A five-mile bike ride around the base took place to commemorate Staff Sgt. Grant Davis, a former 76th AS evaluator communication system operator, who was struck and killed by a

vehicle while cycling off base March 26, 2016. Davis was a beloved member of the squadron, a unit which goes by the nickname “Fightin’ Doves.” “It’s important to us as a squadron because he was one of our members, and we’re trying to help encourage bicycle safety and remember him,” said Master Sgt. Christopher O’Brien, 76th AS operations superintendent. Grant joined the 76th AS Dove

family July 26, 2011. During his time at Ramstein, he flew more than 1,200 hours and 400 sorties. The 31-year-old New York native was known for his hard work and dedication, as well as his passion for fitness and cycling. Due to COVID-19’s physical distancing rules, this year’s ride was carried out in a way to keep all riders safe and healthy. See GRANT’S RIDE, Page 3

COMMENTARY: Core leadership attributes from the Ramstein Staff Judge Advocate by Col. Ted Richard 86th Airlift Wing Staff Judge Advocate “What is your leadership philosophy?” This was the question put to me shortly after I found out that I would be taking over as the Staff Judge Advocate for the 86th Airlift Wing. I previously led two small legal offices, as well as teams of legal experts, but never a large group of legal professionals with a wide range of experiences and a diverse portfolio of responsibilities. No matter the size of the team being led, an authentic, personalized approach to leadership provides the foundation to success when the job gets rough or hectic. My leadership philosophy has five core attributes: communication, optimism, resilience, respect, and excellence. For me, successful leadership starts with communication because it enables collaboration, cooperation, and connectivity. Leaders must impart their vision for accomplishing the mission and coaching their teams. For example, my leadership team’s vision for Ramstein Law Center personnel is for them to be adaptive professionals promptly employing the law to maintain discipline, ensure readiness, develop leaders, and maximize

operational freedom. Having, communicating, and reinforcing the vision helps everyone know why we do certain things and helps with prioritizing efforts. Communication, however, is not merely direction from above. It must also flow up the chain and across the staff so everyone on the team is informed and engaged in the mission while striving to achieve our vision. This is true for all organizations. Air Force Instruction 1-2, for example, directs commanders to develop a “two-way vertical and lateral communication system which is agile enough to respond to changes in the environment in a timely manner.” Refining and improving communication is an unceasing task. One of my former bosses often reminded me that we should never think we are satisfactory communicators; communication can always be improved and always needs to be tailored to the messenger, means and audience. Communicating with optimism inspires every team to act with confidence. Biographies of successful U.S. Presidents like Eisenhower, Reagan, Obama and others clearly describe the effusive power of optimism. An optimistic leader sees the best in people, builds trust, and looks for

opportunities to succeed. Studies show it increases active commitment by followers. Optimism builds esprit de corps to bond a team together. It is a winning attitude and is infectious. On the other hand, pessimism and cynicism are corrosive and must be actively countered. Across all legal office operations, I emphasize optimism to overcome pessimism and to help keep our teams focused on positive solutions. Optimism cannot be blind to reality; it must work hand-inhand with resilience. Great teams must have a culture of grit, perseverance, determination, and tenacity. Just like conducting difficult military campaigns, litigating complex legal cases inevitably means encountering problems and setbacks along the way. Rather than allowing the team to respond to mistakes with denial or self-flagellation, leaders should highlight lessons learned and keep the team oriented on moving forward. Individual accountability, just like individual recognition, is important to reinforce the team’s reputation and to maintain trust within the team. Resilience, however, requires the organization to concentrate on learning and advancing to

complete the mission at hand. Respect is another crucial attribute in my leadership philosophy. It guides our interactions within the team, and exemplifies how the team and I interact with clients, adversaries, and other stakeholders. Respecting people when facing stressful situations and major disagreements is not easy. By its nature, much of the practice of law centers around adversarial relations and zero-sum problems, but it simultaneously stresses civility as a professional responsibility. When we respect our opponents, civility is much easier to maintain. This works best when we try to understand the adversary’s perspectives, interests, motivations, duties, and values. Respect doesn’t just apply to adversaries. Respect, as a guiding principle for interpersonal relations, requires learning, understanding, and appreciating everyone’s individual interests and values. As military lawyers, it is critically important to understand these qualities in our commanders, units, and legal assistance clients who seek our advice. And by framing this key attribute as respect, professionalism and civility stay

at the forefront. Framing the attribute as respect also enables a straightforward, objective means to communicate trust, accountability, and recognition. Finally, excellence is the attribute that directly informs me and my team on how to approach our vocation. The Air Force mission demands speedy and timely legal advice. Lawyers, by their nature, want to provide perfect products, but we cannot let the delayed perfect be the enemy of the timely good. Therefore, I focus my team on proceeding with deliberate speed, meaning that we must work efficiently while taking the necessary steps to minimize mistakes and thereby provide accurate — and helpful — legal advice to our clients at the speed of relevance. With the emphasis on excellence, expectations for high quality standards are clearly set. These core attributes of communication, optimism, resilience, respect and excellence have provided me with the guiding principles to lead trial teams, small legal offices, expert legal professionals in war, and now one of the busiest legal offices in the Air Force. While I am still growing as a leader, these attributes provide me with an authentic foundation upon which to keep building.

