Living and working well with a disability Commentary by Kathleen Ladwig Special to the Citizen
This month is National Disability Employment Awareness Month where we celebrate and recognize the accomplishments in the workplace of men and women with disabilities. Work, for everyone — disabled or not — offers purpose and the opportunity to lead an independent, selfdirected life. About 14 years ago I was just like most normal, active people. I went to work every day, skied, swam, rode horses and lived a very full life with my husband. I had a nagging pain in my back and leg, but my doctor dismissed it as a sciatic nerve problem. Being a reasonable person, I simply ignored it for an entire year. At some point, I made my way back to a doctor, thinking that there would be an easy fix. I was so wrong. After a few false starts, I was diagnosed with chondrosarcoma, a very serious and fairly rare bone cancer. The cancer was at a stage that made survival unlikely. I was told to go home and write a will because the consensus was that I had only a few weeks left. The five-year survival rate was considered to be 5 percent, with most dying in the first year. But I had a wonderful husband, a job I loved, and some very good friends that I did not want to leave behind. I searched among doctors and hospitals for a solution, not giving up
until I found a surgeon who thought he might be able to help me. His estimate for just surviving the surgery was only 50/50, but it was the best chance I had. Following a 12-hour surgery and a long recovery, I left the hospital in a wheelchair, never to walk unassisted again. A year later, I had recovered enough to return to work. I went on to graduate from Army Management Staff College and continued what I hoped would be a long career as an Army civilian. Alas, it was not to be. The cancer came back with a vengeance. In the following years, I endured a lot more surgeries, 44 at the last count. At times I was so weak that I couldn’t chew my food or even sit up. I had to be propped up with pillows or I would fall over like a newborn baby. Through it all, my husband was there to help me, and people from the garrison came by to visit and hold my hand. I felt that there must still be a purpose to my life. Even though I was (and still am) too sick to return to full-time work, I discussed my retirement plans with an old friend who was a manager at the Exchange. She was kind enough to encourage me to join the company, realizing that I would not be happy without some outlet that utilized my skills and gave me a chance to spend time with people; she also felt that I would be an asset to the Exchange. While I can hobble around on
crutches on good days, this did not fit into many employment positions. The Exchange’s Human Resource manager was determined to find me a place that would be mutually beneficial for myself and the company. Since then, reasonable accommodations have been made so that I can continue to serve the community and try to make a difference in the lives of others. There are challenges. I will never again walk unassisted, sit comfortably, or even eat a normal meal. I have no endurance and must constantly rest in between every task. I’m not able to work every day and I spend much of my time in a wheelchair. I fully credit my husband with saving my life by being there and caring, sacrificing all of his time to help me. The U.S. Army Garrison Stuttgart and the U.S. Army were also my family and stood by me. People who I had never met visited me in the hospital. The garrison commander visited frequently, the command sergeant major held my hand and cried with me before a major surgery. Chaplains prayed with me and I truly felt loved. Since joining the Exchange — another Department of Defense family — I have been treated with the same caring and respect. I was welcomed with open arms and I am delighted that life has taken me down this path. Yes, there are struggles that continue every day, yet a disability does not have to be the end of your life. You may find that it is only the beginning.

U.S. European Command hosted the Army’s Manpower and Force Management Course on Patch Barracks Sept. 9-19. The course is managed by the Army Logistics University at Fort Lee, Va., and aims to provide Army civilians and service members with effective techniques to manage manpower requirements, validate and change organizational structures to enhance operational capabilities and improve efficiencies.
News & Notes ASPEN services expand The U.S. Army Garrison Stuttgart Housing Office is pleased to announce that thanks to a new contract, Aspen Consulting will now assist Department of Defense civilian employees with the same level of service that service members receive. As of Sept. 22, Aspen housing counselors will schedule appointments, escort DOD employees to view up to three properties per family and assist with housing inspections (in, pre and out checks). This service is for eligible DOD employees. Aspen does not serve contractors.
About 15 Army civilians, service members of EUCOM and U.S. Africa Command, and U.S. Army Garrison Stuttgart participated in the course that was held for the first time in Stuttgart. “By bringing the course to Stuttgart, we were able to save TDY dollars and provide an important developmental opportunity that otherwise would not have been affordable,” said Trey Wells, a NATO manpower analyst with EUCOM and course coordinator for Stuttgart. The course is not solely designed for Army personnel but open to all branches of service, according to Wells. Military retirees honored U.S. Army Garrison Stuttgart will hold a Retiree Appreciation Day for military retirees from all branches of service Oct. 9 from 9 a.m. to 2 p.m. at the Swabian Special Events Center, Patch Barracks, The annual community outreach event is organized by USAG Stuttgart’s Retiree Services Office to inform attendees on subject involving retirement benefits. During the event, the Stuttgart Army Health Clinic will offer Tricare services and will provide blood

