Wright 86th Airlift Wing Public Affairs CHIÈVRES AIR BASE, Belgium — A team of multi-capable Airmen (MCA) from Ramstein Air Base exercised skillsets outside their career fields to support airdrop operations during a training at Chièvres Air Base, Belgium, March 29. The training was part of the 86th Airlift Wing’s new CrossFunctional Airlift Support Personnel (CASPER) program, created to enable Agile Combat Employment operations at Ramstein. “CASPER, or any implementation of MCA, is critical in ensuring any wing mission set can forward deploy or mobilize, as required, with the minimum amount of personnel and resources, while still delivering desired effects to the respective combatant commander,” said Maj. Air Force unveils new mission statement by Tech. Sgt. Joshua Dewberry Secretary of the Air Force Public Affairs The Air Force released its new mission statement: To fly, fight, and win… airpower anytime, anywhere. This change emphasizes the primary competitive advantage and capabilities airpower provides to the nation and joint operations. The ability to fight and win with airpower is key to facing emerging competitors and near-peer adversaries, according to service leaders.

“As we developed this new mission statement, we consulted Airmen from across the entire spectrum – enlisted, officers, reservists, guardsmen and civilians,” said Air Force Chief of Staff Gen. Charles Q. Brown, Jr. Since the domain of space falls under the Space Force, the Air Force can now focus solely on airpower and maintain a sustained focus on core air domain missions. Page 2 CASPER from Page 1 The team used skills they’ve learned in the CASPER program to coordinate airdrops, recover cargo with adverse terrain 10K forklifts, perform combat offloads and load cargo for return to Ramstein. “Today the team is receiving drop zone control officer training and landing zone safety officer training,” Cordell said. “The team is learning how to posture a forward operating base for aerial resupply and air-land resupply.” Made up of three intelligence Airmen, one weather Airman and one dual-rated Ground Controlled Approach and Air Traffic Control Airman, the MCA team was selected for CASPER after members submitted nomination packages and met with an interview panel. “As a result of the program, we will have personnel from various career fields all able to support a port operation and organ-

ically resupply a FOB,” Cordell said. “Where we were usually reliant on aircrew and various personnel in place at different destinations, we can now bring a small group of CASPER Airmen and completely self-sustain for a given number of days before needing more specialized support.” While the cross-functional aspect of the training covered calling in airdrops to an active drop zone and immediately transitioning to landing zone operations, CASPER Airmen were still expected to perform their primary duties. “Before the crews take off, we are giving them intel and weather briefs for a scenario that we created,” said 1st Lt. Bridgett Wall, 86th OSS intelligence officer. “We’re testing out how well we can still support on our primary job, while still being able to support in other respects outside of our usual daily ops, which in this case has been drop zone controller, landing zone

safety officer and combat offload method-B.” The initial class of Airmen selected for CASPER trained in a total of 20 events over a 30-day training period. “Up to this point we’ve had a lot of static training events and classroom instruction,” Cordell said. “Seeing their hard work all come together to support an operation like this is not only a lot of fun, but validates a lot of the training they’ve undergone.” After declaring initial operational capability, the CASPER program is slated to open up to more Airmen from across the wing and installation. “The training that we’ve gotten has definitely applied to what we’re doing here at Chièvres in almost a culmination-like capstone,” Wall said. “The team has formed into a pretty tight-knit group. We all work well together. We all have our strengths and weaknesses based on our prior experience. Seeing that all come together is really cool, and I’m happy to be part of it.”

