Rising:

What if Atlantis never sank beneath the waves? What if it simply slipped below the waterline of memory, an artifact of past greatness, obscured from the present by the murkiness of misplaced priorities, awaiting rediscovery to deliver secrets of power in a time of crisis? The Azores Archipelago, long connected with the Atlantean myth, promises just such strength at a time when the intensification of Strategic Competition portends coming decades of crisis in the Atlantic region. These islands, full of forgotten strategic potential, are hovering in the mists at the edge of American military consciousness. It is time to bring them back into focus. It is time to raise Atlantis! Global Campaigning and the Azores: Emerging Crisis, the Arc of History, and the Sinking of Atlantis

The Atlantic region is on the cusp of a state of strategic crisis resulting from the intensification of Strategic Competition, the new National Defense Strategy envisions Campaigning as the answer to the problem, and the Azores are a necessary part. What exactly is the problem? To synthesize the painfully gained lessons of an entire year of Air War College into one sentence, the “problem” are the barriers that lay between you and your goal, and your strategy is where you apply energy to change trends within a complexly interactive system to overcome the problem and meet that goal. Campaigning as an answer to the problem is more of a philosophical aspiration than a practical answer. It presents a nearly unbounded problem/solution space where a lack of focus foreshadows a dilution of effort that will leave Campaigning as a well-intentioned failure with existential consequences. Campaigning is not an answer, but rather a dare to illuminate and clarify “the problem” for enhanced understanding, enable action by providing specificity in answers, and build consensus around the understanding and the action. The Azores provide a beacon in the darkening storm of the problem/solution space in the Atlantic, but can only turn strategic crisis into ‘enduring advantage’ if postured correctly.

The Atlantic facet of America’s problem is that the region is entering a state of crisis, driving consensus to halt the inertia of military downsizing but creating an open question for the future of a lynchpin location, the Azores. Ongoing Russian hostilities are the proximate cause of concerns when asserting that the Atlantic is on the cusp of crisis, but the ultimate cause is the expansion of the People’s Republic of China (PRC). It may seem a far cry to equate China’s growth as a regional power in the Pacific to posing a credible threat in the Atlantic, but the intersection of two trends makes this prognostication emi-

nently believable by revealing both opportunity and motive for PRC misdeeds in the Atlantic. First, a decisive, military resolution to the intensifying friction between America and China is unlikely to occur with America striking preemptively or China striking prematurely. Therefore, America will not stop PRC expansion over the next decade but must channel it in a fashion that maintains a favorable relative power balance and upholds the International Rules Based Order (IRBO). Second, there is a strong incentive for China to enter the Atlantic space and evidence that they are acting on it. Stated PRC policy and rates of shipbuilding belie an intent to operate in the Atlantic via a “Polar Silk Road”and possible PRC Atlantic Fleet, with the likelihood that PRC ground forces may exist along the Atlantic coasts of South America and Africa.

As these trends cause the cone of uncertainty for the Atlantic’s future to include ever more unappealing end states, navigating towards a preferred end state becomes both a more complicated and more urgent

problem to solve. The U.S. presence in the Azores is definitely part of the solution.

The Azores have quietly played an outsized role in the unfolding of world history, and the solution to strategic problems, since their “discovery” by Portugal 600 years ago. The islands aided Portugal’s maritime ascendancy to global power. The Spanish campaign to take them in 1581-1583 was arguably the inflection point where contemporary Strategic Competition truly transitioned from theater warfare to Global Campaigning. It was the first time that European powers fought each other outside of their home theater in a second theater (the Atlantic) to decide control of a third theater (the Americas). The campaign set the record as the largest European force sent overseas, was the largest naval battle away from a continental shelf until the battle of Midway nearly 400 years later, and was the first, contested amphibious assault on the high seas. These record-setting undertakings were not symbolic struggles over honor or fear-driven

aggression, but coldly-calculated moves for enduring interests. While Spain controlled the Azores, from 1583 to 1642, no other European power succeeded in settling a colony south of Virginia, giving Spain privileged access to a “New World” for resource extraction and demographic expansion to gain a competitive advantage in the ongoing struggle with their Old World adversaries. Access to the Azores provided a strategic advantage in every trans-Atlantic conflict by granting area control of the otherwise permeable air and sea space of the North Atlantic.

The isolation of the Azores provides cost-effective exclusivity in controlling an incredibly valuable section of the global commons. These remote islands sit atop the third densest shipping route in the world and safeguarding it maintains the IRBO, preventing the rise of alternative world orders architected to favor authoritarian states. The islands historically served as a risk reduction platform to help mitigate the danger of distance during technology

transitions in transportation and communication. For example, the progression from sail to steam to combustion, the proliferation of the airplane, or the evolution of undersea cable networks. As each technology matured, the need for a midway point to resupply, repair, or shelter from both natural and human hostility diminished. This technological maturation caused an explosion in the transmission of value across the Atlantic in the form of both goods and information. So, while the commercial utilization of the Azores eventually decreased, the military utility grew in terms of the ability to either threaten or defend increasingly vital Sea Lines of Communication (SLOCs).As the threats of the Cold War faded, the impetus to maintain a strong presence in the Azores weakened, and the strategic distractions of the Global War on Terrorism shifted emphasis away from great power competition and drew U.S. defense resources away from the islands. The cargo ships sailed past, the sentries slipped away, and the Azores faded from memory… Atlantis sank.