The course also included a discussion on Army civilian workforce transformation initiatives. Over the past few years, the Army has worked to adapt its generating force to the evolving strategic and operational environment, including initiatives to better manage, develop, train and retain a competency-based civilian workforce. As part of various transformation initiatives, 100 percent of Army pressure tests, and immunizations for pneumovax and flu at the SSEC. The Wellness Center staff will also be available to provide educational materials and address health care concerns. Meanwhile, the pharmacy will be open at the health clinic for previously ordered refills and to answer pharmacy-related questions. The U.S. Consulate in Frankfurt Federal Benefits Unit will provide Social Security information and other services. A Defense Finance and Accounting Service representative will assist retirees and annuitants with pay problems and in updating records. The USAG Stuttgart Passport Office will provide outreach services for U.S. tourist passport applications.

Hunting tunnels: Panzer LTA’s hidden gem U.S. Army Garrison Stuttgart Public Affairs Office
The Panzer Local Training Area is steeped in history. During World War II, from 1939 to 1944 German armed forces tank crews trained at the LTA, but its history goes back even further. The Duke of Baden-Württemberg, Karl Alexander, built a vast system of tunnels in 1733 to execute his princely right to hunt and show the world his noble powers as an accomplished hunter and statesman. The tunnels allowed the duke to approach his prey undetected. “With the guns of that time you had to come up very close, since the hunting weapons were inaccurate and did not reach very far. So you went into the tunnels downwind and emerged right in front of the deer ready to shoot,” said Andreas Ganz, the German federal state forester who is responsible for the forest that surrounds the area. A group of Germans recently toured the tunnels Sept. 14 as part of the annual Germany-wide open monument initiative (Tag des offenen Denkmals) to open historical sites to the public. Every second Sunday in September, people are giving free access to monuments that are generally closed to visitors. Hunting tunnels are extremely rare. In Germany, only one other hunting
tunnel is still in existence, in Ilmenau Thuringia, about three hours from Stuttgart, according to Stephanie Cleaton, the U.S. Army Garrison Stuttgart community relations specialist who led the tour. “What makes the tunnels so interesting is that you pretty much can see and walk through them as they were during Duke Karl Alexander’s reign,” Cleaton said. “Our tunnels here are still in situ, meaning unmoved and in place, for almost 300 years. They were unbothered through the passage of time. After World War II some of the tunnel arches were removed by people who needed stones to rebuild their houses. But other than that, you can still climb through them and think yourself a noble hunter, if you are so inclined,” Cleaton said. This is only the third time the tunnels have been opened as part of the open monument initiative. One German visitor expressed regret that the hunting tunnels are not accessible year-round. But Cleaton said tours can be arranged for interested groups throughout the year. In just three months, customers from the Stuttgart U.S. military community checked out more than 40,000 items including books, movies, television shows, video games, audio books, music, manga and various types of digital downloads, making the Patch Library the most popular Army library in the world for that particular quarter. Located in Building 2343 on U.S. Army Garrison Stuttgart’s Patch Barracks, the Patch Library provides a wide range of services and materials for checkout, from traditional books to computers with Internet access. The variety and availability of materials and services is provided by Family and MWR specifically to serve the needs of the community. “This community relies on their libraries,” said library technician Ryan O’Neill. In addition to items for check out, the library staff also offers services and support, like help finding research materials or searching for other types of information. “I help make sure people don’t leave here empty handed,” O’Neill said. The library’s relatively small staff consisting of two librarians, two fulltime library technicians, four part-time library technicians and community volunteers stay busy keeping up with the community’s voracious appetite for information. Library staffers manage collections, help patrons find books and spend lots of time just processing the items that flow in and out of the library every day.
Volunteers are also a valuable part of the library team, providing support for many of the library’s operations, including a regular story time for young children at 11 a.m. Thursday mornings. Non-traditional content such as Blu-ray discs, manga and downloadable content are becoming more and more popular with library patrons. “We do so much more than just books. We also have audio books and e-books that customers can download to their favorite e-reader or media player,” said Librarian Natalie Camp. Free, downloadable e-content is available to authorized library patrons from anywhere they have an Internet connection and the library’s e-content collection is constantly being updated and expanded to meet demand. Deployed service members and U.S. government civilian employees can take advantage of the library’s deployed services, including requesting physical materials or downloading digital content. The Patch Library is open Monday to Thursday from 10:30 a.m. to 7 p.m., closed on Friday, and open 10 a.m. to 6 p.m. Saturday and Sunday. The Robinson Barracks Library in Building 151 is closed on Sunday and Monday. It is open Tuesday and Thursday from 11 a.m. to 7 p.m., Wednesday and Friday from 11 a.m. to 6 p.m., and Saturday from 11 a.m. to 4 p.m. For more information about USAG Stuttgart’s libraries, visit the Stuttgart Family and MWR website at www. stuttgart.armymwr.com.

