The U.S. Marines serving in both Europe and Africa was united by one commander, Maj. Gen. Niel E. Nelson, in a ceremony Aug 19. Nelson takes charge of U.S. Marine Corps Forces Europe and Africa from Lt. Gen. Robert B. Neller, who was commanding Marines in Europe from his headquarters for Marine Forces Command in Norfolk, Va., and Maj.
Gen. William D. Beydler, who was commanding Marines in Africa from his headquarters at II Marine Expeditionary Force at Camp Lejuene in North Carolina. Not only does Nelson unite the Marines operating across two continents under one commander, he is the first commander to be based in Germany alongside the two geographical combatant commanders, Gen. Philip M. Breedlove and Gen. David M. Rodriguez, as his sole command

Flakkaserne Remembered: Ludwigsburg to honor service of US Forces In 2009, a new street was dedicated to a Ludwigsburg resident, Lt. Col. Cesar von Hofacker, who was a member of the military resistance against Adolf Hitler July 20, 1944. Like his cousin, Col. Claus Schenck Graf von Stauffenberg, von Hofacker was executed after the attempt failed. The relationship between the Soldiers stationed on Flakkaserne and Ludwigsburg residents was always friendly. In 1954, a GermanAmerican Club was founded, with the goal of promoting and maintaining contact between Germans and Americans. During the annual German-American Fest, local music groups used to perform and representatives of the city were also invited to attend change of command and other ceremonies. A relationship also developed between the German veterans of the 25th Flak Regiment and Soldiers of the U.S. 4th Transportation Battalion. In 1959, veterans of the 25th Flak
Regiment along with the American military dedicated a memorial for German Flak-Soldiers who fell during both world wars at the Kaserne’s main gate. The memorial depicts a warrior with steel helmet and sword defending against an attacking eagle. In 1984, the memorial was expanded with the additional memorial tablet in commemoration of Flakkaserne’s 50th anniversary. The ceremony will be held at Flackkaserne Ludwigsburg, Caesarvon-Hofackeranlage 1, 71640 Ludwigsburg. Stuttgart military community members are invited to attend. Attire is dress uniform and business dress or pants suit. Entrance to the Garrison Museum and the Ludwigsburg Palace is also free Sept. 13. The “Garnisonmuseum,” or Garrison Museum, in Ludwigsburg is a military history museum. The memorial tablet is part of a small exhibit at the Garrison Museum.

The City of Ludwigsburg and the Military Historical Association Ludwigsburg will host a ceremony to unveil a commemorative plaque Sept. 13 from 11 a.m. to 1 p.m. for U.S. Soldiers who served on Flakkaserne from 1950 to 1991.
History of flakkaserne
The name Flakkaserne includes the German abbreviation “Flak” which is short for “Flugabwehrkanone,” antiaircraft cannon. The Kaserne was built for the 25th Flak Regiment between 1936 and 1938, in the Ossweil district of Ludwigsburg located on the outskirts of the city. Flakkaserne didn’t consist of only military structures—there were also housing facilities for officers and non-commissioned officers. The buildings had one or two stories with hipped-end or gabled roofs. The Kaserne was divided into three main areas: 1. The entrance on the west side with guard house, officers’ club, officer apartments, and headquarters buildings; 2. Neighboring U-shaped troop barracks; 3. Two dining facilities, gym, and medical center. Most of the buildings were clustered around the technical and workshop areas as well as the many football fields and the main parade ground. In 1939, the 25th Flak Regiment
deployed from the Kaserne to war. Throughout the following years, the Kaserne was occupied by replacement troops, training and logistics units, as well as a military court. Following World War II, Flakkaserne housed an Internment Camp, IC 74, for former officials of the National Socialist regime during denazification. In 1948, the Kaserne was utilized as a camp for Germans driven from their homes in Eastern Europe and other refugees. From 1950 to 1991, the U.S. Army was stationed on the Kaserne. The Kaserne’s main resident was the 4thTransportation Battalion until its deployment to the Gulf War in 1991 and later redeployed back to the U.S. In 1991, Flakkaserne was the first Kaserne in Ludwigsburg vacated by the U.S. Army and, under the ownership of the German federal government, remained empty. In 2007, the City of Ludwigsburg acquired the Kaserne from the government. The majority of buildings were subsequently demolished, only trees and several buildings under historical preservation were kept: the Officer’s Club, the gym as well as the main gate with its guard house, and a portion of the Kaserne wall with its memorials. Between 2007 and 2009, the residential area “Hartenecker Hoehe” boasting apartment and row houses, duplexes and single-family homes, was built there. Today, 2,000 residents call this area home.

