There you can board a historic steam engine train and enjoy a relaxing ride in slow motion. Hambacher Castle is an attraction in Neustadt’s city section Hambach. The castle is embedded at the fringe of the forest and holds historical significance as Germany’s “cradle of democracy,” when citizens stood up in opposition to the Bavarian government in 1832. Germany’s black, red and golden flag was first introduced at that time. The vista over the vineyards along the “Deutsche Weinstrasse” is magnificent and on sunny, clear days you can see all the way to Mannheim.
Past the highest mountain in the area the “Kalmit,” the trails will lead you past Landau and Wissembourg, France, to nearby Trifels Castle in Annweiler. There, none other than “Richard the Lionhearted,” King of England, was held captive in 1193 for about a year until a ransom of 23 tons of silver was paid for his release. In addition, there are a number
of “Pfälzerwaldhütten” along the many trails, consisting of cozy wooden cottages that usually offer food and drinks for hikers.
The forest is also a UNESCO Biosphere Reserve, and the Palatinate Forest and Nothern Vosges are celebrating their 25th anniversary this year with a number of special events. The “Haus der Nachhaltigkeit” (House of Sustainability) is located near Trippstadt and offers a garden with domestic plants, a delicious buffet for butterflies, an orchard with almost extinct fruits, a cli-
mate station, a picnic area with playground and trees to climb on. Seminar rooms can be booked for conferences and the center offers a treasure chest of information regarding nature protection and sustainability.
Just nearby in Dahn, the forest shows yet another face, the Dahner Felsenland is a fascinating world of bizarre sandstone formations such as the “Teufelsfelsen” (devil’s rock). The “Baumwipfelpfad” (treetop path) will treat you to a spectacular view at dwindling heights.
Hiking fans can venture into neighboring France and experience yet another section of the forest leading up to the historic City of Bitche with a mighty citadel and its Garden for Peace.
The Palatinate Forest has a total of 5,000 kilometers of hiking and walking trails on a network stretching north-south, eastwest or even crisscrossing. There are 272 different trails to choose from and Landstuhl just recently opened two new premium trails in Karlstalschlucht (valley) just past Hohenecken.
The longer one is for passionate hiking fans and the second, shorter round for a more relaxed walk on fastened trails. Some communities offer culinary hikes on paved walkways where you can enjoy a leisure walk, dine and wine along the way while experiencing incredible views.
High time to don your hiking boots and hit the trails. For inspiration and routes as well as resting areas, visit: https://www.alltrails. com/parks/germany/rhinelandpalatinate/naturpark-pfalzerwald
USAG Rheinland-Pfalz conducts joint exercise to enhance partnerships, test continuity of operations
U.S. Army Garrison Rheinland-Pfalz
In a proactive effort to strengthen partnerships and ensure seamless operations, U.S. Army Garrison Rheinland Pfalz Law Enforcement and Fire Department joined forces in a joint exercise July 27 to simulate a critical incident and assess their ability to work collaboratively to handle complex situations.
The exercise was designed to simulate a real-life event, challenging both teams to communicate effectively, coordinate resources, and establish a secure perimeter around the potentially hazardous area.
Under the watchful eyes of USAG-RP Fire Chief Gerald Adams and Provost Marshal Maj. Richard Robinson, military police and firefighters sprang into action implementing their training and coordination skills to assess the situation.
The exercise also aimed to test the agencies’ Continuity of Operations plans, ensuring that essential functions and services would continue without interruption, even in the face of challenging circumstances. This aspect of the exercise allowed administrators to evaluate their existing plans, identify areas for improvement, and address potential gaps in their emergency response protocols.
Robinson and Adams emphasized the importance of regularly conducting joint exercises.
“Training together enables our teams to understand each other’s roles and responsibilities, fostering a seamless integration when we must work side-by-side during real emergencies,” said Adams. “Exercising a Continuity of Operations plan ensures that we are resilient and capable of managing various contingencies efficiently.”