U.S. Army Europe released the results of seven general, summary and special courts martial decided in July to implement a policy of transparency. Only two of the cases released Sept. 18 ended in verdicts of not guilty. All the cases involved enlisted Soldiers. 21ST THEATER SUSTAINMENT COMMAND At a General Court-Martial in Kaiserslautern, Germany, Spc. Kevin M. Perry, 92nd MP Company, 95th MP Battalion, pled not guilty to one charge and one specification of wrongful appropriation in violation of Article 121, two specifications of assault consummated by a battery in violation of Article 128, and one specification of wrongfully communicating a threat and one specification of adultery in violation of Article 134. On July 18, 2014, a panel found him guilty of the charges and their specifications, and sentenced him to reduction to private first class (E3) and 45 days of hard labor without confinement. At a Special Court-Martial in Kaiserslautern, Germany, Sgt. Keith A. Mazone, 92nd MP Company, 95th MP Battalion, pled not guilty to one charge
and one specification of abandoning his watch in violation of Article 86, one charge and one specification of maltreatment of a subordinate in violation of Article 93, and one charge and one specification of wrongful use of provoking words in violation of Article 117. On July 9, 2014, a panel found him not guilty of all the charges. At a Special Court-Martial in Kaiserslautern, Germany, Sgt. 1st Class Michael W. Dewsbury, Medical Transient Detachment, Troop Command, Landstuhl Regional Medical Center, pled guilty to one charge and one specification of negligent homicide in violation of Article 134. On July 2, 2014, a panel found him not guilty of the charge.

Aragon, B Battery, 4-319th Airborne Field Artillery Regiment, pled guilty to one charge and three specifications of assault consummated by a battery in violation of Article 128 and one charge and two specifications of obstructing justice in violation of Article 134. On July 24, 2014, a military judge found him guilty. He was sentenced to a reduction to private (E1) and 12 months confinement. At a Summary Court-Martial in

Fears, Headquarters and Headquarters Troop, 2nd Squadron, 2nd Cavalry Regiment, pled not guilty to one charge and two specifications of failure to obey a lawful regulation in violation of Article 92 and one charge and one specification of drunken operation of a vehicle in violation of Article 111. On July 22, 2014, the Summary CourtMartial Officer found him guilty of all charges and specifications and sentenced him to reduction to private (E1), 22 days hard labor without confinement and 15 days confinement.
U.S. ARMY AFRICA SOUTHERN EUROPEAN TASK FORCE At a General Court-Martial in Vicenza, Italy, Staff Sgt. James V. Simpson, Headquarters and Headquarters Company, 173rd Brigade Support Battalion, pled not guilty to one charge and one specification of rape in violation of Article 120 and one charge and three specifications of assault consummated by a battery in violation of Article 128. On July 29, 2014, an enlisted panel found him not guilty of rape, but guilty of three specifications of assault consummated by a battery. On July 30, 2014, he was sentenced to reduction to specialist (E4), confinement for 90 days and a reprimand.