April 9, 2021 GRANT’S RIDE from Page 1 Friends, family and Airmen dined together and wore reflective shirts with “Grant’s Ride” printed on the back. Current travel restrictions prevented Grant’s family from attending this year. However, Lt. Col. Melissa Dombrock, 76th AS commander, shared a letter from Jeff Davis, Grant’s father. “On behalf of my wife and children, we are happy that the members of the 76th Airlift Squadron are remembering Grant with a bike ride again this year,” the letter read. “Your continued remembrance means more than you can possibly know. I’m glad he was able to endear himself to so many while in Germany. Thank you for honoring my son.” Davis included a picture in the letter from when he rode

with his son to Luxembourg and Bastogne in 2015 to pay respect to those who lost their lives in World War II. After the letter was shared, members were asked to take a moment of silence before the ride began. Dombrock shared a few words in honor of Grant. “Although you might not see me, please see the good in others,” she said. “Although you might not hear me, please talk about a brighter future. Although you might not have known me, please honor my memory by knowing and taking care of one another. Once a Dove, always a Dove.” As the weather begins to warm up and more cyclists are on the road, Ramstein Air Base asks motorists to be mindful of their surroundings when sharing the road.

Tax filing deadline extended to May 17 The IRS has announced an extension to the traditional tax filing deadline from April 15 to May 17 for individual taxpayers and taxpayers who pay self-employment tax. For taxpayers who owe money to the IRS, the deadline to pay is also extended to May 17, without penalties or interest. Overseas filers can still take advantage of the automatic extended filing date of July 15. However, this automatic filing date for overseas filers does not prevent the accrual of penalties or interest for those who owe; payments must be made by May 17 to avoid these fees. Of note, this extension only applies to

federal tax filing and not to state filing. Check with your state tax agency for filing deadlines. Ford 86th Airlift Wing Public Affairs Leadership within the 86th Logistics Readiness Group teamed up with USO Kaiserslautern to provide lunch for their Airmen March 26. “With the restrictions that are going on, it’s really tough on everybody,” said Master Sgt. Jeffery Henebry, 86th Vehicle Readiness Squadron first sergeant. “The only way we’re going to take care of everybody around is if we get creative.” Recalling a previous event where the USO assisted in providing breakfast burritos to Airmen

in the dorms, Henebry reached out for support in boosting the morale of the whole 86th LRG. “We have to find ways that we can comply with all the restrictions that are going on,” Henebry said. “At the same time, still take care of our Airmen, show that we support them, because they’re the ones that are getting the mission done.” In response, the USO canteen parked at the VRS vehicle compound. There, USO volunteers prepared 700 hot dogs, while VRS volunteers prepared to-go boxes with drinks and chips for individual offices. Over a two-hour span, members from all four 86th LRG

squadrons came to pick up lunch for their work centers. The event’s timing was seemingly perfect, as it coincided with a Group stand-down. “We’ve been extremely busy as a whole lately,” said Staff Sgt. Kyle Streets, 86th Materiel Maintenance Squadron command support staff noncommissioned officer in charge. “I feel like we needed a day like this, and I feel like they knew it.” Something as simple as coordinating a lunch can send a positive message to Airmen. “I can trust them,” Streets said. “They actually care about their people, their unit, and their well being as a whole.”

United States v. Briggs — 5-year statute of limitations removed for rape offenses occurring between 1986 and 2006 by Capt. Victor Chen 86th Airlift Wing Judge Advocate Ramstein Law Center On Dec. 10, 2020, the Supreme Court decided the case of United States v. Briggs, 141 S. Ct. 467 (2020). In this landmark opinion, the justices overturned a series of Court of Appeals for the Armed Forces decisions imposing a 5-year statute of limitations under the Uniform Code of Military Justice (UCMJ) for the prosecution of rapes committed by military members occurring between 1986 and 2006. Prior to 2018, the relevant laws had been consistently interpreted to permit these prosecutions and the military regularly tried such cases. As a result of Briggs, allegations of rape offenses occurring on or after 14 November 1986 may now again be prosecuted at any time. Like other military legal offices, the Ramstein Law Center offers several forms of support to victims of crimes and a potential avenue to the prosecution of active duty or retired offenders. The resources available to victims vary based on status, which may include: 1. Active duty military / adult dependents;