Following the successful completion of the exercise, the participants gathered for an after actions review to analyze their performance and exchange feedback. Lessons learned from the exercise will be used to refine training programs and enhance coordination between the USAGRP Law Enforcement and Fire Department.
Director of Emergency Services, Lt. Col. David C. Castillo praised the collaboration between the law enforcement and fire departments. “Exercises like these are vital to enhance our capabilities and build strong partnerships between agencies,” he remarked.
“By conducting joint operations, we can ensure a swift and effective response to any potential emergency, protecting our personnel and the local community.”
U.S.
Andreas calls Pirmasens his hometown and he is the assistant fire chief for the Directorate of Emergency Services’ Fire and Emergency Services department.

Andreas also supervises 15 dispatchers at two different dispatch centers, one at Baumholder and Rhine Ordnance Barracks. He manages the monthly time and attendance records and educational leave requests for personnel ensuring
that firefighters maintain the required local national training requirements. Andreas is responsible for the review and update to the manpower document properly aligning staffing demands.
Andreas has been serving USAG Rheinland-Pfalz for 37 years.
“I not only love to support the Fire and Emergency Services personnel but also the Soldiers, family members and civilians. Customer support is my primary focus even in these diverse times.
I seek out the cooperation with our host nation firefighting partners and focus on building a solid community relationship.”

By C. Todd Lopez Department of Defense NewsThe Dependent Care Flexible Spending Account, or DCFSA, is a financial benefit that will be made available to eligible service members beginning in 2024. It will enable them to have money from their paychecks diverted to an account that can be used to pay for dependent care services such as preschool, summer day camp, before- or after-school programs, and child or adult daycare.
Active-component service members along with Active Guard Reserve members on Title 10 orders are eligible to participate.
Eligible service members can contribute as much as $5,000 a year from their paychecks, via allotment, to the account. That money comes out pretax, which means that a military family that typically reports $30,000 a year in taxable income, for instance, would instead be able to report $25,000 in taxable income if they took full advantage of the benefit. That means they will pay less in taxes each year, yielding greater take-home pay.
The DOD is on track to implement DCFSA for eligible service members beginning January 1, 2024. Those who would like to participate can sign up during the annual Federal Benefits Open Season, which runs from mid-November to mid-December.
Jennifer Walker, the executive director for the Dependent Care Flexible Spending Account initiative, said as many as 400,000 service members have eligible dependents and will be eligible to take advantage of the benefits provided by the DCFSA program.
“That includes families who have children who are under the age of 13 or who have a spouse or other tax dependent, regardless of age, who is mentally or physically incapable of self-care,” she said.
The program is part of a larger DOD effort to take better care of military service members and their families. In March, the depart-
ment released the “Strengthening Our Support to Service Members and Their Families” memorandum, which, among other important initiatives, discussed making DCFSAs available to service members.
That memorandum was signed by Secretary of Defense Lloyd J. Austin III, who said taking care of service members and their families through efforts such as DCFSA is a top priority for the department.
“In recent years, our military community has weathered a number of challenges, but our people have risen to every mission and done it all with extraordinary resilience,” Austin wrote in the March 2023 memorandum.
“But it is the department’s ongoing moral duty to spare our outstanding people stress and struggle on the home front where we can and to show our service members and civilian employees how much they mean to us with tangible support that makes a genuine difference in their
lives,” he wrote “The department has, therefore, relentlessly focused on improving quality of life, and I am very proud of what we’ve achieved so far.”
The DCFSA, like other pretax flexible savings accounts, is a “use or lose” benefit.
According to the DOD’s Office of Financial Readiness, the DCFSA plan year mirrors the tax year, Jan. 1 through Dec. 31. After the plan year ends on Dec. 31, enrollees in a DCFSA have until March 15 of the following year to incur eligible expenses. Claims for expenses incurred must be submitted by April 30, the deadline for submitting claims from the previous plan year. Any funds remaining in the account after April 30 of the following year are forfeited.
Military personnel interested in taking advantage of the DCFSA are advised to first talk with a personal financial counselor or tax professional before signing up to participate in the program.