Re-posturing for the new National Defense Strategy: Deterrence by denial and by resilience

The massive, latent potential of the Azores is dormant, but America can renew the Archipelago’s utility for the collective good with modest re-posturing investments. The arrival of U.S. forces in the Azores during both World War I and II turned the tide in the Atlantic space, providing, or at least accelerating, victory in Europe. Arriving after the wars began arguably made America “late” to the Azores. The enduring presence since World War II was critical to Israel’s survival in the 1973 War, the flow of forces for Desert Storm, and continues to be important for averting World War III. While America still supports the ongoing search and rescue mission of the Portuguese Air Force, beyond that important mission, past choices left America’s current presence in the Azores relegated to act as a low-density transit hub. The remaining U.S. presence in the Azores, all stationed at Lajes Field on the island of Terceira, lack both the manning and infrastructure to effectively meet the demands of modern Strategic Competition.

Posture changes in the Azores can positively affect deterrence by denial in both the immediate vicinity, further abroad, and in the diplomatic sphere. Exclusive access to the Azores allows the creation of an exclusive A2AD bubble in the middle of one of the world’s most highly trafficked flight and shipping corridors. Unlike most of the

The islands also possess the capacity to host friendly-nation forces for coalition action in the area. Increasing the posture in the Azores communicates intent and bolsters deterrent credibility without exacerbating security dilemmas. The dearth of islands along North Atlantic flight and shipping corridors, makes them the only real high ground, and maintaining a credible presence in the Azores forces a dramatically disproportionate investment for an adversary that aspires to do more than selectively and infrequently threaten the highway between North America and Europe/Africa.

If postured correctly, the Azores provide a credible surety that America can project military hard power and economic soft power into Europe and Africa. It isn’t safe to be a nail anywhere the hammer can fall. The Azores allow impressive power projection. There is enough gas there (by my quick, unclassified, back-of-napkin math) for 1200 unrefueled B-2 sorties over most potential conflict zones in Europe and Africa; however, the reach and impact of the hammer is not just what is within reach of the Azores but is also largely a function of throughput for positioning forces to operate elsewhere. Having the Azores as a reliable conduit to

both extend and amplify the U.S. military’s operational reach complicates the decision calculus of adversaries when they attempt to proliferate military assets and economic investments. Without that conduit, the United States has an escalation ceiling imposed upon it for reinforcing Europe. Lajes Field, or to be more precise the Portuguese units at Portuguese Air Base 4 and the American unit operating on it, has the most important assets to enable throughput as vestigial remnants of the Cold War: the largest ramp space, largest fuel storage, and second longest runway in the United States Air Forces Europe. Capitalizing upon this existing infrastructure with minor investments is a cost-effective way to multiply power projection and throughput capacity from the Azores.

The well-informed reader is probably wondering “Why one would even use the Azores for force throughput when modern aircraft have the range and reliability to fly right over it?” There are three important factors to consider. First, any war that requires a high volume of transatlantic force flow will see the main operating airfields at the destination end heavily attacked and facing capacity problems. Second, the Azores are outside of most traditional threat rings. If the Azores are getting nuked, everyone probably has bigger problems. Third, a major war in Europe or against a PRC that has proliferated massive forces through Africa in the coming

decades is not suppliable solely via airlift. Questions of “how much, how fast, at what price” are going to demand strategic sealift, which is much more efficient when one’s ships are not being sunk crossing the mid-Atlantic gap. Much like the current Secretary of the Air Force’s operational imperatives encourage, maintaining the infrastructure and manning in the Azores to rapidly transition to a wartime footing allows midAtlantic area control of the air space and sea space, both on and below the waves. Controlling this area not only facilitates homeland defense as a “first” (and really only) island chain for a worstcase future where enemies could flow across the Atlantic but also allows projection of forces from the American homeland, deterring adversary action in the continents bounding the Atlantic. Being postured to rapidly transition to a wartime footing also provides deterrence by resilience. It provides a secure location for a partial retrograde from Europe, should the need arise, and allows quick and easy reinforcement of the Atlantic boundary spaces. It provides freedom of action that reassures American Partners and Allies that U.S. power projection remains viable at a relevant scale to protect mutual interests. In the words of the new National Defense Strategy, it also helps to affect an adversary’s own perception of the ability to control escalation risk. The Azores provide an economically efficient, positive balance of

power in the Atlantic and contribute to the surrounding spaces. Posturing correctly channelizes Atlantic aspirants into less advantageous real estate. Beyond just the balance of power comes a balance of agility. The options it enables provides excellent possibilities for flexible deterrence or flexible response options, meaning that any adversaries are accepting immense risk if attempting to operate in a space where America enjoys escalation dominance.

Atlantis Rising

The Azores, the forgotten Atlantis, still hold immense power. As Strategic Competition intensifies and Atlantis rises back above the waterline of memory and strategic relevance, America must rediscover this lost stronghold. Modest changes in the posture of U.S. forces and infrastructure in the Azores promise immense advantages in today’s dramatically changing security environment. The military posture in the islands meters the throughput of expeditionary forces, directly affecting the credibility of deterrence by denial or resilience abroad. It serves as a first line of defense for trans-oceanic aggression and either guards or threatens the third densest shipping route in the world. U.S. presence there positively affects relations with allies and the decision calculus of adversaries, but the posture determines the magnitude of that impact. It is time to take a serious look at that posture… it is time to raise Atlantis!

STATE OF THE ART: Niedersachsen and Bremen

Many members of the Kaiserslautern Military Community have found temporary or even permanent homes in one of the many villages and towns surrounding Kaiserslautern in the heart of Rheinland-Pfalz. You may already be familiar with your immediate vicinity, but there is much more to explore and experience at your “home away from home”.

State of the Art is a series introducing Germany as a whole, but also highlighting an individual state or “Bundesland” every month.

After the fall of the Berlin Wall in 1989, East and West Germany reunited in 1990. The Federal Republic of Germany (West Germany) included the states of Rheinland-Pfalz, Nordrhein-Westfalen, Hessen, BadenWürttemberg, Bayern, Niedersachsen, Schleswig-Holstein, the City States of Bremen, Hamburg as well as West Berlin, in its geographically isolated location. The small state of Saarland remained under French government until 1957.