2. Federal employees / adult dependents (while OCONUS); 3. Nonappropriated fund (NAF) employees / adult dependents (while OCONUS); 4. Department of Defense (DOD) contractors (while OCONUS); 5. Minor dependents; and 6. Individuals unaffiliated with the military. Participation in the military justice process or prosecution of a case, however, is not required to receive applicable victim services. If this decision affects you, and you are an active duty member/adult dependent, we encourage you to reach out to your local Sexual Assault Prevention and Response (SAPR) team or Sexual Assault Response Coordinator (SARC) for support and coordination of resources. The SAPR team at Ramstein can be reached via DSN at 480-7272 or commercial at +49 6371-47-7272. You have the option of filing a restricted report, which limits the notification and awareness of the report to confidential channels. You also have the option of filing an unrestricted report, which would result in

notification to your commander and prompt an investigation. If you are a victim living OCONUS and are a federal employee/adult dependent, a NAF employee/adult dependent, or a DOD contractor, you are also eligible for SAPR and SARC services. However, you may only file an unrestricted report. Consequently, any report will result in commander (or equivalent) notification, and an investigation will be initiated. Minor dependents of military-affiliated members as identified above may seek assistance through the Family Advocacy Program (FAP) of their affiliated branch of military service. For Air Force-affiliated members, Ramstein Family Advocacy can be reached via DSN at 4802370 or Commercial at +49 6371-46-2370. If you are otherwise unaffiliated with the military — for instance, a local national civilian not otherwise employed by the DOD or a NAF entity — you are encouraged to reach out directly to the Ramstein Law Center by phone via DSN at 480-5911/5912 or commercial at +49 6371-47-5911/5912. When calling, please state that you would like to speak to an

attorney regarding an allegation against a military member. If you would prefer to seek services specializing in victim support without reporting an offense to our office, you may instead contact Weisser Ring (https://weisser-ring.de/english) at +49 6131-600-7311, which is a victim support organization within Germany. Victims of sexual assault, rape, abusive touching, or domestic violence, including minors, may be eligible to obtain a Special Victims’ Counsel (SVC), which is a costfree attorney representing a victim’s interests and providing them confidential legal advice. SVCs can attend interviews with victims, advise them throughout the legal process, advocate for them in front of commanders, judges, and other entities, and empower victims to pursue their desired outcomes in a case. To determine if a free SVC can be a helpful resource for you, confidential consultations are available through the Ramstein SVC Office via DSN at 478-4782 or commercial at +49 6371-405-4782. If you’re uncertain that you qualify for SVC services, SVCs can seek exceptions to policy to represent

clients who may otherwise be ineligible. Separately, victims eligible for Legal Assistance may also consult with attorneys at the Ramstein Law Center for advice and guidance through the phone numbers listed earlier. While every case is different, unrestricted reports of rapes and other serious crimes will be investigated by the military or forwarded to the appropriate civilian law enforcement agency for consideration. If a military investigation is initiated, in appropriate cases, a Victim and Witness Assistance Program (VWAP) Liaison from the Ramstein Law Center may be detailed to provide routine status updates. Finally, if you would like to make a report but have concerns about future interactions with an offender, there may be options to address those issues when that report is made available to the offender’s chain of command. This includes the issuance of nocontact orders and military protective orders for your benefit. Such protections may involve restricting an offender’s ability to speak to a victim, be physically near a victim, or use a third party to contact a victim on behalf of the offender.

Tech. Sgt. Samantha D. Williams, 86th SFS, commanded 12 exercises to validate readiness and fortify Ramstein's installation access control points. As the NCOIC of standardardization and evaluation section, Williams is responsible for many tasks, including training inspection and test evaluations for Security Forces Airmen. When Defenders are ready for duty of position evaluations, Williams performs a verbal question test and runs the Defenders through an exercise, once back at their duty post. “The exercise can be an active shooter, drunk driving, anything depending on their duty position,” Williams said. Williams was selected by the Air Force Security Forces Center to help update the career field with more than 900 tasks that included what will be taught in Security Forces training guides,

special knowledge tasks and much more. “Can we change this, can we update this, do we need to delete this task, or do we need to move this somewhere else?” William asked. “These are the types of changes that will affect 38,000 future Defenders.” Chief Master Sgt. Ben Burk, 86th SFS manager, shared the reasons why Williams reinforces the whole person concept that shapes today's Air Force. “Tech. Sgt. Williams is hand picked because of her skill, ability and knowledge to effectively give us grading, whether it's at the individual level or the unit level,” Burk said. “She has done a phenomenal job despite things like COVID-19. We had to think outside the box, and she was able to to figure out ways to keep our people certified and qualified without breaking social distancing rules.” Williams' hobbies are running, school and traveling but most of her attention is on her work. “This is what I do. I live for this,” William said. “I love the Air Force and I love my job. I have my bad days too, just like everybody else, but for the most part I'm moving 100 miles per hour.”

by Allied Air Command Public Affairs Office On March 31, the Spanish Air Force detachment operating their Eurofighter aircraft alongside the Romanian Air Force under NATO enhanced Air Policing completed their mission. “My team deployed here in Romania to execute NATO’s enhanced Air Policing mission successfully completed their deployment today, demonstrating the flexibility and interoperability of the Alliance forces,” said Lieutenant Colonel José Enrique Hernández Medel, Commander of the Spanish Detachment. “130 men and women of my detachment have worked tirelessly to ensure the operational readiness of the Eurofighters for the NATO mission,” he added. “Six Eurofighters of the Spanish Air Force landed in Constanta, Romania, on January 25, with the intention of enhancing the surveillance and defence of the airspace on the Black Sea shore,” Lieutenant Colonel Medel said. “Today, after two months, the mission is over, and we have more than fulfilled the goals set. This sends a clear message of cohesion and solidarity among the member countries of the North Atlantic Alliance. It also proves Spain's strong commitment to international security and NATO,” he concluded. During this time, the Spanish from 11th Wing at Morón de la Frontera, Seville, have flown nearly 400 sorties under the operational command of the Spanish Operations Command.