USA NATO AND WIESBADEN At a Summary Court Martial in Wiesbaden, Germany, Sgt. 1st Class Antonio L. Jurilla, Command Contingency Post Company, Headquarters and Headquarters Battalion, pled not guilty to one charge and three specifications of making a false official statement in violation of Article 107. On July 23, 2014, the Summary Court Martial Officer found him guilty of two specifications of the charge. He was sentenced to reduction to staff sergeant (E6).
On the Blotter Aug. 22 • A vehicle owner reported that his Mercedes CLK 240 was scratched on the front driver’s side fender while parked in front of Building 2325 on Patch Barracks. • A Department of the Army civilian was cited for an expired registration. Aug. 23 A Soldier scraped the top of a government-owned van against a building with a low overhead hang. The van has a roof-mounted air conditioning unit and exceeded the clearance of the building. Aug. 25 • A Soldier was cited for failure to obey a lawful order under Article 92 of the UCMJ when his 2014 sports car was observed with license plates that had expired three days earlier. • A government-owned Mercedes Sprinter van was discovered with a long dent and scratches to the right side of the van and a missing plastic panel. The cause of the damage is unknown.

Aug. 26 An Army officer’s BMW struck a Ferrari driven by a local national. German Police cited both drivers for inattentive driving. Aug. 29 A service member’s purse was stolen while she was visiting France. Sept. 2 A service member was apprehended when Military Police responded to a domestic disturbance. Upon arrival the service member allegedly became belligerent and struck one of the responding MPs. The individual was taken into custody. Sept. 4 An employee was caught stealing
over $100 in merchandise from the PX. Sept. 7 Three service members were apprehended on suspicion of drunk and disorderly conduct and for physically assaulting and injuring two other individuals. Sept. 12 • A person who is no longer entitled to logistical support was observed using an expired family ID card to make purchases. Further investigation revealed that the individual allegedly stole funds from the Patch Theater, wrongfully provided free entry to the theater, consumed free food and beverages without rendering payment and performed sexual acts throughout the theater. The individual gained access via another person who was also not entitled to access the base. Both are suspected of violating German immigration law by residing in Germany over 90 days without authorization. • Three individuals were apprehended
for disorderly conducted and two of those individuals were also apprehend for assaulting each other. Sept. 19 An individual reported that a lock box was stolen containing roughly $400 and €140 from a building on Patch Barracks. Sept. 20 A service member was apprehended by the German police for suspicion of driving under the influence of alcohol after the individual was spotted driving the wrong way on A8. Pumpkins fit for a ‘king’ in Ludwigsburg By Carola Meusel USAG Stuttgart Public Affairs Office
Most Americans are familiar with the “It’s the Great Pumpkin, Charlie Brown,” a TV classic based on the comic strip “Peanuts” by Charles Schulz. Every year, the character Linus faithfully sits in the pumpkin patch waiting for the Great Pumpkin to appear. Every year, he’s let down. If you’re like Linus and have a passion for pumpkins, you won’t be disappointed at the “Kürbisausstellung,” or pumpkin festival in Ludwigsburg, where some of the biggest pumpkins in Europe are on display. This year’s pumpkin festival will run through Nov. 2 at the Blühende Barock (garden area at the Ludwigsburg Castle) in Ludwigsburg. The festival is open daily from 9 a.m. to 6 p.m. The exhibition’s theme is “Pumpkin Royal,” featuring royalty from almost every genre to include the “King of Rock ‘n’ Roll,” “King of Thieves,” The Frog Prince,” and many more. With different themes every year, visitors can experience something new whenever they visit the pumpkin festival, according to Miriam Schreier, spokeswoman of the Kürbisausstellung Ludwigsburg. “Besides the ever-changing themes, we also aim to have new pumpkin varieties on display and present visitors with
