Leaving Stuttgart soon? Make sure you out-process properly By USAG Stuttgart Central Processing Facility

Peak moving season is fast arriving. The Central Processing Facility wants to help you have a smooth transition. All uniformed personnel from all branches as well as Department of Defense civilians, contractors, NonAppropriated Fund, and Army and Air Force Exchange Service employees must clear the Stuttgart community prior to departing. People that are 30-120 days out from departure should participate in an Out-Processing/ Pre-Separation Briefing at the CPF. Briefings are currently held on the first and third Wednesdays of each month from 8:15 a.m. to noon in Building 2913 on Panzer Kaserne. The briefings provides information to those making a permanent change of station, separating, or retiring. And includes helpful information from transportation, customs, Tricare, vehicle registration, housing, VAT/UTAP, Exceptional Family Member Program, and Legal, just to name a few.

Out-processing questionnaire

During the briefing you will be asked to complete an “Out-Processing Questionnaire.” This questionnaire is mandatory for those outprocessing, and must be turned in to the CPF in person or via email at least 30 days prior to leaving.

Once the CPF receives your questionnaire, CPF will automatically include you in a time-saving, electronic pre-clear roster. Then, three weeks before you leave, agencies like Outdoor Recreation, the library, and central issuance can clear you with no reason for you to physically go there. If an agency pre-clears you then that agency will not appear on your “Community Clearance List.” Otherwise, the agency marks you as a “must see” and you will have to obtain a signature from them. For those people that submit their questionnaire less than three weeks before their departure date, pre-clearance is not an option, and your “Community Clearance Checklist” will include all necessary organizations and agencies. If you submit your questionnaire less than five days before departing, you will also need a memorandum from your noncommissioned officer in charge or officer in charge, detailing, by name, the individual who will be responsible for finishing your clearance list, if necessary.

Community clearance list

After your pre-clear week, the CPF will generate your individualized “Community Clearance List” tailored to your situation. There is no standard list. For instance, a civilian PCSing from Stuttgart will have a completely different set of clearing stations than a service member retiring from the U.S. European Command. Approximately two weeks

prior to your departure, the CPF will email your “Community Clearance List” directly to the email address you provided on your questionnaire. Personnel have 10 working days to clear. If you are assigned to EUCOM, U.S. Special Operations Command Europe, or USAG Stuttgart your unit requirements will be included on your individualized “Community Clearance Checklist.” All other personnel must also obtain a unit or agency specific clearance sheet from your administrative office. People should know they do not need a “Community Clearance List” to begin making appointments with transportation, housing, or to schedule flights. Only orders are needed to begin outprocessing with those agencies. Housing, transportation, and vehicle registration will sign your clearance list when you finish clearing with them. Whether you have gone through preclear or not, you must obtain a signature from each agency on your clearance list. Marking these “not applicable” or signing off yourself will result in a “Failure to Clear” and be reported to your unit. Your unit commander will then be responsible to assign someone to finish clearing for you.

Final out

The “Final Out” appointment to turn in your completed checklist to the CPF will be set two working days prior to your departure. You are required to come to

the CPF office in person to turn in your clearance papers. If you receive an amendment or cancellation of orders, please let the CPF know your new departure date. Your “Community Clearance List” expires 30 days from issuance. Therefore, if you are delayed by more than two weeks after your original date of departure, you will need to submit another questionnaire to begin the process again. If you are requesting Community Clearance Papers more than 10 workings days prior to departing, the CPF will require a memo from your commander confirming your scheduled leave or temporary duty dates that fall within your last two weeks. Per regulation, personnel using transition leave will completely clear before beginning transition leave. The CPF is located in Building 2913, Room 115 on Panzer Kaserne. They host Out-Processing / PreSeparation Briefings the first and third Wednesdays of each month from 8:15 a.m. to noon. Upcoming briefings are scheduled for April 6, April 20, May 4, May 18, June 1, June 15, July 6, July 20, August 3, August 17, Sept. 7 and Sept. 21. The CPF staff is currently working to make an on-line briefing available. Ask a JAG: Leaving Soon? Set yourself up for success before PCS season!

Always save receipts for high-value items or items that cannot be easily replaced. This will help substantiate your claim in the event of damage during shipment. On the day of the move photograph or video record your household goods, turn on all electronic equipment to demonstrate to the movers that it works, and ensure they notate that the item is functional on the shipping inventory sheet. If a mover writes an exception (pre-existing damage) to an item on the inventory sheet that you disagree with, state that you “disagree” on the form. Follow movers carefully to ensure they do not damage the real property; your landlord may try to hold your security deposit to compensate for the damage.

give two-months notice, your landlord may hold one month of rent from your security deposit. Do not solely rely on the military clause in your rental agreement. If you have orders, the military clause allows you to break your lease with only one month’s notice. However, if you have your orders prior to notifying your landlord, then the landlord does not need to honor that exception. For example, service member receives his orders 3 months prior to PCS, but does not provide notice to the landlord until he is two months out from his PCS. In this hypothetical, the landlord could still hold the tenant accountable for the additional month’s rent. To properly terminate your rental contract, ensure that you follow the procedures in your contract. All correspondence must be in writing and sent certified mail. Ask the postal representative for "Einwurf-Einschreiben mit Rueckschein" (registered mail with return receipt). If you have additional questions on how to terminate your contract, please visit the Housing Office on Panzer Kaserne. Also, be prepared to do a final walk through with your landlord any and all information should be noted on an “Auszugsprotokoll.”