The aircraft and their pilots have performed training missions together with Romanian Air Force F-16 and MiG-21 fighter aircraft. They contributed airpower during two NATO naval exercises and performed alert missions under the control of the Allied Combined Air Operations Centre at Torrejón. “The tactical and operational experience accumulated during these two months on the Allied mission is enormous and provides a great benefit for the employment of the Eurofighter,” said Lieutenant Colonel Medel. “Operating in a deployed mode with meteorological, geographical and strategic conditions that differ so much from the usual ones for the unit force the constant revision of techniques, tactics and procedures that result in updating and improving the system,” he added. “NATO has been continuously performing the Air Policing mission in the airspace of Allied countries for 60 years. This ensures security and is one of the reasons why Europe enjoys

the longest period of peace in the continent's history,” said Lieutenant Colonel Medel. “The enhanced Air Policing mission is a continuation of NATO's collective defense plans aimed at deterrence through permanent presence and transparency of its operations. The success achieved during this enhanced Air Policing rotation is a further sign of the Allies' efforts and their firm commitment to collective defense,” he added. This is the eighth time that Spanish Air Force fighter aircraft have participated in NATO Air Policing missions outside their borders. Although this is their main task in their home bases, deployments are always an important challenge and an opportunity for improvement. “Interaction with other forces, the joint and combined training and the need for coordination with other armed forces enriches the units by providing new perspectives that open the door to different solutions,” concluded Lieutenant Colonel Medel.

Public Health Command Europe veterinarians support the Iditarod Story and photos by Russell Toof Regional Health Command Europe Two Army veterinarians from Public Health Command Europe recently volunteered to travel to Alaska to support one of the most physically demanding sporting events in the world, the Iditarod. The Iditarod is a nearly 1,000mile sled dog race that has been held in March since 1973. “I was introduced to the Iditarod by another Veterinary Corps Officer back in 2015,” said Maj. Rachel Acciacca, a regional veterinary clinical consultant with Public Health Command Europe. “I was fortunate to support the pre-race veterinary checks and race start in 2015 and again in 2017. This year, I was selected to serve as a race veterinarian out along the austere Iditarod trail where the mushers check-in for resupply, rest, and veterinary exams on their dogs.” Acciacca provided physical examinations on sled dogs arriving through the checkpoint, provided veterinary support and guidance to mushers, treated sled dogs who were dealing with illness and injury, and provided ongoing field hospital care for sled dogs that were unable to continue with the race. Acciacca was joined by Maj. Gretchen Powers, the chief of Outpatient Services at Veterinary Medical Center Europe. “I have followed the race for

years and had been looking forward to the opportunity to volunteer as soon as I met eligibility requirements,” said Powers. “There is an application process for interested veterinarians who are selected based on experience with sled dogs and other canine athletes. Each year the race accepts some ‘rookie’ veterinarians to join the remaining veteran crew.” Powers took part in the prerace exams for several teams the week before the race. Just like Acciacca, she also examined the dogs as they passed through her assigned checkpoint. Teams generally race through blizzards causing whiteout conditions, sub-zero temperatures, and gale-force winds. Mushers are required to discuss their dog team status with veterinarians at every trail checkpoint. “My checkpoint was very remote with a minimalistic arctic tent camp,” said Acciacca. “We had a severe wind storm that prevented the supporting aircraft from accessing our site for a few days, so we had to get creative in preserving and protecting our gear and supplies while continuing to provide around-the-clock veterinary care for the supported sled dogs.” Acciacca’s veterinary specialty is Small Animal Emergency and Critical Care medicine and she believes her background in the military prepared her to provide

emergency and life-saving care in remote and austere conditions. Powers’s background and interests in canine sports medicine

also proved to be valuable. “My work with Military Working Dogs translated well to these elite athletes,” said Powers. “Like MWDs, sled dogs are built for performance and have different nutritional and conditioning needs than most dogs.” Both Acciacca and Powers enjoyed the experience and said they would volunteer again if given the opportunity. “I had a blast providing emergency veterinary care for elite international sled dog athletes

under the Northern lights in -30 degree wind storm conditions while coordinating bush-plane medical evacuation flights with our great team of volunteers,” said Acciacca. “The health of the dogs truly is the number one priority throughout the event,” added Powers. “I enjoyed learning from the mushers, veterinarians, and other longtime race volunteers. In a testament to his proficiency, one jointenvironment Airman was recently recognized as top performer in his field across the U.S. Air Force. U.S. Air Force Tech. Sgt. Adam Cardoza, noncommissioned officer in charge of the Pulmonary Clinic at Landstuhl Regional Medical Center and a member of the 86th MDS Critical Care Air Transport Team (CCATT), was announced as the U.S. Air Force Medical Service Cardiopulmonary Noncommissioned Officer of the Year for 2020. The Air Force Medical Service awards reflect the extraordinary quality of Air Force medics and recognize expertise, leadership and commitment to the Air Force mission and the Joint team, according to Air Force Medicine.