unique pumpkin meals, such as pumpkin “Flammkuchen.” There’s always a reason tocome back,” Schreier said. This year, more than 150 tons of pumpkins and over 500 different varieties from all over the world, ranging from edible to decorative, are displayed throughout the event. About 40 varieties are on sale for pumpkin lovers to use for cooking, carving or fall decorations. “During the pumpkin festival, visitors can experience statues made of pumpkins, but can also be creative and participate in various hands-on activities or be inspired on how to decorate their homes with pumpkins,” Schreier said. Besides pumpkin displays of all sizes, colors and forms, the festival offers patrons the chance to indulge in various pumpkin-inspired foods and drinks ranging from pumpkin soup, risotto and pasta to pumpkin “Maultaschen” (Swabian stuffed noodles), burgers, strudel, candy and sparkling wine, punch and refreshing “Kürbisschorle,” consisting of pumpkin juice and sparkling water. Visitors can also find pumpkin seeds, oil, jam, liquor, chutney and herbs, as well as interior decorations at many “Kürbisshops” (pumpkin stores) throughout the fest grounds. championships for the heaviest pumpkin. The weighing for Germany’s heaviest pumpkin will be held Oct. 5 from 1-4:30 p.m. at Südgarten. The weighing for Europe’s heaviest pumpkin will be held Oct. 12 from 1:30-5 p.m. at Südgarten. The winning pumpkins will be on display until the last day of the festival, when they will be smashed in an annual tradition (Kürbis Schlachtfest, Nov. 2, starting at noon.) A “Schnitz-Festival,” or pumpkin carving demonstration, will be held Oct. 19 from
10 a.m. to 6 p.m. A Halloween pumpkin carving session will be offered Oct. 25 from 11 a.m. to 4:30 p.m. Participants can put their creativity to test and the most artfully carved pumpkin will be premiered at 6:30 p.m. at the Caféteria am Rosengarten. “Overall, the festival offers something for everybody’s taste,” Schreier said. The Blühende Barock/ Ludwigsburg Castle is located at Mömpelgardstrasse 28, 71640 Ludwigsburg. Tickets cost €8.50

PREVENT THE SPREAD OF Influenza, commonly called the GERMS
flu, is a contagious viral infection that affects the respiratory system — your nose, throat and lungs. Symptoms of the flu can include fever, cough, sore throat, runny or stuffy nose, body aches, headache, chills and fatigue. Some people may also have vomiting and diarrhea. Influenza is a serious disease that can lead to hospitalization and sometimes even death. With very few exceptions, everyone 6 months of age and older should get an annual flu vaccine as soon as vaccines are available. Vaccination is especially important for people at high risk to decrease their likelihood of getting sick and possibly having a serious illness. People at high risk of serious flu complications include: • Asthmatics • Diabetics • People with heart disease and those who have had a stroke • Adults 65 and older • Pregnant women • People who have HIV or AIDS • People who have cancer • Children younger than 5, but especially children younger than 2 years old. According to the Centers for Disease Control and Prevention, “most experts believe that flu viruses spread mainly by droplets made when people with flu cough, sneeze or talk. These droplets can land in the mouths or noses of people who are nearby. Less often, a person might also get flu by touching a surface or object that has flu virus on it and then touching their own mouth, eyes or possibly their nose.”
Everyday preventive actions can help slow the spread of germs that cause respiratory illnesses such as flu. They are not a substitute for vaccination. These include the following personal and community actions: • Try to avoid close contact with sick people. • If you or your child gets sick with a respiratory illness, like flu, limit contact with others as much as possible to help prevent spreading illness. Stay home (or keep your child home) for at least 24 hours after fever is gone except to seek medical care or for other necessities. Fever should be gone without the use of a fever-reducing medicine. • Cover your nose and mouth with a tissue when you cough or sneeze. This will block the spread of droplets from your mouth or nose that could contain germs. • Wash your hands often with soap and water. If soap and water are not available, use an alcohol-based hand rub.