PCS season can be exciting, challenging and stressful. But did you know you can take steps now to prevent many common legal issues? It is important to note, that the Servicemembers Civil Relief Act cannot be invoked to release you from a your German Lease or other German Contracts. The following is a list of steps to make your PCS less stressful:

BahnCard termination: The easiest way to terminate a BahnCard is via email. You can email the cancellation to: bahncard-service@bahn.de In the subject line, write your BahnCardnumber and the word “Kuendigung,” which in German means “termination.” Important Note: The termination must arrive at least 6 weeks prior to the Bahncard’s expiration date (this is also mentioned on the Bahncard itself). In the body of the email, write the following termination language: “Hiermit kündige ich meine Bahncard zum nächst möglichen Zeitpunkt. Bitte bestätigen Sie mir meine Kündigung mit dem Wirksamkeitsdatum der Kündigung. Danke. Mit freundlichen Gruessen (Your Name)” The above translates to: “I hereby terminate my BahnCard at the soonest possible date. Please send a confirmation of my termination, including the date the termination will become effective. Thank you.” Important Note: The termination must arrive at least 6 weeks prior to the

Bahncard’s expiration date (this is also mentioned on the Bahncard itself).

Telephone and internet contract termination: Be aware that landline telephone, internet, and cable contracts usually contain an automatic renewal clause. In order to terminate such contracts, the customer must ordinarily provide a 3-month written termination notice. For example, if you want to cancel your contract on 1 April, your termination letter should arrive no later than 1 January. Cell phone contracts (especially if you received a cell phone at a subsidized price with the contract) automatically renew for 12 months after the expiration of the original agreed-upon contract period. Again, in order to terminate, a customer must provide written notice of termination at least 3 months prior to the desired termination date. Please note, if you want to end your contract before the initial contractual period runs, the provider will likely charge you the monthly fee, times the number of months left in the contract. Remember: Whether you are terminating a rental, landline, internet, cable, or cell phone contract, you should always send your termination, in writing, via the German post system, and make sure you send your written termination via registered mail with return receipt. Again, ask the postal representative for “Einwurf-Einschreiben mit Rueckschein.” This is probably the last and most important German phrase you will learn!

How it works

Step 1: Download the free app and setup your profile Enter your profile information as it appears on your valid, official passport. You can set up profiles for your entire family. Your information will be encrypted and shared only with CBP. Step 2: Answer a few questions Answer CBP’s four brief questions about your trip. Then carefully review all of your information for the trip. Step 3: Submit to CBP Once you land, connect to wireless or WiFi and submit your data to CBP. Remember: when you submit, you are confirming under penalty of law that your information is correct. Within a few seconds, you will receive a CBP receipt with an encrypted barcode. Your receipt will be valid for 4 hours. Step 4: Skip the line and save time! Follow the “Mobile Passport Control” signs and skip the lines. Show your passport to the CBP

About Mobile Passport Control In order to manage growing volumes of trade and travel, U.S. Customs and Border Protection launched Mobile Passport Control, the first authorized app to expedite a traveler’s entry process into the United States. The app, much like the Automated Passport Control kiosks, streamlines the traveler inspection process and enables CBP officers to focus more on the inspection and less on administrative functions. This first-of-its-kind app was developed by Airside

Mobile and Airports Council International-North America (ACI-NA) in partnerships with CBP. The MPC app enables a traveler or family group to pre-position their biographic information prior to speaking with a CBP officer. The CBP officer is then able to focus on identity verification, admissibility and questioning to determine purpose and intent of travel. This process will ultimately reduce the traveler’s time spent with the CBP officer — helping to improve service levels and decrease wait times. For more information, visit www.cbp.gov.

Clearing the VAT and UTAP offices By Ken Ackerman-Jones USAG Stuttgart VAT/UTAP Office

If you used the Value Added Tax Relief and Utility Tax Avoidance programs during your tour, you probably saved yourself a lot of money. Now that you are PCSing, save yourself a headache and clear these offices the proper way.