Civilians can submit retirement forms electronically using myPers by Air Force’s Personnel Center Public Affairs Submitting civilian retirement applications just became a little easier. Effective April 1, civilian Airmen and Guardians can now submit their electronically-signed retirement forms using myPers. The first and most important step in the retirement process remains employees notifying their supervisor or local civilian personnel office of their intent to retire. The recipient of the employee’s request will then submit a retirement Request for Personnel Action to the Air Force’s Personnel Center to initiate the formal process. Once AFPC completes its action, the employee will receive a myPers message to the email account(s) on file with instructions on how to submit the electronically signed retirement forms and documents directly through myPers. It is important to remember that employees will continue to use the Government Retirement and Benefits platform for accuracy, said Sharon Mack, chief of the Benefits and Entitlements Service Team (BEST). Once forms are completed, employees can download them, electronically sign the forms using their Common Access Card/ Personal Identity Verification card MISSION STATEMENT from Page 1 With a Total Force of more than 689,000 personnel, Airmen work to support all aspects of airpower, which includes five core missions: air superiority; global strike; rapid global mobility; intelligence, surveillance and reconnaissance; and command and control. Story and photos by Staff Sgt. Leah Ritchey 86th Airlift Wing Public Affairs Leadership from the 86th Airlift Wing recognized Staff Sgt. Jacob Edwards, 86th Civil Engineer Squadron Airman dorm leader, as Airlifter of the Week for his dedication and innovation, April 1. Edwards caught the attention of leadership with his determination to be involved with the Installation Dorm Council. “He wanted to go on Installation Dorm Council. We didn’t pick him right away, but he made it clear he wanted it,” said U.S. Air Force Master Sgt. Matthew Craig, 86th CES unaccompanied housing superintendent. “That’s what we need in that role. We put him in charge of it and he’s just been running with it, working directly with the Airmen and setting up that distro chat.” Edwards created a distro chat to improve communication between dorm residents. While the main function is messaging, he also utilized the new chat to conduct morale events for residents. “I was hearing the common trend of, ‘It’s hard to put on morale events because of COVID-19.’ I found a work-around for this,” Edwards said. Edwards arranged a virtual cooking class that taught dorm residents a quick dinner time recipe. Edwards didn’t stop there. He

also brought improvements to two of the day rooms to give Airmen a place to unwind while following COVID-19 regulations. “The day rooms already had everything we needed: it was just a matter of putting it together,” Edwards said. “We put together two pool tables, a couple poker tables, and I ended up hanging up a projector screen and some pictures.” As an ADL, Edwards is tasked with in and out-processing Airmen, processing their work orders, and staying in tune with what they want and need to feel at home in the dorms. “I know what it's like to be in the dorms. That’s one of the main reasons I took this job, to make a difference in an Airman’s life,” Edwards said. “If I can just impact one, then my job here is done.” When Edwards, a Rocky Mount, North Carolina native, isn’t busy taking care of Airmen, he enjoys playing video games, hunting and fishing. The Airlifter of the Week program recognizes Airmen who, through hard work and dedication, play a critical role in the 86th Airlift Wing Global Gateway. Edwards’ passion to take care of Airmen did not go unnoticed by his leadership. “He is a true servant leader. He is always looking out for the best for his Airmen. That’s what he cares about,” Craig said. “I’m really excited to have him on the team.”

Description/Job Summary: To provide a comforting “Home away from Home” to traveling service members and their families. Position is full-time, 40 hrs/week and requires alternating work shifts between 5:30 and 21:30 hrs as well as weekend and holiday duties.

Responsibilities/Duties • Meet, greet, welcome and assist patrons. Orient and assist guests with center amenities programs and services. • Monitor and maintain operability, readiness, availability, and cleanliness of activity, equipment, and facility at all times. Monitor supply inventory and replenish stock. • Supervise volunteers during assigned shift, ensuring that quality customer service and support is provided. • Assist in the planning, coordination, and successful execution of center programs; become fully proficient in the utilization of SPARTAN platform for center reporting. • Provide outreach support for military operations outside of the center and on a military installation as requested by the Center Manager; provide outstanding support of deployment and redeployment operations over an extended period. • As directed by Center Manager and/or Regional Leadership, assume responsibility for center operations as needed. • Other duties as assigned. Must be very flexible and able to provide support in different locations under differing conditions.