The states of Brandenburg, Thüringen, Sachsen-Anhalt, Brandenburg, Sachsen, MecklenburgVorpommern belonged to the German Democratic Republic (East Germany) with East Berlin as its capital.

Since reunification Berlin has been the capital again and seat of the Federal Parliament (Bundestag) and the representative body of the states (Bundesrat). Olaf Scholz of the majority Social Democratic

Party (SPD) is the elected Federal Chancellor.

According to a 2022 census, Germany’s population has increased to 84 million inhabitants. This includes about one million Ukrainian refugees, making up the largest group of foreigners in the country, followed by Syrians with 750,000 people.

This month our journey will lead us to the state of Niedersachsen and the City State of Bremen.

Hold your horses

Niedersachsen calls itself a state with far-sighted vision. It is the second largest state with a population of eight million and a size of 47,709 square kilometers. Stephan Weil of the Social Democratic Party is the Minister President and has been in office since February 2013.

Niedersachsen has a diverse landscape with extensive green pastures, rolling hills and a 600-km-long coastline along the North and the Baltic Seas. The Harz mountain range is the highest in northern Germany. As depicted on its coat of arms, it is also a land of horses.

There are more than 220,000 horses in the state with equestrian businesses, countless studs, farms that offer horse-back vacations, race and trotting tracks, dressage arenas and betting businesses. Many companies produce equipment and veterinary care makes up a substantial part of the revenue. Several famous German trotting and dressage riders, among them Olympic medal winners, come from the state.

Elaborate gardens and Hochdeutsch Hannover is the capital of the state and the largest city with 534,000 inhabitants. There is a large number of German dialects, but the residents of Hannover are known to speak the purest German of all, Hochdeutsch (high German) which a German speaker can detect in a split second.

Hannover is famed for its elegant gardens from the days of the Imperial Electors and Kings of Hanover. The Great Garden in a Baroque French style was laid out by Electress Sophia of Hanover in the 17th century. It has a palace with sculptures, fountains, a maze, an orangery and a stage for musical performances. Further gardens are the Berggarten, a world leading botanical garden and Georgengarten in an English style.

Its two town halls are well worth a visit. The old town hall, built in the 15th century, is in Northern German red brick Gothic style. The new town hall, which was constructed at the beginning of the 20th century, is in a theatrical historic style and resembles more of a palace than an administrative building. Large parts are open to the public with models depicting Hannover at different periods in history. An elevator takes visitors to a 100-meter-high platform for a spectacular view over the city.

A visit to the “Altstadt” is also worthwhile in the Kröpcke shopping district with its famous clock. There are several interesting art museums, the Landesmuseum invites you to a

world tour and you can try out a career as airline pilot in a simulator at the “Erlebniswelt Hannover Airport.”

Fans of miniature landscapes may enjoy the Playmobil museum. The Expo 2000 took place in Hannover and several trade fairs and technological displays are held annually. The Maschsee, a popular recreation area, offers a maritime atmosphere and is venue for a festival every summer, while an international fireworks competition is scheduled in 2023. City of the Lion

Braunschweig, the “city of the lion” is the second largest city with 248,000 inhabitants. Its origins date back to the 9th century and under Heinrich der Löwe the city quickly developed into a mighty and influential business metropolitan. A statue of a mighty lion is located at the castle square in the historic district. Today the region around Braunschweig is a significant European location for science and research centers and recently a total 9.5% of the German gross domestic product was invested in research. It is also home to the atomic clock which precisely measures time up to a split second, with a one second deviation in one million years.

a regional language of their own. A regular German speaker cannot understand “Plattdeutsch,” basically a wild mixture of German, English, Dutch and otherwise unknown. Words such as “Fehn” (a swampy area) or “Siel” (a small water inlet) are not part of regular German. Ostfriesland is located south of the German bight in the North Sea and is a land of swamps, canals, historic windmills and dikes. It is popular for beach vacations and part of the National Reserve “Wattenmeer” (Wadden Sea).

The Wattenmeer is a 11,500 square kilometer nature protected area that stretches up to Denmark along the west coast. Due to the extreme tide, up to three meters of water draw back during low tide and set free an amazing undersea world with crabs, worms and an array of plants. Wandering in the Watt is very popular, but should always be done with a guide, as many a wanderer has drifted out to sea or stranded on a sandbank when the strong tide unexpectedly rolled in.

Charming fisher village Gretsiel has become a popular tourist spot. Quaint shops sell maritime fashion and souvenirs, restaurants and kiosks offer “Krabbenbrötchen” (shrimp sandwich) or Ostfriesentee, a specialty tea in the region. The town is lined with red brick houses, a small port and shrimp trawlers. The cities of Emden and Leer are also well worth a visit and the first German LNG (liquid gas) terminal was recently opened in Wilhelmshaven.

There are seven islands called “oggs” with white beaches strung like a pearl necklace along the German Bight. Ferries will take you to the islands, some of them are car-free and great for hiking and biking over the dunes, while nostalgic trains transport visitors to the small towns. The word “ogg” is also a part of the Plattdeutsch language and means “island.” “Moin!” is a practical way of saying “good morning,” “good afternoon” and “good evening” and can be used anywhere in northern Germany. Hanseatic Bremen and its town musicians

The “Freie Hansestadt Bremen” (Free Hanseatic City of Bremen) is Germany’s smallest state and completely embedded in the State of Niedersachsen. It is merely comprised of the two cities of Bremen and Bremerhaven, geographically separated by a small stretch of Niedersachsen in between.