Going Green: USAREUR "Green" Procurement Programs By USAREUR G4 Logistics/Operations Sustainment
The overall objectives of a Green Procurement Programs are to use the purchasing power of the Federal Government to acquire and use environmentally beneficial products and services; to stimulate markets for qualifying products; to reduce adverse effects on human health and the environment; to reduce energy use, toxic emissions, and depletion of natural resources; and to incorporate environmental and energy considerations into purchasing and contracting decisions. The Resource Conservation and Recovery Act directed Federal agencies to develop Affirmative Procurement programs to increase the purchase of items containing recycled material. Since then, Executive Order 13423, the Farm Security and Rural Investment Act of 2002, and the Federal Acquisition Regulations also contain requirements to buy green. The Energy Policy Act of 2005 and EOs 13423, 13221, and 12845 require Federal agencies to buy energy-efficient equipment and vehicles. EO 13423 also addresses environmentally preferable purchasing with specific requirements for water efficiency, renewable energy, sustainable construction, Electronic Product Environmental Assessment Tool registered electronics, toxic substances, and ozone depleting substance. Green Procurement, also termed Af-
firmative Procurement, is the purchase of environmentally preferable products and services. These products are made with recovered materials and are preferred because they conserve resources, create less pollution and waste, or eliminate health and safety risks. The intent of GP is to stimulate recycling by creating a market for new products made from recycled materials. The DoD and Army goal is to achieve 100% compliance with all mandatory Federal Green Procurement Preference Programs in all acquisition transitions—commodities, contracts, and services that require designated items.

Environmental Benefits Buying green creates markets for recycled materials and agricultural products,
conserves resources, saves energy, saves landfill space, and reduces pollution.
Sustainability GP provides incentive for manufacturers to develop technologies to create new and improved environmentally preferable products. Using these products lessens or eliminates negative impacts to human health and the environment.
Who must buy "Green"? Green Procurement Program requirements apply to all purchases of products and services by: • Any Federal agency, or state/local agency, or contractor using appropriated federal funds • All Government Purchase Card (GPC) holders • Civil Engineering and Contracting Office personnel responsible for developing contracting documents for services and construction projects • As you use the government credit card, buy products that are: • Recycled content • Less packaging • Energy efficient • Bio-based products • Reusability
• Recycled content products, also known as EPA’s Comprehensive Procurement Guideline items. • Energy-efficient products: Energy Star® and Federal Energy Management Program designated products; and low standby power devices. • Water efficient products which meet EPA’s Water Sense Standards • Alternative fuel vehicles/alternative fuels. • Bio-based products. • Non-ozone depleting substances. • Environmentally preferable products and services. • Products with low or no toxic or hazardous constituents.

Ask a JAG: What newcomers should know about claims By Stuttgart Law Center
Q: We just relocated to the Stuttgart military community. It’s our first assignment in Germany, and we are waiting on our household goods and car. What are some of the things we need know? A: When your household goods are delivered, you should ensure that everything has arrived in the same condition as when it was shipped. If something is lost or damaged, you can file a claim. You can begin the process immediately during the delivery of your HHG with the Notice of Loss or Damage provided to you by the movers. Make sure you fill this out before the movers leave. But if you do not discover the damage or loss until after the movers have left, simply go to www.move.mil and log in to the Defense Personal Property System, also known as DPS. There you can file a notice of loss or damage. You must also file your claim in DPS. You must file notice of loss or damage within 75 days of the date of delivery, and you must file your claim within nine months of the date of delivery. Meeting these timelines will
make you eligible for full replacement value of your damaged or lost items. This means that if your claim is found to be legitimate, you are entitled to the full replacement value of the item or an acceptable repair, if the item is reparable.