VAT Office closeout

All customers signed up in the Value Added Tax Relief program are required to come in to the Tax Relief Office during their out processing. To help in the closeout process, once the customer knows they are PCS'ing, they can stop by the Tax Relief Office and a printout of issued VAT forms can be provided. The Tax Relief staff will review the customer's account and verify all purchased VAT forms have been returned and cleared from the VAT program. It is the responsibility of the customer to ensure that all white copies, to include any unused and expired VAT forms, are turned back to the Tax Relief Office before departing.

There must be 100 percent accountability of all VAT forms purchased by the customer. If a customer has any missing/lost white copies, a pink customer copy can also be used to clear the program.

UTAP Office closeout

All customers signed up in the

Utility Tax Avoidance Program are asked to come by the Tax Relief Office before their final walkthrough inspection. No appointment is needed, walk-ins only. The UTAP staff will assist the customer in identifying which utility company closeout form is required, answer any final questions and direct

the customer to the UTAP website to complete the fillable utility closeout form. This form must be typed not hand written. The UTAP customer will need the final meter reading(s) taken during the final inspection walkthrough to complete the utility company closeout form. The utility closeout form must then be provided to the UTAP Office to close the customer out of the UTAP program. Note: Failure to provide the UTAP Office the required closeout documentation could result in continual monthly payments being withdrawn from the customer's account. The UTAP staff will review the closeout form for accuracy and verify the customer’s civilian email address. The final reconciliation invoice from the utility company will be emailed to the customer. All UTAP customers are required to leave their bank account open for 90 days past their departure date. The VAT and UTAP offices are located in Room 324, Building 2915, Panzer Kaserne. Whether you are shipping your privately owned vehicle to your next duty station, or selling it in the local area, the following steps ensure you properly clear vehicle registration.

Shipping your vehicle through the government

• Bring a bill of lading from shipper with vehicle information: year, make, model, vehicle identification number, and color, to vehicle registration along with the U.S. Army Europe license plates. • If the current registration has 90 days or more left, temporary transit plates will be issued at no cost. If less than 90 days left on the current registration the temporary transit plates will cost $30. No inspection is required. The transit plates do not have to be returned.

Shipping your vehicle through an independent shipping company

• Bring a bill of lading from shipper with vehicle information: year, make, model, vehicle identification number, and color, to vehicle registration along with the U.S. Army Europe license plates. • If the current registration has 90 days or more left, temporary transit plates will be issued at no cost. Sell a vehicle to a Department or non-ILS buyer to the local German non-operational registration or permaof Defense ID card holder • If seller has a joint-owner on the vehicle, both parties must be present. • If vehicle has a lien on it, a lien release letter is required. • Buyer must have insurance for the vehicle. • If the registration is current and the vehicle is 9 years old or newer, the buyer can accept the current expiration date on the registration without having an inspection. For the buyer to have a 2 year registration on vehicles 9 years old or newer an inspection within 30 days of the transfer date is required. • Vehicles 10 years or older require an inspection within 30 days of the transfer. • Transfer cost is $30.

nent registration. • Service member must go to the MWR Auto Skills center on Panzer Kaserne. • Once donated, MWR will give the service member a receipt and paperwork showing that the vehicle was turned over to MWR. • Bring the receipt, paperwork from MWR and license plates, if applicable, to vehicle registration to clear the vehicle from the U.S. Army Europe system. • If the vehicle has a lien, a lien release letter is required. • Cost of donation is $75 which covers any towing fees associated with the vehicle.

Consequences for abandoning a vehicle • Service member will be titled with Abandoned Vehicle under Article 134 of the Uniformed Code of Military Justice, and the command can potentially take nonjudicial actions against the service member. • Civilians will be titled with

Abandoned Vehicle under Army Europe Regulation 190-1 and local commands can take disciplinary actions toward the civilian. • Service members and civilians are required to reimburse the U.S. Government for the towing fee of €97.

Select the “EDIT” button on the top right of the screen to change or remove your location and information. Personnel can also contact their unit AtHOC manager via phone, email or in person and request to be removed from the system. Get your car clean, ready for POV shipping By USAG Ansbach Public Affairs

Now is the peak season for the U.S. Army Garrison Vehicle Processing Centers. Although the VPC staff is busier than normal, this doesn’t mean the turn-in inspection standards have relaxed at all. Those standards, which follow regulations from the U.S. Environmental Protection Agency, the U.S. Department of Transportation and the U.S. Department of Agriculture, are all part of the VPC’s meticulous and precise inspection process.