Unlike other German states, Bremen does not have a “Landtag” (state parliament) but rather a Senate, made up of 100 senators. The head of state is Andreas Bovenschulte, entitled President of the Senate and Mayor of Bremen, and has been in office since 2019.

The complete state has a size of 400 square kilometers and a total population of 569,000. The special Hanseatic status is based on the Hanseatic League, a commercial and defensive confederation of merchant

guilds and market towns developed in the 12th century. Port cities awarded a Hanseatic status held special market rights and brought wealth, prosperity and prestige in the following centuries. Other Hanseatic cities are Hamburg, Lübeck and Rostock along the Baltic Sea.

Bremen is well known for the story of its musicians, based on the fairytale by the Brothers Grimm published in 1819. Meanwhile the animals have become symbolic on their own and pedestrian lights in the city depict the four figures.

The story tells of an old donkey who can no longer carry heavy loads and is set to be sold. Therefore, he runs away and decides to become a town musician. Along the way he encounters an old dog, a weary cat and a rooster that can barely crow. On their journey through the woods, they discover a house full of robbers, scare them out by making a horrible ruckus as “musicians” and sit down at the richly set table. They enjoy it so much that they decide to stay. The story is symbolic of the lives of the simple folk of the time, old and no longer useful servants and exhausted maids, who spent their lives serving the rich.

The “Altstadt” in Bremen with its medieval guild houses and a statue of the four, is definitely a point of interest. Legend has it, if you touch the leg of the donkey, you get a wish. The Schnoorviertel is the oldest city section with cobble stone alleys and unique shops. The Schlachte in the heart of the city is located directly along the Weser River. As a former

A voyage to the New World Speaking of ports, the first documentation of an early settlement in “Lehe” (now a city section) dates back to 1275. But, unlike most German cities, Bremerhaven is a young city and was officially founded in 1827 about 65 km north of Bremen near the mouth of the Weser River. With waves of emigrants heading to the New World, the passenger port in Bremen became too small to handle the masses. A new port was built in 1854 and eventually developed into the largest emigrant port in Europe, known as Columbus Kai.

Today the joint port, both in Bremen and Bremerhaven, is the second largest in Germany after Hamburg. It has eight individual terminals, including a cargo port, a cruise ship terminal, a fishing terminal and the automobile terminal with a gigantic parking lot, where 95,000 cars can be parked for further handling. Bremerhaven may also ring a bell as most vehicles and household goods shipped from the United States reach their destination there. A total of 69.7 million tons of goods were handled in the year 2022, reaching an almost pre-pandemic level.

Bremerhaven itself is not the most

picturesque city, but it holds a treasure chest full of cultural heritage, history and climate in its “Hafenwelten” (harbor worlds). The “Deutsches Auswandererhaus” (German Emigration Center) has historical records and ship manifests for over a century of emigration. Over 7.2 million people boarded ships to the New World in the 19th and 20th centuries. 86th Aeromedical Evacuation Squadron makes history

The 86th Aeromedical Evacuation Squadron embarked on the Air Force’s first-ever AE paramedic-led flight in charge of an all-enlisted medical crew at Ramstein Air Base, April 6.

Since the 1970s, AE flight crews have consisted of at least one commissioned nurse and an enlisted medical technician. With this program, the strict requirement that a nurse must be on the mission was eliminated. An all-enlisted crew allows for AE squadrons to use emergency medicine field paramedics to provide care in the air, which combines the skills of nurses and medical technicians. The Air Force will now be able to send out more teams - even when manning is limited.

“This will help us be even more ready for the fight,” said Col.Vanessa Moses, 86th AES commander. “It will provide us with a larger team to pull from and increase our availability to run specific missions with a crew that holds a specific skill set.”

Tech. Sgt. Brendon Bowman, 86th AES flight examiner and emergency medical paramedic, explained the initial idea was created by Chief Master Sgt. David Denton in 2017, but the program was executed by Bowman and Tech. Sgt. Coley Kicklighter, 60th AES paramedic element non-commis-

sioned officer in charge at Travis Air Force Base, Calif., in 2021.

This program took two years and a team of diverse leaders to come to fruition, explained Bowman. Some major players included members from U.S. Air Forces in Europe and U.S. Air Mobility Command.

Chief Master Sgt. Britton Adams, Defense Health Agency joint trauma system flight chief, who was on the

initial team that launched the program, noted the importance of this movement in regard to a combatant command and how this will aid in bridging the gap between wartime scenarios and proper medical care.

As an Airman in the 86th AES, it is their job to pick up patients in whatever medical condition they may be in and provide them with transportation and care to ensure they reach a loca-

tion that can provide them with the highest level of care.

“With manning being limited and squadrons only having so many available nurses to be sent out, we can increase the availability of members and teams who can assist and still provide the highest level of care,” said Bowman. “If we ever get to a point where we need to deal with a mass casualty incident, we have created a

program that allows more medical crews to go out in hopes to save more lives.”

To ensure the success of the program, Bowman and Kicklighter worked with Chief Master Sgt. Dejnekki Peyton, AMC aeromedical evacuation consultant, when presenting a paramedic and scope of practice protocols and creating skill sustainment platforms to ensure every paramedic stays proficient in their paramedic medical care.

Bowman's hard work has paid off and he is leading the first ever all enlisted medical team flight.

“I cannot say it enough — It is the team of people working with and beside me to make this happen,” Bowman said. “This is literally something that will directly lead to lives being saved and future conflicts being treated differently from the medical aspect.”

After mission completion, Bowman and Tech. Sgt. Alexander Stinauer, 86th AES aeromedical evacuation technician, successfully transported their patient to receive the proper care they needed.

“I could not be more proud of my team,” expressed Moses, “The success of this mission will not only open doors for aeromedical evacuation squadrons around the globe, but it will aid in providing additional medical capabilities at a quicker rate.”