If you notice damage to your vehicle at pick up, you must note the damage on the spot. If your car is dirty, you may go wash it in order to better inspect it. However, if you note any damage, you must return the same day, usually within a few hours, in order to properly give notice of damage to your vehicle. The reason for the short notice period is that damage can easily occur to a vehicle. If you bring your car back later, then the burden is on you to prove that the damage was transitrelated, and this can be a difficult task. If the shipping company has missed the deadline to deliver your vehicle, service members may
In Germany, contracts automatically renew. Unlike some contracts in the U.S. that continue on a month-to-month basis, contracts in Germany can renew for another year or more. Therefore, ensure that you understand when you must cancel a contract in order to avoid the automatic renewal. If your contract automatically renews, you may be on the hook for an entire year of service fees even if you have PCS’d back to the States. Remember, there is
no Servicemember Credit Relief Act equivalent in Germany to protect service members. ‘Zum Wohl:’ Enjoy Swabian way of life at Stuttgart’s ‘Weindorf’ By Carola Meusel USAG Stuttgart Public Affairs Office
The city of Stuttgart celebrates Baden-Württemberg’s centuriesold wine tradition during its annual “Stuttgarter Weindorf,” or wine village, from Aug. 26 to Sept. 6 in downtown Stuttgart. The middle Neckar region has always been known for cultivating fine wines, ranging from Trollinger red to white Riesling to rosé Schiller wines. According to legend, there was more wine than water in Stuttgart during the 14th century, which resulted in Swabia adopting wine as the national drink. “The Weindorf is a fest that focuses on fully living and enjoying the Swabian way of life, and it’s a fest for all generations. Everybody comes together for good company, a glass of wine and a swell time,” said Axel Grau, the Pro Stuttgart Verkehrsverein managing director. Every year, new, quality wines are featured. Grau recommends the Trollinger red wine, one of the most popular wines of the Württemberg region. After buying the first glass of wine, a visitor can use the glass to sample wine throughout the fest and keep it as a souvenir. Wine and food were meant for each other, and the wine village offers both. More than 500 wines from the Württemberg and Baden regions can be accompanied with traditional Swabian dishes such as “Maultaschen” (meat and vegetable-stuffed noodles), “Zwiebelrostbraten” (roast beef with sautéed onions) and “Bubaspitzle” (potato noodles mainly served with sauerkraut). Only quality and freshly-made food from the region will be offered at the fest, according to Grau. The menus throughout the various
booths will also be available in English. The Weindorf also offers patrons the chance to get to know downtown Stuttgart a little better and become familiar with a few of its most notable sights. The fest spans from the Marktplatz square to Kirchstrasse and the Schillerplatz square. Here, the statue of the famous Swabian poet, Friedrich Schiller, oversees the wine fest. Some people say that the light-bodied Schiller rosé wine is named after him. The Schillerplatz is framed by several historic buildings, to include Stuttgart’s old castle, the old chancellery, the prince’s building and the “Stiftskirche,” or collegiate church. The church is Stuttgart’s oldest Protestant church and the only monument dating back to the Staufen era, making it the city’s most significant landmark. Another landmark in the square is the “Fruchtkasten” building. During the Middle Ages, the building was a storage hall for grain and also housed a wine press. Today, the State Museum Württemberg’s musical instrument collection is displayed there. The fest is open daily from 11:30 a.m. to 11 p.m. Sunday through Wednesday, and from 11:30 a.m. until midnight Thursday through Saturday. Visitors should stop by the “Infolaube” information booth at Dorotheenstrasse (adjacent to Stuttgart’s Markthalle) for information and special offers. Family days on Aug. 30 and Sept. 6 will feature face painting and live music (Aug. 30, traditional folk music; Sept. 6, jazz, blues, dixie swing and pop music). “Uhlbacher Herbst” Fall Wine Fest Sept. 11-14
The “Uhlbacher Herbst” fall wine fest, which is also considered Stuttgart’s oldest wine fest, will be held all around Uhlbach’s “Kelter,” or winery. Visitors can sample local wines and Swabian food. Live music and entertainment will be offered, as well. The fest will open Sept. 11 at 7 p.m., Sept. 12 at 3 p.m., Sept. 13 at 10:30 a.m. and Sept. 14 at 5 p.m.
“Dürkheimer Wurstmarkt” Wine Fest Sept. 11-15 and Sept. 18-21
The Dürkheimer Wurstmarkt is the world’s largest wine fest and will run Sept. 11-15 and Sept. 18-21 at the “Brühlwiesen” in Bad Dürkheim. The event will open Sept. 11 at 5 p.m., Sept. 12, 13 and 15 at 11 a.m. and Sept. 14 at 10 a.m. According to the Bad Dürkheim Tourist Information, it’s “open end” for all five days of the fest. The same applies to the Sept. 18-21 timeframe (Sept. 18, 19, 20 and 21 the fest will open at 11 a.m.). Visitors can indulge in hearty food and sample local wines at historic “Schubkärchler” wine booths and all throughout the “Weindorf.” Two large wine tents and one beer tent will feature live music. Fun rides, such as a Ferris wheel, bumper cars and a roller coaster, will be offered as well.
“Vaihinger Herbst” Fall Festival Sept. 18-20