“Over the past year we’ve had a lot going on, especially for the respiratory therapy career field,” said Cardoza. “A lot of responsibility was put on us as a department to increase our capabilities to be able to meet the influx of (COVID-19) patients that could have come in.” Serving in the field for over eight years, Cardoza’s choice to serve in the medical field was inspired by his mother’s service as a registered nurse. “She kind of pushed me toward (medical professions) and I've loved it ever since,” said Cardoza. In demonstrating his keenness for the field, Cardoza has since earned certifications and experiences outside of the military in the cardio pulmonary field since enlisting, to include working at civilian hospitals for additional capability. “Because they usually see a higher acuity of patients, we're able to go to these different hospitals and work as respiratory therapists which is very crucial for us to keep our skills up and to stay current on best practices,” said Cardoza, a native of Dana Point, California. “I’m really lucky that I was able to get this (military occupational

specialty) and stay in it so long.” Although the promise of a good career enthuses Cardoza to continue in the field, he states the impact he has on patients is what really drives his work ethic. “I love patient care, I love taking care of patients. I actually just saw a patient that I took care of in the (Intenisve Care Unit) who was very, very sick,” said Cardoza. “Since discharge, (the patient) looks like a totally different person. Being able to see the (transformation) is really rewarding and something that keeps me going.” Cardoza’s work as a leader also played a role in his selection as top in his field. “It's very rewarding for me to get to train the younger generation coming in (the Air Force) and hopefully pass on some of my experience and let them take the reins as I go on and do other things,” said Cardoza. Cardoza’s assignment as part of the CCATT, a highly specialized and

uniquely skilled three-person medical team that augments standard aeromedical evacuation crew members and turns an aircraft into a flying intensive care unit, also influences his passion to care for patients and work with others. “(CCATT) is pretty crucial to readiness operations here. Respiratory therapists are in the ICU with the nurses and doctors who are keeping patients alive. We’re there at the patient’s bedside when they are on life support,”

explains Cardoza. “Our mission here directly translates to working in a wartime environment, so it's really crucial we keep our skills up and keep training. “I'm honored to be recognized at that level. I owe it to my team here and the leaders who allowed me to accomplish what I accomplished last year,” said Cardoza. “It was a really tough year for respiratory therapists, to be able to represent respiratory therapists across the Air Force is a true honor.”

unit's Initial Flying Class physical program. The IFC programs are appointments requested by Airmen across U.S. Air Forces in Europe-Air Forces Africa, who are looking to retrain or re-class out of their current Air Force Specialty Code. “My job is to make sure that Airmen are qualified for flying jobs,” Norwood said. “The physicals are more intensive for Airmen wanting to retrain into these types of jobs, but due to COVID-19 it’s been more difficult for Airmen to make appointments for physicals and other medical requirements.” Once flight physicals and medical appointments for Airmen became available, Norwood was able to streamline the process in order to get a backlog of Airmen

who were about to miss the deadline for their retraining process. She was able to complete 12 physicals and sign off 624 requirements within 24 hours. “Norwood has done a phenomenal job and has shown an ability to be resilient in the way she reacts and proactively adjusts to change,” said Col. Matthew Husemann, 86th Airlift Wing vice commander. “She is an asset to the OMRS.” Norwood also revamped the training for unit health monitors and guided them on how to track and process updates for more than 400 Airmen. She also helped to boost the 721st Aerial Port Squadron’s mission readiness rate by 20% by organizing a health care one-stop shop for more than 100 personnel to complete their labs,

immunizations, and other health care requirements in one visit. Norwood remarked that others have referred to her unit as “dream crushers” because of how often applicants are disqualified from flying because of health reasons. “I don't like being called that, I like being able to make people's dreams come true,” Norwood said. “When I am able to get someone closer to being able to retrain, that makes my day.” Norwood, a Puerto Rico native, just recently took a promotion test and hopes to be a leader during her time in the U.S. Air Force. “The more we get to move up in rank, the more we owe the U.S. Air Force,” Norwood said. “The more they give us, the more we owe them. I feel like the U.S. Air Force has given me so much and I want to pay that back and pay it forward.”