Cleaning the interior

1. Starting at the front of the vehicle’s interior, move the front seats as far back as they will go, take out the floor mats and vacuum the floor thoroughly. 2. Take a brush and sweep along the groove of the door jambs, not roughly but smoothly. 3. With a flashlight, examine the sides of each seat, and then in and around the middle console. Inspect those places for any debris, dirt, pet hair, plant detritus, old food, coins, gum, trash and anything else. Repeat that process beneath the seats and then vacuum beneath the seats. 4. Clean and vacuum the floor mats. Once finished, place them back in the vehicle and assure that they are dry. 5. Wipe down all hard surfaces with a damp cloth. 6. Move the front seats all the way forward and repeat steps 1 through 4 for the backseat rows and any other extra seat rows as applicable. 7. Vacuum the trunk area and wipe down hard surfaces with a damp cloth. Assure this area is dry. 8. Remove the spare tire to wipe down the compartment, and then wipe down the spare tire. Place the spare tire back into the compartment when finished. Assure compartment is dry. 9. Some vehicles such as SUVs and vans have back windows that can flip up or out. These can develop mold or mildew, which needs to be eliminated before shipment. Assure window seals are free of debris. 10. Wipe down and clean door frames to eliminate debris. 11. Wipe down wheel wells, at

least where your palm can reach with a cloth.

Cleaning the engine compartment

Shortly before arriving to the VPC for an inspection is the best time to inspect and clean the engine compartment. Once again, use the flashlight to inspect it and check for leaks. Vacuum out any pine needles, dirt, dead bees, seeds, etc., and either wipe it off or wash it off.

EPA and DOT stickers

Ensure the EPA emissions sticker is present and intact. Look for the words “Vehicle Emissions Control” to the word “Catalyst.” This sticker is a must, and its absence will result in the vehicle’s rejection during the inspection. The DOT sticker is located on the driver’s side doorframe or in the engine compartment. This is also known as the MFD, or Manufacturer’s Datasheet, and will include the date of manufacture and the vehicle identification number as well as indicating vehicle safety standards. “If this sticker is missing, or illegible, proof in the form of a stateside title (must state that the vehicle meets DOT requirements), stateside registration, or CARFAX report (www.carfax. com) must be provided to the VPC on the date of turn-in before your car can be accepted,” states the turn-in section of the PCS My POV website.

Correcting technical faults

Emergency brakes must be working, contractors will apply the emergency brake and give the car a bit of gas just to check if it’s working. If the car doesn’t drive forward or in reverse it’s good to go. Fluid leaks: Ensure no fluids are leaking from the vehicle, including anti-freeze and oil. Old/dying battery: Though the battery may still start the vehicle, if it’s getting old, it may be time to replace it. When a battery dies in transit, that leads to extra work on the part of contractors and delays during shipment.

Pre-inspection

A customer who is a couple

of days from turning in his or her vehicle for inspection, for example, can request that a VPC inspector take a quick look at the vehicle. After the pre-inspection, customers can be given an inspection sheet that lists any failures. That way when the customer returns, those problems can be already taken care of. The pre-inspection does not eliminate the main inspection at time of turn in. Due to the peak season, VPC personnel have limited time, so they perform quick looks on a case-by-case basis.

One important thing to note with this option is that Patriot Express flights only travel to Baltimore. So be sure to make follow-on arrangements to get to your final destination. Whichever travel arrangements you choose, you should set aside some cash for the airline fees. They can sometimes exceed a few hundred dollars. Your pet has been with you during this exciting time in Europe. Getting them to your next adventure requires some planning and flexibility but many people and pets have gone before and been happy when it is over. So start early, research and discuss your options with your family, choose what works best for you and your pet, and let your veterinarian know if you need help. • Reserve air space for shipment as early as possible. • Do a cost comparison of shipping your pet as excess baggage versus air freight shipment, if applicable. • Provide a sturdy leak-proof crate (lined with absorbent material such as newspaper) that is large enough for the animal to stand, lie down, or turn around in, but not so large that the animal would be battered around in rough weather. • Let your pet become accustomed to the crate before shipment by having

practice sessions that build in time of confinement. Be sure the pet has a comfortable pad to lie on and a few familiar toys. A leash should also be included with the crate. • Put identification tags that include an emergency phone number around your pet's neck. • Print your name and destination address clearly on the shipping crate. Include your pet's name, so that attendants can talk with him/her. If the pet has special habits — or bites —also include that information. • Carry a photo of your pet with you. Feed your pet just a light meal about six hours before shipping — no water

within two hours unless it is very hot (or the animal is very small). A water dish that is attached so it cannot tip should be provided, but it should be conveniently located to allow an attendant to provide water at stopovers without being bitten. • Send dry food along if the trip is long. • Do not tranquilize the animal. • Exercise your pet just before shipping so your animal will sleep better during the trip. • Check with the agent who meets the flight about your pet's progress when you are changing planes. • Allow plenty of time between connecting flights to be sure

your animal is transferred to your flight if traveling with you. • Arrange to have your pet picked up immediately upon arrival. Airline facilities for pets may be limited or nonexistent.

Moving is an integral part of military life. While the opportunity to experience different places can be one of the perks of this highly mobile lifestyle, it’s also one of the greatest challenges. Executing a permanent change of station move in a way that creates a smooth transition for the entire family is rarely as effortless as some PCS veterans make it seem. But when a family has a child or family member with special needs, it can be even more complicated.