How these scientists are like Google to Soldiers
By Katie Lange Department of Defense NewsWithin the Army, there’s a small group of civilian scientists who are hard at work protecting soldiers by analyzing soil, water and air samples to identify what they are and determine if they’re dangerous.
These civilians work for the Army’s 20th Chemical, Biological, Radiological, Nuclear, Explosives Command in the CBRNE Analytical and Remediation Activity — known as CARA. And while a lot of these experts are men, more and more women are joining their ranks.
Four of these female scientists are rising stars at CARA, where they’re bringing their youthful exuberance and knowledge to the laboratory. One thing they all have in common: Nearly all of them have loved science, tech, engineering and math — STEM — from a young age.
“I’m one of those weirdos who has always loved science,” said Courtney Aceto, 27, who joined the CARA team in April 2022. “At 4 years old, I had this toy microscope, and I was in the backyard with dirt and bugs.”
“I’ve always been analytical. I always want to know how it happened, where it started, and what’s the final result,” said Jessica Caldwell, 29, who has been with CARA since 2018.
“When I was a teenager watching ‘Forensic Files’ and ‘CSI,’ I thought, ‘That’s what I want to do. That makes sense.’”
DNA, toxic air and ‘Playing with scary dirt’
Prior to CARA, Caldwell spent two years at the Army Combat Capabilities Development Command’s Chemical Biological Center. While she’s been a chemist in both roles, she said the jobs themselves are very different.
“[The CCDC-CBC] is more research focused, where they’re doing the work for the customer. There, you’re just trying to think about what a soldier needs,” Caldwell explained. “[At CARA] we work moreso alongside the soldiers. Soldiers are out in the field, and they send us samples. We’re serving as their confirmation — as their theater validation — of what the sample is or is not.”
Part of the CARA team’s job is also to train soldiers on how to better prepare those samples.
“We need insight from them,” Caldwell continued. “Our samples are completely unknown, but there is some information you can tell us, like where you found it, when you found it, what it looks like, or if there were any odors. Any information at all is helpful.”
From there, they jump into full analysis mode. Working in pairs for safety — and because two sets of eyes is better than one – they use several instruments to analyze the samples’ chemical and biological components to determine what the substance is. In essence, it’s kind of like the CARA team is a type of Google for soldiers.
“We first screen for items on the federal Select Agents and Toxins List,” Aceto said. She explained that the screening panel tests for many well-known substances, such as Ebola, Botulinum toxin or the bacteria that causes plague. “If a sample pops positive, further analysis can be expedited because we know what we’re looking for.”
If that screening panel doesn’t identify the sample, however, further testing is needed.
“If a sample doesn’t pop positive on any of our screening tests, we move on to both DNA sequencing and in-depth toxin analysis,” Aceto said. “The DNA sequencing results are compared against a global database of known sequences, and within a few hours, we know exactly what we’re looking at.”
As a microbiologist, Aceto said the DNA sequencing process isn’t harder, per se – it just requires different skills.
“With the DNA sequencing, you have to do a lot more on the analysis side, which just takes more computing,” she said. “It’s just a little more time consuming.”
“We can monitor from a safe distance away, so no one has to be out there actually working in a possibly contaminated area,” Smith continued.
Always training and refining
When the team isn’t doing sample analysis, their day-to-day is based on readiness.
“Making sure that, in the case that we have to deploy or go to an exercise or respond to anything,
all of our systems are ready to go –our vehicles, our instruments, our platforms,” Caldwell said. “There’s a lot of maintaining.”
She said the team is also consistently doing method development, which means coming up with new ways to refine their work. For example, it’s always better to get a 98 percent match on a sample than only, say, a 50 percent match.
“You can get a result, but it can be a poor result,” Caldwell said. “You want your result to be strong.”
The team also does a lot of training.
“For the last several months, we’ve been running tests in the mobile lab,” Aceto said. “We were out there every day running samples in a practice setting, as if we were being given samples from the field guys, to run through the entire span of testing.”
“We’re all civilians and we’re all stepping into this military world, so the whole first year you’re here, it’s basically training,” Smith said.