Job Specifications • High School Diploma or equivalent. Bachelor’s Degree preferred. • 0-3 years work experience in retail, customer service, recreation facility or related role. Relevant experience in a not-for-profit, military, multicultural and/or global organization preferred. • Strong interpersonal and customer service skills. General knowledge of military community preferred. • Demonstrated proficiency in written and oral communications as well as knowledge of various software programs including but not limited to Microsoft Word, Excel, PowerPoint, and Outlook. Proficiency with social media platforms to include Facebook and Instagram. • Must be able to lift, hold, and carry loads weighing up to 50 lbs up a flight of stairs • Must be able to work a rotating schedule that includes weekends, early mornings, late evenings, and holidays • Ability to obtain and maintain proper credentials necessary to access USO Center locations and facilities including but not limited to security, credit and/or background screening, SOFA status, valid driver’s license.

Be the light: Local volunteers shine in dark times by Kelly Sanders 86th Airlift Wing Public Affairs With passports gathering dust and social events a distant memory, some might be tempted to wallow in the boredom left by COVID19. Instead of giving into despair, a group of local volunteers got to work making positive contributions to the Kaiserslautern Military Community. “I don’t sit still for long periods of time,” chuckled Sammi Cosgrove, military spouse and community volunteer. For someone who gets antsy without activity, COVID-19 restrictions can feel especially challenging. This wasn’t the case for Cosgrove and others who channeled their energy into things they could do — give back to the community. Cosgrove joined the KMC during summer 2019. As a newly married spouse, Ramstein Air Base is her first base and introduction into the military lifestyle. One of the first places she sought to explore was the Vogelweh Library, a place she speaks of fondly for its warm and welcoming staff. Pre-COVID, Cosgrove, an educator, participated in weekly story and activity times and helped with shelving at the library. One of her favorite memories was watching kids take pride in their LEGO® creations during activity time at the library. “The kids are given a category and have one hour to build. It is such a nice program because they

are so excited to show off their work which goes on display for a month,” she said. COVID-19 disassembled LEGO® activities, but story time continued in a virtual fashion. “With COVID everything switched online, but many authors gave permissions to read aloud so I was still able to participate in story time,” Cosgrove said. Cosgrove expanded her volunteer efforts beyond the library. She is a Key Spouse Mentor, American Red Cross Volunteer and treasurer for the Ramstein Girl Scouts. “Last month we did Project Gratitude and needed volunteers to just come together to put together 10,000 bags for service members,”

she said. “We have opportunities that are always presenting themselves with new things.” Cosgrove praises the American Red Cross for having something for everyone and being flexible to those with limited time on their hands. “If you are nervous about being exposed to someone that’s sick, the Red Cross has online opportunities where you can volunteer from home,” Cosgrove said. “There are lots of different ways to get involved no matter what your interest or safety concern. Volunteering is a nice way to give back to the community and help in a very challenging time. We all need a little goodness in the world!”

Laura Bernard, volunteer and seasoned military spouse, was involved with Key Spouse groups at previous bases and enjoys helping new spouses assimilate to military life. She arrived at Ramstein about the same time COVID-19 restrictions kicked off. She said that after a year at home she was ready to get out and help people again. Bernard saw a post on Facebook requesting volunteers for the COVID-19 vaccine line through the American Red Cross. Volunteers help the 86th Medical Group more efficiently vaccinate patients by taking on administrative duties. “It’s been exciting to see people sign up and get the vaccine, and also help calm some nerves,”