While driving around lately, you may have noticed the German road crews giving anything and everything a crew cut. They have all sorts of cool connectors that go on their work vehicles that trim, cut and shave off just about any type of vegetation in its path. You should take this as a sign it is time to get your own bushes, grass and garden areas ready for spring. Generally, when it comes to bushes and hedges, you should not be afraid of cutting off too much (better to cut off too much than too little). In a lush growing area like Germany, where moisture is aplenty, if you are not aggressively cutting back, you can quickly get overrun. Weeding and clearing dead leaves is also a must. Here are five tips to help you get your garden in shape. • Get rid of the dead perennial leaves. Clearing away the foliage that is still there, promotes growth to flowers and grass. If any perennials have pushed their way up out of the ground due to the recent frost, push them back in so they will prosper. • Pull those weeds. Probably the least favorite job to do for everyone, weed pulling can get rid of those nasty critters that choke out the development of all the beautiful plants you actually want to grow. Pulling them now will make the work easier

because the ground is soft from the winter. • Prune shrubs that flower. Now is the time to prune shrubs that bloom late in the summer. Shrubs have flowers that bloom from wood, so if you prune them now, you will not risk cutting off the buds. • Don’t forget to fertilize. Now that the ground is fully thawed (we hope!), spread fertilizers around shrubs, trees and perennials. Be careful when using weedkillers later in the season as the EU has laws regulating

what can be used. If you PCSed over with products purchased in the U.S., be sure to see if they are approved for use in Germany. • Look for broken limbs and branches. Winter storms can result in trees and bushes that have broken or splintered due to high winds, snow, ice, rain and anything else the German winters can throw at you. Cut off just before the broken area to help the vegetation regrow. If your evergreens suffered any dead ends from winter, cut off the tips.

USAG Rheinland-Pfalz TASP Rodeo to go virtual Story and graphic by Keith Pannell U.S. Army Garrison Rheinland-Pfalz Kept in the barn because of COVID in 2020, the Total Army Sponsorship Rodeo wrangled by U.S. Army Garrison Rheinland-Pfalz is out of the gates with a new format and approach for 2021. In the past, the human resources team conducted the TASP Rodeo, which started in 2015, inside Armstrong’s Club with about 14 different agencies shaking hands, building relationships, and providing information to unit leaders on sponsorship training and support. Wagons had been circled to make the TASP Rodeo a virtual event in 2020. However, COVID bucked organizers off that horse at the height of the pandemic. With another year to brush the dust off and saddle up, organizers expect this year’s virtual event to be a winner. “We would love to have an inperson TASP Rodeo,” said Ivor Watson, USAG RP military personnel division chief. “That’s simply not possible. We have a great alternative

to get the sponsorship information out to unit leaders from around the Kaiserslautern Military Community.” Watson emphasized that the rodeo is not sponsorship training. It’s a way for organizations to brief commanders, command sergeants major and first sergeants on how the Soldiers working for them can be better sponsors. Tracey Jackman, USAG RP sponsorship coordinator liaison, said having a command team championing the sponsorship program and having a good sponsor is vital to a newcomer. “The sponsor can make or break your whole assignment in Germany,” Jackman said. “Being a sponsor is not just a title a Soldier has. Someone will need a battle buddy to help with paperwork, groceries, and rides to and from appointments. I’ve been here two months and I don’t know what I would’ve done without my sponsor. She’s been a blessing. That’s why we want command teams to buy into the TASP Rodeo.” Watson and Jackman said moving overseas is “like night and day” when

compared to moving to a new base within the U.S. They cited examples like adults not being able to drive until they get a military driver’s license, a language barrier, basic customs, foreign currency, and finding dozens of offices on eight geographically separated kasernes as challenges. “I think our garrison is unique among other Army garrisons,” Watson said. He added that because this year’s event is virtual, Soldiers already appointed as sponsors can join the meeting, conducted via Microsoft Teams, and learn what’s available. “We want to tell every single Soldier in this community about the Sponsorship Rodeo,” Watson said. “Now, you may think you’re not a leader, but that doesn’t stop you from logging on, asking questions and learning if you have the time.” The 2021 TASP Rodeo is currently slated for April 21. To combat waste production, improve sustainability and contribute to the U.S. Army Installations Strategy, a 15-year long strategy which aims to take care of people, enhance readiness and resilience, modernize and innovate, and promote stewardship, Landstuhl Regional Medical Center’s Dining Facility is slated to move toward 100 percent recycled reusable plastic containers for patrons who aren’t dining in the facility. This effort would replace the current polystyrene foam containers while reducing waste and promoting stewardship in the host nation of Germany. “We decided to start a sustainability initiative in order to reduce our waste stream and try and be more environmentally friendly,” said U.S. Army Maj. Andrew Otto,

Additionally, the new containers are BPA-free and also utilized at nearby military installations such as Ramstein and Spangdahlem Air Bases. “The machine helps reduce our carbon footprint by using reusable containers, helps reduce greenhouse gas emissions and helps reduce water usage, said Otto. “All of our trash with the typical (polystyrene foam) or even (paper-based) disposables have to be processed somehow and right now it goes out through trash.” According to some studies, the decomposition of polystyrene foam is estimated to take up to 500 years and has recycling options. Additionally, the U.S. Environmental Protection Agency classifies the product as a possible carcinogen, making greener, more sustainable alternatives more inviting. “We've got a few different other sustainability efforts going on such as rewriting our menu to be more seasonal to minimize overall impact and cost,” said Otto. “We're all in this together and trying to be better stewards for our host nation facilities.”