Have you ever driven down Barbarossa Strasse, looking for the Barbarossaburg? Maybe while doing so, you’ve stopped at a Barbarossa Bakery to get a few Barbarossa bread rolls. And maybe you’ve wondered ‘What is a Barbarossa and why is this city so obsessed with it?”

Friedrich I, was the first “Emperor of the German Holy Roman Empire” and from the royal Staufer family. He was born in Hagenau, France in midDecember 1122 and was crowned as emperor in 1152. He resided in Kaiserslautern off and on from 1171 to 1187, where he erected a Kaiserpfalz (an imperial palace) and enjoyed fishing in one of the many ponds surrounding the city. The palace was located just below the City Hall in Kaiserslautern and parts of it have been excavated to view, while a fish also plays a significant role in the city.

The emperor was quite an adventurous character and well-

traveled for his times. One of his favorite pastimes was building palaces wherever he set foot. His nickname Barbarossa means “red beard” in Italian and he ruled over an area encompassing most of modern-day Germany, Czechia, Austria, Switzerland, Luxemburg, Belgium, the

Netherlands, Italy and parts of France and Poland.

He had a Kaiserpfalz built near Düsseldorf, which is now called Kaiserswerth, to charge toll from ships along the Rhein River. In the year 1189 he declared the City of Hamburg as a custom-free zone, which

resulted in prestige and prosperity for the city. Hamburgers are celebrating their 834th Port Anniversary this year.

In addition, there is a legend about him sleeping in a cave in the Kyffhäuser Mountains in Thüringen, only to awaken to save the nation. A gigantic stat-

ue depicts him resting in an armchair waiting for this special moment.

It is therefore no surprise that he was considered one of the mightiest people in the 12th century. His rule is generally considered one of prosperity, economic growth, and increased scholarship but also one of war and conflict. The pride of being one of the favorite cities of such an important historical figure can even be seen in the name of the city - Kaiser is the German word for “emperor” while Lauter probably comes from an old Latin expression (lutra) for “clear water”. So the city is essentially called “the emperor’s clear spring”.   As a 70-year-old he set out on his third crusade, but never made it to Jerusalem. He didn’t heroically die in battle, but allegedly drowned in Saleph River, now near Göksu/Silifke in Turkiye, while taking a bath and his human remains are said to be buried in Jerusalem. Maybe that’s the reason why Kaiserslautern has yet to name a river after him…

Multinational Exercise Defender 23 kicks off this month in Europe

Nearly 9,000 American troops are expected to participate in the Defender 23 exercise which kicks off April 22, the deputy Pentagon press secretary said today.

“This annual, nearly two-month

long exercise is focused on the strategic deployment of U.S.-based forces, employment of Army pre-positioned stocks and interoperability with European allies and partners,” said Sabrina Singh, during a briefing today at the Pentagon.

The Defender 23 exercise is led by U.S. Army Europe and Africa and

has been planned since 2021. The exercise is designed to demonstrate the U.S. military’s ability to rapidly deploy combat-credible troops and equipment to assure allies, deter those who would threaten the peace of Europe and defend the continent from aggression. The exercise also demonstrates the commitment of

European nations to increase the scale, capability and interoperability of their own militaries.

“Approximately 9,000 U.S. troops and about 17,000 troops from 26 allied and partner nations will participate and portions of the exercise will stretch across 10 different European countries,” Singh said.

Singh said equipment to support the exercise began arriving this week in Spain. About 7,000 pieces of equipment were shipped to the European theater from the U.S., she said. Additionally, about 13,000 pieces of equipment, drawn from pre-positioned stock, will be used during Defender 23.

RAB Airmen conduct wet-wing defuel operations

The 86th Logistics Readiness Squadron used their training to perform a wet-wing defuel operation April 4.

A wet-wing defuel removes the fuel from a C-130J Super Hercules aircraft and transfers it to an R-11 aircraft refueling truck while the engines are still running to decrease ground time.

The 86th LRS has hosted various training sessions in and out of the classroom to practice this operation, said U.S. Air Force Staff Sgt. Robert Veno, 86th LRS fuels equipment supervisor.

“We want to perfect the wetwing defuel process so when we are in austere locations, and it’s only a couple of us out there, we know we are capable to execute the mission,” said Senior Airman Shawn Solorzano Ocasio, 86th LRS fuels distribution expeditor. “When I’m prepared, I feel I have an impact on the mission.”

During a regular defuel process, the defueling would begin after engines are turned off. Then, the engines would be turned back on again after the set amount of fuel is transferred, which uses additional time.

This is not always available in areas where it is difficult to get fuel to other aircrafts.

Thorough training for wet-wing defuel operations is absolutely necessary to ensure Airmen are prepared for potential risks, Veno said. The level of danger is heightened while working in close proximity to the high-speed propellers on C-130Js.

Veno added that fuel being present while hot engines run creates an increased risk for fire.

The 86th LRS intends to implement annual training to certify their Airmen to execute special fuel operations, like wet-wing defuels, in contested conditions.

“Phase one is in the classroom, looking over regulations, safety precautions, and layouts of the operation,” said Veno. “Phase two is hands-on with a static aircraft giving them the time to work without the tension of live engines. The final phase is a full wet-wing defuel with everything rolled into one cohesive operation. Additional night training would be needed to experience limited visibility situations.”

Knowledge and opportunities for practice help build confidence in the Airmen and are essential to enabling Airmen to have the ability to make snap decisions and ensure mission success when things go awry, Veno said.

Gone but not forgotten: Ramstein AB remembers IFO-21

In remembrance of the 27th anniversary of the Implementation Force21 crash, the 76th Airlift Squadron held a memorial ceremony at Ramstein Air Base, April 3.