The Vaihinger Herbst fall festival will run along the “Vaihinger Markt” market square, the district’s town hall and the Schwaben Galerie shopping mall. During the three-day festival, visitors can enjoy international and Swabian food, as well as live bands playing rock, pop, reggae and jazz. Juggling, fire, comedy, dance and artistic performances will also be offered, as well. For the first time, a band contest will be held Sept. 19 from noon to 6:30 p.m. for young musicians, singers, songwriters and bands to present their talents and enter the chance to win various prizes. Starting September, TKS will implement a series of major infrastructure upgrades in the networks to transition an upgrade to digital high definition format. As a result analog TKS and AFN TV transmission will be phased out. This change is scheduled to occur for USAG Stuttgart installations on Sept. 16. Upgrade to DVB-C brings an end to analog cable TV • Analog AFN and TKS television broadcasts will be phased out Germany-wide at all government housing facilities including bar racks, dorms, and family

The Air Force released a policy memo Aug. 24 allowing Air Force civilian employees who are victims of sexual assault to file restricted and unrestricted reports with their installation's sexual assault response coordinator. The policy is effective immediately and allows SARCs and sexual assault prevention and response victim advocates to assist Air Force civilians who report sexual assaults by providing crisis intervention and advocacy services 24 hours a day, seven days a week. The Department of Defense recently signed an exception to policy, granting the Air Force the authority to extend SAPR services. Air Force civilian employees will now receive the same

services as those already eligible to use SARC services, with the exception of legal and non-emergency medical services, which are restricted by law. Airman First Class Spencer Stone arrived safely at Ramstein Air Base Aug. 24 via military airlift after receiving emergency medical care for injuries sustained while subduing an armed gunman aboard a French train, Aug. 21, 2015. Stone was subsequently transported to Landstuhl Regional
Medical Center for follow-on medical treatment. “We are grateful for Airman Stone's quick thinking and courageous actions and are thrilled to have him back safely with us and receiving follow-on care,” said Brig. Gen. Jon T. Thomas, 86th Airlift Wing commander. “We're thankful to our French partners for taking care of him and providing him the
initial medical treatment he needed.” While at Landstuhl Regional Medical Center, the injuries suffered by Stone during the incident will be assessed by military healthcare providers and necessary treatment will be provided. Stone, along with fellow traveler and childhood friend Aleksander Skarlatos, made the flight from Paris
after receiving the French Legion of Honour by French President Francois Hollande. Airman Stone is assigned to the 65th Medical Operations Squadron as an Ambulance Services Technician. The 65th MDOS belongs to the 65th Air Base Group, Lajes Field, which is a unit under the 86th Airlift Wing here at Ramstein Air Base.

In a statement released Aug. 22, Defense Secretary Ash Carter praised three Americans for their actions yesterday on a train outside of Brussels, Belgium. “On behalf of all the men and women of the Department of Defense, I want to thank the brave individuals, including two members of the U.S. military, who stepped forward to prevent an even greater tragedy from taking place aboard that train,” Carter said. U.S. Air Force Airman 1st Class Spencer Stone, assigned to the 65th Air Base Group, Lajes Air Base, Azores, Oregon Army National Guard Spc. Alek Skarlatos and a civilian friend were traveling together via train on personal leave. The men took immediate action to subdue an armed gunman before he could engage his automatic weapon on the train.
“My thoughts and prayers today are with those injured in the attack, including Airman 1st Class Spencer Stone, whose selfless actions saved lives. I wish him a speedy recovery,” the defense secretary said. “These men are heroes,” said U.S. European Command Commander Air Force Gen. Philip M. Breedlove. “Actions like this clearly illustrate the courage and commitment our young men and women have all the time, whether they are on duty or on leave,” he said. “We are extremely proud of their efforts and now are praying for our injured airman to have a speedy recovery.” Stone, who suffered non-life threatening injuries in the attack, is currently being treated in a French medical facility. “(Stone and Skarlatos) are two reasons why -- on duty and off -- ours is finest fighting force the world has ever known,” Carter said.