Job Perks: Deployment
Unlike a lot of chemistry and microbiology jobs, there is the chance for travel — something these young team members are looking forward to. The job calls for deployments that include packing up the labs and equipment, then doing the actual analysis overseas while out in the field.
“We have to build our equipment — we erect it from the ground up,” Aceto said of that process. “So, you get your hands dirty.”
“I don’t think that anyone would have told me five years ago
that I would know how to tear apart an instrument and put it back together, or better yet, do full preventative maintenance on a military vehicle,” Caldwell said. “To be able to do all of that … is insane to me.”
Aceto and Smith haven’t deployed yet, but Caldwell went to Kuwait when she first started at CARA to help pack up a mobile lab to return home. She said she’s definitely looking forward to more opportunities.
“It puts your actual knowledge to real use. You’re going to help somebody on the other side,” Caldwell said.
Chemist Grace Bultron, 30, has only been with CARA since October but has already traveled to Fort Bliss and Fort Cavazos, Texas, to help with exercises there.
“I had the opportunity to see how it is to work outside with the military and my peers,” Bultron said. “I was able to see how they work in sample management. That helped me to have a better perspective about the processes that samples undergo before coming into my hands.”
It’s a team effort Bultron previously worked for environmental and pharmaceutical companies in her native Puerto Rico. As a Spanish speaker who’s still getting used to English as a second language, she said she was a bit scared to take a job in the military sector, but she still took the leap.
“I saw the opportunity to grow personally and professionally,” she said. “I knew that here, I would be learning a lot of new things.”
Get to know CARA
This all-civilian organization employs scientists to work in stationary and mobile expeditionary laboratories, the latter of which can be shipped worldwide where needed. Military and civilian units send air, soil and water samples to be analyzed, and the scientists identify whether the samples contain dangerous substances. The team supports emergency responses and remediation activities involving chemical warfare materials, and it provides technical escort to move chemical agents within the U.S.
Both she and Smith have said that, so far, the team has been great.
“Anytime I’ve had doubts or anything, they’ve been very helpful,” Bultron said. “I’ve really learned a lot. It’s been a good experience.”
“I feel like I know what I’m doing, and they know I know what I’m doing,” Smith said. “But I know that if I do come to a roadblock, there’s always somebody who’s like, ‘What do you need? How can I help?’ Which is awesome.”
Smith said her job is much different than many of the others she interviewed for in the private sector – jobs that often make forprofit products.
“I have friends who work in pharmaceuticals, and I know that they love it,” Smith said. “Knowing we’re not just here to make a product but, at the end of the day, hopefully saving lives — that is definitely the most exciting part.”
I jokingly say that we play with scary dirt.”

Story and photos by Airman 1st Class Jordan Lazaro 86th Airlift Wing Public AffairsBEZMER AIR BASE, BULGARIA – U.S. Air Force Airmen from the 86th Airlift Wing and 435th Air Ground Operation Wing at Ramstein Air Base, teamed up with members of the Bulgarian air force during the Bulgarian air force-sponsored field training exercise Thracian Summer 2023, from Aug. 7-17, at Bezmer Air Base, Bulgaria; Cheshnegriovo Air Base, Bulgaria; and surrounding areas.
The goal of the FTX is to enhance interoperability, and maintain joint readiness in a simulated rapid deployment consisting of multiple combat training objectives including heavy equipment and per-
sonnel airdrops, U.S. C-130J Super Hercules and Bulgarian C-27J Spartan interflies, and simulated mass casualty scenarios.
“U.S. Air Forces in Europe – Air Forces Africa works side-by-side with our allies and partners from strategic locations throughout Europe that are critical for timely and coordinated responses,” said U.S. Air Force Maj. Joshua McLaughlin, 37th Airlift Squadron director of staff and Thracian Summer 2023 detachment commander. “The ability to employ rapid deployment measures with sustainable operations from great distances is made possible through participating in exercises like Thracian Summer.”
The training objectives focused on improving the U.S. and Bulgarian air forces’ ability to provide comprehensive logistical support and enhanced interoperability.