Six crew members from the 76 AS, along with 29 American and Croatian passengers, lost their lives while on a mission tasked with building trade ties in the aftermath of the Bosnian civil war, explained Tech. Sgt. Bryan Everett, 76th Airlift Squadron enlisted executive.

“Your presence keeps the memories of our lost brothers and sisters alive,” said Brig. Gen. Otis C. Jones, 86th Airlift Wing Commander. “I am humbled to be here with you in remembrance of the souls lost on the 3rd of April, 1996.”

While many details of the crash remain unknown, this incident made it clear that change was necessary.

The resulting changes of this incident included requiring all U.S. Air Force aircraft to be outfitted with flight data and cockpit voice recorders and more thorough procedures regarding commercial airport stops on military aircraft missions.

Some risks are avoidable today because of this crew’s sacrifice, said Jones. The Air Force commits itself to a culture of safety, and this incident was a call to improve our practices.

The 76th Airlift Squadron honors

the memory of those who lost their lives by hosting the annual remembrance ceremony. This year, a ceremonial wreath was placed and was concluded with a C-21A flyover.

Although they are missed, the memory of the IFO-21 crew will remain forever at Ramstein AB, said Everett.

“Our fellow Airmen perished doing what they love — flying and supporting the mission of the United States Air Force,” said Everett. “We are here today to honor their memory and celebrate the contributions the crew of IFO-21 gave to the Air Force, Ramstein, and the 76th.”

Spain Port Operation kicks off DEFENDER 23

The first port operation of DEFENDER 23 kicked off at Rota, Spain, on April 6, in a joint effort to build and maintain expeditionary forces in Europe. Aviation equipment from 5th Battalion, 159th Regiment General Support Aviation Battalion, an Army Reserve unit out of Fort Eustis, Virginia, was transported into Naval Station Rota in Southwest Spain, Fleet & Industrial Supply Center Sigonella-Rota.

DE23 is a U.S. Army Europe and Africa-led exercise focused on the strategic deployment of continental United States-based forces, employment of Army Prepositioned Stocks, and interoperability with Allies and partners. DE23 is comprised of three separate, but related, exercises to achieve common strategic objectives: Swift Response 23, Immediate Response 23 and Saber Guardian 23.

U.S. Navy Lt. J.G. Will Clark, logistics support officer with Naval Supply Systems Command Fleet Logistics Center-Rota, said the Rota Navy team has been in close coordination with the 5-159th GSAB to help load and transport the equipment to support SR23, which is set in a multi-domain operational environment to enhance joint interoperability.

The equipment included CH-47 helicopters, Blackhawk helicopters and supporting equipment including fuel and ground maintenance needed to maintain the aircraft for this portion of DE23. The port was filled with trucks and forklifts unloading more than 50 pieces of equipment off the vessel and transporting them to a warehouse to be stored.

Normally Clark’s team works with other Navy vessels to provide food, maintenance, and other logistical needs to enable combat capabilities for fleet, ashore and expeditionary forces. This was the first joint port operation for Clark and his team of Sailors charged with moving Army equipment.

“This gives us a chance to understand the Army standpoint, how they operate,” said Clark. “It’s completely different because we’re dealing with aviation equipment, we’re dealing with the Army. This just shows how we can come together and support one another. It gets everyone to be a part of the mission.”

4 Jordan Frizzell, aviation maintenance officer for the 5-159th GSAB, said this is the first port operation the unit has conducted since 2008.

“It’s not something we normally partake in,” said Frizzell. “This is the first year a lot of our mechanics

and sustainment individuals have actually been self-sufficient overseas without having a robust parts and maintenance package to fall in on. We’re bringing everything we need in an austere environment for a period of time, and relocating all of that equipment, parts and personnel back stateside once the mission is complete. This is a first for most of the people here.”

This movement of equipment from the continental U.S. involved extensive support from host nation Spain, demonstrating the importance of ally and partner investment in European military

readiness and defense.

“The Navy here in Spain has been absolutely great to work with. They provided the personnel to help us move the aircraft, maintain the aircraft and provide security,” said Frizzell. “Everything we need on the airfield, everything needed to execute safely, the Navy has given us. We’re very thankful for their help.”

After the equipment goes through maintenance test flights, it will be moved by the 16th Sustainment Brigade, 21st TSC to the Spain exercise location during reception, staging and onward

movement in conjunction with U.S. Air Force, Navy, and Spanish military assets for SR23. This operation is one of many during DE23 designed to build readiness within the alliance and deter potential adversaries.

When all is said and done, Clark was very proud of his team for assisting in the operation, as it gave them new tools for their toolbox.

“They are the ones putting in the time and the work. They deserve all the credit,” said Clark. “They give me a sense of accomplishment for what they’ve done for me, and the fleet as well.”

Baumholder Main Exchange pays tribute, honors those who served in Vietnam

U.S. Army Garrison RheinlandPfalz’s Baumholder Main Exchange recognized Vietnam Veterans with a ceremonial pinning on National Vietnam War Veterans Day, March 29.

March 29 is National Vietnam War Veterans Day, a day meant to pay tribute to veterans of the Vietnam War, including personnel who were prisoners of war or who were listed as missing in action.

Established as an observance in 2017 after the Vietnam War Veterans Recognition Act was signed into law by President Donald Trump, the day is also an opportunity to show appreciation for the involvement and support of allies during the Vietnam War.

On this day we honor those who, regardless of their personal feelings or family commitments, joined the service and served our country selflessly on the field of battle when their nation called.

According to the Vietnam Veterans of America, Chapter 310, more than 2.7 million Americans served in Vietnam. Of those killed, 61 percent were younger than 21, with the average age of killed service members being 23.1 years.