Antiterrorism Awareness message: Plan for worst By David Vergun Army News Service
Terrorists have struck military targets in the United States, as well as overseas, and it is likely such attacks will continue. Terrorism experts caution to plan for the worst. The Army issued All Army Activities, or ALARCT, 120/2015, titled “2015 Threat Warning to U.S. Army Standalone Facilities,” July 21. The message warns about threats from extremists, “particularly lone offenders,” to standalone facilities in the United States, such as recruiting stations. The ALARCT suggests courses of action to help increase the security of service members in those facilities. Included among the suggestions are:

Edenfield said it is everyone's responsibility to enforce existing protective measures to protect critical information and personally identifiable information that adversaries can use for harmful means. Simple procedures such as shredding documents and removing labels before placing items into trash canisters can help protect information. “With the recent advances in cellular and network technology, it is also crucial we are cognizant of what type of information we are putting out on social media sites that could jeopardize our mission and put us in harm's way,” Edenfield said. “Ensuring the community is aware and knowledgeable on how to mitigate threats is the ultimate purpose of Anti-terrorism Awareness Month.”

“Everyone needs to be mindful that 'low threat' does not mean 'no threat,'” said Phillip Edenfield, an anti-terrorism officer with U.S. Army Garrison Yongsan, South Korea. “Terrorist threats today are becoming more complex as terrorist groups use social media sites to terrorize personnel and to recruit individuals toward their causes.” Soldiers should maintain a low profile when traveling off installation and be prepared for the unexpected by having emergency contact numbers readily available, Edenfield said. In addition, when traveling and sightseeing in South Korea, Germany, and other countries, he said Soldiers should always be cautious about giving out their personal and employment information to strangers.
NOT ALL ATTACKS TERROR-RELATED
“There are bad people who do bad things ... and I can assure you, we're going to fight like hell to protect you” from them, but you need to do your part to stay alive and help others stay alive, Scott Wayne said. Wayne, a police officer with the Pentagon Force Protection Agency, and others, spoke during an “Active Shooter” presentation in the Pentagon, Aug. 20. Since 1999, there have been approximately 200 active-shooter incidents in the United States, Wayne said. Some of those attacks have been terrorism-related, meaning using terror to achieve a political, religious

If the police or other first responders are there, do not ask them questions or hinder them from doing their duty, he said. Police will not stop to help the injured and dying, he cautioned. They are there to save as many lives as possible and to do that, their primary mission is to locate the shooter and eliminate the threat. Those who are injured will be cared for soon after. If you are exiting the scene, realize that you and everyone else is a suspect. “You might be forced to the ground” by an officer. “Remain calm and don't take it personally,” he said. Another word of advice is don't
pull a fire alarm, he said. It will be chaotic enough with the police, shooter and innocent people. Firefighters rushing in would make things much worse, unless there was an actual fire.
HIDE
Wayne said that if it is not safe to flee the area, the next best thing to do is to hide. He told listeners at the presentation to lock or barricade the door if they're in an office. It is very rare for a shooter to breach the door, he said. The notable exception to that was the Virginia Tech massacre, which took place in 2007. After securing the door, he said, turn off lights and cell phones and remain calm and quiet. Wayne was the incident commander during the 2014 shooting at the Mall in Columbia, Maryland. He noted that store employees in the mall were so well trained that they refused to unlock their doors even after the shooter had committed suicide and the police had cleared the mall.
FIGHT
As a last resort, fight with anything you have, including chairs, sharp objects, or whatever is around, Wayne said, noting that turning fire extinguishers on the attackers has proven successful in the past. Organize the fight with those around you and fight ferociously, because your life and the lives of others depends on it, he said.
COLUMBINE TURNING POINT
The turning point in police training and tactics came following the 1999 Columbine High School massacre, Wayne said. Before that attack, police waited for backup and SWAT to arrive, he said. They also moved in quietly and stealthily. Following the massacre, police forces across the country changed their approach to an active-shooter attack, he said. Today, police call for backup and immediately move into harm's way. He said in most cases police will be loud, shouting commands and warnings. They want to be heard, he said, so that they, and not innocent civilians, will become the shooter's target.