“The joint Bulgarian and U.S Thracian Summer exercise enhances the capabilities and interoperability of the Air Force and Joint Special Operations Command personnel while participating in international exercises and operations,” said Lt. Col. Plamen Donchev, 16th Air Base, Sofia flight training deputy commander and Bulgarian commander of the exercise.
This multi-wing exercise also allowed members of the 86th AW and 435th AGOW to work with Bulgarian NATO allies to build relationships and familiarization of each other’s processes to ensure timely and coordinated responses. Participating in exercises like this aid in the U.S. ability to to employ Agile Combat Employment which is a proactive and reactive operational scheme of military movements to optimize support in a timely manner and generate air power.
“Keeping our NATO relationships strong allows us to work together as a team to address security threats in and beyond Europe.”
Capt. Kenny Baird, 86th Operations Support Squadron flight commanderU.S. Air Force members from the 86th Airlift Wing gather for a pre-flight brief with Bulgarian allies during Thracian Summer 2023 at Bezmer Air Base, Bulgaria, Aug. 10. This exercise provided field training requirements for Airmen across the 86th Airlift Wing and 435th Air Ground Operations Wing while enhancing interoperability with NATO allies and partners. U.S. Air Force Master Sgt. Stephen Baker, 435th Contingency Response Squadron jump master, reviews jump drills and procedures with the 435 Contingency Response Group airborne assessment team and airborne first-in security team at Bezmer Air Base, Bulgaria, Aug. 8. Thracian Summer 2023 is a multi-wing exercise allowing the 86th Airlift Wing and 435th Air Ground Operations Wing to work with Bulgarian NATO allies, building relationships and interoperability.
Another one for the books
“Agile Combat Employment is a key concept for how U.S. forces can provide support by networks of smaller, dispersed locations, or cluster bases to increase availability, combat adversaries and gain advantage,” said Master Sgt. Stephen Baker, 435th Contingency Response Squadron jump master.
Today’s global environment requires rapid deployment capabilities with sustainable operational forces from great distances, McLaughlin said. The cohesive efforts with allies and partners allows the U.S. and NATO to provide support to combat and prevent current and future threats.
“Keeping our NATO relationships strong allows us to work together as a team to address security threats in and beyond Europe,” said Capt. Kenny Baird, 86th Operations Support Squadron flight commander and Thracian Summer 2023 mission commander. “With a combination of permanent and allocated forces, the U.S. has enabled its forces in Europe to effectively deter threats and defend our allies and partners as needed.”
The U.S. continues to enhance tactical skills, professional relationships and improve overall coordination with allies and partner militaries to ensure a united front in times of need.
The Purple Heart: America’s Oldest Medal
By Claudette Roulo U.S. Department of DefenseDid you know that the Purple Heart is America’s oldest military award? In 1782, although the Revolutionary War was basically over and peace talks were happening in Paris, Gen. George Washington needed a way to quell the talk of rebellion. Congress was running out of money after years of war against England. Troops were hungry and unpaid and there was talk of mutiny.
the Purple Heart came from the Badge of Military Merit.
One thing that made the badge different was that it was the first award meant for enlisted troops. Before this, the only way to recognize heroism by an enlisted soldier was to promote him, or for a general to give him a battlefield commission.
No one knows for sure how many soldiers ever received the Badge of Military Merit, though. It could be as few as three. And the book in which recipients’ names were recorded has been lost for more than 200 years.
Washington’s order was allowed to lapse after the war ended and the Purple Heart wasn’t revived until Feb. 22, 1932, on Washington’s 200th birthday. Designed by Elizabeth Will, an Army heraldic specialist, the modern medal features a profile image of Washington. Once again, the medal was awarded for meritorious service, but now soldiers could also receive it if they’d been wounded by the enemy.
The award was made retroactive — World War I soldiers who had earned certain awards could apply for the Purple Heart. The first medal was presented to Gen. Douglas MacArthur, the Army chief of staff at the time.