LRMC personnel recognized for year-long efforts Story and graphic by Marcy Sanchez Landstuhl Regional Medical Center From managing a Europe-wide $65 million operations and maintenance contract, to meeting the needs of more than 850 personnel, Landstuhl Regional Medical Center’s Civilian of the Year awardees for 2020 were well deserving of their recognition. A culmination of their endeavors over the past year was recognized during an awards ceremony for three LRMC civilians including a local national, March 5. During the recognition ceremony at LRMC, Sibel Lobban, Dr. Joanne Bollhofer-White and Richard Hilger were each presented with the Civilian Service Achievement Medal and a monetary award for their selection as the Category I, II, and III Civilian Employees of the Year, respectively. The intent of the awards is to recognize three quarterly awards recipients who have made contributions which enhance LRMC’s mission accomplishments, teamwork, or public image; display a professional attitude toward self and others and a willingness to share credit; commit to excellence demonstrated by public service, continuous improvements and stewardship of resources; demonstrate personal initiative, creativity and professionalism; and who are recognized by patrons for their efforts. “I didn’t realize it was possible for one person to have so much breadth and depth of knowledge on issues that have huge effects on our Soldiers’ lives,” said U.S. Army Capt. Brennan James, commander, Company C, Troop Command, LRMC, who nominated Lobban for the Category I award, open to non-supervisory U.S. civilians and local nationals in entrylevel grades. Lobban, an administrative support assistant at Company C, started in public service while going to school in Heidelberg, Germany. There, she worked at the local U.S. military installation with the Army and Air Force Exchange Service before shifting positions and finding her calling at LRMC. Since 2011, Lobban has proved to be the backbone for Company C, the largest com-

pany-sized unit in the U.S. European Command with over 1,850 assigned personnel and family members. “It makes me happy being able to help them, whatever the situation is,” said Lobban, a native of Berlin. “I enjoy the diversity of the job and it keeps me busy. I definitely appreciate the recognition.” “(Lobban) could not be as successful as she has been if she didn’t genuinely care about our people. Her inner fire fuels the work and everyone who interacts with her can see that she cares about them and is willing to put in the work to support them,” explains James. “Because they can see it, they trust her and having trust in your support network is key to the success for the team.” While Lobban contributed to Soldier readiness and administration, clinicians at the largest American medical center overseas relied on Bollhofer-White, a medication safety pharmacist at the Department of Pharmacy, for medication and patient safety. Although Bollhofer-White, who was recognized with the Category II award, which is open to non-

supervisory U.S. civilians and local nationals in mid-level grades, is not new to military medicine after spending two decades as an activeduty pharmacist in the U.S. Air Force. She is, however, new to civil service. “I started in civil service when I came to LRMC,” explains BollhoferWhite, a medication safety pharmacist with LRMC’s Department of Pharmacy and native of Hicksville, New York. Over the past 2 ½ years, BollhoferWhite led pharmacy efforts to ensure her department and the hospital was practicing safe and efficient medication management, including leading the team during the triennial Joint Commission survey. “(Bollhofer-White) has a passion for patient and staff well-being and applies her pharmacy expertise to improve medication use,” said U.S. Army Col. Paul Kassebaum, chief, Department of Pharmacy, LRMC. “Her impact goes way beyond the pharmacy. Through her unique combination of initiative, persistence, and expertise, she has improved medication use for patients throughout the hospital.”

Additionally, Bollhofer-White established medication management champions in each clinical area throughout LRMC, which streamlines any medication-related messages to staff members. She has also trained over 40 staff members to increase patient safety and staff efficiency. “She is always looking for how to make processes better and will develop solutions proactively,” said Kassebaum. “It is inspiring to get to work with people like her.” Bollhofer-White’s interest in pharmaceuticals began in junior high school, following a suggestion in the occupation from her school counsellor. “The more I looked into what a pharmacist does, the more I became interested in this as a profession. Pharmacy gives you an opportunity to help so many people by providing them medication and information to lead healthier lives,” said BollhoferWhite. “LRMC pharmacy is probably the best I’ve ever worked with. We have a mix of Army, Air Force, Department of Defense civilians and contractors, and everyone works as one unit to ensure our patients

receive the best pharmacy care.” The awardees’ impact was also realized well beyond LRMC, the parent organization of six U.S. Army health clinics across Europe, as demonstrated by Hilger, the Category III award recipient, which recognizes higher-level supervisors. According to William McCarthy, the facilities director for all U.S. Army medical facilities in Europe, Hilger’s contributions during 2020 were beyond what was expected in his position. “Without (Hilger’s) presence, the quality and safety of LRMC and RHCE’s medical facilities would not be at the high level they are now,” McCarthy wrote in Hilger’s nomination. “A lot of the things that our team does is work that's behind these walls, which most staff members don't realize but it helps them do their daily missions whether it's surgery, urology, or whatever,” said Hilger, a lead quality assurance specialist and Green Bay, Wis., native. “You’re only as strong as your team and we have a very conscientious and proactive facility management team that work really well together.” Although Hilger is organic to LRMC, his noteworthy efforts led to recruitment as the contracting officer representative at Regional Health Command Europe, LRMC’s parent organization, which manages all U.S. Army medical facilities across Europe. For more than 4 ½ years, Hilger has contributed to the facilities management mission through his ability to manage multiple contracts and understand local maintenance practices, which helps sustain operations. “What I enjoy most about the job is the relationships,” said Hilger. “We get to do a lot of cross communication with other organizations, departments, have a lot of interactions and I just enjoy it.” Hilger, who retired from the U.S. Air Force as an electrician, says the recognition isn’t a reflection of his work but one of his team’s efforts. “Everybody's here to do a job and they're all here to support the patients and staff members,” said Hilger. “I'm very honored and surprised but I don't want to take (the award) as mine, it's really the team working hard out there.”