Get a kit. Make a plan. Be informed. September is National Preparedness Month. This month U.S. Army Garrison Stuttgart focuses on ensuring service members and families are prepared in the event of an emergency. “We want to ensure that military members and families are prepared for emergencies,” said Shay Edwards, the U.S. Army Garrison Stuttgart Installation Emergency Manager. The greatest tragedy in emergency situations is that families are often not ready when emergencies occur. Unexpected storms and other emergencies affect hundreds of thousands of people every year across the globe. “In Stuttgart, the better prepared you are
when an emergency occurs, like building a kit and thinking about what you would do in an emergency, makes you better prepared to responding in a timely fashion,” he added. Industrial accidents are also a potential theat. The military encourages individual emergency preparedness and stresses the importance to have a detailed plan for families to follow. “In case of fires or
storms, while the first responders are handling the disaster or emergency, you can take care of yourself and your family.” Edwards said. Preparing for an emergency can be accomplished in three easy steps; Get a kit, make a plan, and stay informed. “Depending where you live, your house could be flooded in the middle of the night, a winter or wind storm could knock power
out for several days,” Shay said. By being prepared and planning in advance, you can provide for your family. “In an Emergency, services that would normally be available to you may not be for several days. Even with the modern technology and emergency infrastructure we have here in Germany, it could be several days before it is available to you.” Edwards suggests. During the month of September, the USAG Stuttgart will have several campaigns encouraging service members and families to take steps now to protect your family in an emergency, “You don’t want to try to find water, food, or baby supplies during a storm, not to mention many establishments may have already sold out of essential items.” Shay concludes.
Health Beat: Body Weight Planner tool tracks food and activity