Bernard said. “I want to help and do my part and do anything to get us on the road to more normal, so people can get out again.” Bernard acknowledged that volunteering can be especially helpful for those who are naturally more introverted. “As a military family we’ve moved 10 times and moving to a new base can be intimidating,” Bernard said. “Volunteering is a great way to put yourself out there and help your community. Just taking that step in getting outside and meeting people is super helpful, especially now when spouse groups can’t get together for dinners or parties.” Like Cosgrove, Bernard doesn’t want a lack of time to deter someone from looking into volunteer opportunities. “Volunteering doesn’t have to be a full-time job, it can be an hour here or there,” Bernard said. “It’s a rewarding experience to give back to a military community that’s been there for us.” COVID-19 has taken a lot from those of us who dreamed of an assignment in the KMC, but it can’t take your kindness, empathy or ability to make a difference. DOD prioritizing COVID-19 vaccinations to those deployed by David Vergun Department of Defense News The Defense Department is rapidly administering COVID-19 vaccines in a tiered priority process to service members, DOD contractors and civilians and their families who are stationed overseas and who wish to have them, said DOD health leaders. Army Lt. Gen. Ronald J. Place, director, Defense Health Agency; Army Maj. Gen. Jill K. Faris, deputy surgeon general, Army National Guard; Navy Rear Adm. Gayle Shaffer, deputy surgeon general, U.S. Navy; and Air Force Maj. Gen. Robert I. April 19 is significant because it is the date that President Joe Biden said COVID-19 vaccine eligibility will be open to all adults. “We continue to see many individuals who were taking a wait-andsee approach now coming in for the vaccine,” Place said. Faris, Shaffer and Miller agreed with Place about a lower vaccination hesitancy in each of the services. They attributed the turnaround in part to a successful education campaign to address any concerns. With regard to partially or fully reopening installation facilities like gyms, Faris, Shaffer and Miller said the decision is made by installation commanders, in accordance with the latest Centers for Disease Control and Prevention guidance and advice from their medical officers.

Update on vaccine progress, outlook

There have been lots of changes on the COVID front in just the past couple of weeks. While numbers in Germany overall are higher than my last report (136 cases

per 100,000 people as of Apr. 12), the steep increase has seemingly started to level off. The numbers in Kaiserslautern city and county are higher than in previous weeks, 108 per 100,000 in the city and 95 per 100,000 in the county. On Ramstein, we’ve seen our active case

numbers trend upwards, similar to the local community. Please keep up your attention to precautionary measures. The vaccine campaign continues across the world. We can already see a difference in the UK, for example, where over 40% of its population

I continue to share your frustration over the lack of sufficient supply to open up widely to the general population here. Since January, we have received and administered more than 7,000 doses of the vaccine in accordance with the DOD’s prioritization schema, more than any other base in USAFE, but we also have the largest population. We have started vaccinating some individuals in Tier 1C (high risk and essential personnel), but we have several thousand individuals who have not been offered the vaccine yet in that tier. In accordance with Executive Branch and higher headquarters guidance, we will expand eligibility to all eligible individuals beginning Apr. 19. However, we will still be limited by our supply of vaccines. Each of the services is individually responsible for its own distribution and allocation of supply. ferent rates than other locations. Even within the Air Force, you will see differences based on the size of that installation’s population groups. One thousand doses goes a lot further at a small installation than it does at Ramstein. To give further perspective, if everyone at Ramstein accepted the vaccine, we would need more than 50,000 doses to fully immunize the population. We will provide more information soon about how we will distribute vaccines to our Tier 2 healthy population. There is great reason to get the vaccine once it is available. In addition to being important for preventing severe illness and death, Rheinland-Pfalz recently announced that fully vaccinated people who display no symptoms are exempted from COVID testing (for outdoor dining, etc.), are not required to quarantine if they are close contacts of someone who has tested positive for COVID-19, and will not have restriction of movement when returning from a risk area. The installation is working through this change in host nation policy. More to follow on how installation policy may change as a result. Vaccination will not change the need to maintain precautions such as wearing face coverings and physical distancing, as we know that vaccinated individuals can still carry and expose others to the virus. EFMP Family Support offers individualized family needs assessments by Traci Howells Air Force’s Personnel Center Public Affairs Exceptional Family Member Program Airmen and Guardians are encouraged to have a Family Needs Assessment (FNA) conducted upon entry into EFMP, and then again as needs emerge and family situations change. EFMP-Family Support coordinators use the FNA, also known as the DD Form 3054, to identify and prioritize concerns for each enrolled family. The assessment identifies immediate and longterm needs, highlights strengthbased and family-centered goals that focus on maximizing what the family is already doing well, and outlines strategies to help families meet their established objectives. Topics addressed in these assessments include, but are not limited to: concerns about relocation; housing or finances; available local, state and/or federal support; educational concerns and transitions from the military. “Family Support coordinators provide non-medical case management and are responsible for marketing valuable services to all families with a special needs family member,” said Saundra Nichols, operations program manager for EFMP-Family Support. “The first step is awareness; if families know about family support and connect with the coordinators, it can help with integration of care and improve family resiliency." During the assessment, the local family support coordinator will listen to the family’s needs, get a general overview of what issues they are facing, and then identify how they can help. Services are tailored to each family’s specific situation and needs. Nichols said once the family’s needs are assessed, a comprehensive Services Plan may also be developed for the family. This plan lays out goals and objectives, which could include a variety of support groups, play groups, Airman & Family Readiness Center (A&FRC) resources and other important services tailored to the family’s situation. The plan helps the family continue to move forward on a successful path. Like the FNA, the Services Plan is a living document, reviewed and updated based on the family’s changing needs, in collaboration with the family, Nichols said. Families don’t need to visit the A&FRC in person to receive support, Nichols added. Most assistance, including the family