Vietnam veterans count for almost 10 percent of their generation. One out of every 10 of them was a casualty, and 75,000 were severely disabled. Despite this, Vietnam War veterans received little or nothing in terms of recognition and gratitude when they returned to the United States.

How tough is the Edelweiss Raid?

The very last American troop departed from Vietnam on March 29, 1973.

On Memorial Day 2012, President Barack Obama launched a Vietnam War Commemoration to remember the Vietnam War 50th anniversary over a 13-year period.

During this time, the Federal Government pledged to partner with local communities and private organizations to honor and recognize more than 58,000 patriots who made the ultimate

A total of six veterans and the wives of two veterans who recently passed away were recognized and awarded Vietnam Veteran Lapel Pins to symbolize their courage, honor and dedicated service.

When a U.S. team competed in the international military mountaineering contest for the first time in 2019, it made history as the first team ever to finish the competition on its inaugural attempt, placing 13th out of 23 teams.

In two days, teams cover 40 kilometers (24.85 miles) of rugged Austrian Alps terrain with up to 14,000 feet of cumulative elevation gain, completing various military tasks at 12 stations in the process. They carry a litter with their equipment — both for challenges and in case of real casualty situations.

U.S. National Guard soldiers — most from Vermont, home of the Army Mountain Warfare School and the 86th Infantry Brigade Combat Team (Mountain) — returned to Austria earlier this year to compete in the biennial event. This time, the 16-member U.S. team competed in two groups. Both finished; one cracked the top 10.

“We all pretty much call it Type 2 Fun,” Connecticut National Guard Capt. Scott Stone, one of the U.S. competitors, said. “Which is basically ... not ‘Ha ha, we’re all having a good time’ fun, but it’s one of things that once you’re done with it, it’s a really awesome experience.”

Shining a light on quiet heroes of Holocaust

U.S. Army Garrison RheinlandPfalz joins our nation and the rest of the world in honoring the 6 million Jews murdered in cold blood during the Holocaust, 1 million of whom were children, with a Days of Remembrance ceremony scheduled for Apr. 18. We also take a pause to honor and remember the millions of non-Jewish victims persecuted and killed by the German Nazis during World War II.

At some point in life, we all must make difficult choices. Choosing to do what’s right is what some heroes opted to do during this dark time in history, without hesitation, and the world will be forever grateful for them.

As millions of bystanders watched the crimes of the Holocaust unfold in city squares, schools, stores, workplaces and homes, a courageous few decided to risk it all to help those in need.

Irena Sendler was one of those courageous heroes. She helped smuggle more than 2,500 children to safety, despite knowing what the consequences could be if the Nazis found out. She was later arrested, imprisoned and tortured for her actions.

Sendler was a 29-year-old Polish social worker when World War II broke out. Her employment with the Welfare Department of the Warsaw municipality helped her gain access to the Warsaw ghetto where it was her job to inspect sanitary conditions. She saw this as an opportunity to help as many children as she could, escape.

She managed their escape and helped them hide in convents, schools, private homes and hospitals. She provided them with new identities while recording, in code, their original names and locations, with the hope that one day this information could be used to reunite the displaced children with their families. Trying to keep this information safe, she hid it in jars that she buried in a friend’s garden.

Unfortunately, Sendler’s actions were discovered by the German secret state police in 1943. She was arrested, tortured and sentenced to death for refusing to cooperate. Luckily, she was rescued by the Zegota, an organized underground council set up to help Jews, before she could be executed.

Officially, she was on the bulletin of those who were to be executed, so she assumed a false identity and continued her mission to res-

cue as many children as she could until the end of the war.

Just a year before Sendler's arrest, a man named Charles “Carl” Lutz was appointed as the Swiss vice-consul in Budapest, Hungary.

Following the Nazi occupation of Hungary in 1944 in which Jews started to be sent to concentration camps, Lutz negotiated an agreement with the Nazis to allow 8,000 Jews to leave the country. However, Lutz intentionally misinterpreted the agreement, and allowed not 8,000 people, but 8,000 families, to be issued protective letters to be able to move [to safety].

He had already used his power and status to help 10,000 children emigrate to Palestine the year before. He also established 76 safe houses — defined as Swiss annexes — in the Budapest area.

It did not stop there. Lutz and his wife Gertrude helped free many Jews from death marches and deportation centers.

They are credited with saving more than 62,000 Hungarian Jews from certain death.

Another hero worth honoring is Anna Christensen, who helped bring 40 Jewish children to safety from Germany to Denmark, and later to Sweden.

Following the terrifying events of Chrystal Night on Nov. 9, 1938, where more than 1,000 synagogues and 7,500 Jewish business were damaged or burned, a few women’s Danish groups joined the efforts of the Youth Aliyah Child Rescue, a Jewish organization that rescued thousands of Jewish children from

the Nazis during the Third Reich.

As a result of the Crystal Night events, children were often sent alone to the child rescue group by their parents, hoping to give them a chance of survival. Over 300 children arrived in Nyborg, Denmark, where the International Women’s League for Peace and Freedom, led by Christensen, welcomed them with open arms and helped relocate them within local Danish families.

Initially, children were integrated into local schools. However, when the Nazis eventually occupied Denmark, once again endangering the children, Christensen converted the cellar of her own house into a

classroom to host and hide 40 of those children.

In 1943, she managed to keep the children hidden during a German raid. A few days later, with the help of the Danish resistance, she brought them to the coast and was able to have them escorted safely to Sweden.

Yad Vashem, the national Authority for the Remembrance of the Martyrs and Heroes of the Holocaust, recognized Lutz and his wife in 1964, Sendler in 1965, and Christensen in 1966 with the Righteous Among the Nations Medal.

website, the Righteous Among the Nations medal is awarded to nonJewish people who “took great risks to save Jews during the Holocaust. Rescue took many forms and the Righteous came from different nations, religions and walks of life.”