Get updated

Ensure that family members with

special needs are enrolled in the Exceptional Family Member Program and that all information is current. This allows assignment managers to consider medical and special education needs of family members during the assignment process, minimizing the chance that the family member will be sent to location without necessary services. EFMP status must be updated every three years. Service members with families PCSing to another overseas location must be medically screened.

Do your homework

Special education criteria and services, academic standards, access to programs, and promotion and graduation requirements vary from place to place. For military children, it is essential that parents understand these differences. Tapping into resources such as School Liaison Officers, EFMP Coordinator and EFMP System Navigators are a good way to start gathering information about educational services at your new duty station.

Hand carry

Plan to hand carry important documents such as copies of educational records and assessments, individual education plan, medical records and medication refills your family member will need for a few months.

Make the connections

Once you know where you are moving, visit to your local EFMP Family Support Office. The staff can help connect you with services at your gaining installation’s EFMP Family Support Office. Aviation Administration, the pilot’s or the flight attendants’ job — it takes all of us. We all need to think about safety — even just for a minute. Here are some tips to follow to keep you and your fellow travelers safe when you fly. Most importantly, pay attention to your flight and cabin crews. They are there to keep you as safe as possible. You can make your flight even safer by following these guidelines: Pay attention to the flight attendant safety briefing at the beginning of your flight and read the safety briefing card. Buckle up. Keep you and your family safe by wearing a seat belt at all times while seated. Use an approved child safety seat or device if your child weighs less than 40 pounds. Prevent in-flight injuries by following your airline’s carry-on restrictions. Check your airline’s Portable Electronic Device (PED) policy.

Changes to PED policies vary by airline. Check with your airline to see if and when you can use your PED. Airlines may allow passengers to use handheld PEDs such as tablets, e-readers, and smartphones. Cell phones may not be used for voice communications or for cellular connections. Use electronic devices in airplane mode or with the cellular connection disabled. You may use the WiFi connection on your device if the plane has an installed WiFi system and the airline allows its use. Properly stow heavier devices like standard laptops under seats or in the overhead bins during takeoff and landing. These items may injure you or someone else in the event of turbulence or an accident. Put down electronic devices, books and newspapers and listen to the safety briefing. It only takes a few minutes to secure

items according to the crew’s instructions during takeoff and landing. In some instances of low visibility — about one percent of flights — some landing systems may not be proved PED

tolerant, so you may be asked to turn off your device. Always follow crew instructions and immediately turn off your device if asked. Make safety your first priority.

Health Beat: Stay healthy while traveling abroad By the U.S. Food and Drug Administration

Are you planning a trip to other countries? Remember: healthy travel requires planning, preparation, self-discipline, and vigilance. The Food and Drug Administration (FDA) sends inspectors and other employees all over the world to check that products it regulates, which are made in other countries, are legal and safe for use by U.S. consumers. In the Guide to International Inspections, FDA advises employees on safe and healthy travel basics. Here are a few pointers that can help you stay healthy, too.

Do some research. Learn about access to reliable medical care at your destination. Also read up on current events there. Don’t buy medicines abroad. Don’t buy any medical product without consulting a competent health care professional. Take an ample supply of medications. Keep prescription and over-the-counter medications in their original packaging to avoid problems with border officials. Carry one or two days’ worth of prescription medicine to cover unexpected delays.

Consider carrying sunscreen and protection against insects, as well as treatments for the common cold; constipation; cuts, scratches, and burns; diarrhea; heartburn or indigestion; insomnia; motion sickness; allergies; nasal congestion; pain or fever; sore throat; and malaria prevention. Consider altitude. Even healthy, athletic people can become ill at altitudes above 10,000 feet. Young children are especially at risk. If you’re going to high altitudes, plan to rest during the first 12 to 24 hours there to adjust to breathing in less oxygen. People with chronic heart and lung disorders should consult a physician before traveling to altitudes above 3,000 feet.

Tips for the trip Exercise. During long trips, help avoid circulatory problems in your legs by standing up and walking for several minutes every hour or so. Eat and drink wisely. Drink plenty of liquids. Avoid overindulgence. Too much alcohol and/or food can result in gastrointestinal problems, poor sleep, and altered moods. Fight off jet lag. Minimize fatigue associated with time-zone hopping by eating normally. Try to get a good initial night’s sleep at your destination.

Withdrawing from DoDEA Stuttgart schools By Department of Defense Education Activity Stuttgart area registrar offices

On a daily basis, families move in and out of the Stuttgart area. Many of these families have children registered in one of the area’s Department of Defense Education Activity schools. When it is time to make a Permanent Change of Station, families with children in the DoDEA school system are required to withdraw their children from school before their departure.