The U.S. Department of Agriculture and National Institutes of Health have partnered to add the NIH Body Weight Planner to USDA’s SuperTracker online tool as a goalsetting resource to help people achieve and stay at a healthy weight. Created in 2011, the SuperTracker tool empowers people to build a healthier diet, manage weight, and reduce risk of chronic disease. Users can determine what and how much to eat; track foods, physical activities, and weight; and personalize with goal setting, virtual coaching, and journaling. With science-based technology drawing on years of research, the Body Weight Planner will enable SuperTracker’s more than 5.5 million registered users to tailor their plans to reach a goal weight during a specific timeframe, and maintain that weight afterward. The math model behind the Body Weight Planner online tool was created to accurately forecast how body weight changes when people alter their diet and
exercise habits. This capability was validated using data from multiple controlled studies in people. “We originally intended the Body Weight Planner as a research tool, but so many people wanted to use it for their own weight management that we knew we needed to adapt it with more information about how to achieve a healthy lifestyle,” said Kevin Hall, Ph.D., who led creation of the Planner and is a senior investigator at the National Institute of Diabetes and Digestive and Kidney Diseases, part of the NIH. “The Planner is a natural fit within the SuperTracker as it lets people accurately determine how many calories and how much exercise is needed to meet their personal weight-management goals.” The Planner’s calculations reflect the discovery that the widely accepted paradigm that reducing 3,500 calories will shed one pound of weight does not account for slowing of metabolism as people change their diet and physical activities. More recently, the math model was further validated using data from a two-year calorie restriction study of 140 people. With those data, Hall and colleagues showed the model can also provide accurate measurements of calorie intake changes by tracking people’s weight. Researchers are examining how to apply this method for public use. “We are pleased to offer a variety of interactive tools to support Americans in making healthy lifestyle changes,” said Angie Tagtow, executive director of USDA’s Center for Nutrition Policy and Promotion, which created and manages SuperTracker.
“The NIH Body Weight Planner helps consumers make a plan to reach their goals on their timeline, and SuperTracker helps them achieve it.” More than two-thirds of American adults are overweight or obese. Maintaining a healthy weight can help prevent complications related to overweight and obesity such as heart disease, type 2 diabetes and certain types of cancer, some of the leading causes of preventable death.
“NIH’s collaboration with USDA allows the public to quickly reap the benefits of the latest medical research results,” said NIDDK Director Griffin P. Assembling the supplies you might need following a disaster is an important part of your Family Disaster Plan.
INVOLVE CHILDREN IN DISASTER PREPAREDNESS
Ask children to help you remember to keep your kits in working order. Children might make calendars or posters with the appropriate dates marked on them. Ask children to think of items that they would like to include in their own Disaster Supplies Kit, such as books or games or appropriate nonperishable food items.
PREPARE YOUR KIT: TIPS FOR YOUR DISASTER SUPPLIES KIT
• Keep a smaller Disaster Supplies Kit in the trunk of each car. • Keep items in airtight plastic bags. • Replace stored food and water every six months. • Rethink your kit and family needs at least once a year. Replace batteries, update clothes, etc. • Ask your physician or pharmacist about storing prescription medications. • Use an easy-to-carry container for supplies you would most likely need in an evacuation. Label it clearly. Possible containers include: • A large, covered trash container. • A camping backpack. • A duffel bag. • A cargo container that will fit on the roof of your vehicle.
DISASTER SUPPLIES KIT BASICS
The following items might be needed at home or for an evacuation. Store your kit in a convenient place known to all family members. Kit basics are: • A portable, battery-powered radio or
television and extra batteries. • Flashlight and extra batteries. • First aid kit and first aid manual. • Supply of prescription medications. • Credit card and cash. • Personal identification. • An extra set of car keys. • Matches in a waterproof container. • Signal flare. • Map of the area and phone numbers of places you could go. • Special needs, for example, diapers or formula, prescription medicines and copies of prescriptions, hearing aid batteries, spare wheelchair battery, spare eyeglasses, or other physical needs. If you have additional space, consider adding some of the items from your Evacuation Supplies Kit.
EVACUATION SUPPLIES KIT
Remember to include: • Disaster Supplies Kit basics (listed above). • Three gallons of water per person. • Three-day supply of nonperishable food. • Kitchen accessories: manual can opener; mess kits or paper cups, plates, and plastic/disposable utensils; utility knife; a can of cooking fuel if food must be cooked; household liquid bleach to treat drinking water; sugar, salt, pepper; aluminum foil; plastic resealable bags. • One complete change of clothing and footwear for each family member, sturdy shoes or workboots, raingear, hat and gloves, thermal underwear, sunglasses. • Blankets or sleeping bag for each family member. • Tools and other accessories: paper, pencil; needles and thread; pliers, shut-off wrench, shovels, and other useful tools; tape; medicine dropper; whistle; plastic sheeting; small canister, A-B-C-type fire extinguisher; emergency preparedness manual; tube tent; compass. • Sanitation and hygiene items: toilet paper, towelettes; soap, hand sanitizer, liquid detergent; feminine supplies; personal items such as shampoo, deodorant, toothpaste, toothbrushes, comb and brush, lip balm; plastic garbage bags (heavy-duty) and ties (for personal sanitation uses); mediumsized plastic bucket with tight lid; disinfectant; household chlorine bleach; small shovel for digging an expedient latrine. • Entertainment, such as games and books. Remember the needs of very young and older family members, such as infants
and elderly or disabled persons. • For baby: formula, diapers, bottles, powdered milk, medications. • For adults: heart and high blood pressure medication, insulin, prescription drugs, denture needs, contact lenses and supplies, extra eyeglasses, and hearing aid batteries.
in your Disaster Supplies Kit: • Aspirin or nonaspirin pain reliever. • Antidiarrhea medication. • Antacid (for stomach upset). • Syrup of ipecac (use to induce vomiting if advised by the poison control center). • Laxative. • Activated charcoal (use if advised by the poison control center). • Vitamins. • Add any necessary prescription and nonprescription drugs. • Add special needs for infants, elderly persons, or anyone with serious allergies.

Gathering the following items will help your family endure home confinement, which may include the loss of utilities. • Wrench to turn off household gas and water. FIRST AID KIT
Assemble a first aid kit for your Disaster Supplies Kit and one for each car. The basics for your first aid kit include: • First aid manual. • Sterile adhesive bandages in assorted sizes. • Assorted sizes of safety pins. • Cleansing agent/soap. • Latex gloves (2 pairs). • Sunscreen. • 2-inch sterile gauze pads (4-6). • 4-inch sterile gauze pads (4-6). • Triangular bandages (3). • Nonprescription drugs. • 2-inch sterile roller bandages (3 rolls). • 3-inch sterile roller bandages (3 rolls). • Scissors. • Tweezers. • Needle. • Moistened towelettes. • Antiseptic. • Thermometer. • Tongue depressor blades (2). • Tube of petroleum jelly or other lubricant. Have the following nonprescription drugs
Keep the following original documents in a safe deposit box if possible, and copies in a waterproof, fire-resistant portable container: • Will, insurance policies, contracts, deeds, stocks and bonds. • Passports, social security cards, immunization records. • Bank account numbers. • Credit card account numbers and companies. • Inventory of valuable household goods, important telephone numbers. • Family records (birth, marriage, death certificates).