Landstuhl reports Ebola risk low for U.S. personnel Landstuhl Regional Medical Center Public Affairs
The Ebola outbreak that is currently reported as a global health emergency by the World Health Organization is centered on four countries in West Africa: Liberia, Guinea, Sierra Leone and Nigeria. At this time, there have been no reported cases of Ebola in Europe. The Stuttgart Army Health Clinic staff remains trained and prepared to respond to Ebola in the unlikely event that an individual becomes infected. Becoming infected with Ebola virus is extremely rare, particularly in the United States and Western Europe, in part due to standardized infection control practices. Ebola virus can only be transmitted to others through direct contact with blood or body fluids from an infected person or exposure to objects (such as needles) that have been contaminated with infected fluids. Only symptomatic persons infected with Ebola can transmit the virus. Ebola virus disease (formerly known as Ebola hemorrhagic fever) is a severe, often fatal illness in humans and nonhuman primates, with a death rate of up to 90 percent. This current outbreak has a lower case fatality rate than previous outbreaks, at approximately 53 percent. The Ebola virus is transmitted human to human. Ebola outbreaks occur primarily in remote villages in Central and East Africa near tropical rainforests. The current outbreak is the first one known to occur in the West. According to the National Center for Medical Intelligence, the risk of Ebola transmission to U.S. personnel in the West Africa area is low, even during an
extensive outbreak in the local population. Casual contact does not transmit infection. Person-to-person transmission requires direct contact with the blood or bodily fluids of an ill patient, as people are not contagious until symptoms appear. Symptoms of Ebola may appear anywhere from 2 to 21 days after exposure to the virus and typically include fever, headache, vomiting, diarrhea, muscle pain, stomach pain, unexplained bleeding or bruising. There is no Federal Drug Administration approved medication or vaccine currently available to protect against Ebola infection. Standard treatment for Ebola is still limited to supportive therapy. This consists of balancing the patient’s fluids and electrolytes, maintaining their oxygen status and blood pressure, and treating them for any complicating infections. In summary, there are no reported cases in the European region; the risk would still be low (negligible) even if there were cases in Europe, according Lt. Col. (Dr.) Pamela Ward-Demo, Infectious Disease Physician from the Office of the Command Surgeon at U.S. Africa Command. Ebola is not airborne and can only be transmitted by direct contact with the body fluids of a person who is sick with the disease. Winter is coming … Are you ready?
Stuttgart is still enjoying mild fall weather and it’s not even Halloween, so why are we already talking about winter? It’s simple. Taking certain steps right now to make sure your vehicle is ready in time for winter may prevent some nasty surprises down the road when winter suddenly strikes. Preparing ahead of time and winterizing your vehicle now could save big bucks and perhaps even your life.
WINTER TIRES German federal law mandates the use of winter tires under adverse road conditions, whether icy, snow covered
or snow slush/mud. While there is no specific time period during which winter tires are required, many German drivers use the rule of thumb “von O bis O” — from O to O — meaning snow tires should be put on in October and remain on until Ostern (Easter). European winter tires have two kinds of markings: a snowflake for snow tires or “M+S” for tires designed to work in “matsch und schnee” — mud and snow. All-season or all-weather tires are also allowed but must have the M+S