Accelerated withdrawal

Regular withdrawal

To facilitate the withdrawal process, parents must contact the school’s registrar at least 2-4 weeks prior to their departure date. This provides time for the school to secure student's academic records for the next school. When students depart prior to the end of the school year on early withdrawal, parents are required to complete a withdrawal form and submit it to the registrar with a copy of PCS orders. Families departing on or after the last day of school are not required to submit PCS orders. The withdrawal form allows the option of the family hand-carrying the records or asks the school to mail them to the new receiving school. It is highly recommend that families hand-carry

During certain times of the year, students may find the need to request accelerated withdrawal. Accelerated withdrawal is designed for students enrolled in courses that grant credit for high school graduation, primarily high school students and some middle school students. Accelerated withdrawal is requested as far in advance as possible to provide time for students to complete necessary course work to meet standards of learning prior to departing Stuttgart. Upon successful completion of accelerated coursework, students are granted credit for the semester. This ensures that high school students do not miss out on credits due to PCS moves. Students in middle and elementary school may also request accelerated withdrawal, however, it is optimal for all students to enroll in school upon arrival to the new duty station. Accelerated withdrawal should not be used as an opportunity to take extended vacations in conjunction with PCS, as this extended time out of school is detrimental to the education of the student. The spring accelerated withdrawal

date for DoDEA schools in Stuttgart begins May 19. If PCS orders require a move between May 19 and the end of the school year, notify the school’s registrar and submit a copy of PCS orders 30 days in advance for approval of accelerated withdrawal. This ensures that students are afforded the additional

time needed to show mastery on standards and objectives for coursework. Additionally, the student must attend school all day on the day prior to the withdrawal date. For additional information, contact your respective school's registrar.

The ABC’s of transferring schools

If you are PCSing and have students enrolled in any of the Stuttgart Department of Defense Dependents Schools, you may find the following tips useful: As soon as you have orders, contact the USAG Stuttgart School Liaison Office. The SLO can link you up with the School Liaison Office at your gaining command. The gaining SLO will be able to provide you with local school information and any youth sponsorships available. Notify the Stuttgart school(s) about your move. They will need a copy of the orders. Accelerated

withdraw date for this school year is May 19. Withdrawing no earlier than this date allows your student to get full year credit. Ensure you have the following documents for your students: —› —› —› —› —›

Birth certificate Social Security Number Immunization records Legal documents as needed Proof of residency/military orders

Contact the School Meal Program at AAFES customer service to ensure you leave with a zero balance. You should also request copy of student’s cumulative record (in

addition to the sealed record for the gaining school). Although Stuttgart schools are sealing the records and letting the parents hand carry them, having a copy of the records is recommended. Maake sure you do not open the sealed package because this will void the official records. If your student is in any special programs, make sure you get a copy of the Individual Education Plan, Individual Accommodation Plan, or any gifted program. These records are kept separate from your student’s cumulative record. If your student is in sixth grade and above, it is recommended you get the course description and get a title page of each textbook your

student uses during classes. This will give the gaining school the opportunity to see what was taught. There are many vague course titles that do not reflect actual concepts being presented in class. If your student is 10th grade and above, request letters of recommendations from school staff (teachers, counselors, administrators). This will help your student applying for programs at the new school (NHS, scholarships, college admissions).

Take that wine collection with you

Having permanent change of station orders does not mean that a prized wine collection must be left behind. The process isn’t exactly easy, but the key, according to Beverly Sowell, the Installation Transportation Officer with the Stuttgart Logistics Readiness Center, is to start early. Whether you are shipping a wine collection or lugging a crate of German beer onto the plane home, Sowell said state laws vary so much that you need to know exactly what restrictions apply in the state you arrive in and at your final destination. You will need to find out about any restrictions, duty taxes and the specifics of how to pay those taxes; you might have to pay these upfront, depending on the state. After you’ve researched the import laws,

your first stop should be the U.S. Army Garrison Stuttgart Transportation Office to find out about weight limitations and shipping procedures. You don’t need PCS orders in hand to do so, said Sowell. Shipping wine requires several forms, including a power of attorney to clear your shipment through customs, and a detailed wine inventory. The transportation office will provide all the necessary forms. Those moving are required by regulations to have a minimum of 500 pounds, or about 250 bottles of wine, in order to arrange a government shipment. If the amount being shipped is less than 500 pounds, the Personal Property Shipping Office will make a referral to a local moving company. This type of shipment is considered a personally procured move that can be reimbursed up to the amount paid, but not to exceed the government’s cost. In addition, reimbursement is

also dependent upon having weight left on the members shipping entitlement. Keep in mind that the U.S. Postal Service does not mail wine and express shipping companies are usually not willing to ship wine. However, some airlines will allow small collections to be checked as excess baggage for a fee. Planning ahead and following the rules will give individuals an opportunity to enjoy alcoholic beverages purchased here at a new stateside home for years to come. One final note: The Personal Property Office cannot contract or commit moving services without PCS orders. Getting rid of extra trash is not costly