At first, the Purple Heart was only available to soldiers, but in 1942 Congress changed the rules for earning the award, authorizing it only for wounds, and made it available to all services, including some civilians.
Order 11016 and formally established the rules for awarding the Purple Heart medal, military service animals are no longer able to receive the award.
Belgium and France for the rest of the war.
He decided to create the Badge of Military Merit to recognize heroic acts by his troops. The requirements for earning the badge were a lot different from today’s Purple Heart. Soldiers had to do something unusually heroic or perform some act that was essential to the success of the Continental Army. While that sounds more like something you’d have to do to earn the Medal of Honor, the badge was actually a cloth purple heart with the word “merit” stitched across it in white. So, in a way, both the Medal of Honor and
Civilians who worked with the military, like Red Cross workers or war reporters, remained eligible for the award until 1997.
Civilian employees of the Defense Department who are killed or wounded by an enemy now receive the Defense of Freedom Medal.
• Army Sgt. Stubby, a dog who was smuggled to Europe by members of the 102nd Infantry Regiment, earned the Purple Heart twice during World War I — once for being wounded in a gas attack and once for being wounded by a grenade.
• However, as of April 25, 1962, when President John F. Kennedy signed Executive
• About 1.07 million Purple Hearts were awarded during World War II, more than were awarded in all of the other conflicts of the 20th century combined.
• Chief Nurse Beatrice Mary MacDonald was assigned to a British Clearing Hospital in Belgium during World War I. In 1917, she lost her right eye when German aircraft bombed her hospital. She received the Purple Heart for her wounds in 1936, retroactively making her the first woman to earn the award. She was also the first woman to earn the Distinguished Service Cross. MacDonald served with the Army in
• One of the most famous civilians to earn the Purple Heart was Ernie Pyle, a war correspondent who covered World War II from the trenches of Europe before being killed in the Battle of Okinawa.
• Audie Murphy received the Purple Heart three times during World War II. He also received every combat award for valor available from the Army — including the Medal of Honor — as well as French and Belgian awards for heroism.
• Marine Corps Staff Sgt. Reckless, a horse, received the Purple Heart twice for wounds she received in combat during the Korean War.
• The National Purple Heart Hall of Honor is in New Windsor, New York.
GACO CORNER
Story and graphic by German American Community OfficeWelcome to our informational series on driving in Germany. Last week we discussed when and how to form an emergency vehicle lane. This week our driving topic is merging.
Merging lanes in Germany is very important — the term used is Reissverschlussverfahren, which translates to “the zipper system.”
The system is encoded in German Road Traffic Regulations (§ 7 (4) StVO) and dictates that when two lanes converge into one, drivers should proceed all the way to the front of their respective lane and wait to merge at the last possible point. Then they should alternately fold together like teeth on a zipper.
It is counter-intuitive and seems like you are cutting in line, but if everybody does it, it is the most efficient way to merge lanes and make the most of the space available. Studies have shown that the zipper line rule can increase merging capacity by as much as 15 to 20 percent.
Next week we will discuss idling engines.

Mozart and the Sound of Music
Salzburg is perhaps most famous for music, and rightfully so. Wolfgang Amadeus Mozart, the genius composer, was born in Salzburg in 1756. The city takes the connection seriously. Mozart Week, which is packed with brilliant concerts, is held each January. Visitors can also take a Mozart walking tour, which includes his birthplace, the Mozart Residence, a Mozart monument, and the resting places of many members of the Mozart family (the composer himself was famously buried in an unmarked grave in Vienna).
Then, of course, there is Salzburg’s connection to the film “The Sound of Music.” Beloved by audiences worldwide (hundreds of thousands of people come to Salzburg each year precisely because of the movie), and based on a true story, the film was shot in and around Salzburg. Today, visitors can tour shooting locations, catch a Von Trapp family-themed dinner show, or take in a special Sound of Music marionette performance.
Festivals year round
The city does really well when it comes to festivals. The world-famous Salzburg Festival takes place each summer, and runs through the end of August. It offers concerts, plays, opera performances, and other live shows (musical and otherwise) that are
excellent for the whole family.