Several other groups besides the Jewish community also suffered the wrath of the Nazi Party. Political dissidents, social democrats, trade unionists, male homosexuals, Black people and Jehovah’s Witnesses became victims – some for what they believed in, some for who they were, and some for what they refused to do.

Intellectually and physically disabled Germans, defined as “life unworthy of life,” were euthanized just because their existence violated the Nazi ideal of “Aryan supremacy.”

Racial “pollution” was the Nazi’s justification for indiscriminately killing between 250,000 and 500,000 Roma and Sinti people, derogatively referred to as Gypsies. Besides the Jews, they were the only other ethnic group that Nazis systematically killed in gas chambers.

Lutz, Sendler and Christensen made a choice. They could have looked the other way like many others did. Instead, they chose to intervene even if that meant putting themselves and their own families in danger.

They chose to put the lives of helpless people before their own, hoping they would one day see a world free from persecution.

This year, the Days of Remembrance Week was observed from April 16-23 with April 18 being Holocaust Remembrance Day.

Heart Link: Education and connection

The Military and Family Readiness Center hosted a Heart Link course for the second time this year, Ramstein Air Base, April 4.

Heart Link is a spouse orientation program that is hosted at bases across the Air Force to educate spouses who might be new to the Air Force or need more information about helping agencies available at their base.

When attending Ramstein’s Heart Link, spouses are introduced to each other and connected with representatives from multiple helping agencies, explains Alicia D. McLelland, 86th Force Support Squadron, Military & Family Readiness Center community readiness consultant.

“My favorite thing about Heart Link are the connections made,” said McLelland. “For some of the attendees, this is their first time away from home or their first time overseas.”

VACATION BIBLE SCHOOL 2023

Focusing on resources and community, the class is hosted quarterly by members of the M&FRC and supporting agencies to help military spouses learn about resources available.

“The true intent behind Heart Link is to get spouses connected with one another and let them know they are not alone,” McLelland said.

Attendees were introduced to programs available at the M&FRC as well as discussions with members from finance, first sergeants and chaplains during the class.

“We want all spouses and family members to know we are here for them,” explained U.S. Air Force Master Sgt. Tiffany White, 76th Airlift Squadron first sergeant.

“Just putting a face to the name of your unit’s first sergeant is important. Making sure you know your first sergeant helps encourage people to reach if they need help and understand that we are here for them.”

It was a lot of fun. I was introduced to people who are here for me and in my corner.”

USAG RP CYS kick-off spring break with a staff resilience training day

U.S. Army Garrison RheinlandPfalz Child, Youth and School Services conducted a comprehensive training day for all CYS personnel Mar. 24 at the Landstuhl Youth Center.

The first half of the day was centered on resiliency, with training provided by James M. Honeycutt, Employee Assistance Program/ Prevention Coordinator. According to Honeycutt, “My mission was to conduct a resiliency day for the CYS staff that focused on building mutually supportive relationships, detecting signs of burn out, encouraging helpseeking, fostering supportive team communication, and strengthening a sense of team identity.”

The highlight of the morning was a tactical arts and crafts team building exercise, centered around shared team values. During this portion, all 12 program teams from across Rheinland-Pfalz and Baumholder came together to create team posters with a logo that captured their shared experience from the resiliency training they received that morning

and creatively display how they will continue to work together towards shared goals and values.

Travis Gentry, of Landstuhl CDC, explained his team’s poster, “Divide the task, multiply the success. This describes how by working together as a unit — things work better for everyone.”

Hunter Kautz, of LCDC I Preschool and his teammates created a poster that says “You gotta peel if you wanna feel” and shows a banana happily shedding its outer peel. According to Kautz, “Our logo represents sharing at work, getting to know one another better – which makes work more fun.”

Jacqueline Joye and Noah Jacob Paul of the Wetzel Teen Center described their team’s poster of a bee, with the words “Just Bee” as a reminder to take things as they are, and bee your authentic self — sentiments that ring true for them and for the teens that they serve each day.

The posters will be displayed in each respective center to motivate the staff during daily activities and serve as a reminder of their shared commitment to help and care for one another.

Director/Training Specialist and Ms. Melissa Gironda, Training Specialist, worked together to organize the training day, which not only produced favorable physical and mental health outcomes for the staff, but it also served as the annual Operation Excellence refresher training, enabling 172 CYS staff members to meet and complete this requirement.

“We have four training days on the calendar each year, this was the first for this year, first quarter,” said Breisch. “Melissa and I thought, how can we make this training special? And we decided that the resiliency training is a great way to provide the staff tools and resources to care for themselves and each other — while letting them know that we care about them. These are all the caregivers, administrative assistants, the nonsupervisory staff — these are the people who are on the front lines every day.”

Gironda added, “We wanted a topic that could benefit everyone, and with the subject of mental health and awareness, we want to create the notion that it’s okay to take a step back and take care of yourself. We ask our staff to take care of our children every day, and now we want

them to pause and make sure that they take time to focus on themselves and their needs – to help each other and improve our programs.”

The Army’s Child and Youth Services programs are designed to foster and develop children’s physical, intellectual and socio-emotional capabilities. The goal of the quality child and youth development options is to reduce the conflict between parental responsibilities and unit mission requirements.

More than 200 Family and Morale, Welfare and Recreation

employees serve seven Army CDCs in the Rheinland-Pfalz garrison footprint — two at Baumholder, two at Landstuhl, and one each at Kleber Kaserne, Miesau Army Depot, and Sembach Kaserne. Kleber CDC reopened in August 2019. The Air Force also offers CDCs at Ramstein Air Base and Vogelweh Housing Complex.