In each of the three major counties in the Stuttgart area, there are differences in how trash and recyclables are handled. Although specific procedures vary, most programs divide trash and recyclables into six categories: trash/rubbish, recyclables, paper, organic waste, glass and hazardous waste. Here are some tips to get help you clean up, while you clear out:

In fact, it’s sometimes free, but does take some effort and coordination. Some areas have recycling centers and city dumps where residents can take their trash, and almost all areas have procedures for residents to request pick-up of bulk trash and other non-standard waste. Often these pickups are free of charge, but usually are only offered a limited number of times per year. Contact the agency for your area for more information.

Sperrmüll or bulky trash This is residual waste that is too big for the regular trash bin, but does not exceed a given size. For example, in Böblingen, it cannot exceed 2 meters by 1.2 meters by .8 meters, and must weigh less than 60 kilograms per piece. Mattresses, cupboards, bed frames, furniture, carpets, mirrors, suitcases, skis and surfboards are all examples of common bulk trash items.

On-Post trash and dumping For on post residents, things are relatively simple. Clearly labeled containers are available in all housing areas, and the online guide details what items can and cannot go into each container. PCS out with these Moving with pets

Moving with pets can be very complicated. Although requirements will vary by your destination it will usually mean immunizations, health certifications, and quite a bit of documentation. Also, different airlines and carriers have differing policies and fees. Be aware of the policy of many airlines that will not ship pets in the cargo hold if forecasted temperatures at origin, destination or any stop between is 85 degrees Fahrenheit or higher. Heavier pets may even have to be shipped as cargo separately. The process can take months, so start getting ready now. Also think about lodging options for your pet, both here in Stuttgart and at your destination. Contact the hotels early to see what their pet policies are, or find kennels in the local area of your gaining station. See the article on Page 8 for more information on moving with your pets.

Attend a PCS briefing

Attend a PCS briefing at least 60-90 days prior to your move. There are a lot of things that you’ll want to get started on long before you pick up your clearing papers, and these briefings will help you figure out what you’ll need to do for a worry-free PCS. The CPF is located in Building 2913, Room 115 on Panzer Kaserne. They host Out-Processing/Pre-Separation Briefings the first and third Wednesdays of each month from 8:15 a.m. to noon. For more on Central Processing see Page 3.

Create a video inventory of your household goods

The prevalence of video capable smart phones and other devices has made inventorying your household goods much easier. Before the movers come, make a video tour of your house highlighting all high value items, and demonstrating the functional condition of your electronics. Capture serial numbers, model names and other specific information on your high-value items. Also, create a backup of the video, perhaps online, in case the movers accidentally break the computer or other device on which you saved the video. Hopefully all your stuff will arrive intact at your gaining station, but if it doesn’t you’ll be better prepared to make a solid claim. For more tips on setting yourself up for a worry-free claim, see the “Ask a JAG” article on Page 4.

Vehicle shipping

If you are planning on shipping a Privately Owned Vehicle, make sure you have all the documents you’ll need well ahead of time. You’ll need more than just your U.S. Army Europe registration and orders to ship a vehicle. Usually you’ll need a copy of the title or a statement of origin. If you purchased the vehicle tax free overseas, you’ll need the documents from that purchase as well. Also look into registration and vehicle taxation requirements at your gaining station, and how your tax free purchase may affect those fees. If the vehicle has a lien you’ll often need a statement from the lien-holder authorizing you to ship the vehicle. Contact the vehicle shipping office early to find out exactly what paperwork you’ll need. See Page 3 for contact information.

e time-saving tips Cancel leases and contracts early

Most leases, and contracts for services such as cellular phones, internet, telephone and cable service, require a 90 day termination notice. While some may require only 60 days, and some may even have a shorter-notice military clause, these are the exception not the rule. Also be aware of whether or not you’ll be cancelling before the minimum contract time (often 24 months). If this is the case, there may be additional steps needed to cancel the contract. Be prepared to explain yourself multiple times, and be assertive. Many service providers have a policy specific to U.S. or NATO personnel moving, but some of the customer service representatives may not know about it. See the “Ask a JAG” on Page 4 for more information on cancelling contracts.

Passports and visas

Make sure you have the appropriate passport and visa documents. Every member of the family should have a current tourist passport, and many dependents should also have a no fee passport. For all family members that are not U.S. citizens, look into visa requirements early. Processing visa requests can be costly and can sometimes take months. Also consider passports, birth certificates and visas for children born during your tour here, especially if they are born to a mixed U.S. and German family. If you know about your move six or more months in advance, that’s the time to start looking into passport and visa requirements. See Page 3 for the hours and contact numbers of the USAG Stuttgart Passport office.