Knowing what to do is your best protection and your responsibility. FOUR STEPS TO SAFETY
There are four basic steps to developing a family disaster plan: 1. Find out what could happen to you. By learning what your risks may be, you can prepare for the disaster most likely to occur in your area. Ask the following: What type of disasters are most likely to happen in your community? How should you prepare for each? Does your community have a public warning system? What about animal care after disaster? If you care for elderly or disabled persons, how can you help them? What are the disaster plans at your workplace, your children’s school or day care center, and other places where members of your family spend time? 2. Create a Family Disaster Plan. Once you know what disasters are possible in your area, talk about how to prepare and how to respond. Make checklists of steps you can take with your family. Here is how to create your Family Disaster Plan: Meet with your family and discuss why you need to prepare for disaster. Discuss the types of disasters that are most likely to happen. Explain what to do in each case. Pick two places to meet: Right outside of your home in case of a sudden emergency, like a fire. Outside of your neighborhood in case you can’t return home. Everyone must know the address and phone number of the meeting locations. Develop an emergency communication plan. In case family members are separated from one another, have a plan for getting back together. Ask an outside contact, relative or friend to be your "family contact." Your contact should live outside of your area. Everyone must know the contact’s name,
address, and phone number. Discuss what to do if authorities ask you to evacuate. Make arrangements for a place to stay and/or learn about shelter locations. Be familiar with escape routes. Plan several escape routes in case certain roads are blocked or closed. Remember to follow the advice of local officials during evacuation situations. They will direct you to the safest route. Plan how to take care of your pets. 3. Complete your checklists. Include the following items on your checklists: Emergency telephone numbers (fire, police, ambulance, etc.). You may not have time in an emergency to look up critical numbers 112 or the MP desk at DSN: 4305262/ civ.0711-680-5262. Teach all responsible family members how and when to turn off the water, gas, and electricity at the main switches or valves. Check if you have adequate insurance coverage. Install smoke alarms on each level of your home, especially near bedrooms. Get training from the fire department on how to use your fire extinguisher (A-B-C type), and show family members where extinguishers are kept. Conduct a home hazard hunt. During a disaster, ordinary objects in your home can cause injury or damage. Anything that can move, fall, break, or cause a fire is a home hazard. Look for electrical, chemical, and fire hazards. Inspect your home at least once a year and fix potential hazards. Stock emergency supplies and assemble a Disaster Supplies Kit. Keep a smaller Disaster Supplies Kit in the trunk of your car. Keep a portable, battery-operated radio or television and extra batteries. Take a Red Cross first aid and CPR class on Panzer Kaserne. Find the safe places in your home
for each type of disaster. Make two photocopies of vital documents and keep the originals in a safe deposit box. Keep one copy in a safe place in the house, and give the second copy to an out-of-town friend or relative. Take inventory of your home, garage, and surrounding property. 4. Practice and maintain your plan. Quiz your kids every six months so they remember what to do, meeting places, phone numbers, and safety rules. Conduct fire and emergency evacuation drills at least twice a year. Replace stored food and water every six months. Use the test button to test your smoke alarms once a month and replace batteries at least once a year. Replace your smoke alarms every 10 years. Ensure your fire extinguisher is properly charged. Use the gauge or test button to check proper pressure.
WHAT TO TELL CHILDREN
Tell children that a disaster is something that happens that could hurt people, cause damage, or cut off utilities such as water, telephones, or electricity but there are many people who can help them. Give examples of several disasters that could happen in your community and help them recognize the warning signs. Teach children how and when to call for help, and who to call in case they are separated from the family in
an emergency. Explain that when people know what to do and practice in advance, everyone is better able to handle emergencies. Have older children take a first aid and CPR course too.
PLAN HOW TO TAKE CARE OF YOUR PETS
If you must evacuate, it is best to take your pets with you. However, pets (other than service animals) may not be permitted in public shelters. Contact hotels outside of your immediate area to check their pet policies. Ask friends, relatives, or others if they could shelter your animals. Prepare a list of boarding facilities and veterinarians who could shelter animals; include 24-hour phone numbers. Keep the list of "pet friendly" places and phone numbers with your disaster information and supplies. Carry pets in a sturdy carrier and have identification, collar, leash, and proof of with your portable pet disaster supplies kit. Have a current photo of your pets in case they get lost. As a last resort, if you absolutely must leave your pets behind, prepare an emergency pen in the home that includes a three-day supply of dry food and a large container of fresh water.