Building cohesive teams during Sexual Assault Awareness, Prevention Month by Russell Toof Regional Health Command Europe National Sexual Assault Awareness and Prevention Month is observed each year during the month of April to raise awareness and educate communities on the prevention of sexual assault. This year’s theme is “Building Cohesive Teams through Character, Trust and Resilience. Protecting Our People Protects Our Mission.” “Once you have strength in the structure, your people and their mission are protected,” said Florence Hare, a Nurse Practitioner and Sexual Assault Medical Director/ Program Manager at Landstuhl Regional Medical Center. “The Sexual Assault Response Teams build strong foundations within our military and civilian communities. The trust that is then placed in them by our service members and civilians allows all their work, their mission, to be accomplished.” Sexual Assault Awareness Month began in 2001 when the National Sexual Violence Resource Center

LRMC lab officer named Ramstein’s top company-grade officer

Story and photos by Marcy Sanchez Landstuhl Regional Medical Center Individuals may argue the best jobs in the military involve combat operations, intelligence gathering and other positions reflective of the movie “Mission Impossible.” What some never consider is the the positive effect that some individuals have on the health and readiness for tens of thousands of patients. To U.S. Air Force Capt. Mary Storey, a member of the 86th Medical Squadron and chief of Core Laboratory at Landstuhl Regional Medical Center, proving her worth relative to some of the other action-packed jobs is just a matter of selfless service. “(Storey’s) work has been exemplary,” said U.S. Air Force Maj. Cory Hedin, deputy chief of the Pharmacy Department at LRMC and the 86th MDS flight commander overseeing Storey’s section. “She has really stood

out in a lot of ways as a leader and has been asked to fill into field grade officer positions at LRMC.” Storey, a native of Indian Heights, Indiana, was recently recognized as the 86th Airlift Wing’s Company Grade Officer of 2020, which covered officers in the ranks of first lieutenant, second lieutenant and captain. With over 110,000 COVID-19 tests performed at LRMC, Storey’s leadership was also key to ensuring the Kaiserslautern Military Community could detect and trace the virus to prevent further spread. Hedin explains, that without Storey’s oversight, the entire COVID-19 testing mission could have been at risk. “During (the pandemic), (Storey) has been a key component in making sure (COVID-19) tests are available when providers need to be testing people,” said Hedin. “If we can’t test people, we have no idea where the virus

is going and we’re potentially losing (service members) to sickness and other things, so she does a lot of work coordinating testing capabilities.” Assigned to U.S. Air Forces in Europe and Air Forces Africa, the 86th AW is the parent organization of seven groups and 30 squadrons across four military installations in Germany, Spain, Belgium and Portugal. Additionally, the wing is the sole provider of airlift, airdrop, and aeromedical evacuation flying operations. “We are a 24/7 operation,” said Storey. “Our mission with core lab also supports preoperative procedures), the COVID-19 mission, while also looking for ways to advance our operations through process improvement projects.” The core laboratory is comprised of hematology, chemistry, endocrinology, noncellular immunology, and urinalysis and coagulation labs which perform over 1 million clinical tests annually.