Schedule movers early

During peak PCS season it can take several weeks or even longer to get a household goods pick-up appointment. As soon as you have orders in hand, contact the transportation office and schedule your move to ensure you get the most convenient dates possible. Make sure you’ve got orders. Without them, you can’t schedule your move.

Changing schools

When it is time to make a Permanent Change of Station, families with children in the Department of Defense Education Activity school system are required to withdraw their children from school before their departure. To find out more on regular and accelerated withdrawal, see Page 11.

Cleaning up

The Reuse Center located in Building 2958 on Panzer Kaserne, opposite the Panzer Commissary, is open 7:30 a.m. to 4 p.m., Monday to Friday. The center is a warehouse full of cleaning supplies, paint, toner for printers, oil and other similar products — all free of charge to all ID cardholders – that you can pick up to use for you final cleaning, or donate to as part of your PCS out. And don’t forget ensure your government appliances are cleaned and ready for pick-up (off-post) or cleaned and ready for inspection (on-post). For more details on the Reuse Center or clearing Housing, see Page 13 and 16.

Watch your weight

All that Belgian furniture you’ve been collecting adds pounds to your household goods just as quickly as the Belgian chocolate does to your waistline. Make sure you pay attention to your weight allowance during your transportation appointment. Transportation personnel can help you estimate your household goods weight, using a 1,000 pounds per room method, but this is just an estimate. If your household goods are overweight you may be charged for the difference, and this can get very expensive with overseas moves.

Get your documents in order

Make sure you have copies of all important documents including passports and other identification, birth certificates, titles and receipts for personal property. The checklist on Page 2 is a good list of the items you’ll want to make sure are in order before you start your move. If you do have to request copies of any of these documents, starting early will greatly improve your chances of getting them in time for your move.

Cancelling utilities

If you live off-post, be sure to contact the Utility Tax Avoidance Program office before you close out your utilities with your landlord. There is specific utilities close-out information the UTAP office will need for clearing, and the best time to get this information is when you’re doing your utilities close-out with your landlord. U.S. Army Garrison Stuttgart community members can help each other by recycling and reusing cleaning supplies and other materials found at the Hazardous Material Reuse Center on Panzer Kaserne. The reuse center is part of USAG Stuttgart Logistics Readiness Center, under the 405th Army Field Support Brigade, which provides installation logistics services to sustain unit readiness, and improve quality of life in our communities. The center is a warehouse full of cleaning supplies, paint, and toner for printers, oil and other similar products — all free of charge to all ID cardholders. “People about to go back to the States have extra cleaning products — [they] could be used by other people,” said

The center prevents environmental hazards; it has a sealed floor, absorbent material for spills, an eyewash station, safety equipment and fire extinguishers. It also provides a place where units and community members can drop off or pick up excess toner, lubricants, batteries, adhesives, fuel, paint or acid. “This is an ideal place for this sort of stuff to be utilized by everyone…it’s safe here…it saves money [and] reduces waste,” Lansdale said. Single items dropped off — such as a bottle of glass cleaner, wood spray, paint products — are easy accessible on a daily basis, and can be picked up by individuals. However, excess supplies ordered by tenant units, can only be reused by other units. Those items are being place in a web base-tracking

format tracked in the worldwide Hazardous Material Management System. Based on their prices when they were first issued, items given to other units are re-used and (free of charge) saved the garrison about $5,000 per month, according to Lansdale. Lansdale encourages units that have not already done so to check out the reuse center and add to the savings. “Before [units] start to order things, they should really come here … and save the government a lot of money,” Lansdale said. The reuse center is not only friendly to the economy; it is good for the environment, as well. When community members leave their supplies at the reuse center, those that are expired or contaminated will be disposed of properly, Lansdale said. He personally takes unusable materials to the Hazardous Waste Collection Point,

across the street. Normally, individuals would need to make an appointment with the installation coordinator to dispose of hazardous waste. With the ReUse center, appointments are not necessary. We encourage families who PCS (outgoing) to turn-in their used cleaning supplies or anything that is consider hazardous to the Re-Use Center for proper disposal. If during that time after carefully reviewing the expiration can be utilize again, we place the items on the shelf for re-issue. Ludwigsburg’s Blühendes Barock is setting up their annual Easter egg avenue again, determined to make it even bigger than last year. To do so, they are collecting colorfully painted (real, no plastic please) eggs including a thread and hole to hang it up. For the first 10.000 donated eggs they will donate 50 cents each to local charity organizations. That’s €5000 of goodness and all you need to do is have a fun crafting session with your children or friends. The Rosengarten’s cafeteria accepts all donations until April 3, shortly after you will be able to take a stroll between blooming flowers and your seasonal masterpieces. Help give a happy Easter to disabled, sick and less fortunate friends in your area as well as beautifully shining decorations to the park and all its visitors.