Autumn is equally awesome. There is (naturally) a Salzburg jazz festival in October. And Salzburg’s Rupertikirtag (St. Rupert’s Day) celebration is a can’t-miss event. Held near the end of September, Rupertikitag, the festival (which is a shorter, more colorful, more local, and more … Austrian than Oktoberfest) celebrates the 7th-century patron saint of Salzburg.
And then there is the Salzburg Christmas market. With incredible lights, outstanding locations, and a Christmas museum, Salzburg during Advent is a must-see. Multiple markets are set up
around the city, including ones near the Cathedral, the Residenz Palace, the Heilbrunn palace, and the Hohensalzburg Fortress.
A modern old city
How cool is Salzburg’s historic old city? Well, one entire half of it (the city is split by the Salzach River) is designated as a UNESCO World Heritage site. Highlights include Salzburg Cathedral, Mozartplatz, the Hohensalzburg Fortress, Mirabell Gardens, and the super-cool Linzer Gasse. But the city walk is almost as compelling as the highlights. The shops, the streets, the
lights, the elegance — it is Salzburg at its baroque finest.
At the same time, Salzburg has an unmistakeable sense of youthful energy. It’s easy to understand why. Salzburg is a university town. Music matters, too: even the oldest pieces of music are continually reinvented from generation to generation. The city also has a wonderful Museum of Modern Art, and colorful street art can be found everywhere.
Gateway to the great outdoors
For a big-city jumping-off point to visit the Austrian Alps, it’s hard to get better than Salzburg. Incredible hikes can be found less than an hour away (including the Sound of Music trail, which is a mere 45 minutes south). In the winter, great skiing is right there, too.
Salzburg itself is built for nature lovers. The river is beautiful and peaceful. Parks and gardens dot the city. The Hellbrunn Palace grounds and Mirabell Gardens are manicured masterpieces. Aigner Park is a nature reserve that offers a wilder experience. Best of all, though, are the green spaces and parks that give the city a sort of calm balance.
Getting there
By car, Salzburg is 6 hours from Kaiserslautern and Wiesbaden, and 4.5 hours from Stuttgart. Please check with Deutsche Bahn for train information.

The 234th Army Band from the Oregon National Guard, deployed to Germany for their annual training, also braved the weather like warriors, and despite the rainfall, announced, “We’re playing!” kicking off the event offering brass band music at its finest to a grateful and excited crowd.
As the music played under the white parasol and the audience roared along, the
clouds parted and the sun appeared, creating a scene reminiscent of a movie.
The game commenced with just a half an hour delay, opening with FC Oster officials raising the German and American flags while the 234th Army Band played the two national anthems.
The teams played an intense, fair game, and at halftime, the score was 0-0. But in the second half, the Saarlanders scored two goals with a final score 2:0 for JFG Schaumberg-Prims.
The soccer team from Ohio Wesleyen University has been traveling to Germany and staying with host families in Baumholder since 1990. The program is mainly organized by Bernd Mai, the Public Affairs Officer/ Presse- und Öffentlichkeitsarbeit (press and public relations) for U.S. Army Garrison Rheinland-Pfalz, and lifelong resident of Baumholder.
For Mai, organizing this soccer exchange is a passion and a joy, combining his love of sports with his love for the community that he supports, while introducing the young American athletes to German culture as they are hosted by families in the Baumholder community.
“I am proud to bring the OWU players to Baumholder every three years,” said Mai. “It’s an honor to help keep the tradition going that fosters lifelong friendships between the athletes and the host families.”
The Ohio Wesleyen University team actively engages with the community during their two-week stay. They hosted a children’s soccer clinic at the Baumholder Military Community Hall of Champions on Aug. 3, with more than 40 children attending and having fun, while being coached by the players from the OWU team.
“This tradition builds a bridge between our countries,” said Julie Porter, community leader and top contributor to the Baumholder 411 Facebook page where community members share important information with each other.
Baumholder residents and community members are encouraged to give a ‘warm welcome’ to the OWU players as they see them around town.