marking to be acceptable for winter driving. A snowflake inside of a three-peak mountain symbol indicates the highest standard of winter traction. Only snow tires without spikes or studs are allowed in Germany. Tires designed for snow function better than multi-purpose tires. All tires should have at least 1.6 millimeters of tread depth, but for maximum safety, tires with less than 4 millimeters should be replaced. A one euro coin can be used for a quick “tread check.” When placed in the tire’s tread, you should not be able to see the golden edge of the coin. If you can, the tire needs to be replaced. Winter tires offer better protection than all-season models, and it’s best if all four tires match. If you get caught driving without the correct tires on your vehicle, you can get a €60 ticket. Causing an accident or creating a road hazard or traffic jam as a result of not having the correct tires can cost €80 and a point against your license. Police can assign blame to a motorist involved in a winter accident whose car does not have snow tires installed, regardless of who caused the accident. In addition, some insurance companies may deny coverage to motorists driving with summer tires on
winter roads.
WINTER DRIVING TIPS When it comes to driving on ice, The Weather Channel sums it up best: Don’t drive at all, if you can avoid it. There are times, however, when you simply have no choice but to get behind the wheel in less-than-ideal conditions. To make the best of it, remember that preparation and common sense go a long way toward making a safe journey. “Steering, braking and traction are key to preventing accidents on ice,” said Walt Beckman, program manager, Driving Directorate, U.S. Army Combat Readiness/ Safety Center. “Also starting out in a lower gear helps with traction issues.” Three other elements for driving on icy and snow-covered roads are staying alert, slowing down and staying in control, according to Beckman. Motor vehicles should be checked prior to winter weather, same as when summer arrives. Maintenance checks include tires and tire pressure, battery, belts and hoses, lights, oil, brakes and exhaust system, heater and defroster, windshield wipers and ignition system.

Road conditions and installation closures When winter weather strikes on an early weekday morning, U.S. Army Garrison Stuttgart community members don’t need to be in the dark on cancellations and delays. The garrison uses several methods to keep the community informed when decisions are made that impact operations due to the weather. By 5 a.m., and throughout the day, notifications about road conditions and operations are posted to the IMCOM-Europe Road Conditions and School Closures website at www. imcom-europe.army.mil. Click on the Safety link, then Road Conditions. These notices are also posted to the garrison Facebook page. Announcements will air on American Forces Network Stuttgart (102.3 FM). Community members can also call the Weather and Road Condition Hotline at 431-3744 or civ. 07031-15-3744. Military Police patrols start assessing routes at midnight, and continue every hour during periods of inclement weather according to the USAG Stuttgart director of Emergency Services. Based on these reports, the garrison commander decides if road conditions warrant additional precautions
to minimize risk to community members, including delaying or cancelling schools, reducing garrison support to only essential services, cancelling events and trips, and/or limiting government vehicle movement to critical or emergency missions only. This decision is made before 5 a.m. so that notifications can be made in a timely manner. The same process is used if road conditions change during the day to determine if early release is warranted. Emergency and essential services will continue regardless of weather or road conditions. Announcements regarding service member and employee work-reporting instructions during times of delayed or closed operations only apply to the garrison organizations and its workforce, the Logistics Readiness Center and Department of Defense Dependents Schools.

Q: How worn can my tires be before they are unsafe?
For those who work for U.S. European Command, U.S. Africa Command, Special Operations Command Europe or other organizations, work delays and early releases are only authorized by their leadership.
Q: Do I have to have winter tires or all-season tires during winter weather? A: Either type is acceptable for winter use, so long as they have the “M + S” marking or this symbol: on the sidewall. Q: Should I under-inflate my tires in winter so I get better traction? A: No, tires should be kept at recommended levels at all times. Under inflated tires can cause slower steering reaction and increase your risk of losing control of your vehicle.
A: All tires should have at least 1.6 millimeters of tread depth, but for maximum safety, tires with less than 4 millimeters should be replaced. See article for tips on measuring tread depth. Q: If road conditions are black I can stay home, right? A: Not necessarily. Tenant commanders in the USAG Stuttgart footprint make their own operational decisions in inclement weather. Check with your chain of command or leadership to find out your organization’s standard procedures.
Keeping food, water and warm clothing in the vehicle makes sense, along with ensuring your cell phone is charged. Plus, let someone know when you leave, where you’re going and when you should arrive. The Weather Channel also advises drivers to decrease their speed to leave plenty of room to stop, allowing at least three times more space than usual between vehicles. Drivers should also brake gently to avoid skidding; if the wheels start to lock, ease off the brake.