Summer Surge: Lagerhof Inn ready for influx of Soldiers, families by Keith Pannell U.S. Army Garrison Rheinland-Pfalz As of the writing of this sentence, the Baumholder Lagerhof Inn has just seven rooms filled. In about 30 days, that number will swell to 35 and could fill all 45 rooms. Soldiers and families leaving Baumholder will pass Soldiers and families arriving. Many of those will be in a different country for the first time. Lodging Manager George Franklin knows this all too well. “We have the chance to make a great first impression for Baumholder on these new arrivals,” Franklin said. “Our main goal is communicating. When we can communicate with our customers, and we do on a daily basis, we know what makes them happy just by listening to their voice and that makes the biggest difference in our operation.” During the first months of the year, the staff takes advantage of the extra time and empty rooms to prepare for the peak season starting soon. “Right now, we’ll do more extras,” said Heidi Bayer, who has been with the Lagerhof Inn more than 20 years. “Cleaning windows, hanging new curtains and stuff we won’t be able to do in the

Window into Culture:

5 German film classics by MilitaryInGermany.com One of the best ways to understand any culture is by checking out the art it produces. And one of the most engaging, immersive and instructive forms of art is film. Simply put, you can learn a lot about a country by watching movies! Germany is no exception. The country has a long tradition when it comes to filmmaking. German inventors were at the forefront of developing projector technology in the late 19th century. German directors such as Fritz Lang and F.W. Murnau were making classic movies in the 1920’s – like “Metropolis” and “Nosferatu,” respectively – that are still watched and studied today. But it is really in the past 50 years that German films have begun to shine, at least in terms of quality, dramatic heft and global recognition. Even though the great ones are exceptionally made, German movies are not, for the most part, feel-good movies. Happy endings, at least in the traditional American sense, are rare. This is more a reflection of the purpose of art in Germany, however. Most good German movies grapple with at least one major social issue. Which is to say, they’re not just solely for entertainment. For Americans looking for insight into German culture, here are five great movies with which to begin. Aguirre: Wrath of God (1972) Before he played The Client in Disney’s “The Mandalorian,” Werner Herzog was (and remains) one of the most famous film directors in the world. “Aguirre: Wrath of God” was one of his early masterpieces. The film stars Klaus Kinski as Don Lope de Aguirre, the ruthless, insane and younger half-brother of famed conquistador Francisco Pizarro. He leads a motley crew of wealth-seekers deep into South American jungles in search of the lost city of El Dorado and its rumored riches. The film is brilliantly German on many levels: which is to say, it’s beautifully filmed, not necessarily fast-paced, and honest about the consequences of such an expedition. The making of the film was almost as celebrated as the movie itself. Herzog filmed on location in the Amazon rainforest in Peru and and clashed frequently with Klinski – to the point where guns were pulled (and fired). Fortunately, no major harm was done and a German classic was completed.

Wings of Desire (1987) Starring the wonderful German actor Bruno Ganz, “Wings of Desire” tells the story of two angels who watch over the people of Berlin. By turns philosophical, fantastic and deeply moving, the movie somehow manages to be both literate and accessible. It’s also a lovely movie to watch. When the angels are on display, the color switches to a sepia-toned black and white, which may seem a bit jarring for American viewers raised on Hollywood movies. But the change does a great job of communicating an otherworldy perspective. Good Bye, Lenin (2003) This is a comedy (!) that also manages to tackle a difficult German subject: namely, the divide between East and West Germany that lasted for nearly half a century following the second world war. “Good Bye, Lenin” does so in a fun and loveable way. Set in 1989, the movie opens with the mother of two nearly grown children lapsing into a coma just before the Iron Curtain falls. When she wakes from the coma several months later, her children go to greater and greater lengths to convince her that nothing has changed, so that they can preserve her fragile health. It’s a highly entertaining and thought provoking movie. Downfall (2004) This movie also stars Bruno Ganz, but in a wildly different role than in “Wings of Desire.” “Downfall” is about the last days of Hitler, and is one of the most clear-eyed movies made about the dictator. The story, acting, pacing, and tension are incredibly well done. However, the movie can also be incredibly difficult to watch, mostly because it treats the horror involved – by both the dictator and the people surrounding him – with such honesty. The Lives of Others (2006) This award-winning movie manages to be tense, chilling and hopeful all at the same time. Set in the 1980s, it follows the story of an East German secret police operative charged with spying on a playwright at the behest of a corrupt minister who is in love with the playwright’s girlfriend. As the movie progresses, and the tension cranks higher and higher, the movie offers excellent insights into the difficulties, choices, and consequences faced by individuals living in a society where every move was watched.