“(Working at LRMC) has been quite the experience working in a joint environment,” said Storey, whose husband serves in the U.S. Army. “I think I’ve learned a lot and I’ve grown. It’s definitely a different experience and taking you out of the comfort zone as well.” It was Storey’s consciousness of working in a joint environment which led her to seek changes to processes for Airmen working in an Army-led Military Treatment Facility, helping streamline laboratory results to the appropriate electronic records to more than 250 Airmen assigned to the 86th MDS at LRMC. Additionally, Storey led three professional organization surveys while serving as the chief for regional laboratory services, resulting in minimal discrepancies to include a flawless inspection at U.S. Army Health Clinic Baumholder. While Storey’s selection is an individual recognition, she credits her success to her team

and explains the vast operations of LRMC’s laboratory services is what led her to being selected for the recognition. “I believe it’s a team award,” said Storey. “We (approximately two dozen) team members, most of them are Soldiers, and some Air Force and civilian personnel. My role as a mentor and leader is to support them, listen to them and take their feedback and anything that I can help improve and make things better then that’s what I’m here for.” Staying true to her leadership ethics, Storey assisted in the selection of two enlisted Airmen to a commissioning program, helping develop future leaders in the Air Force officer ranks. “It’s very rare to see a (medical professional) win that award,” said Hedin. “What really sets her apart is her organization, her drive and what she does to keep the mission going. In addition to that, she also does a fantastic job of taking care of people. She really looks out for her people. And I think that is definitely something that has set her apart among her peers.” Missing something in your life?

Oral surgeon makes leap from private practice to Army

(Dr.) Slava Shapiro is proud to be a part of the Army family and that diversity. Born in Kiev, Ukraine, Shapiro’s family moved to the United States when he was 17 years old. “At that time, a lot of families were moving from the former Soviet Union, and my family also moved as refugees,” said Maj. (Dr.) Slava Shapiro, an oral surgeon assigned to Landstuhl Regional Medical Center. Shapiro grew up in New York City, and following high school, attended New York University, where he graduated with a Bachelor of Science degree in 1996. After that, he attended dental and medical school, graduating in 2005. After working in private practice for 11 years on Long Island, N.Y., Shapiro decided to join the Army. “One of the main reasons I joined the Army was for the opportunities it offers me to work in a variety of different environments and to serve in various assignments around the world,” said Shapiro. “From a professional development perspective, the Army also offers me the opportunity to exchange experiences and ideas with other dental professionals.” During a 2001 internship at a hospital in Brooklyn, Shapiro frequently encountered patients with facial trauma. During his internship, attending oral surgeons at the hospital suggested

that Shapiro apply for an oral maxillofacial surgery residency, which he did. “While taking continuing education courses in my specialty, I became friends with some military oral surgeons,” said Shapiro. “I was really fascinated by their stories and enthusiasm about the military. It was at this point that I decided to join the Army and become an Army dentist and subsequently, an oral surgeon.” Oral maxillofacial surgeons examine, diagnose, and treat or prescribe treatment for conditions involving disease, defect, or injury to the oral and maxillofacial region including oral and maxillofacial surgical procedures and adjunctive care. “I applied for, and received, a direct commission into the Army in February 2020,” Shapiro added. “After having been in the Army for more than a year now, I highly encourage dental students or practicing dentists to stop thinking about it and join the Army. to advance yourself both academically and professionally. It is a win-win situation all around.” Shapiro said there is a big difference between being a dentist, or oral surgeon, in the Army and being a civilian dentist, or oral surgeon. “In the Army, not only are we dental providers, providing dental care to our Soldiers, but we are also commissioned officers supporting the Army’s readiness priority,” said Shapiro.
